Semi-arid regions are known for erratic precipitation patterns with significant effects on the hydrological cycle and water resources availability. High temporal and spatial variation in precipitation causes large variability in runoff over short durations. Due to low soil water storage capacity, base flow is often missing and rivers fall dry for long periods. Because of its climatic characteristics, the semi-arid north-eastern region of Brazil is prone to droughts. To counter these, reservoirs were built to ensure water supply during dry months. This paper describes problems and solutions when calibrating and validating the eco-hydrological model SWIM for semi-arid regions on the example of the Pajeú watershed in north-eastern Brazil. The model was calibrated to river discharge data before the year 1983, with no or little effects of water management, applying a simple and an enhanced approach. Uncertainties result mainly from the meteorological data and observed river discharges. After model calibration water management was included in the simulations. Observed and simulated reservoir volumes and river discharges are compared. The calibrated and validated models were used to simulate the impacts of climate change on hydrological processes and water resources management using data of two representative concentration pathways (RCP) and five earth system models (ESM). The differences in changes in natural and managed mean discharges are negligible (< 5%) under RCP8.5 but notable (> 5%) under RCP2.6 for the ESM ensemble mean. In semi-arid catchments, the enhanced approach should be preferred, because in addition to discharge, a second variable, here evapotranspiration, is considered for model validation. Land use and water management have considerable impacts on regional climates. This paper proposes that in humid regions with low wind patterns the construction of hydropower storage reservoirs contributes to the increases in the probability of precipitation in the regional climate. This observation has been tested with a methodology that calculates the cumulative influence of reservoir construction in the basins surrounding with a proposed index named Cumulative Impact of Existing Reservoirs, and compares this index with the historical flow of the rivers. In recent decades, greater acknowledgement has been given to climate change as a cultural phenomenon. This paper takes a cultural lens to the topic of climate change, in which climate-relevant understandings are grounded in wider cultural, political and material contexts. We approach climate-relevant accounts at the level of the everyday, understood as a theoretically problematic and politically contested space This is in contrast to simply being the backdrop to mundane, repetitive actions contributing to environmental degradation and the site of mitigative actions. Taking discourse as a form of practice in which fragments of cultural knowledge are drawn on to construct our environmental problems, we investigate citizens' accounts of climate-relevant issues in three culturally diverse emerging economies: Brazil, South Africa and China. These settings are important because greenhouse gas (GHG) emissions are predicted to significantly increase in these countries in the future. We conducted semi-structured interviews with a range of citizens in each country using a narrative approach to contextualise climate-relevant issues as part of people's lifestyle narratives. Participants overwhelmingly framed their accounts in the context of locally-salient issues, and few accounts explicitly referred to the phenomenon of climate change. Instead, elements of climate changes were conflated with other environmental issues and related to a wide range of cultural assumptions that influenced understandings and implied particular ways of responding to environmental problems. We conclude that climate change scholars should address locally relevant understandings and develop dialogues that can wider meanings that construct climate-relevant issues in vernacular ways at the local level. Transitioning from a carbon-intensive development path to a low-carbon economy requires understanding of emission sources and its drivers. To achieve Nationally Determined Contribution targets discussed under the Paris Agreement, countries must project emission baselines considering different levels of ambition and sectoral performances and monitor government policies and mitigation actions. This study develops a Monitoring, Reporting, and Verification (MRV) framework based on energy use and carbon emission scenarios for Brazil up to 2030, focusing on transport. Three scenarios are developed based on different political commitments. All scenarios and mitigation actions are discussed under the Brazilian Forum on Climate Change, which is recognized as one of the most important institutional instruments of the National Policy on Climate Change. Results reveal a 41% abatement in CO2e emissions when comparing the most ambitious scenario to the conservative one. MRV framework indicates that Brazil is on track to a low carbon economic transition, although joint action is needed. This is mainly due to the increasing penetration of bioenergy into the transport energy matrix, while electromobility does not expand in Brazil at the pace of major international players such as Europe and China. The IPCC and other global environmental