In 2013, the Arctic Athabaskan Council representing the Arctic Athabaskan peoples filed a petition to the Inter-American Commission on Human Rights. The Council sought relief for violations of their rights resulting from rapid Arctic warming and melting caused by emissions of black carbon by Canada. The aim of the paper is to show legal complaints and arguments of a particular indigenous people, Arctic Athabaskans—arguments intended to enforce Canada's obligation to reduce or eliminate black carbon emissions, which negatively affect numerous rights of indigenous Athabaskans. Additionally, the article will point to the new legal developments and potential success of those arguments and litigation itself. The article analyses issues at the intersection of human rights, indigenous peoples and climate change. The concluding remarks attempt to answer the research questions and offer some reflections on the potential to protect indigenous peoples' rights offered by this type of advocacy strategy and, more specifically, the petition in particular. The research method adopted is that of legal-institutional analysis as well as content analysis of relevant literature (analysis of the discourse). This paper moves forward existing climate litigation literature which focuses on human rights. Shifts in species ranges and viability introduced by climate change are creating difficult challenges for scientists and citizens. In many cases, the seriousness of threats to endangered species is forcing policy makers and resource managers to consider novel species protection strategies, either to complement or replace existing conservation approaches. This paper seeks to deepen understanding of public views on a range of conventional and novel management initiatives designed to protect species under the threat of extinction, based on results from an online survey conducted in the USA and Canada. Participants first selected a preferred intervention strategy and were then presented with a series of scenarios, focused on protection of the endangered bristlecone pine, which allowed them to explore their willingness to shift to a new policy regime with a better chance of protecting the species. The use of a decision-pathways survey design allowed us to examine the strength of the nudge required to elicit a shift in their position and the reasoning underlying selection of a preferred management alternative. Results generally support the conclusion that, so long as a clear rationale is provided, there exists surprisingly widespread support for the adoption of novel management approaches to save threatened or endangered species even if this requires more intensive genetic and transformational interventions that are costly or ethically challenging. The article describes the development of the web-based Canadian Forest Service climate change indicator system, referred to as the Forest Change Tracking System. This indicator system was established in 2011 with financial support from the Adaptation theme of the Government of Canada Clean Air Agenda. The objectives of the Forest Change Tracking System are to (a) raise awareness and inform on the occurrence and scope of ongoing changes across Canadian forests associated with climate change and to (b) support the inclusion of adaptation into forest management planning and forest-related policies. The development strategy was to focus on a limited number of most relevant indicators and to build on existing capacity in order to produce information on current and future climate change impacts across Canada's vast forests. An initial list of 141 potential indicators relevant to forestry was compiled through a series of workshops with more than 100 researchers and forest sector stakeholders and through a global scan of climate change indicator initiatives. A rating system based on each indicator's potential relevance, sensitivity, and feasibility of measurement was used to select a subset of 35 indicators. These indicators fall within three broad systems—climate, forest, and human. Each indicator web page contains information on the relevance of the indicator, graphs, or maps on past trends and future projections across Canada and related links and references. An important aspect of predicting future wildland fire risk is estimating fire weather—weather conducive to the ignition and propagation of fire—under realistic climate change scenarios. Because the majority of area burned occurs on a few days of extreme fire weather, this task should be able to resolve fire weather extremes. In this paper, we present a statistical downscaling procedure based on distribution based scaling (DBS) to bias correct the Fire Weather Index (FWI), part of the Canadian Forest Fire Danger Rating System, as calculated from modeled climate data. Our study area is western Canada (British Columbia and Alberta) and we consider both an historical control period (1990–2000) and three future time periods (2020–2030, 2050–2060, and 2080–2090). The historical data used to calibrate the DBS procedure comprises weather station data and weather from the North American Regional Reanalysis (NARR), whereas the future climate projections are the output of three regional climate models, corresponding to different model parameterizations and downscaled from the NCAR Community Earth System Model under the RCP 8.5 scenario. By fitting a truncated Weibull distribution to observed and modeled FWI values, our method is able to reproduce historical extremes in fire weather indices as determined by the distribution of annual potential spread days, which are defined as days with FWI values greater than 19. Moreover, by calibrating the DBS procedure with gridded reanalysis data as well as station observations, we are able to project future spread day distributions over the entire study