Biomass remains the most important energy carrier of rural households in low- and middle-income countries, but its indoor combustion has grave impacts on human health and its extraction is associated with negative effects on ecosystems. Currently, robust and comprehensive data are lacking to trace biomass flows from ecosystems to consumption in households and quantify the related services. This impedes analyses of the social and environmental impacts of biomass use. By developing a source-to-service approach, this paper analyses the provision of domestic energy services in three villages in rural Ethiopia using a socio-metabolic perspective. We combine quantitative and qualitative methods to study the dynamics of domestic biomass use for energy and examine social and environmental implications. We find that the average household consumes 84 GJ/year of biomass (15 GJ per capita/year). Space heating, food and drinking water preparation combined require 86% of domestic energy. Improved cookstoves can reduce domestic energy use by 12%. Our results open new avenues for advancing the scientific understanding of rural energy systems dependent on biomass. These insights are essential to enhance research on sustainable energy systems in rural, bioenergy-dependent areas and may also prove useful in designing policies and innovations to improve provisioning of energy services. This paper considers the energy profile of the main components and technological options of digital currencies, including crypto assets. Digital currencies differ widely in energy consumption depending on how they are designed. We draw on academic, institutional, and industry estimates of the energy use resulting from the processing and settlement of payments to compare digital currencies to each other and to existing payment systems. Results show that, depending on their designs, digital currencies have the potential to aid in reducing energy consumption compared to the current payment system. Energy efficient designs limit payment system actors and redundancies. For distributed ledger technologies (DLT), the key factors affecting energy consumption are the ability to control participation and the consensus algorithm. Estimates for prospective non-DLT digital currencies match the lowest energy consumption of the DLT-based designs. Abstract: Index decomposition analysis (IDA) was first extended from energy consumption to energy-related CO2 emission studies in 1991. Since then many studies have been reported covering various countries and emission sectors. However, unlike the case of energy consumption studies, a comprehensive literature survey that focuses specifically on emission studies has so far not been reported. In this paper, we attempt to fill this gap by reviewing 80 papers appearing in peer-reviewed journals from 1991 to 2012 in this application area. The first part of this paper deals with the developments with regard to the IDA approaches used by researchers, and the scope and focus of their studies. In the second part, the empirical results reported in the surveyed studies are analyzed, consolidated, and presented by emission sector. The objective is to reveal the relative contributions of key effects on changes in the aggregate carbon intensity, and this is done by emission sector and by country. The findings of both parts are useful in understanding the development of IDA in the application area of emission study, as well as the key drivers of aggregate carbon intensities in the past and their possible future developments. Abstract The paper offers a review of selected topics in the empirical literature on structural change and sustainability. We focus on aspects of structural change that directly affect emissions and energy intensity: changes of the sectoral composition of economies, trade and international fragmentation of production, technological change and innovation, and demand. We identify several empirical facts. First, only a few countries have experienced a decoupling between growth and emissions, due to proportionately faster growth rather than greater energy efficiency. Second, the long-term shift from manufacturing to services has not led, in all cases, to the de-materialisation of economies and a lower environmental burden. Exploitation of energy efficiency increases depends on the ability of the service sectors to incorporate technical changes to reduce energy intensity. Third, global trade and energy and emissions intensity trends support the 'pollution haven' hypothesis, which predicts displacement of the environmental burden from developed to emerging countries. The pursuit by developing countries of a long-term strategy of 'trading jobs for emissions' is likely to exacerbate the asymmetry related to emissions intensities between developed and less developed economies. Abstract This paper discusses the effect of residential energy prosuming on households' energy consumption behavior with the objective of finding evidence of a 'prosumer rebound effect' on energy consumption. Prosuming is the partial self-consumption of distributed energy production. We hypothesize that prosumer households are systematically different from consumer households with regard to housing situation and socio-economic characteristics. We ensure an appropriate quasi-randomized comparison by using propensity score matching as our identification strategy. We employ data from a nationwide online survey among homeowners in Germany. While