Vulnerability is an emerging concept for climate science and policy. Over the past decade, efforts to assess vulnerability to climate change triggered a process of theory development and assessment practice, which is reflected in the reports of the Intergovernmental Panel on Climate Change (IPCC). This paper reviews the historical development of the conceptual ideas underpinning assessments of vulnerability to climate change. We distinguish climate impact assessment, first- and second-generation vulnerability assessment, and adaptation policy assessment. The different generations of assessments are described by means of a conceptual framework that defines key concepts of the assessment and their analytical relationships. The purpose of this conceptual framework is two-fold: first, to present a consistent visual glossary of the main concepts underlying the IPCC approach to vulnerability and its assessment; second, to show the evolution of vulnerability assessments. This evolution is characterized by the progressive inclusion of non-climatic determinants of vulnerability to climate change, including adaptive capacity, and the shift from estimating expected damages to attempting to reduce them. We hope that this paper improves the understanding of the main approaches to climate change vulnerability assessment and their evolution, not only within the climate change community but also among researchers from other scientific communities, who are sometimes puzzled by the unfamiliar use of technical terms in the context of climate change. In this paper we investigate the impacts of future climatic change on the occurrence of debris flows in the Massif des Ecrins (French Alps). Two distinct aspects are discussed: the impact of future climatic change on the evolution of the process, and changes in the spatial distribution. Three climate simulations are presented for the current period (1970–1999) and for future periods (2070–2099) using GCM ARPEGE CLIMAT model developed by Météo-France. Simulated data are then statistically downscaled to obtain a higher spatial resolution. In the first step, we compare occurrence probabilities in the current period and in the next century. In the second step, we estimate which zones would be affected by the process in the future at the scale of the Massif des Ecrins. For the current period, the best model was obtained between debris flows and the number of days between June 15th and October 15th with more than 20 mm calculated either from observed meteorological or simulated data. Results of the ARPEGE model considering the A2 hypothesis (IPCC ) showed that the most significant climatic trends for the end of the century will be a decrease in intense rainy events and an increase in temperature. These trends are expected to reduce the occurrence of hill slope debris flows in the Massif des Ecrins. From a spatial point of view, the increase in temperature should result in a shift of the 0°C isotherm to a higher elevation which, in turn, should result in a 20% reduction of the number of slopes affected by the process. This paper deals with the modelling of the global and northern and southern hemispheric anomaly temperature time series using a novel technique based on segmented trends and fractional integration. We use a procedure that permits us to estimate linear time trends and orders of integration at various subsamples, where the periods for the changing trends are endogenously determined by the model. Moreover, we use a non-parametric approach (Bloomfield P, Biometrika, 60:217–226, 1973) for modelling the I(0) deviation term. The results show that the three series (global, northern and southern temperatures) can be well described in terms of fractional integration with the orders of integration around 0.5 in the three cases. The coefficients associated to the time trends are statistically significant in all subsamples for the three series, especially during the final part of the sample, giving then some support to the global warming theories. This paper describes an assessment of the ways in which water supply companies in England and Wales are adapting to climate change, evaluated in the context of a model of the adaptation process. The four components of the model are (i) awareness of and concern about the potential impacts of climate change, (ii) adaptation strategy, (iii) the concept of an adaptation space from which options are selected, and (iv) the notion that three groups of factors influence awareness, strategy and option selection: susceptibility to change, internal characteristics of the organisation, and regulatory and market context. Public water supply in England and Wales is provided by private sector companies, subject to environmental and economic regulation. Hydrological simulations suggest that climate change has the potential to reduce the reliability of supply sources over the next few decades. The industry in December 2004 completed a review of investment requirements over the next five years. Awareness of climate change is high in the water industry, but by developing assessment procedures and incorporating them into the investment review the regulators forced companies to consider explicitly the potential impacts of climate change in a consistent and rigorous manner. These analyses combined climate change with other pressures on water resources, and in practice companies did not attribute specific investment decisions or proposals to climate change or indeed any other individual drivers. The broad strategy adopted by all water supply companies - to maintain standards of service - is determined by regulatory controls and market considerations, but the degree of concern about the impacts of climate change and precise adaptation options necessary to address supply-demand imbalances varied between water supply companies, reflecting