This study is a contribution to the ongoing debate about the selection of the approach for carbon accounting in wood products to be used, in the future, in the national greenhouse gas inventories under the UNFCCC (United Nations Framework Convention on Climate Change). Two accounting approaches are used in this analysis: the stock-change approach and the atmospheric-flow approach. They are applied to the Portuguese Eucalyptus globulus forest sector. To achieve this objective, the fluxes of wood removed from the forest are tracked through its life cycle, which includes products manufacture (mainly pulp and paper), use and final disposal (landfilling, incineration and composting). This study develops a framework to the estimation of carbon sequestration in the forest of E. globulus, a fast growing species, more specifically, in the calculation of the conversion factors such as bark and foliage percentages and densities, used to convert wood volumes into total biomass. A mass balance approach based on real data from mills is also proposed, in order to assess carbon emissions from wood processing. The results show that E. globulus forest sector was a carbon sink, but the magnitude of the carbon sequestration differs substantially depending on the accounting approach used. The contribution of the forest ecosystem was smaller than the aggregated contribution of wood products in use and in landfills (including industrial waste), which reinforces the role that wood products play in national carbon budgets. This paper assesses the potential role of the implementation of the best available technologies to reduce the economic consequences of outdoor air pollution in the coming decades. The paper focuses on market impacts related with additional health expenditures, changes in labour productivity and crop yield losses and also presents results on non-market costs, i.e. welfare losses from avoided premature deaths. The results show that technological improvements can potentially reduce concentrations of air pollutants to levels compatible with the WHO guidelines in most countries. However, technology measures can only reduce part of the economic costs relative with the market impacts. While those are efficient in reducing the direct costs of air pollution, there are still large indirect costs associated with current and remaining pollution levels. Policies that aim directly at avoiding economic impacts need to be implemented to further reduce air pollution damages, especially in the regions where technologies are not sufficient to reduce concentrations or where economic consequences persist despite reduced concentration levels. The relatively short atmospheric lifetimes of methane (CH4) and black carbon (BC) have focused attention on the potential for reducing anthropogenic climate change by reducing Short-Lived Climate Forcer (SLCF) emissions. This paper examines radiative forcing and global mean temperature results from the Energy Modeling Forum (EMF)-30 multi-model suite of scenarios addressing CH4 and BC mitigation, the two major short-lived climate forcers. Central estimates of temperature reductions in 2040 from an idealized scenario focused on reductions in methane and black carbon emissions ranged from 0.18–0.26 °C across the nine participating models. Reductions in methane emissions drive 60% or more of these temperature reductions by 2040, although the methane impact also depends on auxiliary reductions that depend on the economic structure of the model. Climate model parameter uncertainty has a large impact on results, with SLCF reductions resulting in as much as 0.3–0.7 °C by 2040. We find that the substantial overlap between a SLCF-focused policy and a stringent and comprehensive climate policy that reduces greenhouse gas emissions means that additional SLCF emission reductions result in, at most, a small additional benefit of ~ 0.1 °C in the 2030–2040 time frame. The current nationally determined contributions, pledged by the countries under the Paris Agreement, are far from limiting climate change to below 2 ∘C temperature increase by the end of the century. The necessary ratcheting up of climate policy is projected to come with a wide array of additional benefits, in particular a reduction of today's 4.5 million annual premature deaths due to poor air quality. This paper therefore addresses the question how climate policy and air pollution–related health impacts interplay until 2050 by developing a comprehensive global modeling framework along the cause and effect chain of air pollution–induced social costs. We find that ratcheting up climate policy to a 2 ∘ compliant pathway results in welfare benefits through reduced air pollution that are larger than mitigation costs, even with avoided climate change damages neglected. The regional analysis demonstrates that the 2 ∘C pathway is therefore, from a social cost perspective, a "no-regret option" in the global aggregate, but in particular for China and India due to high air quality benefits, and also for developed regions due to net negative mitigation costs. Energy and resource exporting regions, on the other hand, face higher mitigation cost than benefits. Our analysis further shows that the result of higher health benefits than mitigation costs is robust across various air pollution control scenarios. However, although climate mitigation results in substantial air pollution emission reductions overall, we find significant remaining emissions in the transport and industry sectors even in a 2 ∘C world. We therefore call for further research in how to optimally exploit climate policy and air pollution control, deriving climate change mitigation pathways that maximize co-benefits. The IPCC Fourth Assessment Report, Working Group III, summarises in Box 13.7 the required emission reduction ranges in Annex I and non-Annex I countries as a group, to achieve greenhouse gas concentration stabilisation levels between 450 and 650 ppm CO2-eq. The box summarises the results of the IPCC authors’ analysis of the literature on the regional allocation of the emission reductions. The box states that Annex I countries as a group would need to reduce their emissions to below 1990 levels in 2020 by 25% to 40% for 450 ppm, 10% to 30% for 550 ppm and 0% to 25% for 650 ppm CO2-eq, even if emissions in developing countries deviate substantially from baseline for the low concentration target. In this paper, the IPCC authors of Box 13.7 provide background information and analyse whether new information, obtained after completion of the IPCC report, influences these ranges. The authors concluded that there is no argument for updating the ranges in Box 13.7. The allocation studies, which were published after the writing of the IPCC report, show reductions in line with the reduction ranges in the box. From the studies analysed, this paper specifies the “substantial deviation” or “deviation from baseline” in the box: emissions of non-Annex I countries as a group have to be below the baseline roughly between 15% to 30% for 450 ppm CO2-eq, 0% to 20% for 550 ppm CO2-eq and from 10% above to 10% below the baseline for 650 ppm CO2-eq, in 2020. These ranges apply to the whole group of non-Annex I countries and may differ substantially per country. The most important factor influencing these ranges above, for non-Annex I countries, and in the box, for Annex I countries, is new information on higher baseline emissions (e.g. that of Sheehan, Climatic Change, , this issue). Other factors are the assumed global emission level in 2020 and assumptions on land-use change and forestry emissions. The current, slow pace in climate policy and the steady increase in global emissions, make it almost unfeasible to reach relatively low global emission levels in 2020 needed to meet 450 ppm CO2-eq, as was first assumed feasible by some studies, 5 years ago. In the first Kyoto commitment period Russia could be the major supplier for the greenhouse gases (GHG) emissions market. Potential Russian supply depends on the ability of Russia to keep GHG emissions lower than the Kyoto target. In the literature there is no common understanding of the total trading potential of Russia at the international carbon market. In this paper we focus on CO2 emission, which constituted nearly 80% of Russian GHG emission. We compare different projections of Russian CO2 emission and analyze the most important factors, which predetermine the CO2 emission growth. In a transition economy these factors are: Gross Domestic Product (GDP) dynamic, changes of GDP structure, innovation activity, transformation of export-import flows and response to the market signals. The input-output macroeconomic model with the two different input-output tables representing old and new production technologies has been applied for the analysis to simulate technological innovations and structural changes in the Russian economy during transition period. The Russian supply at the international GHG market without forest sector may be up to 3 billion metric ton of CO2 equivalent. Earlier actions to reduce CO2 emission are critical to insure the Russian supply at the international carbon market. With regard to the current status of the Russian capital market, the forward trading with OECD countries is only the possibility to raise