Early warning systems (EWS) facilitate societies' preparedness and effective response capabilities to climate risks. Climate risks embody hazards, exposure, and vulnerability associated with a particular geographical area. Building an effective EWS requires consideration of the factors above to help people with coping mechanisms. The objective of this paper is to propose an approach that can enhance EWSs and ensure an effective climate risk resilience development. The paper focuses on the Southern African Development Community (SADC) region and highlights the issues with EWS, identifying weaknesses and characteristics of EWS to help in climate risk adaptation strategies. The SADC region was chosen as the context because it is a climate variability and change hotspot with many vulnerable populations residing in rural communities. Trending themes on building climate risk resilience were uncovered through scientific mapping and network analysis of published articles from 2008 to 2022. This paper contributes to on-going research on building climate risks resilience through early warning systems to identify hidden trends and emerging technologies from articles in order to enhance the operationalization and design of EWS. This review provides insight into technological interventions for assessing climate risks to build preparedness and resilience. From the review analysis, it is determined that there exists a plethora of evidence to support the argument that involving communities in the co-designing of EWS would improve risk knowledge, anticipation, and preparedness. Additionally, Fourth Industrial Revolution (4IR) technologies provide effective tools to address existing EWS' weaknesses, such as lack of real-time data collection and automation. However, 4IR technology is still at a nascent stage in EWS applications in Africa. Furthermore, policy across societies, institutions, and technology industries ought to be coordinated and integrated to develop a strategy toward implementing climate resilient-based EWS to facilitate the operations of disaster risk managers. Climate change impacts occur at varying spatial scales requiring appropriately scaled responses. In impoverished rural areas, adapting to or mitigating the effects of climate change is challenging, with any short-term impairment to precarious livelihoods likely triggering negative community responses even if people are aware of long-term benefits. The paper will discuss a community-based carbon sequestration project in eastern Iran. It started in 2003 and since then has been expanded widely. It was nominated by UNDP as one of 10 transformative projects in Asia/Pacific in 2016. Over the past 20 years, the project has targeted improving the livelihood of the local communities while addressing local measures to adapt to/mitigate climate change. The paper elaborates on the formation of village development groups as pivotal drivers of success by highlighting local income-generating schemes and project documentation. Key lessons for climate change adaptation can be learnt and are applicable to other developing countries. Extreme poverty in rural areas facing climate change could be tackled through implementing bottom-up approaches in which local communities can be respected and engaged in co-leadership and planning. This study has been conducted to identify vulnerabilities and effects of climate change on women in 12 unions in Shyamnagar upazila in the Satkhira district in the Southwestern Coastal Region of Bangladesh (SWCRB). Climate vulnerability and gender inequality may increase due to climate change. Women may, thus, face specific conditions of vulnerability in society and daily livelihood. This paper focuses on investigating factors that influence women's vulnerability from climate change, their adaptations, and the importance of women empowerment to reduce their inequality in SWCRB. This study also emphasizes gender inequality caused by climate change, and looks at accommodations for women to reduce hostile influences of climate change. From the 9 unions in SWCRB, a total of 320 household respondents were randomly selected to complete a questionnaire. The results of the statistical analysis showed that most of the survey's perimeter has significant. Interviews, case studies, focus group discussions, workshops, and key informant interviews were also conducted from 12 unions, and it was found that climate change impacts men and women differently, with women being more vulnerable than men. Through case study this paper investigated the main factors influencing the vulnerability of women. In terms of empowerment women may also be well positioned to lead adaptation efforts alongside men, as this analysis represent that gender inequalities are leading by social norms. Women being more vulnerable both in short-term i.e., major natural disasters, cyclones, flood, and long-term i.e., sea level rise, salinity intrusion in water and soil, land erosion, droughts, climatic events, as they enhance gender inequalities. Further, gender inequality is seen in illiteracy, food shortages and poor health conditions, traditional norms, religious taboos, and patriarchy. Moreover, gender-based economic opportunities, women's mobility, and income are changing, while household authority relations and gender-based socio-economic, cultural, and institutional constraints remain. This study examines the increased vulnerability of women in SWCRB to climate change, which can be mitigated through women empowerment; female involvement with environmentally friendly stoves, rural electrification and renewable energy development, microfinancing, and nakshikantha. Urban areas continue to be the center of action for many countries due to their contribution to economic development. Many urban areas, through the urbanization process, have become vulnerable to climate risk, thereby making risk mitigation and adaptation essential components in urban planning. The study assessed the impacts of IPCC Assessment Reports (ARs) on academic research on risk mitigation and adaptation concerns in urban areas. The study systematically reviewed literature through searches of the Web of Science and Scopus databases; 852 papers were retrieved and 370 were deemed eligible. The results showed that the East Asia and Pacific, and Europe and Central Asia regions were most interested in IPCC ARs, while Sub-Saharan Africa showed little interest. Several urban concerns, including socio-economic, air quality, extreme temperature, sea level rise/flooding, health, and water supply/drought, were identified. Additionally, studies on negative health outcomes due to extreme temperatures and air pollution did not appear in the first four IPCC ARs. However, significant studies appeared after the launch of the AR5. Here, we must state that climate-related problems of urbanization were known and discussed in scientific papers well before the formation of the IPCC. For instance, the works of Clarke on urban structure and heat mortality and Oke on climatic impacts of urbanization. Though the IPCC ARs show impact, their emphasis on combined mitigation and adaptation policies is limited. Adaptation is crucial for addressing current and future climate change challenges in Small Island Developing States (SIDS), and climate