As technological, economic, and social factors drive scientific publishing toward electronic formats, opportunities open beyond traditional reading and writing frameworks. Journal articles now, and in the future, can increasingly include a variety of supplemental multimedia and interactive materials for augmented reading that will impact both the nature and presentation of scientific research. The IEEE, for 2008, is offering 14 magazines, 17 transactions, and one letters publication as well as papers and articles from over 200 conferences which cover topics in computer science and engineering. IEEE members are able to become authors, reviewers, or editorial board members on individual magazines and journals for IEEE's publications program. IEEE also provides an online Digital Library with access to 25 magazines published by the society, both current and former, letters, transactions, over 2,5000 conference proceedings, tutorials, and scholarly books.

In 1999, a guideline titled "Common Criteria for Information Technology Security Evaluation" was published to provide information technology security evaluation criteria that extend to an international community. The assurance requirements include prepackaged sets which represent the paradigm that assurance equals evaluation, and more evaluation leads to more assurance. This paradigm is at odds with the marketplace, neither reflecting how confidence is typically achieved nor providing a cost-effective means for supplying grounds for confidence in the security capabilities on the information technology being evaluated.
