In response to a climate of austerity, disability has been keyed to a meta-narrative that has a political purpose, to justify extensive welfare cuts by positioning disability as a drain on so-called ‘hard-working taxpayers’. This paper explores how this meta-narrative is articulated on the online bulletin board, Reddit, to show how disablist hate speech may emerge as an attempt to secure one’s sense of self during austere times. A critical discourse analysis (CDA) is employed to reveal these instances and highlights the normalisation of disablist hate speech within the wider context of welfare dependency. Based on these findings, this paper makes recommendations for future research and makes a call for policy change.

This paper draws together empirical work that has been produced by the authors in two different autistic spaces: the Swedish magazine Empowerment produced by and aimed at adults with autism, and English-speaking autistic communities online. While the two points of data collection are quite different, there are important points of commonality that enable us to explore central issues concerning autistic and neurotypical space and the meanings assigned to these in different contexts. The paper aims to introduce the notion of social geographies of autism, based on talks among adults with autism and a social movement to promote autistic identities, giving examples from our previous work that has spanned both online and off-line spaces. Key issues discussed in the paper include a focus on autistic political platforms and the carving out of both social and political spaces for people with autism. In doing so, neuro-separate and neuro-shared spaces must be negotiated.

The independent living agenda has become dominated by a rights focus which has helped drive national level shifts in setting norms and changing mind-sets. This paper is concerned with examining how rights are utilised by service providers in the process of facilitating independent living. Drawing on an empirical case-study of providers in Ireland, the paper identifies the strategies being used to put rights into practice. The findings show that in the process of creating a well-managed support arrangement for each individual, providers often take a delicate approach to using rights, and sometimes dilute their guiding principles when engaging in on-going complex negotiations between individuals, families, staff and volunteers. The disabled people's movement can contribute to the shared learning required in enabling managers handle this process better, rather than solely rely on an abstract call for rights.

This paper reviews the history of sterilization of women with intellectual disabilities, and considers its relevance to current practice regarding reproductive choice and futures. The paper provides an overview of published research on historical practices, focusing on the United Kingdom, the United States, Canada and the Nordic countries. Most of this research draws upon written records, centring on eugenics debates. However, emerging oral history testimonies gathered by the authors suggest that sterilization procedures were also conducted in the community, the result of private negotiations between parents and medical practitioners. The article presents these accounts and calls for an end to a ‘roaring silence’ on this issue. More empirical studies are needed to recover the experiences of women who have been sterilized and to explore how decisions about reproductive choice and capacity were made in the past and continue to be made today.

The value of, and need for, parent–professional partnerships is an unchallenged mantra within policy relating to ‘special educational needs’. In spite of this, partnerships continue to be experienced as problematic by both parents and professionals. This paper brings together the different perspectives of two disability researchers: one a parent of a disabled child while the other was a teacher for 20 years of children with the label autism. The paper deconstructs the concept of partnership and then, drawing on the expertise of parents, suggests how enabling and empowering parent–professional relationships might be achieved.

This paper is an attempt to theorize about the way disabled people live with ableism, in particular internalized ableism. Typically literature within disability studies has concentrated on the practices and production of disablism, examining attitudes and barriers that contribute to the subordination of people with disabilities in society. My exploration occurs through examining the insights of critical race theory (CRT) and the contribution that CRT can further make to thinking through the processes, formation and consequences of ableism. A focal concern is the possible ways that the concept of internalized racism, its deployment in CRT and application to critical disability studies. The paper is interested in working through points of difference between the way internalized racism/ableism are mediated in the processes of subjectification and identifying points of convergence that can benefit dialogue across varied sites of scholarship. This paper draws on the narratives of parents of disabled babies in order to conceptualize enabling care. The analysis emerges from the Sheffield site of an ESRC research project ‘Parents, professionals and disabled babies: identifying enabling care’, which is being undertaken by the Universities of Sheffield and Newcastle‐upon‐Tyne. In New Labour Britain individualized citizenship and self‐sufficiency are upheld as the embodiment of ‘the good life’. A culture of individualized citizenship obliges citizens to strive towards maximum independence, interpreted narrowly as self‐sufficiency, and acts to devalue the lives of some disabled children and their parents. In the area of disability this reinforces the individual model of disability and fails to properly value experiential knowledge acquired in the private sphere. This study examines disability terminology to explore how the news media frame cultural representations of the disability community. More specifically, the paper examines the impact of the Americans with Disabilities Act on journalist's language choices about disability topics. A content analysis of news stories using disability terms in The Washington Post and The New York Times during the past decade was conducted. The paper illustrates that disability community identity continues to be formed, transformed and maintained through news media presentations of disability terminology. The paper argues that the US Disability Rights Movement had some success during the 1990s in putting forth language that advances its aims, though the study also suggests that some journalists continue to use terms that perpetuate limiting, narrow stereotypes about people with disabilities.