finance instruments, such as the Green Climate Fund (GCF) can play a key role in increasing their adaptive capacity and supporting the integration of adaptation into policy and programmes. Few studies have analysed the linkages between climate finance, adaptation mainstreaming, and institutional adaptive capacity; however, assessments of the impacts of climate finance on adaptation and adaptive capacity, particularly at the institutional level, are still limited. This research assesses how climate finance may promote institutional change through the mainstreaming of adaptation policies at the national level, and may contribute to more institutional adaptive capacity. Through reviewing the documentation of approved Green Climate Fund Readiness Preparatory Support Grants, and through semi-structured interviews focusing on three Caribbean SIDS (Antigua and Barbuda, Belize, and Haiti), this paper shows that the grants had a positive impact on several processes, though sometimes limited by the strength and role of the institutions in place. These results demonstrate that access to climate finance can create a window of opportunity for countries to accelerate institutional change and adaptation integration. However, further studies are needed to examine the complementary influence of the different climate finance flows (multilateral or bilateral), and their interplay with national institutional mechanisms. Global greenhouse gas (GHG) emissions have continued to grow persistently since 1750. The United Nations Framework Convention on Climate Change (UNFCCC) entered into force in 1994 to stabilize GHG emissions. Since then, the increasingly harmful impacts of global climate change and repeated scientific warnings about future risks have not been enough to change the emissions trend and enforce policy actions. This paper synthesizes the climate change challenges and the insofar insufficient mitigation responses via an integrated literature review. The fossil industry, mainstream economic thinking, national rather than international interests, and political strive for short-term interests present key barriers to climate mitigation. A continuation of such trends is reflected in the Dice model, leading to a 3.5 °C temperature increase by 2100. Despite receiving the Nobel Prize for integrating climate change into long-run macroeconomic analysis via the Dice model, increases in global mean temperatures overshooting the 1.5 °C to 2 °C Paris targets imply an intensified disruption in the human–climate system. Past and present policy delays and climate disruption pave the way for solar radiation management (SRM) geoengineering solutions with largely unknown and potentially dangerous side effects. This paper argues against SRM geoengineering and evaluates critical mitigation solutions leading to a decrease in global temperatures without overshooting the Paris targets. The essential drivers and barriers are discussed through a unified approach to tipping points in the human–climate system. The scientific literature presents many economically and technologically viable solutions and the policy and measures required to implement them. The present paper identifies the main barriers to integrating them in a globally cooperative way, presenting an efficient, long-term, and ethical policy approach to climate change. Despite mitigation and adaptation efforts, the residual risks of climate change will continue to impact the most vulnerable communities globally. Highly exposed regions, such as the Pacific Islands, will continue to experience profound negative loss and damage as a result of climate change, which will challenge current ways of life. Knowledge on the extent to which regional and national climate change polices can identify and respond to non-economic loss and damage (NELD) is limited. From the perspectives of stakeholders in the Pacific Islands region, this research aims to gain insights into how regional and national policies are responding to NELD, as the well as the barriers, shortcomings, and requirements for future responses. Utilising a mixed qualitative–quantitative approach, this research explores the perspectives of expert informants, including those from the government, donors and development partners, civil society, intergovernmental organisations, and other relevant bodies, such as universities. The key findings of this study indicate that current policy responses include a regional policy that integrates disaster and climate change losses, national efforts to preserve traditional and local knowledge, national adaptation and resilience planning, community-based projects, and relocation and resettlement. Additionally, NELD is a relatively new concept for policymakers, practitioners, and researchers, and it is difficult to conceptualise the diversity of issues related to NELD in the region. Owing to this poor understanding, a key gap relates to the dominance of the economic lens when characterising climate-induced impacts in the region. As such, there is a limited holistic consideration of climate change impacts, and thus a limited appreciation of the interrelated factors of NELD within policy responses that then cascade towards communities. Finally, the paper outlines key policy insights as follows: policies on integration, adaptation, resilience planning, relocation and resettlement have advanced; the economic lens dominates when characterising climate-induced impacts on the region; there is a limited appreciation of the interrelated factors of NELD; and there exists a need to account for residual and intangible losses to land, culture, traditional knowledge, biodiversity, ecosystem services, and human agency. The insights gained from this research can provide a practical basis for guiding local to regional action and help support and design comprehensive risk management solutions in order to address NELD associated with climate change. Rapid urbanisation is affecting people in different ways, with some becoming more vulnerable to the impacts of climate change. Africa's cities are projected to be home to nearly 60% of the continent's population by 2050. In conjunction with climate change, these cities are experiencing critical environmental challenges, including changes in the urban thermal environment. Urban areas generally exhibit significantly higher air and surface temperatures than their surrounding rural areas, resulting in urban heat islands. However, little has been done to synthesise existing knowledge and identify the key research gaps in this area, particularly in Africa. This paper focuses on the combined effects of urbanisation and climate change on the urban thermal environment in Africa, and provides a comprehensive review of results, major advances and the dominant direction of research. Our review of 40 publications from peer-reviewed journals from 2000 to 2021 revealed that South Africa, Ethiopia and Nigeria were most frequently studied, and satellite imagery-based data and analysis were used predominantly. Results from a few studies have shown the practical implications for urban land-use planning, informal settlement management, human wellbeing and productivity, energy use, air pollution and disease spread. Integrated approaches, strengthening planning institutions, and early warning