Many papers have shown that bioenergy and land-use are potentially important elements in a strategy to limit anthropogenic climate change. But, significant expansion of bioenergy production can have a large terrestrial footprint. In this paper, we test the implications for land use, the global energy system, emissions and mitigation costs of meeting a specific climate target, using a single fossil fuel and industrial sector policy instrument, but with five alternative bioenergy and land-use policy architectures. These scenarios are illustrative in nature, and designed to explore trade-offs. We find that the policies we examined have differing effects on the different segments of the economy. Comprehensive land policies can reduce land-use change emissions, increasing allowable emissions in the energy system, but have implications for the cost of food. Bioenergy penalties and constraints, on the other hand, have little effect on food prices, but result in less bioenergy and thus can increase mitigation costs and energy prices.

The IPCC Fourth Assessment Report, Working Group III, summarises in Box 13.7 the required emission reduction ranges in Annex I and non-Annex I coun- tries as a group, to achieve greenhouse gas concentration stabilisation levels between 450 and 650 ppm CO2-eq. The box summarises the results of the IPCC authors' analysis of the literature on the regional allocation of the emission reductions. The box states that Annex I countries as a group would need to reduce their emissions to below 1990 levels in 2020 by 25% to 40% for 450 ppm, 10% to 30% for 550 ppm and 0% to 25% for 650 ppm CO2-eq, even if emissions in developing countries deviate substantially from baseline for the low concentration target. In this paper, the IPCC authors of Box 13.7 provide background information and analyse whether new information, obtained after completion of the IPCC report, influences these ranges. The authors concluded that there is no argument for updating the ranges in Box 13.7. The allocation studies, which were published after the writing of the IPCC report, show reductions in line with the reduction ranges in the box. From the studies analysed, this paper specifies the "substantial deviation" or "deviation from baseline" in the box: emissions of non-Annex I countries as a group have to be below the baseline roughly between 15% to 30% for 450 ppm CO2-eq, 0% to 20% for 550 ppm CO2-eq and from 10% above to 10% below the baseline for 650 ppm CO2-eq, in 2020. These ranges apply to the whole group of non-Annex I countries and may differ substantially per country. The most important factor influencing these ranges above, for non-Annex I countries, and in the box, for Annex I countries, is new information on higher baseline emissions (e.g. that of Sheehan, Climatic Change, 2008, this issue). This paper projects the race between technologically driven increases in crop yields and changing climatic conditions in the central USA, one of the world’s most productive agricultural regions. Using the highest, average, and lowest decadal rates of technologically driven increases in crop yields over the 1980 to 2017 period, we develop spatially explicit yield scenarios to the end of the twenty-first century under RCP4.5 and RCP8.5. We find that with static technological innovation, severe climate change will decrease yields by an average of 22.4% (26.1 bu. ac−1) for maize, 27.9% (8.83 bu. ac−1) for soybeans, and 20% (7.14 bu. ac−1) for winter wheat in the central USA; however, with even the lowest rates of technological yield growth, yields increase by an average of 25.0% (40.5 bu. ac−1) for maize and 30.2% (14.2 bu. ac−1) for soybeans. We conclude that technology has the potential to overcome the negative impacts of climate change on the yields of maize, soybeans, and winter wheat in the central USA, but if these increases are to be environmentally sustainable, technological developments must be information-intensive rather than input-intensive.

