There has been a global trend away from delivering 'climate information' towards producing 'climate services' for decision-makers. The rationale for this shift is said to be the demand for timely and actionable climate knowledge, whilst the means of its delivery involves a shift from public good to more privatised forms of climate science. This paper identifies important implications of this shift to climate services by examining the role of consultants, drawing on an in-depth study of adaptation consultants in Australia. The role of consultants is instructive, not just because these private sector experts are engaged in climate services, but also because publicly funded climate science agencies are increasingly encouraged to behave as consulting firms do. Four imperatives of knowledge businesses—to be client-focussed, solutions-oriented, resource-efficient and self-replicating—are described. The paper argues that an emphasis on climate services shifts the incentives for climate science away from the public interest towards the ongoing pursuit of profit. There is a subsequent diversion of effort away from publicly accessible and transparent climate information to private knowledge for discrete clients. Climate services also emphasise knowledge for climate solutions as opposed to the politically charged identification of climate risks. The paper concludes with a warning that the trend towards climate services undermines the knowledge required for societies to adequately respond to the scale, speed and severity of climate change. There are numerous studies that have estimated the number of deaths attributable to heat and cold using city-level or provincial-level data. However, none of these studies have assessed temperature-mortality relationships using meteorological climate zones and data that covers an entire population/country. This analysis uses a national data set of death records to create time-series data for different regional aggregations. Temperature-mortality relationships are estimated using this data set of 1,717,224 deaths, which covers the whole of Australia between 2006 and 2017. This paper finds that the majority of deaths related to temperature in Australia are caused by heat. It also finds that the reference temperature used to separate impacts into heat-/cold-related mortality has a notable impact on the magnitude of these estimates. Previous studies (using the same methodology) found that most of the temperature-related mortality burden in Australia was attributed to cold temperatures. This led to studies that associated this with a net benefit from climate change. Droughts are a recurrent and natural part of the Australian hydroclimate, with evidence of drought dating back thousands of years. However, our ability to monitor, attribute, forecast and manage drought is exposed as insufficient whenever a drought occurs. This paper summarises what is known about drought hazard, as opposed to the impacts of drought, in Australia and finds that, unlike other hydroclimatic hazards, we currently have very limited ability to tell when a drought will begin or end. Understanding, defining, monitoring, forecasting and managing drought is also complex due to the variety of temporal and spatial scales at which drought occurs and the diverse direct and indirect causes and consequences of drought. We argue that to improve understanding and management of drought, three key research challenges should be targeted: (1) defining and monitoring drought characteristics (i.e. frequency, start, duration, magnitude, and spatial extent) to remove confusion between drought causes, impacts and risks and better distinguish between drought, aridity, and water scarcity due to over-extractions; (2) documenting historical (instrumental and pre-instrumental) variation in drought to better understand baseline drought characteristics, enable more rigorous identification and attribution of drought events or trends, inform/evaluate hydrological and climate modelling activities and give insights into possible future drought scenarios; (3) improving the prediction and projection of drought characteristics with seasonal to multidecadal lead times and including more realistic modelling of the multiple factors that cause (or contribute to) drought so that the impacts of natural variability and anthropogenic climate change are accounted for and the reliability of long-term drought projections increases. Bushfires are one of the most frequent natural hazards experienced in Australia. Fires play an important role in shaping the landscape and its ecological dynamics, but may also have devastating effects that cause human injuries and fatalities, as well as broad-scale environmental damage. While there has been considerable effort to quantify changes in the occurrence of bushfire in Australia, a comprehensive assessment of the most extreme bushfire cases, which exact the greatest economic and environmental impacts, is lacking. In this paper we reflect upon recently developed understanding of bushfire dynamics to consider (i) historical changes in the occurrence of extreme bushfires, and (ii) the potential for increasing frequency in the future under climate change projections. The science of extreme bushfires is still a developing area, thus our conclusions about emerging patterns in their occurrence should be considered tentative. Nonetheless, historical information on noteworthy bushfire events suggests an increased occurrence in recent decades. Based on our best current understanding of how extreme bushfires develop, there is strong potential for them to increase in frequency in the future. Floods are caused by a number of interacting factors, making it remarkably difficult to explain changes in flood hazard. This paper reviews