assessment processes stress the need for national scientific participation to ensure decision makers’ trust in the associated scientific conclusions and political agendas. The underpinning assumption is that the relationship between scientists and decision makers at the national level is characterized by trust and interpretive synergy. Drawing on ethnographic research in Brazil, this article challenges that assumption through a case study of the policy uptake of divergent scientific interpretations as to whether or not the Amazon is a net carbon sink. It shows that the carbon sink issue became a site for struggles between important Brazilian scientists and decision-makers with central authority over the definition of the country’s official position in international climate negotiations. In a geopolitically charged scientific controversy involving scientific evidence bearing on the Kyoto Protocol, Brazilian decision makers studied revealed critical distance from national scientists advancing evidence that the Amazon is a net carbon sink. As such, the decision-makers’ interpretations were at odds also with dominant framings in the Brazilian media and closer to those of American scientists involved in carbon cycle research in the Amazon. Seeking to explain this disconnect, the paper discusses the divergent policy preferences of key scientists and decision-makers involved, and the correlations of these preferences with interpretations of the available scientific evidence. It identifies the continued impact of a national political tradition of limited participation in decision making and suggests that this tradition—while increasingly challenged by countervailing democratizing trends—is reinforced by key Brazilian decision makers’ constructions of science as a medium through which rich countries maintain political advantage. Reflecting this, key Brazilian decision-makers justified rejecting national scientists’ interpretations of the Amazon as a significant overall carbon sink by suggesting that the scientists’ scientific training and associated foreign interactions bias them in favor of foreign interests, compromising their ability to accurately identify national interests. The paper situates its analysis in terms of theories of the science–policy interface and argues for greater attention to the role of culturally and politically laden understandings of science and the role of science in policy and geopolitics. This paper measures the influence of climate normals (average long-term surface wetness and temperature) and interannual climate variance on farms in the United States and Brazil using satellite data. The paper finds that just climate normals or just climate variance variables can explain both net revenues and how much land is used for cropland. However, because they are correlated with each other, it is important to include both normals and variance in the same statistical model to get accurate measures of their individual contribution to farm outcomes. In general, higher climate variance increases the probability that land is used for cropland in both countries and higher temperatures reduce both cropland and land values. This paper updates the SCVI (Socio-Climatic Vulnerability Index) maps developed by Torres et al. () for Brazil, by using the new Coupled Model Intercomparison Project Phase 5 (CMIP5) projections and more recent 2010 social indicators data. The updated maps differ significantly from their earlier versions in two main ways. First, they show that heavily populated metropolitan areas - namely Belo Horizonte, Brasília, Salvador, Manaus, Rio de Janeiro and São Paulo - and a large swath of land across the states of São Paulo, Minas Gerais and Bahia now have the highest SCVI values, that is, their populations are the most vulnerable to climate change in the country. Second, SCVI values for Northeast Brazil are considerably lower compared to the previous index version. An analysis of the causes of such difference reveals that changes in climate projections between CMIP3 and CMIP5 are responsible for most of the change between the different SCVI values and spatial distribution, while changes in social indicators have less influence, despite recent countrywide improvements in social indicators as a result of aggressive anti-poverty programs. These results raise the hypothesis that social reform alone may not be enough to decrease people's vulnerability to future climatic changes. Whereas the coarse spatial resolution and relatively simplistic formulation of the SCVI may limit how useful these maps are at informing decision-making at the local level, they can provide a valuable input for large-scale policies on climate change adaptation such as those of the Brazilian National Policy on Climate Change Adaptation. Climate models agree that semi-arid regions around the world are likely to experience increased rainfall variability and longer droughts in the coming decades. In regions dependent on agriculture, such changes threaten to aggravate existing food insecurity and economic underdevelopment, and to push migration to urban areas. In the Brazilian semi-arid region, the Sertão, farmers' vulnerability to climate-past, present, and future-stems from several factors, including low yielding production practices and reliance on scarce and seasonally variable water resources. Using interpolated local climate data, we show that, since 