Over the last few years, California has passed some of the strongest climate policies in the USA. These new policies have been motivated in part by increasing concerns over the risk of climate-related impacts and facilitated by the state's existing framework of energy and air quality policies. This paper presents an overview of the evolution of this increased awareness of climate change issues by policy makers brought about by the strong link between climate science and policy in the state. The State Legislature initiated this link in 1988 with the mandate to prepare an assessment of the potential consequences of climate change to California. Further interactions between science and policy has more recently resulted, in summer of 2006, in the passage of Assembly Bill 32, a law that limits future greenhouse gas emissions in California. This paper discusses the important role played by a series of state and regional climate assessments beginning in 1988 and, in particular, the lessons learned from a recently completed study known as the Scenarios Project. The Paris pledges are unique documents in climate governance that outline what each country intends to do to combat climate change. Often, these documents contain headline greenhouse gas percentage reduction targets that appear to summarize countries' contributions to mitigation. This is a boon for comparative climate policy research. However, I show in this paper that the Paris pledges require detailed interpretation to be comparable. I demonstrate the risks in comparing these targets by re-visiting a recent studying linking national public opinion to the stringency of countries' mitigation goals. I develop new indicators that better account for the structure of the targets and show in replications that the original finding is inconsistent with the underlying data. wide variety of scenarios for future development have played significant roles in climate policy discussions. This paper presents projections of greenhouse gas (GHG) concentrations, sea level rise due to thermal expansion and glacial melt, oceanic acidity, and global mean temperature increases computed with the MIT Integrated Global Systems Model (IGSM) using scenarios for twenty-first century emissions developed by three different groups: intergovernmental (represented by the Intergovernmental Panel on Climate Change), government (represented by the U.S. government Climate Change Science Program) and industry (represented by Royal Dutch Shell plc). In all these scenarios the climate system undergoes substantial changes. By 2100, the CO concentration ranges from 470 to 1020 ppm compared to a 2000 level of 365 ppm, the CO-equivalent concentration of all greenhouse gases ranges from 550 to 1780 ppm in comparison to a 2000 level of 415 ppm, oceanic acidity changes from a current pH of around 8 to a range from 7.63 to 7.91, in comparison to a pH change from a preindustrial level by 0.1 unit. The global mean temperature increases by 1.8 to 7.0°C relative to 2000. Such increases will require considerable adaptation of many human systems and will leave some aspects of the earth's environment irreversibly changed. Thus, the remarkable aspect of these different approaches to scenario development is not the differences in detail and philosophy but rather the similar picture they paint of a world at risk from climate change even if there is substantial effort to reduce emissions. This paper investigates the uncertainty in the impact of climate change on flood frequency in England, through the use of continuous simulation of river flows. Six different sources of uncertainty are discussed: future greenhouse gas emissions; Global Climate Model (GCM) structure; downscaling from GCMs (including Regional Climate Model structure); hydrological model structure; hydrological model parameters and the internal variability of the climate system (sampled by applying different GCM initial conditions). These sources of uncertainty are demonstrated (separately) for two example catchments in England, by propagation through to flood frequency impact. The results suggest that uncertainty from GCM structure is by far the largest source of uncertainty. However, this is due to the extremely large increases in winter rainfall predicted by one of the five GCMs used. Other sources of uncertainty become more significant if the results from this GCM are omitted, although uncertainty from sources relating to modelling of the future climate is generally still larger than that relating to emissions or hydrological modelling. In addition to reducing greenhouse gas emissions, actions to achieve a sustainable coexistence with wildfire need to be taken now. In this paper we suggest several important policy, planning, and management changes that should be made, regardless of the many uncertainties in predicting future fire regimes. Similar to how other natural hazards are addressed, a risk-based framework for fire-related decisions is crucial. Reintroduction of fire to fire-prone ecosystems, careful use of fire surrogates, and creation of new and flexible policies will be needed for successful ecosystem management. Growing incompatibilities between urban development and wildfire also require a serious reevaluation of urban planning and building in fire-prone locations to reach a sustainable coexistence with fire. Our future cities and communities must be less susceptible to wildfire damage, and the ecosystems upon which we depend must be made more resilient to further disruptions in fire regimes. The greenhouse gas emissions scenarios published by the IPCC in the Special Report on Emission Scenarios (SRES) continue to serve as a primary basis for assessing future climate change and possible response strategies. These scenarios were developed between 1996 and 1999 and sufficient time has now passed to make it worth examining their consistency with more recent data and projections. The comparison performed in this paper includes population, GDP, energy use, and emissions of CO2, non-CO2 gases and sulfur. We find the SRES scenarios to be largely consistent with historical data for the 1990-2000 period and with recent projections. Exceptions to this general observation include (1) in the long-term, relatively high population growth assumptions in some regions, particularly in the A2 scenario; (2) in the medium-term, relatively high economic growth assumptions in the LAM (Latin America, Africa and Middle East) region in the A1 scenario; (3) in the short-term, CO2 emissions projections in Al that are somewhat higher than the