Climate-smart agriculture (CSA) has a significant role to play in reducing the gender gap in labor burden for women in agriculture. A targeted approach to address this gap can be useful in developing a women-responsive climatic risk management plan focused on reducing their labor burden in agriculture, especially in areas with high climate risks. The paper therefore presents a top–down approach to identify potential labor-saving CSA technologies for women farmers in areas facing high climate risks. It involves mapping women in agriculture, climate risks, and poverty hotspots and entails understanding the role of women in agricultural activities to identify the suitable CSA options for reducing the levels of labor drudgery. The study is illustrated for Nepal where feminization of agriculture is rapidly increasing, a high level of climatic risks persists, and adaptive capacity to climate change is very low, especially among women in agriculture. Results are presented for two hotspot districts, Rupandehi and Chitwan. Household socioeconomic characteristics were found to play a major role in women’s labor contribution in different crop production activities. Discussions with farmers provided a list of more than 15 CSA interventions with labor reduction as well as yield-improving potential. Accordingly, considering the local crop, agro-climate, and social conditions, and women’s participation in different agricultural activities, CSA technologies and practices such as direct seeded rice (zero tillage and low tillage using machine), green manuring (GM), laser land leveling (LLL), and system of rice intensification (SRI) were found to potentially reduce women’s drudgery in agriculture along with improvement in productivity and farm income.

This paper provides one of the first empirical studies that examine the impact of climate change adaptation practices on technical efficiency (TE) among smallholder farmers in Nepal. An adaptation index is used to explore the impact of farmers’ adaptation on TE using the stochastic frontier analysis framework. Data for six districts of Nepal representing all three agro-ecological regions (terai, hill, and mountain) were collected from a focus group discussion, a stakeholder workshop and a household survey. The survey shows that about 91% of the farming households have adopted at least one practice to minimize the adverse impacts of climate change. Empirical results reveal that adaptation is an important factor explaining efficiency differentials among farming households. Those adopting a greater number of adaptation practices on a larger scale are, on average, found to be 13% more technically efficient than those adopting fewer practices on smaller scale. The empirical results also show that average TE is only 0.72, indicating that there are opportunities for farming households in Nepal to further improve productive efficiency, on average by 28%. Other important factors that explain variations in the productive efficiency across farming households include farmer’s education level, irrigation facilities, market access, and social capital such as farmer’s participations in relevant agricultural organizations and clubs. This study provides empirical evidence to policy makers that small scale adjustments made by farmers in response to climate change impacts are effective in improving farmers’ efficiency in agriculture production. This indicates a need for farmers’ involvement in climate change adaptation planning.

This paper investigates the role of intra-regional trade on food availability within the context of global climatic change in the Economic Community of West African States (ECOWAS). To that end, the study uses a module of trade cost minimization built within a bio-economic optimization model of cropland allocation. The results show that the climate-induced trade pattern in ECOWAS depends on the prevailing socio-economic conditions during the century. No specific pattern of trade flows is predicted but several countries may become dependent on food imports outside of ECOWAS. An adjustment of the common external tariffs (CET) may reduce food import costs. Also, doubling crop yields by 2050 could significantly reduce outside dependence. Finally, actions are urgently needed to be taken to foster agricultural production in ECOWAS.

In this paper we study the impact of alternative metrics on short- and long-term multi-gas emission reduction strategies and the associated global and regional economic costs and emissions budgets. We compare global warming potentials with three different time horizons (20, 100, 500 years), global temperature change potential and global cost potentials with and without temperature overshoot. We find that the choice of metric has a relatively small impact on the CO2 budget compatible with the 2° target and therefore on global costs. However it substantially influences mid-term emission levels of CH4, which may either rise or decline in the next decades as compared to today’s levels. Though CO2 budgets are not affected much, we find changes in CO2 prices which substantially affect regional costs. Lower CO2 prices lead to more fossil fuel use and therefore higher resource prices on the global market. This increases profits of fossil-fuel exporters. Due to the different weights of non-CO2 emissions associated with different metrics, there are large differences in nominal CO2 equivalent budgets, which do not necessarily imply large differences in the budgets of the single gases. This may induce large shifts in emission permit trade, especially in regions where agriculture with its high associated CH4 emissions plays an important role. Furthermore it makes it important to determine CO2 equivalence budgets with respect to the chosen metric. Our results suggest that for limiting warming to 2 °C in 2100, the currently used GWP100 performs well in terms of global mitigation costs despite its conceptual simplicity.