systems are proposed to address climate change. Low-income groups are emphasised in efforts to help people cope with heat stress. Solutions based on land use and land cover dynamics and blue–green infrastructure are mentioned but are in need of further research. Cities with similar patterns of urbanisation, geographies and climate conditions could benefit from multi-disciplinary research collaboration to address the combined impacts of rapid urbanisation and climate change. Many low-lying communities around the world are increasingly experiencing coastal hazard risks. As such, climate-related relocation has received significant global attention as an adaptation response. However, emerging cases of populations resisting relocation in preference for remaining in place are emerging. This paper provides an account of residents of Togoru, a low-lying coastal settlement on Viti Levu Island, Fiji. Despite facing significant coastal impacts in the form of coastal erosion, tidal inundation, and saltwater intrusion, Togoru residents are opposing plans for relocation; instead opting for in-situ adaptation. We conceptualize place-belongingness to a land and people—through personal, historic and ancestral, relational, cultural, economic, and legal connections—as critical to adaptation and mobility decision-making. We argue that for adaptation strategies to be successful and sustainable, they must acknowledge the values, perspectives, and preferences of local people and account for the tangible and intangible connections to a place. In this paper, we study the use of wheat land fallow production systems as a climate change adaptation strategy. Using data from the U.S. Census of Agriculture, we find that fallow is an important adaption strategy for wheat farms in the U.S. Pacific Northwest region. In particular, we find that a warmer and wetter climate increases the share of fallow in total cropland and thus reduces cropland in production. Our simulations project that, on average by 2050, the share of fallow (1.5 million acres in 2012) in the U.S. Pacific Northwest region will increase by 1.3% (0.12 million acres) under a medium climate change scenario and by 1.8% (0.16 million acres) under a high climate change scenario. Here, we investigate whether England's 152 local flood risk management strategies (LFRMSs) satisfy minimal legislative criteria and address the growing surface water flood (SWF) risk caused by climate change. A systematic audit was used to assess the alignment of the LFRMSs with national climate change legislation and other relevant national strategies. An objective method to identify inclusion of a range of factors that good strategies should include was applied. LFRMSs are mostly meeting their minimum statutory requirements. However, there is a widespread issue across most LFRMSs regarding inadequate consideration of increasing SWF risk from climate changes, which highlights the need for enhanced LFRMSs by improved planning and climate change adaptation plans. There is some evidence of good practice within the LFRMS portfolio, which is discussed in the context of the ongoing LFRMS update process. Beyond England, there are implications for developing FRM processes at a local level that can be objectively assessed against national requirements. Communities in England face inadequately managed SWF risk in the future because of the range in plan quality across the LFRMSs. This research contributes to the ongoing examination of the full suite of 152 LFRMSs and, therefore, builds towards a complete assessment of the SWF management approach in England. West Africa is a very vulnerable part of the world to the impacts of climate change due to a combination of exposure and low adaptive capacity. Climate change has induced an increase in rainfall variability which in turn has affected the availability of water resources, ecosystem services and agricultural production. To adapt to the increased aridity, farmers have used indigenous and modern coping strategies such as soil and water conservation techniques, the use of drought-tolerant crops and varieties, crop diversification, etc., and lately, climate information services (CIS). The latter, according to the discourses, has positively contributed to suitable decision-making in terms of farming, pastoral and fishing management systems. However, the scientific documentation of the engagement approaches, the uptake of the CIS and the ways the delivered information is being used, as well as feedback from the users, is lacking. Additionally, in most of the cases where CIS are introduced, the disconnect between the users and producers of the CIS seems to undercut large-scale uptake. The objective of this paper is to examine the approach used to involve stakeholders in the CIS uptake process in Senegal. We analyzed the experiences and lessons learnt in the country where various CIS products were introduced using participatory methods (stakeholder consultations, interviews, field demonstrations, training workshops, etc.) and innovative stressors (SMS, voice messages, radios, mobile applications, etc.) to effectively involve producers, technicians and policy-makers. Results showed that 16 relevant CIS have been produced out of 27 identified by the various users; 11 CIS diffusion channels have been developed out of 13 requested; 27 climate advisory bodies (MWGs) have been created in 27 districts out of 30 districts in the study zone; about 6800 users have been trained directly and indirectly to effectively use CIS and about 8500 people are receiving CIS via SMS, voice messaging and emails. The opportunities for CIS uptake as well as the challenges that may impede the long-term sustainability of CIS upscaling in the country are highlighted. Recommendations that will improve and sustain the governance system of CIS in Senegal and the rest of West Africa include the involvement of private sectors in the chain of production, delivery and training, and the inciting of producers to largely subscribe to the weather-based index insurance. After decades of presuming that climate adaptation is a private good benefitting only those receiving resources to reduce individual climate risks, respondents in a survey experiment among the climate-vulnerable in Bangladesh chose less-particularistic adaptation projects than "electoral connection" disaster relief theories predict and more "short-sighted" projects than international diplomats anticipate. This article reports on the experiment, which asked a representative national sample of Bangladeshis whether they favor spending funds on short-term particularistic solutions (disaster relief stockpiles), medium-term inclusionary and non-excludable solutions (ocean embankments), or long-term, public goods solutions (the development of flood-resistant rice seeds). More respondents chose "middle ground" embankment spending, and a statistically significant change in respondent propensities was tied to their lived experience with climate vulnerability rather than electoral incentives. The logic of their choices contradicts existing explanations, implying that a reconsideration of vulnerable community preferences, and how to address them, may be needed. [ABSTRACT FROM AUTHOR]