the data show a correlation between lower energy consumption and prosumer households, we find no significant difference in energy consumption behavior between prosumers and non-prosumers in a comparable sample with regard to socio-economic and housing characteristics. Instead, the lower energy consumption of prosumer households is attributed to more energy-efficient technical equipment and thus to purchasing behavior. Our results do not show evidence of either negative or positive externalities of prosuming on residential energy consumption behavior, and therefore we conclude that there is no need for additional governmental measures, e.g. in the form of taxation or subsidies, to address behavioral changes in energy prosuming. Abstract In a large-scale natural field experiment comprising 38,654 customers of a renewable energy supplier in the United Kingdom, we randomize environmental information and dissonance-inducing messaging to promote an active switch from paper to online billing. We find that environmental information and imagery is ineffective in inducing behavior change. Interestingly, the dissonance-inducing messaging weakly improves uptake by 1.2 percentage points among our main sample but backfires among a subsample of individuals with doctoral educations, decreasing uptake by 6.2 percentage points relative to a control group. Contrary to the majority of the literature on gender and environmental behavior, females in our sample are less likely to switch to paperless billing. [ABSTRACT FROM AUTHOR]

This paper assesses the water footprint (WF) of different primary energy carriers derived from biomass expressed as the amount of water consumed to produce a unit of energy (m3/GJ). The paper observes large differences among the WFs for specific types of primary bio-energy carriers. The WF depends on crop type, agricultural production system and climate. The WF of average bio-energy carriers grown in the Netherlands is 24 m3/GJ, in the US 58 m3/GJ, in Brazil 61 m3/GJ, and in Zimbabwe 143 m3/GJ. The WF of bio-energy is much larger than the WF of fossil energy. For the fossil energy carriers, the WF increases in the following order: uranium (0.1 m3/GJ), natural gas (0.1 m3/GJ), coal (0.2 m3/GJ), and finally crude oil (1.1 m3/GJ). Renewable energy carriers show large differences in their WF. The WF for wind energy is negligible, for solar thermal energy 0.3 m3/GJ, but for hydropower 22 m3/GJ. Based on the average per capita energy use in western societies (100 GJ/capita/year), a mix from coal, crude oil, natural gas and uranium requires about 35 m3/capita/year. If the same amount of energy is generated through the growth of biomass in a high productive agricultural system, as applied in the Netherlands, the WF is 2420 m3. The WF of biomass is 70 to 400 times larger than the WF of the other primary energy carriers (excluding hydropower). The trend towards larger energy use in combination with an increasing contribution of energy from biomass will enlarge the need for fresh water. Abstract: The paper discusses the connection between environmental awareness and metering data on household consumption (electricity, heating, water), and it is based on recent Danish studies. It is discussed, how families'' understanding of environmental awareness and environmental practices relates to their overall household consumption. The paper indicates that residents'' environmental practices in everyday life are often overshadowed by consumption practices in other areas, and that such practices are often rooted in quite different rationales than environmental awareness. These findings are seen as an example of what Pierre Bourdieu calls the “economy of symbolic goods” (; 92), offering an explanation for why some symbolic actions apparently play a larger role than other, more environmentally serious consumption practices. From this, it is argued that the social structures underlying consumption and green behaviour should be recognised in the formulation of environmental policies, and that instead of using sustainable practices such as “environmental awareness” as a sales argument, more reflexive strategies that take consumers'' preferences into account should be considered. Abstract: The rebound effect presents a major flaw in to energy conservation policies that aim to reduce energy consumption through energy efficiency development. Economics and energy related disciplines have thus far developed tools to measure such a phenomenon. This paper attempts to explain this seeming paradox using a thermodynamic-evolutionary theoretical framework in addition to the traditional economic approach. We here propose that evolutionary systems, such as biological or even economic systems, may rearrange themselves in a more complex fashion under the pressure of an increasing flux of energy, driven by the higher conversion rate of greater efficiency. Higher complexity, due to a greater energy density rate, counteracts the positive effects of energy efficiency. We investigated this hypothesis in the context of the road freight transport system and the productive structure. The qualitative analysis in this paper, further substantiated by figures, provides a link between the dynamics of production patterns and the effect of efficiency in the light of the macro-economic effects of increased energy demand. The analysis departs from a rigorous investigation of the actual energy efficiency evolution in the road freight transport system to