Emissions trading schemes (ETS) coexist with other environmental and energy policies, such as renewable energy promotion schemes. The potential synergies and conflicts between these policies are worth analysing. Spain is used as a case study to illustrate the theoretical, practical and quantitative interactions. The existence of national policies which affect CO2 emissions and interact with the EU ETS may lead to conflicts, which could make it more difficult to reach the objectives of emissions reductions, local sustainability benefits, dynamic efficiency and moderate consumer costs. The coordination of efforts to mitigate these conflicts is difficult and may have limited effectiveness, since the instruments employed have multiple objectives and different territorial scopes. However, the coexistence of the EU ETS with other instruments can be justified if the latter can provide social benefits or tackle problems that the former cannot provide or solve (such as 'local' and 'dynamic efficiency' benefits). The results of an interaction between an ETS and renewable electricity promotion schemes depend on the type of RES-E (electricity from renewable energy sources) support scheme being used and on the specific design features of the instrument implemented. Linking emissions trading schemes has attracted interest as a means of reducing costs and expanding market size and liquidity. A number of studies have explored the compatibility of schemes, although little attention has been devoted to the implementation of links. Most trading schemes provide for unilateral recognition of certified emission reductions (CERs) and occasionally other units. Restrictions on the types of units and the quantity that can be used are common. Unilateral links can be implemented through adoption of a schedule that lists the units accepted together with limits on, and adjustments to, imported units. Only a bilateral link yields the full benefits of linking trading schemes. No bilateral links have been established yet, but the number of schemes interested in such links is growing. Implementing such a link through a binding agreement affords participants considerable certainty. However, it entails cumbersome adoption procedures as well as legal and procedural constraints. Reciprocal unilateral links, possibly accompanied by an informal agreement, are easier to implement and offer more flexibility. This study examines the economic and environmental implications of a unique Clean Development Mechanism (CDM) scheme in which a non-Annex B country (Thailand) introduces a carbon tax and exports the resulting emission mitigation as certified emission reductions (CERs). A general equilibrium model for Thailand has been developed for analysing this carbon tax-cum-CDM (CT-CDM) policy. The study finds that, unlike a carbon tax policy, the CT-CDM policy could increase economic welfare in Thailand, depending on CER price and schemes of recycling carbon tax- and CER-revenue to the economy. Japan has recognized the need to make significant reductions in greenhouse gas (GHG) emissions, including CO2, but Japanese energy policy is fragmented and ineffective in coping with the challenge. Highly controversial options have been included in its strategy. Against this background, the current Japanese energy policy is reviewed and alternative future options are proposed, with their implications examined in the real policy context. A backcasting methodology, which creates a normative vision and identifies policy paths to attain the vision, is identified as a highly relevant conceptual framework for the analysis. Four visions are presented, within which subsequent policy packages and detailed policy paths are created. Two-tier evaluation stages are set to validate the policy packages and paths, through discussion with key Japanese energy experts. The study provides an insight into the effectiveness of the methodology, and implications of the proposed visions and policy packages. A series of innovations are made, including the 'policy road map' as an effective tool that links the backcasting framework and strategic policy discussions. [ABSTRACT FROM AUTHOR]

Oregon's governor has proposed a load-based cap and trade programme that limits carbon dioxide (CO2) emissions to 10% below 1990 levels by 2020. A load-based programme is different from the source-based European Union Emissions Trading Scheme (EU ETS), as it regulates emissions sources, located outside the state, that serve Oregon's electricity load. This article describes the stakeholder process that developed the legislative proposal for the load-based cap. The Oregon Clean Energy Planning Model©, a modified capacity expansion model of annual load resource balances, is used to estimate programme costs. The net present value of the climate policy to Oregon ranges from a $518 million benefit to a $414 million cost under various load growth scenarios. Programme benefits are possible under low and medium load growth because the societal returns of energy efficiency exceed its cost over the life of the programme. CO2 allowance prices in 2017-2020 are estimated in the medium case at approximately $21 per tonne. Low energy efficiency deployment could raise allowance costs to $36, while an aggressive efficiency programme could reduce them to $13.50. Competition for Northwest renewable resources could increase allowance prices in final phase to $37, indicating the interdependence in programme design among state climate policies. The challenge of creating a global low-carbon society is examined from the perspectives of a slow-growing but highly developed economy (Canada) and a fast-growing developing economy (China). Both countries' responses are compared to a similar carbon price schedule (US$10/tCO2e in 2013 rising exponentially to $100 by 2050) using a hybrid technologically explicit and behaviourally realistic model with macroeconomic feedbacks (CIMS). Then additional measures are imposed based on the national circumstances of each country; for Canada we simulate a 50% reduction by 2050, and stabilization for China. The scale of the challenge in all cases requires that every available option be vigorously pursued, including energy efficiency, fuel switching, carbon capture and storage, and accelerated development of renewables; to compensate, there are significant co-reductions of local air pollutants such as SOx and NOx. Finally, the abatement cost schedules of China and Canada are compared, and implications considered for carbon permit flows if the cost schedule of the rest of the developed world is assumed to be similar to that of Canada. We found that the developed world and China could collectively reduce emissions by 50% in 2050 at a price of $175/ tCO2e, with permits flowing from the developed countries to China; while abatement costs are lower in China up to $75/t, at higher prices reductions are less costly in the developed world. Our results indicate that a global low-carbon society is feasible, on condition that policy makers are willing and able to impose long-term, credible policy packages with carbon pricing policy as the core element, coupled with supplementary regulations to address market failures.
