The objective of this paper is to assess recent developments and prospects for future changes in United States (US) climate strategy. In doing so, the paper explores some of the key factors that have shaped strategies and policies to date, distinguishing between factors related to institutional and governance structures, linkages between science and policy, energy technology and the role of interest groups. Against this background, the paper attempts to explore future development paths for US climate policy. More specifically, the paper assesses opportunities for policy changes compared to the preferences of the current administration, and the prospects for future linkages between US and international climate change strategies. In brief, the paper argues that substantial changes are unlikely to take place in the near to medium term, leaving open, however, the possibility of wide-ranging changes in domestic politics or major incidents that could facilitate a shift in the perceived need for near-term action. While quantification of the effects of NOx and water vapor is still at an early stage there is evidence that contrail formation could make a significant contribution to global warming. This paper builds on previous research that analyzed a policy of restricting air transport cruise altitudes to eliminate contrail formation. Our previous work [Transport. Res. D 7(6) (2002) 451], examined altitude restrictions in European airspace and concluded that this could be a beneficial policy for reducing climate change impacts from aviation. Since most of the flights in European airspace are short-haul flights, this paper evaluates the trade-offs between altitude restrictions, fuel burn and journey times for longer haul flights of up to 6000 nm. Our focus is on the North Atlantic and US airspace and we examine potential contrail fraction to determine optimal cruise altitudes for reducing contrail formation. Changes in fuel burn and travel times associated with flight levels of 18,000 and 31,000 ft for different aircraft types are analyzed. We find that, in most cases, CO2 emission increases would be unlikely to entirely counteract the benefit of possible reductions in contrail formation. For some aircraft types, the percentage increase in emitted CO2 was found to be strongly dependent on journey length. In general, journey times appear not to be a major issue except for some aircraft types. Our results suggest that reducing aircraft cruise altitudes could be a beneficial policy for mitigating climate change impacts from the aviation sector. This is clearly dependent on aircraft type and the distances traveled, but more importantly on ambient atmospheric conditions which can vary significantly between regions and due to daily variation. This suggests that real time flight planning to minimize contrail formation should be investigated as a possible climate mitigation policy. [Copyright &y& Elsevier]

Articles 4.8 and 4.9 of the United Nations Framework Convention on Climate Change (UNFCCC) and Article 3.14 of its Kyoto Protocol require parties to take measures to minimise the adverse effects of climate change on developing and least developed countries (LDCs). The Alliance of Small Island States (AOSIS) argue that this should mean assistance for capacity building to help them adapt to a changing climate. Articles 4.8 and 3.14 also require parties to take measures to minimise the impacts of emission reduction measures on energy exporting countries. The Organisation of Petroleum Exporting Countries (OPEC) countries argue that this should mean assistance to compensate for lost oil revenues. This paper explores the dimensions of the adverse effects/impacts issue. It explains how, in arguing that progress on Articles 4.8, 4.9 and 3.14 be equal to progress on the issue of assistance to compensate for lost oil revenues, OPEC countries obstruct progress on assistance to developing and LDCs for adaptation to climate change. This suggests that tacit G77/China support for OPEC’s position may ultimately not be in their best interests. The Special Climate Change (SCC) fund was established by the Marrakesh Accords under the United Nations Framework Convention on Climate Change. This fund will finance climate change activities in the areas of: adaptation, technology transfer, certain specific sectors, and activities to assist oil-exporting countries diversify their economies. These activities are to be complementary to those funded by the Global Environment Facility and by bilateral and multilateral funding. This paper describes the origins of the SCC fund and proposes a framework for the prioritisation of its activities. The fund has a complicated history that is intrinsically linked to numerous Convention issues, which explains the range of activities included in it. The framework proposed is based on certain principles: sound scientific knowledge, the ultimate objective of the Convention, “common but differentiated responsibilities and respective capabilities” and the status of the climate negotiations. This appraisal suggests that the fund should prioritise adaptation, followed by mitigation and finally economic diversification. [Copyright &y& Elsevier]

Five years down the road from Kyoto, the Protocol that bears that city’s name still awaits enough qualifying ratifications to come into force. While attention has been understandably focussed on the ratification process, it is time to begin thinking about the next steps for the global climate regime, particularly in terms of a deeper inclusion of developing countries’ concerns and interests. This paper begins doing so from the perspective of the developing countries. The principal argument is that we need to return to the basic principles outlined in the Framework Convention on Climate Change in searching for a north–south bargain on climate change. Such a bargain may be achievable if we can realign the policy architecture of the climate regime to its original stated goals of sustainable development. [Copyright &y& Elsevier]

