How do we understand national climate change politics in the United States? Using a methodological innovation in network analysis, this paper analyzes discussions about the issue within the US Congress. Through this analysis, the ideological relationships among speakers providing Congressional testimony on the issue of climate change are mapped. For the first time, issue stances of actors are systematically aggregated in order to measure coalitions and consensus among political actors in American climate politics in a relational way. Our findings show how consensus formed around the economic implications of regulating greenhouse gases and the policy instrument that should do the regulating. The paper is separated into three sections. First, we review the ways scholars have looked at climate change policymaking in the United States, paying particular attention to those who have looked at the issue within the US Congress. Next, we present analysis of statements made during Congressional hearings on climate change over a four-year period. Our analysis demonstrates how a polarized ideological actor space in the 109 Congress transforms into a more consensual actor landscape in the 110 Congress, which is significantly less guided by partisan differences. Heat-related mortality tends to be associated with heatwaves that do not allow for sufficient acclimatisation to hot temperatures. In contrast, damage functions and most heatwave emergency response plans do not account for acclimatisation. Using an excess heat measure that accounts for acclimatisation, this paper produces estimates of temperature-related mortality for the five largest Australian capital cities. Fixed effects panel threshold regressions are applied to establish the thresholds that coincide with heightened mortality during extreme temperature events. The estimated parameters associated with these thresholds are then used to develop hindcast estimates for cold temperatures, moderate temperatures, hot temperatures and extreme heat. The estimated thresholds coincide with a notable impact of hot temperatures on mortality, but a limited cold temperature impact. This shows that the burden of risk associated with mortality related to future temperatures and climate change within Australia coincides with heatwaves rather than coldwaves. This is in contrast to recent studies that found that cold temperature-related mortality within Australian capital cities has and will continue to be notable. Based on a cross-national social survey, this paper ascertains how perception of climate change is related to national wealth and adaptive capacity across 33 countries. Results indicate that citizens of wealthier countries tend to see climate change as the most important problem, but are less likely to rank it as a highly dangerous threat. We find that Gross Domestic Product (GDP) per capita correlates positively with perceived importance of climate change, but negatively with perceived risk. Also, climate change is less likely to be seen as highly dangerous in those countries that are better prepared for climate change. These findings have important implications for climate adaptation. The relatively weaker sense of danger among the wealthiest societies may eventually lead to maladaptation to climate change. Adequate economic resources provide people collective security and protection from impending crises, but could elevate a self-assuring attitude that might prematurely reduce their caution toward the impending threat and capacity for dealing with climate uncertainties. Arguments that fairness should be a guiding principle of climate change adaptation have been primarily concerned with distributive and procedural aspects of fairness, with far less attention paid to the temporal, spatial and interactional dimensions of fairness. This paper presents the results of a study that sought to understand the multiple dimensions of fairness of adaptation strategies that exist or can be developed to deal with sea-level rise. The study focused on five small communities along the south-east coast of Australia-Lakes Entrance, Seaspray, Port Albert, McLoughlins Beach and Manns Beach. Interviews were conducted with residents of the local communities to examine perceptions of current adaptation policies and their social impacts. A questionnaire was used to develop a nuanced understanding of the types of people living in these communities and their everyday lives, practices, and relationships. This enabled us to identify a range of non-material social impacts that may occur as a result of sea-level rise. Finally, focus groups were used to obtain community perspectives on the fairness of a range of potential future adaptation strategies. Together, these methods revealed that adaptation to sea-level rise is likely to affect some groups in the community significantly more than others, and in ways that will fundamentally change the nature of living in these communities. Understanding nuances in the social values of communities reveals how policies can be adapted to provide fairer outcomes for all community members through processes that create the time and space required to establish long-term working relationships between communities and government. Models used for climate change impact projections are typically not tested for simulation beyond current climate conditions. Since we have no data truly reflecting future conditions, a key challenge in this respect is to rigorously test models using proxies of future conditions. This