Climate change is already having a negative impact on many areas of human activity, affecting life globally. It is more urgent than ever to increase our adaptive capacity to respond to current and future climate change risks. Climate services refer to a specialized sector that encompasses both research and operational activities. This sector is primarily focused on interpreting and communicating knowledge and information about climate risks in a manner that is tailored to meet the specific needs of diverse user communities. Climate services offer a range of specialized outputs, including forecasts, assessments, and advisories, which enable users to make decisions that are based on an understanding of the potential impacts of climate change. The outputs of climate services are designed to help diverse user communities effectively manage risks and capitalize on opportunities arising from climate variability and change. An attempt is made to outline the fundamental elements of climate services and point out their contribution to various aspects of human activity, focusing on their essential role in the adaptability of the priority for action agricultural sector, which appears as considerably vulnerable to the change of considerably susceptible to climate conditions. This paper presents the results of a systematic literature review of climate change adaptation and resilience in coastal agriculture in Bangladesh. It explores the existing adaptation measures against climatic stresses. It investigates the extent of resilience-building by the use of these adaptation measures and identifies major challenges that hinder the adaptation process within the country. The review was conducted by following the systematic methods of the protocol of Preferred Items for Systematic Review Recommendations (PRISMA) to comprehensively synthesize, evaluate and track scientific literature on climate-resilient agriculture in coastal Bangladesh. It considered peer-reviewed English language articles from the databases Scopus, Web of Science and Science Direct between the years 2000 and 2018. A total of 54 articles were selected following the four major steps of a systematic review, i.e., identification, screening, eligibility and inclusion. Adaptation measures identified in the review were grouped into different themes: Agricultural adaptation, alternative livelihoods, infrastructure development, technological advancement, ecosystem management and policy development. The review revealed that within the adaptation and resilience literature for coastal Bangladesh, maladaptation, gender imbalance and the notable absence of studies of island communities were gaps that require future research. In small island regions, the influence of climate change assumes particular relevance. In the Azores archipelago, made up of nine islands, the geographical circumstances, oceanic condition, territorial dispersion, land use model and other physiographic constraints reinforce and enhance the vulnerability of the islands to changes in current weather patterns. Coupled Model Intercomparison Phase 6 (CMIP6) projections are used for the northeast Atlantic region to evaluate daily extreme climate events in large scale for the Azores region. Results shows changes in the annual maximum number of consecutive dry days, the annual number of wet days, and especially in the annual number of tropical nights. Despite limitations due to the lack of spatial detail, the large-scale framework suggests changes that may be enhanced by topography, particularly with respect to precipitation. The conclusions point to the need to establish standard rules in the processes of design, reviewing and/or amending territorial management instruments at the municipal scale in the Autonomous Region of the Azores, with the goal of adapting to a different climate from the recent past. Significant riverine archaeological sites around the world are vulnerable to flooding associated with climate change. However, identifying sites most at risk is not straightforward. We critically review the parameters used in 22 published analyses of risk to riverine archaeology from climate change (ARRACC). Covering 17 countries globally, the ARRACC's risk parameters are highly variable. Proximity to rivers and projected changes to extreme flood frequency are the most commonly employed. However, to be robust, future ARRACC should select from a wider range of hazard parameters, including channel mobility/type, erosion/sedimentation patterns, land use and engineering works, as well as parameters for site sensitivity to flooding and heritage significance. To assist in this, we propose a basic field survey for ARRACC, to be treated primarily as a conceptual checklist or as a starting point for a bespoke ARRACC method adapted for a particular river and the objectives of local stakeholders. Climate change mitigation targets have put pressure to reduce the carbon footprint of cultural heritage buildings. Commonly adopted measures to decrease the greenhouse gas (GHG) emissions of historical buildings are targeted at improving their energy efficiency through insulating the building envelope, and upgrading their heating, cooling and lighting systems. However, there are complex issues that arise when mitigating climate change in the cultural built heritage sector. For instance, preserving the authenticity of heritage buildings, maintaining their traditional passive behaviours, and choosing adaptive solutions compatible with the characteristics of heritage materials to avoid an acceleration of decay processes. It is thus important to understand what the enablers, or the barriers, are to reduce the carbon footprint of cultural heritage buildings to meet climate change mitigation targets. This paper investigates how climate change mitigation is considered in the management and preservation of the built heritage through semi-structured interviews with cultural heritage experts from the UK, Italy and Norway. Best-practice approaches for the refurbishment of historical buildings with the aim of decreasing their energy consumption are presented, as perceived by the interviewees, as well as the identification of the enablers and barriers in mitigating climate change in the cultural built heritage sector. The findings emphasise that adapting the cultural built heritage to reduce GHG emissions is challenging, but possible if strong and concerted action involving research and government can be undertaken to overcome the barriers identified in this paper. This study focuses on investigating the impact of climate change on the availability of safe drinking water and human health in the Southwest Coastal Region of Bangladesh (SWCRB). Additionally, it explores local adaptation approaches aimed at addressing these challenges. The research employed a combination of qualitative and quantitative methods to gather data. Qualitative data were collected through various means such as case studies, workshops, focus group discussions (FGDs), interviews, and key informant interviews (KIIs). The study specifically collected qualitative data from 12 unions in the Shyamnagar Upazila. On the other hand, through the quantitative method, we collected respondents' answers through a closed-ended questionnaire survey from 320 respondents from nine unions in the first phase of this study. In the next phase, we also