Most protected area impact research that uses counterfactuals draws heavily on quantitative methods, data, and knowledge types, making it valuable in producing generalizations but limited in temporal scope, historical detail, and habitat diversity and coverage of ecosystem services. We devised a methodological pluralistic approach, which supports social science qualitative methods, narratives, mixed methods, and interdisciplinarity, to fully unlock the potential of counterfactuals in ensuring a place‐based and detailed understanding of the socioecological context and impacts of protected areas. We applied this approach to derive possible counterfactual conditions for the impact of a montane protected area on 40 years of vegetation change in the Cape Floristic Region—a global biodiversity hotspot and UNESCO World Heritage Site in South Africa. We incorporated diverse methods, knowledge, and information sources, drawing on before–after protected area comparisons for inside and outside the protected area. A significant increase in shrubland vegetation (17–30%) was observed and attributed primarily to a decline in frequent burning for grazing. This also occurred outside the protected area and was driven by socioeconomic drivers and not by concerns over biodiversity conservation or land degradation. Had the protected area not been established the area would have seen intensification of cultivation and increased road networks, buildings, and water storage in dams. Our approach increased historical temporal coverage of socioecological change and contextualized assumptions around causality. Protected area impact evaluation should reengage in place‐based research that fully incorporates pluralism in methodologies for constructing counterfactuals in a way that builds regional and global understanding from the local level upward. Following the failure to fully achieve any of the 20 Aichi biodiversity targets, the future of biodiversity rests in the balance. The Convention on Biological Diversity's Kunming–Montreal Global Biodiversity Framework (GBF) presents the opportunity to preserve nature's contributions to people (NCPs) for current and future generations by conserving biodiversity and averting extinctions. There is a need to safeguard the tree of life—the unique and shared evolutionary history of life on Earth—to maintain the benefits it bestows into the future. Two indicators have been adopted within the GBF to monitor progress toward safeguarding the tree of life: the phylogenetic diversity (PD) indicator and the evolutionarily distinct and globally endangered (EDGE) index. We applied both to the world's mammals, birds, and cycads to show their utility at the global and national scale. The PD indicator can be used to monitor the overall conservation status of large parts of the evolutionary tree of life, a measure of biodiversity's capacity to maintain NCPs for future generations. The EDGE index is used to monitor the performance of efforts to conserve the most distinctive species. The risk to PD of birds, cycads, and mammals increased, and mammals exhibited the greatest relative increase in threatened PD over time. These trends appeared robust to the choice of extinction risk weighting. EDGE species had predominantly worsening extinction risk. A greater proportion of EDGE mammals (12%) had increased extinction risk compared with threatened mammals in general (7%). By strengthening commitments to safeguarding the tree of life, biodiversity loss can be reduced and thus nature's capacity to provide benefits to humanity now and in the future can be preserved. Although one of the main purposes of protected areas is to provide viable habitats for species, the effectiveness of protected areas in retaining the landscape's ecological integrity is highly variable (Coetzee, 2017; Watson et al., 2014). As demand for landscape conservation from NGOs and governments increases and financial resources to support conservation remain limited, more careful consideration of the variability in ecological condition of the landscape is needed to design efficient protected area networks. A systematic understanding of dynamic animal extinction trajectories for different regions in a nation like China is critically important to developing practical conservation strategies. We explored historical and contemporary changes in terrestrial mammalian diversity to determine how diversity in each of the 5 regions in China has changed over time and to examine the conservation potential of these regions. We used records from databases on Pleistocene mammalian fossils and historical distribution records (1175–2020) for Primates (as a case study) to reconstruct evolutionary and historical distribution trajectories of the 11 orders of terrestrial mammals and to predict their prospective survival based on the national conservation strategy applied. The results indicated that since the Pleistocene, 4–5 mammalian orders have been lost in the northeast, 3 in central China, 2 along the coast, and 1 in the northwest. In the southwest, all 11 orders were maintained. Contemporarily, the coast and southwest had the highest and second‐highest species densities. The southwest region and southeastern sections of the northwest region were the most historically and contemporarily diverse areas, which suggests that they should be the first priority for protected area (PA) designation. The central and coastal areas should be secondarily prioritized. In these 2 regions, conservation should focus on human coexistence with nature. Less attention should be paid to the PA in the northeast and western northwest because in these areas ecosystems are depauperate and the climate is harsh. Conservation in these areas should focus principally on avoiding further human encroachment on natural areas. Government administered protected areas (PAs) have dominated conservation strategies, discourse, and research, yet private actors are increasingly managing land for conservation. Little is known about the social and environmental outcomes of these privately protected areas (PPAs). We searched the global literature in English on PPAs and their environmental and social outcomes and identified 412 articles suitable for inclusion. Research on PPAs was geographically skewed; more studies occurred in the United States. Environmental outcomes of PPAs were mostly positive (89%), but social outcomes of PPAs were reported less (12% of all studies), and these outcomes were more mixed (65% positive). Private protected areas increased the number or extent of ecosystems, ecoregions, or species covered by PAs (representativeness) and PA network connectivity and effectively reduced deforestation and restored degraded lands. Few