The continuing effects of climate change require farmers and growers to have greater understanding of how these changes affect crop production. However, while climatic data is generally available to help provide much of that understanding, it can often be in a form not easy to digest. The proposed Combined Location Online Weather Data (CLOWD) framework is an easy-to-use online platform for analysing recent and historical weather data of any location within Australia at the click of a map. CLOWD requires no programming skills and operates in any HTML5 web browser on PC and mobile devices. It enables comparison between current and previous growing seasons over a range of environmental parameters, and can create a plain-English PDF report for offline use, using natural language generation (NLG). This paper details the platform, the design decisions taken and outlines how farmers and growers can use CLOWD to better understand current growing conditions. In this paper, a systematic literature review was conducted to synthesize understanding on farmers' perception on climate change. Farmers' perception of climate change is conceptualized as comprising of three dimensions—first, as farmers' "awareness"; second, "conceptual understanding"; and third, the "experience" of climate change. The review included 162 papers published during the period January 2000 to July 2019. The highest number of studies was conducted in Africa, followed by Asia. A large majority of farmers report being aware of climate change. However, only a few studies elicit the difference between climate variability and climate change from farmers. A negligible number of studies attempt to identify the role of agricultural activities in greenhouse gas emissions and climate change. Furthermore, authors compare farmers' perception with meteorological evidence, which is more aligned in terms of change in "temperature" rather than "precipitation." The cranberry, a commodity of social, cultural, and economic importance to New England, is under threat due to climatic change in this region of the United States. Yet, previous research reveals that cranberry growers have mixed attitudes about the anthropogenic roots of climate change, with many being skeptical. Building on the researchers' analysis of the personal and ecological conditions that affect climate change attitudes among cranberry growers, this paper examines the effect that key actors in the growers' social networks have on those attitudes. Through statistical analysis of survey data and content analysis of two important cranberry newsletters, the paper finds that cranberry growers' perceived importance of two key cranberry growing institutions, the "sociopolitically focused" Cape Cod Cranberry Growers' Association and the "technically focused" University of Massachusetts Cranberry Station, as well as connections to other cranberry growers, is associated in nuanced ways with growers' climate change attitudes. Drawing on the sociological theory of "social capital," the paper examines how these social ties to key actors/institutions may result in greater threat perception or worry about climate change. It then considers how "green ties," if harnessed and supported by these important actors in the cranberry grower network, might significantly mitigate climate change in the future. National greenhouse gas inventories (NGHGIs) will play an increasingly important role in tracking country progress against United Nations (UN) Paris Agreement commitments. Yet uncertainty in land use, land use change, and forestry (LULUCF) NGHGHI estimates may undermine international confidence in emission reduction claims, particularly for countries that expect forests and agriculture to contribute large near-term GHG reductions. In this paper, we propose an analytical framework for implementing the uncertainty provisions of the UN Paris Agreement Enhanced Transparency Framework, with a view to identifying the largest sources of LULUCF NGHGI uncertainty and prioritizing methodological improvements. Using the USA as a case study, we identify and attribute uncertainty across all US NGHGI LULUCF “uncertainty elements” (inputs, parameters, models, and instances of plot-based sampling) and provide GHG flux estimates for omitted inventory categories. The largest sources of uncertainty are distributed across LULUCF inventory categories, underlining the importance of sector-wide analysis: forestry (tree biomass sampling error; tree volume and specific gravity allometric parameters; soil carbon model), cropland and grassland (DayCent model structure and inputs), and settlement (urban tree gross to net carbon sequestration ratio) elements contribute over 90% of uncertainty. Net emissions of 123 MMT CO2e could be omitted from the US NGHGI, including Alaskan grassland and wetland soil carbon stock change (90.4 MMT CO2), urban mineral soil carbon stock change (34.7 MMT CO2), and federal cropland and grassland N2O (21.8 MMT CO2e). This paper investigated the vulnerability of the agriculture sector and rural agriculture livelihoods in the Bicol River Basin (BRB) of the Philippines to projected changes in climate. The geographical characteristics of the BRB feature eight major sub-basins or watersheds consisting of Libmanan-Pulantuna, Ragay Hills, Thiris, Naga-Yabo, Pawili River, Waras-Lalo, Naporog, and Quinali. The study applied the combination of the participatory tools and the Climate Risk Vulnerability Assessment (CRVA) framework to gather information on local climate vulnerabilities and contexts. Briefly, the CRVA employed geospatial modeling and utilized several indicators which are presumed to affect vulnerability including exposure, sensitivity, and adaptive capacity which were aggregated to provide an index of vulnerability. This enabled us to identify areas of exposure and vulnerability and pointed areas of greatest need for strengthened adaptive capacity and risk management. Our findings revealed that vulnerability in the BRB was perceived to be relatively prevalent and that typhoons, flooding, and drought were identified to contribute significant impacts to rural livelihood. Furthermore, our findings in the CRVA suggested significant regional differences in vulnerability in the BRB. The majority of the towns in the central and northwestern portions of the BRB will largely experience increased vulnerability, particularly, in the Thiris sub-basin including some parts of Ragay Hills, Waras-Lalo, and the northwestern Libmanan-Pulantuna sub-basins. On the contrary, the entire Quinali region on the south is revealed to have the lowest vulnerability index. The clear policy implication of these accounts will be on how to mobilize developmental thrusts in both areas of disaster risk reduction and climate change adaptation at the sub-national level to reinforce local-based climate priority setting in adaptation interventions and policies. The Ricardian literature has only a handful of contributions addressing the presence of spatial heterogeneity in the marginal effects of climate change on agriculture. Although the majority of these studies offer models with group-specific slope parameters to account for spatial heterogeneity, large discrepancies on which grouping should be preferred still exist. This paper evaluates the extent to which expected future agricultural profits is sensitive to the four pre-determined groupings currently used in the literature. The results indicate that accounting for grouping uncertainty greatly increases the confidence interval around projected climate impacts. In addition, we do not find that one type of grouping is superior to any other. We suggest two potential solutions and emphasize the importance of explicitly controlling for grouping uncertainty in future studies. [ABSTRACT FROM AUTHOR]