paper presents a validation framework and guiding principles applicable across earth science disciplines for testing the capability of models to project future climate change and its impacts. Model test schemes comprising split-sample tests, differential split-sample tests and proxy site tests are discussed in relation to their application for projections by use of single models, ensemble modelling and space-time-substitution and in relation to use of different data from historical time series, paleo data and controlled experiments. This article explores the extent to which efforts to improve productivity of smallholder agriculture through a new 'Green Revolution' in Sub Saharan Africa are likely to enhance the capacity of smallholder farmers to adapt to the impacts of climate change. Drawing on empirical material from Malawi and Kenya, the paper finds more conflicts than synergies between the pursuit of higher productivity through the promotion of hybrid maize adoption and crop diversification as a strategy for climate change adaptation. This is despite an oft-assumed causal link between escape from the 'low maize productivity trap' and progression towards crop diversification as an adaptive strategy. In both countries, a convergence of interests between governments, donors and seed companies, combined with a historical preference for, and dependence on maize as the primary staple, has led to a narrowing of options for smallholder farmers, undermining the development of adaptive capacities in the longer term. This dynamic is linked to the conflation of market-based variety of agricultural technologies, as viewed 'from the top down', with diversity-in-context, as represented by site-specific and locally derived and adapted technologies and institutions that can only be developed 'from the bottom up'. In this paper we assess the impact of climate change, at a micro-scale for a selection of four sites in New Zealand and Australia. These sites are representative of the key destination ski regions. In contrast to previous work, our work will for the first time, allow for a direct comparison between these two countries and enable both an estimate of the absolute impacts at a given site, as well as the relative impacts between the two countries. This direct comparison is possible because we have used exactly the same snow model, the same 3 global climate models (GCMs) and the same techniques to calibrate the model for all locations. We consider the changes in natural snow at these locations for the 2030-2049 and 2080-2099 time periods, for one mid-range emissions scenario (A1B). This future scenario is compared to simulations of current, 1980-1999, snow at these locations. We did not consider the snowmaking or economic components of the ski industry vulnerability, only the modelled changes in the natural snow component. At our New Zealand sites, our model indicates that by the 2040s there will be on average between 90 % and 102 % of the current maximum snow depth (on 31 August) and by the 2090s this will be on average reduced to between 46 % and 74 %. In Australia, our models estimates that by the 2040s there will be on average between 57 % and 78 % of the current maximum snow depth and by the 2090s this will be on average further reduced to between 21 % and 29 %. In terms of days with snowdepths equal to or exceeding a ski industry useable levels of 0.30 m, at our lowest elevation, and most sensitive sites, we observe a change from 125 days (current) to 99-126 (2040s) and 52-110 (2090s) in New Zealand. In Australia, a reduction from 94 to 155 days (current) to 81-114 (2040s) and 0-75 (2090s) is observed. In each case the changes are highly depended on the GCM used to drive the climate change scenario. While the absolute changes will have direct impacts at each location, so too will the relative changes with respect to future potential Australia-New Zealand tourism flows, and beyond. Our study provides an approach by which other regions or countries with climate sensitive tourism enterprises could assess the relative impacts and therefore the potential wider ranging ramifications with respect to destination attractiveness. Projections by the Intergovernmental Panel on Climate Change suggest that there will be an increase in the frequency and intensity of climate extremes in the 21st century. Kolkata, a megacity in India, has been singled out as one of the urban centers vulnerable to climate risks. Modest flooding during monsoons at high tide in the Hooghly River is a recurring hazard in Kolkata. More intense rainfall, riverine flooding, sea level rise, and coastal storm surges in a changing climate can lead to widespread and severe flooding and bring the city to a standstill for several days. Using rainfall data, high and low emissions scenarios, and sea level rise of 27 cm by 2050, this paper assesses the vulnerability of Kolkata to increasingly intense precipitation events for return periods of 30, 50, and 100 years. It makes location-specific inundation depth and duration projections using hydrological, hydraulic, and urban storm models with geographic overlays. High resolution spatial analysis provides a roadmap for designing adaptation schemes to minimize the impacts of climate change. This paper presents an empirical study of the relationship between residential energy demand and temperature. Unlike previous studies in this field, the data sample has a global coverage and special emphasis is given to the heterogeneous response of different regions and