Despite a history of critique, concentrated discussion and improved assessment processes, neglect continues to be a major challenge for child protection services. This paper draws on findings from a government‐commissioned analysis of 'serious case reviews' (SCRs) in England, arising from incidents of serious child abuse in 2017–2019. There were 235 cases, for which 166 final reports were available. Alongside a quantitative analysis of the whole cohort, we undertook an in‐depth qualitative analysis of 12 cases involving neglect. A key challenge in responding to neglect in its different forms is that it can be so widespread amongst families that practitioners no longer notice its severity or chronicity – it becomes normalised. In this paper we explore two dimensions of the 'paradox of neglect' where it seems to be everywhere and nowhere simultaneously. The first is that neglect is so closely bound up with the prevalence of poverty that little action is taken to address it. The second is that the overwhelming nature of neglect can blind practitioners to other forms of maltreatment that may also be present within a family. This study explores perceptions of child abuse and child protection matters involving staff working in the out‐of‐school‐hours care (OSHC) sector. Quantitative and qualitative data were collected through an online survey, focus group and interviews with staff and managers employed by one organisation that provided OSHC services in Sydney, Australia. This paper reports on their perceptions about implementing mandatory reporting requirements associated with the concepts of 'significant harm' and 'reportable conduct'. The aim of this paper is to engage OSHC stakeholders, including government, in reviewing child protection policies and practices to support educators in their work with children. Key findings indicate the inadequacy of available training, and the importance of relationships and communication between stakeholders, especially OSHC and school staff. This requires systemic change including raising the status of OSHC and the critical role that these educators have in supporting children's development, learning and wellbeing during the early years of school. Whatever the circumstances, the separation of infants from their mothers at birth is a traumatic experience for all concerned. The paper reports on a study designed to improve practice in this highly sensitive area. An analysis of data collected through semi‐structured interviews with 38 mothers who had experienced removal at birth identified four common themes: isolation and unacknowledged support needs; shame, stigma and the failure of others to acknowledge their maternal identity; acute trauma, immediate downturn and disenfranchised grief following infant removal; and strategies to mitigate their pain and grief. These last themes included the use of artefacts both as transitional objects to help mothers come to terms with the permanent loss of a baby, and as a means of keeping maternal identity alive and connecting with an infant who might eventually return home. In response to these findings, and in collaboration with a group of women with lived experience, HOPE boxes were designed to ameliorate the trauma and psychological burden borne by women in this situation. The contents of the boxes have been chosen to reflect the changing experiences of the women's journeys but also the range of possible potential outcomes. An introduction is presented in which the editor discusses articles in the issue on topics including benefit of the medical assessment in terms of evidence, child maltreatment and the use of predictive algorithms to assist decision-making in social work practice with children and families.

This paper reports upon the learning that emerged from a development project which aimed to facilitate improvements in multiagency work in domestic abuse and safeguarding children. The two-year project (2011-13), funded by the Department for Education and led by WomenCentre, a specialist voluntary sector organisation based in West Yorkshire, was undertaken in nine local authorities in the north of England. Activities undertaken during the project included case mapping, service user and professional engagement exercises, observation of local multiagency meetings and provision of training. An evaluative research study examined the work of the project and the learning that emerged. Drawing upon data from telephone interviews with project participants, analysis of case mapping and project reports, this paper discusses some critical issues which emerged from this project. The paper draws attention to the different understandings and priorities which shape interprofessional practice in relation to safeguarding children and domestic abuse, and the complexities of the wider interagency environment including coordination, resources and expertise. Recommendations for improving multiagency work to achieve better outcomes for women and children experiencing domestic abuse are discussed. Copyright © 2015 John Wiley & Sons, Ltd. Statement validity assessment (SVA) was created to evaluate children's accounts in alleged sexual abuse cases and it is the most popular instrument currently used to assess the veracity of their verbal declarations. The core of this method lies in the application of criteria‐based content analysis (CBCA) to the content of the provided account in an attempt to determine its veracity. Despite the popularity and importance of this instrument in legal settings in a variety of countries, there is little evidence that the cultural and ethnic background of the alleged child victims is taken into account. The current paper proposes a theoretical overview of the culturally sensitive aspects of cognition, memory, motivation and self‐identity as reflected in each of the two general categories of the CBCA criteria (i.e. cognitive and motivational). Our investigation revealed that several criteria are likely to be sensitive to cultural differences, therefore further direct empirical proof is needed to improve validation of SVA use in culturally diverse child sexual abuse cases. In the interim, we would encourage the use of culturally sensitive practices and policies among practitioners using CBCA. Practitioners' preconceived ideas about service users can lead to prejudice and labelling, and ultimately may result in biased services. This paper reports on a UK‐based qualitative research study exploring the views and experiences of practitioners working with adult victims and perpetrators of domestic violence. It examines whether or not practitioners believe that childhood experiences of witnessing domestic violence indicate the likelihood of domestic violence in adulthood. It further explores practitioners' perceptions of