In this paper, we evaluate a single-index polymorphic production function that relates agricultural output to temperature and precipitation. The advantage of this new approach to measuring agricultural vulnerability under climatic change is that a single-index measure of vulnerability can capture a range of climate responses including plateau effects. The approach identifies plateau effects in the crop yield-weather relationship and provides overall fits consistent with higher-order polynomial fitting. Drought is known as a “creeping disaster” because drought impacts are usually noticed months or years after a drought begins. In the Pacific Island Countries and Territories (PICTs), there is almost no ability to tell when a drought will begin or end, especially for droughts other than meteorological droughts. Monitoring, forecasting and managing drought in the PICTs is complex due to the variety of different ways droughts occur, and the diverse direct and indirect causes and consequences of drought, across the PICT region. For example, the impacts of drought across the PICTs vary significantly depending on (i) the type of drought (e.g. meteorological drought or agricultural drought); (ii) the location (e.g. high islands versus atolls); (iii) socioeconomic conditions in the location affected by drought; and (iv) cultural attitudes towards the causes of drought (e.g. a punishment from God versus a natural process that is potentially predictable and something that can be managed). This paper summarises what is known and unknown about drought impacts in the PICTs and provides recommendations to guide future research and investment towards minimising the negative impacts of droughts when they inevitably occur in the PICTs. Crop breeding for resilience to changing climates is a key area of investment in African agricultural development, but proactively breeding for uncertain future climates is challenging. In this paper, we characterise efforts to breed new varieties of crops for climate resilience in southern Africa and evaluate the extent to which climate model projections currently inform crop breeding activity. Based on a survey of seed system actors, we find that the prioritisation of crops and traits is only informed to a limited extent by modelled projections. We use an ensemble of CORDEX models for mid and end of century for southern Africa to test some of the assumptions that underpin current breeding activity, particularly associated with breeding for reduced durations and drought tolerance in maize, and demonstrate some of the ways in which such projections can help to inform breeding priorities and agenda setting (e.g. through the case of assessing cassava toxicity risk). Based on these examples, we propose five potential applications of climate models in informing breeding priorities. Furthermore, after unpacking the sources of uncertainty within the presented model projections, we discuss general principles for the appropriate use of climate model information in crop breeding. Globally, agriculture is recognized as a highly vulnerable sector to climate change and risks from climatic aberrations pose an imminent danger to the food security and sustainability of livelihoods. To bring robustness in climate adaptation planning, evaluation of resilience across homogenous regions is essential for developing and scaling suitable location-need-context specific interventions and policies that build the resilience of the agricultural system. In this paper, we present an analysis and discussion of multi-scalar and multi-indicator assessment, by profiling resilience across agro-climatic zones of India, based on the development of a Climate-Resilient Agriculture Index embracing environmental, technological, socio-economic, and institutional and infrastructural dimension. A total of 26 indicators, spread across these four dimensions, were employed to purport inter- and intra-agro-climatic zone differentials in the level of resilience. Among the zones, it was found that West Coast Plains & Ghats and Tans-Gangetic Plains had the highest degree of resilience to manage climate risks. Most of the districts lying within Eastern Himalayan Region, Middle Gangetic Plains, Eastern Plateau & Hills, and Western Dry Region had a lower degree of resilience. The study places greater emphasis on deciphering region-specific drivers and barriers to resilience at a further disaggregated scale for improving rural well-beings. It is construed that devising action plans emphasizing awareness, preservation of natural resources, diversification, building physical infrastructure, strengthening of grass-root institutions, and mainstreaming climate adaptation in the developmental policy is crucial for climate-resilient pathways. While all sectors of the economy can be impacted by climate variability and change, the agricultural sector is arguably the most tightly coupled to climate where changes in precipitation and temperature directly control plant growth and yield, as well as livestock production. This paper analyzes the direct and cascading effects of temperature, precipitation, and carbon dioxide (CO2) on agronomic and horticultural crops, and livestock production in Indiana through 2100. Due to increased frequency of drought and heat stress, models predict that the yield of contemporary corn and soybean varieties will decline by 8–21% relative to yield potential, without considering CO2 enhancement, which may offset soybean losses. These losses could be partially compensated by adaptation measures such as changes in cropping systems, planting date, crop genetics, soil health, and providing additional water through supplemental irrigation or drainage management. Changes in winter conditions will pose a threat to some perennial crops, including tree and fruit crops, while shifts in the USDA Hardiness Zone will expand the area suitable for some fruits. Heat stress poses a major challenge to livestock production, with decreased feed intake expected with temperatures