initial investments to roll no-regret and low-cost GHG reduction. In international climate policy discussions, one of the central issues for medium- to long run climate protection strategies is the uncertainty about the costs and the distributional effects of specific unilateral or multilateral emission reductions. This paper looks at the world-wide effects of climate protection strategies on the allocation of resources, on economic growth in different regions, and on the regional welfare effects. The analysis is based on a global recursively dynamic, multi-region, multi-sector computable general equilibrium model parameterized according to the ICLIPS (Integrated Assessment of Climate Protection Strategies) integrated assessment model. The simulations show that national climate policies will have important international repercussions. It is therefore important to consider international allocation effects in the analysis of national climate protection strategies. The welfare costs of greenhouse gas emission reductions rise more than proportionally with lower emission targets. The analysis of the carbon leakage rate indicates that most of the leakage rapidly disappears if emission reduction moves towards an efficient distribution of emission targets. Today Africa is a small emitter, but it has a large and faster-than-average growing population and per capita income that could drive future energy demand and, if unconstrained, emissions. This paper uses a multi-model comparison to characterize the potential future energy development for Continental and Sub-Saharan Africa under different assumptions about population and income. Our results suggest that population and economic growth rates will strongly influence Africa's future energy use and emissions. We show that affluence is only one face of the medal and the range of future emissions is also contingent on technological and political factors. Higher energy intensity improvements occur when Africa grows faster. In contrast, climate intensity varies less with economic growth and it is mostly driven by climate policy. African emissions could account for between 5 % and 20 % of global emissions, with Sub-Saharan Africa contributing between 4 % and 10 % of world emissions in 2100. In all scenarios considered, affluence levels remain low until the middle of the century, suggesting that the population could remain dependent on traditional bioenergy to meet most residential energy needs. Although the share of electricity in final energy, electric capacity and electricity use per capita all rise with income, even by mid-century they do not reach levels observed in developed countries today. Case study and model results lend some optimism for the potential of small coalitions with partially excludable public goods to substantially deepen international cooperation on energy and climate issues. Drawing motivation from other issue areas in international relations ranging from nuclear non-proliferation, transboundary air pollution and liberalized trade, we use an evolutionary-game-theoretic model to analyze regimes that yield domestic incentives to contribute to public goods provision (co-benefits). Co-benefits may be limited, but can create a nucleus for formation of coalitions that grow while deepening provision of global public goods. The Climate and Clean Air Coalition (CCAC) is a prime example of an agreement that employs partially excludable club benefits to deepen cooperation on non-CO greenhouse gases. Our game-theoretic results support two important insights for the building blocks approach to addressing climate change: sustained cooperation in club agreements is possible even when public goods are not entirely excludable and some members of the population free-ride; and second, cooperation in small club configurations yields larger non-excludable public goods benefits than cooperation in more inclusive forums. This paper lends positive support that a proliferation of small agreements under a building blocks approach at the UNFCCC may be more effective (not just more likely) for deepening climate change cooperation than a fully inclusive approach. Synoptic weather typing and regression-based downscaling approaches have become popular in evaluating the impacts of climate change on a variety of environmental problems, particularly those involving extreme impacts. One of the reasons for the popularity of these approaches is their ability to categorize a complex set of meteorological variables into a coherent index, facilitating the projection of changes in frequency and intensity of future daily extreme weather events and/or their impacts. This paper illustrated the capability of the synoptic weather typing and regression methods to analyze climatic change impacts on a number of extreme weather events and environmental problems for south-central Canada, such as freezing rain, heavy rainfall, high-/low-streamflow events, air pollution, and human health. These statistical approaches are helpful in analyzing extreme events and projecting their impacts into the future through three major steps or analysis procedures: (1) historical simulation modeling to identify extreme weather events or their impacts, (2) statistical downscaling to provide station-scale future hourly/daily climate data, and (3) projecting changes in the frequency and intensity of future extreme weather events and their impacts under a changing climate. To realize these steps, it is first necessary to conceptualize the modeling of the meteorology, hydrology and impacts model variables of significance and to apply a number of linear/nonlinear regression techniques. Because the climate/weather validation process is critical, a formal model result verification process has been built into each of these three steps. With carefully chosen physically consistent and relevant variables, the results of the verification, based on historical observations of the outcome variables simulated by the models, show a very good agreement in all applications and extremes tested to date. Overall, the modeled results from climate change studies indicate that the frequency and intensity of future extreme weather events and their impacts are generally projected to significantly increase late this century over south-central Canada under a changing climate. The implications of these increases need be taken into consideration and integrated into policies and planning for adaptation strategies, including measures to incorporate climate change into engineering infrastructure design standards and disaster risk reduction measures. This paper briefly summarized these climate change research projects, focusing on the modeling methodologies and results, and attempted to use plain language to make the results more accessible and interesting to the broader informed audience. Abstract During the negotiations on the Kyoto Protocol, Brazil proposed allocating the greenhouse gas emission reductions of Annex I Parties according to the relative effect of a country’s historical emissions on global temperature increase. This paper analyses the impact of scientific uncertainties and of different options in policy implementation (policy choices) on the contribution of countries’ historical emissions to indicators of historical responsibility for climate change. The influence of policy choices was found to be at least as large as the impact of the scientific uncertainties analysed here. Building on this, the paper then proceeds to explore the implications of applying the Brazilian Proposal as a climate regime for differentiation of future commitments on the global scale combined with an income threshold for participation of the non-Annex I regions. Under stringent climate targets, such a regime leads to high emission reductions for Annex I regions by 2050, in particular for Europe and Japan. The income threshold assumptions strongly affect the Annex I reductions, even more than the impact of another burden-sharing key. A variant of the Brazilian Proposal, allocating emission reductions on the basis of cumulative emissions since 1990, would lead to a more balanced distribution of emission reductions. This paper discusses methodological issues relevant to the calculation of historical responsibility of countries for climate change (‘The Brazilian Proposal’). Using a simple representation of the climate system, the paper compares contributions to climate change using different indicators: current radiative forcing, current GWP-weighted emissions, radiative forcing from increased concentrations, cumulative GWP-weighted emissions, global-average surface-air temperature increase and two new indicators: weighted concentrations (analogue to GWP-weighted emissions) and integrated temperature increase. Only the last two indicators are at the same time ‘backward looking’ (take into account historical emissions), ‘backward discounting’ (early emissions weigh less, depending on the decay in the atmosphere) and ‘forward looking’ (future effects of the emissions are considered) and are comparable for all gases. Cumulative GWP-weighted emissions are simple to calculate but are not ‘backward discounting’. ‘Radiative forcing’ and ‘temperature increase’ are not ‘forward looking’. ‘Temperature increase’ discounts the emissions of the last decade