local geographic conditions. The water supply companies and regulators have different perspectives on the relative merits of supply-side and demand-side measures, reflecting different organisational priorities. The 2004 investment review determined that no specific actions were necessary to deal with future climate change, but that measures set in place - in terms of methodologies and investment in investigations into specific resource developments - provided a sound foundation for more specific actions in the next investment review in five years time. In the nine years since its establishment in 1988, the Intergovernmental Panel on Climate Change (IPCC) has attempted to walk the tightrope of being scientifically sound and politically acceptable. This paper investigates how the IPCC has evolved over two assessment cycles. It provides an in-depth examination of important characteristics of the IPCC process including the peer review mechanism, participation of developing countries, and its interactions with the intergovernmental negotiation process on climate change. Ongoing global warming not only involves changes in temperature and the global mean; it affects more or less every part of the climate. Regional temperature changes are often greater or smaller than corresponding changes in the global mean. In some cases the direction of change may also be different. For example, temperature changes are higher over land than over the ocean. Precipitation increases in some regions but decreases in others. Changes in extreme events may differ from changes in the corresponding mean. Present scientific knowledge clearly indicates that the already observed global trend towards warmer conditions will continue and that it will be accompanied by changes in yet other aspects of climate. This paper highlights, as a brief review, aspects of our changing climate from the available scientific knowledge with a bearing on the energy sector. Its focus is on temperature and precipitation, with some consideration of wind and sea level, among others. While uncertainties remain as far as the magnitude of future global-scale changes is concerned, and even more so their many regional patterns, significant changes are foreseen in, for example, global and regional temperature and precipitation, sea level rise, and in the characteristics of various extreme events. This paper discusses the effects of vegetation cover and soil parameters on the climate change projections of a regional climate model over the Arctic domain. Different setups of the land surface model of the regional climate model HIRHAM were realized to analyze differences in the atmospheric circulation caused by (1) the incorporation of freezing/thawing of soil moisture, (2) the consideration of top organic soil horizons typical for the Arctic and (3) a vegetation shift due to a changing climate. The largest direct thermal effect in 2 m air temperature was found for the vegetation shift, which ranged between −1.5 K and 3 K. The inclusion of a freeze/thaw scheme for soil moisture shows equally large sensitivities in spring over cool areas with high soil moisture content. Although the sensitivity signal in 2 m air temperature for the experiments differs in amplitude, all experiments show changes in mean sea level pressure (mslp) and geopotential height (z) throughout the troposphere of similar magnitude (mslp: −2 hPa to 1.5 hPa, z: −15 gpm to 5 gpm). This points to the importance of dynamical feedbacks within the atmosphere-land system. Land and soil processes have a distinct remote influence on large scale atmospheric circulation patterns in addition to their direct, regional effects. The assessment of induced uncertainties due to the changed implementations of land surface processes discussed in this study demonstrates the need to take all those processes for future Arctic climate projections into account, and demonstrates a clear need to include similar implementations in regional and global climate models. The frequently heard call to harmonize adaptation and mitigation policies is well intended and many opportunities exist to realize co-benefits by designing and implementing both in mutually supportive ways. But critical tradeoffs (inadequate conditions, competition among means for implementation, and negative consequences of pursuing both simultaneously) also exist, along with policy disconnects that are shaped by history, sequencing, scale, contextual variables, and controversial climate discourses in the public. To ignore these issues can be expected to undermine a more comprehensive, better integrated climate risk management portfolio. This paper examines the robustness of the long-run, cointegrating, relationship between global temperatures and radiative forcing. It is found that the temperature sensitivity to a doubling of radiative forcing is of the order of 2 ± 1°C. This result is robust across the sample period of 1850 to 2000, thus providing further confirmation of the quantitative impact of radiative forcing and, in particular, CO2 forcing, on temperatures. Discerning the general public’s support of climate change policies is a significant part of understanding the political and social dynamics of mitigating climate change. National level surveys are a useful tool for furthering this understanding but present multiple challenges, two of which are addressed in this paper. The first challenge is that the U.S. public’s limited knowledge of climate change issues requires that information is provided in the survey, and that the content of this information is thought to be critical in eliciting accurate responses. Second, the use of national surveys may mask regional and state differences that result from the distribution of predicted climate change impacts and varying social contexts. We explore these issues by assessing the impacts