Research on using climate information has often focused on the interaction between users and producers and the technical fit of information for real decision-making. However, due to resource and capacity constraints within both user and producer communities, this approach will not always be feasible or indeed necessary depending on the decisions at hand. These contexts have been relatively under-explored by scholars, and this paper provides an original empirical contribution using three case studies of sub-national governments in India, Kenya and Uganda. In the paper, we analyse how social learning supports changing the usability of climate information and the role of intermediary organisations in these processes. Firstly, the paper shows that intermediaries often choose to build the commitment to project aims rather than using climate information as an entry point to working on climate change, and this allows them to instigate challenging learning processes. Secondly, there are barriers to iterative processes and critical reflection with government stakeholders but these processes can gain traction when built into institutional practices such as formal M&E processes. Lastly, social learning can broaden the framing of climate change from a single sector issue to a multi-sectoral one. We conclude by arguing that bringing together scholarship on social learning with that on the usability of climate information can deepen understanding of the dynamic context in which the information becomes usable. Almost all climate change studies of plants and animals adopt an 'equilibrium assumption' that analyses of natural distributions provide reliable estimates of species climatic requirements. Yet commercial forestry trials around the world have shown that many tree species can grow successfully under climatic conditions somewhat different from those of their natural distributions. Under climate change it is reasonable to assume that a long-lived tree species, already well-established at particular sites, may be able to display some of the climatic adaptability shown in trials outside its natural distribution. The purpose of this paper is to outline how some species distribution modelling (SDM) and ecological niche modelling (ENM) studies have estimated species climatic requirements beyond those shown by conventional analyses of just their natural distributions, and to show how recent developments are facilitating these analyses. Some of the earliest SDM studies of trees demonstrated the desirability of assessing species climatic requirements using data from outside, as well as within, their natural distributions. In recent years, with the advent of large biodiversity databases and some revised SDM analysis methods, there has been a revival of interest in measuring species climatic requirements using data from beyond their realized niches. It is recommended that at least for tree species, natural distribution data, and where possible results from plantings beyond natural distributions, should be analysed in climate change studies. Adaptation and mitigation are complementary strategies for addressing the impacts of climate change, yet are often considered separately. This paper examines the literature for evidence of the interactions of adaptation and mitigation measures across the agriculture, biodiversity, coasts, forests, urban and water sectors, focusing on Europe. It found that often adaptation and mitigation synergies and conflicts were not explicitly mentioned within a sector, let alone between sectors. Most measures, however, were found to have an effect on another sector, resulting in neutral, positive (synergies) or negative (conflicts) interactions within and between sectors. Many positive cross-sectoral interactions involved biodiversity or water and thus these could represent good starting places for the implementation of integrated, cross-sectoral strategies. Previous studies suggest that adaptation and mitigation are undertaken on different time and geographical scales; this study found many local scale measures which could facilitate integration between both adaptation and mitigation. It is important that cross-sectoral interaction of adaptation and mitigation measures are explicitly recognised if they are to be mainstreamed into policy, so that positive outcomes are enhanced and unintended consequences avoided. Integrated cross-sectoral impact assessments facilitate a comprehensive understanding of interdependencies and potential synergies, conflicts, and trade-offs between sectors under changing conditions. This paper presents a sensitivity analysis of a European integrated assessment model, the CLIMSAVE integrated assessment platform (IAP). The IAP incorporates important cross-sectoral linkages between six key European land- and water-based sectors: agriculture, biodiversity, flooding, forests, urban, and water. Using the IAP, we investigate the direct and indirect implications of a wide range of climatic and socio-economic drivers to identify: (1) those sectors and regions most sensitive to future changes, (2) the mechanisms and directions of sensitivity (direct/indirect and positive/negative), (3) the form and magnitudes of sensitivity (linear/non-linear and strong/weak/insignificant), and (4) the relative importance of the key drivers across sectors and regions. The results are complex. Most sectors are either directly or indirectly sensitive to a large number of drivers (more than 18 out of 24 drivers considered). Over twelve of these drivers have indirect impacts on biodiversity, forests, land use diversity, and water, while only four drivers have indirect effects on flooding. In contrast, for the urban sector all the drivers are direct. Moreover, most of the driver-indicator relationships are non-linear, and hence there is the potential for 'surprises'. This highlights the importance of considering cross-sectoral interactions in future impact assessments. Such systematic analysis provides improved information for decision-makers to formulate appropriate adaptation policies to maximise benefits and minimise unintended consequences. West Cornwall is the most south westerly part of mainland United Kingdom with a strong maritime climate. This paper analyses the earliest archived instrumental meteorological records collected in West Cornwall (SW England). Observations were obtained from the Met Office archive (Camborne 1957-2010; Culdrose 1985-2011), Trengwainton Garden (1940-2010), and from the Royal Cornwall Polytechnic Society, (data for Falmouth (1880-1952) and Helston (1843-1888)). Homogeneity tests were used (Levene and Brown-Forsythe tests) to exclude any trends not related to climate variability. The data exhibit trends in annual mean and maximum temperatures over the timescales