collected data from the three most vulnerable unions of Shyamnagar Upazila, namely Poddo Pukur, Gabura, and Burigoalini, where 1579 respondents answered questions regarding safe drinking water and health conditions due to climate change. The findings of the study indicate that local communities in the region acknowledge the significant impact of sea-level rise (SLR) on freshwater sources and overall well-being, primarily due to increased salinity. Over 70% of the respondents identified gastrointestinal issues, hypertension, diarrhea, malnutrition, and skin diseases as major waterborne health risks arising from salinity and lack of access to safe water. Among the vulnerable groups, women and children were found to be particularly susceptible to waterborne diseases related to salinity. While the study highlights the presence of certain adaptation measures against health-related problems, such as community clinics and health centers at the upazila level, as well as seeking healthcare from local and paramedical doctors, it notes that these measures are insufficient. In terms of safe drinking water, communities have adopted various adaptation strategies, including pond excavation to remove saline water (partially making it potable), implementing pond sand filters, rainwater harvesting, and obtaining potable water from alternative sources. Wine producers face several challenges regarding climate change, which will affect this industry both in the present and the future. Vulnerability assessments are at the forefront of current climate research, therefore, the present paper has two main aims. First, to assess two components of climate vulnerability regarding the Szekszárd wine region, Hungary; second, to collect and analyze adaptation farming techniques in terms of environmental sustainability aspects. Exposure analyses revealed that the study area will face several challenges regarding intensive drought periods in the future. Sensitivity indicators show the climate-related characteristics of the most popular grapevines and their relatively high level of susceptibility regarding changing climatic patterns. Since both external and intrinsic factors of vulnerability show deteriorating trends, the development of adaptation actions is needed. Adaptation interventions often provide unsustainable solutions or entail maladaptation issues, therefore, an environmental-focused sustainability assessment of collected interventions was performed to avoid long-term negative path dependencies. The applied evaluation methodology pointed out that nature-based adaptation actions are preferred in comparison to using additional machines or resource-intensive solutions. This study can fill the scientific gap by analyzing this wine region for the first time, via performing an ex-ante lock-in analysis of available and widely used adaptation interventions in the viticulture sector. Society is at an important intersection in dealing with the challenges of climate change, and this paper is presented at a critical juncture in light of growing recognition that the natural sciences are insufficient to deal with these challenges. Critical aspects of sociological perspectives related to climate change research are brought together in this review in the hope of fostering greater interdisciplinary collaboration between the natural and social sciences. We fervently argue for the need to inculcate interdisciplinary approaches that can provide innovative perspectives and solutions to the challenges we face from the impacts of climate change. As such, some critical sociological perspectives are addressed, with two objectives: (a) to provide a foundational opening for readers seeking an introductory perspective and potential core contributions of sociological insights on climate change; and (b) to explore opportunities and obstacles that may occur with increased interdisciplinary cooperation and collaboration. We lay out fundamental ideas by assembling a loosely connected body of sociological research, hoping to develop and advance the collaborative research agenda between sociology and other disciplines for the near future. The Himalayas are highly susceptible to the impacts of climate change, as it consequently increases the vulnerability of downstream communities, livelihoods and ecosystems. Western Nepal currently holds significant potential as multiple opportunities for water development within the country are underway. However, it is also identified as one of the most vulnerable regions to climate change, with both an increase in the occurrence of natural disasters and exacerbated severity and impacts levels. Regional climate model (RCM) projections indicate warmer weather with higher variability in rainfall for this region. This paper combines bio-physical and social approaches to further study and understand the current climate shocks and responses present in Western Nepal. Data was collected from 3660 households across 122 primary sampling units across the Karnali, Mahakali and Mohana River basins along with focus group discussions, which provided a rich understanding of the currently perceived climatic shocks and related events. Further analysis of climatology was carried out through nine indices of precipitation and temperature that were found to be relevant to the discussed climate shocks. Results show that 79% of households reported experiencing at least one type of climate shock in the five-year period and the most common occurrence was droughts, which is also supported by the climate data. Disaggregated results show that perception varies with the region and among the basins. Analysis of climatic trends further show that irregular weather is most common in the hill region, although average reported frequency of irregular weather is higher in the mountain. Further analysis into the severity and response to climatic shocks suggest an imminent need for better adaptation strategies. This study's results show that a vast majority of respondents lack proper access to knowledge and that successful adaptation strategies must be adapted to specific regions to meet communities' local needs. Globally, areas of high-quality wildlife habitat of significant environmental value are at risk of permanent damage from climate change. These areas represent social-ecological systems that will require increasing management intervention to maintain their biological and socio-cultural values. Managers of protected areas have begun to recognize the inevitability of ecosystem change and the need to embrace dynamic approaches to intervention. However, significant uncertainty remains about the onset and severity of some impacts, which makes planning difficult. For Indigenous communities, there are intrinsic links between cultural heritage and the conservation of place and biodiversity that need to be better integrated in protected area planning and management. In New South Wales, Australia, management of public conservation reserves and national parks is the responsibility of a State government agency, the National Parks and Wildlife Service (NPWS). This paper describes the outcomes of a participatory planning process with NPWS staff to, firstly, identify the options available, the available 'tool kit', to manage biodiversity and cultural heritage in protected