In recent years, the number and scale of small, medium-sized, and micro enterprises have continued to increase, which is the main force to promote the development of China's national economy, the guarantee of China's rapid and stable economic development, and has a direct impact on social stability and people's livelihood. In China's economic growth, small, medium-sized, and micro businesses play a critical role. However, several limitations limit their current growth stage, preventing them from expanding their size, such as resource and environmental limits, an inappropriate industrial structure, and institutional issues, such as severe market rivalry. To address this issue, this paper develops a micro innovation service platform for small and medium-sized businesses, offers a variety of services to small and medium-sized businesses, fully realizes data sharing and transmission in all aspects using social perception and neural network algorithms, and effectively utilizes social attributes on mobile nodes to assist each node. Also, it investigates the impact of the innovation service platform for small and medium-sized micro firms in practice. After the construction of the innovation service platform for small and medium-sized micro enterprises in 2018, it analyzes the number of transaction projects of platform technology transfer, technology development, technical consultation, and technical services from 2018 to 2020 and analyzes the transaction volume of projects in four aspects. The results show that they have significantly improved, which plays an important role in realizing the transformation of achievements and improving the innovation ability of small and medium-sized micro enterprises in China. This paper makes a new attempt to identify the effectiveness of innovation factor allocation with a random forest method. This method avoids the evaluation bias of the relative effectiveness caused by the noneffective selection of production frontier in the nonparametric DEA method. It does not refer to other optimal subjects but shifts the focus to the judgment of its own effectiveness. In addition, it also gets rid of the constraints of the model and variables in the parameter SFA method, ensuring the reliability of the measurement results by resampling thousands of times. The data is collected from 30 provinces in China from 2009 to 2018. The findings show the innovation factor allocation in more than half of the provinces is not fully effective. It indicates that how to make use of innovation factor inputs to achieve the actual innovation output higher than own optimal levels is currently still in a period of exploration in China. To further improve innovation factor allocation efficiency, it deeply analyzes the impacts of innovation factor inputs and finds out the important innovation factor inputs. Furthermore, this study presents the nonlinear characteristics and optimal combination of important innovation factor inputs. According to this, it offers the detailed suggestions about how to adjust current important innovation factor inputs for each province in order to greatly enhance the effectiveness of innovation factor allocation in the future. Modern technology represented by artificial intelligence has broad application prospects and significant potential and has the ability to innovate and enhance the conventional marine ranching business that is currently in recession. The particularity of China's marine ranching industry determines the combination of technologies such as underwater robots and the Internet of Things with the development of marine ranching to create a sustainable intelligent marine ranching industry in China. The growth of China's national economy is largely influenced by the development of the country's financial services industry. In order to better support the development of the real economy, it is necessary to establish a financial service system with controllable risks and complementary activities. This paper proposes to use the method of Internet of Things data collection combined with sensors to conduct economic analysis. By taking a number of data in recent years for research and analysis, the results show that financial service industry innovation has become an important part of improving the competitiveness of the industry and an important driving force for economic growth. The Internet of Things (IoT) business in China is a fast-growing industry with huge potential. From the perspective of international comparison, our country is currently in the early stage of the development of the Internet of Things, and a certain technology, industry, and application foundation has been established in the early stage of development. Using the entropy method, the coupling coordination model, and the Tobit model, the coupling coordination degree of the high-quality development of science and technology finance and the logistics industry in the Yangtze River Economic Belt in China from 2009 to 2020 is measured, and its influencing factors are found. The study found that the overall coupling coordination degree of the Yangtze River Economic Belt has shown a rapid upward trend; the development gap of the interprovincial coupling coordination degree has a narrowing trend. Except for Sichuan Province, the average coupling coordination degree decreases from the downstream to the upstream; the mechanism analysis shows that the coupling effect of the two. There are scale effect, innovation effect, talent effect, and structure effect; the analysis of influencing factors shows that innovation effect and talent effect have the most obvious promoting effect on the coupled and coordinated development of the two. In addition, the upgrading of the industrial structure, the effective driving of science and technology, the improvement of the logistics foundation, and the further development of finance also have a positive effect on it. Finally, according to the