develop through a survey of the subsequent worldwide economic revolution in the production system. It is then shown how outsourcing, the key feature of globalization, can be identified as the main source of traffic density growth. Finally, four paradigms are used to stress how the shift in the production system must be considered a leap in structural complexity that consequently serves to increase the frequency of components’ interactions. Abstract: How do results from the sustainability research world of backcasting relate to the macroeconomic scenarios used for policy evaluation and planning? The answer is that they don''t, mostly — they come from different scientific traditions and are not used in the same contexts. Yet they often deal with the same issues. We believe that much can be gained by bringing the two systems of thinking together. This paper is a first attempt to do so, by making qualitative comparisons between different scenarios and highlighting benefits and limitations to each of them. Why are the pictures we get of the energy future so different if we use a macroeconomic model from when using a backcasting approach based on sustainable energy use? It is evident that the methods for producing those two kinds of scenarios differ a lot, but the main reason behind the different results are found in the starting points rather than in the methods. Baseline assumptions are quite different, as well as the interpretations and importance attached to signals about the future. In this paper, it is discussed how those two types of scenarios differ and how they approach issues such as energy prices and growth. The discussion is based on a comparison between Swedish economic and sustainability scenarios. The economic scenarios aim at being forecasts of the future and are used as decision support for long-term policies. But are the assumptions in the economic scenarios reasonable? The sustainability scenarios are explicitly normative backcasting scenarios. They do not take the issue of growth and consumption fully into account. Could they be developed in this respect? The comparison between the scenarios is also used to look closer at the issue of energy prices in a society with sustainable energy use. One of the questions raised is if a low energy society calls for high energy prices. Moreover, the effects of tradable permits versus energy taxes is analysed in the context of how energy use could be kept low in a growing economy. [Copyright &y& Elsevier]

Abstract: The performance of the small natural gas-fired power technologies has improved remarkably over the last decade. This has aroused the interest of operators, regulators and legislators in natural gas-fired distributed generation (gas-fired DG), namely, the integrated or stand-alone use of small, modular gas-fired power generation close to the point of consumption as an alternative to large power generation and electricity transport over long distances. Gas-fired DG can provide an important benefit from the environmental point of view. Customer proximity, in fact, greatly increases the potential for combined heat and power generation, involving energy saving and reduced greenhouse gas (GHG) emissions. Unfortunately this kind of decentralized supply also determines higher non-GHG emissions (mainly NOx, compared to the best available central power technology) which occur in urban areas (high populated) instead of extra-urban areas (where large power plants are generally located). It is therefore difficult to make a reliable evaluation of gas-fired DG environmental benefits without comparing centralized and decentralized models in terms of external costs, that is without an analysis which allows us to compare the extent of global and local–regional impacts in terms of monetary damage. If, on the one hand, this underlines the (potential) importance of the methods adopted to assess the economic value of environmental externalities (even for policy decisions that are binary, i.e. the choice between different energy technologies), on the other, it raises the crucial question of the uncertainty about the economic estimates. This article aims at demonstrating that the uncertainty about external costs, even if large, does not undermine the possibility of verifying whether gas-fired DG is preferable (or not) to centralized supply. The paper compares centralized and decentralized models in terms of the external environmental costs which are calculated by using the results of the available studies in this field (in particular the results of the dissemination process of the so-called ExternE project, one of the most recent and accurate methodologies, and the results of a meta-analysis, with regard to the marginal cost of GHG emissions). The uncertainty about external costs is substantial but not so large that it is not possible to say anything about the environmental raking of alternative technology solutions involving trade-off between the impacts of different pollutants (or between different kinds of impacts). The literature on external costs provides several studies accounting for a large part of uncertainty by means of appropriate statistical and sensitive analysis. By using and elaborating these results, the analysis described in this paper seems to support the conclusion that centralized supply, and especially the completely electric solution (based on the reversible electric heat pump), is still preferable to natural gas-fired CHP distributed generation. This