This paper examines the problem with the current visa policy, which is the lack of a third type of temporary resident visa for international tourists. The six months single-entry visa and the longer period multiple-entry visa have become obstacles for international visitors to Canada from Detroit. The application fee is too expensive for tourists who wish to stay in the country for a short period of time. Thus, there is a need for a new type of tourist visa, which can be issued only in border cities such as Detroit (that allow a single-entry for just a one-week or ten-day visit). Due to its international airport and location adjacent to Canada, Detroit should be more attractive to international visitors. It is a gateway not only to regional tourist attractions, but also to attractions in Canada. According to the U.S. Department of Commerce, international tourism to the U.S. is increasing steadily. Detroit can develop its tourism industry and further its revitalization plan by targeting the fastest growing tourism market such as China. Bringing more visitors means more investment in the city, new jobs, and diverse economic sources.
