Using an experimental auction, we explore how verifiable information affects the willingness to pay (WTP) for two climate friendly goods given the politicized climate change debate. We test whether the dissemination of (scientific) verifiable information lets subjects cut through the media noise. We define our baseline by first examining how noisy information (pro and con) about climate change affects WTP. We then consider how third party verifiable information within this noisy information affects WTP. Our results suggest subjects could cut through noisy information to process verifiable information. We find a significant WTP premium for climate protection. The verifiable information treatment increases the premium for both shade-grown coffee (by 51 %) and recycled paper (by 48 %). This suggests the WTP premium for climate change depends on the available information flow and the characteristics of the climate friendly good. [ABSTRACT FROM AUTHOR]

This paper provides an assessment of Article 4.1 of the Paris Agreement on climate; the main goal of which is to provide guidance on how “to achieve the long-term temperature goal set out in Article 2”. Paraphrasing, Article 4.1 says that, to achieve this end, we should decrease greenhouse gas (GHG) emissions so that net anthropogenic GHG emissions fall to zero in the second half of this century. To aggregate net GHG emissions, 100-year global warming potentials (GWP-100) are commonly used to convert non-CO2 emissions to equivalent CO2 emissions. The GWP-scaling method is tested using methane as an example. The temperature projections using GWP-100 scaling are shown to be seriously in error. This throws doubt on the use of GWP-100 scaling to estimate net GHG emissions. An alternative method to determine the net-zero point for GHG emissions based on radiative forcing is derived, where the net-zero point is identified with the maximum of GHG forcing. This shows that, to meet the Article 2 warming goal, the net-zero point for GHG emissions needs to be reached as early as 2036, much sooner than in the Article 4.1 window. wide variety of scenarios for future development have played significant roles in climate policy discussions. This paper presents projections of greenhouse gas (GHG) concentrations, sea level rise due to thermal expansion and glacial melt, oceanic acidity, and global mean temperature increases computed with the MIT Integrated Global Systems Model (IGSM) using scenarios for twenty-first century emissions developed by three different groups: intergovernmental (represented by the Intergovernmental Panel on Climate Change), government (represented by the U.S. government Climate Change Science Program) and industry (represented by Royal Dutch Shell plc). In all these scenarios the climate system undergoes substantial changes. By 2100, the CO concentration ranges from 470 to 1020 ppm compared to a 2000 level of 365 ppm, the CO-equivalent concentration of all greenhouse gases ranges from 550 to 1780 ppm in comparison to a 2000 level of 415 ppm, oceanic acidity changes from a current pH of around 8 to a range from 7.63 to 7.91, in comparison to a pH change from a preindustrial level by 0.1 unit. The global mean temperature increases by 1.8 to 7.0°C relative to 2000. Such increases will require considerable adaptation of many human systems and will leave some aspects of the earth's environment irreversibly changed. Thus, the remarkable aspect of these different approaches to scenario development is not the differences in detail and philosophy but rather the similar picture they paint of a world at risk from climate change even if there is substantial effort to reduce emissions. A favoured method of assimilating information from state-of-the-art climate models into integrated assessment models of climate impacts is to use the transient climate response (TCR) of the climate models as an input, sometimes accompanied by a pattern matching approach to provide spatial information. More recent approaches to the problem use TCR with another independent piece of climate model output: the land-sea surface warming ratio ( φ). In this paper we show why the use of φ in addition to TCR has such utility. Multiple linear regressions of surface temperature change onto TCR and φ in 22 climate models from the CMIP3 multi-model database show that the inclusion of φ explains a much greater fraction of the inter-model variance than using TCR alone. The improvement is particularly pronounced in North America and Eurasia in the boreal summer season, and in the Amazon all year round. The use of φ as the second metric is beneficial for three reasons: firstly it is uncorrelated with TCR in state-of-the-art climate models and can therefore be considered as an independent metric; secondly, because of its projected time-invariance, the magnitude of φ is better constrained than TCR in the immediate future; thirdly, the use of two variables is much simpler than approaches such as pattern scaling from climate models. Finally we show how using the latest estimates of φ from climate models with a mean value of 1.6-as opposed to previously reported values of 1.4-can significantly increase the mean time-integrated discounted damage projections in a state-of-the-art integrated assessment model by about 15 %. When compared to damages calculated without the inclusion of the land-sea warming ratio, this figure rises to 65 %, equivalent to almost 200 trillion dollars over 200 years. [ABSTRACT FROM AUTHOR]