For agriculture, there are three major options for mitigating greenhouse gas (GHG) emissions: 1) productivity improvements, particularly in the livestock sector; 2) dedicated technical mitigation measures; and 3) human dietary changes. The aim of the paper is to estimate long-term agricultural GHG emissions, under different mitigation scenarios, and to relate them to the emissions space compatible with the 2 °C temperature target. Our estimates include emissions up to 2070 from agricultural soils, manure management, enteric fermentation and paddy rice fields, and are based on IPCC Tier 2 methodology. We find that baseline agricultural CO2-equivalent emissions (using Global Warming Potentials with a 100 year time horizon) will be approximately 13 Gton CO2eq/year in 2070, compared to 7.1 Gton CO2eq/year 2000. However, if faster growth in livestock productivity is combined with dedicated technical mitigation measures, emissions may be kept to 7.7 Gton CO2eq/year in 2070. If structural changes in human diets are included, emissions may be reduced further, to 3–5 Gton CO2eq/year in 2070. The total annual emissions for meeting the 2 °C target with a chance above 50 % is in the order of 13 Gton CO2eq/year or less in 2070, for all sectors combined. We conclude that reduced ruminant meat and dairy consumption will be indispensable for reaching the 2 °C target with a high probability, unless unprecedented advances in technology take place.

Today Africa is a small emitter, but it has a large and faster-than-average growing population and per capita income that could drive future energy demand and, if unconstrained, emissions. This paper uses a multi-model comparison to characterize the potential future energy development for Continental and Sub-Saharan Africa under different assumptions about population and income. Our results suggest that population and economic growth rates will strongly influence Africa’s future energy use and emissions. We show that affluence is only one face of the medal and the range of future emissions is also contingent on technological and political factors. Higher energy intensity improvements occur when Africa grows faster. In contrast, climate intensity varies less with economic growth and it is mostly driven by climate policy. African emissions could account for between 5 % and 20 % of global emissions, with Sub-Saharan Africa contributing between 4 % and 10 % of world emissions in 2100. In all scenarios considered, affluence levels remain low until the middle of the century, suggesting that the population could remain dependent on traditional bioenergy to meet most residential energy needs. Although the share of electricity in final energy, electric capacity and electricity use per capita all rise with income, even by mid-century they do not reach levels observed in developed countries today.

The purpose of this paper is to describe global urban greenhouse gas emissions by region and sector, examine the distribution of emissions through the urban-to-rural gradient, and identify covariates of emission levels for our baseline year, 2000. We use multiple existing spatial databases to identify urban extent, greenhouse gas emissions (CO2, N2O, CH4 and SF6) and covariates of emissions in a “top-down” analysis. The results indicate that urban activities are significant sources of total greenhouse gas emissions (36.8 and 48.6 % of total). The urban energy sector accounts for between 41.5 and 66.3 % of total energy emissions. Significant differences exist in the urban share of greenhouse gas emissions between developed and developing countries as well as among source sectors for geographic regions. The 50 largest urban emitting areas account for 38.8 % of all urban greenhouse gas emissions. We find that greenhouse gas emissions are significantly associated with population size, density, growth rates, and per capita income. Finally, comparison of our results to “bottom-up” estimates suggest that this research’s data and techniques are best used at the regional and global scales.

This paper investigates the impacts of climate change on US returns to research investments on agricultural productivity. We examine this using a historical data set in a panel time-series econometric model of state agricultural productivity. The fitted model allows derivation of the rate of return to research investments and the effects of climate change thereon. We find climate change is altering the rate of return to public agricultural research in a spatially heterogeneous manner. Increases in precipitation raise returns to research, while the impact of higher temperatures varies by region, are negative in Southern areas, particularly the Southern Plains, and positive in northern areas. We simulate the impact of projected climate change and find cases where agricultural productivity is reduced, for example in the Southern Plains. Finally, we consider the amount of research investment that is needed to adapt to overcome the impacts of climate change on agricultural productivity. Under the 2100 scenario, a 7–17 % increase in total US research investment is needed to adapt, but effects by region differ greatly—some requiring little changes and the Southern Plain requiring an increase as high as 57 %.