PPA owners reported negative social outcomes, experienced improved social capital, increased property value, or a reduction in taxes. Local communities benefited from increased employment, training, and community‐wide development (e.g., building of schools), but they reported reduced social capital and no significant difference to household income. The causal mechanisms through which PPAs influence social and environmental outcomes remain unclear, as does how political, economic, and social contexts shape these mechanisms. Future research should widen the geographical scope and diversify the types of PPAs studied and focus on determining the casual mechanisms through which PPA outcomes occur in different contexts. We propose an assessment framework that could be adopted to facilitate this process. The Convention on Biological Diversity's (CBD) strategic plan will expire in 2020, but biodiversity loss is ongoing. Scientists call for more ambitious targets in the next agreement. The nature‐needs‐half movement, for example, has advocated conserving half of Earth to solve the biodiversity crisis, which has been translated to protecting 50% of each ecoregion. We evaluated current protection levels of ecoregions in the territory of one of the CBD's signatories, the European Union (EU). We also explored the possible enlargement of the Natura 2000 network to implement 30% or 50% ecoregion coverage in the EU member states' protected area (PA) network. Based on the most recent land‐use data, we examined whether ecoregions have enough natural area left to reach such high coverage targets. We used a spatially explicit mixed integer programing model to estimate the least‐cost expansion of the PA network based on 3 scenarios that put different emphasis on total conservation cost, ecological representation of ecosystems, or emphasize an equal share of the burden among member states. To realize 30% and 50% ecoregion coverage, the EU would need to add 6.6% and 24.2%, respectively, of its terrestrial area to its PA network. For all 3 scenarios, the EU would need to designate most recommended new PAs in seminatural forests and other semi‐ or natural ecosystems. Because 15 ecoregions did not have enough natural area left to implement the ecoregion‐coverage targets, some member states would also need to establish new PAs on productive land, allocating the largest share to arable land. Thirty percent ecoregion coverage was met by protecting remaining natural areas in all ecoregions except 3, where productive land would also need to be included. Our results support discussions of higher ecoregions protection targets for post‐2020 biodiversity frameworks. Globally expanding human land use sets constantly increasing pressure for maintenance of biological diversity and functioning ecosystems. To fight the decline of biological diversity, conservation science has broken ground with methods such as the operational model of systematic conservation planning (SCP), which focuses on design and on-the-ground implementation of conservation areas. The most commonly used method in SCP is reserve selection that focuses on the spatial design of reserve networks and their expansion. We expanded these methods by introducing another form of spatial allocation of conservation effort relevant for land-use zoning at the landscape scale that avoids negative ecological effects of human land use outside protected areas. We call our method inverse spatial conservation prioritization. It can be used to identify areas suitable for economic development while simultaneously limiting total ecological and environmental effects of that development at the landscape level by identifying areas with highest economic but lowest ecological value. Our method is not based on a priori targets, and as such it is applicable to cases where the effects of land use on, for example, individual species or ecosystem types are relatively small and would not lead to violation of regional or national conservation targets. We applied our method to land-use allocation to peat mining. Our method identified a combination of profitable production areas that provides the needed area for peat production while retaining most of the landscape-level ecological value of the ecosystem. The lack of concrete instances in which conservation and development have been successfully merged has strengthened arguments for strict exclusionist conservation policies. Research has focused more on social cooperation and conflict of different management regimes and less on how these factors actually affect the natural environments they seek to conserve. Consequently, it is still unknown which strategies yield better conservation outcomes? We conducted a meta-analysis of 116 published case studies on common resource management regimes from Africa, south and central America, and southern and Southeast Asia. Using ranked sociodemographic, political, and ecological data, we analyzed the effect of land tenure, population size, social heterogeneity, as well as internally devised resource-management rules and regulations (institutions) on conservation outcome. Although land tenure, population size, and social heterogeneity did not significantly affect conservation outcome, institutions were positively associated with better conservation outcomes. There was also a significant interaction effect between population size and institutions, which implies complex relationships between population size and conservation outcome. Our results suggest that communities managing a common resource can play a significant role in conservation and that institutions lead to management regimes with lower environmental impacts. Habitat loss is silently leading numerous insects to extinction. Conservation efforts, however, have not been designed specifically to protect these organisms, despite their ecological and evolutionary significance. On the basis of species–host area equations, parameterized with data from the literature and interviews with botanical experts, I estimated the number of specialized plant-feeding insects (i.e., monophages) that live in 34 biodiversity hotspots and the number committed to extinction because of habitat loss. I estimated that 795,971–1,602,423 monophagous insect species live in biodiversity hotspots on 150,371 endemic plant species, which is 5.3–10.6 monophages per plant species. I calculated that 213,830–547,500 monophagous species are committed to extinction in biodiversity hotspots because of reduction of the geographic range size of their endemic hosts. I provided rankings of biodiversity hotspots on the basis of estimated richness of monophagous insects and on estimated number of extinctions of monophagous species. Extinction