of (a) the provision of information on climate change impacts at different scales (national and regional) and (b) the respondent’s state of residence (Michigan or Virginia) on climate change policy support. We found a modest relationship between state of residence and policy support, with Michigan residents less likely to support climate change mitigation policies than residents of Virginia. It has been shown previously that the awareness and concern of the general public about global warming is not only a function of scientific information. Both psychological and sociological factors affect the willingness of laypeople to acknowledge the reality of global warming, and to support climate policies of their home countries. In this paper, I analyse a cross-national dataset of public concern about global warming, utilising data from 46 countries. Based on earlier results at the national and regional level, I expect concern to be negatively correlated to national measures of wealth and carbon dioxide emissions. I find that gross domestic product is indeed negatively correlated to the proportion of a population that regards global warming as a serious problem. There is also a marginally significant tendency that nations’ per capita carbon dioxide emissions are negatively correlated to public concern. These findings suggest that the willingness of a nation to contribute to reductions in greenhouse gas emissions decreases with its share of these emissions. This is in accordance with psychological findings, but poses a problem for political decision-makers. Sea ice is influential in regulating energy exchanges between the ocean and the atmosphere, and has figured prominently in scientific studies of climate change and climate feedbacks. However, sea ice is also a vital component of everyday life in Inuit communities of the circumpolar Arctic. Therefore, it is important to understand the links between the potential impacts of climate change on Arctic sea ice extent, distribution, and thickness as well as the related consequences for northern coastal populations. This paper explores the relationship between sea ice and climate change from both scientific and Inuit perspectives. Based on an overview of diverse literature the experiences, methods, and goals which differentiate local and scientific sea ice knowledge are examined. These efforts are considered essential background upon which to develop more accurate assessments of community vulnerability to climate, and resulting sea ice, change. Inuit and scientific perspectives may indeed be the ideal complement when investigating the links between sea ice and climate change, but effective and appropriate conceptual bridges need to be built between the two types of expertise. The complementary nature of these knowledge systems may only be realized, in a practical sense, if significant effort is expended to: (i) understand sea ice from both Inuit and scientific perspectives, along with their underlying differences; (ii) investigate common interests or concerns; (iii) establish meaningful and reciprocal research partnerships with Inuit communities; (iv) engage in, and improve, collaborative research methods; and, (v) maintain ongoing dialogue. Because of the long-term nature of the climate problem, technological advances are often seen as an important component of any solution. However, when considering the potential for technology to help solve the climate problem, two market failures exist which lead to under investment in climate-friendly R&D: environmental externalities and the public goods nature of new knowledge. As a result, government subsidies to climate-friendly R&D projects are often proposed as part of a policy solution. Using the ENTICE model, I analyze the effectiveness of such subsidies, both with and without other climate policies, such as a carbon tax. While R&D subsidies do lead to significant increases in climate-friendly R&D, this R&D has little impact on the climate itself. Subsidies address the problem of knowledge as a public good, but they do not address the environmental externality, and thus offer no additional incentive to adopt new technologies. Moreover, high opportunity costs to R&D limit the potential role that subsidies can play. While R&D subsidies can improve efficiency, policies that directly affect the environmental externality have a much larger impact on both atmospheric temperature and economic welfare. The transient climate response (TCR) is the change in global mean temperature at the time of an exogenous doubling in atmospheric CO2 concentration increasing at a rate of 1% per year. A problem with estimating the TCR using observational data is that observed CO2 concentrations depend in turn on temperature. Therefore, the observed concentration data are endogenous, potentially leading to simultaneous causation bias of regression estimates of the TCR. We address this problem by employing instrumental variables regression, which uses changes in radiative forcing external to earth systems to provide quasi-experiments that can be used to estimate the TCR. Because the modern instrumental record is short, we focus on decadal fluctuations (up to 30-year changes), which also mitigate some statistical issues associated with highly persistent temperature and concentration data. Our estimates of the TCR for these shorter horizons, normalized to be comparable to the traditional 70-year TCR, fall within the range in the IPCC-AR5 and provide new observational confirmation of model-based estimates. In the context of climate change and projected increase in global temperature, the atmosphere's water holding capacity is expected to increase at the Clausius-Clapeyron (C-C) rate by about 7% per 1 °C warming. Such an increase may lead to more intense extreme precipitation events and thus directly affect the probable