exceeding 29 °C over 100 days per year by the end of the century. Overall, continued production of commodity crops, horticultural crops, and livestock in Indiana is expected to continue with adaptations in management practice, cultivar or species composition, or crop rotation. This paper projects the race between technologically driven increases in crop yields and changing climatic conditions in the central USA, one of the world's most productive agricultural regions. Using the highest, average, and lowest decadal rates of technologically driven increases in crop yields over the 1980 to 2017 period, we develop spatially explicit yield scenarios to the end of the twenty-first century under RCP4.5 and RCP8.5. We find that with static technological innovation, severe climate change will decrease yields by an average of 22.4% (26.1 bu. ac−1) for maize, 27.9% (8.83 bu. ac−1) for soybeans, and 20% (7.14 bu. ac−1) for winter wheat in the central USA; however, with even the lowest rates of technological yield growth, yields increase by an average of 25.0% (40.5 bu. ac−1) for maize and 30.2% (14.2 bu. ac−1) for soybeans. We conclude that technology has the potential to overcome the negative impacts of climate change on the yields of maize, soybeans, and winter wheat in the central USA, but if these increases are to be environmentally sustainable, technological developments must be information-intensive rather than input-intensive. Climate-smart agriculture (CSA) has a significant role to play in reducing the gender gap in labor burden for women in agriculture. A targeted approach to address this gap can be useful in developing a women-responsive climatic risk management plan focused on reducing their labor burden in agriculture, especially in areas with high climate risks. The paper therefore presents a top–down approach to identify potential labor-saving CSA technologies for women farmers in areas facing high climate risks. It involves mapping women in agriculture, climate risks, and poverty hotspots and entails understanding the role of women in agricultural activities to identify the suitable CSA options for reducing the levels of labor drudgery. The study is illustrated for Nepal where feminization of agriculture is rapidly increasing, a high level of climatic risks persists, and adaptive capacity to climate change is very low, especially among women in agriculture. Results are presented for two hotspot districts, Rupandehi and Chitwan. Household socioeconomic characteristics were found to play a major role in women's labor contribution in different crop production activities. Discussions with farmers provided a list of more than 15 CSA interventions with labor reduction as well as yield-improving potential. Accordingly, considering the local crop, agro-climate, and social conditions, and women's participation in different agricultural activities, CSA technologies and practices such as direct seeded rice (zero tillage and low tillage using machine), green manuring (GM), laser land leveling (LLL), and system of rice intensification (SRI) were found to potentially reduce women's drudgery in agriculture along with improvement in productivity and farm income. Drought is an important downside risk in Indian agriculture; and the spatial differences in its intensity and probability of occurrence are considerable. To develop strategies to manage the risk of drought, and to coordinate and implement these strategies, it is essential to understand the variation in drought risk across geographical or administrative levels. This paper, using a multilevel modeling approach, decomposes the variation in drought risk across states, regions, districts, villages and households, and finds it disproportionately distributed. About half the variation is attributed to between-individual (i.e., household) differences and the rest to between-population differences, mainly to states and villages. These findings suggest the potential for a critical role of states (policies) and local institutions (communities) in enhancing resilience of agriculture to droughts through the correct targeting of policies and support for the most appropriate geographic level. Anthropogenic climate change has triggered impacts on natural and human systems world-wide, yet the formal scientific method of detection and attribution has been only insufficiently described. Detection and attribution of impacts of climate change is a fundamentally cross-disciplinary issue, involving concepts, terms, and standards spanning the varied requirements of the various disciplines. Key problems for current assessments include the limited availability of long-term observations, the limited knowledge on processes and mechanisms involved in changing environmental systems, and the widely different concepts applied in the scientific literature. In order to facilitate current and future assessments, this paper describes the current conceptual framework of the field and outlines a number of conceptual challenges. Based on this, it proposes workable cross-disciplinary definitions, concepts, and standards. The paper is specifically intended to serve as a baseline for continued development of a consistent cross-disciplinary framework that will facilitate integrated assessment of the detection and attribution of climate change impacts. Climate change is a fundamental challenge for which agriculture is sensitive and vulnerable. The Intergovernmental Panel on Climate Change has identified relevant information as key to enabling appropriate climate adaptation and mitigation action. Information specifically directed to farmers can be found, for example, in specialized farming magazines. While recent studies examine how national news media frame climate change, less-if any-studies have addressed climate framings and coverage in specialized media. Media framings are storylines that provide meaning by communicating how and why an issue should be seen as a problem, how it should be handled, and who is responsible for it. This paper analyses the framings and coverage of climate change in two Swedish specialized farming magazines from 2000 to 2009. It examines the extent of the climate change coverage, the content of the media items, and the dominant framings underlying their climate change coverage. The study identifies: increased coverage of climate change starting in 2007; frequent coverage of agriculture's contribution to climate change, climate change impacts on agriculture, and consequences of climate politics for agriculture; and four prominent frames: conflict, scientific certainty, economic burden, and action. The paper concludes that climate change communicators addressing farmers and agricultural extension officers should pay attention to how these frames may be interpreted by different target audiences. Research is needed on how specialized media reports on climate-related issues and how