due to the slow response of the climate system. It therefore gives low weight to regions that have recently significantly increased emissions. Results of the five different indicators are quite similar for large groups (but possibly not for individual countries): industrialized countries contributed around 60% to today’s climate change, developing countries around 40% (using the available data for fossil, industrial and forestry CO2, CH4 and N2O). The paper further argues including non-linearities of the climate system or using a simplified linear system is a political choice. The paper also notes that results of contributions to climate change need to be interpreted with care: Countries that developed early benefited economically, but have high historical emission, and countries developing at a later period can profit from developments in other countries and are therefore likely to have a lower contribution to climate change. Co-benefits are seen as a key factor for overcoming the problems of collective action and extended time horizons holding back mitigation of global warming. The mechanism behind this hypothesis is that public acceptance of mitigation policies constitutes a crucial limiting factor, necessitating ancillary gains such as clean air for mitigation policy to be politically robust. However, the public's preference for local pollution mitigation and concomitant failure to appreciate the benefits of global warming mitigation is assumed rather than demonstrated. In this paper, we show, first, that people distinguish between the physical manifestations of air pollution and global warming, and second, that they see both phenomena as arising from the same causes as well as having negative impacts on humans. Specifically, using a survey experimental design with open-ended questions in an urban Chinese setting, we demonstrate that citizens relate glacier melt and sea-level rise to global warming, while linking the local phenomenon of smog almost exclusively to air pollution. At the same time, respondents link impacts on humans and vehicle/industrial pollution topics with both air pollution and global warming. These findings are relevant to decision-makers as they suggest that the public values mitigation of global warming in its own right. This paper compares projections over the twenty-first century of SO, BC, and OC emissions from three technologically detailed, long-term integrated assessment models. The character of the projections and the response of emissions due to a comprehensive climate policy are discussed focusing on the sectoral level. In a continuation of historical experience, aerosol and precursor emissions are increasingly decoupled from carbon dioxide emissions over the twenty-first century due to a combination of emission controls and technology shifts over time. Implementation of a comprehensive climate policy further reduces emissions, although there is significant variation in this response by sector and by model: the response has many similarities between models for the energy transformation and transportation sectors, with more diversity in the response for the building and industrial sectors. Much of these differences can be traced to specific characteristics of reference case end-use and supply-side technology deployment and emissions control assumptions, which are detailed by sector. This paper investigates the extent to which uncertainty on regional patterns of economic growth and fossil fuel availability impacts regional emission patterns, emission drivers, and regional mitigation potentials and strategies, through an analysis across five key world regions in different stages of their economic development (Africa, India, China, Europe and the USA) using a set of scenarios simulated with the REMIND model. Important differences are identified in emission trajectories of developed, emerging and developing regions, in both the baseline and the climate policy scenarios, due to differences in economic growth rates, energy and carbon intensity developments, and mitigation potentials. In the baseline, energy intensity developments vary strongly with economic growth assumptions, while fossil fuel availability has a particularly strong effect on carbon intensity developments which result in more region-specific sensitivity than do economic growth variations. On the other hand, the core findings associated to climate policy and regional mitigation strategies remain unaffected by this uncertainty. In all baseline scenarios China, the USA and India are the greatest emitters in terms of cumulated 21st century emissions, comprising almost 50 % of the global total. Differences in terms of per capita emissions between developed and developing countries persist under either baseline assumption, but are contracted under climate policy. Long-term per capita emissions remain above world average in China, India and Europe, reflecting their relatively smaller renewable resource potentials. This paper studies the interplay between climate, health, and the economy in a stylized world with eleven heterogeneous regions, with special emphasis on USA, Europe, China, India, and Africa. We introduce health impacts into a simple economic integrated assessment model where both the local cooling effect of S O and the global warming effect of C O are endogenous, and investigate how these factors affect the equilibrium path. Regions do not respond in the same way to climate change. In particular, emission abatement rates and health costs depend on the economic and geographical characteristics of each region. Two policy scenarios are considered, Nash and Optimal, for which we present both global and regional results. Results for Africa and China are highlighted. [ABSTRACT FROM AUTHOR]

Climate policies must consider radiative forcing from Kyoto greenhouse gases, as well as other forcing constituents, such as aerosols and tropospheric ozone that result from air pollutants. Non-Kyoto forcing constituents contribute negative, as well as positive forcing, and overall increases in total forcing result in increases in global average temperature. Non-Kyoto forcing modeling is a relatively new component of climate management scenarios. This paper describes and assesses current non-Kyoto radiative forcing modeling within five integrated assessment models. The study finds negative forcing from aerosols masking (offsetting) approximately 25 % of positive forcing in the near-term in reference non-climate policy projections. However, masking is projected to decline rapidly to 5-10 % by 2100 with increasing Kyoto emissions and assumed reductions in air pollution-with the later declining to as much as 50 % and 80 % below today's levels by 2050 and 2100 respectively. Together they imply declining importance of non-Kyoto forcing over time. There are however significant uncertainties and large differences across models in projected non-Kyoto emissions and forcing. A look into the modeling reveals differences in base conditions, relationships between Kyoto and non-Kyoto emissions, pollution control assumptions, and other fundamental modeling. In addition, under climate policy scenarios, we find air pollution and resulting non-Kyoto forcing reduced to levels below those produced by air pollution policies alone-e.g., China sulfur emissions fall an additional 45-85 % by 2050. None of the models actively manage non-Kyoto forcing for climate implications. Nonetheless, non-Kyoto forcing may be influencing mitigation results, including allowable carbon dioxide emissions, and further evaluation is merited. [ABSTRACT FROM AUTHOR]

This paper synthesizes results of the multi-model Energy Modeling Forum 27 (EMF27) with a focus on climate policy scenarios. The study included two harmonized long-term climate targets of 450 ppm CO-e (enforced in 2100) and 550 pm CO-e (not-to-exceed) as well as two more fragmented policies based on national and regional emissions targets. Stabilizing atmospheric GHG concentrations at 450 and 550 ppm CO-e requires a dramatic reduction of carbon emissions compared to baseline levels. Mitigation pathways for the 450 CO-e target are largely overlapping with the 550 CO-e pathways in the first half of the century, and the lower level is achieved through rapid reductions in atmospheric concentrations in the second half of the century aided by negative anthropogenic carbon flows. A fragmented scenario designed to extrapolate current levels of ambition into the future falls short of the emissions reductions required under the harmonized targets. In a more aggressive scenario intended to capture a break from observed levels of stringency, emissions are still somewhat higher in the second half due to unabated emissions from non-participating countries, emphasizing that a phase-out of global emissions in the long term can only be reached with full global participation. A key finding is that a large range of energy-related CO emissions can be compatible with a given long-term target, depending on assumptions about carbon cycle response, non-CO and land use CO emissions abatement, partly explaining the spread in mitigation costs. The challenge of reversing rising atmospheric CO2 concentrations is growing with the continued expansion of CO2-emitting energy infrastructure throughout the world and