Sea-level rise (SLR) due to climate change is a serious global threat: The scientific evidence is now overwhelming. Continued growth of greenhouse gas emissions and associated global warming could well promote SLR of 1 m in this century, and unexpectedly rapid breakup of the Greenland and West Antarctic ice sheets might produce a 3–5 m SLR. In this paper, we assess the consequences of continued SLR for 84 coastal developing countries. Geographic Information System (GIS) software has been used to overlay the best available, spatially disaggregated global data on critical impact elements (land, population, agriculture, urban extent, wetlands, and GDP), with the inundation zones projected for 1–5 m SLR. Our results reveal that tens of millions of people in the developing world are likely to be displaced by SLR within this century; and accompanying economic and ecological damage will be severe for many. The economic benefits of a multi-gas approach to climate change mitigation are clear. However, there is still a debate on how to make the trade-off between different greenhouse gases (GHGs). The trade-off debate has mainly centered on the use of Global Warming Potentials (GWPs), governing the trade-off under the Kyoto Protocol, with results showing that the cost-effective valuation of short-lived GHGs, like methane (CH4), should be lower than its current GWP value if the ultimate aim is to stabilize the anthropogenic temperature change. However, contrary to this, there have also been proposals that early mitigation mainly should be targeted on short-lived GHGs. In this paper we analyze the cost-effective trade-off between a short-lived GHG, CH4, and a long-lived GHG, carbon dioxide (CO2), when a temperature target is to be met, taking into consideration the current uncertainty of the climate sensitivity as well as the likelihood that this will be reduced in the future. The analysis is carried out using an integrated climate and economic model (MiMiC) and the results from this model are explored and explained using a simplified analytical economic model. The main finding is that the introduction of uncertainty and learning about the climate sensitivity increases the near-term cost-effective valuation of CH4 relative to CO2. The larger the uncertainty span, the higher the valuation of the shortlived gas. For an uncertainty span of ±1°C around an expected climate sensitivity of 3°C, CH4 is cost-effectively valued 6.8 times as high as CO2 in year 2005. This paper examines different concepts of a 'warming commitment' which is often used in various ways to describe or imply that a certain level of warming is irrevocably committed to over time frames such as the next 50 to 100 years, or longer. We review and quantify four different concepts, namely (1) a 'constant emission warming commitment', (2) a 'present forcing warming commitment', (3) a 'zero emission (geophysical) warming commitment' and (4) a 'feasible scenario warming commitment'. While a 'feasible scenario warming commitment' is probably the most relevant one for policy making, it depends centrally on key assumptions as to the technical, economic and political feasibility of future greenhouse gas emission reductions. This issue is of direct policy relevance when one considers that the 2002 global mean temperatures were 0.8 ± 0.2°C above the pre-industrial (1861-1890) mean and the European Union has a stated goal of limiting warming to 2°C above the pre-industrial mean: What is the risk that we are committed to overshoot 2°C? Using a simple climate model (MAGICC) for probabilistic computations based on the conventional IPCC uncertainty range for climate sensitivity (1.5 to 4.5 °C), we found that (1) a constant emission scenario is virtually certain to overshoot 2°C with a central estimate of 2.0°C by 2100 (4.2°C by 2400). (2) For the present radiative forcing levels it seems unlikely that 2°C are overshoot. (central warming estimate 1.1 °C by 2100 and 1.2°C by 2400 with ∼10% probability of overshooting 2°C). However, the risk of overshooting is increasing rapidly if radiative forcing is stabilized much above 400 ppm CO2 equivalence (1.95 W/m²) in the long-term. (3) From a geophysical point of view, if all human-induced emissions were ceased tomorrow, it seems 'exceptionally unlikely' that 2°C will be overshoot (central estimate: 0.7°C by 2100; 0.4°C by 2400). (4) Assuming future emissions according to the lower end of published mitigation scenarios (350 ppm CO2eq to 450 ppm CO2eq) provides the central temperature projections are 1.5 to 2.1 °C by 2100 (1.5 to 2.0°C by 2400) with a risk of overshooting 2°C between 10 and 50% by 2100 and 1-32% in equilibrium. Furthermore, we quantify the 'avoidable warming' to be 0.16-0.26°C for every 100 GtC of avoided CO2 emissions - based on a range of published mitigation scenarios. [ABSTRACT FROM AUTHOR]