to the contrasting effects on energy demand for cooling and heating purposes. To account for this we distinguish between different regions, seasons, and energy sources. Short- and long-run temperature demand elasticities are estimated. These features make the model results especially valuable in the analysis of climate change impacts as they provide an empirical basis for the study of the impact of climate change on energy demand. To illustrate the potential of the results as a basis for the study of climate change impacts, the estimates are used in a simple exercise that projects changes in energy demand due to temperatures increase in 2085. Effectively communicating the complexity of climate change to the public is an important goal for the climate change research community, particularly for those of us who receive public funds. The challenge of communicating the science of climate change will be reduced if climate change researchers consider the links between personality types, communication tendencies and learning preferences. Jungian personality type is one of many factors related to an individual's preferred style of taking in and processing information, i.e., preferred communication style. In this paper, we demonstrate that the Jungian personality type profile of interdisciplinary, early career climate researchers is significantly different from that of the general population in the United States. In particular, Ph.D. climate researchers tend towards Intuition and focus on theories and the 'big picture', while the U.S. general population tends towards Sensing and focuses on concrete examples and experience. There are other differences as well in the way the general public as a group prefers to take in information, make decisions, and deal with the outer world, compared with the average interdisciplinary climate scientist. These differences have important implications for communication between these two groups. We suggest that climate researchers will be more effective in conveying their messages if they are aware of their own personality type and potential differences in preferred learning and communication styles between themselves and the general public (and other specific audiences), and use this knowledge to more effectively target their audience. This paper scopes a number of the health impacts of climate change in Europe (EU-27) quantitatively, using physical and monetary metrics. Temperature-related mortality effects, salmonellosis and coastal flooding-induced mental health impacts resulting from climate change are isolated from the effects of socio-economic change for the 2011-2040 and 2071-2100 time periods. The temperature-induced mortality effects of climate change include both positive and negative effects, for winter (cold) and summer (heat) effects, respectively, and have welfare costs (and benefits) of up to 100 billion Euro annually by the later time-period, though these are unevenly distributed across countries. The role of uncertainty in quantifying these effects is explored through sensitivity analysis on key parameters. This investigates climate model output, climate scenario, impact function, the existence and extent of acclimatisation, and the choice of physical and monetary metrics. While all of these lead to major differences in reported results, acclimatisation is particularly important in determining the size of the health impacts, and could influence the scale and form of public adaptation at the EU and national level. The welfare costs for salmonellosis from climate change are estimated at potentially several hundred million Euro annually by the period 2071-2100. Finally, a scoping assessment of the health costs of climate change from coastal flooding, focusing on mental health problems such as depression, are estimated at up to 1.5 billion Euro annually by the period 2071-2100. The Mesoscale Modeling System Version 5 (MM5) was one-way nested to the Goddard Institute for Space Studies global climate model (GISS GCM), which provided the boundary conditions for present (1990s) and future (IPCC SRES A2 scenario, 2050s) five-summer “time-slice” simulations over the continental and eastern United States. Five configurations for planetary boundary layer, cumulus parameterization, and radiation scheme were tested, and one set was selected for use in the New York City Climate and Health Project—a multi-disciplinary study investigating the effects of climate change and land-use change on human health in the New York metropolitan region. Although hourly and daily data were used in the health project, in this paper we focus on long-term current and projected mean climate change. The GISS-MM5 was very sensitive to the choice of cumulus parameterization and planetary boundary layer scheme, leading to significantly different temperature and precipitation outcomes for the 1990s. These differences can be linked to precipitation type (convective vs. non-convective), to their effect on solar radiation received at the ground, and ultimately to surface temperature. The projected changes in climate (2050s minus 1990s) were not as sensitive to choice of model physics combination. The range of the projected surface temperature changes at a given grid point among the model versions was much less than the mean change for all five model configurations, indicating relative consensus for simulating surface temperature changes among the different model projections. The MM5 versions, however, offer less consensus regarding 1990s to 2050s changes in precipitation amounts. All of the projected 2050s temperature changes were found to be significant at the 95th percent confidence interval, while the majority of the precipitation changes were not. [ABSTRACT FROM AUTHOR]

