The golden summer of sport is now over, but what is the legacy of London 2012 for disabled people? Nadia Ahmed, a disabled student, discusses the difficulties she has faced in finding accessible accommodation in London. She argues that while the Games are over, the United Kingdom still has lots of hurdles to leap when it comes to disability. The article focuses on her own personal experience of not being able to get wheelchair-accessible accommodation in Tower Hamlets, a London borough that is a close neighbour of Stratford where the Olympic and Paralympic games were held. The article raises questions about disability equality following the Paralympics.

This paper uses the fictional case of the "Babel fish" to explore and illustrate the issues involved in the controversy about the use of cochlear implants in prelinguistically deaf children. Analysis of this controversy suggests that the development of genetic tests for deafness poses a serious threat to the continued flourishing of Deaf culture. I argue that the relationships between Deaf and hearing cultures that are revealed and constructed in debates about genetic testing are themselves deserving of ethical evaluation. Making good policy about genetic testing for deafness will require addressing questions in political philosophy and anthropology about the value of culture and also thinking hard about what sorts of experiences and achievements make a human life worthwhile. Augmentative and alternative communication (AAC) holds the potential to enable people with severe oral communication impairments to participate more fully in society. However, despite the development of increasingly sophisticated communication aids, as well as recent UK policy initiatives aimed at improving access to them, some major obstacles stand in the way of the inclusory potential of AAC being realized to any significant degree. Drawing on findings of a research study that explored the experiences of people who use AAC, this paper looks at the various problems that people encounter in using communication aids. It identifies the lack of consistent, structured support as a key overarching issue. The author goes on to argue that for the potential of AAC to be realized attention needs to be given to the development of coordinated systems of support within the policy domains of education, health and social services. Abstract \nPoints of interest Proper adaptation of banking mobile applications to the needs of people with disabilities can play a crucial role in minimising the financial exclusion. The article examines selected mobile banking applications of four Polish banks in the context of their adaptation to the needs of consumers with disabilities. The project used a descriptive case study method based on analytical induction, and observation was carried out for six months. The analysis of the application was conducted in two parts: the adaptation of interfaces and functionalities to the preferences of people with disabilities in terms of readability, the efficiency of the application, and comprehensibility of the form of information transfer, and other accessible functionalities within the analysed applications that meet the needs of people with disabilities. The study’s results indicate the strengths of the accessibility of the analysed mobile applications as well as their limitations in enhancing independent living for people with disabilities. Smartphones and mobile apps are becoming an inseparable part of the everyday life of consumers all over the world. Abstract \nPoints of Interest The retail payments market is developing, and the implementation of digital payments has been one of the trends in consumer finance worldwide. This is the first study to jointly examine the perception of digital payment methods and financial services’ role, for consumers with and without disabilities. First, based on a nationwide survey on Internet users in Poland, the authors compared the popularity of selected financial services among consumers, then the perception of characteristics of payment methods. The results revealed that consumers with disabilities use a wide range of payment services, and they are included in digital finance. Moreover, contactless payment cards are used by consumers with disabilities even more often than by consumers on average. The results suggest that the control over finances make digital payments an important empowering tool for consumers with disabilities. Finally, the paper provides recommendations for the banking sector, on strategies for offering digital financial services. This paper examines the potential of new cashless payment methods as an empowering and assistive technologies for consumers with disabilities. As the world enters a new normal period following the Coronavirus Disease 2019 (COVID-19) global outbreak, the propensity toward the exclusion of the vulnerable group of children with disabilities is a current issue that must be given attention. This issue paper describes the collective actions to usher children with disabilities in the new normal post-COVID-19 period in the Philippines. These actions focus on assistive technologies to augment information and communication, critical services to sustain medical and developmental needs, adaptive learning methods to continue education, and other social services to improve access and mobility. Set within a single national context, this issue paper provides a view as regards the shared initiatives to improve the conditions of children with disabilities in a developing country amid the pandemic. In this study, 25 Maltese employees with physical or sensory impairments shared their experiences regarding access and use of various technologies at work, first via focus groups and individual interviews, and then through observation sessions at their workplace. The research initially rested on the premise that disabled people face various barriers related to the access and use of technology in their employment, that are not directly ensuing from their impairments. It then built on this premise by applying concepts from new materialisms in an attempt to broaden the notions proposed by the social model of disability. Through the use of vignettes, this paper shows how enabling technologies form part of assemblages, networks and entanglements of people, things and affects to produce consequences that are conducive to or limiting of dis/ability. This article is about people with physical or sensory impairments and how they use technology at their place of work. Research participants describe many difficulties they have in order to obtain and use technology at work. Difficulties using technology at work are not only due to financial, physical or attitudinal barriers but also due to difficulties that have to do with impairment such as pain and fatigue. It is difficult to understand how barriers to obtaining and using technology in work produce disability because they are entangled with many other factors, human and non-human. This paper presents a systematic literature review on the impact of the neighborhood physical environment on mobility and social participation among people using mobility assistive technology (MAT). Peer-reviewed articles from eight databases published in French or English from 1990 to 2016 were searched. Thirty studies were included in this review. Factors related to neighborhood environmental features, mobility in transit, and accessibility of homes and public buildings influenced mobility and social participation of MAT users. The majority of reviewed studies combined different types of MAT, which made the interpretation of the results challenging. Few studies included walker, cane, and crutch users. Definitions of mobility and social participation lacked consistency and were often simplistic. Future empirical research needs to examine the impact of neighborhood physical environment factors separately for different MAT users. Causality and links between mobility and social participation of different MAT users at the neighborhood level should be further explored. [ABSTRACT FROM AUTHOR]