area. The results of this study show the DBS procedure leads to a greater number of projected annual spread days at most locations compared with estimates using the uncorrected model output, and that all three RCM models show positive increases in potential annual spread days for the 2050–2060 and 2080–2090 time periods. With global action being outpaced by climate change impacts, communities in climate-vulnerable countries are at increased risk of incurring climate-induced losses and damages. In the last few years, disasters from extreme weather events such as typhoons have increased and have breached records, with typhoon Haiyan being the strongest ever typhoon to make landfall. Such an event solicited global compassion and altruism where Canada and the USA, apart from doling out traditional humanitarian aid, also offered immigration relief opportunities to typhoon Haiyan victims who have familial connections to their residents. Drawing from these immigration relief interventions, this paper uses a sociopolitical approach in proposing a climate humanitarian visa that would be offered to climate change victims on the basis of transnational family networks and skilled labor. Noting that several countries such as in Europe have demographic deficits and labor shortages, such a scheme would benefit both climate change victims and receiving countries. To counter the risk of selective compassion against economically trapped populations, potential receiving countries could provide skills upgrading geared toward addressing their labor shortages through their existing development programs. While migration is only one strategy in a spectrum of responses to climate change impacts, a climate humanitarian visa could provide climate change victims a legal choice for mobility while invoking altruism, hospitality, and compassion from potential receiving countries, whether or not they historically cause climate change. In this paper we describe sea ice change and variability during the Canadian International Polar Year (IPY) program and examine several regional and hemispheric causes of this change. In a companion paper (Barber et al., Climate Change) we present an overview of the consequences of this observed change and variability on ecosystem function, climatically relevant gas exchange, habitats of primary and apex predators, and impacts on northern peoples. Sea ice-themed research projects within the fourth IPY were designed to be among the most diverse international science programs. They greatly enhanced the exchange of Inuit knowledge and scientific ideas across nations and disciplines. This interdisciplinary and cultural exchange helped to explain and communicate the impacts of a transition of the Arctic Ocean and ecosystem to a seasonally ice-free state, the commensurate replacement of perennial with annual sea ice types and the causes and consequences of this globally significant metamorphosis. This paper presents a synthesis of scientific sea ice research and traditional knowledge results from Canadian-led IPY projects between 2007 and 2009. In particular, a summary of sea ice trends, basin-wide and regional, is presented in conjunction with Inuit knowledge of sea ice, gathered from communities in northern Canada. We focus on the recent observed changes in sea ice and discuss some of the causes of this change including atmospheric and oceanic forcing of both dynamic and thermodynamic forcing on the ice. Pertinent results include: 1) In the Amundsen Gulf, at the western end of the Northwest Passage, open water persists longer than normal and winter sea ice is thinner and more mobile. 2) Large areas of summer sea ice are becoming heavily decayed during summer and can be broken up by long-period waves being generated in the now extensive open water areas of the Chukchi Sea. 3) Cyclones play an important role in flaw leads-regions of open water between pack ice and land-fast ice. They delay the formation of new ice and the growth of multi-year ice. 4) Feedbacks involving the increased period of open water, long-period wave generation, increased open-ocean roughness, and the precipitation of autumn snow are all partially responsible for the observed reduction in multiyear sea ice. 5) The atmosphere is observed as remaining generally stable throughout the winter, preventing vertical entrainment of moisture above the surface. Synoptic weather typing and regression-based downscaling approaches have become popular in evaluating the impacts of climate change on a variety of environmental problems, particularly those involving extreme impacts. One of the reasons for the popularity of these approaches is their ability to categorize a complex set of meteorological variables into a coherent index, facilitating the projection of changes in frequency and intensity of future daily extreme weather events and/or their impacts. This paper illustrated the capability of the synoptic weather typing and regression methods to analyze climatic change impacts on a number of extreme weather events and environmental problems for south-central Canada, such as freezing rain, heavy rainfall, high-/low-streamflow events, air pollution, and human health. These statistical approaches are helpful in analyzing extreme events and projecting their impacts into the future through three major steps or analysis procedures: (1) historical simulation modeling to identify extreme weather events or their impacts, (2) statistical downscaling to provide station-scale future hourly/daily climate data, and (3) projecting changes in the frequency and intensity of future extreme weather events and their impacts under a changing climate. To realize these steps, it is first necessary to conceptualize the modeling of the meteorology, hydrology and impacts model variables of significance and to apply