maximum precipitation (PMP), a parameter that is often used for dam safety and civil engineering purposes. We therefore use a statistically motivated approach that quantifies uncertainty and accounts for nonstationarity, which allows us to determine the rate of change of PMP per 1 °C warming. This approach, which is based on a bivariate extreme value model of precipitable water (PW) and precipitation efficiency (PE), provides interpretation of how PW and PE may evolve in a warming climate. Nonstationarity is accounted for in this approach by including temperature as a covariate in the bivariate extreme value model. The approach is demonstrated by evaluating and comparing projected changes to 6-hourly PMP from two Canadian regional climate models (RCMs), CanRCM4 and CRCM5, over North America. The main results suggest that, on the continental scale, PMP increases in these models at a rate of approximately 4% per 1 °C warming, which is somewhat lower than the C-C rate. At the continental scale, PW extremes increase on average at the rate of 5% per 1 °C near surface warming for both RCMs. Most of the PMP increase is caused by the increase in PW extremes with only a minor contribution from changes in PE extremes. Nevertheless, substantial deviations from the average rate of change in PMP rates occur in some areas, and these are mostly caused by sensitivity of PE extremes to near surface warming in these regions. Where policy and science intersect, there are always issues of ambiguous and conflicting lines of evidence. Combining disparate information sources is mathematically complex; common heuristics based on simple statistical models easily lead us astray. Here, we use Bayesian Nets (BNs) to illustrate the complexity in reasoning under uncertainty. Data from joint research at Resources for the Future and NASA Langley are used to populate a BN for predicting equilibrium climate sensitivity (ECS). The information sources consist of measuring the rate of decadal temperature rise (DTR) and measuring the rate of percentage change in cloud radiative forcing (CRF), with both the existing configuration of satellites and with a proposed enhanced measuring system. The goal of all measurements is to reduce uncertainty in equilibrium climate sensitivity. Subtle aspects of probabilistic reasoning with concordant and discordant measurements are illustrated. Relative to the current prior distribution on ECS, we show that after 30 years of observing with the current systems, the 2σ uncertainty band for ECS would be shrunk on average to 73% of its current value. With the enhanced systems over the same time, it would be shrunk to 32% of its current value. The actual shrinkage depends on the values actually observed. While the international community has agreed on the long-term target of limiting global warming to no more than 2 °C above pre-industrial levels, only a few concrete climate policies and measures to reduce greenhouse gas (GHG) emissions have been implemented. We use a set of three global integrated assessment models to analyze the implications of current climate policies on long-term mitigation targets. We define a weak-policy baseline scenario, which extrapolates the current policy environment by assuming that the global climate regime remains fragmented and that emission reduction efforts remain unambitious in most of the world's regions. These scenarios clearly fall short of limiting warming to 2 °C. We investigate the cost and achievability of the stabilization of atmospheric GHG concentrations at 450 ppm COe by 2100, if countries follow the weak policy pathway until 2020 or 2030 before pursuing the long-term mitigation target with global cooperative action. We find that after a deferral of ambitious action the 450 ppm COe is only achievable with a radical up-scaling of efforts after target adoption. This has severe effects on transformation pathways and exacerbates the challenges of climate stabilization, in particular for a delay of cooperative action until 2030. Specifically, reaching the target with weak near-term action implies (a) faster and more aggressive transformations of energy systems in the medium term, (b) more stranded investments in fossil-based capacities, (c) higher long-term mitigation costs and carbon prices and (d) stronger transitional economic impacts, rendering the political feasibility of such pathways questionable. It states that the controversy focuses on whether to engage in large-scale research to carry out alternative options that will carry out international climate change. It discusses the relation of the arm the future (AF) argument to the consequences of carrying out climate engineering research and the normative evaluation of various deployment-scenarios of climate engineering technologies.

Tree rings provide a primary data source for reconstructing past climates, particularly over the past 1,000 years. However, divergence has been observed in twentieth century reconstructions. Divergence occurs when trees show a positive response to warming in the calibration period but a lesser or even negative response in recent decades. The mathematical implications of divergence for reconstructing climate are explored in this study. Divergence results either because of some unique environmental factor in recent decades, because trees reach an asymptotic maximum growth rate at some temperature, or because higher temperatures reduce tree growth. If trees show a nonlinear growth response, the result is to potentially truncate any historical temperatures higher than those in the calibration period, as well as to reduce the mean and range of reconstructed values compared to actual. This produces the divergence effect. This creates a cold bias in the reconstructed record and makes it impossible to make any statements about how warm recent decades are compared to