Natural data on the Australian Human Rights Commission’s website outlining the complaint cases generated from Disability Discrimination Act, 1992 (DDA) were used to examine the social construction of disability employment discrimination. Using a social model and human rights citizenship lens, some 987 complaint cases were analysed to assess the prevalence of disability discrimination in employment, and its relationship to the types of disability, gender, entity undertaking the actions and organisational context. Of all complaint cases across the Australian Human Rights Commission’s operations, by far the largest proportion involves disability discrimination. Within the disability discrimination complaint cases, employment makes up the greatest proportion of these cases. In examining the patterns of discrimination seven major themes emerged involving: distinctive patterns across disability type; access to premises; human resource mismanagement; selection of new employees; integration of assistive technology; perception of cost of disability inclusions; and inflexible organisational workplace practices. The discussion examines the underlying reasons for the emergent themes where employers misunderstood key legal concepts that underpin the DDA including: unjustifiable hardship; inherent requirements; reasonable adjustment; direct; and indirect discrimination. The paper concludes by discussing the implications of the findings as a way of understanding the social construction of disability discrimination in employment to signal ways to better develop inclusive organisational practice. Topics mentioned include universal access programmes to address individual needs regardless of socio-economic status, development of best-practice service delivery models that support the use of tele-delivery systems that can deliver the required services, and development of more accessible communication tools that offer accessible information and support.

This paper explores the way 'choice' is constituted by professional and support staff in naturally-occurring-talk within an Australian disability service. That choice is really the choice you have when you are not having a choice, a situation indicative of the wider social milieu and the disablism found in society. Membership Categorisation Analysis is used to highlight the moral reasoning which occurs in the everyday, based upon disablist norms. In light of this, critical reflection upon contemporary bioethics is used to suggest that choice as an expression of autonomy is not only contextual, but far more than the hedonistic approach adopted by Western disability services. More than 30 years after her death, Helen Keller is still known internationally as the little deaf blind girl, the 'miracle child' who triumphed over adversity. However, behind the image, hidden from the public gaze, was a flesh-and-blood woman, writer and radical activist, suffragette and Socialist. She was a woman who lived to old age, yet is fixed in the public imagination as an eternal child. This paper charts the creation of Keller's popular image and enduring iconic status, analysing their purpose and the implications they hold for us as disabled people. It then examines the truth of her life, revealing how contemporary are the issues which determined it. Disabled artists with physical impairments can experience significant barriers in producing creative work. Digital technologies offer alternative opportunities to support artistic practice, but there has been a lack of research investigating the impact of assistive digital tools in this context. This article explores the current practice of physically impaired visual artists and their experiences around the use of digital technologies. An online survey was conducted with professional disabled artists and followed up by face-to-face interviews with 10 invited artists. The findings illustrate the issues disabled artists experience in their practice and highlight how they are commonly using mainstream digital technologies as part of their practice. However, there is little awareness around novel forms of technology (e.g. eye gaze tracking) that present new creative opportunities. The importance of digital tools for supporting wider practice (i.e. administrative and business tasks) was also highlighted as a key area where further work is required. [ABSTRACT FROM AUTHOR]

