Under the new development pattern of dual circulation economy, the reform of state-owned enterprises has entered the deep water area, and the operating environment of power grid enterprises has changed significantly, which has a profound impact on the capital operation strategy and effect of the enterprises. This paper analyzes the new characteristics of capital operation of power grid enterprises under the new development pattern, constructs the incentive and restriction index system of capital operation of power grid enterprises, designs the incentive and restraint mechanism of capital operation of power grid enterprises, and verifies the scientificity and applicability of the mechanism by financial evaluation and analysis. The research results enrich the theory of capital operation management based on financial evaluation, and provide theoretical basis and practical reference for grid enterprises to optimize the distribution of capital investment and improve the efficiency of capital operation.

Safety standards are foundation for the deployment and development of hydrogen industry. In this paper, standards for hydrogen safety published by ISO, IEC and SAC are summarized and discussed. Standard framework of hydrogen safety is analysed. ISO standards are mainly focused on general safety standards and safety standards of hydrogen production. IEC standards are mainly focused on safety standards of fuel cell and fuel cell applications. China has basically established a safety standard framework for hydrogen industry. Safety standards for different stage of hydrogen industry are discussed and analysed. Suggestions of safety standards preparation for China are proposed.

Green products are medium and high-end products that conform to the construction of ecological civilization, and it is extremely necessary to promote the standardization of green products. Therefore, this paper makes a comparative study of Chinese and foreign green product assessment standards, studies the coordination and management mechanism of green product standard development and green product certification of China, analyzes the progress and problems of China’s green product assessment standardization, and thus puts forward relevant suggestions.

This paper demonstrates the background and the significance on the national standard research on the minimum allowable values of energy efficiency and energy efficiency grades for air cleaners. The study also introduces the general thinking and principle of the standard development the determination of the minimum allowable values of energy efficiency, the classification of the energy efficiency grades for air cleaners, as well as the testing methods, which would help to eliminate the production of the high energy consumption air cleaner products, and effectively improve their level of the energy efficiency through the developing and implementation of the national standard.

A rapid method for the determination of residues of chloramphenicol in tilapia by ultra-high performance liquid chromatography-tandem mass spectrometry (UPLC-MS/MS) was established. The samples were extracted with acetonitrile, and separated on a C18 column using methanol-water solution as mobile phase, and then detected under ESI- multiple reaction monitoring mode. The method showed a good linearity for the analysts over the range of 0.1-100μg/L. The detection limits were 0.10μg/kg. The recoveries ranged from 88.6% to 108% at spiked concentrations with the relative standard deviations lower than 5%. The results shows that this method has the advantages of easy to operate, fast to perform, with high sensitivity and accuracy, and it is suitable for detection of residues of chloramphenicol in tilapia.

The paper examines the requirements of domestic policies and plans for water reuse standardization work, analyzes the current status and existing problems of domestic water reuse standards, builds China’s water reuse standard system and conducts an in-depth study on the structure and composition of the standard system.

As the situation of air pollutants control is more severe and the policy of energy-saving and emission reduction related industries become stricter at current time, it’s urgent to carry out operation performance assessment work for flue gas desulfurization denitrification and dedusting equipment. This article analyses the current operation situation of the equipment of air pollutants emission and control in thermal power and steel industries in China, which shows the necessity and the urgency of a series of national technical specifications of operation performance assessment for flue gas desulfurization denitrification and dedusting equipment in key industries. Furthermore, the paper highlights the building of operation performance evaluation indicators system for coal-fired flue gas desulfurization denitrification equipment and dust collector for sintering flue gas from iron and steel industries, and the qualitative assessment requirements and the quantitative evaluation indicators, which could promote the construction of operation effectiveness assessment mechanism for air pollutants control equipment of key industries in China and accelerate the reliability and the effectiveness of the equipment operating in China by standardization.