Ecosystem changes in floodplains could be a major issue during the twenty-first century as designated habitat areas are affected by climate change and floodplain management options. As part of the RegIS project, a Regional Impact Simulator has been developed to investigate these potential changes. This paper presents the methodologies and results of biodiversity metamodels used within the Regional Impact Simulator for two regions of the UK: East Anglia and North West England. Potential impacts and adaptations to future climate and socio-economic scenarios are analysed for three habitat types in floodplains (saltmarsh, coastal grazing marsh and fluvial grazing marsh) and selected species. An important finding is that management choices, which can be linked to socio-economic futures have a greater potential impact on habitat viability than climate change. The choices society makes will therefore be key to protection and conservation of biodiversity. The analyses also show that coastal grazing marsh is the most vulnerable habitat to sea-level rise, although there is a scope for substituting losses with fluvial grazing marsh. These results indicate that these methods provide a useful approach for assessing potential biodiversity changes at the regional scale, including the effect of different policies. A meta-modelling approach has been adopted to link simulations of low and high water flows with simulations of suitable climate space for a selection of fen and bog species with differing drought and flood tolerance. The linked meta-models were used to examine the impacts of socio-economic and climate change scenarios on wetlands in two contrasting regions of the UK. The hydrological model shows that low and high flows are sensitive to climate change and to the regional distribution of abstractions and discharges. Where there are large changes in urbanisation, flows are more sensitive to socio-economic change. The changes in high flows have little impact on the species selected, but changes in low flows result in a number of areas becoming marginal or unsuitable due to dryness. At the regional scale, adaptation options appear to be limited and mostly involve, for surface water-influenced wetlands, increased water imports (either directly through increased non-consumptive water demand or indirectly through river augmentation), which may not be consistent with the socio-economic scenario or be feasible. This paper shows, therefore, that changes in hydrological regime are important for the future of wetlands and that these may depend as much on the future socio-economic situation as the projected changes in climate. Motivated by the high abatement costs of the Kyoto Protocol for Germany, this paper is estimating the economic impact of global warming on agriculture in that country. The hedonic approach is used as theoretical background. Stating that land prices are -- among others -- determined by climatic factors, this approach can consequently be used to value global warming. To avoid a priori restrictions stemming from functional forms, the land price function is modeled as quadratic Box--Cox function that nests a wide range of specifications. In a second step, the estimated results are used to forecast the impact of climate change. The results indicate that German farmers will be winners of climate change in the short run, with maximum gains occurring at a temperature increase of +0.6°C against current levels. The need to mainstream adaptation to climate change into development planning and ongoing sectoral decision-making is increasingly recognised, and several bilateral and multilateral development agencies are starting to take an interest. Over the past years at least six development agencies have screened their project portfolios, generally with two goals in mind: (1) to ascertain the extent to which existing development projects already consider climate risks or address vulnerability to climate variability and change, and (2) to identify opportunities for incorporating climate change explicitly into future projects. As each portfolio screening was conducted independently, the broader lessons emerging from the screenings have not been systematically analysed. In this paper we assess the screening activities to date, focusing on both the results and the methods applied. Based on this assessment we identify opportunities for development agencies to expand their current focus on the links between climate and development. Most agencies already consider climate change as a real but uncertain threat to future development, but they have given less thought to how different development patterns might affect vulnerability to climate change. The screenings undertaken have shown the need to take a comprehensive approach to adaptation and its integration into development planning and sectoral decision-making, and a number of policy initiatives have been taken to promote such integration. We provide some initial guidance as to how portfolio screening can be carried out in a way that would allow agencies to assess systematically the relevance of climate change to their ongoing and planned development projects. Much work has been done to show that there is a relationship between the triggering of debris flows and the recorded increase in temperatures