The article focuses on a declaration filed by the U.S.-based Association for Computing Machinery (ACM) in the federal court as of October 2001 regarding Felten v. Recording Industry Association of America case. Researcher Edward Felten and his fellow researchers at Princeton University, had entered a contest sponsored by Secure Digital Music Initiative (SDMI), inviting people to attempt to crack certain technologies they were considering for use in their computer system. These technologies were defeated by Felten and his fellow researchers in the challenge. The paper of the researchers "Reading Between the Lines: Lessons From the SDMI Challenge," presented by them in a symposium in August 2001, is threatened under the anticircumvention provisions of the U.S. Digital Millennium Copyright Act (DMCA). The concern of ACM in this regard, is that one of ACM's primary goals is, in submitting a declaration to minimize the possibility of being a defendant in some future anticircumvention case. The declaration describes ACM, its scholarly activities relating to publishing and the holding of conferences, and the potential implications of the anticircumvention provisions of the DMCA on what ACM does.

The Division of Materials Development and Research of the National Science Foundation's Directorate for Science and Engineering Education is soliciting proposals for projects that will explore the consequences of the availability of calculators and computers for the elementary mathematics curriculum. John R. B. Clement has been appointed to the new position of director of governmental activities by the American Federation of Information Processing Societies. Since its founding, the National Bureau of Standards (NBS) has been concerned with measurement and with determining the precise values and metrics for physical phenomena. It has also made contributions to metrology in numerous scientific and engineering disciplines. The Computer Measurement Research Facility project at NBS is developing a set of metrics and measurement techniques to characterize the performance of parallel processing systems. The Computer Measurement Group (GMG) has announced an awards program for students submitting technical papers to the GMG 86 Conference, to be held from December 9-12, 1986, in Las Vegas, Nevada. Under this program, GMG will pay the costs associated with a student's participation in the conference, including registration, hotel accommodations, and round-trip airfare.

This article reports on the International Federation for Information Processing's (IFIP) 74 Congress held from August 5 to 10, 1974 in Stockholm, Sweden. It is of course an understatement to term the IFIP Congress 74--or indeed any of its predecessors--merely a "meeting." Conferences in the United States may have more attendees, and/or more sessions, but the flavor imparted by the international character of these triennial events sponsored by the International Federation for Information Processing makes them unique. The congress had 88 sessions, in which were scheduled 41 invited papers and 174 contributed papers, the latter selected from among more than 600 submitted. There were also 18 panel sessions on the program, and a fair number of additional informally organized discussions were held. The Congress was distinguished by considerably more interest in the social problems connected with computers than was evident in its predecessors. Its setting in Sweden was particularly appropriate for this.

This article reports on recent developments related to the Association for Computing Machinery (ACM). The ACM Nominating Committee is preparing to nominate candidates for Regional Representatives to Council from the Northeast, North Central, Pacific, and South Central regions. The elected representatives--one from each region--will serve a three-year term effective from June 1, 1975. The Special Interest Group on Computer Uses in Education has proposed two sessions for ACM 74. A session of four technical papers has been proposed. These four papers exhibit a rich variety of types of computer use in learning. One emphasizes the technique of artificial intelligence. Another paper by a Japanese author describes an ambitious computer managed system. The third paper illustrates a system that couples tape recorders to a minicomputer. And the fourth paper suggests the important role of the computer in self-paced courses. A new Committee on International Scientific and Technical Information Programs has been established within the Commission on International Relations of the National Academy of Sciences--National Research Council.

The keynote speaker was Maurice V. Wilkes of the University of Cambridge. Following the keynote address, a distinguished panel session was presented. A Best Paper Award based upon the quality of the written material and oral presentation was given to Jacob Slonim, Michael Farrell, and Paul Fisher of Kansas State University for the paper "A Survey of Mini-Database Management Systems in 1977."

This article focuses on a declaration filed by the U.S.-based Association for Computing Machinery (ACM) in federal court regarding the legal challenge to the Digital Millennium Copyright Act (DMCA) in the Felten v. RIAA case, as of October 2001. In the lawsuit, filed in the U.S. District Court of New Jersey by a number of computing researchers led by Princeton University computer scientist Edward Felten, the plaintiffs are asking the court to rule portions of the DMCA unconstitutional, arguing its broad prohibitions on disseminating information and technology restrict freedom of speech as protected by the First Amendment of the U.S. Constitution. The declaration was filed in support of Felten and others to help the court understand the practical effect of the issues at stake in this case. ACM is also concerned that, in addition to harming the progress of research, the risk of legal liability under the DMCA threatens ACM's publication and sponsorship of professional conferences that might include scientific papers assessing the strengths and weaknesses of computer and data security measures.