This paper investigates a nationally publicised case in the debate over the best method of educating millions of children with severe disabilities. Using Fisher's narrative paradigm, this paper analyses 4 years of the extensive media coverage of the legal battles of Mark Hartmann's family. The 11-year-old's parents took the Loudoun County, VA, Board of Education to court to reinstate their autistic son in a regular classroom. Much media attention focused on the story because it dramatised the issues concerning the national debate about inclusion. The paper provides a synopsis of the narratives about inclusive education within the news media that arose from their coverage of the Hartmann case. Through the press, competing interests told their stories to the public, hoping to win the moral high ground and persuade others of the 'good reasons' that support their understanding of the costs or benefits of inclusion. Neurodevelopmental classifications and the collective idea of neurodivergence can be seen as a ‘moving target’. In our understanding, this means that it responds to the needs of society as well as potentially infinite neurological differences between humans. Therefore, rather than assume that neurodiversity exists according to the existing clinical categories of autism and related conditions (that are often centred around autism as the exemplary kind of neurodivergence), we leave the possibility open that there are other forms of difference that have yet to be defined. In the paper we explore how neurodiversity has been described as a collective property of brains, as we try to negotiate between us what it is to be human and how we can work together to ensure our flourishing and to alleviate suffering. We consider implications of this understanding of neurodiversity for autism research, and propose that we unpick the analogy between neurodiversity and biodiversity.

Though research on inclusive education makes up a considerable part of the special education research field, very few studies have explored how beliefs and ideas about inclusion and exclusion emerge in general media discourses of education and schooling. Using positioning theory as a theoretical framework, this paper explores public discourses on inclusionary/exclusionary schooling by analysing newspaper articles about a segregated type of school in Sweden for pupils with intellectual disability. Seventy-nine articles meeting the criteria for inclusion and published between 1 January 2010 and 31 December 2018 were identified in the two national daily newspapers of Sweden. Four general storylines and associated positions were identified. The four storylines, together and in different ways, construct a rationale for a segregated school system based on notions such as equality, equity, justice, and democracy. We argue that this rationale is embedded within a discourse that we propose calling a discourse of 'segrequality'. Points of interest Education plays an important role in the development of an inclusive society and inclusive education is a goal supported by many countries and their school systems. Even so, the percentage of pupils educated in segregated settings have increased in many countries in Europe. This article explores how Swedish news media portrays education for pupils with intellectual disability. The research found a dominant rationale where segregated educational settings are seen as essential. Four main narratives were identified. All of them, in different ways, argue for the importance of segregated education in order to give every child an education based on notions such as equality, equity, justice, and democracy. Researchers of inclusion are suggested to take a more active part in a public discussion of education as well as in policy-making on both national and local levels.

Digital media have become integral to the everyday life of people with disabilities. So far, research about disability and digital media use is rather scarce and narrowed on issues of accessibility and social media. This paper draws on qualitative interviews with people with visual or motoric impairments to provide an in-depth analysis of their everyday experiences relating to barriers and benefits of digital media. The findings reproduce previously identified barriers and extend these by adding novel sub-aspects of individual cognitive and attitudinal barriers like non-use of digital media due to their (perceived) complexity and a feeling of greater dependence on digital technology. However, the results also shed light on highly individualized ways that people with disabilities actively make use of digital media to improve their daily life. Despite persisting and new barriers, the general findings suggest that, with the appropriate training and support, digital media are largely beneficial.

This paper discusses a case study of a Dutch work-integration social enterprise (WISE) to add to the debate on the contribution of employment to the citizenship of intellectually disabled people and those experiencing mental health conditions. In current welfare state policies, the value of labour market participation is narrowed down to regular employment, as workplace support and care provisions are seen as stigmatising and segregating. We argue that a more nuanced understanding is needed of the intersection of support arrangements with the benefits of employment. Building on ‘recognition theory’ by the German philosopher Honneth, our findings show that the work-integration social enterprise under study is successfully balancing the contrasting demands of logics of care and work, leading to experiences of ‘recognition.’ However, this balance is fragile and does not undo the misrecognition of disabled people as unable to live up to the productivity norms of a capitalist labour market.

