Accurate land valuation is necessary for tax purposes, land resources allocation, real estate management and urban development and planning. Since various factors from different domains affect land prices through non-linear relationships, automating the land valuation process on a large scale is a complex task. Advanced technologies in big data analysis and artificial intelligence have demonstrated superior capabilities in knowledge extraction in such cases. Accordingly, this paper develops and compares the performance of four Automated Valuation Models (AVMs) based on machine learning and deep learning techniques utilizing physical, geographical, socio-economic, environmental, legal and planning factors in Melbourne Metropolitan, Australia. According to the results, the eXtreme Gradient Boosting (XGBoost) method outperforms other algorithms of Support Vector Regression (SVR), random forest and Deep Neural Network (DNN). This method has achieved the coefficient of determination (R2) of 0.862, Mean Absolute Percentage Error (MAPE) of 0.139, and normalized Root Mean Square Error (nRMSE) of 0.281. The achieved high accuracy is due to incorporating a wide range of driving factors and applying innovative feature selection and hyperparameter tuning procedures evaluating various possible feature sets and hyperparameters. The aim of this paper is to investigate the empirical correlations between inter-city population distribution, intra-city urban economic structures, and networked inter-city relationships to propose a conceptual classification framework for the Australian urban system. This paper sets the pre-COVID-19 benchmark for future research which will investigate the impact of COVID-19 on the economic geography of the Australian urban system. This research confirms that the form of Australia's urban structure is informed by a combination of population distribution, economic concentration, specialisation and diversity of industries and occupations, and networks between cities. Based on these results, we propose an urban structure framework characterised by hierarchical sub-systems and typologies of cities. The framework consists of standalone regional centres and larger cities which form a networked megaregion. Additionally, we propose five typologies of cities based on their functional roles. Abstract Household decisions to move from or stay at a current location may be based on a great number of variables. There has been substantial discussion among planners about the effect of the built environment in the choice of residential location. However, there is limited research on the role of non-motorised accessibility on residential location. Households may base their decision to move from or stay at a current location on the neighbourhood's accessibility. The public transport accessibility, walkability and bikeability of a neighbourhood may affect residents' decisions to stay or move from their current location. The focus of this paper is on modelling and comparing the influence of non-motorised accessibility measures on the number of years that households stay at their current location. The paper addresses this issue by employing three non-motorised accessibility measures in separate ordered logistic regression (OLR) models. Focusing on metropolitan Melbourne, Australia, the Victorian Integrated Survey of Travel and Activity (VISTA, 2012) was adopted to model years of residency incorporating socio-economic characteristics, built environment features and accessibility measures. Key findings indicate that non-motorised accessibility has statistically-significant impacts on the number of years that residents live at their current address. Furthermore, of the accessibility measures, access to public transport has the greatest impact. In this paper we interrogate how digital technologies and practices contribute to imaginaries of counter cities by telling the stories of people who navigate digital inequality. Digital inequality offers a lens onto the ways in which the privatised provision of services reshapes opportunities for collective organising. Digital technologies are commonly viewed as useful tools for collective organising, overlooking the fact that digital products are inequitable in their functioning and availability. In Australia, internet connections are offered as a for-profit service and digital inequality is persistent. The paper presents focus groups and participatory mapping interviews with residents of a Melbourne public housing estate. The study reveals that public housing residents pay relatively more money and receive lower quality service from internet providers. We identify three forms of dependency that arise as residents endeavour to stay connected to an essential infrastructure that was designed without their needs in mind: strategic alliances with community organisations to secure a digitally connected future; household strategies for meeting digital needs; and collaborative troubleshooting with technological 'experts'. In the conclusion we stress that digital infrastructures both require and enable collective organising and we argue that the political projects of counter cities must protect those infrastructures that support the relationships that can lead to more equitable cities. • Public housing residents pay more for internet and receive less reliable connections. • Telecom providers do not communicate barriers nor provide solutions within their ability. • Individualisation of services inhibits collective action for just provision. • Concept of counter publics needs to be critical of inequitable internet provisions. Public spaces are the loci of complex interactions among multiple stakeholders whose decisions and activities affect places' qualities. The paper builds upon governance theory to provide a holistic in-depth approach in understanding the complexity and quality of the place-shaping processes in public spaces. In the absence of adequate conception of governance in urban design and public spaces, the paper introduces a framework for analysing governance capacity of public spaces and applies the framework to a flagship but highly contested public space in Brisbane, Australia namely South Bank Parklands. The proposed framework encompasses four major components of 1) actors and stakeholders, 2) governance structure, 3) governing tools, and 4) governing tasks. The framework puts special emphasis on the contextual factors, the way public spaces are shaped and governed, and political economy of the space. The case study