science-based climate information is understood by different groups of farmers and which other factors influence farmers' engagement in climate mitigation and adaptation. Assessing regional-scale vulnerability of agricultural systems to climate change and variability is vital in securing food and fiber systems, as well as sustaining rural livelihoods. Farmers, ranchers, and forest landowners rely on science-based, decision-relevant, and localized information to maintain production, ecological viability, and economic returns. This paper synthesizes the collection of research on the future of agricultural production in the Southwestern United States. A variety of assessment methods indicate the diverse impacts and risks across the Southwest, often related to water availability, which drives adaptive measures in this region. Sector- or species-specific adaptive measures have long been practiced in this region and will continue to be necessary to support agricultural production as a regional enterprise. Diversification of crop selection and income source imparts climate resilience. Building upon biophysical vulnerability through incorporating social and economic factors is critical to future adaptation planning efforts. The persistence and adaptive capacity of agriculture in the water-limited Southwest serves as an instructive example for producers outside the region expecting drier and warmer conditions and may offer solutions to reduce future climate impacts. The interior southwest United States is one of the hottest, driest regions on the planet, yet irrigated cropland agriculture is successfully practiced where there is access to surface water and/or groundwater. Through climate change, the southwest is projected to become even hotter and drier, increasing the challenges faced by farmers across the region. We can assess the vulnerability of cropland agriculture, to assist in developing potential solutions to these challenges of warming temperatures and water scarcity. However, these types of biophysical vulnerability assessment usually generate technological or policy-level solutions that do not necessarily account for farmers’ ability to respond to climate change impacts. Further, there are non-climatic factors that also threaten the future of agriculture in the region, such as population increase, loss of agricultural land, and increasing competition for depleting water resources. In this paper, we assert that to fully address how southwestern farmers may respond to climate change impacts, we must consider both biophysical outcome and contextual vulnerabilities. Future research on individual localities and/or specific commodities and including cross-disciplinary analysis of socio-economic, institutional, cultural, and political factors alongside biophysical factors will help to develop more substantive understanding of system vulnerabilities and feasible adaptive solutions. Increasing global temperatures are likely to have major impacts on agriculture, but the effects will vary by crop and location. This paper describes the temperature sensitivity and exposure of selected specialty crops in California. We used literature synthesis to create several sensitivity indices (from 1 to 4) to changes in winter minimum and summer maximum temperature for the top 14 specialty crops. To estimate exposure, we used seasonal period change analysis of mid-century minimum and maximum temperature changes downscaled to county level from CMIP5 models. We described crop vulnerability on a county basis as (crop sensitivity index × county climate exposure × area of crop in county); individual crop vulnerabilities were combined to create an aggregate index of specialty crop vulnerability by county. We also conducted analyses scaled by crop value rather than area, and normalized to total specialty crop area in each county. Our analyses yielded a spatial assessment highlighting seasons and counties of highest vulnerability. Winter and summer vulnerability are correlated, but not highly so. High-producing counties (e.g., Fresno County in the San Joaquin Valley) are the most vulnerable in absolute terms, while northern Sacramento Valley counties are the most vulnerable in relative terms, due to their reliance on heat-sensitive perennial crops. Our results illustrate the importance of examining crop vulnerability from different angles. Cattle ranchers and dairy farmers operating throughout many tropical regions are experiencing major challenges associated with climate change such as higher incidence of heat stress and drought. These effects can result in reduced productivity of rangeland, shortage of nutritional feed, increased heat stress on animals, and high energy costs for cooling. High temperatures and resultant heat stress reduce animal productivity and increase the proliferation and survival of parasites and disease pathogens. Warming reduces the ability of dairy cattle to produce milk and gain weight and can also lower conception rates. This paper reviews research from the Caribbean on heat tolerant traits in bovine and presents evidence that introducing a “slick hair” gene into Holstein cows by crossbreeding with Senepols may increase thermo-tolerance and productivity. As in other parts of the tropics, principal cattle breeds in Puerto Rico and the US Virgin Islands have been largely introduced from temperate regions. Research indicates these animals may be poorly adapted to rising temperatures, leaving them increasingly vulnerable to chronic heat stress and reduced productivity. Adaptive practices have been developed in breeding and pasture management programs including selection for more heat-resistant genotypes, silvopasturing and crop diversification in forage production, and optimizing facilities and practices to reduce heat stress. The states of Colorado, Montana, Nebraska, North Dakota, South Dakota, and Wyoming comprise the Northern Great Plains region of the USA. The soil and water resources contained in this region have historically supported highly diverse and productive agriculture enterprises that provide a significant proportion of the food, feed, and oilseed for the nation. The region also provides ecological services that influence air, water, and soil quality along with biological diversity. Combined with livestock production and a biofuel industry, crop production forms an integrated system that can offer producers flexibility in management decisions. Projected climatic changes for this region include increasing atmospheric CO2, a longer, warmer growing season, and increased precipitation, likely received in more frequent extreme events. These changes will impact soil and water resources in the region and create opportunities and challenges for land managers. The objectives of this paper are to describe anticipated impacts of projected mid-(2050) and late-(2085) climatic changes on crop production systems in the Northern