Scholars have paid surprisingly little attention to the role of the state in the provision of accommodation for the learning disabled before the twentieth century. This paper will address this lacuna by investigating the fate of pauper 'idiots' in Victorian England. As this paper will illustrate, 'idiots' and 'imbeciles' fell under two overlapping jurisdictions-the Poor Law Board and the Lunacy Commission. The tension between the two systems led to a call for a different type of asylum-a hybrid of the county asylums and pauper workhouses-that was eventually constituted under the authority of the Metropolitan Asylums Board in 1867. This paper illuminates the local negotiations which resulted in the congregation of 'idiots' and 'imbeciles' in Poor Law Union workhouses, and explores the nineteenth-century ideology of 'moral treatment', which devalued the learning disabled as 'incurable' and thus unworthy of expensive, specialised state provision. Despite the UK's recent history of promoting the social inclusion and equality of men and women with learning disabilities they remain a significantly disadvantaged group. Compared with their non-disabled peers they are more likely to be unemployed, less likely to own their own homes and are at a significantly greater risk of physical and mental ill health. The first part of this paper discusses the welfare rights of citizens with learning disabilities in terms of New Labour's welfare to work policies. The second part discusses the UK's mixed welfare economy and its impact upon services for men and women with learning disabilities. The paper concludes by considering whether the social inclusion of men and women with learning disabilities can be promoted solely through policies that emphasise inclusion through work and the personalisation of welfare services. Supported employment is now regarded as a major vehicle for enabling people with learning difficulties to enter employment. The purpose of this paper is to use the evidence provided by three case studies of people with learning difficulties who have participated in supported employment to critically examine its fundamental premises. The paper argues that the influences of normalisation theory and the US model of supported employment have combined in the UK to form a variant of supported employment which, in pursuing the concept of real job, fails to adequately address the consequences of impairment. This paper asks, in the context of recent legislative changes, what can be done to support more citizens in England and Wales with learning disabilities to vote in national elections? This issue is addressed through (i) a review of recent disability access campaigns that have reported discrimination against, and the under-representation of, adults with disabilities in UK elections; (ii) a review of recent research undertaken in the USA into the assessment of competence to vote and research undertaken in England that conclusively documents the under-representation of voters with learning disabilities in the 2005 general election. It is proposed that a 'functional approach' to developing an individual's capacity to vote could help to fulfil Article 29 of the United Nations' Convention on the rights of persons with disabilities that gives all people the same political rights. The concept of 'special' has played a crucial role in the development of educational policy and practice, and the meaning of the term has been the subject of far-reaching debates and controversy. This paper is based on research which explored the meaning of 'specialness' in theory and practice from the point of view of practitioners working in segregated schools, providing education for young people designated as having moderate and severe learning difficulties. The research demonstrates the articulation of the individual model of special in teachers' thinking about pupils, themselves and their relationships with pupils, and also in the learning environment provided for different categories of young people. Research and practice in sexuality and learning disability has directly and indirectly highlighted the pathological sexual behaviour of men with learning disabilities, particularly their abuse and exploitation of women with learning disabilities, and relatively high HIV risk sexual behaviour with men without learning disabilities. It is consequently argued that there has been a relative neglect of their wider sexuality and sexual needs. This paper reconstructs this wider agenda, drawing on empirical evidence and theoretical interpretations of need from research and sex education in support of the observations made. In identifying a range of key issues for sexuality work with men with learning disabilities and arguing that they require greater recognition and attention, the paper also provides directional pointers for informing such work and for responding more widely. This paper uses criteria defined by Zarb to describe research undertaken with people with learning difficulties, in the context of an emerging emancipatory paradigm. First, the paper addresses the question: Who controlled the research and what it was about? It considers consultation with people with learning difficulties, the influence of public service organisations and the ethical committee. Secondly, the paper evaluates how far disabled people were involved in the research process, and discusses issues relating to the inclusion of people with learning difficulties as respondents, obtaining informed consent and the involvement of carers in interviews. This paper is about mothering, young learning disabled people, their sexualised and relationship lives and normalisation - not through the lens of the disabled person, but via a mothers perspective and theoretical discussion. As a mother who has a learning disabled daughter, a feminist and an academic my own mothering experience, my Ph.D. research and social theory are woven throughout this paper with the intention of opening up debate about sex, intimacy and normalisation, and how these impact upon young learning disabled people. I suggest that the relationship between sex, reproduction, intimacy and intellectual impairment and a project to decipher what it means to be human in all its dirty glory are also part of the discourse that needs to be discussed experientially and theoretically. This paper discusses the gap between policy goals and practice in residential services for people with learning disabilities. Drawing on a nine month ethnographic study of three residential services, it outlines a range of obstacles to the promotion of choice and control that were routinely observed in the culture and working practices of the services. Issues discussed include conflicting service values and agendas, inspection regimes, an attention to the bigger decisions in a person's life when empowerment could more quickly and effectively be promoted at the level of everyday practice, problems of communication and interpretation and the pervasiveness of teaching. People