As economic and emissions scenarios assume convergence of per capita incomes, they are sensitivity to the exchange rate used for international comparison. Particularly, developing countries are project to grow slower with a purchasing power exchange rate than with a market exchange rate. Different exchange rates may lead to scenarios with very different per capita incomes. However, these scenarios also assume convergence of energy intensities, which at least partly offsets the income effect, so that scenarios with different exchange rates would differ less in greenhouse gas emissions. Differences become smaller still if atmospheric concentrations and global warming is considered. However, differences become larger again if one considers the costs of meeting a certain stabilisation target, as the gap between baseline and target is more sensitive to the exchange rate used than the baseline itself. Differences also grow larger if one looks at climate change impacts, which are determined not just by climate change but also by development. The overlap in sources of greenhouse gas and local air pollutant emissions creates scope for policy measures to limit global warming and improve air quality simultaneously. In a first step, we derive estimates for the air pollution mortality-related component of the social cost of atmospheric release for 6 pollutants and 56 regions in the world. Combining these estimates with emission inventory data highlights that sector contributions to greenhouse gas emissions and air pollution health impacts differ widely across regions. Next, simulations of future emission pathways consistent with the 2 °C and 1.5 °C targets illustrate that strengthening climate policy ambition raises the total value of air quality co-benefits despite lower marginal co-benefits per tonne of greenhouse gas emissions abated. Finally, we use results from a multi-model ensemble to quantify and compare the value of health-related ambient air quality co-benefits of climate policy across sectors and regions. On the global level, overall air quality co-benefits range from $8 to $40 per tonne of greenhouse gases abated in 2030, with median across models and scenarios of $18/tCO2e. These results mask strong differentiation across regions and sectors, with median co-benefits from mitigation in the residential and service sectors in India exceeding $500/tCO2e. By taking a sector- and region-specific perspective, the results presented here reveal promising channels to improve human health outcomes and to ratchet up greenhouse gas reduction efforts to bridge the gap between countries' pledges and the global targets of the Paris Agreement. We assess uncertainties in projecting future changes in extreme storm surge height (SSH) based on typhoon data extracted from ensemble experiment results with four sea surface temperature (SST) conditions and three global warming scenarios using a single atmospheric global climate model. In particular, this study focus on typhoons passing around the Korean Peninsula (KP) defined as the region of 32 to 40° N and 122 to 132° E. It is predicted the number of the typhoons affecting the KP will decrease by 4~73% while their strength will increase by 0.8~1.4% under the given future conditions. The locations of genesis and lysis of the typhoons are expected to be shifted towards the northwest and northeast for all ensemble experiment conditions, respectively. However, the extent of their change varies depending on the future SST and global warming conditions. Storm surge simulations were carried out by using predicted typhoon data as an external force. It is found that future SST patterns and climate warming scenarios affect future typhoon characteristics, which influences values of extreme SSH and locations of the vulnerable area to storm surge under the future climate conditions. In particular, the values of extreme SSH and the locations of the vulnerable area to storm surge appear to be strongly influenced by both pathway and frequency of intense typhoons. Grazing systems emit greenhouse gases, which can, under specific agro-ecological conditions, be partly or entirely offset by soil carbon sequestration. However, any sequestration is time-limited, reversible, and at a global level outweighed by emissions from grazing systems. Thus, grazing systems are globally a net contributor to climate change and the time scale of key processes needs to be factored into any mitigation efforts. Failing to do so leads to unrealistic expectations of soil carbon management in grazing systems as a mitigation strategy. Protecting the large carbon stocks in grazing lands is also essential in order to avoid further climate change from additional CO2 release. Despite the time-limited and reversible nature of soil carbon sequestration in grazing lands, sequestration should be promoted in cases where it delivers environmental and agronomic benefits as well as for its potential, particularly on degraded land, to increase the feasibility of limiting global warming to less than 2 or preferably 1.5 °C. Some peer-reviewed sequestration estimates are of a similar order of magnitude to other food systems mitigation options over a 10–20 years period, such as reducing food loss and waste by 15% or aligning diets with current health related dietary-recommendations. However, caution should be applied to such comparisons since mitigation estimates are associated with large uncertainties and will ultimately depend on the economic cost-benefit relation, feasibility of implementation and time frame considered. One of the biggest challenges to sustainability is lack of public support for policies needed to reduce greenhouse gas emissions. Across three studies, we explored how solution framing impacts public support for financially costly policies designed to reduce greenhouse gas emissions. Study 1 analyzed data from a statewide public opinion poll (N = 771), while studies 2 (N = 100) and 3 (N = 163) were laboratory-based