is not a definitive conclusion but, we hope, a useful (scientific based) contribution for policy decisions under the state of the art. In fact, this result has an interesting policy implication. It suggests unless questioning the current enthusiasm on natural gas-fired CHP distributed generation deployment (e.g. the European Commission is indeed advocating DG as a contribution to GHG emission reduction) and helps us to reflect upon gas-fired DG supporting environmental policies which focus on the reduction of GHG emissions and totally disregard the possible trade-off between the impacts of global and local-regional pollutants. Unless one denies the rationality attributed to making tradeoffs, on the basis of ethical limits of economic valuations. Even in this case, however, cost-benefit analysis seems to be legitimate and a necessary step of the public discourse. We think that the results of this paper are emblematic, from this point of view. Abstract: It is often argued that the inequality in the world is increasing. We study the global income and resource inequality between 1960 and late 1990s. Income is measured in GDP/capita in terms of both current market exchange rate and purchasing power parity (PPP). Consumption of paper, energy, electricity, food, animal food, as well as emissions of carbon dioxide, is also studied. Changes in the absolute and relative gap between the top and bottom 20% consumers as well as the Atkinson measure are used as inequality indicators. Some remarks are made on how to compare income across countries and how inequality should be measured. We find that the inequality in terms of GDP/capita measured in PPP terms is rather stable in relative terms, but increasing in absolute terms. We conclude that inequality as measured by the Atkinson index is decreasing for all resources but that the gap in resource consumption in absolute terms is increasing for paper and electricity consumption. Abstract: This paper illustrates the representation of induced technological change in the multi-regional, multi-sectoral integrated assessment model WIAGEM. The main aim of the paper is to investigate quantitatively the economic impacts of climate policy measures due to the induced technological changes that are considered. Improved technological innovations are triggered by increased R&D expenditures that advance energy efficiency. Model results show that induced technological changes due to increased investment in R&D reduce compliance costs. Although R&D expenditures compete with other investment expenditures, we find that increased R&D expenditures improve energy efficiency which substantially lowers abatement costs. Without the inclusion of induced technological changes, emission targets are primarily reached by declines in production, resulting in overall welfare reductions. With the inclusion of induced technological changes, emission mitigations can be achieved with fewer production drawbacks. This paper provides new evidence on the energy balances and energy returns of the agricultural systems specialized in coffee and sugarcane (SPS_CS) in Costa Rica between 1955 and 1973, during the peak of the Green Revolution. The analysis is developed in the Costa Rican region of that the 1955 Agricultural Census characterized as specialized in these productions of coffee and sugarcane and using the concept of Specialized Productive Spaces (SPS) developed by the researchers. Based on this regionalization as system boundaries, the authors proposed carrying out a retrospective historical analysis (1955 and 1973) to show, from the Social Metabolism approach and the multi-Energy Return on Investment (multi-EROI) accountings, the different exchanges of experience in the material and energy flows interlinking the agroecosystem funds and functioning and materials from a historical perspective. The findings suggest that this Costa Rican productive space (SPS_CS) presents moved from an agroecosystem with low energy efficiency in energy terms in 1955 that tended to improve towards an improved one in 1973, contrary to what happened in other countries of the Global North though only in the socioeconomic flows, which does not imply that the bioconversion chains have not been simplified. Results also conclude that subsistence mixed cropping may have contributed to a slower deterioration of energy efficiency in the SPS_CS. Other agroecological energy indicators more potentially related to farm-associated biodiversity show the other side of the coin: increased agrifood yields through a reduction in the total amount of photosynthesized biomass, in reused biomass by farmers, and in recirculated biomass through direct intake by non-domesticated species. As these internal recirculating flows help reproduce the living funds of agroecosystems, their contraction undermined nature-based ecosystem services that were replaced by an increase in external industrial inputs that, even as they grew, in those Costa Rican areas still held up comparatively low in the total energy throughput. The transition from current linear economy toward a circular economy (CE) needs the adoption and diffusion of circular economy innovation (CEI). However, the rate and direction of CEI influenced by policy instruments are still not well understood. This paper explores the roles of demand-pull and technology-push policy instruments in shaping CEI in Europe. The different impacts on the adoption across different sectors and the specific