Based on the government's historical records and personal documents of the pre-modern Chosŏn Dynasty, this paper examines the socio-economic impacts in Korea in response to climatic variability from 1809 until 1819 that may have been influenced to some degree by the eruption of the "unknown volcano" (1809) and the Tambora eruption (1815). In the early 1800s, when volcanic eruptions occurred successively, the Korean Peninsula experienced a temporal precipitation variation—drought, abundant rainfall, and normalcy—twice. The precipitation variation in this period had a heavy impact on the yields of rice, major crop on the peninsula. In the phase of drought in 1809 and extreme climatic anomalies in 1814, the country suffered record poor harvests, and in the abundant rainfall phase in 1810 and 1816–1817, it had bumper crops. For this reason, 1816–1817 were the halcyon years for Korea, unlike the case of Europe and the northeastern USA which suffered from extreme climatic anomalies in those years. This case of the Korean Peninsula indicates that the climate change and natural disasters of the 1810s were influenced by not only of the single event of the Tambora eruption but of the successive eruptions of volcanoes in the 7 years from 1809 to 1815, which also affected other areas on the globe for 11 years (1809–1819). This paper presents the first interdecadal and interannual periodisation of the climate in West Africa between 1750 and 1800. The climatic synthesis is founded on previously unexploited British documents written at Cape Coast Castle, Cape Coast, Ghana and travel journals, which are combined with previous research on the Sahel. By combining historical evidence with the most recently identified rainfall patterns in the Sahel and the Guinea coast, the climatic periodisation distinguishes between wetter and drier periods. The results show that there was great interannual and interdecadal variability in the West African rainfall regime in the 18th century. The historical evidence suggests that the climate in the Sahel and the Guinea coastal interior alternated between five wet and dry periods, whereas the coastal dry zone alternated between three wet and dry periods. The most pronounced changes in the climate are found in the 1780s and 1790s. The Guinea coastal interior and the Sahel experienced a wet period in the 1780s and a dry period in the 1790s, whereas the coastal dry zone was drier in the 1780s and wetter in the 1790s. This paper builds on existing theory and proposes a framework to identify vulnerability to climate change in food systems by examining historic cases where common environmental problems caused famine. Cases presented are (1) Ireland's Potato Famine, (2) El Niño induced famines during the Colonial period, and (3) Ethiopia between 1965 and 1997. Three factors stand out as common in each. Prior to each famine: (1) there were very few ways that people could obtain a living in the worst affected regions; (2) livelihoods in famine stricken communities came to depend on highly specialized agro-ecosystems that were sensitive to environmental change; (3) institutions failed to provide adequate safety nets to protect livelihoods from failure. This analysis suggests that vulnerability to climate change in food systems can be assessed by looking at agro-ecosystems, livelihoods and institutions. Local conditions, however, mean that ways of measuring these three factors will vary from place to place. As a result, direct comparisons are difficult. By conceptualizing these three variables as the axes of a three dimensional "vulnerability" space, it is possible to compare regions and look at trends over time by studying the paths through this "space" as traced by changes at the agroecosystem, livelihood, and institutional scale. Unusually severe or prolonged drought ranks among the most devastating and calamitous of all extreme climate events, contributing to wildfires, crop failure, livestock death, food shortages and famine. The response of human activities and the natural environment to such historical weather perturbations provides a guide to where the most critical sensitivities to future climate changes may lie (McCarthy et al., 2001, 'Climatic change 2001: Impact adaptation, and vulnerability', from 3rd Assesment Report of IPCC). The reconstruction of regional climatic histories and investigations of the impacts of - and social response to - extreme droughts in history are thus of crucial significance if we are to understand and anticipate the potential repercussions of future events (Wigley, 1985, Nature 316, 106-107; Grove and Conterio, 1995, Clim. Change 30, 223). Chihuahua, in the arid Northwest of Mexico, is one of the most seriously and frequently drought affected regions of the country (Garcia, 2000, available at www.sequia.edu.mx/proyectos/vulnera.html). Prolonged drought in the 1930s, 1950s and 1990s contributed to water scarcity, harvest failure, illness, livestock disease, abandonment and water conflict and served to highlight the particular vulnerability of agrarian society in this region to climatic variability (Sandoval, 2003, Ingeneria Hidraulica en Mexico 18(2), 133-155). Recent investigations using tree ring analysis have identified several phases of such prolonged drought over the last seven centuries. In this paper we use archival documents to investigate the impacts of such periods in late colonial Chihuahua and to explore how society in the region responded to and coped with them.