rates were predicted to be higher in biodiversity hotspots located along strong environmental gradients and on archipelagos, where high spatial turnover of monophagous species along the geographic distribution of their endemic plants is likely. The results strongly support the overall strategy of selecting priority conservation areas worldwide primarily on the basis of richness of endemic plants. The primary goals of reserve selection are to represent all chosen units of biodiversity and to ensure their long-term persistence while minimizing costs. We considered two simple proxies of species persistence: a time series of point-count data to calculate abundance and a time series of presence–absence data to calculate permanence (a measure of consistent occupancy over time). Using two 10-year intervals of data from the North American Breeding Bird Survey, we compared the performance of each measure at predicting persistence 18 years later. For nonrare species, abundance and permanence predicted persistence similarly well. We performed complementarity-based reserve selections with data on species abundance and permanence (from 1970 to 1979) and then evaluated the effectiveness of the reserve networks at maintaining species populations and efficiency in land use (data from 1997 to 2006). Abundance proved a better predictor of future local persistence than permanence, which justifies the relatively larger financial and temporal costs of collecting a time series of point-count data to estimate abundance. If future extinction events were used as a measure of reserve-network effectiveness, the performance of abundance and permanence did not differ markedly. Nevertheless, when future abundance, which is a more sensitive measure of network effectiveness, was used, abundance was significantly better than permanence at selecting longer-term, high-quality, species-specific habitat but required larger reserves to do so. Central America is exceptionally rich in biodiversity, but varies widely in the attention its countries devote to conservation. Protected areas, widely considered the cornerstone of conservation, were not always created with the intent of conserving that biodiversity. We assessed how well the protected-area system of Central America includes the region's mammal diversity. This first required a refinement of existing range maps to reduce their extensive errors of commission (i.e., predicted presences in places where species do not occur). For this refinement, we used the ecological limits of each species to identify and remove unsuitable areas from the range. We then compared these maps with the locations of protected areas to measure the habitat protected for each of the region's 250 endemic mammals. The species most vulnerable to extinction—those with small ranges—were largely outside protected areas. Nevertheless, the most strictly protected areas tended toward areas with many small-ranged species. To improve the protection coverage of mammal diversity in the region, we identified a set of priority sites that would best complement the existing protected areas. Systematic conservation planning typically requires specification of quantitative representation targets for biodiversity surrogates such as species, vegetation types, and environmental parameters. Targets are usually specified either as the minimum total area in a conservation-area network in which a surrogate must be present or as the proportion of a surrogate's existing spatial distribution required to be in the network. Because the biological basis for setting targets is often unclear, a better understanding of how targets affect selection of conservation areas is needed. We studied how the total area of conservation-area networks depends on percentage targets ranging from 5% to 95%. We analyzed 12 data sets of different surrogate distributions from 5 regions: Korea, Mexico, Québec, Queensland, and West Virginia. To assess the effect of spatial resolution on the target-area relationship, we also analyzed each data set at 7 spatial resolutions ranging from 0.01°× 0.01° to 0.10°× 0.10°. Most of the data sets showed a linear relationship between representation targets and total area of conservation-area networks that was invariant across changes in spatial resolution. The slope of this relationship indicated how total area increased with target level, and our results suggest that greater surrogate representation requires significantly more area. One data set exhibited a highly nonlinear relationship. The results for this data set suggest a new method for setting targets on the basis of the functional form of target-area relationships. In particular, the method shows how the target-area relationship can provide a rationale for setting targets solely on the basis of distributional information about surrogates. It is internationally recognized that conservation policies should respect indigenous cultures and consider the livelihoods of people affected by conservation restrictions. Countering this are concerns that human occupation and use of natural reserves is incompatible with conservation aims. But in China today the continued use and management of natural areas by local communities is likely to deliver better conservation outcomes than the current drive to establish public protected areas. The effectiveness of many protected areas in China is compromised by institutional conflicts, lack of ongoing financial and technical support, confusion between the objectives of generating revenue and conservation, dubious scientific definitions, lack of community trust in policies, and obscure user rights and land tenures. Southwestern China—one of the most biologically and ethnologically diverse areas on Earth—is a good illustration of a place where culture and biological diversity are closely linked. The indigenous people in this area have shown that local livelihood practices can be advantageous for the long-term maintenance of conservation goals. Rather than creating new protected areas, we argue that China is better advised to support ongoing sustainable use of natural areas by the people who have lived and nurtured these environments for generations. The article focuses on a study to help students in developing a scientific and technical means in protecting, maintenance, and restoration of biological diversity. The study helps students experience how science informs policy in public decision making. The teacher cannot control where the student will end up because in the real world there is no clean method for translating science into policy. The education provide a framework that helps teachers and their students discuss in gratifying depth how science can and should inform policy.