There has been a distinct neglect of dis/ability in socio-cultural analysis of poverty porn (Runswick-Cole and Goodley 2015). This paper applies framing analysis to reality TV documentaries that feature larger bodied, disabled, welfare claimants to examine how cultural literacies of fatness and ‘obesity’ are drawn upon to cast suspicion upon disability welfare claimants in so-called poverty- porn. With a focus on Channel 5’s Benefit Britain series, Bene£its Too Fat to Work we demonstrate that enduring and harmful representations of 'obesity' are put to the work of securing public consent for a post-welfare society in the UK

Disabled artists with physical impairments can experience significant barriers in producing creative work. Digital technologies offer alternative opportunities to support artistic practice, but there has been a lack of research investigating the impact of assistive digital tools in this context. This paper explores the current practice of physically impaired visual artists and their experiences around the use of digital technologies. An online survey was conducted with professional disabled artists and followed up with face-to-face interviews with ten invited artists. The findings illustrate the issues disabled artists experience in their practice and highlight how they are commonly using mainstream digital technologies as part of their practice. However, there is little awareness around novel forms of technology (e.g. eye gaze tracking) that present new creative opportunities. The importance of digital tools for supporting wider practice (i.e. administrative and business tasks) was also highlighted as a key area where further work is required.

Produced and published by the coalition government, the publication of the 2014 Special Educational Needs and Disability Code of Practice: 0–25 years (2014 SENCoP) sets out to overhaul the management of special educational needs (SEN) provision across England and Wales. This paper employs a critical discourse analysis (CDA) of the 2014 SENCoP to reveal the ideologies and aims that this policy is built upon. Following a Foucauldian framework of governmentality, this article focuses upon the way in which ‘a successful transition to adulthood’ is constructed within the policy, particularly in relation to the wider Conservative narrative of a ‘Big Society.’ Developing this analysis, the article draws upon the current political landscape of a Conservative government and the shift towards the creation of a ‘shared society’ in attempt to locate ‘adulthood’ within its wider political, economic, and cultural context. Beginning with discussion of what constitutes survivor research in Canada, this paper presents the findings of a critical discourse analysis of published accounts of survivor-led research over the last twenty-five years. Though they are varied, these texts demonstrate a rhetorical shift from a focus on the individual mind/body out to the social world experienced by psychiatric consumer/survivors. Findings indicate that survivor-led research engages with recovery discourse in numerous, sometimes problematic ways, in order to push back against dominant biomedical and psychiatric discourses. Information provision and communication within the Criminal Justice System (CJS) can be highly problematic for young people and adults with learning disabilities and difficulties. Paper-based communication is common, and mandated for the provision of rights and entitlements in custody, but such communication can be poorly understood, potentially leading to miscarriages of justice. This article uses the piloting of a more accessible version of the rights and entitlements notice in custody to explore the communication practices with vulnerable detained persons from the perspectives of professionals within the CJS. As a legally mandated text in a context heavily imbued with organisational power, the rights and entitlements notice in custody has sociological significance as a lens through which organisational practices, and understandings, can be examined. The stressful, fast-paced and transitional context of custody shapes communication and interaction in ways that are challenging for the detained person and also the professionals who support them.

This project examines the rhetorical strategies that parents of children with cognitive disabilities use in appeals to medical authority. A close reading of four sets of letters from the Henry Herbert Goddard Papers reveals that parents were often sophisticated rhetorical agents who internalized, critiqued, and reappropriated eugenic theories and ideas. This archival project explores sites of eugenic thought’s reception, which are often overshadowed by scholarly attention to sites of production and dissemination. In an effort to increase attention to sites of reception, I outline a framework that invites future research to consider how recipients of theories of cognitive disability position themselves within professional networks of expertise in order to make claims from what might appear to be a subordinate position.

This paper places Scottish adult support and protection (ASP) policy in the context of debates about the nature of 'vulnerability' and its usefulness as a defining concept in law and social policy. It examines the construction of 'adults at risk' in ASP policy, using a comparison with the construction of children in Scottish child protection policy, on the one hand, and women in Scottish domestic abuse policy, on the other, to illuminate the nature of the vulnerability that ASP considers itself to be addressing. It then problematises this construction, drawing both on the social model of disability and on an ethic of care. It concludes that current ASP policy remains underpinned by unhelpful assumptions about disabled people, older people and people with mental or physical health problems. A more inclusive understanding of vulnerability would be more empowering to these people and others, in policies concerned with mistreatment and abuse.