the current understanding of historical trends and variability in flood hazard across Australia. Links between flood and rainfall trends cannot be made due to the influence of climate processes over a number of spatial and temporal scales as well as landscape changes that affect the catchment response. There are also still considerable uncertainties in future rainfall projections, particularly for sub-daily extreme rainfall events. This is in addition to the inherent uncertainty in hydrological modelling such as antecedent conditions and feedback mechanisms. Research questions are posed based on the current state of knowledge. These include a need for high-resolution climate modelling studies and efforts in compiling and analysing databases of sub-daily rainfall and flood records. Finally there is a need to develop modelling frameworks that can deal with the interaction between climate processes at different spatio-temporal scales, so that historical flood trends can be better explained and future flood behaviour understood. The business community has been frequently criticized for its lack of engagement with climate change, not just in terms of mitigation but increasingly also in terms of adaptation. One reason why executives may not take more decisive action on adaptation is the type of information they rely on for decision-making purposes. From this perspective, executives who engage more with scientific information sources for decision-making purposes would be likely to have a more comprehensive understanding of climate change, and would consequently be more concerned about their company's vulnerability and adaptation needs. So far, however, there is limited evidence showing that executives' lack of engagement with scientific information influences their perception that climate change is a serious issue. In this paper, we use survey data collected from 125 executives across the top 500 companies on the Australian Stock Exchange (ASX-500) to examine the links between how executives obtain information on climate change and their perceived need for adaptation action. Findings show that executives who report greater engagement with scientific information express greater concern about their company's vulnerability, which also translates into a greater perceived need for adaptation action. The paper evaluates the effect of future climate change (as per the CSIRO Mk3.5 A1FI future climate projection) on cotton yield in Southern Queensland and Northern NSW, eastern Australia by using of the biophysical simulation model APSIM (Agricultural Production Systems sIMulator). The simulations of cotton production show that changes in the influential meteorological parameters caused by climate change would lead to decreased future cotton yields without the effect of CO fertilisation. By 2050 the yields would decrease by 17 %. Including the effects of CO fertilisation ameliorates the effect of decreased water availability and yields increase by 5.9 % by 2030, but then decrease by 3.6 % in 2050. Importantly, it was necessary to increase irrigation amounts by almost 50 % to maintain adequate soil moisture levels. The effect of CO was found to have an important positive impact of the yield in spite of deleterious climate change. This implies that the physiological response of plants to climate change needs to be thoroughly understood to avoid making erroneous projections of yield and potentially stifling investment or increasing risk. Commercial marine fishing contributes significantly to the Australian economy, and has great importance for coastal communities. However, climate change presents significant challenges for Australia's fishing industries, now and into the future. With greater use of targeted information, the fishing industry will be better placed to minimise the negative impacts and take advantage of opportunities associated with the effects of climate change. The future of the fishing industry-specifically wild capture fisheries-will depend on its ability and capacity to apply appropriate adaptation strategies for its viability and sustainability in the long-term. Knowledge regarding expected long-term changes in species distributions, improved weather and seasonal climate forecasts and their influence on target species, and better understanding of species tolerances, can inform adaptation responses. This paper provides a review of recent advances in research addressing Australia's priorities in relation to commercial marine fisheries' responses to current and anticipated future climate change impacts, and considers barriers and adaptation options for fisheries management over the near-term planning horizon of 5-7 years. In this paper we assess the impact of climate change, at a micro-scale for a selection of four sites in New Zealand and Australia. These sites are representative of the key destination ski regions. In contrast to previous work, our work will for the first time, allow for a direct comparison between these two countries and enable both an estimate of the absolute impacts at a given site, as well as the relative impacts between the two countries. This direct comparison is possible because we have used exactly the same snow model, the same 3 global climate models (GCMs) and the same techniques to calibrate the model for all locations. We consider the changes in natural snow at these locations for the 2030-2049 and 2080-2099 time periods, for one mid-range emissions scenario (A1B). This future scenario is compared to simulations of current, 1980-1999, snow at these locations. We did not consider the snowmaking or economic components of the ski industry vulnerability, only the modelled changes in the natural snow component. At our New Zealand sites, our model indicates that by the 2040s