with the lack of coordinated, effective measures to manage and reduce emissions. Given this situation, it is prudent for society to explore all potential carbon management options, including those with seemingly low probability for success. Recent initiatives for advancing and enhancing carbon storage options have focused primarily on the physical trapping of CO2 in underground geologic formations and on the biological uptake of CO2; less attention has been given to approaches that rely primarily on geochemical reactions that enhance transformation of CO2 gas into dissolved or solid phase carbon by liberating cations to neutralize carbonic acid. This paper provides a structured review of the technical status of these geochemical approaches, and also presents a simple framework for assessing the potential and limitations of various proposed geochemical approaches to assist prioritizing future research in this area. Despite major limitations, geochemical approaches have unique potential to contribute to CO2 reductions in ways that neither physical nor biological carbon storage can by allowing for the direct removal of CO2 from the atmosphere with minimal requirements for integrating with existing infrastructure. Recognizing the severity and urgency of the need for carbon management options, we argue for an increase in research activity related to geochemical approaches to carbon management. This paper presents a new accounting mechanism in the context of the UNFCCC issue on reducing emissions from deforestation in developing countries, including technical options for determining baselines of forest conversions. This proposal builds on the recent scientific achievements related to the estimation of tropical deforestation rates and to the assessment of 'intac' forest areas. The distinction between 'intact' and 'non intact' forests used here arises from experience with satellite-based deforestation measurements and allows accounting for carbon losses from forest degradation. The proposed accounting system would use forest area conversion rates as input data. An optimal technical solution to set baselines would be to use historical average figures during the time period from 1990 to 2005. The system introduces two different schemes to account for preserved carbon: one for countries with high forest conversion rates where the desired outcome would be a reduction in their rates, and another for countries with low rates. A 'global' baseline rate would be used to discriminate between these two country categories (high and low rates). For the hypothetical accounting period 2013-2017 and considering 72% of the total tropical forest domain for which data are available, the scenario of a 10% reduction of the high rates and of the preservation of low rates would result in approximately 1.6 billion tCO2 of avoided emissions. The resulting benefits of this reduction would be shared between those high-rate countries which reduced deforestation and those low-rate countries which did not increase their deforestation over an agreed threshold (e.g., half of "global" baseline rate). The greenhouse gas emissions scenarios published by the IPCC in the Special Report on Emission Scenarios (SRES) continue to serve as a primary basis for assessing future climate change and possible response strategies. These scenarios were developed between 1996 and 1999 and sufficient time has now passed to make it worth examining their consistency with more recent data and projections. The comparison performed in this paper includes population, GDP, energy use, and emissions of CO2, non-CO2 gases and sulfur. We find the SRES scenarios to be largely consistent with historical data for the 1990-2000 period and with recent projections. Exceptions to this general observation include (1) in the long-term, relatively high population growth assumptions in some regions, particularly in the A2 scenario; (2) in the medium-term, relatively high economic growth assumptions in the LAM (Latin America, Africa and Middle East) region in the A1 scenario; (3) in the short-term, CO2 emissions projections in Al that are somewhat higher than the range of current scenarios; and (4) substantially higher sulfur emissions in some scenarios than in historical data and recent projections. In conclusion, given the relatively small inconsistencies for use as global scenarios there seems to be no immediate need for a large-scale IPCC-led update of the SRES scenarios that is solely based on the SRES scenario performance vis-a-vis data for the 1990-2000 period and/or more recent projections. Carbon capture and storage (CCS) could achieve drastic cuts in the CO2 emissions associated with fossil fuels in the near to medium term and has been promoted as a significant climate change mitigation option. As the profile of this family of technologies grows rapidly, there remain many uncertainties relating to its viability, effectiveness and desirability. In this paper we begin to map out some of the key issues associated with CCS, using a multi-criteria approach to explore how an (admittedly small) selection of stakeholders perceive alternative storage options and energy scenarios. We present five long-term scenarios describing alternative ways in which the UK energy system could develop and which deploy different levels of carbon storage. The key storage options considered are oil and gas fields (both disused and with enhanced oil recovery), traps in saline aquifers, saline aquifers outside traps and on-shore sites. The relative performance of the scenarios and the storage reservoirs included within them have been assessed against a set of socio-economic, technical and environmental criteria by a small selection of stakeholders to the carbon storage debate. Whilst we cannot make strong conclusions regarding precise stakeholder opinions at this stage due to the small size of the sample, the broad delineation of the arguments for and against CCS are evident. Multi-criteria assessment (MCA) appears to hold much potential as a useful tool for characterising and better understanding differences in stakeholder assessments of CCS and its implications, and for identifying options around which greater consensus on the desirability (or otherwise) of CCS as a mitigation strategy might emerge. Releases of halocarbons into the atmosphere over the last 50 years are among the factors that have contributed to changes in the Earth’s climate since pre-industrial times. Their individual and collective potential to contribute directly to surface climate change is usually gauged through calculation of their radiative efficiency, radiative forcing, and/or Global Warming Potential (GWP). For those halocarbons that contain chlorine and bromine, indirect effects on temperature via ozone layer depletion represent another way in which these gases affect climate. Further, halocarbons can also affect the temperature in the stratosphere. In this paper, we use a narrow-band radiative transfer model together with a range of climate models to examine the role of these gases on atmospheric temperatures in the stratosphere and troposphere. We evaluate in detail the halocarbon contributions to temperature changes at the tropical tropopause, and find that they have contributed a significant warming of ~0.4 K over the last 50 years, dominating the effect of the other well-mixed greenhouse gases at these levels. The fact that observed tropical temperatures have not warmed strongly suggests that other mechanisms may be countering this effect. In a climate model this warming of the tropopause layer is found to lead to a 6% smaller climate sensitivity for halocarbons on a globally averaged basis, compared to that for carbon dioxide changes. Using recent observations together with scenarios we also assess their past and predicted future direct and indirect roles on the evolution of surface temperature. We find that the indirect effect of stratospheric ozone depletion could have offset up to approximately half of the predicted past increases in surface temperature that would otherwise have occurred as a result of the direct effect of halocarbons. However, as ozone will likely recover in the next few decades, a slightly faster rate of warming should be expected from the net effect of halocarbons, and we find that together halocarbons could bring forward next century’s expected warming by ~20 years if future emissions projections are realized. In both the troposphere and stratosphere CFC-12 contributes most to the past temperature changes and the emissions projection considered suggest that HFC-134a could contribute most of the warming over the coming century. In this paper, we present a method to quantify the effectiveness of carbon mitigation options taking into account the `permanence' of the emissions reduction. While the issue of permanence is most commonly associated with a `leaky' carbon sequestration reservoir, we argue that this is an issue that applies to just about all carbon mitigation options. The appropriate formulation of this problem is to ask `what is the value of temporary storage?' Valuing temporary storage can be represented as a familiar economic problem, with explicitly stated assumptions about carbon prices and the discount rate. To illustrate the methodology, we calculate the