experiments. Specifically, we found that polling questions that asked about a financially costly climate change policy received more support when the goal of the policy was to create efficient technologies than when the goal was to curtail behavior. In addition, we replicate previous research showing that there is a partisan gap for beliefs about global warming and extend this research to show that the partisan gap is not found when looking at support for solutions. The Paris Climate Agreement sets out an aggressive goal of limiting global average warming to well below 2 °C. As a first step, virtually all countries have put forth greenhouse gas emission reduction pledges in the form of nationally determined contributions, or NDCs, for the 2030 timeframe. Our analysis looks beyond the NDCs to explore potential post-2030 regional emissions reduction participation and ambition. For each scenario, we examine the implications for global emissions and long-term temperature. We then evaluate the regional consequences for energy systems and ensuing costs. We conclude by reflecting on the additional global abatement costs of tightening temperature goals. Overall, this study provides a multidimensional characterization of the scale of regional effort supporting climate outcomes, details important to decision-makers as they consider mid-century emissions targets, and long-run climate objectives. While ecosystems-based adaptation (EbA) has been received with great interest, the requirements for EbA implementation and its precise benefits under future climate change are unclear. Furthermore, EbA's overlap with environmental, and development policy agendas leads to ambiguity regarding what actions fall under the rubric of EbA. We analyze the projects identified by the UNFCCC as examples of EbA to understand how EbA is conceptualized and promoted by the international community. Addressing climate change is the primary objective of 58% of the EbA projects; the other 42% of projects provide adaptation benefits yet are not primarily driven by climate change. A project's adaptation targeting is tied to its information needs. Projects whose primary objective is to address climate change are more likely to use detailed climate projections than projects whose primary objective is to address natural hazards, development or ecosystems degradation. A majority of projects do not address uncertainty in future climate change or in adaptation benefits, nor do they track adaptation outcomes. This prevalent lack of monitoring highlights the possibility of a gap between expected and realized adaptation outcomes. Climate analogues (CAs), regions whose present climates are similar to the future climate of a target place, are identified to assess the effects of climate change towards the end of the 21st century. The location of CAs and their present climates yield information that may be used to mitigate the harmful impacts of climate change. Present (1979-2003) and future (2075-2099) climates are projected in an ensemble experiment using the atmospheric general circulation model of the Meteorological Research Institute in Japan. The ensemble members consist of combinations of four distributions of sea surface temperature, three convection schemes, and two initial conditions. The emission scenario for greenhouse gases is A1B of the Special Report on Emissions Scenarios. A new method to identify the location of CAs is introduced, in which the uncertainty in the climate projection is taken into account. CAs for all land regions of the world are presented and those of four capital cities are analyzed in detail. The CAs are generally distributed equator-ward from the target places, consistent with the global warming. It is also found that ensemble experiments that encompass the uncertainty of climate projections can yield robust results for the CA and lead to reliable assessments of climate change. We review the ideas behind the pattern scaling technique, and focus on its value and limitations given its use for impact assessment and within integrated assessment models. We present estimates of patterns for temperature and precipitation change from the latest transient simulations available from the Coupled Model Inter-comparison Project Phase 5 (CMIP5), focusing on multi-model mean patterns, and characterizing the sources of variability of these patterns across models and scenarios. The patterns are compared to those obtained from the previous set of experiments, under CMIP3. We estimate the significance of the emerging differences between CMIP3 and CMIP5 results through a bootstrap exercise, while also taking into account the fundamental differences in scenario and model ensemble composition. All in all, the robustness of the geographical features in patterns of temperature and precipitation, when computed as multi-model means, is confirmed by this comparison. The intensity of the change (in both the warmer and cooler areas with respect to global temperature change, and the drier and wetter regions) is overall heightened per degree of global warming in the ensemble mean of the new simulations. The presence of stabilized scenarios in the new set of simulations allows investigation of the performance of the technique once the system has gotten close to equilibrium. The potential greenhouse gas (GHG) emissions from the production of food for three different diets are compared using consequential Life Cycle