historical periods. To characterize observed global and hemispheric temperatures, previous studies have proposed two types of data-generating processes, namely, random walk and trend-stationary, offering contrasting views regarding how the climate system works. Here we present an analysis of the time series properties of global and hemispheric temperatures using modern econometric techniques. Results show that: The temperature series can be better described as trend-stationary processes with a one-time permanent shock which cannot be interpreted as part of the natural variability; climate change has affected the mean of the processes but not their variability; it has manifested in two stages in global and Northern Hemisphere temperatures during the last century, while a second stage is yet possible in the Southern Hemisphere; in terms of Article 2 of the Framework Convention on Climate Change it can be argued that significant (dangerous) anthropogenic interference with the climate system has already occurred. At times when attention on climate issues is strongly focused on the assessment of potential impacts of future climate change due to the intensification of the planetary greenhouse effect, it is perhaps pertinent to look back and explore the consequences of past climate variability. In this article we examine a large disruption in global climate that occurred during 1877–1878, when human influence was negligible. The mechanisms explaining this global disturbance are not well established, but there is considerable evidence that the major El Niño episode that started by the end of 1876 and peaked during the 1877–1878 boreal winter contributed significantly to it. The associated regional climate anomalies were extremely destructive, particularly in the Northern Hemisphere, where starvation due to intense droughts in Asia, South-East Asia and Africa took the lives of more than 20 million people. In South America regional precipitation anomalies were typical of El Niño events, with rainfall deficit and droughts in the northern portion of the continent as well as in northeast Brazil and the highlands of the central Andes (Altiplano). In contrast, anomalously intense rainfall and flooding episodes were reported for the coastal areas of southern Ecuador and Northern Perú, as well as along the extratropical West coast of the continent (central Chile, 30° S–40° S), and in the Paraná basin in the southeast region. By far the most devastating impacts in terms of suffering and loss of life occurred in the semiarid region of northeast Brazil where several hundreds of thousands of people died from starvation and diseases during the drought that started in 1877. Reconstructions of past climate are important for providing a historical context for evaluating the nature of 20th century climate change. Here, a number of percentile-based palaeoclimate reconstructions were used to isolate signals of both phases of El Niño–Southern Oscillation (ENSO). A total of 92 (82) El Niño (La Niña) events were reconstructed since A.D. 1525. Significantly, we introduce the most comprehensive La Niña event record compiled to date. This annual record of ENSO events can now be used for independent verification of climate model simulations, reconstructions of ENSO indices and as a chronological control for archaeologists/social scientists interested in human responses to past climate events. Although extreme ENSO events are seen throughout the 478-year ENSO reconstruction, approximately 43% of extreme and 28% of all protracted ENSO events (i.e. both El Niño and La Niña phase) occur in the 20th century. The post-1940 period alone accounts for 30% of extreme ENSO years observed since A.D. 1525. These results suggest that ENSO may operate differently under natural (pre-industrial) and anthropogenic background states. As evidence of stresses on water supply, agriculture and natural ecosystems caused by climate change strengthens, studies into how ENSO will operate under global warming should be a global research priority. Anthropogenic greenhouse gas emissions may trigger climate threshold responses, such as a collapse of the North Atlantic meridional overturning circulation (MOC). Climate threshold responses have been interpreted as an example of “dangerous anthropogenic interference with the climate system” in the sense of the United Nations Framework Convention on Climate Change (UNFCCC). One UNFCCC objective is to “prevent” such dangerous anthropogenic interference. The current uncertainty about important parameters of the coupled natural – human system implies, however, that this UNFCCC objective can only be achieved in a probabilistic sense. In other words, climate management can only reduce – but not entirely eliminate – the risk of crossing climate thresholds. Here we use an integrated assessment model of climate change to derive economically optimal risk-reduction strategies. We implement a stochastic version of the DICE model and account for uncertainty about four parameters that have been previously identified as dominant drivers of the uncertain system response. The resulting model is, of course, just a crude approximation as it neglects, for example, some structural uncertainty and focuses on a single threshold, out of many potential climate responses. Subject to this caveat, our analysis suggests five main conclusions. First, reducing the numerical artifacts due to sub-sampling the parameter probability density functions to reasonable levels requires sample sizes exceeding 103. Conclusions of previous studies that are based on much smaller sample sizes may hence need to be revisited. Second, following a business-as-usual (BAU) scenario results in odds for an MOC collapse in the next 150 years exceeding 1 in 3 in this model. Third, an economically “optimal” strategy (that maximizes the expected utility