sequestration effectiveness for injecting CO2 at various depths in the ocean. Analysis is performed for three limiting carbon price assumptions: constant carbon prices (assumes constant marginal damages), carbon prices rise at the discount rate (assumes efficient allocation of a cumulative emissions cap without a backstop technology), and carbon prices first rise at the discount rate but become constant after a given time (assumes introduction of a backstop technology). Our results show that the value of relatively deep ocean carbon sequestration can be nearly equivalent to permanent sequestration if marginal damages (i.e., carbon prices) remain constant or if there is a backstop technology that caps the abatement cost in the not too distant future. On the other hand, if climate damages are such as to require a fixed cumulative emissions limit and there is no backstop, then a storage option with even very slow leakage has limited value relative to a permanent storage option. This paper presents an approach to estimating world-regional carbon mitigation cost functions for the years 2020, 2050, and 2100. The approach explicitly includes uncertainty surrounding such carbon reduction costs. It is based on the analysis of global energy-economy-environment scenarios described for the 21st century. We use one baseline scenario and variants thereof to estimate cumulative costs of carbon mitigation as a function of cumulative carbon emission reductions. For our baseline for estimating carbon mitigation cost curves, we use the so-called IIASA F scenario. The F scenario is a high-growth, high-emissions scenario designed specifically to be used as a reference against which to evaluate alternatives. Carbon emissions and energy systems costs in the F scenario are then compared with (reduced) emissions and (higher) costs (including macroeconomic adjustment costs) of alternative scenarios taken from the IIASA scenario database. In integrated assessments of climate change, greenhouse-gas emissions and climate change impacts provide the linkages between the world economy and the climate system. Key climatic processes operate at the scales of centuries. This requires highly aggregated models for portraying the dynamics of the economic system. An extended Ramsey-type optimal growth model is presented as the appropriate tool to be integrated with a reduced-form climate model in the ICLIPS integrated assessment. The eleven-region model of the world economy involves exogenous population and endogenous investment dynamics with productivity progress based on a technological diffusion model. World regions are linked via intertemporal trade flows of the composite consumption/investment good, capital mobility, and emission permit trading. Coupled with the ICLIPS Climate Model, the Aggregated Economic Model can determine corridors of permitted long-term carbon emission paths or, as primarily discussed in this paper, specific cost-effective emission trajectories. We have compiled historical greenhouse gas emissions and their uncertainties on country and sector level and assessed their contribution to cumulative emissions and to global average temperature increase in the past and for a the future emission scenario. We find that uncertainty in historical contribution estimates differs between countries due to different shares of greenhouse gases and time development of emissions. Although historical emissions in the distant past are very uncertain, their influence on countries' or sectors' contributions to temperature increase is relatively small in most cases, because these results are dominated by recent (high) emissions. For relative contributions to cumulative emissions and temperature rise, the uncertainty introduced by unknown historical emissions is larger than the uncertainty introduced by the use of different climate models. The choice of different parameters in the calculation of relative contributions is most relevant for countries that are different from the world average in greenhouse gas mix and timing of emissions. The choice of the indicator (cumulative GWP weighted emissions or temperature increase) is very important for a few countries (altering contributions up to a factor of 2) and could be considered small for most countries (in the order of 10%). The choice of the year, from which to start accounting for emissions (e.g. 1750 or 1990), is important for many countries, up to a factor of 2.2 and on average of around 1.3. Including or excluding land-use change and forestry or non-CO gases changes relative contributions dramatically for a third of the countries (by a factor of 5 to a factor of 90). Industrialised countries started to increase CO emissions from energy use much earlier. A group of twenty-four leading atmospheric and climate scientists provided subjective probability distributions that represent their current judgment about the value of planetary average direct and indirect radiative forcing from anthropogenic aerosols at the top of the atmosphere. Separate estimates were obtained for the direct aerosol effect, the semi-direct aerosol effect, cloud brightness (first aerosol indirect effect), and cloud lifetime/distribution (second aerosol indirect effect). Estimates were also obtained for total planetary average forcing at the top of the atmosphere and for surface forcing. Consensus was strongest among the experts in their assessments of the direct aerosol effect and the cloud brightness indirect effect. Forcing from the semi-direct effect was thought to be small (absolute values of all but one of the experts' best estimates were ≤0.5 W/m²). There was not agreement about the sign of the best estimate of the semi-direct effect, and the uncertainty ranges some experts gave for this effect did not overlap those given by others. All best estimates of total aerosol forcing were negative, with values ranging between -0.25 W/m² and -2.1 W/m². The range of uncertainty that a number of experts associated with their estimates, especially those for total aerosol forcing and for surface forcing, was often much larger than that suggested in 2001 by the IPCC Working Group 1 summary figure (IPCC, 2001). Abstract Ian Castles and David Henderson have criticized IPCCs Special Report on Emissions Scenarios (SRES) (IPCC: 2000, Special Report on Emissions Scenarios, Intergovernmental Panel on Climate Change (IPCC), Cambridge University Press, Cambridge, 595 pp. http://www.grida.no/climate/ipcc/emission/index.htm) for using market exchange rates (MER) instead of purchasing power parities (PPP), when converting regional GDP into a common denominator. The consequence is that poor countries generally appear to be poorer than they actually are. An overstated income gap between the rich and poor countries in the base year gives rise to projections of too high economic growth in the poor countries, because the scenarios are constructed with the aim of reducing the income gap. Castles and Henderson claim that overstated economic growth means that greenhouse gas emissions are overstated as well. However, because closure of the emission-intensity gap between the rich and the poor parts of the world is another important driving force in the scenarios, we argue that the use of MER in the SRES scenarios has not caused an overestimation of the global emission growth because, as far as global emissions are concerned, the overstated income gap is effectively neutralized by the overstated emission-intensity gap. The tolerable windows approach (TWA) allows the climate policy formulation process to be safeguarded in the following way. First, guardrails are defined in order to exclude intolerable climate change impacts, on the one hand, and unacceptable socioeconomic consequences of climate change mitigation measures, on the other. Second, a scientific analysis is conducted to investigate the features of those emission paths that are compatible with the guardrail constraints. The fundamental methodology of the TWA is best described in terms of the theory of differential inclusions. This emerging mathematical theory already provides numerical methods applicable as long as the underlying integrated assessment models are of limited complexity. The overlap in sources of greenhouse gas and local air pollutant emissions creates scope for policy measures to limit global warming and improve air quality simultaneously. In a first step, we derive estimates for the air pollution mortality-related component of the social cost of atmospheric release for 6 pollutants and 56 regions in the world. Combining these estimates with emission inventory data highlights that sector contributions to greenhouse gas emissions and air pollution health impacts differ widely across regions. Next, simulations of future emission pathways consistent with the 2 °C and 1.5 °C targets illustrate that strengthening climate policy ambition raises the total value of air quality co-benefits despite lower marginal co-benefits per tonne of greenhouse gas emissions abated. Finally, we use results from a multi-model ensemble to quantify and compare the value of health-related ambient air quality co-benefits of climate policy across sectors and regions. On the global level, overall air quality co-benefits range from $8 to $40 per tonne of greenhouse gases abated in 