This paper estimates the national level trend of India’s N2O emissions from 1985–2005 and detailed sub-regional (594 districts) level and sector emissions for the year 2005. N2O emissions are estimated using the latest methodologies (IPCC 2006), disaggregated activity data and indigenized emission factors. The estimates show that India’s N2O emissions have grown from 144 Gg in 1985 to 267 Gg in 2005 exhibiting a compounded annual growth rate of 3.1%, which has been gradually declining from 4.7% over 1985–1990 to 2.4% over 2000–2005. N-fertilizer application contributed most to N2O emissions, a 49% share in 2005 compared to 40% in 1985. Sub-regional (district-level) distribution of N2O emissions showed rising mean and spread over the years, with average emissions per districts increasing from 305 ton N2O per year in 1990 to 450 tons in 2005. The main reason being increased use of N-fertilizer. However crop selection plays an important role in N2O emissions and there are crops providing high economic returns but low N-fertilizer requirements. Agriculture sector could contribute considerably to GDP even with very low N2O emissions. Indian agriculture practices vary widely in input applications and crop yields across states. The gradual transition from traditional to modern agriculture over past two decades has enhanced the intensity of inputs like N-fertilizer. A simple correlation based on 1985–2005 trends shows that, ceteris paribus, a 10% increase in total crop production is accompanied with a 12.4% increase in N-fertilizer application and a 9.7% increase in total N2O emissions from India.

Greenhouse gas abatement policies will increase the demand for renewable sources of energy, including bioenergy. In combination with a global growing demand for food, this could lead to a food-fuel competition for bio-productive land. Proponents of bioenergy have suggested that energy crop plantations may be established on less productive land as a way of avoiding this potential food-fuel competition. However, many of these suggestions have been made without any underlying economic analysis. In this paper, we develop a long-term economic optimization model (LUCEA) of the U.S. agricultural and energy system to analyze this possible competition for land and to examine the link between carbon prices, the energy system dynamics and the effect of the land competition on food prices. Our results indicate that bioenergy plantations will be competitive on cropland already at carbon taxes about US $20/ton C. As the carbon tax increases, food prices more than double compared to the reference scenario in which there is no climate policy. Further, bioenergy plantations appropriate significant areas of both cropland and grazing land. In model runs where we have limited the amount of grazing land that can be used for bioenergy to what many analysts consider the upper limit, most ofmore » the bioenergy plantations are established on cropland. Under the assumption that more grazing land can be used, large areas of bioenergy plantations are established on grazing land, despite the fact that yields are assumed to be much lower (less than half) than on crop land. It should be noted that this allocation on grazing land takes place as a result of a competition between food and bioenergy production and not because of lack of it. The estimated increase in food prices is largely unaffected by how much grazing land can be used for bioenergy production.« less

Northeast China comprises Heilongjiang, Jilin and Liaoning Provinces, with a total area of 790,000 km2 and a population of about 107 million. Northeast China, located at relatively high latitudes, (from about 39 to 53°N), is one of the coolest regions in China with long and cold winters, a short growth season and frequent cold extreme events, which are adverse to agricultural production. However, since the 1980s, Northeast China has experienced significant warming with annual mean temperature rising by 1.0–2.5°C. The increase of accumulated temperature, the extension of the growth period and the recession of summer cool disasters all contributed to improved conditions for crop growth and led to a northward movement of the agricultural climate zone. In addition, the adaptation to warming including the adjustment of crop composition and structure as well as the adoption of advanced technologies greatly facilitated agricultural development. As a result, total grain production in the region increased rapidly. This paper describes in detail climate change, adaptation measures and final agricultural outcomes, alongside with economic and political factors and the role of different political actors in Northeast China.