Under the United Nations Framework Convention on Climate Change (UNFCCC), adaptation has recently gained importance, yet adaptation is much less developed than mitigation as a policy response. Adaptation research has been used to help answer to related but distinct questions. (1) To what extent can adaptation reduce impacts of climate change? (2) What adaptation policies are needed, and how can they best be developed, applied and funded? For the first question, the emphasis is on the aggregate value of adaptation so that this may be used to estimate net impacts. An important purpose is to compare net impacts with the costs of mitigation. In the second question, the emphasis is on the design and prioritisation of adaptation policies and measures. While both types of research are conducted in a policy context, they differ in their character, application, and purpose. The impacts/mitigation research is orientated towards the physical and biological science of impacts and adaptation, while research on the ways and means of adaptation is focussed on the social and economic determinants of vulnerability in a development context. The main purpose of this paper is to demonstrate how the national adaptation studies carried under the UNFCCC are broadening the paradigm, from the impacts/mitigation to vulnerability/adaptation. For this to occur, new policy research is needed. While the broad new directions of both research and policy can now be discerned, there remain a number of outstanding issues to be considered. In this paper we argue that the discussion on how to get to an equitable global climate change regime requires a long-term context. Some key dimensions of this discussion are responsibility, capability and development needs. Each of these, separately or in combination, has been used in designing schemes for differentiation of commitments to limit or reduce greenhouse gas emissions. Many implementation problems of these proposals are often side-stepped. In particular, some proposals may be incompatible with Article 2 of the United Nations Framework Convention on Climate Change (UNFCCC), i.e. they are unlikely to keep the option open of long-term stabilisation of atmospheric greenhouse gas concentrations at relatively low levels. We present some evidence that shifting the emphasis from emission reduction to sustainable development needs can contribute significantly to relieving the threat of human-induced climate change. This paper explores the different climate change strategies chosen by three major multinational oil corporations: ExxonMobil, TotalFinaElf and BP Amoco. They are referred to, as the ‘fight against emission constraints,’ ‘wait and see,’ and ‘proactive’ strategies, respectively. The justifications given to support these strategies are identified. They cover the business, scientific, political, economic, technological and social dimensions. In a business ethics framework, the issue of climate change brings forth an ethical dilemma for the oil industry, in the form of a tension between profits and CO2 emissions. The strategies are analysed as three attitudes towards this dilemma: (i) placing priority on the business consequences while weakening the perception that anthropogenic greenhouse gas emissions are causing climate change; (ii) avoiding responsibility; and (iii) placing priority on the need for a modification of the business process while limiting the negative effect in terms of business consequences. In conclusion, we propose that beyond the ethical issues proper to climate change itself, additional ethical issues are raised if society at large is instrumentalised by an industry in its search for profit. Publicly gauging and valorising the ethical commitment of a corporation appear as ways of inducing more collaborative and proactive attitudes by business actors. [Copyright &y& Elsevier]

This paper reviews how sustainable development was treated in prior assessment reports of the Intergovernmental Panel on Climate Change (IPCC) and presents proposals on how it might be integrated into the forthcoming Fourth Assessment Report (AR4). There has been a steady, but slow, increase in the exposure and treatment of sustainable development in each subsequent IPCC assessment. However, much more remains to be done if the mandate provided in the United Nations Framework Convention on Climate Change (UNFCCC) is to be met. The paper argues that the AR4 can take three practical steps in making the integration more complete. First, at the conceptual level, equity concerns should be made a more pervasive, even central, focus of the AR4. Second, at the analytical level, the examination of alternative development pathways begun during the TAR process needs to be continued and expanded. Third, at the operational level, the AR4 should deal with sustainable development in all its chapters rather than relegating it to a peripheral few, should broaden the base of expertise reflected in its panels of authors and reviewers, and should commission a companion special report on climate change and sustainable development. With policy and legislative developments for the mitigation of climate change advancing apace, there has been little consideration given to the interactions, both positive and negative, that such instruments are likely to have with other forms of existing environmental management. Australia in particular has a number of environmental problems such as dryland salinity, biodiversity loss and general land management that will be directly impacted by climate change, and the instruments used to try and control its impacts. This paper considers the opportunities and arguments for integration among environmental schemes, using examples from both Australian and International experiences to date. [Copyright &y& Elsevier]

This paper explores an alternative approach to future climate policies in developing countries. Although climate change seems marginal compared to the pressing issues of poverty alleviation and economic development, it is becoming clear that the realisation of development goals may be hampered by climate change. However, development can be shaped in such a way as to achieve its goals and at the same time reduce vulnerability to climate change, thereby facilitating sustainable development that realises economic, social, local and global environmental goals. This approach has been coined the ‘development first approach’, in which a future climate regime should focus on development strategies with ancillary climate benefits and increase the capability of developing countries to implement these. This is anticipated to offer a possible positive way out of the current deadlock between North and South in the climate negotiations. First, elements are presented for an integrated approach to development and climate; second, the approach is elaborated for food and energy security in sub-Saharan Africa; and third, possibilities are outlined for international mechanisms to support such integrated development and climate strategies. This paper reports on investigations of two propositions. First, it is easy to overestimate the importance of climate change in the larger picture of sustainable development while at the same time underestimating the potential for climate change concerns to be a catalyst for progress toward sustainable development. Second, these imbalances in perceptions are more likely to be addressed effectively at a local scale than at a global or national scale. [Copyright &y& Elsevier]

Climate change and sustainable development have been addressed in largely separate circles in both research and policy. Nevertheless, there are strong linkages between the two in both realms. This paper focuses on the scientific linkages and discusses the opportunities they provide for integrated policy development, and the necessity to consider the risk of trade-offs. It is suggested that integration may not only provide new opportunities, but may even be a prerequisite for successfully addressing both issues. Since the feasibility of stabilising greenhouse gas concentrations is dependent on general socio-economic development paths, climate policy responses should be fully placed in the larger context of technological and socio-economic policy development rather than be viewed as an add-on to those broader policies. The arguments are supported by a range of examples for various economic sectors in the areas of both mitigation and adaptation, largely drawn from IPCC’s Third Assessment Report.