2030, with median across models and scenarios of $18/tCO2e. These results mask strong differentiation across regions and sectors, with median co-benefits from mitigation in the residential and service sectors in India exceeding $500/tCO2e. By taking a sector- and region-specific perspective, the results presented here reveal promising channels to improve human health outcomes and to ratchet up greenhouse gas reduction efforts to bridge the gap between countries' pledges and the global targets of the Paris Agreement. This study examines the interactions between local air pollutants and greenhouse gas emissions to assess potential synergies and trade-offs between local environmental pollution and climate policies, using the power generation sector in Brazil under different carbon scenarios up to 2050 as a case study. To this end, an integrated approach was developed, combining energy scenarios under different carbon mitigation targets and a local air pollution assessment model, tailored to the context of the Brazilian power sector. Results reveal that there are deep interactions between climate change mitigation and local air pollution abatement strategies. Increasing the diffusion of low-carbon technologies results in both mitigation of climate change and lower terrestrial acidification potential impacts, due to the rapid phase-out of fossil fuel power technologies. However, local air pollution indicators for particulate matter formation and human toxicity may rise in response to greenhouse gas emission mitigation constraints, indicating the existence of potential trade-offs. Heat waves are occurring more frequently across the globe and are likely to increase in intensity and duration under climate change. Much work has already been completed on attributing causes of observed heat waves and on modeling their future occurrence, but such efforts are often lacking in exploration of spatial relationships. Based on principles of landscape ecology, we utilized fragmentation metrics to examine the spatiotemporal changes in heat wave shape and occurrence across North America. This methodological approach enables us to examine area, shape, perimeter, and other key metrics. The application of these shape metrics to high-resolution historical (1950–2013) climate data reveals that the total number and spatial extent of heat waves are increasing over the continent, but at an individual heat wave patch level, they are becoming significantly smaller in extent and more complex in shape, indicating that heat waves have become a more widespread and fragmented phenomena. Wildfire can impose a direct impact on human health under climate change. While the potential impacts of climate change on wildfires and resulting air pollution have been studied, it is not known who will be most affected by the growing threat of wildfires. Identifying communities that will be most affected will inform development of fire management strategies and disaster preparedness programs. We estimate levels of fine particulate matter (PM) directly attributable to wildfires in 561 western US counties during fire seasons for the present-day (2004-2009) and future (2046-2051), using a fire prediction model and GEOS-Chem, a 3-D global chemical transport model. Future estimates are obtained under a scenario of moderately increasing greenhouse gases by mid-century. We create a new term 'Smoke Wave,' defined as ≥2 consecutive days with high wildfire-specific PM, to describe episodes of high air pollution from wildfires. We develop an interactive map to demonstrate the counties likely to suffer from future high wildfire pollution events. For 2004-2009, on days exceeding regulatory PM standards, wildfires contributed an average of 71.3 % of total PM. Under future climate change, we estimate that more than 82 million individuals will experience a 57 % and 31 % increase in the frequency and intensity, respectively, of Smoke Waves. Northern California, Western Oregon and the Great Plains are likely to suffer the highest exposure to widlfire smoke in the future. Results point to the potential health impacts of increasing wildfire activity on large numbers of people in a warming climate and the need to establish or modify US wildfire management and evacuation programs in high-risk regions. Future changes in aerosol concentrations will influence the climate system over the coming decades. In this study we evaluate the equilibrium climate response to aerosol reductions in different parts of the world in 2050, using the global climate model EC-Earth. The aerosol concentrations are based on a set of scenarios similar to RCP6.0, developed using the IMAGE integrated assessment model and exploring stringent and weaker air pollution control. Reductions in aerosol concentrations lead to an increase in downward surface solar radiation under all-sky conditions in various parts of the world, especially in Asia where the local brightening may reach about 10 Wm. The associated increase in surface temperature may be as high as 0.5 °C. This signal is dominated by the reduced cooling effect of sulphate which in some areas is partially compensated by the decreased warming effect of black carbon. According to our simulations, the mitigation of BC may lead to decreases in mean summer surface temperature of up to 1 °C in central parts of North America and up to 0.3 °C in northern India. Aerosol reductions could significantly affect the climate at high latitudes especially in the winter, where temperature increases of up to 1 °C are simulated. In the Northern Hemisphere, this strong surface temperature response might be related to changes in circulation patterns and precipitation at low latitudes, which can give rise to a wave train and induce changes in weather patterns at high latitudes. Our model does not include a parameterization of aerosol indirect effects so that responses could be stronger in reality. We conclude that different, but plausible, air pollution control policies can have substantial local climate effects and induce remote responses through dynamic teleconnections. Climate change modulates surface concentrations of fine particulate matter (PM 2.5) and ozone (O 3), indirectly affecting premature mortality attributed to air pollution. We estimate the change in global premature mortality and years of life lost (YLL) associated with changes in surface O 3 and PM 2.5 over the 21st century as a result of climate change. We use a global coupled chemistry-climate model to simulate current and future climate and the effect of changing climate on air quality. Epidemiological concentration-response relationships are applied to estimate resulting changes in premature mortality and YLL. The effect of climate change on air quality is isolated by holding emissions of air pollutants constant while allowing climate to evolve over the 21st century according to a moderate projection of greenhouse gas emissions (A1B scenario). Resulting changes in 21st century climate alone lead to an increase in simulated PM 2.5 concentrations globally, and to higher (lower) O 3 concentrations over populated (remote) regions. Global annual premature mortality associated with chronic exposure to PM 2.5 increases by approximately 100 thousand deaths (95 % confidence interval, CI, of 66–130 thousand) with corresponding YLL increasing by nearly 900 thousand (95 % CI, 576–1,128 thousand) years. The annual premature mortality due to respiratory disease associated with chronic O 3 exposure increases by +6,300 deaths (95 % CI, 1,600–10,400). This climate penalty indicates that stronger emission controls will be needed in the future to meet current air quality standards and to avoid higher health risks associated with climate change induced worsening of air quality over populated regions. Carbon sequestration in agricultural soils is frequently promoted as a practical solution for slowing down the rate of increase of C[O.sub.2] in the atmosphere. Consequently, there is a need to improve our understanding of how land management practices may affect the net removal of greenhouse gases (GHG) from the atmosphere. In this paper we examine the role of agriculture in influencing the GHG budget and briefly discuss the potential for carbon mitigation by agriculture. We also examine the opportunities that exist for increasing soil C sequestration using management practices such as reduced tillage, reduced frequency of summer fallowing, introduction of forage crops into crop rotations, conversion of cropland to grassland and nutrient addition via fertilization. In order to provide information on the impact of such management practices on the net GHG budget we ran simulations using CENTURY (a C model) and DNDC (a N model) for five locations across Canada, for a 30-yr time period. These simulations provide information on the potential trade-off between C sequestration and increased [N.sub.2]O emissions. Our model output suggests that conversion of cropland to grassland will result in the largest reduction in net GHG emissions, while nutrient additions via fertilizers will result in a small increase in GHG emissions. Simulations with the CENTURY model also indicated that favorable growing conditions during the last 15 yr could account for an increase of 6% in the soil C at a site in Lethbridge, Alberta.

