This paper provides a 'home international' comparative analysis of education policy on social and emotional wellbeing, drawing on the case of the UK and its four distinct education systems of England, Wales, Scotland and Northern Ireland. Wales, Scotland and Northern Ireland have developed more holistic policy in this area, which stands in stark contrast to the disparate policies of England. These divergences in policy are likely to account for differences observed in the awareness, perceived value and 'take up' of policy by schools -- what we refer to here as differences in 'policy traction' between the different systems of education. Wales, Scotland and Northern Ireland had the highest rates of 'policy traction' compared to England where schools appeared adrift about policy in their jurisdiction. We consider these findings in light of challenges and opportunities for policy learning.

This self-reflexive essay teases out the predicaments that I have encountered through my past publishing experience, while situating them in a critical review of the existing English-language studies of Japanese education. Drawing on postcolonial theoretical insights and recent critical sociology of academic knowledge production, I use my personal experience as a starting point to identify the particular discursive structure of comparative education that constrains the articulation of "other" education in the field. My critical review of comparative studies of Japanese education demonstrates that many of them, including my own, unreflexively accept the subject positions offered by this discursive condition and thus further constrain space for those who write in English about "other" education and Japanese education in particular. In conclusion, I discuss recent studies of Japanese education that partially address the dilemmas raised in this paper and the wider implications of this study for the field of comparative education. This paper reports a comparative analysis of international perspectives about curriculum design relevant to disability in education. It was part of a larger study of the perspectives of 132 education practitioners and administrators in the UK, USA and the Netherlands on several dilemmas of difference. It also compares current perspectives to previous ones for similar groups of educators from the 1990s. Participants were interviewed about their perspectives to a presented curriculum dilemma about the consequences of having either a common or a differentiated curriculum for children with disabilities/special educational needs. Findings show that a majority in each country recognised the dilemma about curriculum commonality-differentiation, that this has continued over a decade and that there were similarities across the countries in how the dilemma was recognised and resolved. The findings are discussed in terms of national differences, common cross-country perspectives and a general framework of curriculum differentiation informed by an assumption of dilemmas of difference. An analysis of national programs for monitoring student achievement in Australia, the United Kingdom, and the United States finds that "national assessment" promotes a view of "standards" which is narrow, limiting, and definitely not conducive to the emergence of flexible and imaginative educational policies designed to cope with the future.
