The Central American Dry Corridor (CADC) is among the most climate-vulnerable regions worldwide. Climate change, commonly referred to as a “threat multiplier” of pre-existing socioeconomic issues, already undermines rural livelihoods by reducing agricultural yields and income opportunities. This paper provides a review of climate-related migration in the CADC region while identifying the specific pathways by which climate change manifests itself as a threat multiplier to migration. Different forms of human mobility (seasonal/temporal/permanent and internal/international migration) are increasingly attempted as adaptation strategies by affected households to diversify incomes and offset climate impacts. Preferred intra-regional migrant destinations tend to be less climate-vulnerable and also less violent. Notably, climate change is not isolated from socioeconomic and political migration drivers. Erosion of rural livelihoods reduces the costs of engaging in illicit coping strategies (e.g., illegal crop production) and simultaneously favours rapid urbanisation, which is linked to (forced) gang recruitment, primarily affecting the youth. These processes contribute to extraordinarily high violence levels, which are a major push factor for migration on their own, ultimately challenging state authority. Moreover, as outmigration from the region is projected to increase, the observed securitisation of borders, particularly along the USA-Mexico border and the Mexico-Guatemala border, while unfit to limit migration attempts, make migration more desperate and dangerous, allowing organised crime to step in and exploit migration as an economic undertaking. Thus, for the CADC, the depoliticised and simplistic narrative of migration serving as adaptation must be questioned. Climate change is likely to have significant impacts on the forestry sector in New Zealand. However, an understanding of how forest growers are reducing their risks from climate change impacts is still in its infancy. This paper applies the protection motivation theory to identify socio-psychological factors influencing forest growers' adaptation to climate change. This study presents the survey results from 60 forest growers who have the combined responsibility for managing more than 70% of New Zealand's plantation forests. We investigated whether their perceived response efficacy, self-efficacy and their understanding of response costs are predictors of their protective or adaptive measures. Based on our survey, risk reduction and risk spreading are the two types of protective measure frequently reported by the respondents to deal with climate risks. Consistent with the protection motivation theory, our findings show that respondents who are more likely to implement protective or adaptive measures if they perceive the threat severity to be high have high self-efficacy and resource efficacy, and exhibit low maladaptive responses such as evading and postponing behaviours. Furthermore, our findings also suggest that there is a low self-efficacy belief with strong maladaptive behaviour among the respondents that negatively influence their motivation to implement adaptation measures. This result provides guidance to policy makers, researchers and forest companies on how to make climate change adaptation efforts effective by considering the forest growers motivation to adapt to climate change. Critical scholars on power relations and climate change adaptation have highlighted the lack of community participation as a consequence of unbalanced power operations. Evidence about how unequal power relations and subject formation constrain public participation, however, is under-studied. In this paper, we utilised the intersection between community participation and the subjectivities lens to examine how a hierarchical political structure systematically operates to influence community engagement in adaptation and how and why local communities are included or excluded from adaptation as a result of subject-making, using Vietnam as a case study. Using 66 semi-structured interviews and ten focus group discussions involving policymakers, practitioners, local authorities, and communities, we examined how the key respondents stereotyped local roles and capacity in agricultural adaptation activities. Applying content analysis, we found that the general population in Vietnam is often framed as lacking knowledge and capacity to respond to climate impacts. Reflected through a traditional government-led model in two agricultural adaptation projects, the study showed that subtle but pervasive subjectivities and subject-making processes constrain community participation by affecting perceptions and, subsequently, actions of key stakeholders, undermining local roles and capacity in undertaking adaptation. These perpetuate the power imbalance between local communities and government entities. The findings contribute to the prevailing scholarship of climate change adaptation that, under an authoritarian regime, local capacity is undermined not only by powerholders but also by community members as they consent to government decisions. Adaptation needs in high mountain communities are increasingly well documented, yet most efforts to address these needs continue to befall mountain people who have contributed little to the problem of climate change. This situation represents a contravention of accepted norms of climate justice and calls attention to the need for better understanding of prospects for externally resourced adaptation initiatives in high mountain areas. In response, this paper examines the architecture of formal adaptation support mechanisms organized through the United Nations Framework Convention on Climate Change (UNFCCC) and how such mechanisms might help to meet adaptation needs in high mountain communities. It outlines key global adaptation initiatives organized through the UNFCCC, clarifies idealized linkages between these global adaptation initiatives and meeting local adaptation needs, and evaluates actual progress in connecting such support with discrete adaptation needs in the upper Manaslu region of Nepal. The paper then critically examines observed shortcomings in matching adaptation support organized through the UNFCCC with local adaptation needs, including complications stemming from the bureaucratic nature of formal adaptation support mechanisms, the intervening role of the state in delivering aid, and the ways in which these complexities intersect with the specific socio-cultural contexts of mountain communities. It concludes by highlighting several prospects for increasing the quantity and quality of adaptation support to mountain communities. These opportunities are considered alongside several salient concerns about formal adaptation support mechanisms in an effort to provide a well-rounded assessment of the prospects for planned adaptations in high mountain communities. This paper distinguishes between bridging and bonding social capital to assess their roles for individual farmers’ adaptation strategies taken through technology adoption. Based on primary data collected in Langcang River (LCR) basin area in southwestern China, the paper finds: (1) adaptation measures have been widely taken by surveyed households, but non-infrastructure-based measures are more prevalent than infrastructure-based measures and (2) surveyed households have strong social capital while having weak bridging social capital. Their bonding social capital has significantly positive relationship with their adaptation decisions, but bridging social capital does not have such statistically significant relationship. It recommends that the governments contemplate carefully how to help the poor to get a good combination of bonding and bridging social capital when designing policies to help the rural poor to improve their long-term adaptive capacity and achieve sustainable rural development. The objective of this paper is to analyze the impact of climate change adaptation strategies on maize productivity of farms focusing on gender differences. To do so, a selection model generalizing the Heckman (1979) approach and the Oaxaca and Blinder decomposition procedure are specified and estimated. The empirical analysis is based on intra-agricultural household data from the 2018 Harmonized Household Living Conditions Survey (EHCVM) of Togo with a total sample of 8622 maize plots disaggregated by seasonThe results reveal that the average maize productivity of men is about 23.5% higher than that of women. Similarly, the average maize productivity of married women is about 28.5% higher than that of unmarried women. This suggests that married men and women have greater adaptive capacity than their counterparts and are also more likely to improve their productivity. The factors that contribute to the performance of married men and women at the expense of their counterparts are secondary education, producer assets, and climate information. We also find that the use of improved seeds, off-season cropping, and a combination of both strategies are the types of coping strategies adopted by men and married women to increase their productivity. Though a small fraction of the US citizenry, agricultural producers are directly responsible for the stewardship of almost half of the country's land. This group is therefore an especially important one to understand from the standpoint of how they process and respond to science as it relates to agroecological phenomena. Data from a sample (n = 111) of farmers and ranchers located in the US state of Colorado are used to expand our understanding of how food producers process scientific claims. These insights, I argue, help us think through public understandings of science more generally. Using semi-structured interviews, the paper unpacks an identified asymmetry in how respondents perceive climate science and the science associated with genetically modified food and seed. These tensions are interrogated with the help of a novel methodological design that generated data converted to shading matrices—also known as heat maps. The heat maps illuminate certain cultural values among respondents, which were reinforced by motivated reasoning. This allows for an interrogation of tensions and inconsistencies in respondents' remarks about a variety of scientific claims. Investments in climate-change adaptation will have to be made while the extent of climate change is uncertain. However, some important sources of uncertainty will fall over time as more climate data become available. This paper investigates the effect on optimal investment decision-making of learning that reduces uncertainty. It develops a simple real options method to value options that are found in many climate-change adaptation contexts. This method modifies a binomial tree model frequently applied to climate-change adaptation problems, incorporating gradual learning using a Bayesian updating process driven by new observations of extreme events. It is used to investigate the timing, scale, or upgradable design of an adaptation project. Recognition that we might have more or different information in the future makes flexibility valuable. The amount of value added by flexibility and the ways in which flexibility should be exploited depend on how fast we learn about climate change. When learning will occur quickly, the value of the option to delay investment is high. When learning will occur slowly, the value of the option to build a small low-risk project instead of a large high-risk one is high. For intermediate cases, the option to build a small project that can be expanded in the future is high. The approach in this paper can support efficient decision-making on adaptation projects by anticipating that we gradually learn about climate change by the recurrence of extreme events. Human health in Odisha is directly vulnerable to climate change in the form of mortality as a result of climate-induced natural disasters (CINDs) and heatwaves. More frequent and intensified CIND has become an inevitable part of the state and its impact on human health has been detrimental. The magnitude of the impact of climate change on human health depends on the vulnerability and adaptation approaches of the state. The objectives of the paper are to study the changing pattern of climatic variability over 20 years in the state and to analyze the direct impact of climate change on human health in Odisha. Linear trend analysis is performed for annual average, pre-monsoon, monsoon, and post-monsoon rainfall as well as annual maximum and minimum temperature and for the heatwave period to show the changing pattern of climate in the state over 20 years. Regression analysis is performed between the indexed value of vulnerability and adaptation coefficients considered in the study as independent variables and mortality due to CIND as the dependent variable to analyze the impact of climate change on human health in the state. Also, correlation analysis is conducted to show the association between heatwave mortality and the maximum temperature of the heatwave period. The rainfall trend of the state for 20 years from 2000 to 2020 is found to increase in pre-monsoon and post-monsoon periods, while the annual average rainfall of the state for 20 years is slightly increasing and the monsoon period rainfall has remained consistent throughout the years. The annual maximum and minimum temperature and the heatwave period are found to be increasing. The regression analysis has shown a significant positive relationship between vulnerability coefficients and mortality as a direct impact of CIND on human health, whereas adaptation coefficients exhibit negative relation with it. Also, there is a moderate but significant association between the maximum temperature of the heatwave period with heatwave mortality. Odisha has been vulnerable to climate change during 2000–2020 as indicated by the high vulnerability score compared to the adaptation score for each year. The present study contributes to the literature on labour reallocation and adaptation in response to weather anomalies. Existing literature on labour mobility and weather shocks primarily focus on migration to the neglect of worker commuting as a potential adaptation strategy. Utilizing individual-level panel data from the Village Dynamics in South Asia (VDSA) dataset for the year 2010–2014, the present study explores the impact of weather anomalies on migration and commuting as well as participation and earnings in the non-agricultural sector. The fixed effects regression results show that negative temperature shocks induce a flow of labour outside the village through labour out-migration and longer-distance commutes. Temperature stress also negatively impacts non-agricultural earnings. The effects of temperature shocks are heterogeneous across the baseline climate of the villages suggesting evidence of adaptation to weather shocks. This paper examines how climate change adaptation impacts on farm productivity and the ability of households to accumulate assets in the context of a developing economy. We apply an endogenous switching regression to data obtained from 1440 farmers in Ghana. Our model, which accounts for endogeneity and selection bias, allows us to simultaneously determine the factors that influence maize farmers’ decision to adapt to climate change and the productivity and household assets that result from both adaptation and otherwise. We estimate an inverse relationship between rainfall and the decision to adapt to climate change. As expected, we find that access to information has a positive effect on the decision to adapt. Farms that benefit from adaptation do not become less productive with increases in temperature or rainfall. Overall, we find that farmers who adapt to climate change are more productive and have more household assets than their counterfactual. In this case study, we examine a broad range of impacts on tourism and recreation based on projected changes to Indiana’s climate. The direct impacts of climate change on Indiana include increases in the number of hot and extremely hot days each summer, fewer mild days, more rain, and less snow. Each direct impact will affect tourism and recreation. Additionally, a range of indirect impacts are anticipated, including climate-related changes in health issues, new infrastructure needs, changes in forests and other recreational areas, and shifting consumer attitudes toward travel and recreation. Although direct impacts are predictable, indirect impacts on the complex tourism system are harder to anticipate, and the tourism and recreation industry must build resilience to respond to future change. In