factors contributing to the experiences of domestic violence amongst their service users. Twelve semi‐structured interviews were conducted with practitioners working in the domestic violence field, and thematic analysis was used to analyse their responses. The data did not indicate a general consensus on the matter of children becoming victims or perpetrators based on their childhood experiences of domestic violence. Participants' responses indicated that they thought the issue was more complex. Common themes that participants consider important to children's development of healthy/unhealthy relationships in this context were identified in the data. These included: an awareness of service users' individuality; the importance of meaningful support networks; and an understanding of the risk amongst their service users to normalise abusive behaviour. Research into maternal protectiveness in domestic violence has focused either on women's experiences of mothering or children's experiences of growing up in domestic violence. This paper reports on a qualitative research study with both mothers and individuals who grew up in domestic violence that sought to explore perspectives on, and experiences of, maternal protectiveness in the two groups. The study used a feminist social constructionist theoretical perspective and a relational empowerment methodology, and involved interviews with nine mothers and 16 individuals who grew up in domestic violence. Thematic analysis revealed the different ways that mothers and children approached the question of so-called 'failure to protect'. Analysis revealed that themes of self-blame by the mothers and mother-blame by those who grew up in domestic violence were common, with three main thematic categories capturing the ways in which blame was constructed: (1) centring feminine traits; (2) self-blame and guilt; and (3) the double bind of protection. The paper explores the gendered discourses about mothering and femininity that frame practices of self-blame and mother-blame, elaborating the double bind of protection that women face. The paper also explores the implications for practitioners who work with domestic violence in balancing the need to strengthen connections between mothers and children and, at the same time, safeguard children. A comprehensive Child Death Review programme commenced in England in 2008; police, healthcare and social care professionals now work together, using a joint agency approach (JAA) to investigate unexpected child deaths. The aim of this paper is to explore professionals' experiences of the JAA investigation of sudden unexpected death in infancy (SUDI). This was part of a mixed‐methods study evaluating the JAA investigation of SUDI. Professionals participated in qualitative interviews and case notes were scrutinised. Data were analysed using a framework approach. A total of 23 of a possible 113 eligible SUDI cases were recruited. Twenty‐six professionals involved in investigating 12 of the 23 SUDI cases were interviewed giving theoretical saturation of data. The overarching theme was the conflict between the need to investigate deaths while remaining sensitive to families. Other themes were working together, supporting parents, and the benefits and difficulties of joint working practices. All professionals were positive about the JAA, especially joint police and paediatric interviews and home visits. The difficulties included non‐engagement by social care and poor liaison with coroners. The JAA seems to be a thorough investigative process but could be improved by closer joint agency working and information sharing, and more support and training for professionals. © 2018 John Wiley & Sons, Ltd. This paper examines the difference between the orthodox assumption that adult‐child sexual contact is both wrong and harmful and another that focuses upon moral panics. The latter view emphasises that the personal or social harm arising from adult‐child sexual contact is open to question. The tension between these two positions is laid out in order to examine their different assumptions about what exists (ontology), how it is understood (epistemology) and how we appraise power discrepancies in relationships (ethics). Resources from the philosophy of critical realism are deployed to critique the applicability of moral panic theory to child sexual abuse and understand the persistent presence of that theory, despite its poor evidence base. In this paper, midwives' experiences of working with vulnerable pregnant women who were subject to child protection orders in New South Wales, Australia, and faced the possible removal of their baby at birth, known as 'assumption of care', are described. A qualitative descriptive approach was used to explore the experiences of ten midwives who had been involved in some 91 episodes of assumption of care. In-depth interviews were undertaken and thematic analysis was used to analyse the data-set. Four themes were elicited that demonstrated how midwives worked with vulnerable women and Community Services during the antenatal period. These were labelled: Reporting - Taking the first step; The woman-midwife relationship remains a priority; Jumping through the 'community service' hoops; and Crunch time: The decision... sometimes justifiable sometimes not? Even though the three-way relationship between the woman-midwife-Community Services could be confrontational, it was essential that midwives worked in a positive way with Community Services to improve outcomes for the woman and her unborn child. The purpose of this paper is to explore negative peer interactions in foster care. Looked after children and young people have highlighted the impact of negative peer interactions, and especially peer violence and intimidation, on their care experiences. However, to date, no specific fostering research has addressed this important issue. In response to this gap, we undertook focus groups with 32 foster carers in the South West of England. Group discussions were semi-structured based around the issue of negative peer interactions in foster care. The analysis revealed five main associated themes: the impact on the carers' birth children; a lack of placement planning; inadequate referral information; a negative view of social work support; and insufficient external interventions. The article informs about the improvements in understanding and practice for addressing child sexual abuse and exploitation. Topics discussed include help inform understanding of the nature of child sexual abuse and the interventions; aim of reducing the impact of child sexual abuse through improved prevention; and provide practitioners of all backgrounds with access to up-to-date research findings that enable them to address child sexual abuse with confidence.