there will be on average between 90 % and 102 % of the current maximum snow depth (on 31 August) and by the 2090s this will be on average reduced to between 46 % and 74 %. In Australia, our models estimates that by the 2040s there will be on average between 57 % and 78 % of the current maximum snow depth and by the 2090s this will be on average further reduced to between 21 % and 29 %. In terms of days with snowdepths equal to or exceeding a ski industry useable levels of 0.30 m, at our lowest elevation, and most sensitive sites, we observe a change from 125 days (current) to 99-126 (2040s) and 52-110 (2090s) in New Zealand. In Australia, a reduction from 94 to 155 days (current) to 81-114 (2040s) and 0-75 (2090s) is observed. In each case the changes are highly depended on the GCM used to drive the climate change scenario. While the absolute changes will have direct impacts at each location, so too will the relative changes with respect to future potential Australia-New Zealand tourism flows, and beyond. Our study provides an approach by which other regions or countries with climate sensitive tourism enterprises could assess the relative impacts and therefore the potential wider ranging ramifications with respect to destination attractiveness. Developing appropriate climate change adaptations to protect biodiversity requires taking into account the dynamics of agro-ecological and socio-economic change. A framework for approaching this problem was proposed, but not applied in detail, as part of a major biodiversity and climate change report prepared in Australia. This paper describes the first trial application of the method. It was applied across Vietnam as the Government is interested in identifying adaptation options and detailed data are readily available for its 65 provinces. The process involves identifying ecoregions and collating information for each region based on the current conditions and trends in biodiversity, population, income and agricultural production. Climate change scenarios are identified for each region, together with governance options. Educational needs and key adaptation actions are then identified for each region taking into account the agro-ecological and socio-economic input data. Annex I Parties may receive credits or debits from Land Use, Land Use Change and Forestry (LULUCF) activities, contributing to achieving individual emission reduction targets. In the Durban climate negotiations, Parties agreed new LULUCF accounting rules for the second commitment period of the Kyoto Protocol (CP2). By using these new rules, this paper presents key differences among Parties at the minimum (assuming no additional action) and potential (assuming additional actions) contribution of the forest-related LULUCF activities in achieving the pledges for 2020. Overall, the potential contribution of LULUCF is relatively modest (up to about 2 % of 1990 emissions) for the EU, the Annex I Parties likely joining the CP2, and for the Annex I Parties that joined the CP1 as a whole. However, for specific Parties, LULUCF can make a substantial contribution to achieving the pledges. For New Zealand, for instance, the potential contribution of future LULUCF credits may equal 33 % of its 1990 emission level. For Australia, the pledges are expressed relative to 2000 emission levels including LULUCF emissions. Given that LULUCF emissions have strongly declined between 1990 and 2000, and a further decline in foreseen by 2020 (based on Australia's projections), the minimum contribution of LULUCF to meet the Australian pledges appears to be about 19 % and 7 % relative to its 1990 and 2000 emission level, respectively. If a binding agreement can be reached on a post-2012 international climate regime, it is likely to include the phased introduction of a market-linked mechanism for reducing emissions from deforestation and forest degradation in developing countries (REDD). Under such a scheme, countries that reduce net REDD emissions below a pre-set baseline would receive credits that could be sold in carbon markets and used by purchasing nations to meet their international mitigation obligations. This paper draws on the Australian experience with deforestation to identify some of the issues that might obstruct progress on REDD. For the past 20 years, Australia has had the highest rate of deforestation in the developed world; ~416,000 ha of forests were cleared annually between 1990 and 2009, resulting in the emission of almost 80 MtCO-e/yr. It is also the only developed country that will rely on reduced deforestation emissions as the primary way of meeting its quantified emissions target under the Kyoto Protocol. daptive practices are taking place in a range of sectors and regions in Australia in response to existing climate impacts, and in anticipation of future unavoidable impacts. For a rich economy such as Australia's, the majority of human systems have considerable adaptive capacity. However, the impacts on human systems at the intra-nation level are not homogenous due to their differing levels of exposure, sensitivity and capacity to adapt to climate change. Despite past resilience to changing climates, many Indigenous communities located in remote areas are currently identified as highly vulnerable to climate impacts due to their high level of exposure and sensitivity, but low capacity to adapt. In particular, communities located on low-lying islands have particular vulnerability to sea level rise and increasingly intense storm surges caused by more extreme weather. Several Torres Strait Island community leaders have been increasingly concerned about these issues, and the ongoing risks to these communities' health and well-being posed by direct and indirect climate impacts. A government agency is beginning