of the decision-maker) reduces carbon dioxide(CO2) emissions by approximately 25% at the end of this century, compared with BAU emissions. Perhaps surprisingly, this strategy leaves the odds of an MOC collapse virtually unchanged compared to a BAU strategy. Fourth, reducing the odds for an MOC collapse to 1 in 10 would require an almost complete decarbonization of the economy within a few decades. Finally, further risk reductions (e.g., to 1 in 100) are possible in the framework of the simple model, but would require faster and more expensive reductions in CO2 emissions. The prospect of learning about various uncertainties relevant to analyses of the climate change issue is important because it can affect estimates of the costs of both damages and mitigation, and it can influence the optimal timing of emissions reductions. Baseline scenarios representing future emissions in the absence of mitigation are one of the major sources of uncertainty. Here we investigate how fast we might realistically expect to learn about the outlook for long-term population growth, as one determinant of future baseline emissions. That is, we estimate how long it might take to substantially revise current estimates of the likelihood of various population size outcomes over the twenty-first century. We draw on recent work showing that, because population growth is path dependent, we can learn about the long term outlook by waiting to observe how population changes in the short term. We then explore the implications of uncertainty and of this learning potential for mitigation costs and for optimal emissions. Using a simple model, we show that uncertainty in population growth translates into an uncertainty in the optimal tax rate of about $200/tC by 2050 for a range of stabilization levels. When learning is taken into account, it allows for mitigation strategies to change in response to new information, leading to a slight reduction in the expected value of mitigation costs, and a substantial reduction in the likelihood of high cost outcomes. We also find that while learning can lead to large revisions over the next few decades in anticipated population growth, this potential does not imply large changes in near-term optimal emissions reductions. Phenological data have shown an increase of ca. 10 days in European growing season length in the latter part of the twentieth century. In general, these changes have been associated with global warming. Here we present a study of thermal growing season (GS) trends in the Greater Baltic Area, northern Europe. Yearly dates for the start, end and length of the GS were computed for 49 stations in the studied area, using daily mean temperature measurements. Trends and tendencies of the GS parameters were analysed within the twentieth century. We also examined GS trends in long records (starting before 1850) from the region. The results show a general increase of the length of the GS of ca one week since 1951 in the area, where the most considerable change has occurred in spring (starting ~6 days earlier). The largest increases were found at stations adjacent to the Baltic Sea and North Sea, where some Danish stations showed significant increasing trends in the length of the GS of more than 20 days. The only tendency for a shorter GS was found in Archangelsk, north western Russia. The three longest records displayed large inter-annual and decadal variability, with tendencies for increased frequencies of longer growing seasons since the 1950s. [ABSTRACT FROM AUTHOR]

As part of a long-term effort to both improve access to information on climate change and freshwater resources, and to understand the state of the science, we compiled an electronic bibliography of scientific literature in that area. We analyzed the distribution of information on climatic impacts on freshwater resources, with an emphasis on differences between developed and developing regions as well as differences in the types and focus of research carried out among regions. There has been more research overall in developed countries than in the developing world. Proportionally more of the available research on natural and human systems pertains to developed regions, while most of the analysis done in developing countries is limited to higher-level climatology and hydrology. We argue that scientific information and understanding are important elements of the ability to adapt to potential climatic changes. The distribution of the scientific literature in our database suggests that the types of science most directly relevant to adaptive capacity are skewed towards developed countries, which may exacerbate existing disparities in adaptive capacity, and ultimately worsen the consequences of climatic impacts in developing countries. The United States and China are responsible for nearly 40 per cent of total annual greenhouse gas emissions. Global climatic stabilization cannot succeed without the participation of people and organizations in the PRC and the USA. Given the likelihood of continued political paralysis at the national level in both countries, it is important to assess the strengths, weaknesses, and potential of nongovernmental actors in bringing about durable reductions in GHG emissions. Consumption trajectories present one of the most intractable barriers to anthropogenic GHG-emissions reductions and to long-term climatic stabilization. Nordlund and Garvill's (2003) model is adapted and applied in assessing prospects for value change, specific problem awareness, and sustainable-consumption behavior in the PRC and USA. The contributions of nonstate actors are elucidated when issue bundling (specifically links with stress reduction and healthy futures) and principle bundling are incorporated into the explanatory framework. The involvement of transnationally competent activists in emissions mitigation