Although some attempts are being made to increase children's participation in Norwegian child protection cases, much needs to be done in order to comply with the participation principle in the United Nations Convention on the Rights of the Child. This paper reports on a study of factors that are likely to predict if social workers will attempt to give children an effective voice in decision making processes. 53 child protection case managers and 33 social work students participated in a questionnaire survey in which they were asked to agree or disagree with 20 statements about child participation. Statistical factor analysis was used in order to identify underlying factors in the dataset. The results suggest three main reasons for children not being allowed to participate: communication difficulties (communication factor); because child participation was not deemed necessary (participation advocacy factor); or that participation was considered inappropriate because it might be harmful (protectionism factor). This research suggests that, if we are to improve participation within the child protection system, formal regulations and guidelines need to be accompanied by a greater attention to development of social work skills in working with children through participatory processes. This paper reports selected findings from a doctoral dissertation on Filipino children's attitudes towards physical punishment. The findings of this research stem from a survey of 270 grade-six students in Iloilo, Philippines. The results indicated that the majority (61.1%) had experienced physical punishment at home. The most common punishment children received was pinching (74.5%), followed by beatings (49.7%). The chi-square analysis revealed that more boys than girls were physically punished ( p < 0.05). Mothers were found to be the most frequent users of physical punishment. The prevalence of physical punishment at home may be attributed to Philippine law which 'allows parents to physically punish their children as may be necessary for the formation of his good character' as reflected in Article 45 of Presidential Decree No. 603, known as 'The Child and Youth Welfare Code' (Article 45, PD 603). The tendency of Filipino parents to punish sons more harshly than their daughters could be explained in relation to how boys and girls are regarded in society. Boys are expected to be tough and brave. By administering harsher discipline, parents may believe they are moulding their sons to be strong and to prepare them to be future pillars of society. Early help or early intervention is increasingly recommended for safeguarding children living with domestic violence, but little is known about what is effective. This article discusses findings from an evaluation of a pioneering early help service in North West England. This new service aimed to improve the safety and wellbeing of families (mothers and children) who were assessed as below the level of 'high risk' domestic violence and below the threshold for a child protection order. Between January 2014 and March 2015, families (473 mothers and 541 children) were identified within multiagency safeguarding hubs and referred to the early help service. The service that emerged was somewhat different to the service expected. This article discusses findings from qualitative data gathered from 39 participants (mothers, children and service providers) involved in the programme. Three main issues emerged as themes from the interviews: the benefits of having any service at all for children living with domestic violence who slip off the agendas of professionals working with child protection and high‐risk domestic violence; the importance of flexibility of key worker‐led service delivery; and the suitability of current group work and therapeutic models for meeting the varied needs of families affected by domestic violence. Survivors of clerical institutional childhood abuse (ICA) experience poor mental health outcomes in adulthood. Resilience research with this group has focused on psychological adjustment and we know less about the factors across the social ecology that support positive adaptation, including the impact of migration. This study explores the influence of resilience‐enhancing factors across the social ecology on the mental wellbeing (MWB) of Irish emigrant survivors of ICA and how this compares with non‐migrant survivors. Fifty‐six survivors based in the UK and 46 based in Ireland completed a quantitative survey that assessed resilience‐potentiating resources and associations with MWB. A further nine participants, resident in the UK, engaged in a structured interview which aimed to further explain these quantitative data. Results indicate more resilience‐enhancing resources across the ecology of emigrant survivors of ICA. Personal skills and competencies, such as problem‐focused coping, altruism and defiance, and social inclusion were associated with MWB regardless of country of residence. For the migrant group, social identity not defined by institutional care facilitated social inclusion. Migration to the UK and informal instrumental support in the aftermath of institutional care were identified as key turning points towards resilience. Health professionals fulfil an essential role within the multiagency response to safeguarding concerns. This study explored the experiences, attitudes and perceptions of paediatricians relating to child protection (CP) work. A mixed‐methods approach was