Livelihoods in drylands are already challenged by the demands of climate variability, and climate change is expected to have further implications for water resource availability in these regions. This paper characterizes the vulnerability of an irrigation-dependent agricultural community located in the Elqui River Basin of Northern Chile to water and climate-related conditions in light of climate change. The paper documents the exposures and sensitivities faced by the community in light of current water shortages, and identifies their ability to manage these exposures under a changing climate. The IPCC identifies potentially increased aridity in this region with climate change; furthermore, the Elqui River is fed by snowmelt and glaciers, and its flows will be affected by a warming climate. Community vulnerability occurs within a broader physical, economic, political and social context, and vulnerability in the community varies amongst occupations, resource uses and accessibility to water resources, making some more susceptible to changing conditions in the future. This case study highlights the need for adaptation to current land and water management practices to maintain livelihoods in the face of changes many people are not expecting. [ABSTRACT FROM AUTHOR]

Little is known about climate change and its impacts for the arid coastal and mountainous regions in northern Chile. The Elqui river basin, part of the Norte Chico of Chile between 27ºS and 33ºS latitude, is located south of the hyper-arid Atacama desert. Despite water scarcity, agricultural development in this region has been enhanced by agronomic practices and the marketing of valuable products. This paper characterizes the actual climate conditions and presents an overview and analyses of past climate variability, and future possible climate trends, emphasizing those relevant to agriculture. Precipitation shows an important decrease during the first decades of the past century. Runoff shows decreasing trends for the first half of the past century and increases for 1960 to 1985. Drought appears to be increasing. Statistical downscaling was accomplished using the Long Ashton Research Station Weather Generator. Both future periods of 2011 to 2030 and 2046-65 showed trends to higher minimum and maximum temperature. The number of hot days (maximum temperature greater than or equal to 30°C) has a strong increasing trend during October to April. Even though the downscaled results for precipitation do not show trends, the continuation of the present trend of low amounts is a concern. We discuss some implications of climatic changes for agriculture and we emphasize the importance of adaptation, especially to deal with water scarcity. [ABSTRACT FROM AUTHOR]

In this paper we present an analysis of the direct impacts of climate change on the hydrology of the upper watersheds (range in elevation from 1,000 to 5,500 m above sea level) of the snowmelt-driven Limarí river basin, located in north-central Chile (30° S, 70° W). A climate-driven hydrology and water resources model was calibrated using meteorological and streamflow observations and later forced by a baseline and two climate change projections (A2, B2) that show an increase in temperature of about 3-4°C and a reduction in precipitation of 10-30% with respect to baseline. The results show that annual mean streamflow decreases more than the projected rainfall decrease because a warmer climate also enhances water losses to evapotranspiration. Also in future climate, the seasonal maximum streamflow tends to occur earlier than in current conditions, because of the increase in temperature during spring/summer and the lower snow accumulation in winter. This study examines the projections of hydroclimatic regimes and extremes over Andean basins in central Chile (∼ 30-40° S) under a low and high emission scenarios (RCP2.6 and RCP8.5, respectively). A gridded daily precipitation and temperature dataset based on observations is used to drive and validate the VIC macro-scale hydrological model in the region of interest. Historical and future simulations from 19 climate models participating in CMIP5 have been adjusted with the observational dataset and then used to make hydrological projections. By the end of the century, there is a large difference between the scenarios, with projected warming of ∼ + 1.2 °C (RCP2.6), ∼ + 3.5 °C (RCP8.5) and drying of ∼ − 3% (RCP2.6), ∼ − 30% (RCP8.5). Following the strong drying and warming projected in this region under the RCP8.5 scenario, the VIC model simulates decreases in annual runoff of about 40% by the end of the century. Such strong regional effect of climate change may have large implications for the water resources of this region. Even under the low emission scenario, the Andes snowpack is projected to decrease by 35-45% by mid-century. In more snowmelt-dominated areas, the projected hydrological changes under RCP8.5 go together with more loss in the snowpack (75-85%) and a temporal shift in the center timing of runoff to earlier dates (up to 5 weeks by the end of the century). The severity and frequency of extreme hydroclimatic events are also projected to increase in the future. The occurrence of extended droughts, such as the recently experienced mega-drought (2010-2015), increases from one to up to five events per 100 years under RCP8.5. Concurrently, probability density function of 3-day peak runoff indicates an increase in the frequency of flood events. The estimated return periods of 3-day peak runoff events depict more drastic changes and increase in the flood risk as higher recurrence intervals are considered by mid-century under RCP2.6 and RCP8.5, and by the end of the century under RCP8.5.