projects, value change, and durable sustainable-consumption practices provides a beacon for future possibilities. Chinese transnationals are a key overlooked and underestimated piece in the current emissions-reduction puzzle because of their critical position at the intersection of values, behavior change, and nongovernmental institutions directly and indirectly involved in climatic-change mitigation. Given their special U.S./P.R.C. leverage, other actors concerned with building a sustainable-consumption movement and with climatic stabilization are likely to benefit from devoting increased attention and responsibilities to this group. The metric governing the trade-off between different greenhouse gases in the Kyoto Protocol, the Global Warming Potentials (GWPs), has received ample critique from both scientific and economic points of view. Here we use an integrated climate-economic optimization model to estimate the cost-effective trade-off between CO2, CH4 and N2O when meeting a temperature stabilization target. We then estimate the increased cost from using GWPs when meeting the same temperature target. Although the efficient valuation of the gases differs significantly from their respective GWPs, the potential economic benefit of valuing them in a more correct way amounts to 3.8 percent of the overall costs of meeting the temperature stabilization target in the base case. In absolute value, this corresponds to an additional net present value cost of US$2000100 billion. To corroborate our findings we perform a Monte Carlo-analysis where several key parameters are randomly varied simultaneously. The result from this exercise shows that our main result is robust to a wide range of changes in the key parameter values, giving a median economic loss from using GWPs of 4.2 percent. This article examines the implications for the social discount rate for damage due to climate change if risk to future generations is handled in accordance with the laws regulating our handling of risk to contemporaries. The conclusions are the following. Under current law, neither geographic distance nor differences in wealth between risk creator and risk hearer play any part in establishing a standard of `reasonable care'. The concept of intergenerational justice requires these same principles to be applied in the intergenerational context too, implying a zero consumption rate of interest for climate damage. Assuming that the extent to which mitigation is at the expense of alternative investments is equal to society's marginal propensity to save, the social discount rate becomes society's marginal propensity to save times the long-term market rate of return on private investment, implying a social discount rate of around one per cent or a fraction of one per cent. This formula is exact under the assumption of average saving behaviour and by attributing consumption losses due to investment in damage prevention before damage occurs to the risk creator and after damage occurs to the risk bearer. Today's climate policy is based on the assumption that the location of emissions reductions has no impact on the overall climate effect. However, this may not be the case since reductions of greenhouse gases generally will lead to changes in emissions of short-lived gases and aerosols. Abatement measures may be primarily targeted at reducing CO2, but may also simultaneously reduce emissions of NOx, CO, CH4 and SO2 and aerosols. Emissions of these species may cause significant additional radiative forcing. We have used a global 3-D chemical transport model and a radiative transfer model to study the impact on climate in terms of radiative forcing for a realistic change in location of the emissions from large-scale sources. Based on an assumed 10% reduction in CO2 emissions, reductions in the emissions of other species have been estimated. Climate impact for the SRES A1B scenario is compared to two reduction cases, with the main focus on a case with emission reductions between 2010 and 2030, but also a case with sustained emission reductions. The emission reductions are applied to four different regions (Europe, China, South Asia, and South America). In terms of integrated radiative forcing (over 100 yr), the total effect (including only the direct effect of aerosols) is always smaller than for CO2 alone. Large variations between the regions are found (53-86% of the CO2 effect). Inclusion of the indirect effects of sulphate aerosols reduces the net effect of measures towards zero. The global temperature responses, calculated with a simple energy balance model, show an initial additional warming of different magnitude between the regions followed by a more uniform reduction in the warming later. A major part of the regional differences can be attributed to differences related to aerosols, while ozone and changes in methane lifetime make relatively small contributions. Emission reductions in a different sector (e.g. transportation instead of large-scale sources) might change this conclusion since the NOx to SO2 ratio in the emissions is significantly higher for transportation than for large-scale sources. The total climate effect of abatement measures thus depends on (i) which gases and aerosols are affected by the measure, (ii) the lifetime of the measure implemented, (iii) time horizon over which the effects are considered, and (iv) the chemical, physical and meteorological conditions in the region. There are important policy implications of the results. Equal effects of a measure cannot be assumed if the measure is implemented in a different region and if several gases are affected. This study investigates the implications of climate change for energy demand under the hypothesis that impacts are scale dependent due to region-specific climatic variables, infrastructure, socioeconomic, and energy use profiles.