Assessment. Diet 1 is an Average Danish Diet (ADD); diet 2 is based on the Nordic Nutritional Recommendations (NNR), whilst diet 3 is a New Nordic Diet (NND) developed by the OPUS project. The NND contains locally produced Nordic foods where more than 75 % is organically produced. NNR and NND include less meat and more fruit and vegetables than the ADD. All diets were adjusted to contain a similar energy and protein content. The GHG emissions from the provision of NNR and NND were lower than for ADD, 8 % and 7 % respectively. If GHG emissions from transport (locally produced versus imported food) are also taken into account, the difference in GHG emissions between NND and ADD increases to 12 %. If the production method (organic versus conventional) is taken into account so that the ADD contains the actual ratio of organically produced food (6.6 %) and the NND contains 80 %, the GHG emissions for the NND are only 6 % less than for the ADD. When the NND was optimised to be more climate friendly, the global warming potential of the NND was 27 % lower than it was for the ADD. This was achieved by including less beef, and only including organic produce if the GHG emissions are lower than for the conventional version, or by substituting all meat with legumes, dairy products and eggs. This work analyzes variations of snow water with elevation for a group of AR4 models over the Western United States. The results are expressed in terms of both snow water equivalent (SWE), which is the depth of snow if melted, and snow water volume (SWV), which is the total volume of SWE for a specified region. The decrease in total SWV over the study region between 1905 and 25 and 1980-99 is about 22%, which is in the range of the observed values. The results for both the A1b and B1 scenarios for the middle twenty-first century both show a near total loss of SWE at lower elevations. However, the largest losses for SWV are near 1800 m. Furthermore, the total SWV loss for the A1b scenario is about 63%, whereas that for the more moderate B1 scenario is about 49%. Thus, a reduction of greenhouse gas emissions is likely to reduce the loss of snow, which is vital to society in the dry Western United States. [ABSTRACT FROM AUTHOR]

In this study, the strength of the regional changes in near-surface climate associated with a global warming of 2°C with respect to pre-industrial times is assessed, distinguishing between 26 different regions. Also, the strength of these regional climate changes is compared to the strength of the respective changes associated with a markedly stronger global warming of 4.5°C. The magnitude of the regional changes in climate is estimated by means of a normalized regional climate change index, which considers changes in the mean as well as changes in the interannual variability of both near-surface temperature and precipitation. The study is based on two sets of four ensemble simulations with the ECHAM5/MPI-OM coupled climate model, each starting from different initial conditions. In one set of simulations (1860-2200), the greenhouse gas concentrations and sulphate aerosol load have been prescribed according to observations until 2000 and according to the SRES A1B scenario after 2000. In the other set of simulations (2020-2200), the greenhouse gas concentrations and sulphate aerosol load have been prescribed in such a way that the simulated global warming does not exceed 2°C with respect to pre-industrial times. The study reveals the strongest changes in near-surface climate in the same regions for both scenarios, i.e., the Sahara, Northern Australia, Southern Australia and Amazonia. The regions with the weakest changes in near-surface climate, on the other hand, vary somewhat between the two scenarios except for Western North America and Southern South America, where both scenarios show rather weak changes. The comparison between the magnitude of the regional changes in near-surface climate for the two scenarios reveals relatively strong changes in the 2°C-stabilization scenario at high northern latitudes, i.e., Northeastern Europe, Alaska and Greenland, and in Amazonia. Relatively weak regional climate changes in this scenario, on the other hand, are found for Eastern Asia, Central America, Central South America and Southern South America. The ratios between the regional changes in the near-surface climate for the two scenarios vary considerably between different regions. This illustrates a limitation of obtaining regional changes in near-surface climate associated with a particular scenario by means of scaling the regional changes obtained from a widely used 'standard' scenario with the ratio of the changes in the global mean temperature projected by these two scenarios. A range of alternatives to the Global Warming Potential (GWP) have been suggested in the scientific literature. One of the alternative metrics that has received attention is the cost-effective relative valuation of greenhouse gases, recently denoted Global Cost Potential (GCP). However, this metric is based on complex optimising integrated assessment models that are far from transparent to the general scientist or policymaker. Here we present a new analytic metric, the Cost-Effective Temperature Potential (CETP) which is based on an approximation of the GCP. This new metric is constructed in order to enhance general understanding of the GCP and elucidate the links between physical metrics and metrics that take