application showcases the applicability of the PSGF which helps holistically analyse the trends in public space governance structure accounting for the diversity and complexity of all elements involved. The findings reveal that South Bank Parklands governance is mix-structured, hierarchical, and highly political. Stormwater has been acknowledged as a major concern in cities because of mismanagement of this resource. It has also been underestimated as a resource in climate change actions and policies. Water sensitive urban design (WSUD) is considered as an effective adaptation measure to address these issues while providing many co-benefits. This paper reports the challenges of implementing WSUD in the Australian context. Semi-structured interviews were conducted with 57 experts in Australia. The experts are involved in design, research, engineering, and planning policy in both public and private sectors. The qualitative analysis of the interviews involved thematic and content analysis through NVivo12. Analysis of the responses indicated six main challenges including financial, innovation and evaluation tools, capacity, institutional arrangements, and policy. The experts believe that a lack of standardized design and implementation can be addressed through collaborative design processes. They suggest a robust structure of approval process and establishing clarity of roles and responsibilities in all sectors. All respondents confirm the critical role of monitoring and maintenance in these projects. Rapid urbanisation is impacting availability of greenspace, regarded as a cornerstone of liveability in cities across the globe, presenting challenges for residents and governments alike. Scholars from fields as diverse as planning, engineering, health and psychology, are calling for more urban greenspace to remedy manifold urban challenges (e.g. stormwater attenuation, pollution reduction, health promotion and temperature modulation). Yet few have paused to question the viability of urban greenspace provision, especially its financial and administrative burdens for local government, nor whether simply providing more greenspace is efficacious. This paper investigates the perspectives of elected officials and local government officers towards greenspace provision in a rapidly growing Australian city: Logan, Queensland. Employing an in-depth case study including semi-structured interviews, public documents, and municipal and census data, the paper elucidates key factors that affect provision, highlighting the tension between supply and demand, and the role of planning practices. In determining greenspace provision, three clusters of factors are particularly instructive: (i) community expectations; (ii) governance tools; and (iii) financial resources. The findings point to a critical issue: providing urban greenspace cannot be simply reduced to a matter of inadequate resources - community expectations are a pivotal and often over-looked factor shaping urban greenspace provision. Large-scale administrative data collected by municipal government are increasingly being used by researchers to better understand a host of urban phenomena and the way they are patterned over space and time. In this paper, council data are used to explore the incidence of complaints about neighbours across urban neighbourhoods using a GIS-based spatial approach. Through an exploratory and a confirmatory factor analysis of the spatially extracted neighbour complaints data, we identify four types of neighbour complaints – animal related; building construction; property management issues; and health and visual amenity issues – that categorise neighbour problems. GIS technologies are applied to map the spatial distribution of each complaint type across the 218 suburbs, resulting in distinct patterns of neighbour complaints in Brisbane suburbs. Rapid urban population growth promotes the outward expansion of cities and strengthens demand for outer metropolitan infrastructure. In a practical sense, creating sustainable greenfield communities is problematic given the expensive, multidimensional nature of infrastructure. Inwardly-looking metropolitan imaginaries can result. Although urban political economy perspectives acknowledge variability in local public-private sector relations, thereby raising the prospect of developer obligations, the latter are not without limited. To further strengthen understanding of sub-national government capacities and outer metropolitan infrastructure policy, additional institutionalist interpretations are necessary. A recent explosion of research on the travel behaviour of the millennial generation has found that compared to past generations they are taking longer to get a driving license, driving less, owning fewer cars and using transit more. Yet these findings are not universal with some countries seeing increases in driver licensing, little change in driving or reductions in public transport use. Most past research has explored wider social and economic explanations for these trends, such as income constraints and delays in adult life transitions. Very few studies have examined the role that local context plays in explaining the change (or the lack of change) in millennial travel behaviour. This paper aims to compare how trends in young adult travel behaviour differ across diverse city contexts. It uses a comparative descriptive analysis of household travel surveys from cities in three countries (UK, USA and Australia), focussing on auto-miles and transit-miles travelled. We find that each city experienced markedly different trends in young adult travel behaviour that are unlikely to be explained by economic differences alone. We suggest that changes to the transport systems in these cities are likely to be playing an under-recognised role in shaping travel behaviour. The federal government of Australia seeks to determine the selection and forms of financing of infrastructure projects in cities, and to prescribe how cities are planned and managed. This role is rationalised through reference to the UK City Deals model and is made possible by vertical fiscal imbalance (the tax revenue it raises considerably exceeds its expenditure responsibilities). Referring to the Constitution, this role is assigned to state governments that are responsible for planning, infrastructure investment and service delivery in the cities. The cities themselves comprise multiple local governments that are ‘creatures’ of state government legislation. State government metropolitan