Despite the recent sharp downturn in the various technology markets, disappearance of so many promising dot-com startup companies, loss of investor confidence in technology manufacturers and distributors and consolidation and layoffs throughout the computer industry information technology (IT) remains an important force changing the nature of organizations. IT, especially in the form of communication networks, is having a profound effect on how organizations structure themselves, assign their employees and partner and compete with one another, as well as on the global economy. IT facilitates the design of new types of organizations, institutions and partnering arrangements. Their implementation has second-order effects on demand for physical space for manufacturing, retailing, and offices in the U.S. Most exciting about information technologies second and third order effects is they represent a vast store of new options for business managers. Along with consumers and policy-makers, they now have alternatives that did not exist before the development of IT design variables.

This article presents a framework for comparing and evaluating efforts in reengineering, or business process redesign. Reengineering is defined as the fundamental rethinking and radical redesign of business processes to achieve dramatic improvements in critical, contemporary measures of performance, such as cost, quality, service and speed. The proposed framework has two parts. One is qualitative information and other is quantitative data. A system evaluator must consider all the evidence and develop an opinion about where on the continuum a particular reengineering effort falls. The proposed framework does not produce a single number to characterize a reengineering effort. For each quantitative measure and for the evaluator's overall evaluation, the evaluation framework allows ordinal comparisons. The new area of quantitative comparison through dataflow diagrams helps describe business processes. However, it will be unwise to generalize about reengineering from a single case. An important consideration is whether it is possible to use the technology to make significant changes to the organization.

The article presents a study on the use of computers in teaching and research in graduate schools of business in the U.S. In the past six years, the U.S. business schools have greatly expanded their use of computers in teaching and research. In 1966, only 11 percent of the business schools required student proficiency in programming. By 1970, the total had risen to 62 percent and is undoubtedly higher today. In 1971, the Graduate School of Business (GSB) at Stanford acquired a dedicated time-sharing system to replace the time-sharing services provided by the Stanford Computation Center. A study of computer usage in the GSB and of the impact of the dedicated time-sharing system was conducted. A cumulative process model of the development of computing in a business school was developed and used to guide the analysis of data obtained from accounting records and questionnaires administered to students and faculty. The four stages of the model are: the use of a computer by a few faculty members and Ph.D. students for research, the development of a required computer course in the curriculum, the expansion of computer use to other courses through cases, exercises and projects, and the evolution of the computer system into a general problem solving tool.