this paper, we assess the quality of state-of-the-art regional climate information intended to support climate adaptation decision-making. We use the UK Climate Projections 2018 as an example of such information. Their probabilistic, global, and regional land projections exemplify some of the key methodologies that are at the forefront of constructing regional climate information for decision support in adapting to a changing climate. We assess the quality of the evidence and the methodology used to support their statements about future regional climate along six quality dimensions: transparency; theory; independence, number, and comprehensiveness of evidence; and historical empirical adequacy. The assessment produced two major insights. First, a major issue that taints the quality of UKCP18 is the lack of transparency, which is particularly problematic since the information is directed towards non-expert users who would need to develop technical skills to evaluate the quality and epistemic reliability of this information. Second, the probabilistic projections are of lower quality than the global projections because the former lack both transparency and a theory underpinning the method used to produce quantified uncertainty estimates about future climate. The assessment also shows how different dimensions are satisfied depending on the evidence used, the methodology chosen to analyze the evidence, and the type of statements that are constructed in the different strands of UKCP18. Drought is known as a “creeping disaster” because drought impacts are usually noticed months or years after a drought begins. In the Pacific Island Countries and Territories (PICTs), there is almost no ability to tell when a drought will begin or end, especially for droughts other than meteorological droughts. Monitoring, forecasting and managing drought in the PICTs is complex due to the variety of different ways droughts occur, and the diverse direct and indirect causes and consequences of drought, across the PICT region. For example, the impacts of drought across the PICTs vary significantly depending on (i) the type of drought (e.g. meteorological drought or agricultural drought); (ii) the location (e.g. high islands versus atolls); (iii) socioeconomic conditions in the location affected by drought; and (iv) cultural attitudes towards the causes of drought (e.g. a punishment from God versus a natural process that is potentially predictable and something that can be managed). This paper summarises what is known and unknown about drought impacts in the PICTs and provides recommendations to guide future research and investment towards minimising the negative impacts of droughts when they inevitably occur in the PICTs. Climate change is a potential threat to achieving food security, particularly in the most food insecure regions. However, interpreting climate change projections to better understand the potential impacts of a changing climate on food security outcomes is challenging. This paper addresses this challenge through presenting a framework that enables rapid country-level assessment of vulnerability to food insecurity under a range of climate change and adaptation investment scenarios. The results show that vulnerability to food insecurity is projected to increase under all emissions scenarios, and the geographic distribution of vulnerability is similar to that of the present-day; parts of sub-Saharan Africa and South Asia are most severely affected. High levels of adaptation act to off-set these increases; however, only the scenario with the highest level of mitigation combined with high levels of adaptation shows improvements in vulnerability compared to the present-day. The results highlight the dual requirement for mitigation and adaptation to avoid the worst impacts of climate change and to make gains in tackling food insecurity. The approach is an update to the existing Hunger and Climate Vulnerability Index methodology to enable future projections, and the framework presented allows rapid updates to the results as and when new information becomes available, such as updated country-level yield data or climate model output. The impacts of climate change to the dryland areas of East Africa are especially strong, especially if it is considered that these areas have weak institutions and governance systems. Climate change has also affected many rural communities in a severe way, reducing crop yields and sometimes causing crop failure. In Kenya and Tanzania, where drylands cover over around 80 and 50% of their respective land areas, rural populations have been especially affected. Among them is the tribal group of the Maasai, legendary nomad warriors, who have been suffering from persistent droughts and the negative impacts on their cattle herds. Rural coastal fishery systems in tropical island nations are undergoing rapid change. Using a case study from eastern Sri Lanka, this paper examines the ways in which indigenous Coastal-Vedda fishers experience and respond to such change. We conducted semi-structured interviews (n = 74), focus group discussions (n = 17, 98 participants), and key informant interviews (n = 38) over a 2-year period (2016–2019). The changes that most Coastal-Vedda fishers experience are disturbance from Sri Lankan ethnic war, changes in climate and the frequency and severity of natural disasters, increased frequency of human-elephant conflicts, increasingly unpredictable weather patterns, and transformation of the Coastal-Vedda due to social modernisation. We used a resilience-based conceptual framework focusing on place, human agency, collective action and collaboration, institutions, indigenous and local knowledge systems, and learning to examine fishers' responses to rapid changes. We identified three community-level adaptive strategies used by the Coastal-Vedda: adaptive institutions with a multi-level institutional structure that facilitates collective action and collaboration, the use of culture-based fisheries (CBF), and diversification of livelihoods. We also recognized four place-specific attributes that shaped community adaptations: cultural identity and worldviews, co-management of CBF, flexibility in choosing adaptive options, and indigenous and local knowledge systems and learning. These adaptive strategies and place-specific attributes provide new insights for scientists, policymakers, and communities in the region, enabling them to more effectively work together to support community adaptation. This paper proposes to model the long-run impact of climate change on olive oil output in Tunisia - the third largest olive oil producing country in the world - using panel cointegration techniques. The long-run analysis reveals that rising temperatures and inappropriate working tools reduce olive output in semi-arid areas. Therefore, we propose an appropriate training for workers to develop their skills and a public policy subsidizing the innovation of used capital stock, at least in the southern regions. Largely dependent on rain-fed agriculture, the West African populations could be severely impacted by climate change and variability. In this paper, we performed a literature review relating to perceptions of climate change and variability in West Africa, followed by an in-depth comparison between perceptions by rural dwellers of Burkina Faso and trends in meteorological data to discuss the importance of perceptions vis-à-vis climate trends in migration decision. Results showed that respondents perceived increasing temperature and worsening rainfall conditions over 1988–2007 matching with findings of previous studies but inconsistent with the trends observed in rainfall data. Given that climate change is recognized as a key driver of mobility on the one hand and the fact that climate change perceptions influence decision to migrate on the other hand, our results suggest to jointly include perceptions and climate data in future research on environmental migration in order to improve the understanding of household's decision in response to climate change. Farmers' subjective perceptions of climatic changes are not always in line with historic climate observations. Adaptation decisions based on these perceptions thus remain controversial. The paper therefore relates to the following questions: First, what are farmers' perceptions of