economics into account. We show that this metric has got similarities with the purely physical metric, Global Temperature change Potential (GTP). Climate sensitivity and aerosol forcing are dominant uncertain properties of the global climate system. Their estimates based on the inverse approach are interdependent as historical temperature records constrain possible combinations. Nevertheless, many literature projections of future climate are based on the probability density of climate sensitivity and an independent aerosol forcing without considering the interdependency of such estimates. Here we investigate how large such parameter interdependency affects the range of future warming in two distinct settings: one following the A1B emission scenario till the year 2100 and the other assuming a shutdown of all greenhouse gas and aerosol emissions in the year 2020. We demonstrate that the range of projected warming decreases in the former case, but considerably broadens in the latter case, if the correlation between climate sensitivity and aerosol forcing is taken into account. Our conceptual study suggests that, unless the interdependency between the climate sensitivity and aerosol forcing estimates is properly considered, one could underestimate a risk involving the 'climate trap', an unpalatable situation with a high climate sensitivity in which a very drastic mitigation may counter-intuitively accelerate the warming by unmasking the hidden warming due to aerosols. The purpose of this study was to investigate students' conceptions of the greenhouse effect, global warming, and climate change. The study was descriptive in nature and reflected a cross-age design involving the collection of qualitative data from 51 secondary students from three different schools in the Midwest, USA. These data were analyzed for content in an inductive manner to identify student's conceptions. The categories that emerged from the students' responses reflected different degrees of sophistication of students' conceptions about the greenhouse effect, global warming, and climate change. Based on these findings we make curricular recommendations that build on the students' conceptions, the IPCC Findings, the NRC () science education standards, and NOAA's climate literacy framework. Climate change, involving both human-induced global warming and natural climate variability, has been called upon to explain the occurrences of weather extremes with their associated natural hazards. The Philippines experienced a dry spell in 2007 specifically in parts of Luzon which occurred during the rainy season. On the other hand, areas in Mindanao, southern Philippines which were supposed to be dry, were wet due to the non-migration of the inter-tropical convergence zone northward. The 2007 dry spell in Luzon, northern Philippines affected the agricultural, power, water and health sectors. The local effects of this weather extreme have to be documented and studied to ensure that the appropriate response measures are adopted should there be a recurrence. We discuss climate impacts of a hypothetical shutdown of the thermohaline circulation (‘THC’) in the 2050s, using the climate model HadCM3. Previous studies have generally focussed on the effects on pre-industrial climate. Here we take into account increased greenhouse gas concentrations according to an IS92a emissions scenario. THC shutdown causes cooling of the Northern Hemisphere of -1.7˚C, locally stronger. Over western Europe cooling is strong enough for a return to pre-industrial conditions and a significant increase in the occurrence of frost and snow cover. Global warming restricts the increase in sea ice cover after THC shutdown. This lessens the amount of cooling over NW Europe, but increases it over North America, compared to pre-industrial shutdown. This reflects a non-linearity in the local temperature response to THC shutdown. Precipitation change after THC shutdown is generally opposite to that caused by global warming, except in western and southern Europe, where summer drying is enhanced, and in Central America and southeast Asia, where precipitation is also further reduced. Local rise in sea level after THC shutdown can be large along Atlantic coasts (pm; 25,cm), which would add to the rise caused by global warming. Today's climate policy is based on the assumption that the location of emissions reductions has no impact on the overall climate effect. However, this may not be the case since reductions of greenhouse gases generally will lead to changes in emissions of short-lived gases and aerosols. Abatement measures may be primarily targeted at reducing CO2, but may also simultaneously reduce emissions of NOx, CO, CH4 and SO2 and aerosols. Emissions of these species may cause significant additional radiative forcing. We have used a global 3-D chemical transport model and a radiative transfer model to study the impact on climate in terms of radiative forcing for a realistic change in location of the emissions from large-scale sources. Based on an assumed 10% reduction in CO2 emissions, reductions in the emissions of other species have been estimated. Climate impact for the SRES A1B scenario is compared to two reduction cases, with the main focus on a case with emission reductions between 2010 and 2030, but also a case with sustained emission reductions. The emission reductions are applied to four different regions (Europe, China, South Asia, and