Police organisations have been slow with regards to the integration of services which are accessible and responsive to the needs of D/deaf citizens. This qualitative study explored the barriers which D/deaf citizens face when accessing police. It considered the impact of police initiatives designed to widen the avenues through which D/deaf people can contact them including information and communication technologies (i.e. Emergency SMS Text Services and Video Relay Services) and interpreters. The study involved focus groups with D/deaf citizens, interviews with police officers, and a review of police practices in England. The findings focus on cultural, technological and interactional barriers, and demonstrate that despite indications that members of this community are likely to be vulnerable in terms of victimisation, current policies, procedures and training do not address access requirements. This article looks at the barriers faced by D/deaf citizens when accessing police services. Age, ethnicity and disability impacted on D/deaf citizens' access to services and their use of technologies to contact the police. D/deaf citizens felt that more work needed to be done to raise greater deaf awareness amongst police officers and to avoid misunderstandings. Some improvements in police service provision have been made, but a better engagement strategy is needed to build D/deaf citizens' confidence in the police. Over a six week period, 845 people with low vision or blindness responded to our survey regarding how they used their smartphone, contributing to the first ever large-scale research project on the importance of smartphones in the Australian blind community. The results were significant − 79% of people with vision impairment use smartphones. They are part of their everyday lives and used for a broad range of purposes. Furthermore, the broad adoption of this device is a recent phenomenon – there has been a 365% increase in smartphone use in less than five years. While the rapid uptake of the smartphone by the vision impaired community demonstrates one level of 'access' is being achieved, we also identified ongoing issues impacting users. Our research demonstrates that people with disability must be included in the development process in order to ensure technological advancements are empowering and inclusive, especially in challenging times. Investigating voice in research that involves children with disabilities is highly challenging. Very few studies have problematised voice for the purposes of designing new technologies for and with children who have disabilities. We embarked on qualitative fieldwork with children who have severe speech and physical impairments with the view to motivate designers to consider new child-centred perspectives for conceptualising new communication technologies. In this article, we use reflexivity as a tool to critically examine how empowering our methodological decisions were for children with disabilities, in advancing child-centred accounts of their communication experiences. We propose four considerations that can be useful for researchers and practitioners when undertaking participatory work involving children with disabilities. These are: 1.Theoretical lenses guiding data collection, analysis and interpretation; 2. Developing credible accounts through strong and prominent ideas; 3. Children's ways of participating evidencing their voices, and; 4. Methods hindering the promotion of child centred accounts. Children with severe speech and physical impairments are rarely involved in designing new technologies for supporting communication. It can be challenging to study what children with severe speech and physical impairments express as important about their communication. This article examines the ways in which researchers made decisions about how they worked with children. We studied communication by focusing on the child during their interactions. Our goal was to understand what children expressed as important for communication. We found that researcher beliefs, the use of different methods, and observing children's ways of participating all influenced the findings. The findings identify that it is important for researchers to be clear to others about the perspectives and different data sources that influence their decisions. Some data collection methods, such as taking photos, can be less empowering for children as they can focus on how the researcher sees the situation. [ABSTRACT FROM AUTHOR]