1962, in the Bacia do Jacuípe-one of the poorest regions in the Sertão of Bahía state-average temperatures have increased ~ 2 °C and rainfall has decreased ~ 350 mm. Over the same time period, average milk productivity-the main rural economic activity in the county-has fallen while in Brazil and in Bahía as a whole milk productivity has increased dramatically. This paper teases apart the drivers of climate vulnerability of the Bacia do Jacuípe in relation to the rest of Bahía. We then present the results of a suite of pilot projects by Adapta Sertão, a coalition of organizations working to improve the adaptive capacity of farmers living in the semi-arid region. By testing a number of different technologies and arrangements at the farm level, Adapta Sertão has shown that interventions focused on balanced animal diets and efficient irrigation systems can help reduce (but not eliminate) the dependence of production systems from climate. Several studies show that the El Niño-Southern Oscillation (ENSO) is an important factor in determining interannual rainfall variability in South America. This signal is detected in the region including Northeastern Argentina, Uruguay and part of southern Brazil, in the form of excessive rains and big floods in the regional rivers. To check that this relationship was similar in the past the objectives of this paper were to construct a time series of large floods in the Paraná River region from documentary records, during the sixteenth to eighteenth centuries, and to evaluate the relationship between that historical record of extreme floods, the ENSO documentary evidence (Ortlieb, The Documented Historical Record of El Niño Events in Perú: An Update of the Quinn Record (Ortlieb, sixteenth through nineteenth centuries, Diaz and Markgraf, (eds.), El Niño and the southern oscillation. This paper tests whether climate has an impact on per capita rural income. The study finds that total (agricultural and nonagricultural) income in rural counties and municipios in the US and Brazil are affected by climate. The study demonstrates that this income effect is due to changes in the net value of agriculture. Regions with better climates for agriculture support higher rural incomes and regions with poor climates have more rural poverty. This article reports on findings of a research project examining farmers' coping strategies in the Brazilian Amazon in response to El Niño related weather events. We examine the extent of vulnerability of small and large farmers to these events in a tropical rainforest environment. Little attention has been given to the impact of ENSO events in Amazônia, despite evidence for devastating fires during ENSOs. Although we found a range of locally developed forecasting techniques and coping mechanisms, farmers have sustained significant losses, and we suggest that increased access to scientific forecasts would greatly enhance the ability of the farmers in our study area to cope with El Niño related weather events. In Amazônia the El Niño phase of the El Niño-Southern Oscillation (ENSO) climate pattern leads to an extended period of reduced rainfall (Hobbs et al., 1998). This period of reduced rainfall can result in significant agricultural losses for farmers and ranchers in the area and in increased forest flammability. We have found that the majority of our study population uses several methods of forecasting, coping with, and adapting to drought events - and they recognize the economic losses they can experience and the loss of forests through the accidental spread of fire. The poorest farmers in our study area experience El Niño related drought events as a serious threat to their livelihoods. Their vulnerability is heightened during extreme climate events and our observations revealed that all of the farmers in our study would benefit from increased availability of improved forecast information relevant to their locality and their current farming strategies. This paper examines the availability and use of forecasts, the occurrence of accidental fires and techniques to prevent fire related losses, and the coping mechanisms for dealing with El Niño related drought in the agricultural regions surrounding the cities of Altamira and Santarém, in Pará State, Brazil. Distribution of an El Niño Prediction Kit at the end of the study and a series of workshops may lead to better local information on rainfall variability and create a farmer-maintained grid of collecting stations to sensitize farmers to the variability of precipitation in the region, and on their property. This paper discusses emissions by power-dams in the tropics. Greenhouse gas emissions from tropical power-dams are produced underwater through biomass decomposition by bacteria. The gases produced in these dams are mainly nitrogen, carbon dioxide and methane. A methodology was established for measuring greenhouse gases emitted by various power-dams in Brazil. Experimental measurements of gas emissions by dams were made to determine accurately their emissions of methane (CH4) and carbon dioxide (CO2) gases through bubbles formed on the lake bottom by decomposing organic matter, as well as rising up the lake gradient by molecular diffusion. The main source of gas in power-dams reservoirs is the bacterial decomposition (aerobic and anaerobic) of autochthonous and allochthonous organic matter that basically produces CO2 and CH4.