The deployment of carbon capture and sequestration (CC&S) technologies is greatly affected by the marginal cost of controlling carbon emissions (also the value of carbon, when emissions permits are traded). Both the severity and timing of emissions limitations and the degree to which emissions limitation obligations can be traded will affect the value of carbon and thereby the timing and magnitude of CC&S technology deployment. Emissions limits that are more stringent in the near term imply higher near-term carbon values and therefore encourage the local development and deployment of CC&S technologies. Trade in emissions obligations lowers the cost of meeting any regional or global emissions limit and so affects the rate of penetration of CC&S technologies. Trade lowers the marginal value of carbon and CC&S penetration in high cost regions and raises the marginal value of carbon and CC&S penetration in low cost regions. The net impact on the world CC&S technologies depends on whether their increased use in low-cost regions exceeds the reduced use in high-cost regions. In the long term, CC&S technologies must not only remove carbon but permanently sequester it. If reservoirs are not permanent, then the emissions and costs of control are merely displaced into the future. The paper presents quantitative estimates for the impacts of trade in emissions limitation obligations on the timing, magnitude, and geographic distribution of CC&S technologies and the marginal and total costs of carbon control.

A changing climate will exacerbate many of the problems currently faced by California's public health institutions. The public health impacts of climate change include: an increase in extreme heat events and associated increases in heat-related morbidity and mortality, increases in the frequency and severity of air pollution episodes, shifts in the range and incidence of vector-borne diseases, increases in the severity of wildfire, increased risks of drought and flooding, and other extreme events. This article assesses the readiness of California's public health institutions to cope with the changes that will accompany a changing climate and how they relate to strategies laid out in the state's Climate Adaptation Strategy. County-level health offices are the front line actors to preserve public health in the face of numerous threats, including climate change. Survey results show that local health officers in California believe that climate change is a serious threat to public health, but feel that they lack the funding and resources to reduce this risk. Pollutant emissions such as aerosols and tropospheric ozone precursors substantially influence climate. While future century-scale scenarios for these emissions have become more realistic through the inclusion of emission controls, they still potentially lack consistency between surface pollutant concentrations and regional levels of affluence. We find that the default method of scenario construction, whereby emissions factors converge to similar values in different regions, does not yield pollution concentrations consistent with historical experience. We demonstrate a methodology combining use of an integrated assessment model and a three-dimensional atmospheric chemical transport model, whereby a reference scenario is constructed by requiring consistent surface pollutant concentrations as a function of regional income over the 21st century. By adjusting air pollutant emission control parameters, we improve consistency between projected PM and economic income among world regions through time; consistency for ozone is also improved but is more difficult to achieve because of the strong influence of upwind world regions. While remote sensing is able to provide spatially explicit datasets at regional to global scales, extensive application to date has been found only in the reporting and verification of ecosystem carbon fluxes under the Kyoto Protocol. One of the problems is that new remote sensing datasets can be used only with models or data assimilation schemes adapted to include a data input interface dedicated to the type and format of these remote sensing datasets. In this study, soil water index data (SWI), derived from the ERS scatterometer (10-daily time period with a spatial resolution of 50 km), are integrated into the ecosystem carbon balance model C-Fix to assess 10-daily Net Ecosystem Productivity (NEP) patterns of Europe from the remote sensing perspective on an approximate 1-by-1 km pixel scale using NDVI-AVHRR data. The modeling performance of NEP obtained with and without the assimilation of remotely sensed soil moisture data in the carbon flux model C-Fix is evaluated with EUROFLUX data. Results show a general decrease of the RRMSE of up to 11 with an average of 3.46. C-Fix is applied at the European scale to demonstrate the potential of this ecosystem carbon flux model, based on remote sensing inputs. More specifically, the strong impact of soil moisture on the European carbon balance in the context of the Kyoto Protocol (anthropogenic carbon emissions) is indicated at the country level. Results suggest that several European countries shift from being a carbon sink (i.e., NEP > 1) to being a carbon source (i.e., NEP < 0) whether or not short-term water availability (i.e., soil moisture) is considered in C-Fix NEP estimations. Global biomass potentials are considerable but unequally distributed over the world. Countries with Kyoto targets could import biomass to substitute for fossil fuels or invest in bio-energy projects in the country of biomass origin and buy the credits (Clean Development Mechanism (CDM) and Joint Implementation (JI)). This study analyzes which of those options is optimal for transportation fuels and looks for the key variables that influence the result. In two case studies (Mozambique and Brazil), the two trading systems are compared for the amount of credits generated, land-use and associated costs. We found costs of 17–30 euro per ton of carbon for the Brazilian case and economic benefits of 11 to 60 euros per ton of carbon avoided in the Mozambique case. The impact of carbon changes related to direct land-use changes was found to be very significant (both positive and negative) and can currently only be included in emission credit trading, which can largely influence the results. In order to avoid indirect land-use changes (leakage) and consequent GHG emissions, it is crucial that bioenergy crop production is done in balance with improvements of management of agriculture and livestock management. Whatever trading option is economically most attractive depends mainly on the emission baseline in the exporting (emission credit trading) or importing (physical trading) country since both bio- and fossil fuel prices are world market prices in large scale trading systems where transportation costs are low. Physical trading could be preferential since besides the GHG reduction one could also benefit from the energy. It could also generate considerable income sources for exporting countries. This study could contribute to the development of a methodology to deal with bio fuels for transport, in Emission Trading (ET), CDM and the certification of traded bio fuels. [ABSTRACT FROM AUTHOR]

The notion is pervasive in the climate science community and in the public at large that the climate impacts of fossil fuel CO2 release will only persist for a few centuries. This conclusion has no basis in theory or models of the atmosphere/ocean carbon cycle, which we review here. The largest fraction of the CO2 recovery will take place on time scales of centuries, as CO2 invades the ocean, but a significant fraction of the fossil fuel CO2, ranging in published models in the literature from 20–60%, remains airborne for a thousand years or longer. Ultimate recovery takes place on time scales of hundreds of thousands of years, a geologic longevity typically associated in public perceptions with nuclear waste. The glacial/interglacial climate cycles demonstrate that ice sheets and sea level respond dramatically to millennial-timescale changes in climate forcing. There are also potential positive feedbacks in the carbon cycle, including methane hydrates in the ocean, and peat frozen in permafrost, that are most sensitive to the long tail of the fossil fuel CO2 in the atmosphere. A variety of decision makers need projections of future energy demand, CO2 emissions and similar factors that extend many decades into the future. The past performance of such projections has been systematically overconfident. Analysts have often used scenarios based on detailed story lines that spell out “plausible alternative futures” as a central tool for evaluating uncertainty. No probabilities are typically