climatic changes? Second, do they correlate with observations from climatic data? Third, how do farmers respond and what are the factors determining adaptation? The analysis is based on household survey data from a sample of 900 farmers in rural Tanzania and secondary data from local meteorological stations. We find that farmers' perception of a rising average temperature over time is generally confirmed. This is not the case for rainfall: farmers perceive that annual rainfall amount decreased, while climate data rather shows no change in the amount, but indicates a change in the rainfall pattern. However, we do find only a weak link between farmers' perception and their behavior. Although farmers perceive climatic changes to happen and to affect them, some choose to not adapt at all and many only react in an evasive way, i.e., by coping measures that will not protect their household from future damage. Only a small share of farmers chose investment-intensive long-term strategies such as irrigation systems. Results confirm that a limited adaptive capacity plays a role, but also reveal the intention to adapt as a relevant factor. This is represented by the farmers' loss experience due to climatic shocks and personality traits. This approach gives a more complete picture of the farmers' adaptation decision. Small community businesses bear the brunt of climate change impacts. Studies of the vulnerability and resilience of such businesses predominantly focus on firm-level characteristics and organizational issues. This paper addresses the lack of individual-level considerations. It explores an analytical approach that draws upon the concepts of social capital and sense of place for understanding community businesses' resilience to extreme weather. An empirical study was conducted to investigate whether and how the attributes of these concepts are related to adaptation practice. This study is based on a structured questionnaire survey of community businesses at various locations around the Pearl River Estuary that are exposed to storm surges. The findings partially support the hypothesis that action is more likely to be taken when social capital is strong. Community businesses are more likely to adopt adaptation strategies when their owners or operators perceive a higher level of social expectation, but are less likely to do so when they have better relationships with the people around them. This study indicated the potential for moral hazard driven by good social relationships and supported the understanding of small community businesses as firms and social agents in responding to climate change impacts. There is a need for recognizing the social dimensions of small businesses' rationality in their adaptation and hazard adjustment, and strengthening their engagement with community-based adaptation through social institutions. Cattle ranchers and dairy farmers operating throughout many tropical regions are experiencing major challenges associated with climate change such as higher incidence of heat stress and drought. These effects can result in reduced productivity of rangeland, shortage of nutritional feed, increased heat stress on animals, and high energy costs for cooling. High temperatures and resultant heat stress reduce animal productivity and increase the proliferation and survival of parasites and disease pathogens. Warming reduces the ability of dairy cattle to produce milk and gain weight and can also lower conception rates. This paper reviews research from the Caribbean on heat tolerant traits in bovine and presents evidence that introducing a “slick hair” gene into Holstein cows by crossbreeding with Senepols may increase thermo-tolerance and productivity. As in other parts of the tropics, principal cattle breeds in Puerto Rico and the US Virgin Islands have been largely introduced from temperate regions. Research indicates these animals may be poorly adapted to rising temperatures, leaving them increasingly vulnerable to chronic heat stress and reduced productivity. Adaptive practices have been developed in breeding and pasture management programs including selection for more heat-resistant genotypes, silvopasturing and crop diversification in forage production, and optimizing facilities and practices to reduce heat stress. There is limited knowledge on institutional factors constraining and enabling climate change adaptation in Arctic regions, or the overall readiness of governing bodies and communities to develop, implement, and promote adaptation. This paper examines the preparedness of different levels of government to adapt in the Canadian Arctic territory of Nunavut, drawing upon semi-structured interviews with government personnel and organizations involved in adaptation. In the Government of Nunavut, there have been notable developments around adaptation planning and examples of adaptation champions, but readiness for adaptation is challenged by a number of factors including the existence of pressing socio-economic problems, and institutional and governmental barriers. Federally, there is evidence of high-level leadership on adaptation, the creation of adaptation programs, and allocation of funds for adaptation, although the focus has been mostly on researching adaptation options as opposed to supporting actual actions or policy change. The 2016 Pan-Canadian Framework on Clean Growth and Climate Change, and increasing emphasis on climate change federally and in the Government of Nunavut, offer opportunities for advancing adaptation, but concrete steps are needed to ensure readiness is enhanced. Coffee is grown in more than 60 tropical countries on over 11 million ha by an estimated 25 million farmers, most of whom are smallholders. Several regional studies demonstrate the climate sensitivity of coffee ( Coffea arabica) and the likely impact of climate change on coffee suitability, yield, increased pest and disease pressure and farmers' livelihoods. The objectives of this paper are (i) to quantify the impact of progressive climate change to grow coffee and to produce high quality coffee in Nicaragua and (ii) to develop an adaptation framework across time and space to guide adaptation planning. We used coffee location and cup quality data from Nicaragua in combination with the Maxent and CaNaSTA crop suitability models, the WorldClim historical data and the CMIP3 global circulation models to predict the likely impact of climate change on coffee suitability and quality. We distinguished four different impact scenarios: Very high (coffee disappears), high (large negative changes), medium (little negative changes) and increase (positive changes) in climate suitability. During the Nicaraguan coffee roundtable, most promising adaptation strategies were identified, which we then used to develop a two-dimensional adaptation framework for coffee in time and space. Our analysis indicates that incremental adaptation may occur over short-term horizons at lower altitudes, whereas the same areas may undergo transformative adaptation in the longer term. With louder demands in public discourse for action on adaptation to climate change, efforts to improve the provision and use of climate information and services (CIS) are also gaining prominence. Drawing on literature about uptake of CIS for climate risk assessment and adaptation, plus our own practical experiences, this Essay examines modes of user-provider interaction in CIS. By employing a customer-tailor analogy, three overlapping types of CIS transaction are identified: ‘off-the-peg’, ‘outsourced’ and ‘bespoke’. Evident across all modes are ‘loyalty card’ customers who return to the same provider(s). We then offer a set of prompts to facilitate more meaningful engagement and dialogue between adaptation actors and providers. These questions could also be used to seed discussions within communities that research and provide training in CIS, as well as amongst stakeholders, funders and other institutions involved in the governance of CIS systems. Such searching and timely conversations could advance a more tailored approach to CIS delivery, regardless of the technical and financial starting point of users and providers. Rising temperatures are likely to boost residential demand for electricity in warm locations for reasons including increased use of air conditioners, fans, and refrigeration. Yet