effects on each circularity innovation pattern are also examined. The findings indicate that both command-and-control regulation and technology-push instruments are significant in stimulating Small Medium Enterprises' (SMEs') adoption of CEI. While the environmental tax hinders SMEs' implementation of CEI in the whole economic activity sectors, it is a significant driver of CEI for SMEs in the manufacturing sector. The technology-push instrument strongly encourages SMEs to invest in re-planning and re-designing activities to minimize the usage or maximize the re-usage of water, energy, and materials. Environmental tax highly determines SMEs' adoption of CEI related to improving energy efficiency. In contrast, the command-and-control regulation significantly increases SMEs' likelihood to undertake innovation activity in minimizing waste by recycling or reusing the waste. This paper demonstrates the importance of modelling energy-intensive household services in general, and private transportation in particular, as combinations of energy and other inputs. Initially a partial equilibrium approach is used to analyse private transport consumption as a self-produced commodity formed by household vehicle and fuel use. We particularly focus on the impact of private vehicle-augmenting technical progress in this framework. We show that household fuel use will fall if it is easier to substitute between vehicles and fuel in the household production of private transport services than it is to substitute between private transport and the composite of all other goods in overall household consumption. The analysis is then extended, through Computable General Equilibrium simulation, to investigate the wider implications of similar efficiency improvements when intermediate demand, prices and nominal income are endogenous. The subsequent reduction in the price of private transport service (not observable in market prices) allows the wage measured relative to the CPI to rise whilst the wage relative to the price of foreign goods falls. This simultaneously increases UK international competitiveness, encouraging increased exports and reduced import penetration whilst allowing employment to rise. This paper develops an Index of Sustainable Economic Welfare for Spain from 1970 to 2012 and seeks to update valuation approaches to a number of items. Two approaches have proven particularly controversial over recent decades; the costs of energy depletion and of climate change. The valuation implications in measuring present welfare have proven problematic, as both include future sustainability consequences arising from resource depletion and environmental impacts. This study includes a ‘ transition cost ’ approach to energy depletion, a modified approach to costs of climate change and water pollution, and removes the cost of ozone depletion. The results illustrate that while GDP per capita increased significantly, the ISEW per capita shows a widening gap. Household labour contributes strongly, but income distribution, energy depletion and costs of climate change limit improvement. Sensitivity analysis shows that accumulating climate change costs and escalating energy depletion costs have significant effects. Nevertheless, the new valuation approaches do not alter conclusions that welfare has shown little improvement. The ISEW provides a useful alternative to current indicators such as GDP subject to awareness of limitations. It is a measure of welfare that uses sustainability accounting methods when estimating costs, but is not an indicator of whether welfare is actually sustainable. [ABSTRACT FROM AUTHOR]

Public acceptability appears an essential condition for the success of low-carbon transition policies. In this paper, we investigate the role of self-interest on citizens' preferences for the distribution of costs and environmental benefits of energy efficiency policies. Using a discrete choice experiment on nationally representative household samples of Sweden, Italy, and the United Kingdom, we first investigate preferences for national burden-sharing rules and for the distribution of environmental benefits accruing primarily in rural and/or urban areas. We examine the role of self-interest and self-serving bias in a correlational manner by looking at the effects of income and location of residency on preferences for these policy attributes. Moreover, we investigate the effect of self-serving bias on preferences for burden-sharing rules in a causal manner by experimentally priming randomly assigned groups of participants to feel either rich or poor. Our results suggest that the accountability rule is the most popular and the equal-amount rule the least popular burden-sharing rule. Further, policies with environmental benefits accruing primarily in rural areas are least preferred. We find some evidence for self-interest, especially through our correlational approach. Finally, across country samples, our results reveal heterogeneity in preferences for policy attributes and in the prevalence of self-interest. [ABSTRACT FROM AUTHOR]