or in the number of intense rainy events over the last few decades. The question addressed in this paper is that of the impact of these climate changes on the dynamics of debris flows since the 1950s. 319 debris flows in the Dévoluy and Ecrins massifs located in the French Alps, the triggering of which is independent of the current glacial retreat, have been analysed. In the Dévoluy a reduction in the number of debris flows was observed in the periods 1950–1975 and 1975–2000. In the Massif des Ecrins, we have observed a shift of the triggering debris flow zone toward higher elevations and a lack of significant variation in the number of debris flows. But in the Massif des Ecrins this global result masks two different trends depending on elevation. At low altitude (<2200 m) the number of debris flows and the frequency of debris flows less than 400 m in length have decreased significantly since the 1980s whereas no significant variation was observed at high altitude (>2200 m). At the same time, we have observed a significant increase in the annual and seasonal temperatures for these 20 last years combined with a significant reduction in the number of freezing days. A significant increase in summer rains higher than 30 mm/d has also been observed. In Dévoluy and at low altitude in the Massif des Ecrins,these variations can be explained by the decrease in the number of freezing days related to the increase in the temperatures, which implies a slower reconstitution of the volume of debris stored between two events. But at high altitude it is currently difficult to establish the link between the climatic change and the dynamics of the debris flows because very little is known about the two variables controlling the triggering of the debris flows, i.e., on the one hand intense precipitations and on the other hand the volume of rock debris. Cost-benefit analysis is only applicable if the variances of both costs and benefits are finite. In the case of climate change, the variances of the net present marginal costs and benefits of greenhouse gas emission reduction need to be finite. Finiteness is hard, if not impossible to prove. The opposite is easier to establish as one only needs to show that there is one, not impossible representation of the climate change with infinite variance. The paper shows that all relevant current variables of the FUND model have finite variances. However, there is a small chance that climate change reverses economic growth in some regions. In that case, the discount rate becomes negative and the net present marginal benefits of greenhouse gas emission reduction becomes very large. So large, that its variance is unbounded. One could interpret this as an indication that cost-benefit analysis is invalid. Alternatively, one could argue that the infinity is present in both the base case and the policy scenario, and therefore irrelevant; in that interpretation, cost-benefit analysis is a valid tool. Climate change is a problem which is global both in terms of causes and consequences. The uncertainties are large and likely to persist. Meanwhile, the political and economic stakes of both action and inaction are much higher than those in other transboundary concerns such as acid rain and ozone depletion. The public policy impact of scientific opinions on climate change, therefore, not only depends upon what is being said, but also, who is advancing those conclusions and how they were arrived at. This was the rationale behind the setting up of the Intergovernmental Panel on Climate Change (IPCC) in 1988. The paper examines the IPCC in the context of prior assessment efforts. Mobilizing collective action to cope with climate change is difficult at any level, but the larger the `community' the more difficult the task. How to achieve cooperation in the common interest without imposing excessive governmental coercion is a fundamental political conundrum. Using the cultural typology suggested by Cultural Theory (CT), this paper explores diverse worldviews that inform individual and collective attitudes relevant to climate change. Responses from a sample of 441 individuals to statements drawn from the public discourse on environmental issues are used to classify respondents according to the cultural types posited by CT. Analysis indicates that most respondents mix elements of CT's egalitarianism, hierarchy, and individualism, though many individuals clearly lean toward one or another of the cultural types. There seems to be a melding of individualistic and hierarchic elements in opposition to egalitarian elements. Definitions of what is natural, fair and right – of equity – are fundamental issues between cultures, and non-coercive resolution of issues may be promoted by exploring cultural interstices, where cosmological boundaries are weakest. The cultural typology used in Cultural Theory, less spatially or temporally bound than some other typologies, promises to be a useful analytic tool in exploring cultural differences and overlaps. In the nine years since its establishment in 1988, the Intergovernmental Panel on Climate Change (IPCC) has attempted to walk the tightrope of being scientifically sound and politically acceptable. This paper investigates how the IPCC has evolved over two assessment cycles. It provides an in-depth examination of important characteristics of the IPCC process including the peer review mechanism, participation of developing countries, and its interactions with the intergovernmental negotiation process on climate change.