with learning difficulties, like all disabled people, face social oppression. Much recent policy and practice are underpinned by at least some understanding of this oppression, and the social model of disability has been influential in discussions of services and supports for people with learning difficulties. However, in the area of mental health, the picture is somewhat different. This paper argues that the medical model has predominated in discussions of mental health support for people with learning difficulties, and that a social model approach could have much to offer. The paper draws on an ongoing action research study in which service providers, families and young people with learning difficulties are working together to articulate what is needed, in order to find routes to improve the support offered to young people with learning difficulties and mental health support needs. This paper will look at different ways of enabling people with learning difficulties to engage in leisure opportunities: the Support Model and the Access Model. These models will be put in their social context and then critiqued. The support model will be be contextualised in the theory of normalisation, access in disability theory. The support worker role will be shown to be useful in motivating people with learning difficlties into new activities, as well as having a protecting element, and unwittingly, disguise the level of discrimination people with learning difficulties are subject to. The access worker role will be shown to have strengths in understanding discrimination. With this analysis, it has the potential to dismantle disabling practices. However, the needs of people with learning difficulties have ramifications for disability theory. In practice, that means that ideas of self-advocacy need to be taken on board. Through interviews with sports personnel, social workers and people with learning difficulties, the implications of creating fully comprehensive access will be examined. I will conclude that both effective support and comprehensive access must be in place before people with learning difficulties are able to make a meaningful choice as to how they are enabled to participate in sports. In mid-nineteenth century north Wales, and indeed in Wales generally, community care of persons with learning disabilities aided by the Poor Law survived longer than in England, where institutionalisation in the workhouse or asylum became the norm. This prehistory of community care has been largely unexplored, largely because of the difficulties of obtaining data. After discussing the methodology, and discussing the Lunacy and Poor Law documents used as sources, this paper seeks to advance understanding by using longitudinal histories of individuals with learning disability to explore their varied experiences in the community. It examines the attitudes of officialdom, and the role of family and community, and concludes by suggesting key factors in determining individual life stories included the presence of family, the ability to work, the degree of difficulty or dangerousness they presented. Normalisation is the guiding principle for professionals who work with people with learning disabilities. However, professionals hold varying degrees of adherence to this prevailing orthodoxy. In addition, some professionals openly dispute its merits and adopt a more paternalistic perspective of people with learning disabilities. Consequently, their views are more similar to the parents of people with learning disabilities than to their professional colleagues. Based on ideological differences, these contradictory views create tension and potential conflict between professionals. This paper explores the ideological differences between professionals who follow the prevailing orthodoxy, identified in the study as 'normalisers', and professionals who adhere to a superseded ideology, identified as 'paternalists'. Similar to the problematic relationship between parents and professionals, a solution to the internal conflict of professionals may also be found in seeking a shared ideology of care. A commendable degree of success has been achieved in relocating people with learning disabilities from residential institutions into ordinary community settings. Nevertheless, a challenging task remains if people with all levels of learning disabilities are to be enabled to become meaningfully involved in ordinary community activities. The author argues that a structured day service has a vital role to play in this process, but that, unless the underlying problems that have continued to frustrate the development of a coherent national day care strategy are objectively reappraised and addressed, the true potential of the 'care in the community' policy will not only never be realised, but could actually become imperilled. A disability reform came into force in Sweden in 1994 which emphasises the importance for disabled people to increased autonomy and self determination in everyday life. Interviews with disabled women and men have shown that while there are those who, because of the legislation, have increased control in their everyday living, there are also those who in no way have benefited from this reform. Some of the disabled participants have not even heard of the legislation before the time of the interview. They are in a situation that they require support, which they do not have, in order to apply for services of their choice and, if necessary, appeal against 'negative' decisions with regard to the applied for services. In this paper we review a variety of approaches to biography and autobiography with people with learning difficulties, and discuss the roles researchers play. This paper describes a study investigating the significance of the label `learning difficulties' to self-descriptions and self-evaluations in a group of people with learning difficulties. Although two-thirds of the sample admitted the label when asked directly, the label was not used spontaneously in self-descriptions. Furthermore, evaluations of the label were not linked to global self-esteem. However, those who denied the label as applicable to themselves felt significantly more competent. Since participants' definitions of the label mostly referred to lack of competence, a clear, but limited link was illustrated between self-concept and social identity. People with learning difficulties often appear to experience significant incongruence between their categorical identity as someone with learning difficulties and their self-identity. This paper draws on research undertaken with 60 young adults, and their parents or carers to examine the nature of that incongruence. We conclude that it is based almost entirely in discursive relationships, whereas experiential and power relationships promote incorporation of categorical identity into self-identity. We call for more careful consideration and open discussion of the ways in which the categorical identity of people with learning difficulties is