In the 30 years since the passage of the Education of All Handicapped Children Act (PL. 94-142) in 1975 (subsequently the Individuals with Disabilities Education Act) special education in the USA as an institutionalized practice has become solidified. Over the years, however, the practice of segregating students because of disability has come under increased scrutiny. Beginning in the late 1980s, an increasing number of parents advocated that their children with disabilities be put in mainstream general education classes. Emotionally charged debates over the inclusion of students with disabilities in general education classrooms ensued. In this paper we look at the public debates over inclusion and expose some of the paradoxes within special education that serve to hinder the integration of individuals with disabilities into general classes and, by extension, society at large. The focus of this article is how special needs technology in the United Kingdom was developed and used for and by adults with learning disabilities between 1970 and 1999. Fifty-two experienced practitioners were interviewed about their memories of the period. Analysis of their experiences reveals a number of digital inequalities, how the practitioners working to support the technology use of adults with learning disabilities experienced these inequalities as a vacuum of support and what attempt they made to redress the balance. These finding suggest that new technologies currently being developed are unlikely to reduce digital inequalities for adults with learning disabilities without significant shifts in our understanding about what contributes to such inequalities and the role that practitioners can play in resisting such inequalities. The development of prosthetic arms has progressed dramatically over the last 100 years, from simple tools made of wood to arms that virtually imitate their biological counterparts. Investment in the development of prosthetic arms has also increased sharply, but the practicality of these arms is questionable. Prosthetic arms now cost between $5000 for a simpler type and over $100,000 for a neuroprosthetic model in the United States. Considering that consumers of this technology are people with disabilities who are often vulnerable to poverty, such prices are at odds with the principle of maximum help and assistance to people with disabilities. In this article we call for the attention of governments and policy-makers, both in developing and developed countries, to consider social and policy barriers to developing and distributing prosthetic arms and to enact equal entitlement to prosthetic use despite one's socioeconomic status. People who have visual impairments exceed 250 million persons worldwide and represent an important cohort of museum visitors. However, they experience many constraints to participation in daily life. Few studies analyse the accessibility of museums to visitors with visual impairments, and many are confined to a single museum and to a small set of strategies for improving accessibility. This article aims to identify a broad set of strategies to increase the accessibility of museums to visitors with visual impairments and analyse the accessibility of museums in four European cities. Disabled people face increased risks of living in poverty largely due to lower incomes and extra resource requirements compared to non-disabled people. This study incorporated the social model of disability with an economic approach to costing to estimate the additional costs required by people with a physical impairment to achieve an adequate standard of living in New Zealand. Budgets estimating the additional equipment, modifications, transport, support and time required to achieve an adequate standard of living were developed and validated through focus groups with community members. The findings suggest that reducing barriers involves substantial costs ranging from NZ$645–$2,348 per week. [ABSTRACT FROM AUTHOR]

Inclusive research is an accepted approach when conducting research about individuals with disabilities. No studies have been published to date on using mobile technology to support people with intellectual disabilities as researchers. An inclusive research team of researchers with intellectual disabilities and academic researchers used mobile technology to support research skill acquisition. They conducted 15 joint research training sessions, followed by 10 research meetings. In order to discuss the experience of using iPads to support researchers with intellectual disabilities, the authors used a multiple-case study approach. Findings included the challenges and successes of mobile technology implementation. In conclusion, the iPads enhanced participation opportunities for the researchers with intellectual disabilities not only in the research, but also in other areas of their lives. This also brought to light the vulnerability of women with intellectual disabilities and the lack of control they often experience in their lives. [ABSTRACT FROM AUTHOR]

The aim of this article is to explore disability and the digital divide using a quantitative methodology. The research investigates what impact digital technologies have had in improving the life-chances for disabled people from deprived neighbourhoods in the northeast of England. The study explores how disabled people engage with digital and assistive technologies in order to overcome disabling barriers and social exclusion. Unfortunately, the analysis found no evidence that digital and assistive technologies had any impact on reducing social exclusion for disabled people. Despite its facilitating role in creating opportunities for people with disabilities to exercise human rights, access to assistive technology is limited in many countries. It is therefore promising that the Convention on Rights of Persons with Disabilities (CRPD) addresses this area. The purpose of this study was to analyse the assistive technology content of the CRPD from a basic human rights perspective in order to clarify its limitations and opportunities for formulation of policies and implementation strategies. Data were collected through a content analysis of the CRPD. It is concluded that a non-discriminatory interpretation of the provisions entitles all people with disabilities to a right to demand available and affordable assistive technology. Personal assistance organised as direct payments is seen as an important means for securing user control and freeing disabled people from their reliance on welfare professionals and unpaid carers. The hypothesis put forward in the article is that just looking at whether personal assistance is organised as direct payments or as an alternative service represents an overly restricted approach to judge how the user’s preferences are taken care of. By comparing models of personal assistance in the US, the UK, Sweden and Norway it will show that several other factors influence user control. In the final part of the article the question is raised as to whether paternalism is always negative for welfare service users. Since the users constitute a broad group it might be questioned if the assumption of the service users as rational, well informed and competent to make the best choices is always valid.
