Abstract This paper examines the behaviour of credit rating agencies (CRAs) during the ebbing ‘pink tide’. It claims that the actions of S&P Global, Moody’s and Fitch contributed to dismantling left-wing regimes in Latin America, to the benefit of their right-wing competitors. The methodology draws on case studies of Brazil and Argentina, where the governments of Dilma Rousseff and Cristina Fernández de Kirchner were replaced by those of Michel Temer and Mauricio Macri, respectively. The research is based on sovereign ratings, reports and press releases the agencies issued during those transitions, which are analysed in the light of critical theories of their modus operandi and confronted with the political processes unfolding in both countries. This allows us to draw conclusions that are consistent with the presented argument, thereby contributing to advance the research agenda around the CRAs and to shed light on Brazil and Argentina’s recent critical presidential transitions.

This paper introduces the idea of the EU as a ‘model' of regional integration, linking it to the literature on Europe as a normative power. The second part discusses the influence of the EU model on regional cooperation and integration in South America. In particular, it focuses on the discursive use of the model in Brazilian foreign policy during the two tenures of President Luis Inacio Lula da Silva as a dominant rhetoric for the promotion of regional integration, especially in the case of the Mercado Común del Sur(Common Market of the South, MERCOSUR) and the Unión de Naciones Suramericanas (Union of South American Nations, UNASUR). The last part looks at the impact of the financial crisis on the ‘deconstruction' of this ideal model of European integration and attempts to discern how this will influence the future discourse on regional cooperation integration in South America, and primarily in Brazil. To illustrate the shift that has occurred in Brazilian views of regionalism, this part also discusses the Brazilian support of a new form of regional integration, as embodied in the creation of CELAC, the Community of Latin American and Caribbean States. The paper explores the economic, political and security relations between Brazil and the 25 Caribbean countries - Mexico, Central America, the Caribbean islands, Colombia, Venezuela, Guiana and Suriname, inasmuch the colonial territories. The text suggests that the economic relations are very intensive. The political dialogue is constructive, in the security field, there are some convergences and divergences derived from the Brazilian South American project. O artigo aborda as relações econômicas, políticas e de segurança internacional vigentes entre o Brasil e os 25 países da bacia do Caribe - México, América Central, Antilhas, Colômbia, Venezuela, Guiana e Suriname, além de uma dezena de territórios coloniais administrados por potências extra-regionais. Constata-se que as relações econômicas são muito intensas, especialmente em termos comerciais e de investimentos produtivos. O diálogo político entre as partes é construtivo, relevante e cada vez mais significativo. No que diz respeito às questões de segurança, vale destacar suas convergências, bem como certas divergências de natureza geopolítica derivadas do projeto brasileiro para a América do Sul. Abstract This paper introduces the dossier entitled ‘Policy Transfer and South-South Cooperation’. Very often development cooperation programmes, particularly those labelled as part of South-South cooperation (SSC), use policy transfer as one of their key implementation tools. However, irrespective of cross-cutting dimensions and shared commonalities, both fields of practices have generated research traditions that have followed specific disciplinary (and sometimes interdisciplinary) trajectories which have seldom met. Policy transfer promoted by national and international, state and non-state agents of the Global South via development cooperation raises several questions that remain unexplored and overlooked by the scholarly literature. This dossier intends to promote a dialogue between these two fields, thus analysing how policy transfer through SSC may create new power relations, identities, world visions and practices. This introductory article presents a theoretical cartography and offers in the first section a brief literature review of both fields of research; in the second section it presents the historical background of SSC and Brazil’s changing roles in it; the third section outlines possible conversations between policy transfer and SSC; finally, in the concluding remarks we bring a few reflections about future research agendas.

Abstract This paper discusses Brazil’s role in climate governance, methodologically and metaphorically comparing it to chess pieces moves, based on national and regional official documents, commitments and data. Unlike other IR studies, our proposal suggests different behaviours at different levels of analysis for the same country. Nationally, the country played the role of pawn. Regionally, there is no unitary behaviour: in international cooperation (carbon pricing case), it moves like a queen; in the regional integration process (energy integration case), like a king. The current scenario raises doubts about these roles, suggesting that Brazil has been presenting an increasingly moderate and conservative behaviour in the past years.

Abstract Since the emergence of the environmental agenda in the global arena, Brazil has maintained an active position in the debates around this topic. Although Brazil has always been a protagonist, its foreign policy has shown some changes in relation to addressing climate change in recent years. Likewise, the modalities under which this issue has been framed as a problem since 1992 are fundamentally important to interpreting the Brazilian position in international negotiations and the changes in them over the years. The objective of the following article is to understand the discursive framework on which the foreign policy of climate change in Brazil was structured from a constructivist standpoint on International Relations. Using this approach, this article studies both the international influences and the internal conditions of Brazilian climate policy in the negotiations of the United Nations Framework Convention on Climate Change (UNFCCC). The main sources of this research are semi-structured interviews with state and non-state actors in Brazil, complemented with a review of secondary sources such as official documents and academic papers.