The main aim of this article is to adapt the Typology of Disability Organisations that Oliver devised, and subsequently developed further in 1990, to a different context, in this case the Maltese disability sector. The paper first traces the history of the disabled people’s movement and presents Oliver’s Typology, which makes a clear distinction between organisations for and of disabled persons. The article then highlights the main characteristics of the Maltese disability sector and develops the Typology of the organisations operating within that sector. It shows how it is non- disabled people that are mostly in control of disability organisations, and suggests ways in which there can be a stronger movement towards the development and strengthening of disabled people’s organisations. The article shows how Oliver’s Typology can be used flexibly and adapted to various contexts. It also shows how drawing up a Typology of Disability Organisations can shed light on the environment within which these organisations operate, identifying areas of strength and possible areas for growth., peer-reviewed

Inclusive practice is well embedded across society and has developed over time. However, although policy and public view have moved forward, the way organisations address the agenda for inclusion often represents a superficial interpretation of this concept. Qualitative data were gathered using new ethnography to explore the experiences of a library-based reading group for visually impaired readers. The voices of the individuals shed light on the individual and collective experience of reading. These insights challenge the traditional views of distinct provision that are designed to address targets for inclusion of individuals with disabilities. We argue for a clearer focus on the unintentional consequences of practice in the name of inclusion that leave individuals feeling marginalised. This paper suggests the alternative focus on social justice as offering a discourse that focuses on society and away from the individual.

Disability research in Portugal is scarce and often lacks the perspective of disabled people. This paper tries to bring insights from leaders of disability associations about the community of disabled people in Portugal, the barriers to their politicization and links with disabled identity. It seems that most disabled people get trapped in a tragic paradigmatic vicious cycle due to a system-induced dis-empowerment which is sustained by a dominant individual and remediation model that extends to families, society, policies and politicians. The disabled associative movement has been unable to reach the majority of disabled people. Suggestions are thus made in order to transform this social reality by disseminating politically aware alternative disability paradigms and the possibility of a positive disabled identity, as well as by generating societal involvement in disability as a public matter.

Between 2005 and 2006 it came to be known that over 200 people had been wrongfully detained in Australian immigration detention centres, of whom 13 were people with a disability. A review of the subsequent Commonwealth Ombudsman Reports into the wrongful detentions exposed an organizational culture in which othered voices were discredited and disregarded, an over-willingness to detain a person and a lack of proper oversight of these powers. This paper explores these reports and argues that proper investigation needs to go beyond organizational culture and to look also at historical, social, political and cultural forces shaping Australia's use of immigration detention. The authors propose that the intersection of disability and race leaves people vulnerable to human rights violations primarily because this is also the intersection of both racial and rational prejudices of the dominant hegemony. © 2009 Taylor & Francis.

Family‐centred practice positions families as the key decision‐makers, central to and experts in the wants and needs of their child. This paper discusses how families interviewed for a Western Australian study describe their relationships with a range of allied health professionals in the paediatric disability sector. The allied health professionals, in turn, describe how they characterize the role of families caring for children with disabilities. We argue that the successful implementation of family‐ centred principles in service delivery need to move beyond the individualizing of responsibility and acknowledge the structural and systemic limits to family‐centred practice, as well as the social complexity within which diverse families live.

The forthcoming book Dis/ability Studies: Theorising Disablism and Ableism argues that we are living in an historical epoch which might be described as neoliberal-ableism, in which we are all subjected to slow death, increased precarity and growing debility. In this paper we apply this analysis to a consideration of austerity with further reference to disability studies and politics.

This paper draws on feminist and queer philosophers? discussions of precarity and employment, too often absent from disability studies, to explore the working lives of people with learning disabilities in England in a time of austerity. Recent policy shifts from welfare to work welcome more disabled people into the job market. The reality is that disabled people remain under-represented in labour statistics and are conspicuously absent in cultures of work. We live in neoliberal-able times where we all find ourselves precarious. But, people with learning disabilities experience high levels of uncertainty in every aspect of their lives, including work, relationships and community living. Our research reveals an important analytical finding: that when people with learning disabilities are supported in imaginative and novel ways they are able to work effectively and cohesively participate in their local communities (even in a time of cuts to welfare). We conclude by acknowledging that we are witnessing a global politics of precarity and austerity. Our urgent task is to redress the unequal spread of precaritization across our society that risks leaving people with learning disabilities experiencing disproportionately perilous lives. One of our key recommendations is that it makes no economic sense (never mind moral sense) to pull funding from organisations that support people with intellectual disabilities to work.