Many studies on the relationship between outgoing longwave radiation (OLR) data observed by National Oceanic and Atmospheric Administration Satellites (NOAA) with strong earthquakes are based on a certain zone or a couple of earthquakes. But it’s hard to know if the algorithm works by looking at just one earthquake. In this paper, after algorithm analysis of OLR signals based on martingale theory during the 10 years from 2009 to 2018, a time series analysis of re-anomaly screening for the 10 years’ data is proposed. The experimental results show that this method can be more effective in the statistical analysis of historical data and further improve the reliability of prediction.

Standards are essential to establish a market-receptive and safe environment for commercial hydrogen equipment and systems. A review of ISO, IEC and Chinese national hydrogen standards is presented in this paper. China has a larger number of hydrogen national standards than ISO and IEC, involving terminology, hydrogen fuel quality, hydrogen safety, construction, production and purification, storage, transportation and fuelling, applications, and testing. ISO hydrogen standards are mainly specialized in hydrogen fuel quality, safety, production, hydrogen fuelling station, and testing. IEC hydrogen standards are mainly specialized in fuel cell safety, applications and testing. Hydrogen standard system is now imbalanced and insufficient for China. We should pay much more attention on drafting standards for hydrogen production, storage, transportation and fuelling.

Hydrogen specifications for different scenarios are various. Based on national standards for China, a comparison of hydrogen specification standards is discussed in this paper, including specification standards for industrial hydrogen, pure hydrogen, high pure hydrogen, ultrapure hydrogen, hydrogen for electronic industry and hydrogen for PEM FCVs. Hydrogen purity for electronic industry is greater than that for industrial hydrogen, pure hydrogen and hydrogen for PEM FCVs. Specifications of general contaminants in hydrogen for electronic industry, including H2O, O2, N2, CO, CO2 and total hydrocarbons, are stricter than that in hydrogen for PEM FCVs. Hydrogen purity for PEM FCVs is less than that for electronic industry and pure hydrogen. However, contaminants in hydrogen for PEM FCVs are strict. Contaminants in hydrogen for PEM FCVs should include not only H2O, O2, N2, CO, CO2, Ar and total hydrocarbons, but also helium, total sulfur compounds, formaldehyde, formic acid, ammonia, halogenated compounds and particulates.

Hydrogen energy is becoming more and more blooming because of its diversified sources, eco-friendly and green, easy storage and transportation, high-efficient utilization, etc. The use of hydrogen as an energy carrier is expected to grow over the next decades. Hydrogen, like electricity, is a secondary energy. Hydrogen production is the foundation for all kinds of applications. Based on the resources situation in China, potential of hydrogen production is analysed. China has a large potential of hydrogen production from coal, which is about 2.438 billion tons. Potential of hydrogen production from natural gas is less than that from coal, which is about 501 million tons. According to the average consumption of methanol per year, potential of hydrogen production from methanol is about 690, 000 tons per year. Potential of hydrogen production from industrial gas (coking, petrochemical and chlor-alkali industries) is about 866, 400 tons per year. Potential of hydrogen production from abandoned renewable energy power is about 1798.2 million tons per year. Distribution of resources in China differs among provinces. The deployment of hydrogen industry should pay attention to local hydrogen production potential. A green hydrogen production method, such as water electrolysis by renewable energy power, is a promising and environmental friendly way.

The significance of the principles and methods for building the standard system for “double control” was analyzed. A framework of standard system for “double control” was preliminarily built, comprising three subsystems of fundamental common, total energy consumption control and energy intensity control. The features and shortcomings of standards for “double control” was analyzed, as a reference for the continuous improvement of the standard system for “double control”, as well as the research and preparation of key standards in the future.

We have analyzed Chinese and U.S. Energy efficiency policies, regulations and standards for LED and other efficient lighting products. The similarities and differences of the lighting products between the two countries in the energy efficiency policies and technical indexes were contrasted and analyzed. Accordingly, we have put forward the recommendations for improving China's efficient lighting standards system as well as establishing and implementing the effective labelling and certification programs of efficient lighting products.