The preservation of biodiversity requires high-quality data and efficient methods for prioritizing species and sites for conservation. We examined the distribution data of 121 Hungarian land snail species in a 10 × 10 km resolution grid system. The spatial consistency of the data set varied significantly among regions, so we excluded cells with <5 species. Thus we used data from 512 out of 1052 grid cells. We prioritized Hungarian land snail species based on an additive scoring index ranging from 2 to 10 in which higher scores indicate rarer species. The index included global range size, local frequency, and a correction factor because of the biased frequency estimate or special importance of some species. We analyzed the relationship between protection status and rarity scores for each species. There were 15 unprotected species of land snails out of 30 considered rare, according to the quartile definition of rarity, and 16 protected species fell out of the score range of rare species. Four of these protected species are threatened by other than their restricted ranges (e.g., habitat loss and overexploitation). We prioritized areas by simple-ranking and complementary-areas methods based on species richness (SR), sum of rarity scores (RS), 25% rarest species richness (SQ), and a multiple-criteria index (SSQ = SR × [SQ + 1]). In the area-selection procedures the indices based on the quartile definition of rarity (SQ and SSQ) were slightly more efficient in representing species than species richness and sum of rarity scores. We also made regional comparisons, identified hotspots at the national scale, and investigated the overlap between hotspots and existing reserve areas. The distribution of species richness and rarity among the main geographical regions of Hungary revealed differences between lowland and highland areas. Most of the hotspots were located in the mountain areas and isolated hotspots were identified in lowland areas. All species of Hungarian land snails occurred within current protected areas, but selected hotspots did not overlap with current protected areas in all cases. The location of protected areas in Hungary is adequate to preserve land snails, although we recommend that unprotected hotspots be considered for protection. [ABSTRACT FROM AUTHOR]

Design of protected areas has focused on setting targets for representation of biodiversity, but often these targets do not include prescriptions as to how large protected areas should be or where they should be located. Principles of island biogeography theory have been applied with some success, but they have limitations. The so-called SLOSS (single large or several small reserves) debate hinged on applications of island biogeography theory to protected areas but was resolved only to the point that parties agreed there might be different approaches in different situations. Although proponents on both sides of the SLOSS debate generally agree that replicating protected areas is desirable, it is difficult to determine how to replicate reserves in terms of number and spatial arrangement. More important, many targets for representation often do not address issues of species persistence. Here, we used a geographic information system in a study of disturbance-sensitive mammals of the Yukon Territory, Canada, to design a protected-areas network that maintains a historical assemblage of species goals for component ecoregions. We simultaneously determined patterns of diversity as Whittaker's beta and compositional turnover and examined how these two measures can give further insights into reserve location and spatial arrangement. Both regional heterogeneity and compositional turnover between nonadjacent sites were significant predictors of the number of protected areas necessary to represent mammals within each ecoregion. Evaluating logging systems to determine which are most compatible with the maintenance of biodiversity is of prime importance if tropical forests are to be managed in a sustainable way. Bats are model taxa for this purpose. Two different logging systems are used in the natural forest of the Victoria-Mayaro Forest Reserve in Trinidad: open range and periodic block. Open range is a continuous harvesting system and, in common with most methods used to log tropical forests worldwide, has few harvest controls other than girth limits for selected species. Periodic block is a polycyclic system, with felling based on ecological criteria assumed to be compatible with the maintenance of biodiversity. To compare the effects of periodic block and open-range systems on biodiversity, we determined bat species richness and abundance in each system and in primary forest. We caught bats in mist nets set at ground level and in the canopy and in harp traps. In total 1959 individuals representing 38 species were captured. Species richness was similar among primary forest and logged forest habitats, although bat diversity was lower in logged forest. The distributions of bat species abundance did not differ significantly between logged forest and primary forest. We found, however, that both logging systems lead to a decrease in gleaning animalivores and an increase in frugivores. The increase in frugivores was likely the result of an increase in the abundance of bat-dispersed pioneer fruiting plants in logged forest. Bats of periodic-block-managed forest were more similar to those of primary forest than those of forest logged using the open-range system, indicating that the periodic-block system is more compatible with the maintenance of bat diversity.