analysed, and show a general temperature increase in the 20th and 21st century. Annual and seasonal temperature change was found to vary locally with strongly positive trends in autumn, spring and summer seasons. Trends in precipitation are positive only for the 19th century and only for one station. Correlation with the North Atlantic Oscillation (NAO) index gives negative results for precipitation data. However correlation with the NAO index is positive with temperature, especially in the winter season. Return period analysis shows a decrease in intensity and frequency of extreme precipitation events in the post-1975 period (Camborne and Trengwainton Garden stations). Developing appropriate climate change adaptations to protect biodiversity requires taking into account the dynamics of agro-ecological and socio-economic change. A framework for approaching this problem was proposed, but not applied in detail, as part of a major biodiversity and climate change report prepared in Australia. This paper describes the first trial application of the method. It was applied across Vietnam as the Government is interested in identifying adaptation options and detailed data are readily available for its 65 provinces. The process involves identifying ecoregions and collating information for each region based on the current conditions and trends in biodiversity, population, income and agricultural production. Climate change scenarios are identified for each region, together with governance options. Educational needs and key adaptation actions are then identified for each region taking into account the agro-ecological and socio-economic input data. This paper presents a review of the methodology applied for generating the regional climate change scenarios utilized in important National Documents of Mexico, such as the Fourth National Communication to the United Nations Framework Convention on Climate Change, the Fourth National Report to the Convention on Biological Diversity and The Economics of Climate Change in Mexico. It is shown that these regional climate change scenarios, which are one of the main inputs to support the assessments presented in these documents, are an example of the erroneous use of statistical downscaling techniques. The arguments presented here imply that the work based on such scenarios should be revised and therefore, these documents are inadequate for supporting national decision- making. A meta-modelling approach has been adopted to link simulations of low and high water flows with simulations of suitable climate space for a selection of fen and bog species with differing drought and flood tolerance. The linked meta-models were used to examine the impacts of socio-economic and climate change scenarios on wetlands in two contrasting regions of the UK. The hydrological model shows that low and high flows are sensitive to climate change and to the regional distribution of abstractions and discharges. Where there are large changes in urbanisation, flows are more sensitive to socio-economic change. The changes in high flows have little impact on the species selected, but changes in low flows result in a number of areas becoming marginal or unsuitable due to dryness. At the regional scale, adaptation options appear to be limited and mostly involve, for surface water-influenced wetlands, increased water imports (either directly through increased non-consumptive water demand or indirectly through river augmentation), which may not be consistent with the socio-economic scenario or be feasible. This paper shows, therefore, that changes in hydrological regime are important for the future of wetlands and that these may depend as much on the future socio-economic situation as the projected changes in climate. This paper provides an overview of the development of the ‘Regional Impact Simulator’ – a user friendly software tool designed to allow stakeholders to perform integrated assessments of the effects of climate and/or socio-economic change on the important sectors and resources of two contrasting UK regions. This includes the assessment of agriculture, water resources, biodiversity and coastal and river flooding. The tool arose from the need to further develop the methods applied in the earlier RegIS project, which was the first local to regional integrated assessment in the UK. The limitations of RegIS included very long run times, a limited number of simulations, incomplete linkages between models and no allowance for scenario uncertainty. Based upon the stakeholder needs identified within RegIS, a series of guiding principles were developed with Steering Committee stakeholders, which informed the concept of the ‘Regional Impact Simulator’ including functionality, appearance and complexity. An Integrated Assessment Methodology based upon the Drivers-Pressure-State-Impact-Response (DPSIR) framework facilitated the integration of multiple models, scenarios and datasets within the software interface. The development of the ‘Regional Impact Simulator’ provides a test-bed for further studies of stakeholder-led, regional, integrated assessment, and provides an opportunity to learn the many lessons in undertaking such studies. This paper provides a preliminary evaluation of the Regional Impact Simulator—a user-friendly, PC-based tool designed with stakeholders for stakeholders wishing to assess the effects of climate and/or socio-economic change on the important sectors and resources in the UK at a regional scale, in particular, impacts to coastal and river flooding, agriculture, water resources and biodiversity. While integrated assessments are relatively new, simulators that help stakeholders visualize and think about potential changes in the environment or society at a regional scale are very new. An earlier project, RegIS1, was the first local/regional integrated assessment conducted in the UK. It developed a method for engaging stakeholders in a “stakeholder-led” integrated assessment process. The RegIS2 project developed a simulation tool and followed the same “stakeholder-led” principle in designing and testing the tool. The role of stakeholders in informing the design of the simulator is discussed here, as is a stakeholder evaluation survey on its success in meeting its objectives. We also reflect on the need and desire of stakeholders to have such a tool. And because the Steering Committee – made up of stakeholders – was so invaluable in ensuring the usefulness of research outputs, a series of Steering Committee ‘rules’ is proposed intending to maximise the benefits of this valuable resource. Finally, we outline how our experience with the ‘Regional Impact Simulator’ serves as a test-bed for further studies of stakeholder-led, regional, integrated assessment. [ABSTRACT FROM AUTHOR]