a number of linear/nonlinear regression techniques. Because the climate/weather validation process is critical, a formal model result verification process has been built into each of these three steps. With carefully chosen physically consistent and relevant variables, the results of the verification, based on historical observations of the outcome variables simulated by the models, show a very good agreement in all applications and extremes tested to date. Overall, the modeled results from climate change studies indicate that the frequency and intensity of future extreme weather events and their impacts are generally projected to significantly increase late this century over south-central Canada under a changing climate. The implications of these increases need be taken into consideration and integrated into policies and planning for adaptation strategies, including measures to incorporate climate change into engineering infrastructure design standards and disaster risk reduction measures. This paper briefly summarized these climate change research projects, focusing on the modeling methodologies and results, and attempted to use plain language to make the results more accessible and interesting to the broader informed audience. The history of instrumental meteorological observations in Labrador/Nunatsiavut, Canada, began in August 1771 when the Unitas Fratrum, also known as the “Moravian Brethren”, established a mission among the Inuit on the Labrador coast. The Brethren named this place “Nain” after a city mentioned in the New Testament of the Bible. The missionaries included learned men, trained in the natural sciences, and in October of that same year they began to undertake instrumental meteorological observations. These observations have been continued, in one form or another, to the present day. As will be shown in this paper, the year 1771 thus marks the beginning of a long time series of meteorological observations from Labrador. The authors of this paper are currently researching the climatic history of the Labrador/Nunatsiavut region by tracing the meteorological observations of the Moravian missionaries to be found in scientific publications of the eighteenth, nineteenth and twentieth centuries. As will be demonstrated, the records of these observations in Labrador go through several stages; from being almost completely forgotten, to being published and republished in the main international meteorological journals. In this latter context, it may be said that the channels for the distribution of this knowledge are still being charted; this process involves tracking contacts between the Moravian Church and their sympathisers, as well as between the Church and contemporary scientists. This paper seeks to elucidate knowledge of these old records by placing them in the context of the research field of historical climatology and, at the same time, to honour the Moravian missionary observers for their valuable contribution to knowledge of past variations in climate. Climate change is a likely addition to the unpredictable challenges urban communities will face. Enhancing urban forests has gained prominence as a climate adaptation tool in cities. The fact that urban forests are also vulnerable is now starting to emerge. Many urban forest management professionals do not know how to take climate change into account and what aspects of urban forest vulnerability to climate change to prioritize. Bringing climate change to the forefront of the decision-making process in urban forest management, and urban forests to the forefront of urban climate issues, is important to urban forest success. This paper presents an exploratory assessment of vulnerability to climate change in the Canadian urban forests of Halifax, London, and Saskatoon. The objectives of the assessment were to: 1) identify the elements of urban forest exposure and sensitivity to climate change, the nature of the expected impact, and the adaptive capacities that exist in these three urban forests; 2) assess which of these elements contributes more to urban forest vulnerability to climate change; and, 3) elicit adaptive strategies based on this information. The method used was participatory and expert-based and allowed for a systematic evaluation of vulnerability. Exposures related to drought, heat stress, and wind, susceptibility of urban trees to insects and diseases, and the sensitivity of young trees and tree species with specific temperature and moisture requirements, are the main concerns regarding the vulnerability of urban forests to climate change in these three cities. Canadian contributions to International Polar Year (IPY) 2007-2008 were designed to improve the understanding of climate change impacts and adaptation and to gain insight into issues surrounding community health and well-being in Canada's arctic. Fifty-two research projects, involving scientists, northern partners and communities, focused on the arctic atmosphere and climate, cryosphere, oceans, sea ice, marine ecosystems, terrestrial ecosystems, wildlife as well as human health and community well-being. Key research findings on these topics are presented in this special issue of Climatic Change. This introductory paper presents an overview of the international and Canadian IPY programs and a summary of Canadian IPY results, including progress made in data management and capacity building. The legacy of IPY in Canada includes expanded international scientific cooperation, meaningful partnerships with northern communities, and more northern residents with research training. The social and cultural dimensions of arctic environmental change were explored through Canada's International Polar Year (IPY) research program. Drawing on concepts of vulnerability, resilience and human security, we discuss preliminary