range of current scenarios; and (4) substantially higher sulfur emissions in some scenarios than in historical data and recent projections. In conclusion, given the relatively small inconsistencies for use as global scenarios there seems to be no immediate need for a large-scale IPCC-led update of the SRES scenarios that is solely based on the SRES scenario performance vis-a-vis data for the 1990-2000 period and/or more recent projections. The latest scientific findings indicate that the increased concentration of greenhouse gases emitted by anthropogenic sources is significantly altering the balance of the global climate system. Considering forecasts of changes in the hydrological cycle and temperature related to global warming, the dynamics governing the functioning of the Pantanal Wetland, responsible for its rich biodiversity, find themselves threatened. Thus, this study was designed in the space-time of the Pantanal people called pantaneiros, and aims to discuss the Traditional Ecological Knowledge (TEK) of the Traditional Community Cuiabá Mirim regarding climate change. The information presented was obtained from 22 pantaneiros, between March 2008 and March 2010. The population sample was selected by the Snow Ball method. For data collection, semi structured interviews and oral histories were used. The results were compared with observations, simulations and projections of the IPCC AR4 for the region. The main findings of this research indicate that TEK presents itself as a crucial and complementary source of information for the development of local/regional adaptation strategies to climate change, bringing a distinct and relevant point of view from vulnerable stakeholders to the decision makers. Human-caused climate change can affect weather and climate extremes, as well as mean climate properties. Analysis of observations and climate model results shows that previously rare (5th percentile) summertime average temperatures are presently occurring with greatly increased frequency in some regions of the 48 contiguous United States. Broad agreement between observations and a mean of results based upon 16 global climate models suggests that this result is more consistent with the consequences of increasing greenhouse gas concentrations than with the effects of natural climate variability. This conclusion is further supported by a statistical analysis based on resampling of observations and model output. The same climate models project that the prevalence of previously extreme summer temperatures will continue to increase, occurring in well over 50% of summers by mid-century. [ABSTRACT FROM AUTHOR]

We examined both long-term climate variability and anthropogenic contributions to current climate change for Xinjiang province of northwest China. Xinjiang encompasses several mountain ranges and inter-mountain basins and is comprised of a northern semiarid region and a more arid southern region. Climate over the last three centuries was reconstructed from tree rings and temperature series were calculated for the past 50 years using weather station data. Three major conclusions from these analyses are: (1) Although temperature varied considerably in Xinjiang over the last 200 years, it was non-directional until the last 50 years when a substantial warming trend occurred; (2) The semiarid North Xinjiang was representative of the northern hemisphere climate, while the more arid South Xinjiang resembled the southern hemisphere climate, meanwhile, (3) The entire Xinjiang province captured the global-scale climate signal. We also compared human contributions to global change between North and South Xinjiang, including land cover/land use, population, and greenhouse gas production. For both regions, urban areas acted as heat islands; and large areas of grassland and forest were converted to barren land, especially in North Xinjiang. Additionally, North Xinjiang also showed larger increase in population and greenhouse gas emissions mainly associated with animal production than those in South Xinjiang. Although Xinjiang province is a geographically coupled mountain–basin system, the two regions have distinct climate patterns and anthropogenic activities related to land cover conversion and greenhouse gas production. To better understand the implications of anthropogenic climate change for three major Mid-Atlantic estuaries (the Chesapeake Bay, the Delaware Bay, and the Hudson River Estuary), we analyzed the regional output of seven global climate models. The simulation given by the average of the models was generally superior to individual models, which differed dramatically in their ability to simulate twentieth-century climate. The model average had little bias in its mean temperature and precipitation and, except in the Lower Chesapeake Watershed, was able to capture the twentieth-century temperature trend. Weaknesses in the model average were too much seasonality in temperature and precipitation, a shift in precipitation’s summer maximum to spring and winter minimum to fall, interannual variability that was too high in temperature and too low in precipitation, and inability to capture the twentieth-century precipitation increase. There is some evidence that model deficiencies are related to land surface parameterizations. All models warmed over the twenty-first century under the six greenhouse gas scenarios considered, with an increase of 4.7 ± 2.0°C (model mean ± 1 standard deviation) for the A2 scenario (a medium-high emission scenario) over the Chesapeake Bay Watershed by 2070–2099. Precipitation projections had much weaker consensus, with a corresponding increase of 3 ± 12% for the A2 scenario, but in winter there was a more consistent increase of 8 ± 7%. The projected climate averaged over the four best-performing models was significantly cooler and wetter than the projected seven-model-average climate. Precipitation projections were within the range of interannual variability but temperature projections were not. The implied research needs are for improvements in precipitation projections and a better understanding of the impacts of warming on streamflow and estuarine ecology and biogeochemistry. The authors comment on the "Stern Review of the Economics of Climate Change." They state that the Stern Review has been the catalyst of a huge amount of discussion since its release because policy makers see it as an authoritative report that makes an economic case for rapid reduction of greenhouse gas emissions. He notes that most economists have a different opinion of the quality of analysis.