precise effects may vary by geographical area and with socio-economic conditions. Knowledge on these effects in developing countries is limited due to data availability and reliability issues. Using a high-quality provincial-level monthly dataset for China and fixed-effect panel methods, we find a U-shaped and asymmetrical relationship between ambient temperature and monthly residential electricity use. An additional day with a maximum temperature exceeding 34 °C is on average associated with a 1.6% increase in that month’s per capita residential electricity use relative to if that day’s maximum temperature had been in the 22–26 °C range. The effect of an additional cold day is smaller. There are differences in effects for the south versus the north of China and for urban versus rural areas. Under a high global carbon dioxide emission trajectory, we estimate that expected temperature increases would lead to more than a 25% increase in residential electricity use in July in some provinces by the end of the century, holding other factors constant. This study simulates the impacts of higher temperatures resulting from anthropogenic climate change on residential electricity consumption for California. Flexible temperature response functions are estimated by climate zone, which allow for differential effects of days in different temperature bins on households' electricity consumption. The estimation uses a comprehensive household level dataset of electricity bills for California's three investor-owned utilities (Pacific Gas and Electric, San Diego Gas and Electric, and Southern California Edison). The results suggest that the temperature response varies greatly across climate zones. Simulation results using a downscaled version of the National Center for Atmospheric Research global circulation model suggest that holding population constant, total consumption for the households considered may increase by up to 55% by the end of the century. The study further simulates the impacts of higher electricity prices and different scenarios of population growth. Finally, simulations were conducted consistent with higher adoption of cooling equipment in areas which are not yet saturated, as well as gains in efficiency due to aggressive energy efficiency policies. The assessments of future climate risks are common; however, usually, they focus on climate projections without considering social changes. We project heat risks for Finland to evaluate (1) what kind of differences there are in heat vulnerability projections with different scenarios and scales, and (2) how the use of socio-economic scenarios influences heat risk assessments. We project a vulnerability index with seven indicators downscaled to the postal code area scale for 2050. Three different scenario sets for vulnerability are tested: one with five global Shared Socioeconomic Pathways (SSPs) scenarios; the second with three European SSPs (EUSSPs) with data at the sub-national scale (NUTS2); and the last with the EUSSPs but aggregated data at the national scale. We construct projections of heat risk utilizing climatic heat hazard data for three different Representative Concentration Pathways (RCPs) and vulnerability and exposure data for five global SSPs up to 2100. In the vulnerability projections, each scenario in each dataset shows a decrease in vulnerability compared to current values, and the differences between the three scenario sets are small. There are evident differences both in the spatial patterns and in the temporal trends when comparing the risk projections with constant vulnerability to the projections with dynamic vulnerability. Heat hazard increases notably in RCP4.5 and RCP8.5, but a decrease of vulnerability especially in SSP1 and SSP5 alleviates risks. We show that projections of vulnerability have a considerable impact on future heat-related risk and emphasize that future risk assessments should include the combination of long-term climatic and socio-economic projections. High impact weather events such as extreme temperatures or rainfall can cause significant disruption across the UK affecting sectors such as health, transport, agriculture and energy. In this study we draw on the latest set of UK climate projections, UKCP, to examine metrics relating to high-impact weather over the UK and how these change with different levels of future global warming from 1.5 °C to 4 °C above pre-industrial. The changes to these hazards show increases in the frequency of extremely hot days and nights, with a UK average increase in hot days of between 5 and 39 days per year between 1.5 °C and 4 °C of global warming. Projections indicate an increase in cooling degree days of 134–627% and an increase in growing degree days of 19–60% between 1.5 °C and 4 °C of global warming. Extremely hot nights, which are currently rare, are emerging as more common occurrences. The frequency of high daily temperatures and rainfall increase systematically, while the frequency of very cold conditions (based on days where temperatures fall below 0 °C) is shown to decrease by 10 to 49 days per year. A reduction in heating degree days, of 11–32% between 1.5 °C and 4 °C of warming, is projected. Levels of daily rainfall, which currently relate to increased risk of river flooding, are shown to increase across the country, with increases of days with high impact levels of rainfall occurring by 1 to 8 days per year between 1.5 °C and 4 °C of warming. Average drought severity is projected to increase for 3-, 6-, 12- and 36-month-long droughts. The largest changes in the severity of the 12-month drought are between −3 and +19% between 1.5 °C and 4 °C of warming and for 36-month drought between −2 and +54% between 1.5 °C and 4 °C of warming. The projected future changes in high impact weather from this study will enable the characterization of climate risks and ultimately be able to better inform adaptation planning in different sectors to support the increase in resilience of the UK to future climate variability and change. As the world’s largest land use sector, livestock farming is vulnerable to climate change. This study adds to existing literature by investigating the impacts of herders’ climate change perceptions on adaptive strategies and distinguishing between the short-run and long-run effects. We use double-hurdle models and an unbalanced panel dataset of 1514 household observations collected from the pastoral areas of Inner Mongolia, Xinjiang, and Tibet for the period of 2016–2018. We find that perceptions of long-term temperature and rainfall changes lead farmers to adopt various adaptive strategies, whereas perceptions of short-term weather hazards mainly trigger production management strategies such as forage supplementation and herd destocking, without affecting long-term strategic planning such as engaging in non-agricultural jobs to diversify income sources. The findings that livestock farmers tend to adopt temporary strategies under short-term perceptions while seeking more resilient adaptations under long-term perceptions are robust, based on alternative measures for adaptation intensity and under different production scales. Hazard mitigation plans can help to reduce communities' losses when faced with natural hazards, some of which (e.g., floods) are projected to intensify with climate change. A growing body of plan evaluation literature seeks to measure the quality of these plans, given that higher-quality plans may be more likely to achieve their objectives (e.g., reducing a community's losses from flooding). Processes of collaboration (i.e., joint decision-making by various agencies and stakeholders) and diffusion (i.e., the spread of ideas between jurisdictions over time and space), among others, may influence plan quality, although empirical evidence is limited. This study assessed potential predictors of plan quality for 33 county-level hazard mitigation plans in Washington State, using a combination of survey data, county characteristics, and previously determined plan quality scores. Significant predictors of plan quality included indicators of vertical (state-to-county) and horizontal (county-to-county) diffusion, as well as economic capacity, although indicators of collaborative dynamics, along with several other hypothesized predictors, including past disaster experience (i.e., severity) were