Recent papers argue that the energy return on energy invested (EROI) for renewable electricity technologies and systems may be so low that the transition from fossil fuelled to renewable electricity may displace investment in other important economic sectors. For the case of large-scale electricity supply, we draw upon insights from Net Energy Analysis and renewable energy engineering to examine critically some assumptions, data and arguments in these papers, focussing on regions in which wind and solar can provide the majority of electricity. We show that the above claim is based on outdated data on EROIs, on failing to consider the energy efficiency advantages of transitioning away from fuel combustion and on overestimates of storage requirements. EROIs of wind and solar photovoltaics, which can provide the vast majority of electricity and indeed of all energy in the future, are generally high (≥ 10) and increasing. The impact of storage on EROI depends on the quantities and types of storage adopted and their operational strategies. Drawing on agency theory and absorptive capacity literature, this paper empirically analyzes factors of adoption and barriers to adoption of four crosscutting, ancillary energy efficiency measures (EEMs) for non-residential buildings (efficient lighting, building insulation, heating system replacement, and optimization of heating system operations). The empirical analysis employs a large representative sample of organizations in the German trade, commerce and services sector. Results from econometric analyses provide evidence for a negative effect of principal–agent relationships (landlord-tenant; owner-user of energy supply equipment; parent-subsidiary) and for a positive effect of organizational attributes that contribute to absorptive capacity (energy manager in place; energy audit conducted; experience with decentralized low carbon energy). However, the significance of these effects varies by measure. For non-adopters, heterogeneity of crosscutting ancillary EEMs has little impact on the ranking of barriers to adoption. The most relevant barriers for all EEMs are rented spaces, high investment costs, and other priorities; least relevant are technical risk to production and risk to product quality. Finally, we find little evidence for differences in the factors of adoption and barriers to adoption between manufacturing and non-manufacturing organizations. This paper links theoretical perspectives from energy efficiency economics with those observed from corporate environmental strategy to develop a framework for explaining energy efficiency strategies by firms in response to national policies and local regulations in China. The framework is refined through analytic generalization of 20 cases from four industries and four cities in Jiangsu Province, and reveals two strategies: 1) firms with moderate institutional pressure seek incremental competitiveness by adopting energy-saving technologies, which is reinforced by their informational, organizational, and financing capabilities, and facilitated by voluntary policies and industrial competition; 2) firms with survival risk or development constraints under regulation seek a position favored by local governments by replacing old plant and equipment with larger, more efficient ones and contributing to the local community. The Chinese case studies reveal a strong institutional impact on firms' choice of business strategies and particularly the positioning strategy. Recent research into the determinants of household energy consumption has aimed to incorporate findings from economics, sociology and psychology in order to obtain a more comprehensive understanding of the factors determining energy demand. The current paper contributes to this nascent stream of literature by studying the relationship between risk attitudes, trust propensity and energy consumption at the household level. Drawing on the British Household Panel Survey, a well-known data set in the context of energy studies, I show that trust is negatively correlated with household energy demand, while higher risk tolerance leads to increases in residential energy use. Potential explanations for these findings are investigated, suggesting that risk preferences may be related with overall appliance stock and the size of the rebound effect. [ABSTRACT FROM AUTHOR]

Environmental policies are increasingly informed by behavioral economics insights. ‘Green nudges’ in particular have been suggested as a promising new tool to encourage consumers to act in an environmentally benign way, such as choosing renewable energy sources or saving energy. While there is an emerging literature on the instrumental effectiveness of behavioral policy tools such as these, their ethical assessment has largely been neglected. This paper attempts to fill this gap by, first, providing a structured overview of the most important contributions to the literature on pro-environmental nudges and, second, offering some critical considerations that may help the practitioner come to an ethically informed assessment of nudges. The fossil fuel-driven transport sector has been one of the major contributors to CO 2 emission across the world keeping it on the energy policy agenda for the past three decades. Canada ranks second in gasoline consumption among OECD countries and Canadian gasoline expenditure share has been increasing since the 1990s. Fuel efficiency policies aim to decrease gasoline consumption; however, the effect can be mitigated by changes in consumer behavior such as traveling more distances — a rebound effect. Thus, the effectiveness of fuel efficiency policy is dependent on the magnitude of the rebound effect. In this paper, we estimate the rebound effect for personal transportation in Canada using data from the household spending survey for the period 1997–2009. The model includes a