Abstract
The 80th Congress was notable for its conduct of a distinctive type of investigation that we will designate as ?predatory? and that was initiated into issues that were, at least ostensibly, centered on internal security. In this paper we consider two questions. What were the conditions for the production of predatory investigations in the 80th Congress?