to develop short-term and long-term adaptation plans for the region. This work, however, is being developed without adequate scientific assessment of likely 'climate changed futures.' This is because the role that anthropogenic climate change has played, or will play, on extreme weather events for this region is not currently clear. This paper draws together regional climate data to enable a more accurate assessment of the islands' exposure to climate impacts. Understanding the level of exposure and uncertainty around specific impacts is vital to gauge the nature of these islands' vulnerability, in so doing, to inform decisions about how best to develop anticipatory adaptation strategies over various time horizons, and to address islanders' concerns about the likely resilience and viability of their communities in the longer term. Since the mid-1970s the climatic changes that have taken place in southwest Western Australia have generated a variety of impacts, the most prominent of which is a reduction in dam inflows of at least 50 percent. These impacts were the catalyst for the formation of the Indian Ocean Climate Initiative in 1998, a research partnership between two national research organizations and several state government departments and agencies. This paper describes the key scientific findings of the Initiative with respect to the nature of the climatic changes that have taken place within the region, explores the factors that might have caused these changes, and describes the most recent climate projections for the region. We reflect on the factors leading to the rapid acceptance of the research outcomes from the Initiative, the impact of the Initiative on policy development across Australia and its likely evolution post-2006. An integrated assessment is presented of the potential impacts of the cattle tick (Boophilus microplus Canestrini) on the Australian beef industry under climate change. The project was carried out as a case study to test an impact assessment approach that was designed to integrate biological, production and socio-economic impacts on managed and natural systems. A climate-driven, tick population model was run for European, zebu and crossbred cattle breeds having different levels of resistance to cattle ticks. A geographical information system (GIS) was used to organise spatial data on climate scenarios and industry statistics and to undertake regional analyses. A comparison was made of the two available approaches to conducting impact assessments, namely a bottom-up approach using sensitivity analysis and a top-down approach using climate change scenarios from a global circulation model (GCM) (CSIRO, 1996). The output, in terms of the abundance of tick populations and reductions in cattle productivity for each breed showed significant expansions in potential geographical impacts. In the absence of any adaptation measures, the results indicated changes in the losses in live weight gain of cattle tick ranging from 7780 tonnes per year by 2030 to 21637 tonnes per year by 2100, in comparison with estimates for current losses of 6594 tonnes per year. The principal adaptation options available to the beef industry are to switch to breeds that are more resistant to cattle ticks, or to increase the frequency of treatments with various tick control products. In this paper we focus on switching breeds as an adaptive measure when appropriate damage thresholds are triggered under the climate change scenarios. When adaptation measures were put in place, the losses ranged from 4962 tonnes in 2030 to 5619 tonnes in 2100 compared with 2636 tonnes at present if all producers adopted the optimal breed structure. Optimal breed structure was defined as one that would prevent tick numbers per animal exceeding 100 ticks per animal for European and 700 ticks per animal for crossbred breeds of cattle in any week of the year under a tick control strategy that was suitable for present climatic conditions. The lower threshold for European breeds reflects their vulnerability to explosive increases in numbers because of their low resistance to ticks. The results of the analyses using the GCM scenarios were used in an economic model to calculate costs of lost live-weight gain for 2030, 2070 and 2100. The greatest increases in costs were incurred in the southern parts of the current distribution in Queensland and potentially in northern New South Wales if the present quarantine barrier failed. Given the great uncertainty of the nature of possible regional changes in climate, analyses of the sensitivity of losses in live weight gain to changes in climatic variables were also undertaken. The analyses included a measure of likely impacts of cattle tick on the beef cattle industry, in the absence of adaptation measures, as a baseline measure of sensitivity. The likely impacts on crossbred cattle were insensitive to the climatic variables. When adaptive breed changes were allowed, the economic impacts on the industry were insensitive to the GCM scenarios. This suggests that, at least in this instance, reducing the uncertainties in climate change scenarios is not a priority if the adaptation strategies can be implemented in a cost-effective manner. Finally we made a qualitative assessment of the sustainability and robustness of alternative approaches to adaptation and assessed regional vulnerability to cattle tick under climate change. The conclusions were so strongly dependent on assumptions about the future of other global changes, in particular the ability to maintain quarantine barriers and to retain effective acaricides at comparable costs to the present, that we strongly recommend that risk assessments of climate change extend to all relevant variables in involved in global change where possible.