handled in discursive relations with them. Lightly structured, in-depth interviews of 30 adults with disabilities and parents of disabled children, probing their educational experiences, yielded rich autobiographical data. The interview transcripts were analysed in terms of the significant patterns of experience which emerged. That particular experiences were shared was clear from frequency of mention, and our claim that these were significant experiences is based on both their subjective intensity and on their impact on the lives of our respondents. In this paper we discuss the most widely shared of these school and post-school experiences and the educational opinions they have generated. We include illuminative extracts from a small number of the interviews. Finally, we draw some general conclusions supporting the need for educational change towards a more enabling education. This paper commences with an examination of the concept of parenting and then applies its findings to parents who have a learning disability. It is argued that views on parenting, drawn from mainstream developmental psychology from parents who do not have a learning disability can inform our thinking about parents who do have a learning disability and provide an agenda for future research. In particular) we look at skills-based approaches to parenting, parenting as a motivated activity, cultural and historical factors influencing parenting, and lay views on children and childhood. The conclusion was reached that, although an audit of what people with a learning disability believe and expect about children is valuable research, the critical issue is how this knowledge is applied in parenting practice. The impact of self-advocacy on families of people with learning difficulties has rarely been instigated. A participatory research project is currently studying this question. This paper argues that adulthood is central. The meanings attached to self-advocacy by people with learning difficulties are examined to support this, and the family context explored to discover the likely experiences and influences which will condition the reception for self-advocacy. The early findings of the research-from discussions with self-advocacy groups-are presented. We should expect self-advocacy to impact on families and for this impact to exhibit itself in a variety of ways, but because of the experiences and conditioning of families, and of people with learning difficulties, the impact will be complicated. This paper examines the development of fieldwork methodology in a study that investigated the parenting experiences and parent support needs of a group of parents with an intellectual disability. It considers the ways in which the original planning for the project changed as the fieldwork unfolded, requiring adaptations to our methodological expectations and in the process deepening our understanding of the phenomena we were studying and reinforcing for us the importance of relationships in fieldwork-based research. Three themes in particular are considered that became central to this research: research relationships; safety for participants/positioning of the researcher; suspending assumptions about impairment and disability and influences on life experiences. This paper is drawn from research conducted with gay and bisexual men with learning difficulties, a project that included participants' various struggles to self-identify within these alternative sexualities. Significant parts of this identity work were mitigated by participation in what is referred to here as 'politically radical support groups'. Three facilitators of these groups, professionals in the areas of sex education, were interviewed and a common itinerary was uncovered, namely a subversive and political praxis. At its heart, such praxis argues that educational endeavours for people with learning difficulties must not only account for disabling practices, but more importantly, maximally prioritise the mitigation of such prejudice within educational activities. Furthermore, it is argued that political praxis is not merely theoretical; six practical strategies are offered. The number of studies on inclusive research involving people with learning disabilities is increasing. These studies address multiple factors that need better understanding, including the education and training of people with learning disabilities and factors that affect different aspects of the research process. This 18-month long study is part of the collaborative research conducted in Spain and carried out by a research team, which consists of both academics and non-academics with learning disabilities. The results demonstrate that inclusive research should be a dialogical practice that addresses significant and relevant issues concerning people with learning disabilities serving as researchers. The results also show that inclusive research is a formative practice that offers opportunities for debate, compromise, and the analysis of these topics. The education and training of people with learning disabilities are relevant topics in inclusive research. The study demonstrates the value of inclusive research based on collaborative relationships This study indicates that inclusive research should be a communicative process, open to the possibility of learning with and from other people. Research studies should address topics relevant to people with learning disabilities, including social inclusion. This paper describes the circumstances surrounding the physical abuse of persons with learning disabilities and challenging behaviours in a residential service and the general findings of a related inquiry. Evidence is interpreted in relation to wider policy and practice intelligence on the abuse of people with learning disabilities, with lessons for the recognition, reporting and management of abuse identified. The discussion is designed to help those charged with responsibility for the support and protection of people with learning disabilities understand the complex circumstances and conditions which may be associated with an abusive service culture, with the culture of abuse itself examined at four levels. Suggestions for reviewing the development and implementation of adult protection policies and procedures are offered, along with priorities for action and implementation for purchasers and providers. This paper discusses the ethical issues and international standards relating to genetic research on people with learning disabilities. Research protocols must acknowledge the people who are subjects of such research and must reflect emerging disability philosophies. This research provides a brief historical context and considers five issues of fundamental importance to people with learning disabilities through a discussion of participation in the research design, independent advocacy, justice, non-discrimination and autonomy. These concerns have been investigated in England and abroad, and it is therefore valuable to undertake a review of