not significant. Hazard planning professionals at the federal, state, and local levels may benefit from integrating these findings into future work, in conjunction with other climate change adaptation initiatives. Built infrastructures are increasingly disrupted by climate-related extreme events. Being able to monitor what climate change implies for US infrastructures is of considerable importance to all levels of decision-makers. A capacity to develop cross-cutting, widely applicable indicators for more than a dozen different kinds of infrastructure, however, is severely limited at present. The development of such indicators must be considered an ongoing activity that will require expansion and refinement. A number of recent consensus reports suggest four priorities for indicators that portray the impacts of climate change, climate-related extreme events, and other driving forces on infrastructure. These are changes in the reliability of infrastructure services and the implications for costs; changes in the resilience of infrastructures to climate and other stresses; impacts due to the interdependencies of infrastructures; and ongoing adaptation in infrastructures. Many early career researchers (ECRs) have the capacity and drive to contribute to climate adaptation and mitigation solutions. Strategic investments in training and support, especially in broad-based efforts that span traditional disciplinary boundaries, can help ECRs meet this potential and become emerging leaders equipped to address pressing climate-related challenges throughout their careers. In 2018, the inaugural USDA Northeast Climate Hub's Graduate Climate Adaptation Partners (GradCAP) Program was launched to provide professional development opportunities and a platform for collaboration to graduate students studying climate resilience in agriculture, forestry, and aquaculture. This essay represents the unified voice of this consortium of emerging leaders. Here we offer perspectives, experiences, and recommendations for building capacity among ECRs, specifically with regard to interdisciplinary research, long-term research, and community engagement. We discuss these three tenants, which we term Convergence, Continuity, and Community, as essential elements in the development of successful leaders prepared for the complex challenges ahead. We encourage institutions, particularly universities and government agencies, to commit resources and pursue structural changes to provide support for mentorship and training that span these focal areas. As a result, more ECRs will have the capacity to engage in meaningful solution-oriented research and make lasting societal contributions toward the sustainable production of food and other natural resources in a changing climate. Forestry professionals' attitudes towards risk and uncertainty under climate change, together with their perception about suitability of adaptation strategies, were investigated in Central Europe. We applied an original methodology based on lottery choices to quantify their risk and uncertainty attitude, combined with a questionnaire study about the adaptation to climate change. We tested the hypothesis that the higher the risk and uncertainty aversion of respondents, the higher the trend towards changing business-as-usual to adaptive decisions. The result falsifies the research hypothesis since uncertainty aversion has no effect, whereas risk aversion has a negative impact on the decision to adapt. We argue that risk of any change in the business-as-usual is higher than the expected risk of climate change impact in Central European forestry. We conclude that having access to novel information about expected impacts of climate change, taking into account institutional challenges and supportive experiences about useful adaptation strategies, may convince forestry professionals to adapt in the future. Future climate change will likely impact the multiple freshwater ecosystem services (fES) provided by catchments through their landscapes and river systems. However, there is high spatio-temporal uncertainty on those impacts linked to climate change uncertainty and the natural and anthropogenic interdependencies of water management systems. This study identifies current and future spatial patterns of fES production in a highly managed water resource system in northern India to inform the design and assessment of plausible adaptation measures to enhance fES production in the catchment under uncertain climate change. A water resource systems modelling approach is used to evaluate fES across the full range of plausible future scenarios, to identify the (worst-case) climate change scenarios triggering the greatest impacts and assess the capacity of adaptation to enhance fES. Results indicate that the current and future states of the fES depend on the spatial patterns of climate change and the impacts of infrastructure management on river flows. Natural zones deliver more regulating and cultural services than anthropized areas, although they are more climate-sensitive. The implementation of a plausible adaptation strategy only manages to slightly enhance fES in the system with respect to no adaptation. These results demonstrate that water resource systems models are powerful tools to capture complex system dependencies and inform the design of robust catchment management measures. The Paris Agreement put adaptation prominently on the global climate action agenda. Despite a surge in research and praxis-based knowledge on adaptation, a critical policy roadblock is synthesizing and assessing this burgeoning evidence. We develop an approach to assess the multidimensional feasibility of adaptation options in a robust and transparent manner, providing direction for global climate policy and identifying knowledge gaps to further future climate research. The approach, which was tested in the IPCC Special Report on 1.5 °C (SR1.5) to assess 23 adaptation options, is underpinned by a systematic review of recent literature, expert elicitation, and iterative peer review. It responds to the challenge of limited agreement on adaptation indicators, lack of fine-scale adaptation data, and challenges of assessing synergies and trade-offs with mitigation. The findings offer methodological insights into how future assessments such as the IPCC Assessment Report (AR) six and regional, national, and sectoral assessment exercises could assess adaptation feasibility and synthesize the growing body of knowledge on climate change adaptation. Climate change will significantly impact the future viability and security of food production systems, with increased frequency and intensity of droughts, floods, storms and other extreme climatic events predicted in many regions. In order for food production systems to remain viable and resilient under a changing climate, novel approaches, which integrate risk management (i.e. adaptation) and risk transfer strategies, such as insurance, are required. We argue that the coordinated integration of risk management and risk transfer approaches will support greater resilience of food production systems under climate change. Conversely, if risk management and risk transfer strategies are not carefully integrated, there is potential to undermine adaptive capacity (e.g. insurance subsidies may dissuade farmers from investing in climate adaptation) and ultimately reduce the capacity of food production systems to cope with and recover from the adverse impacts of climate change. Here we propose a resilience-based conceptual framework for integrating risk management and risk transfer strategies along with four key principles, which we believe could underlie their successful integration and thus enhance food production system resilience under climate change. These are as follows: (1) pro-active investments in farmer climate adaptation rather than re-active disaster relief, (2) structuring of government subsidies around insurance and climate disaster relief to incentivise farmer climate adaptation, (3) rewarding farmer efforts towards climate adaptation with cheaper insurance premiums for those farmers that invest resources into climate adaptation and (4) recognising investments in the integration of farm climate adaptation and risk transfer schemes within the broader context of future climate disaster risk management and global