areas; secondly, explore how the selection of management actions from the 'tool kit' is associated with the level of climate risk to biodiversity or cultural heritage assets; and thirdly, to understand how the form of individual management actions might adapt to changes in climate risk. Combining these three elements into a series of risk-based, adaptive pathways for conservation of biodiversity and cultural heritage is a novel approach that is currently supporting place-based planning for public conservation areas. Incorporation of the trade-offs and synergies in seeking to effectively manage these discrete but related types of values and the implications for conservation practice are discussed. Migration, especially of indigenous peoples, related to or influenced by climate change continues to gain increasing research and policy attention. Limited material remains for this topic for Scandinavia's indigenous people, the Saami. This paper contributes to filling this gap by providing a review for the Scandinavian Saami of the possible impacts of climate change on migration. Environmental influences, social influences, and a synthesis through livelihoods impacts, including for reindeer herding, is provided, followed by a discussion of Saami responses to climate change and migration mainly through a governance analysis. Overall, climate change's impacts on the Saami do not necessarily entail abandoning their traditions, livelihoods, or homes. Instead, the most significant impact is likely to be migrants moving into the Arctic to pursue resource opportunities. Working collaboratively with the Saami, policies and practices are needed to ensure that indigenous interests are respected and that indigenous needs are met. [ABSTRACT FROM AUTHOR]

Northern Thailand has been experiencing the impact of climate change due to its fragile agro-ecosystem, inhabited by a resource-poor population. The study, conducted in a mountainous landscape of Doi Mae Salong area in Northern Thailand, explores the farmers' perceptions of climate change, its impact on farming, and adaptation measures undertaken by the two ethnic communities in the area for coping with climate change impacts. The data were collected through a structured questionnaire survey of ninety farm households using the recall approach for the past twenty years. The findings suggest that the farmers have perceived the change in climate pattern of the study area, and its negative impact on farming. Farm households have been trying to cope with the impacts by adapting to alternate farming options and practices using traditional techniques. The impact was perceived to be higher in the community living at higher elevation compared to those at lower elevation. Although autonomous adaptation is occurring in the area, the vulnerability of farm households to the impact of climate change still exists in terms of the lack of knowledge and financial resources. Agriculture is quite sensitive to climate change and to date it has been impacted in many ways. In turn, adaptation to lessen the impacts has attracted increasing attention. Here we discuss private and public roles in adaptation, as well as procedures for the evaluation of adaptation projects. Municipalities are important actors in the field of local climate change adaptation. Stakeholders need scientifically sound information tailored to their needs to make local assessment of climate change effects. To provide tailored data to support municipal decision-making, climate scientists must know the state of municipal climate change adaptation, and the climate parameters relevant to decisions about such adaptation. The results of an empirical study in municipalities in the state of Baden-Wuerttemberg in Southwestern Germany showed that adaptation is a relatively new topic, but one of increasing importance. Therefore, past weather events that caused problems in a municipality can be a starting point in adaptation considerations. Deduction of tailored climate parameters has shown that, for decisions on the implementation of specific adaptation measures, it also is necessary to have information on specific parameters not yet evaluated in climate model simulations. We recommend intensifying the professional exchange between climate scientists and stakeholders in collaborative projects with the dual goals of making practical adaptation experience and knowledge accessible to climate science, and providing municipalities with tailored information about climate change and its effects. This article aims to briefly review the socio-economic impact caused by the flooding of Lake Enriquillo on the inhabitants of Boca Cachón due to the complex local phenomenon related to climate variability. Between 2003 and 2014, Boca de Cachón and the communities surrounding Lake Enriquillo were deeply affected by flooding of the Lake's rising waters. Lake Enriquillo is the largest wetland in the Caribbean and the first designated RAMSAR site. In turn, Boca de Cachón could be considered the first human settlement formally displaced because of climate variability in the Dominican Republic and probably one of the first in the Americas in the twenty-first century. Boca de Cachón is a rural Municipal District located to the northwest of the municipality of Jimaní, with a population of around 3000 inhabitants on the southwest border with the Republic of Haiti and located in the Biosphere Reserve Jaragua-Bahoruco-Enriquillo. Given the future climatic scenarios for the Dominican Republic and the possible climate change that could exacerbate by excess or, by default, the socio-environmental problems in the Lake's belt, it is necessary to support the communities in their capacity-building processes. There is no doubt that anthropogenic global warming is accelerating damage to cultural heritage. Adaptation measures are required to reduce the loss of sites, monuments and remains. However, little research has been directed towards understanding potential impacts of climate adaptation measures in other governmental sectors on cultural heritage. We provide a case study demonstrating that winter road salt, used to reduce ice related accidents, damages historical iron milestones. As the climate warms, road salt use will move north into areas where sites have been protected by contiguous winter snow cover. This will expose Artic/sub-Arctic cultural heritage, including Viking graves and Sami sites, to a new anthropogenic source of damage. Research and planning should therefore include the evaluation of secondary impacts when choosing climate adaptation strategies. [ABSTRACT FROM AUTHOR]