This paper tests whether climate has an impact on per capita rural income. The study finds that total (agricultural and nonagricultural) income in rural counties and municipios in the US and Brazil are affected by climate. The study demonstrates that this income effect is due to changes in the net value of agriculture. Regions with better climates for agriculture support higher rural incomes and regions with poor climates have more rural poverty. The results also suggest that global warming will likely increase rural poverty.

In the last 30 years the climate of the West African Sahel has shown various changes, especially in terms of rainfall, of which inter-annual variabilityis very high. This has significant consequences for the poor-resource farmers, whose incomes depend mainly on rainfed agriculture. The West African Sahel is already known as an area characterized by important interaction between climate variability and key socio-economic sectors such as agriculture and water resources. More than 80% of the 55 million population of West African Sahel is rural, involved in agriculture and stock-farming, the two sectors contributing almost 35% of the countries' GDPs. It is thereforeobvious that climate change seriously affects the economies of these countries. Adding to this situation the high rate of population increase(∼3%), leading to progressive pressure upon ecosystems, and poorsanitary facilities, one comes to the conclusion that Sahelian countries, Niger amongst them, will be highly vulnerable to climate change.This paper investigates the impact of current climate variability and future climate change on millet production for three major millet-producing regions in Niger. Statistical models have been used to predict the effects of climate change on future production on the basis of thirteen available predictors. Based on the analysis of the past 30-years of rainfall and production data, the most significant predictors of the model are (i) seasurface temperature anomalies, (ii) the amount of rainfall in July, August and September, (iii) the number of rainy days and (iv) the wind erosion factor. In 2025, production of millet is estimated to be about 13% lower as a consequence of climate change, translated into a reduction of the total amount of rainfall for July, August and September, combined with an increase in temperature while maintaining other significant predictors at a constant level. Subsequently,various potential strategies to compensate this loss are evaluated, including those to increase water use efficiency and to cultivate varieties that are adapted to such circumstances.

This paper studies some impacts of climate change on electricity markets, focusing on three climate effects. First, demand for electricity is affected because of changes in the temperature. Second, changes in precipitation and temperature have impact on supply of hydro electric production through a shift in the inflow of water. Third, plant efficiency for thermal generation will decrease because the temperature of water used to cool equipment increases. To find the magnitude of these partial effects, as well as the overall effects, on Western European energy markets, we use the multi-market equilibrium model LIBEMOD. We find that each of the three partial effects changes the average electricity producer price by less than 2%, while the net effect is an increase of only 1%. The partial effects on total electricity supply are small, and the net effect is a decrease of 4%. The greatest effects are found for Nordic countries with a large market share for reservoir hydro. In these countries, annual production of electricity increases by 8%, reflecting more inflow of water, while net exports doubles. In addition, because of lower inflow in summer and higher in winter, the reservoir filling needed to transfer water from summer to winter is drastically reduced in the Nordic countries. This paper explores the implications of changes in climatic averages and a range in precipitation levels on food production opportunities at the farm, regional and provincial levels for the province of Ontario. A doubling in atmospheric CO2 or its equivalent would contribute to extended frost-free seasons throughout Ontario, and possibly increase year-to-year variability in precipitation. At the farm level, these changes imply greater fluctuations in annual farm profits. The benefits of longer frost-free seasons would be impaired during years with relatively low precipitation, and under these conditions, the security of the province's food supply would be at risk.

A recent Climatic Change paper suggests a relationship between climatic change in the 7th century BCE and the fall of the Assyrian Empire. However, available archaeological and textual evidence does not support the hypothesis that Assyria was overpopulated during this time and for that reason susceptible to outbreaks of drought. Besides long-term climatic variation, inter-annual variability in crops has always been very high in the dry farming areas of Upper Mesopotamia. To cope with this uncertainty, the local population developed several strategies (e.g. storage of agricultural surpluses in granaries and artificial irrigation in river valleys). Finally, slave prices, known to have declined during times of famine, were relatively stable during the entire century suggesting absence of prolonged periods of food shortage.