South America). In terms of integrated radiative forcing (over 100 yr), the total effect (including only the direct effect of aerosols) is always smaller than for CO2 alone. Large variations between the regions are found (53-86% of the CO2 effect). Inclusion of the indirect effects of sulphate aerosols reduces the net effect of measures towards zero. The global temperature responses, calculated with a simple energy balance model, show an initial additional warming of different magnitude between the regions followed by a more uniform reduction in the warming later. A major part of the regional differences can be attributed to differences related to aerosols, while ozone and changes in methane lifetime make relatively small contributions. Emission reductions in a different sector (e.g. transportation instead of large-scale sources) might change this conclusion since the NOx to SO2 ratio in the emissions is significantly higher for transportation than for large-scale sources. The total climate effect of abatement measures thus depends on (i) which gases and aerosols are affected by the measure, (ii) the lifetime of the measure implemented, (iii) time horizon over which the effects are considered, and (iv) the chemical, physical and meteorological conditions in the region. There are important policy implications of the results. Equal effects of a measure cannot be assumed if the measure is implemented in a different region and if several gases are affected. Article 2 of the UN Framework Convention on Climate Change (UNFCCC), which states the treaty's long-term objective, is the subject of a growing literature that examines means to interpret and implement this provision. Here we provide context for these studies by exploring the intertwined scientific, legal, economic, and political history of Article 2. We review proposed definitions for “dangerous anthropogenic interference” and frameworks that have been proposed for implementing these definitions. Specific examples of dangerous climate changes suggest limits on global warming ranging from 1 to 4 ∘C and on concentrations ranging from 450 to 700 ppm CO2 equivalents. The implications of Article 2 for near term restrictions on greenhouse-gas emissions, e.g., the Kyoto Protocol, are also discussed. [ABSTRACT FROM AUTHOR]

The UN Framework Convention on Climate Change calls for the avoidance of “dangerous anthropogenic interference with the climate system”. Among the many plausible choices, dangerous interference with the climate system may be interpreted as anthropogenic radiative forcing causing distinct and widespread climate change impacts such as a widespread demise of coral reefs or a disintegration of the West Antarctic ice sheet. The geological record and numerical models suggest that limiting global warming below critical temperature thresholds significantly reduces the likelihood of these eventualities. Here we analyze economically optimal policies that may ensure this risk-reduction. Reducing the risk of a widespread coral reef demise implies drastic reductions in greenhouse gas emissions within decades. Virtually unchecked greenhouse gas emissions to date (combined with the inertia of the coupled natural and human systems) may have already committed future societies to a widespread demise of coral reefs. Policies to reduce the risk of a West Antarctic ice sheet disintegration allow for a smoother decarbonization of the economy within a century and may well increase consumption in the long run. Abstract The Global Warming Potential (GWP) is used within the Kyoto Protocol to the United Nations Framework Convention on Climate Change as a metric for weighting the climatic impact of emissions of different greenhouse gases. The GWP has been subjected to many criticisms because of its formulation, but nevertheless it has retained some favour because of the simplicity of its design and application, and its transparency compared to proposed alternatives. Here, two new metrics are proposed, which are based on a simple analytical climate model. The first metric is called the Global Temperature Change Potential and represents the temperature change at a given time due to a pulse emission of a gas (GTPP); the second is similar but represents the effect of a sustainedemission change (hence GTPS). Both GTPP and GTPS are presented as relative to the temperature change due to a similar emission change of a reference gas, here taken to be carbon dioxide. Both metrics are compared against an upwelling-diffusion energy balance model that resolves land and ocean and the hemispheres. The GTPP does not perform well, compared to the energy balance model, except for long-lived gases. By contrast, the GTPS is shown to perform well relative to the energy balance model, for gases with a wide variety of lifetimes. It is also shown that for time horizons in excess of about 100 years, the GTPS and GWP produce very similar results, indicating an alternative interpretation for the GWP. The GTPS retains the advantage of the GWP in terms of transparency, and the relatively small number of input parameters required for calculation. However, it has an enhanced relevance, as it is further down the cause–effect chain of the impacts of greenhouse gases emissions and has an unambiguous interpretation. It appears to be robust to key uncertainties and simplifications in its derivation and may be an attractive alternative to the GWP. [ABSTRACT FROM AUTHOR]