An emerging component of the adaptation discourse, embracing theory, practice and review, is that of the negative assessment of adaptation, namely, maladaptation. Political theories and concepts have been applied as one of these assessment tools, giving rise to a political critique of maladaptation. Such a critique contrasts with the more conventional scientific and technical assessments of adaptation policies, programs and practices. Key political themes in studies of maladaptation include resource management and allocations, decision making processes, equity and fairness, gender, power and influence, and Nature and ecology. Within the scholarship on the politics of maladaptation, overlapping frameworks can be identified. Critiques of adaptation have been applied to the preconditions of adaptation, adaptation decision making processes and institutions, and to adaptation outcomes. There are a number of conceptual challenges in undertaking political analyses of adaptation. In this article, we outline the origins of the adaptation and maladaptation concepts, we describe the key political issues, we identify the application of politics in the maladaptation discourse and identify the major political perspectives. Mopani District Municipality in the northeast of South Africa is largely semi-arid and frequently affected by meteorological droughts. The recent 2015/16 event had devastating impacts on water levels, crop yields, livestock herds and rural livelihoods. We investigated the nature of the drought hazard; its impacts, including vulnerability of rural communities in Mopani District and adaptation strategies they have employed to cope with drought. A mixed methods approach with both quantitative and qualitative datasets was used. The district was divided into two distinct climatic areas: the drier eastern lowveld and the wetter western bushveld. Questionnaires were administered among community members whilst key informant interviews were conducted among relevant government and municipal officials. Climate data was used to characterize historical drought using a Standardized Precipitation and Evapotranspiration Index whilst vegetation anomaly maps were used to demonstrate impacts. Spatially distinct patterns of drought conditions were evident with harsh and dry conditions towards the east. It was found that nearly half the time there is some form of drought or another in the district mostly linked to the remote El Nino phenomenon. In several areas, rain-fed agriculture is no longer tenable, with a direct impact on rural livelihoods. A Household Vulnerability Index determined variable levels of vulnerability such that different strategies are employed to adapt to drought some of which cause environmental problems. Local government intervention strategies include supply of seeds and fertilisers, providing cheap fodder and supplying water using trucks. The findings of this study contribute to disaster risk reduction efforts in a region that is highly vulnerable to current and future climate-risks. [ABSTRACT FROM AUTHOR]

Crop yield depends on multiple factors, including climate conditions, soil characteristics, and available water. The objective of this study was to evaluate the impact of projected temperature and precipitation changes on crop yields in the Monocacy River Watershed in the Mid-Atlantic United States based on climate change scenarios. The Soil and Water Assessment Tool (SWAT) was applied to simulate watershed hydrology and crop yield. To evaluate the effect of future climate projections, four global climate models (GCMs) and three representative concentration pathways (RCP 4.5, 6, and 8.5) were used in the SWAT model. According to all GCMs and RCPs, a warmer climate with a wetter Autumn and Spring and a drier late Summer season is anticipated by mid and late century in this region. To evaluate future management strategies, water budget and crop yields were assessed for two scenarios: current rainfed and adaptive irrigated conditions. Irrigation would improve corn yields during mid-century across all scenarios. However, prolonged irrigation would have a negative impact due to nutrients runoff on both corn and soybean yields compared to rainfed condition. Decision tree analysis indicated that corn and soybean yields are most influenced by soil moisture, temperature, and precipitation as well as the water management practice used (i.e., rainfed or irrigated). The computed values from the SWAT modeling can be used as guidelines for water resource managers in this watershed to plan for projected water shortages and manage crop yields based on projected climate change conditions. Climate Change (CC) and variability are global issues that the world has been facing for a long time. Given the recent catastrophic events, such as flooding, erosion, and drought in Nigeria, many have questioned institutions' capacity in managing CC impacts in Nigeria. This study explores emerging institutional barriers of adaptation to CC effects on water resources in Nigeria. The study data were obtained from in-depth interviews with institutional heads from water resources management and emergency management and a review of secondary literature from databases such as Google Scholar, Scopus, and Web of Science. The results show that inadequate hydrological data management, low awareness on how to adapt among the public and decision-makers, financial constraints, no political will to pass important bills into law, and inadequate institutional and legal framework are the main institutional barriers of adaptation to climate change in Nigeria. The study concludes that it is essential to strengthen the institutional and legal system, information management mechanism, public awareness, and participatory water resources management. Although evidence suggest the inclusion of stakeholder opinions as part of the frameworks for combating CC, this evidence is not well substantiated, and is not extensively described in sub-Sahara African CC literature. While language remains a big issue in CC discussions, processes comprised within climate actions are equally as important as both the language and the results. It is on the basis of the confusion surrounding the language adopted as actions geared towards combating CC that this study seeks to examine the opinions/perception of CC actors in three West African nations. It looks at perceived and/or suitable solutions to selected CC-imposed challenges in the midst of socio-economic and environmental concerns. A total of 475 individuals, representing NGOs, public and private organizations involved with CC issues, as well as private persons concerned about CC, were recruited across Nigeria, Niger, and Benin, over a two-year period (April 2017–April 2019). A questionnaire containing 15 items was administered. The results of data analysis using chi-square and Fischer's exact tests show that the mean number of CC actors differs within and across all three countries for all climate action types against CC-imposed challenges. This study develops a climate communication recognition scheme (CCRS) for United Nations Educational, Scientific and Cultural Organization (UNESCO) World Heritage Sites (WHS), in order to explore the communicative power of heritage to mobilize stakeholders around climate change. We present this scheme with the aim to influence site management and tourist decision-making by increasing climate awareness at heritage sites and among visitors and encouraging the incorporation of carbon management into heritage site management. Given the deficits and dysfunction in international governance for climate mitigation and inspired by transnational environmental governance tools such as ecolabels and environmental product information schemes, we offer "climate communication recognition schemes" as a corollary tool for transnational climate governance and communication. We assess and develop four dimensions for the CCRS, featuring 50 WHS: carbon footprint analysis, narrative