adopted, using the explanatory sequential design. The quantitative strand involved a population survey of paediatricians (N = 56). Data were analysed and used to inform a subsequent qualitative strand. Both strands indicated that CP work was perceived as complex, emotive and stressful. Paediatricians perceived themselves to be working within an unstructured system. Despite most reporting to have assessed CP cases, 77.4 per cent (n = 41) had never received training. The majority reported that response pathways and reporting procedures were unclear and that they were not involved in tasks beyond identification. These factors contributed to a lack of confidence and ambivalence towards CP, particularly child sexual abuse. Participants felt reassured by having a designated consultant, however, this role also enabled them to offload responsibility. Overall, CP work was not being fully owned. This study suggests that the lack of mandatory and statutory guidance results in significantly suboptimal practice. Investment in structured training and support systems is recommended to engage professionals. Designated professionals should complement, rather than minimise, the role and responsibility of other professionals. Pre‐birth risk assessment is a process by which circumstances affecting an unborn child can be identified and support for mother and infant embedded. This mixed methods study describes a community‐based pre‐birth assessment and care pathway that utilised the Parents Under Pressure (PuP) programme to assess parenting capacity and provide support pre‐ and post‐birth for ‘at risk’ women. Sixty‐eight pregnant women referred to children's social care services were allocated to the pre‐birth assessment and care pathway (n = 35) or to routine care (n = 33). Standardised measures of psychological distress, social support and alcohol measured change for the women in the assessment and care pathway. Twenty women who provided pre‐ and post‐data reported significant improvements on all measures except alcohol use. Safeguarding outcomes at 12 months were obtained for both groups using administrative data. Forty‐two per cent of the infants whose mothers received the pre‐birth assessment and care pathway showed an improvement in child protection status compared to 14 per cent of the routine care infants. Safeguarding status deteriorated or stayed the same in 52 per cent of the routine cases compared to 26 per cent of those receiving the pathway. Qualitative data revealed that the pathway was acceptable and helpful to service users and service providers. The aim of the study was to examine psychiatrists' knowledge of the child protection process and their attitudes toward child protection training. An anonymous questionnaire survey was sent out to all psychiatric staff in a large psychiatric hospital. The response rate was 72 per cent. Fifty-seven per cent of respondents had never attended child protection training and 16 per cent thought that it was of no relevance to their position. Significant differences in self-rated knowledge were identified between those who had attended training and those who had not. Variations in the availability and quality of child protection training may result in psychiatrists not attaining the core knowledge required in order to work effectively as part of the child protection process. Hospital management should work towards prioritising and disseminating local child protection policies and procedures more effectively and consider routine child protection training as part of any new staff induction. The Royal College of Psychiatrists should consider inclusion of child protection in junior staff education programmes and as part of the MRCPsych examination curriculum. Likewise, consideration should be given to enhancing the status of child protection training in continuing professional development programmes for career-grade psychiatric staff. Bullying is defined as any action or implied action, such as threats or violence, intended to cause fear and distress to someone on more than one occasion. When an institution creates an atmosphere in which young people feel valued and safe, there is less likelihood of violence and bullying. However, where unhelpful stereotypes exist within the institution, violence and intimidation may regularly occur. In this article, the author examines factors related to bullying in secure accommodation.

This study aims to test the existence of a specific pattern of maternal perception of partners' participation: that is mothers in neglectful families perceive their partners as (:) less satisfying as a marital partner, (2) more violent. (3) less supporting, and (4) having a less positive relationship with the target child than mothers in low-educated, low socioeconomic but non-maltreating families. The study also aims to estimate the link between this pattern of maternal perception of partners' participation and the level of parental stress of the mothers. The total sample is composed of 48 two-parent families with a target child aged 0–6 years old. Half of the families received treatment by the child protection services for child neglect and the other half wore non-maltreating families paired with the neglectful families on sociodemographic variables. The data partially support the first hypothesis: compared to men in non-maltreating families, men in neglectful families are perceived by the mothers as being less adequate marital partners, less supportive and more violent.