strategic plans and projects inevitably serve the interests of the constituencies needed to win the next state elections. There is no recognition of a metropolitan constituency. Documenting the economic and social disadvantages arising from Australia's form of metropolitan governance, and providing an example for expensive infrastructure mishaps arising from federal and state governments prioritising different transport modes and projects, the paper argues for the creation of representative, accountable and fiscally autonomous metropolitan governments. Conventional housing price prediction methods rarely consider the spatiotemporal non-stationary problem in a large data volumes. In this study, four machine learning (ML) models are used to explore the impacts of various features – i.e., property attributes and neighborhood quality - on housing price variations at different geographical scales. Using a 32-year (1984–2016) housing price dataset of Metropolitan Adelaide, Australia, this research relies on 428,000 sale transaction records and 38 explanatory variables. It is shown that non-linear tree-based models, such as Decision Tree, have perform better than linear models. In addition, ensemble machine learning techniques, such as Gradient-Boosting and Random Forest, are better at predicting future housing prices. A spatiotemporal lag (ST-lag) variable was added to improve the prediction accuracy of the models. The study demonstrates that ST-lag (or similar spatio-temporal indicator) can be a useful moderator of spatio-temporal effects in ML applications. 'Care' is a keyword for cities and citizens in the 21st century. This paper draws on Emma Power's (2019) notion of 'caring-with' as an ethical and analytical guide for caring action and relational community capacity-building around gambling at the local scale. The focus of analysis is the approval of electronic gaming machines or EGMs colloquially known as 'the Pokies', with particular reference to the Australian context and the experience of Castlemaine - a small town in the south-eastern state of Victoria whose citizens successfully appealed an application for further gambling development. The paper highlights how caring-with re-frames community responses to gambling as an assemblage of localized care practices and relations. Cities must transform in order to address the challenge of climate change and to achieve societal ambitions such as the sustainable development goals. However, a key impediment to achieving transformation is underdeveloped understandings of how key actors and sectors within the built environment work together to achieve goals. This paper addresses these gaps by developing and visually presenting a process map to describe: the key processes involved in producing the built environment across its life stages; key sectors of the built environment, their key actors, and the activities coordinated between them. The process map was peer reviewed by an expert reference group of built environment professionals active in Australia and the UK. Urbanisation continuously imposes pressure on coastal brownfield sites. At the same time, climate change and associated consequences on coastal environments make these sites less secure for human habitation. Converging stresses make the renewal process of these sites challenging, to the extent that they are often perceived as wicked problems. Several scholars suggest that temporary best solutions are identifiable to address wicked problems via an Adaptive , Participatory and Transdisciplinary (APT) approach. This paper operationalises the APT framework by evaluating the development of a strategic land-use framework for the transformation of a coastal brownfield site in southern Victoria, Australia. Policy and planning documents and in-depth interviews conducted with key stakeholders were analysed. Results show that the process incorporated elements of the APT approach by engaging with diverse stakeholder views during consultation and included community appraisal of alternative scenarios. However, the process fell short of being truly transdisciplinary or collaborative as it separated disciplinary inputs in decision-making. As a result, it did not appear to influence the final plan to achieve adaptive and responsive outcomes. We conclude that a uniquely placed-based and adaptive response can be created when all stakeholders deeply and effectively collaborate to develop shared understandings of the problem and co-create shared responses. We demonstrate that an integrated APT framework, one that focuses on synergies between A, P and T, can provide a useful tool for assessing the decision-making process of complex projects. Furthermore, our recommendations to advance APT can help directing future decision-making processes in similar projects with wicked problems. In Australia and many other countries of the Global North, public housing estates are being dismantled and redeveloped to create mixed-income communities. Proponents of redevelopment argue that the introduction of private housing will reduce public housing residents' experiences of stigma. In this paper, we interrogate these assumptions by identifying the degree of stigma directed at the social housing system, the characteristics of those most likely to stigmatise, the impact of proximity to public housing estates on stigmatisation and the words used to describe social housing. Our empirical strategy relies on a multi-dimensional social housing stigma scale, cross-sectional ordinary-least-square regression analysis and a qualitative analysis of respondents' association with the term public housing. We find that a higher level of stigma is correlated with private residents, older respondents, lower incomes and those that have lived in their current neighbourhoods for longer. Drawing on social contact theory, we investigate contact with public housing residents as a predictor of stigmatisation. We find that intra-group contact, positive interactions between social and private residents and proximity to Kensington Estate, a mixed-tenure development, contribute to lower stigmatisation. • Contact with social housing tenants per se is not associated with reduced stigma. • Positive interactions with social housing residents reduce stigmatisation. • Social housing stigma decreases with proximity to a mixed-tenure development. • Individual characteristics influence stigma towards social housing residents. • Support for social diversity is more impactful than proximity to public housing estates.