Great Plains and provide adaptation strategies that should be developed to take advantage of positive and mitigate negative changes. Projected climatic changes will influence agricultural productivity directly as well as indirectly due to changes in weed pressure, insect populations, and diseases. A warmer, longer growing season will change the crops and distribution of those crops grown within the region. An increase in the number of extreme temperature events (high daytime highs or nighttime lows) will decrease crop yields due to increased plant stress during critical pollination and grain fill periods. Adaptation strategies to reduce vulnerability of soil and water resources to projected climatic changes include increasing cropping intensity, reducing tillage intensity, and use of cover crops to provide surface cover to reduce erosion potential and improve nutrient and water use efficiency. Increased use of perennial forages, crop residue, and failed crops in integrated crop-livestock systems will add biological diversity and provide options for converting vegetation biomass into animal protein. Socio-economic changes will need to be incorporated into adaptation strategies planning to insure that sustaining ecosystem services and meeting desired production and conservation goals is accomplished. Although grass dominates most agricultural systems in the North Atlantic region (NAR), spring barley is the most important cereal and is used for animal feed and food and drink products. Recent changes in climate have resulted in warmer conditions across the NAR which have major implications for crop production. In this paper, we investigate the thermal requirement of spring barley in the region and use the results to examine the effects of recent trends in temperature and rainfall on barley cultivation, based on 11 regional meteorological sites. At these sites, between 1975 and 2015, we found significant warming trends for several months of the cropping season and significant trends for increases in the cropping season degree days (CSDD). In recent years, this has resulted in an increased proportion of years when the estimated minimum thermal requirement for barley has been met at sites above about 60°N. However, annual variations in CSDD are large and years still occur at these sites where this is insufficient. While warming could potentially allow an earlier start and later end to the cropping season, it is likely that high rainfall at maritime sites, and low rainfall at continental sites, will limit the ability of growers to benefit from this. The threat of global climate change has caused concern among scientists because crop production could be severely affected by changes in key climatic variables that could compromise food security both globally and locally. Although it is true that extreme climatic events can severely impact small farmers, available data is just a gross approximation at understanding the heterogeneity of small scale agriculture ignoring the myriad of strategies that thousands of traditional farmers have used and still use to deal with climatic variability. Scientists have now realized that many small farmers cope with and even prepare for climate change, minimizing crop failure through a series of agroecological practices. Observations of agricultural performance after extreme climatic events in the last two decades have revealed that resiliency to climate disasters is closely linked to the high level of on-farm biodiversity, a typical feature of traditional farming systems. Based on this evidence, various experts have suggested that rescuing traditional management systems combined with the use of agroecologically based management strategies may represent the only viable and robust path to increase the productivity, sustainability and resilience of peasant-based agricultural production under predicted climate scenarios. In this paper we explore a number of ways in which three key traditional agroecological strategies (biodiversification, soil management and water harvesting) can be implemented in the design and management of agroecosystems allowing farmers to adopt a strategy that both increases resilience and provides economic benefits, including mitigation of global warming. American Indian and Alaska Native tribes are uniquely affected by climate change. Indigenous peoples have depended on a wide variety of native fungi, plant and animal species for food, medicine, ceremonies, community and economic health for countless generations. Climate change stands to impact the species and ecosystems that constitute tribal traditional foods that are vital to tribal culture, economy and traditional ways of life. This paper examines the impacts of climate change on tribal traditional foods by providing cultural context for the importance of traditional foods to tribal culture, recognizing that tribal access to traditional food resources is strongly influenced by the legal and regulatory relationship with the federal government, and examining the multi-faceted relationship that tribes have with places, ecological processes and species. Tribal participation in local, regional and national climate change adaption strategies, with a focus on food-based resources, can inform and strengthen the ability of both tribes and other governmental resource managers to address and adapt to climate change impacts. Drawing on social constructivist approaches to interpreting the generation of knowledge, particularly Stirling's (Local Environ 4(2):111-135, ) schema of incomplete knowledge, this paper looks critically at climate-crop modelling, a research discipline of growing importance within African agricultural adaptation policy. A combination of interviews with climate and crop modellers, a meta-analysis survey of crop modelling conducted as part of the CGIAR's Climate Change Agriculture and Food Security (CCAFS) programme in 2010, and peer-reviewed crop and climate modelling literature are analysed. Using case studies from across the crop model production chain as illustrations it is argued that, whilst increases in investment and growth of the modelling endeavour are undoubtedly improving observational data and reducing ignorance, the future of agriculture remains uncertain and ambiguous. The expansion of methodological options, assumptions about system dynamics, and divergence in model outcomes is increasing the space and need for more deliberative approaches to modelling and policy making. Participatory and deliberative approaches to science-policy are advanced in response. The discussion highlights the problem that, uncertainty and ambiguity become hidden within the growing complexity of conventional climate and crop modelling science, as such, achieving the transparency and accessibility required to democratise climate impact assessments represents a significant challenge. Ethiopia's agriculture is predominantly