Analysts frequently label the BRICS grouping of states (Brazil, India, Russia, China, and South Africa) as primarily an economic club emphasising economic performances as primary objectives. Co-operation of international groupings are rarely, if ever, set within the context of their access to maritime interests, security, and benefits. A second void stems from the lack of emphasis upon the economic benefits of secured maritime domains. In this vein, a common, but neglected aspect of the BRICS grouping's power and future influence resides in their maritime domains, the value of which ultimately depends upon the responsible governance and use of ocean territories. The maritime interests of BRICS countries only become meaningful if reinforced by maritime security governance and co-operation in the respective oceans. Presently China and India seem to dominate the maritime stage of BRICS, but the South Atlantic is an often overlooked space. For BRICS the value of the South Atlantic stems from how it secures and unlocks the potential of this maritime space through co-operative ventures between Brazil, South Africa as a late BRICS partner, and West African littoral states in particular. In this article, I analyse key statements by the Brazilian government about environmental issues during two important decades, from 1972 to 1992. I identify the specific subjects addressed by Brazilian spokespersons, and the rhetorical strategies they adopted for doing so. I conclude that these spokespersons largely adopted a defensive posture in response to mounting international pressures on a range of environmental issues, while using various rhetorical devices to highlight the positive dimension of the government's environmental policies and initiatives.In this article, I analyse key statements by the Brazilian government about environmental issues during two important decades, from 1972 to 1992. This article discusses arms trade policies from an international security perspective. Arms transfers are widely treated as political issues even when economic incentives exist. They affect bilateral and multilateral relations among suppliers, countries receiving the arms, non-state actors, taxpayers, and victims. Following the agreement to build Swedish SAAB Gripen NG fighter jets in Brazil, more may be produced for sale to third countries. This, in turn, calls for a review of Brazil's arms transfer policy. In this instance, Sweden's principled arms sales model could serve as a basis for a revised Brazilian arms transfer policy as well. [ABSTRACT FROM AUTHOR]

Nos detemos tanto nas interpretações de eventos históricos que marcam as relações internacionais entre os dois países, quanto nas representações territoriais seletivas do Paraguai que circulam no Brasil. Uma atenção especial será dada às percepções e representações brasileiras das correntes migratórias que se formam em ambos os lados da fronteira, seja de brasileiros no Paraguai, seja de paraguaios no Brasil, pois a migração internacional, como situação de contato, alimenta a produção de representações recíprocasIn this paper, I investigate the image of Paraguay that is conveyed in Brazil, how it is constructed and what forms it. I am interested both in the interpretation of historical events that marked relations between the two countries, and selective spatial representations of Paraguay circulating in Brazil. Particular attention is paid to the Brazilian perceptions and representations of migration flows that form on either side of the international border, this is to say Brazilian migrants in Paraguay and Paraguayan migrants in Brazil, because international migrations, as contact situations, are responsible for the production of reciprocal representations

Public opinion plays a growing role in foreign policy formation in democratic societies. In this study, we use survey data from The Americas and the World project to establish whether Latin Americans share a common regional identity, and regard Brazil as a regional leader. Our results indicate that the majority of Brazilians do not identify themselves as Latin Americans. Moreover, while they believe their country is the most suitable candidate for regional leadership, they are unwilling to bear the costs of assuming such a role. Our study also explores perceptions of regional identity and Brazilian leadership in other Latin American countries, based on their own respective power aspirations. It shows that less powerful Latin American nations recognise Brazil as a regional leader, but citizens in middle powers, like Argentina and Mexico, still believe their countries should play a prominent regional role. The purpose of this study is to consider the relationship between domestic change and foreign policy in Brazil, a country seeking to become Latin America's hegemon, and achieve greater global status. It focuses on Brazil's partnerships with other countries in the Global South. It argues that, due to the combination of institutions and interests behind foreign policy-making in Brazil, there is no coherent project of South-South engagement. As a result, South-South ties tend to contradict the Brazilian government's foreign policy objective of acting as a global equaliser. The study also examines the drivers of Brazil's foreign conduct, and argues that the politico-economic determinants of foreign policy differ from those of domestic policy. [ABSTRACT FROM AUTHOR]

Driven by China's increasing global influence, China-Brazil relations have deepened significantly in the 21st century; for Brazil, this bilateral relationship has become one of the most important aspects of its foreign relations. This article aims at analysing how Brazil's foreign policy towards China was made and implemented during the eight years of Luiz Inácio Lula da Silva's presidency, and the first four years of Dilma Rousseff's presidency. While scholars agree that the Ministry of Foreign Affairs did not exclusively dominate this policy, little is known about which state and non-state actors were involved, how and why they interacted, and how their interactions influenced policy choices. The article starts by identifying the actors that played a significant role in formulating Brazil's China policy. Next, drawing on the concept of network governance, it explores the processes and mechanisms that governed the interactions among them. Non-state actors contribute with inputs to the elaboration of the national interest in trade negotiations, thus enhancing its legitimacy. Nevertheless, does the participation of those actors necessarily equal influence on the part of all segments of civil society on policymaking? To answer the question, I argue that procedural legitimacy should be evaluated not only in relation to the inputs society provides to the State, but should also consider whether officials actually analyse societal contributions in decision-making. I demonstrate the empirical application of the model based upon Brazil's experience in multilateral trade negotiations during the 2000s, using Mexico as a shadow case. I conclude that foreign trade policymaking can only be democratised if, in procedural legitimacy, the State attributes equal weight to contributions from all types of societal actors, including civil society organisations and organised social movements, which tend to have less material resources and power than interest groups such as business associations and labour unions. Studies about the relationship between public opinion and foreign policy are rare in Latin America as civic participation in these issues is a recent phenomenon. The following research explores the general perception of Argentine citizens about the orientation of foreign policy towards Brazil. Also, it explores the effects of information and its influence on citizens. In particular, it studies the psychotropic and socio-tropic attitudes of Argentinians about foreign policy toward Brazil. Based on a survey experiment, the research evaluates the impact of economic and political information (framing-effects) on the public's opinion of foreign policy (dependent variable). The experimental treatment was designed in an ordinal model by providing different pieces of information. The experiment also introduces ‘Citizen Perception' as a covariate generated from a summation index with the scores of two variables (Preference for the actions of Argentina toward Brazil and the Position of Brazil in a chartedpreference of potential investor countries). The results show that the previous ideological bias is very significant and that the effects of information reinforce it.