food security. Climate change impacts on coastal zones could be significant unless adaptation is undertaken. One particular macroeconomic dimension of sea level rise (SLR) impacts that has received no attention so far is the potential stress of SLR impacts on public budgets. Adaptation will require increased public expenditure to protect assets at risk and could put additional stress on public budgets. We analyse the macroeconomic effects of SLR adaptation and impacts on public budgets. We include fiscal indicators in a climate change impact assessment focusing on SLR impacts and adaptation costs using a computable general equilibrium model extended with a detailed description of the public sector. Coastal protection expenditure is financed issuing government bonds, meaning that coastal adaptation places an additional burden on public budgets. SLR impacts are examined using several scenarios linked to three different Representative Concentration Pathways: 2.6, 4.5, and 8.5, and two Shared Socioeconomic Pathways: SSP2 and SSP5. Future projections of direct damages of mean and extreme SLR and adaptation costs are generated by the Dynamic Interactive Vulnerability Assessment framework. Without adaptation, all regions of the world will suffer a loss and public deficits increase respect to the reference scenario. Higher deficits imply higher government borrowing from household savings reducing available resources for private investments therefore decreasing capital accumulation and growth. Adaptation benefits result from two mechanisms: (i) the avoided direct impacts, and (ii) a reduced public deficit effect. This allows for an increased capital accumulation, suggesting that support to adaptation in deficit spending might trigger positive effects on public finance sustainability. [ABSTRACT FROM AUTHOR]

The potential impacts of climate change on wheat were assessed for Kulmsa area in central highlands of Ethiopia using the Agricultural Production Systems sIMulator (APSIM)—wheat model. The objectives were to (i) evaluate the performance of wheat under increased temperatures with or without changes in rainfall and carbon dioxide (CO2) levels and (ii) assess the response of different wheat cultivars to projected future climates under improved management practices (optimal nitrogen rate, planting date, and density) (IMPs). The model was first calibrated and used to identify ranges of IMPs. Then, the model was used to (i) conduct sensitivity analysis of wheat in response to assumed elevated temperature (T), with and without change in rainfall and CO2 level, and to (ii) evaluate average effect of future worst-case climate change scenarios as predicted by an ensemble of three global climate models (GCM) under highest Representative Concentration Pathways (RCP8.5) for three future time frames, NF (2010–2039), MC (2040–2069), and EC (2070–2099). The simulation was evaluated for three wheat cultivars ("early", "medium", and "late") relative to their corresponding baseline values under the selected IMPs. The baseline climate was represented by the long-term (1980–2009) dataset and CO2 of 360 μmol/mol. Results showed that increased temperature above 4 °C alone had strong negative impacts on yields under the IMPs when CO2 staying constant at the baseline level. In contrast, climate change simulations with GCM projections under IMPs and elevated CO2 effect showed that wheat yield remained unchanged (− 0.4 to + 9%) for all three genotypes. This suggests that the IMPs and elevated CO2 were able to reduce the negative effect of elevated T on wheat yield as T stress did not go beyond optimal T range for wheat. Though climate events pose increasing challenges for crop and animal production in Africa, most climate adaptation studies focus on staple food crops. Few studies have examined climate adaptation for livestock with even fewer looking at small animals such as poultry. Heat stress associated with climate change is a severe challenge to poultry farmers due to its negative effect on chicken growth and productivity. As poultry plays an important food security role across Africa (being a source of livelihood and an important source of animal protein), understanding how farmers deal with the realities of poultry production due to climate change is critical. This study explores the level and determinants of the adoption of climate change adaptation strategies among poultry farmers in Nigeria. A multivariate probit analysis (which allows for the possibility that the decision to adopt various practices are jointly made) reveals that while poultry farmers are adapting to climate change, there is a clear heterogeneity of adaptation strategies at different production scales. Small farms tend to invest in traditional strategies such as the stocking of local breeds while medium and large farms adopt modern technologies such as air and water ventilation as well as the use of low energy bulbs that emit less heat. Our study finds that farmers who have experienced heat-related losses are more likely to adopt modern practices and more likely to adopt multiple adaptation strategies concurrently. Women's capacities are often constrained due to their roles in their household and society, institutional barriers and social norms. These constraints result in low adaptive capacity of women, which make them more vulnerable to hazards. As more men seek employment opportunities away from home, women are required to acquire new capacities to manage new challenges, including risks from climate change. An action research was conducted to assess impacts of capacity building interventions for women left behind in enhancing adaptive capacity of migrant-sending households in rural areas vulnerable to floods in Nepal. This study finds that capacity-building interventions, which aimed to strengthen autonomous adaptation measures (e.g. precautionary savings and flood preparedness), also positively influenced women to approach formal institutions. Over the past decade, the Global Framework for Climate Services (GFCS) has emerged as a major influence on the practice of and discourse about climate services, which aim to reduce the vulnerability of society to climate-related hazards through better provision of climate information and engagement of users of climate services. Yet, there is little research into the relations, practices, and discourses produced and institutionalized through the GFCS. The treatment of vulnerability in climate services, and by the GFCS in particular, remains understudied. To address this gap, we conduct a document analysis of key GFCS reports to interrogate framings of vulnerability and examine their implications for the development and practice of climate services for adaptation. Although we see attention to vulnerability in official GFCS discourse, we find that, with a few exceptions, identifying climate vulnerabilities is largely a cursory exercise that does not meaningfully engage in the complex social processes that contribute to differential vulnerabilities. To meet its own objectives, and the larger vision of climate services, we propose that the GFCS draw upon a rich literature on vulnerability and promote the global development of climate services that considers the coupled physical and social dimensions of vulnerability and prioritizes climate services for the most vulnerable. The UK is already experiencing the impacts of climate change and these are expected to increase in scale and severity in the coming decades. Preparing for impacts by undertaking adaptive actions can potentially reduce the level of harm. In the UK, the government's adaptation program aims to develop a "climate-ready society." However, achieving broad public engagement in adaptation presents a significant communications challenge. Here, we aimed to understand how UK residents use and interpret the terms "climate change impacts" and "climate change adaptation." We conducted a secondary analysis of 22 interviews with UK residents, who were recruited for their diverse climate change views. The interviewees expressed a lack of clarity around expected climate change impacts, which did not prevent them from saying that they were already experiencing the effects of a changing climate. Further, threats to cultural norms and values were perceived as serious and emotionally charged. Adaptation was often