rainfed and hence any irregularity in weather conditions has adverse welfare implications. Using panel data, this paper analyzes the effect of rainfall shocks on Ethiopian rural households' food security and vulnerability over time while controlling for a range of other factors. To this end, we generate a time-variant household food security index which is developed by principal components analysis. Based on this index, households are classified into relative food security groups and their socioeconomic differences are assessed. The exploratory results show that compared to the less secured households, the more secured ones have male and literate household heads, tend to have a greater number of economically active household members, own more livestock, experience better rainfall outcome, and participate in local savings groups. Using the food security index as the dependent variable, we use a fixed effects instrumental variable regression model to identify determinants of households' food security over time and find that rainfall variability is an important factor. Moreover, household size, participation in local savings groups, and livestock ownership positively affect food security. Results from multinomial logistic regression model complement the fixed effects instrumental variable regression results by showing that the level and variability of rainfall are important determinants of persistent food insecurity and vulnerability. The results highlight the need for efficient risk reduction and mitigation programs to improve risk exposure and coping ability of rural households. This paper derives a notional future carbon budget for UK agriculture, land use, land use change and forestry sectors (ALULUCF). The budget is based on a bottom-up marginal abatement cost curve (MACC) derived for a range of mitigation measures for specified adoption scenarios for the years 2012, 2017 and 2022. The results indicate that in 2022 around 6.36 MtCOe could be abated at negative or zero cost. Furthermore, in the same year, over 17% of agricultural GHG emissions (7.85 MtCOe) could be abated at a cost of less than the 2022 Shadow Price of Carbon (£34 (tCOe)). The development of robust MACCs faces a range of methodological hurdles that complicate cost-effectiveness appraisal in ALULUCF relative to other sectors. Sea-level rise (SLR) due to climate change is a serious global threat: The scientific evidence is now overwhelming. Continued growth of greenhouse gas emissions and associated global warming could well promote SLR of 1 m in this century, and unexpectedly rapid breakup of the Greenland and West Antarctic ice sheets might produce a 3–5 m SLR. In this paper, we assess the consequences of continued SLR for 84 coastal developing countries. Geographic Information System (GIS) software has been used to overlay the best available, spatially disaggregated global data on critical impact elements (land, population, agriculture, urban extent, wetlands, and GDP), with the inundation zones projected for 1–5 m SLR. Our results reveal that tens of millions of people in the developing world are likely to be displaced by SLR within this century; and accompanying economic and ecological damage will be severe for many. This paper provides an overview of the development of the ‘Regional Impact Simulator’ – a user friendly software tool designed to allow stakeholders to perform integrated assessments of the effects of climate and/or socio-economic change on the important sectors and resources of two contrasting UK regions. This includes the assessment of agriculture, water resources, biodiversity and coastal and river flooding. The tool arose from the need to further develop the methods applied in the earlier RegIS project, which was the first local to regional integrated assessment in the UK. The limitations of RegIS included very long run times, a limited number of simulations, incomplete linkages between models and no allowance for scenario uncertainty. Based upon the stakeholder needs identified within RegIS, a series of guiding principles were developed with Steering Committee stakeholders, which informed the concept of the ‘Regional Impact Simulator’ including functionality, appearance and complexity. An Integrated Assessment Methodology based upon the Drivers-Pressure-State-Impact-Response (DPSIR) framework facilitated the integration of multiple models, scenarios and datasets within the software interface. The development of the ‘Regional Impact Simulator’ provides a test-bed for further studies of stakeholder-led, regional, integrated assessment, and provides an opportunity to learn the many lessons in undertaking such studies. Dairy farmers face increasing pressure to decrease environmental impact while remaining economically viable. Adaptation of farm management practices in response to seasonal climate forecasts may be one means of achieving these objectives. This paper describes the interactive and iterative process by which farmers, researchers, extension agents, regulatory agencies, and other stakeholders collaborated to create, calibrate, and validate the Dynamic North Florida Dairy Farm model (DyNoFlo), a whole-farm decision support system to decrease nitrogen leaching while maintaining profitability under variable climate conditions. Participatory modeling may enhance the creation of adoptable and adaptable user-friendly models that include environmental, economic and biophysical components. By providing farmers, policy makers, and other stakeholders with a more holistic view of current practices, common ground among them was more easily identified and collaboration was fostered. Farmer values included willingness to be good environmental stewards when they are profitable. The participatory research and development process enhanced understanding of and potential adaptation to seasonal climate variability conditioned to the El Niño Southern Oscillation (ENSO) phases in light of increasing environmental regulations and economic challenges. Greenhouse gas abatement policies will increase the demand for renewable sources of energy, including bioenergy. In combination with a global growing demand for food, this could lead to a food-fuel competition for bio-productive land. Proponents of bioenergy have suggested that energy crop plantations may be established on less productive land as a way of avoiding this potential food-fuel competition. However, many of these suggestions have been made without any underlying economic analysis. In this paper, we develop a long-term economic optimization model (LUCEA) of the U.S. agricultural and energy system to analyze this possible competition for land and to examine the link between carbon prices, the energy system dynamics and the effect of the land competition on food prices. Our results indicate that bioenergy plantations will be competitive on cropland already at carbon taxes about US $20/ton C. As