Modern representative democracies face particular challenges, particularly when it comes to reinvesting public money. Political tensions are both managed and fostered through an interaction between the heterogeneity of citizens' preferences and the rigidity of institutional rules. Using Canadian budgetary data, this paper tests if recent Liberals governments have tended to favour public spending in policy domains beneficial to their natural constituencies.