conflated with mitigation, and responsibility for adaptation was contested. The objective of this study is to assess the global impact of sea level rise and to evaluate the effectiveness of adaptation. Global areas of inundation due to sea level rise are identified. The affected populations and the economic damage caused by inundation due to future climate change are estimated for a number of scenarios involving Representative Concentration Pathways (RCP) and Shared Socioeconomic Pathways (SSP). The effects of adaptation in coastal areas, specifically the effects of elevating dikes, are evaluated. According to study results, dikes 1 m in height may reduce the total inundated area by approximately 40% below the no-adaptation baseline under the same RCP. The cost of adaptation was estimated using an original cost database to establish the cost of protection in future socioeconomic scenarios. It was found that the incremental adaptation cost was less than the economic damage in almost all cases of RCP/SSP, providing an incentive to take action to respond to climate change. Extreme precipitation events are associated with increased runoff of sediment and nutrients into surface waters, exacerbating water quality problems and creating challenges for soil and water managers. This change in the hydrologic cycle is expected to intensify under future climate change. Soil and water conservation professionals responsible for advising farmers and other land managers are on the front lines of adaptation to these climate change impacts. This study uses a survey of Soil and Water Conservation District staff (n = 260) in the United States Upper Midwest to better understand adaptation planning and implementation and the factors influencing adaptations by public organizations. In contrast to a typical planning-implementation gap finding, our respondents report a greater emphasis on some kinds of adaptation actions over planning. We find that the concerns of individual government employees about climate change have a greater association with adaptation planning strategies (e.g., planning document updates) compared to implemented adaptations on-the-ground (e.g., stream buffer installation). Also, weather projections were being used in conjunction with both adaptation planning and implementation. This study contributes to efforts to open up the black box of adaptation decision-making in the public sector, revealing the important role of individual concerns and information use. There is increasing concern that avoiding climate change impacts will require proactive adaptation, particularly for infrastructure systems with long lifespans. However, one challenge in adaptation is the uncertainty surrounding climate change projections generated by general circulation models (GCMs). This uncertainty has been addressed in different ways. For example, some researchers use ensembles of GCMs to generate probabilistic climate change projections, but these projections can be highly sensitive to assumptions about model independence and weighting schemes. Because of these issues, others argue that robustness-based approaches to climate adaptation are more appropriate, since they do not rely on a precise probabilistic representation of uncertainty. In this research, we present a new approach for characterizing climate change risks that leverages robust decision frameworks and probabilistic GCM ensembles. The scenario discovery process is used to search across a multi-dimensional space and identify climate scenarios most associated with system failure, and a Bayesian statistical model informed by GCM projections is then developed to estimate the probability of those scenarios. This provides an important advancement in that it can incorporate decision-relevant climate variables beyond mean temperature and precipitation and account for uncertainty in probabilistic estimates in a straightforward way. We also suggest several advancements building on prior approaches to Bayesian modeling of climate change projections to make them more broadly applicable. We demonstrate the methodology using proposed water resources infrastructure in Lake Tana, Ethiopia, where GCM disagreement on changes in future rainfall presents a major challenge for infrastructure planning. Climate change effects are already apparent in some Southwestern US forests and are expected to intensify in the coming decades, via direct (temperature, precipitation) and indirect (fire, pests, pathogens) stressors. We grouped Southwestern forests into ten major types to assess their climate exposure by 2070 using two global climate models (GCMs) and two emission scenarios representing wetter or drier conditions and current or lowered emission levels. We estimate future climate exposure over forests covering 370,144 km2 as the location and proportion of each type projected to experience climate conditions that fall outside 99% of those they currently occupy. By late century, 27-77% is climatically exposed under wetter or drier current emission levels, while lowered emission levels produce 10-50% exposure, respectively. This difference points to the benefits of reducing emissions from the RCP8.5 to the RCP4.5 track, with regard to forest retention. Exposed areas common to all four climate futures include central Arizona and the western slope of the Sierra Nevada. Vulnerability assessments also comprise sensitivity and adaptive capacity, which we scored subjectively by forest type according to the number of key stressors they are sensitive to and the resilience conferred by life history traits of their dominant tree species. Under the 2070 RCP8.5 emissions, four forest types are critically and six are highly vulnerable under the hotter GCM; and eight are highly and two moderately vulnerable under the wetter GCM. Recent studies have found that increasing intra-seasonal precipitation variability will lead to substantial reductions in rice production in India by 2050, independently of the effect of rising temperatures. However, these projections do not account for the possibility of adaptations, of which the expansion of irrigation is the primary candidate. Using historical data on irrigation, rice yields, and precipitation, I show that irrigated locations experience much lower damages from increasing precipitation variability, suggesting that the expansion of irrigation could protect Indian agriculture from this future threat. However, accounting for physical water availability shows that under current irrigation practices, sustainable use of irrigation water can mitigate less than a tenth of the climate change impact. Climate adaptation planning and implementation are likely to increase rapidly within the forest sector not only as climate continues to change but also as we intentionally learn from real-world examples. We sought to better understand how adaptation is being incorporated in land management decision-making across diverse land ownership types in the Midwest by evaluating project-level adaptation plans from a suite of forest management projects developed through the Climate Change Response Framework. We used quantitative content analysis to evaluate 44 adaptation-planning documents developed through the Framework’s Adaptation Workbook within two ecoregional provinces of the Midwest. This approach was used to assess the components of adaptation planning, including the resources that adaptation actions targeted within planning documents, the climate changes and impacts of concern, and the adaptation strategies managers identified. Analyses of adaptation plans show that the most frequent climate changes and impacts of concern included alterations in the amount and timing of precipitation, increased vegetation moisture stress, and forest pest and pathogen impacts. Individual projects identified a diversity of adaptation options, rather than focusing singly on actions that aimed to resist climate impacts, enhance resilience, or transition systems. Multivariate analyses indicate that ecoregion and land ownership influenced adaptation planning, while the type of resources and the climate change impacts managers were concerned with were significantly correlated with the adaptation strategies selected during planning. This finding reinforces the idea that one-size-fits-all guidance on adaptation will be insufficient for land managers.