assigned to such scenarios. We argue that this practice is often ineffective. Rather than expanding people’s judgment about the range of uncertainty about the future, scenario-based analysis is more likely to lead to systematic overconfidence, to an underestimate of the range of possible future outcomes. We review relevant findings from the literature on human judgment under uncertainty and discuss their relevance to the task of making probabilistic projections. The more detail that one adds to the story line of a scenario, the more probable it will appear to most people, and the greater the difficulty they likely will have in imagining other, equally or more likely, ways in which the same outcome could be reached. We suggest that scenario based approaches make analysts particularly prone to such cognitive biases, and then outline a strategy by which improved projections, tailored to the needs of specific decision makers, might be developed. Several economic reviews demonstrate the substantial costs related to climate change and consequently call for early action. These reviews, however, have been limited to measuring ‘objective’ risks and expected material damage related to climate change. The ‘subjective’ perceived risk of climate change and society’s willingness to pay (WTP) to avoid these risks are expected to provide an important additional motivation for direct action. We investigate whether and why air travel passengers—an increasingly important source of greenhouse gas emissions—are supportive of measures that increase the cost of their travel based on the polluter pays principle and compensate the damage caused by their flight. Compared to the results of the few previous studies that have elicited WTP estimates for climate policy more generally, our results appear to be at the lower end of the scale, while a comparison to estimates of the social cost of carbon shows that the average WTP estimate in this study is close to the estimated marginal damage cost. Although significant differences are found between travellers from Europe, North America, Asia and the rest of the world, we show that there exists a substantial demand for climate change mitigation action. The positive risk premium over and above the expected property damage cost assessments should be accounted for more explicitly in economic reviews as it will add to the burden of proof of direct action. Measurements of passenger WTP will help policy makers to design effective financial instruments aimed at discouraging climate-unfriendly travel activities as well as to generate funds for the measures directed at climate change mitigation and adaptation. Based on stated WTP by travellers to offset their greenhouse gas emissions, funds in the order of magnitude of €23 billion could be generated annually to finance climate change mitigation activities. Institutional investors have two important roles to play in encouraging companies to address the risks and take advantage of the opportunities presented by climate change. The first is through using their influence as shareholders to encourage companies to adopt more proactive approaches to managing the risks and opportunities presented by climate change. The second is through explicitly factoring climate change risks and opportunities into ‘mainstream’ investment analysis processes. While there is growing investor activity on the former, the integration of climate change into investment analysis remains confined to sectors where there are strong government incentives (e.g. for renewable energy) or where greenhouse gas emissions have a market price. This article reviews the evolution of UK institutional investor interest in climate change from 1990 to 2005, focusing in particular on the relative contributions of ‘soft’ policy measures such as information-disclosure and awareness raising, and ‘hard’ policy measures such as regulation and market-based instruments. The article concludes that, over this period, soft policy measures played an important role in encouraging investors to discuss climate change issues with companies, but had minimal influence on investment decisions. It was only with the introduction of hard policy measures that climate change started to be systematically factored into investment analysis. The article canvasses the implications of these findings for government efforts in the UK and elsewhere to encourage investors to play a more proactive role in the climate change debate. Stabilization of atmospheric CO2 concentrations below a pre-industrial doubling (~550 ppm) is a commonly cited target in climate policy assessment. When the rate at which future emissions can fall is assumed to be fixed, the peak atmospheric concentration - or the stabilization "frontier" - is an increasing and convex function of the length of postponement. Here we find that a decline in emissions of 1% year-1 beginning today would place the frontier near 475 ppm and that when mitigation is postponed, options disappear (on average) at the rate of ~9 ppm year-1, meaning that delays of more than a decade will likely preclude stabilization below a doubling. When constraints on the future decline rate of emissions are relaxed, a particular atmospheric target can be realized in many ways, with scenarios that allow longer postponement of emissions reductions requiring greater increases in the intensity of future mitigation. However, the marginal rate of substitution between future mitigation and present delay becomes prohibitively large when the balance is shifted too far toward the future, meaning that some amount of postponement cannot be fully offset by simply increasing the intensity of future mitigation. Consequently, these results suggest that a practical transition path to a given stabilization target in the most commonly cited range can allow, at most, one or two decades of delay. We demonstrate a method for integrating environmental effects into a computable general equilibrium model. This is a critical step forward toward the development of improved integrated assessment models of environmental change. We apply the method to examine the economic consequences of air pollution on human health for the US for the period from 1970 to 2000. The pollutants include tropospheric ozone, nitrogen dioxide, sulfur dioxide, carbon monoxide, and particulate matter. We apply this method to the MIT Emissions Prediction and Policy Analysis (EPPA) model, a computable general equilibrium model of the economy that has been widely used to study climate change policy. The method makes use of traditional valuation studies, incorporating this information so that estimates of welfare change are consistent with welfare valuation of the consumption of market goods and services. We estimate the benefits of air pollution regulations in USA rose steadily from 1975 to 2000 from $50 billion to $400 billion (from 2.1% to 7.6% of market consumption). Our estimated benefits of regulation are somewhat lower than the original estimates made by the US Environmental Protection Agency, and we trace that result to our development of a stock model of pollutant exposure that predicts that the benefits from reduced chronic air pollution exposure will only be gradually realized. We also estimate the economic burden of uncontrolled levels of air pollution over that period. Anthropogenic aerosols in the lower troposphere increase the absorption and scattering of solar radiation by air and clouds, causing a warmer atmosphere and a cooler surface. It is suspected that these effects contribute to slow down the hydrological cycle. We conducted a series of numerical experiments using a limited area atmospheric model to understand the impacts of aerosol radiative forcing on the rainfall process. Experiments with different radiative conditions under an idealized setting revealed that increasing atmospheric forcing and decreasing surface forcing of radiation causes reductions in rainfall. There was no relationship of top of the atmosphere forcing to the rainfall yield. The model was then used to simulate a domain covering southern part of Sri Lanka, over for the period from November 2002 to July 2003. For a given radiative forcing, instances with lower rainfall yields showed larger fractional reductions in rainfall. The trends in seasonal rainfall observed over the site in past 30 years in a different study confirms this finding. We conclude that the negative impact of increase of anthropogenic aerosols on rainfall would be more severe on regions and seasons with lower rainfall yields. The consequences of this problem on the industries that critically depend on well-distributed rainfall like non-irrigated agriculture and on the general livelihood of societies in low-rain areas can be serious.