In response to an Executive Order by California Governor Schwarzenegger, an evaluation of the implications to California of possible climate changes was undertaken using a scenario-based approach. The "Scenarios Project" investigated projected impacts of climate change on six sectors in the California region. The investigation considered the early, middle and later portions of the twenty-first century, guided by a set of IPCC Fourth Assessment global climate model runs forced by higher and lower greenhouse gas emission scenarios. Each of these climate simulations produce substantial impacts in California that would require adaptations from present practices or status. The most severe impacts could be avoided, however, if emissions can be held near the lower end of global greenhouse gas emissions scenarios. [ABSTRACT FROM AUTHOR]

The article presents an exploration into the importance of climate prediction models in response to research and reaction to greenhouse gas emission damages and controls. The author gives explanations for several challenges facing the uncertainty risks of climate prediction in terms of environmental economic factors and methodology. The interaction between long-term environmental change, climate predictability, ecosystem reaction, and economic and social consequences are discussed. Several European organizations and system models for climate tracking are highlighted.

The United States and China are responsible for nearly 40 per cent of total annual greenhouse gas emissions. Global climatic stabilization cannot succeed without the participation of people and organizations in the PRC and the USA. Given the likelihood of continued political paralysis at the national level in both countries, it is important to assess the strengths, weaknesses, and potential of nongovernmental actors in bringing about durable reductions in GHG emissions. Consumption trajectories present one of the most intractable barriers to anthropogenic GHG-emissions reductions and to long-term climatic stabilization. Nordlund and Garvill's (2003) model is adapted and applied in assessing prospects for value change, specific problem awareness, and sustainable-consumption behavior in the PRC and USA. The contributions of nonstate actors are elucidated when issue bundling (specifically links with stress reduction and healthy futures) and principle bundling are incorporated into the explanatory framework. The involvement of transnationally competent activists in emissions mitigation projects, value change, and durable sustainable-consumption practices provides a beacon for future possibilities. Chinese transnationals are a key overlooked and underestimated piece in the current emissions-reduction puzzle because of their critical position at the intersection of values, behavior change, and nongovernmental institutions directly and indirectly involved in climatic-change mitigation. Given their special U.S./P.R.C. leverage, other actors concerned with building a sustainable-consumption movement and with climatic stabilization are likely to benefit from devoting increased attention and responsibilities to this group. A probabilistic risk assessment was conducted for the effects of future climate change on U.S. cold-water habitat. Damage functions for the loss of current cold-water fish habitat in the United States and the Rocky Mountain region were integrated with probability distributions for U.S. June/July/August (JJA) temperature change using Monte Carlo techniques. Damage functions indicated temperature thresholds for incipient losses (≥5%) of cold-water habitat in the United States and the Rocky Mountains of 0.6 and 0.4 °C, respectively. Median impacts associated with different temperature distributions suggested habitat loss in 2025, 2050, and 2100 of approximately 10, 20, and 30%, respectively, for the United States and 20, 35, and 50%, respectively, in the Rocky Mountains. However, 2100 losses in excess of 60% and 90% were possible for the United States and the Rocky Mountains, respectively, albeit at low probabilities. The implementation of constraints on greenhouse gas emissions conforming to the WRE750/550/350 stabilization scenarios had little effect on reducing habitat loss out to 2050, but median effects in 2100 were reduced by up to 20, 30, and 60%, respectively. Increased focus on probabilistic risk assessment may be a profitable mechanism for enhancing understanding and communication of climate change impacts and, subsequently, risk management. Today's climate policy is based on the assumption that the location of emissions reductions has no impact on the overall climate effect. However, this may not be the case since reductions of greenhouse gases generally will lead to changes in emissions of short-lived gases and aerosols. Abatement measures may be primarily targeted at reducing CO2, but may also simultaneously reduce emissions of NOx, CO, CH4 and SO2 and aerosols. Emissions of these species may cause significant additional radiative forcing. We have used a global 3-D chemical transport model and a radiative transfer model to study the impact on climate in terms of radiative forcing for a realistic change in location of the emissions from large-scale sources. Based on an assumed 10% reduction in CO2 emissions, reductions in the emissions of other species have been estimated. Climate impact for the SRES A1B scenario is compared to two reduction cases, with the main focus on a case with emission reductions between 2010 and 2030, but also a case with sustained