the carbon tax increases, food prices more than double compared to the reference scenario in which there is no climate policy. Further, bioenergy plantations appropriate significant areas of both cropland and grazing land. In model runs where we have limited the amount of grazing land that can be used for bioenergy to what many analysts consider the upper limit, most of the bioenergy plantations are established on cropland. Under the assumption that more grazing land can be used, large areas of bioenergy plantations are established on grazing land, despite the fact that yields are assumed to be much lower (less than half) than on crop land. It should be noted that this allocation on grazing land takes place as a result of a competition between food and bioenergy production and not because of lack of it. This study applies the Ricardian technique to estimate the effect of climate change on the smallholder agriculture sector in Sri Lanka. The main contribution of the paper is the use of household-level data to analyze long-term climate impacts on farm profitability. Household-level data allows us to control for a host of factors such as human and physical capital available to farmers as well as adaptation mechanisms at the farm level. We find that non-climate variables explain about half the variation in net revenues. However, our results suggest that climate change will have a significant impact on smallholder profitability. In particular, reductions in precipitation during key agricultural months can be devastating. At the national level, a change in net revenues of between--23% and+22% is likely depending on the climate change scenario simulated. These impacts will vary considerably across geographic areas from losses of 67% to gains that more than double current net revenues. The largest adverse impacts are anticipated in the dry zones of the North Central region and the dry zones of the South Eastern regions of Sri Lanka. This paper tests whether climate has an impact on per capita rural income. The study finds that total (agricultural and nonagricultural) income in rural counties and municipios in the US and Brazil are affected by climate. The study demonstrates that this income effect is due to changes in the net value of agriculture. Regions with better climates for agriculture support higher rural incomes and regions with poor climates have more rural poverty. One of the banes of farming is the frequent complete loss of crops due to adverse weather conditions or pests. In this paper, we explore what causes catastrophic crop failures. The study demonstrates that 39% of the variation in expected crop failure rates across the United States can be explained by soils and climate. The analysis shows that precipitation, soils, and especially temperature all explain average crop failure rates. Surprisingly, the analysis did not suggest that annual warming would increase crop failure rates. However, decreases in annual precipitation or increases in interannual or diurnal variation would all be harmful to crops. [ABSTRACT FROM AUTHOR]

The purpose of this paper is to develop and apply a new method to assess economic potential for agricultural greenhouse gas mitigation. This method uses secondary economic data and conventional econometric production models, combined with estimates of soil carbon stocks derived from biophysical simulation models such as Century, to construct economic simulation models that estimate economic potential for carbon sequestration. Using this method, simulations for the central United States show that reduction in fallow and conservation tillage adoption in the wheat-pasture system could generate up to about 1.7 million MgC/yr, whereas increased adoption of conservation tillage in the corn--soy--feed system could generate up to about 6.2 million MgC/yr at a price of $200/MgC. About half of this potential could be achieved at relatively low carbon prices (in the range of $50 per ton). The model used in this analysis produced estimates of economic potential for soil carbon sequestration potential similar to results produced by much more data-intensive, field-scale models, suggesting that this simpler, aggregate modeling approach can produce credible estimates of soil carbon sequestration potential. Carbon rates were found to vary substantially over the region. Using average carbon rates for the region, the model produced carbon sequestration estimates within about 10% of those based on county-specific carbon rates, suggesting that effects of spatial heterogeneity in carbon rates may average out over a large region such as the central United States. However, the average carbon rates produced large prediction errors for individual counties, showing that estimates of carbon rates do need to be matched to the spatial scale of analysis. Transaction costs were found to have a potentially important impact on soil carbon supply at low carbon prices, particularly when carbon rates are low, but this effect diminishes as carbon prices increase. This paper introduces, explains, and describes methods for addressing the issues of permanence, leakage, and additionality (PLA) of agricultural soil carbon sequestration (ASCS) activities at the project level. It is important to cast these as project-level issues, because they relate to the integrity and consistency of using location-specific ASCS projects as an offset against GHG emissions generated in other sectors (e.g., energy). The underlying objective is to understand and quantify what the net carbon benefits of an ASCS project are once we account for the fact that (1) the sequestered carbon may be stored impermanently, (2) the project may displace emissions outside the project boundaries (leakage), and (3) the project's carbon sequestration may not be entirely additional to what would have occurred anyway under business-as-usual (no project) conditions. There is growing evidence that, as a result of global climate change, some of the most severe weather events could become more frequent in Europe over the next 50 to 100 years. The paper aims to (i) describe observed trends and scenarios for summer heat waves, windstorms and heavy precipitation, based on results from simulations with global circulation models, regional climate models, and other downscaling procedures, and (ii) discuss potential impacts on agricultural systems and forests in Switzerland. Trends and scenarios project more frequent heavy precipitation during winter corresponding, for example, to a three-fold increase in the exceedance of today's 15-year extreme values by the end of the 21st century. This increases the risk of large-scale flooding and loss of topsoil due to erosion. In contrast, constraints in agricultural practice due to waterlogged soils may become less in a warmer climate. In summer, the most remarkable trend is a decrease in the frequency of wet days, and shorter return times