Public spaces are the loci of complex interactions among multiple stakeholders whose decisions and activities affect places' qualities. The paper builds upon governance theory to provide a holistic in-depth approach in understanding the complexity and quality of the place-shaping processes in public spaces. In the absence of adequate conception of governance in urban design and public spaces, the paper introduces a framework for analysing governance capacity of public spaces and applies the framework to a flagship but highly contested public space in Brisbane, Australia namely South Bank Parklands. The proposed framework encompasses four major components of 1) actors and stakeholders, 2) governance structure, 3) governing tools, and 4) governing tasks. The framework puts special emphasis on the contextual factors, the way public spaces are shaped and governed, and political economy of the space. The case study application showcases the applicability of the PSGF which helps holistically analyse the trends in public space governance structure accounting for the diversity and complexity of all elements involved. The findings reveal that South Bank Parklands governance is mix-structured, hierarchical, and highly political. It is, however, a likeable public space for which civic engagement in the decision-making processes is notably limited. [ABSTRACT FROM AUTHOR]

Rapid urbanisation is impacting availability of greenspace, regarded as a cornerstone of liveability in cities across the globe, presenting challenges for residents and governments alike. Scholars from fields as diverse as planning, engineering, health and psychology, are calling for more urban greenspace to remedy manifold urban challenges (e.g. stormwater attenuation, pollution reduction, health promotion and temperature modulation). Yet few have paused to question the viability of urban greenspace provision, especially its financial and administrative burdens for local government, nor whether simply providing more greenspace is efficacious. This paper investigates the perspectives of elected officials and local government officers towards greenspace provision in a rapidly growing Australian city: Logan, Queensland. Employing an in-depth case study including semi-structured interviews, public documents, and municipal and census data, the paper elucidates key factors that affect provision, highlighting the tension between supply and demand, and the role of planning practices. In determining greenspace provision, three clusters of factors are particularly instructive: (i) community expectations; (ii) governance tools; and (iii) financial resources. The findings point to a critical issue: providing urban greenspace cannot be simply reduced to a matter of inadequate resources - community expectations are a pivotal and often over-looked factor shaping urban greenspace provision. The federal government of Australia seeks to determine the selection and forms of financing of infrastructure projects in cities, and to prescribe how cities are planned and managed. This role is rationalised through reference to the UK City Deals model and is made possible by vertical fiscal imbalance (the tax revenue it raises considerably exceeds its expenditure responsibilities). Referring to the Constitution, this role is assigned to state governments that are responsible for planning, infrastructure investment and service delivery in the cities. The cities themselves comprise multiple local governments that are ‘creatures’ of state government legislation. State government metropolitan strategic plans and projects inevitably serve the interests of the constituencies needed to win the next state elections. There is no recognition of a metropolitan constituency. Documenting the economic and social disadvantages arising from Australia's form of metropolitan governance, and providing an example for expensive infrastructure mishaps arising from federal and state governments prioritising different transport modes and projects, the paper argues for the creation of representative, accountable and fiscally autonomous metropolitan governments. Conventional housing price prediction methods rarely consider the spatiotemporal non-stationary problem in a large data volumes. In this study, four machine learning (ML) models are used to explore the impacts of various features – i.e., property attributes and neighborhood quality - on housing price variations at different geographical scales. Using a 32-year (1984–2016) housing price dataset of Metropolitan Adelaide, Australia, this research relies on 428,000 sale transaction records and 38 explanatory variables. It is shown that non-linear tree-based models, such as Decision Tree, have perform better than linear models. In addition, ensemble machine learning techniques, such as Gradient-Boosting and Random Forest, are better at predicting future housing prices. A spatiotemporal lag (ST-lag) variable was added to improve the prediction accuracy of the models. The study demonstrates that ST-lag (or similar spatio-temporal indicator) can be a useful moderator of spatio-temporal effects in ML applications. 'Care' is a keyword for cities and citizens in the 21st century. This paper draws on Emma Power's (2019) notion of 'caring-with' as an ethical and analytical guide for caring action and relational community capacity-building around gambling at the local scale. The focus of analysis is the approval of electronic gaming machines or EGMs colloquially known as 'the Pokies', with particular reference to the Australian context and the experience of Castlemaine - a small town in the south-eastern state of Victoria whose citizens successfully appealed an application for further gambling development. The paper highlights how caring-with re-frames community responses to gambling as an assemblage of localized care practices and relations.