emission reductions. The emission reductions are applied to four different regions (Europe, China, South Asia, and South America). In terms of integrated radiative forcing (over 100 yr), the total effect (including only the direct effect of aerosols) is always smaller than for CO2 alone. Large variations between the regions are found (53-86% of the CO2 effect). Inclusion of the indirect effects of sulphate aerosols reduces the net effect of measures towards zero. The global temperature responses, calculated with a simple energy balance model, show an initial additional warming of different magnitude between the regions followed by a more uniform reduction in the warming later. A major part of the regional differences can be attributed to differences related to aerosols, while ozone and changes in methane lifetime make relatively small contributions. Emission reductions in a different sector (e.g. transportation instead of large-scale sources) might change this conclusion since the NOx to SO2 ratio in the emissions is significantly higher for transportation than for large-scale sources. The total climate effect of abatement measures thus depends on (i) which gases and aerosols are affected by the measure, (ii) the lifetime of the measure implemented, (iii) time horizon over which the effects are considered, and (iv) the chemical, physical and meteorological conditions in the region. There are important policy implications of the results. Equal effects of a measure cannot be assumed if the measure is implemented in a different region and if several gases are affected. Abstract When a damaging extreme meteorological event occurs, the question often arises as to whether that event was caused by anthropogenic greenhouse gas emissions. The question is more than academic, since people affected by the event will be interested in recurring damages if they find that someone is at fault. However, since this extreme event could have occurred by chance in an unperturbed climate, we are currently unable to properly respond to this question. A solution lies in recognising the similarity with the cause-effect issue in the epidemiological field. The approach there is to consider the changes in the risk of the event occurring as attributable, as against the occurrence of the event itself. Inherent in this approach is a recognition that knowledge of the change in risk as well as the amplitude of the forcing itself are uncertain. Consequently, the fraction of the risk attributable to the external forcing is a probabilistic quantity. Here we develop and demonstrate this methodology in the context of the climate change problem. Land-use activities that affect the global balance of greenhouse gases have been a topic of intense discussion during ongoing climate change treaty negotiations. Policy mechanisms that reward countries for implementing climatically beneficial land-use practices have been included in the Bonn and Marrakech agreements on implementation of the Kyoto Protocol. However some still fear that land-use projects focused narrowly on carbon gain will result in socioeconomic and environmental harm, and thus conflict with the explicit sustainable development objectives of the agreement. We propose a policy tool, in the form of a multi-attribute decision matrix, which can be used to evaluate potential and completed land-use projects for their climate, environmental and socioeconomic impacts simultaneously. Project evaluation using this tool makes tradeoffs explicit and allows identification of projects with multiple co-benefits for promotion ahead of others. Combined with appropriate public participation, accounting, and verification policies, a land-use activity decision matrix can help ensure that progressive land management practices are an effective part of the solution to global climate change. The Parallel Climate Model (PCM) has been used in the Accelerated Climate Prediction Initiative (ACPI) Program to simulate the global climate response to projected CO2, sulfate, and other greenhouse gas forcing under a business-as-usual emissions scenario during the 21st century. In these runs, the oceans were initialized to 1995 conditions by a group from the Scripps Institution of Oceanography and other institutions. An ensemble of three model runs was then carried out to the year 2099 using the projected forcing. Atmospheric data from these runs were saved at 6-hourly intervals (hourly for certain critical fields) to support the ACPI objective of accurately modeling hydrological cycles over the western U.S. It is shown that the initialization to 1995 conditions partly removes the un-forced oceanic temperature and salinity drifts that occurred in the standard 20th century integration. The ACPI runs show a global surface temperature increase of 3–8 °C over northern high-latitudes by the end of the 21st century, and 1–2 °C over the oceans. This is generally within ±0.1 °C of model runs without the 1995 ocean initialization. The exception is in the Antarctic circumpolar ocean where surface air temperature is cooler in the ACPI run; however the ensemble scatter is large in this region. Although the difference in climate at the end of the 21st century is minimal between the ACPI runs and traditionally spun up runs, it might be larger for CGCMs with higher climate sensitivity or larger ocean drifts. Our results suggest that the effect of small errors in the oceans (such as those associated with climate drifts) on CGCM-simulated climate changes for the next 50–100 years may be negligible.