of heat waves and droughts. This increases the risk of losses of crop yield and forage quality. In forests, the more frequent occurrence of dry years may accelerate the replacement of sensitive tree species and reduce carbon stocks, and the projected slight increase in the frequency of extreme storms by the end of the century could increase the risk of windthrow. Some possible measures to maintain goods and services of agricultural and forest ecosystems are mentioned, but it is suggested that more frequent extremes may have more severe consequences than progressive changes in means. In order to effectively decrease the risk for social and economic impacts, long-term adaptive strategies in agriculture and silviculture, investments for prevention, and new insurance concepts seem necessary. During the recent decade, with the growing recognition of the possibility of climate change and clear evidence of observed changes in climate during 20th century, an increasing emphasis on food security and its regional impacts has come to forefront of the scientific community. In recent times, the crop simulation models have been used extensively to study the impact of climate change on agricultural production and food security. The output provided by the simulation models can be used to make appropriate crop management decisions and to provide farmers and others with alternative options for their farming system. It is expected that in the coming decades with the increased use of computers, the use of simulation models by farmers and professionals as well as policy and decision makers will increase. In India, substantial work has been done in last decade aimed at understanding the nature and magnitude of change in yield of different crops due to projected climate change. This article reports on findings of a research project examining farmers' coping strategies in the Brazilian Amazon in response to El Niño related weather events. We examine the extent of vulnerability of small and large farmers to these events in a tropical rainforest environment. Little attention has been given to the impact of ENSO events in Amazônia, despite evidence for devastating fires during ENSOs. Although we found a range of locally developed forecasting techniques and coping mechanisms, farmers have sustained significant losses, and we suggest that increased access to scientific forecasts would greatly enhance the ability of the farmers in our study area to cope with El Niño related weather events. In Amazônia the El Niño phase of the El Niño-Southern Oscillation (ENSO) climate pattern leads to an extended period of reduced rainfall (Hobbs et al., 1998). This period of reduced rainfall can result in significant agricultural losses for farmers and ranchers in the area and in increased forest flammability. We have found that the majority of our study population uses several methods of forecasting, coping with, and adapting to drought events - and they recognize the economic losses they can experience and the loss of forests through the accidental spread of fire. The poorest farmers in our study area experience El Niño related drought events as a serious threat to their livelihoods. Their vulnerability is heightened during extreme climate events and our observations revealed that all of the farmers in our study would benefit from increased availability of improved forecast information relevant to their locality and their current farming strategies. This paper examines the availability and use of forecasts, the occurrence of accidental fires and techniques to prevent fire related losses, and the coping mechanisms for dealing with El Niño related drought in the agricultural regions surrounding the cities of Altamira and Santarém, in Pará State, Brazil. Distribution of an El Niño Prediction Kit at the end of the study and a series of workshops may lead to better local information on rainfall variability and create a farmer-maintained grid of collecting stations to sensitize farmers to the variability of precipitation in the region, and on their property. The importance of anchoring seasonal climate forecasts to user needs is examined in this paper. Although it is generally accepted that seasonal climate forecasts have potential value, many constraints preclude the optimal use of these forecasts, including the way forecasts are produced, interpreted and applied in a variety of decision-making processes. In South Africa, a variety of agricultural users exists, ranging from the small-scale farmer to larger commercial farming entities. Useful seasonal are those produced and disseminated with the end user in mind. A retroactive test period during the 1990s, evaluates the perceived impact of incorporating seasonal rainfall forecasts into decisions made by commercial crop farmers in the central parts of South Africa. Although a small sample of commercial farmers was interviewed, the results show some benefits to commercial agriculture if seasonal climate forecast information is continuously and effectively applied over the long-term. Abstract During this century global warming will lead to changes in global weather and climate, affecting many aspects of our environment. Agriculture is the sector of the United States economy most likely to be directly impacted by climatic changes. We have examined potential changes in dryland agriculture (Part 3) and in water resources necessary for crop production (Part 4) in response to a set of climate change scenarios. In this paper we assess to what extent, under these same scenarios, water supplies will be sufficient to meet the irrigation requirement of major grain crops in the US. In addition, we assess the overall impacts of changes in water supply on national grain production. We apply the 12 climate change scenarios described in Part 1 to the water resources and crop growth simulation models described in Part 2 for the conterminous United States. Drawing on data from Parts 3 and 4 we calculate what the aggregate national production would be in those regions in which grain crops are currently produced by applying irrigation where needed and water supplies allow. The total amount of irrigation water applied to crops declines under all climate change scenarios employed in this study. Under certain of the scenarios and in particular regions, precipitation decreases so much that water supplies are too limited; in other regions precipitation becomes so plentiful that little value is derived from irrigation. Nationwide grain crop production is greater when irrigation is applied as needed. Under irrigation, less corn and soybeans are produced under most of the climate change scenarios than is produced under baseline climate conditions. Winter wheat production under irrigation responds significantly to elevated atmospheric carbon dioxide concentrations [CO2] and appears likely to increase under climate change. [ABSTRACT FROM AUTHOR]