the legal and ethical context of genetic research for vulnerable people who may be deemed unable to provide consent. Good research should be relevant and useful, it may even be enlightening or symbolic, but it can also be emancipatory. Qualitative research can be useful in challenging structures, policies and practices that disempower and marginalize segments of the population. However, could it be that the empowerment of the participant ends where the weakness of the researcher begins? In qualitative studies the researcher seems to have a number of favourite interviews. In a study on the relational and sexual experiences of 46 people with learning disabilities, 12 interviews were withdrawn from the general data on the basis of lack of relevance. It is important to re-examine why the voice of some people fell out of the in-depth analysis and whether this was justified. Policy rhetoric over recent decades has promoted social inclusion of the more vulnerable sectors of society, such as people with learning difficulties. This study aimed to describe the experiences of people who live with learning difficulties in order to inform local service development. Thirty-five people with a learning difficulty and/or a family member were interviewed. A model of social coherence was developed that moves beyond the self-limiting debates about social inclusion and exclusion. It is underpinned by a sense of location for the person with a disability in relation to services and carers, family and community, dependency and risk, temporality and space, events, control and society. Key recommendations are for services to know the individual and his/her family; to be responsive to individual needs; to enhance the capacity of families and communities to support people with difficulty in learning; and to help these people to feel more valued. Both social capital and social inclusion have emerged as significant concepts for human services in the last decade and yet their inter-relationship remains largely unexplored. This article argues that, whilst they are similar in their vision for a healthy society, they adopt sufficiently different perspectives to stimulate and challenge each other. This can be well illustrated by reference to services for people with a learning disability. Commissioners and providers of learning disability services are encouraged through this article to harness both concepts in order to assist in the process of modernizing services and increasing life opportunities for the people they support. It is argued that it is not possible to understand the full consequences of adopting either theoretical position without an adequate understanding of the other. Implementation of the 1996 Community Care (Direct Payments) Act from April 1997 has gradually gained momentum as more and more local authorities have begun to embrace the idea, and develop their own direct payment policies and support structures. However, whilst users have overwhelmingly welcomed this transition, there remains a stark divide between the implementation and promotion of policy in different parts of the UK. This has resulted in only marginal use of direct payments for a small number of disabled persons in Scotland. As legislation moves to widen access to direct payments in Scotland, this article draws on a series of interviews with policy makers in two local authorities and examines some of the key problems that, to date, have prevented many authorities from offering direct payments as a mainstream service option for disabled people. In Arduin, an organisation for services to people with learning disabilities in the Netherlands, the emancipation and self-determination of people with learning disabilities has been positively adopted as fundamental in order to secure the best possible quality of life of the clients. The client is being encouraged in several ways in a development from a position of dependence towards self-determination. The services provided by the organisation had to be adjusted accordingly and are also going through a transition from 'providing a total care service' towards 'offering the support that the client desires'. In this article the background and developments in perception are being outlined, and those dimensions in quality of life are elaborated that are seen as most essential in the innovation: inclusion, self-determination and personal development. This article addresses the challenge of using narrative methods with people who have learning difficulties. Such informants present four particular interview problems: inarticulateness; unresponsiveness; a concrete frame of reference; and difficulties with the concept of time. The authors focus on the first two of these problems and argue that neither of them constitutes an insuperable barrier to people telling their story. Drawing on detailed interview material from an informant with learning difficulties, the authors set out to show in practical terms how these problems might be tackled, emphasising in particular the importance of being attentive to what goes unsaid. They conclude that researchers should put more emphasis on overcoming the barriers that impede the involvement of inarticulate subjects in narrative research instead of dwelling on their limitations as informants. The relationship between concepts of disability, group membership and self-concept was examined. It was argued that people with learning difficulties have been categorised, by non-disabled people, as 'belonging' to a devalued social group with a rigid boundary based on IQ level. Findings from studies of self-concept have shown little evidence of a sense of belonging. It was suggested that people with learning difficulties may prefer not to identify with this social group because of the negative effect it may have on their self-esteem. The analysis based on intergroup and social identity theories proposed that people with learning difficulties may be encouraged in creating a positive self-concept by abandoning the IQ criterion for social categorisation; softening the boundaries between disabled and non-disabled people; and adopting collective rather than individual strategies for social change. Seven people with learning difficulties were interviewed using unstructured, conversational interviews, about their perceptions of staff in services they use. Three major themes emerged, which were perceptions relating to the physical presence and absence of staff; the emotional impact of interactions with staff; and the political impact of interactions with staff It was found that the participants had only superficial knowledge of staff identities and roles, and of service systems and structures, and consequently lacked the knowledge and awareness necessary to negotiate what these roles might be, or even that negotiation might be possible. It is argued that this lack of knowledge and awareness is due not to any lack of ability on the part of the participants, but the assumption by staff and service providers that this is the case.
