This article reports that research conferences are often the most desirable venues for presenting research results. For academic computer scientists and engineers, preferring conferences over journals is so common that they even lobby administrators to ensure that conference papers can be viewed in the same light as journal papers in other fields. Hence, the health of conferences is vital to the computer science research mission. One conventional indication of health is the number of submissions and the acceptance rate at the conference. Calls for papers often include encouraging words for big idea or new direction papers. The problem is that reviewers see so many regular papers it is just too difficult to switch gears and be more understanding when evaluating bolder papers with holes in arguments or missing measurements. Program committees typically start with a ranked list of papers based on the average of numerical ratings in order to cope with the large number of submissions. Big idea papers are sure to get some poor evaluations, which cause them to drop down the list.

This paper describes a recovery scheme for syntax errors which provides automatically-generated high quality recovery with good diagnostic information at relatively low cost. The author proposes that computing conferences should accept and publish all reasonable research paper submissions. He notes the strict limits placed on the number of accepted papers in conferences, arguing that even the best committees reject papers that could benefit the community. He believes that computing conferences should enforce standards for publication quality, but the standards are too strict. The author further argues that the research papers will ultimately be judged by accepted bibiliometrics such as citation counts and by their impact on the computing field and on the industry.

In this article, the authors discuss the User-Centered Design (UCD) process for mobile devices. When designing any product, mobile or not, good UCD practices help to ensure the product works. No feature should be added to the product only because it is easy and cheap to implement, or because one thinks it is a good idea. The most important aspect of the design process is to provide the user with the real usage context. For mobile phones this means users need to be able to touch the buttons and see software that feels like it is actually working. Paper prototypes are good because they can be used for verifying the product requirements without any investments in technology or development. They can also be used in a real context to get a relevant testing environment, but they are not sufficient for solving the usability issues of the final product, especially detailed interaction or performance. The authors are planning to work on practices that speed up the construction of realistic prototypes for mobile phones. This will allow them to test as if they had the final product, but the prototype can be provided earlier and less expensively. In addition, methods and tools for observing and testing in the mobile context need to be developed further. The experience shows that realistic prototypes are even more important for understanding the detailed requirements of mobile software when compared to traditional software.

This article focuses on the academic plagiarism by young researchers and university professors as they are rewarded on the basis of academic publications they produce annually, as well as on the quality of these publications. The quality standards are often determined by the academic ranking of the conference or journal publishing the firm. In the pressure to publish, to proceed up the ladder, or simply to keep a job, young professors may be tempted to cheat their way up through the system. And many of them are able to hide their crime. Faking research data is one option, especially when confidentiality prevents disclosure. Another alternative, apparently pursued by is plagiarizing the published work of others. Choosing a journal in a related field, rather than one in the same field, would likely reduce the chance of an overlap of readership and of being caught. Besides, if one use a paper that's already moved successfully through a review process may increase the likelihood it would be accepted for publication again in another journal.

It is increasingly recognized that large-scale technologies such as EFT have the potential for aiding in the solution of current societal problems. Yet, these technologies also generate problems. The author states that numereous research were being conducted and more research were conducted on the same topics and hence it can be teremed as re: search. It is stated that for data collecting will always remain more rewarding for some than data mining. It is also stated that the smaller the budgets for a research is, the better is its results. Information on a paper entitled "A Possible Resolution of the Fermi Paradox: A Preliminary Analysis of Historical Survey Data," is provided.

The premier issue of a new quarterly, ACM "Letters on Programming Languages and Systems (LOPLAs)," was mailed in June, 1992. It is ACM's first letter-style publication dedicated to very rapid publication of short paper. LOPLAS will particularly complement two other already existing publications, ACM "Transactions on Programming Languages and Systems (TOPLAS)," and SIGPLAN Notices, by expanding coverage of the field. LOPLAS is intended to provide a timely forum for the presentation of short papers (5000 or fewer words, excluding figures and bibliography) describing research and development efforts in all aspects of the design, definition, realization, and use of programming languages and related systems. In addition to traditional research contributions, LOPLAS will include reports on the insights and experience gained by practitioners in applying and evaluating research results.

In this article the author discusses the topics and papers related to communications through Internet, published in the August 1994 issue of the journal "Communications of the ACM." Current statistics put the Internet user base at 20-25 million with the biggest growth seen internationally. There are now over two million connections on record and observers contend that these figures will double again within the next 12 months. This global communications tool bears little resemblance to the original network that operated for some 20 years as a research hub for scientists, academics and defense contractors. Internet is mainstream; a social hangout. In August 1993 the investigated issues related to privacy, education and international connectivity; August 1994 issue of the journal "Communications of the ACM," explores its engineering and technical challenges and feats.