results of 15 IPY research projects (of 52) which dealt with the effects and responses of northern communities to issues of ecological variability, natural resource development and climate change. This paper attempts to determine whether the preliminary results of these projects have contributed to the IPY program goal of building knowledge about well-being in the arctic. The projects were diverse in focus and approach but together offer a valuable pan-northern perspective on many themes including land and resource use, food security, poverty and best practices of northern engagement. Case study research using self-reported measures suggests individual views of their own well-being differ from regional and territorial standardized statistics on quality of life. A large body of work was developed around changes in land and resource use. A decline in land and resource use in some areas and consequent concerns for food security, are directly linked to the effects of climate change, particularly in coastal areas where melting sea ice, erratic weather events and changes in the stability of landscapes (e.g., erosion, slumping) are leading to increased risks for land users. Natural resource development, while creating some new economic opportunities, may be compounding rather than offsetting such stresses of environmental change for vulnerable populations. While the IPY program has contributed to our understanding of some aspects of well-being in the arctic, many other issues of social, economic, cultural and political significance, including those unrelated to environmental change, remain poorly understood. This paper summarizes the main elements of four IPY projects that examine the Arctic Atmosphere. All four projects focus on present conditions with a view to anticipating possible climate change. All four investigate the Arctic atmosphere, ocean, ice, and land interfacial surfaces. One project uses computer models to simulate the dynamics of the Arctic atmosphere, storms, and their interactions with the ocean and ice interface. Another project uses statistical methods to infer transports of pollutants as simulated in large-scale global atmospheric and oceanic models verifying results with available observations. A third project focuses on measurements of pollutants at the ice-ocean-atmosphere interface, with reference to model estimates. The fourth project is concerned with multiple, high accuracy measurements at Eureka in the Canadian Archipelago. While these projects are distinctly different, led by different teams and interdisciplinary collaborators, with different technical approaches and methodologies, and differing objectives, they all strive to understand the processes of the Arctic atmosphere and climate, and to lay the basis for projections of future changes. Key findings include: • Decreased sea ice leads to more intense storms, higher winds, reduced surface albedo, increased surface air temperature, and enhanced vertical mixing in the upper ocean. • Arctic warming may affect toxic chemicals by remobilizing persistent organic pollutants and augmenting mercury deposition/retention in the environment. • Changes in sea ice can dramatically change processes in and at the ice surface related to ozone, mercury and bromine oxide and related chemical/physical properties. • Structure and properties of the Arctic atmospheric-troposphere to stratosphere-and tracking of transport of pollution and smoke plumes from mid-latitudes to the poles. This paper explores two issues that have been receiving increasing attention in recent decades, climate change adaptation and natural disaster risk reduction. An examination of the similarities and differences between them reveals important linkages but also significant differences, including the spectrum of threats, time and spatial scales, the importance of local versus global processes, how risks are perceived, and degree of uncertainty. Using a risk perspective to analyze these issues, preferential strategies emerge related to choices of being proactive, reactive, or emphasizing risk management as opposed to the precautionary principle. The research activity described in this report is a comprehensive regional assessment of the impacts of climate change on water resources and options for adaptation in the Okanagan Basin. The ultimate goal of the project is to develop integrated climate change and water resource scenarios to stimulate a multistakeholder discussion on the implications of climate change for water management in the region. The paper describes two main objectives: (a) providing a set of research products that will be of relevance to regional interests in the Okanagan, and (b) establishing a methodology for participatory integrated assessment of regional climate change impacts and adaptation that could be applied to climate-related concerns in Canada and other countries. This collaborative study has relied on field research, computer-based models, and dialogue exercises to generate an assessment of future implications, and to learn about regional views on the prospects for adaptation. Along the way, it has benefited from strong partnerships with governments, researchers, local water practitioners, and user groups. Building on the scenario-based study components, and a series of interviews and surveys undertaken for the water management and adaptation case study components, a set of stakeholder dialogue sessions were organized which focused on identifying preferred adaptation options and processes for their implementation. Rather than seeking consensus on the "best" option or process, regional interests were asked to consider a range of available options as part of an adaptation portfolio that could address both supply side and demand side aspects of water resources management in the Okanagan.