conclusions, suggestions are put forward from five aspects: insisting on innovation, talent training, risk prevention, policy orientation, and industrial structure upgrading, so as to realize the further coupling of high-quality development of technology finance and logistics industry. The policy planning of cultural and creative industries is the leading factor affecting the development of cultural and creative industries and is also an important factor in driving China's economic transformation. How to combine the policy with the actual industrial development and how to scientifically assess the construction effect of cultural and creative industries and build the corresponding planning system are the key points of the current development of cultural and creative industries in Anhui Province, China. The study first analyzes the regional cultural characteristics and development status of Anhui Province, then uses Nvivo12 qualitative software to conduct grounded research and qualitative text analysis on 20 Chinese cultural and creative industry development policy texts, and summarizes three core elements that promote the development of China's cultural and creative industry: "development task," "development goal," and "development guarantee." Then, according to the three core elements of the text, we propose policy recommendations for the innovation and development of Anhui's cultural and creative industries: focus on "cultural heritage and sustainable development" policy formulation, explore Anhui's regional characteristics and culture; strengthen the development of urban-rural cultural integration and mechanism innovation; optimize and adjust the structure and supply of cultural industries; top-level design to clarify the strategic direction of culture, and coordinate the research tasks to empower industrial innovation. Relying on new media means, it integrates three major development strategies to build a new mechanism for internationalized communication of cultural and creative industries in Anhui Province, develop regional advantageous industries, form advantageous cultural industry clusters, effectively spread local culture, and promote sustainable development of local economy. Exploring the impact of a new round of mixed-ownership reform on enterprise development has far-reaching implications for the future development of mixed-ownership reform and the improvement of internal and external corporate governance of the enterprise. This study makes a comprehensive analysis of the relationship between mixed-ownership reform and innovation performance using a combination of empirical testing and theoretical analysis. In terms of theoretical analysis, this study summarizes research on mixed-ownership reform and innovation performance, while also integrating the theoretical basis of the development and institutional background of China's current mixed-ownership reform, and investigating the impact of mixed-ownership reform on innovation performance. A-share list of manufacturing companies from 2015 to 2018 is selected as the research object, and K-nearest neighbor matching, multiple regression model, and propensity score matching are used to test the effect of mixed-ownership reform on innovation performance. By comparing the changes in the innovation performance level of state-owned enterprises (SOEs) before and after the mixed-ownership reform, this study proposes that the SOEs will not only enhance the competitiveness among manufacturing companies but also will have a positive impact on the high-quality development of the entire society and industrial transformation and upgrading. As a market means to control nongreen behaviors of firms, the most expected incentive effect of the carbon emission trading system (CETS) is to achieve the dual economic and environmental effects. As a typical developing country, whether China's CETS has a positive incentive effect is significant to controlling greenhouse gas. Based on the quasinatural experiment of China's pilot policy on CETS in 2013, this study investigates its emission reduction and economic benefits using the difference-in-difference (DID) method. Then, the realization mechanism of CETS's incentive benefits is reversely studied with the idea that goals generate behavior. The results show that the following: (a) China's CETS has produced positive incentive effects of promoting both economic and emission reduction benefits. Furthermore, the results are still valid after using the instrumental variable to overcome the endogenous problem, placebo tests to eliminate sampling bias, and a series of robustness tests. (b) Further analysis shows that firms can choose to improve technology innovation and energy efficiency to get the positive incentive effects of CETS. (c) The incentive effects of CETS also have regional heterogeneity. Based on the theoretical mechanism analysis of FDI, regional innovation, and green economic efficiency, this article uses China's provincial panel data to calculate the provincial green economic efficiency level based on the three-stage DEA method and uses the system GMM model, intermediary effect model, and threshold model to empirically test the specific effects and transmission paths of FDI on the efficiency of the green economy. Research shows that FDI is one of the important factors that promote the improvement of green economic efficiency. Subregional tests have found that FDI has a significant regional heterogeneity in promoting the efficiency of the green economy. The mediation effect test found that the mediation effect of regional innovation is significant, and FDI can significantly promote the growth of green economic efficiency through regional innovation. The threshold effect analysis found that there are significant and effective double thresholds for regional economic levels, and the impact of FDI on green economic efficiency is heterogeneous within different threshold intervals.