potential, sustainability practices, and the impacts of climate change on heritage resources. In our development of a CCRS, this study builds on the "branding" value and recognition of UNESCO World Heritage, set against the backdrop of increasing tourism—including the projected doubling of international air travel in the next 15–20 years—and the implications of this growth for climate change. As global temperatures warm and populations and incomes rise, the demand for cooling will soar, creating a positive feedback loop between global warming and electricity-related carbon dioxide (CO2) emissions. This study explores the relationship between temperature, electricity, air conditioning (AC) and CO2 emissions, and the sustainability of cooling in the Kingdom of Saudi Arabia. With the highest share of AC in household electricity consumption in the world and its already very hot summers warming by 3 °C in many areas over the last 40 years, Saudi Arabia provides an important case study of how the cooling challenge can be managed. Data from the European Centre for Medium-Range Weather Forecasts (ECMWF ERA5) is used to illustrate local warming trends (1979–2018) and show the relationship between temperature and power generation within a typical year using hourly data (2011–2015). Using annual data (2010–2018), we then show that since 2016 the rapid growth in the Kingdom's electricity demand for AC and its associated CO2 emissions have plateaued. This suggests energy efficiency measures, higher electricity prices and a shift from the use of oil towards gas in the power sector are having a positive effect on energy sustainability. Climate change is altering agricultural production and ecosystems around the world. Future projections indicate that additional change is expected in the coming decades, forcing individuals and communities to respond and adapt. Current research efforts typically examine climate change effects and possible adaptations but fail to integrate agriculture and ecosystems. This failure to jointly consider these systems and associated externalities may underestimate climate change impacts or cause adaptation implementation surprises, such as causing adaptation status of some groups or ecosystems to be worsened. This work describes and motivates reasons why ecosystems and agriculture adaptation require an integrated analytical approach. Synthesis of current literature and examples from Texas are used to explain concepts and current challenges. Texas is chosen because of its high agricultural output that is produced in close interrelationship with the surrounding semi-arid ecosystem. We conclude that future effect and adaptation analyses would be wise to jointly consider ecosystems and agriculture. Existing paradigms and useful methodology can be transplanted from the sustainable agriculture and ecosystem service literature to explore alternatives for climate adaptation and incentivization of private agriculturalists and consumers. Provision of data and information for disaster risk reduction is increasingly important to enable resilience. However, the focus of provision in many African countries is limited to national scale risk assessment and meteorological data. The research aimed to consider the perspectives on availability and access to information of different local urban actors that require reliable and specific information to make informed decisions. The research used workshop discussions and questionnaires to collect views from stakeholders in flood risk management in Nigerian cities about their current access to information and requirements. The results confirmed that stakeholders and communities agree in recognising the importance of climate information. Findings identified issues surrounding communication between agencies, government and technical experts. The role of the media and business in filling the vacuum left by state provision of information was further highlighted, demonstrating the potential for Private Public Partnerships in supporting adaptation and response to flooding. However, significant differences in access between sub-groups were also revealed such that some marginalised groups may be excluded from information. It follows that climate services, data and information provision need to be collaboratively designed in order to be more inclusive, meet user requirements and build community capacity. In The Gambia, climate change has affected, and continues to affect, the agriculture sector. Thus, there is a need to develop and understand effective agricultural adaptation policies. The present study used protection motivation theory to describe farmers' adoption of climate change adaptation measures in the Central River Region of The Gambia. Primary data were collected in eight communities of the region. A transect walk was conducted, followed by a survey of farmers (n = 283). Perception data collected referred back to the past 20 years, with stated implementation addressing current adaptation practices. Results showed that the perception variables, namely, severity, ability to withstand, and internal barriers, were significantly correlated with protection motivation, while protection motivation and stated implementation for water conservation technique were strongly correlated. Structural equation modeling confirmed the mediation role of protection motivation between farmers' "stated implementation" of adaptation measures and their perception of climate variability. A decrease in soil water storage capacity, degradation of the quality of soil surface structure, and a decrease of the length of the growing season are all factors that motivate farmers to implement an adaptation measure. The cost of the implementation and farmers' vulnerability are factors that prevent implantation of adaptation measures. This study suggested that farmers' resilience should be improved and adaptation measures should be subsidized in order to make them more accessible to farmers. [ABSTRACT FROM AUTHOR]

Mountain ecosystems are considered to be vulnerable to climate change, with potential detrimental effects including the reduction of the snow seasons, the gradual retreat of glaciers, and changes in water storage and availability. One vulnerable sector to climate change is winter tourism, with some resorts likely to experience a significant reduction in the length of the skiing seasons and snow recreation areas throughout this century. This study assessed the vulnerability of 31 Spanish alpine ski resorts to climate change and evaluated the potential socio-economic and environmental implications of several adaptation measures. Results show that lower-altitude areas such as the Cantabrian Mountains and the Iberian System could be more vulnerable to climate change than higher-altitude areas of the Catalan Pyrenees or the Penibaetic System. Adaptation initiatives may include, inter alia, the production of artificial snow, the protection and conservation of the snow coverage area, and the diversification of recreation activities offered during the whole year. The study concludes that the design and implementation of adaptation strategies have to be adequate to the level of vulnerability associated with each resort as well as minimize their potential socio-economic and environmental costs.