system of expenditure share equations for gasoline, other energy goods, and non-energy goods specified by AIDS and QUAIDS models and estimated by the nonlinear SUR method. Our estimation results show a rather high average rebound effect of 82–88% but with significant heterogeneity across income groups, provinces, and gasoline prices. This paper uses the GEM-E3 macroeconomic computable general equilibrium model to calculate the magnitude of greenhouse gas (GhG) emission rebound effects across a range of efficiency scenarios in the automotive sector supply chain. The scenarios are technically feasible as they are designed using bottom up information from the iron and steel industry. Rebound effects occur when efficiency improvements reduce prices, stimulating demand and offsetting some of the environmental benefits that would otherwise be had. This paper allows energy, material and product-service efficiency rebound effects to be compared for the first time. The results suggest that there is a greater risk of rebound effects for downstream emissions abatement strategies that save embodied emissions: 85% of the emissions savings in the product-service efficiency scenario and 77% of emissions in the material efficiency scenario are offset by economy-wide rebound effects. This compares to 7% in the energy efficiency scenario. These findings show that, in the current policy environment in which GhG emissions remain relative unconstrained, improvements in material efficiency that are particularly good at spurring growth are also likely to carry the greatest rebound effects. The conclusions of this paper are not purely dependent on the chosen macroeconomic model, but are a function of the underlying value structure along supply chains: downstream efficiency improvements that save embodied emissions involve greater potential monetary savings per unit GhG avoided, spurring rebound effects. Energy security ranks high on the policy agenda of many countries. To improve on energy security, governments undertake regulatory measures for promoting renewable energy, increasing energy efficiency, or curbing carbon dioxide emissions. The impacts of such measures on energy security are typically monitored by means of so-called energy security indicators. In this paper, we show that the common use of wide-spread energy security indicators falls short of providing a meaningful metric. Regulatory measures to improve on energy security trigger ambiguous effects across energy security indicators. This paper estimates the Genuine Progress Indicator (GPI) for Brazil from 1970 to 2010 as an alternative indicator to the Gross Domestic Product (GDP). After a growing disparity between these two indicators in the 1980s, when Brazil's per capita GPI featured a 35% decline, there was a relative catch-up in per capita GPI, but not one sufficiently strong enough to reduce the historical GPI–GDP gap. The recent trend of rapidly increasing environmental and social costs, along with the decline in unpaid labour and infrastructure services, poses concerns about the sustainability of an increasing GPI for Brazil into the future. Policies aimed at reducing environmental costs are necessary if Brazil is to enjoy a sustainable pattern of non-declining economic welfare. Proponents of distributive justice with regard to energy hold that every household has the right to affordable access to energy. However, when passively participating in clean energy reform policies, households, and especially low-income households, are often forced to use energy beyond the scope of affordability, resulting in distributive injustice. However, research on the quantitative estimation of injustice in energy distribution is still rare. In this paper, an evaluation model of energy vulnerability and distributive justice is established through the "reverse deduction method," and the change value of energy vulnerability before and after energy reform is used to calculate the loss value of distributive justice, which is used as the basis for energy policy evaluation. Taking the policy of replacing coal with natural gas for rural heating in Gaocheng District, Hebei Province, China as a case study, the value of lost distributive justice is calculated. The results show that 34.51% of households experienced distributive injustice after the energy reform, while 19.34% of households improved their energy vulnerability and achieved energy justice through energy subsidy policies. However, 46.15% of households were able to adapt to the energy reform independently without subsidies, which indicates a waste of resources in the energy subsidy policy. The policy implication of these results is that differentiated energy subsidy policies should be implemented according to household energy vulnerability, so as to maximize the policy benefits on the premise of ensuring justice in household energy distribution and minimizing injustice. Time use survey data has been used to model household activities beyond market transactions. Accordingly, measures such as the ‘goods intensity of household activities’ and the ‘energy and carbon intensity of household activities’ have been derived. In this paper, we build on this approach by using time use data to model the direct and indirect energy use of households. From this, we present a decomposition analysis of the changes in the embedded and direct energy consumption of Finnish households from 1987 to 2009. Relevant questions that arise include that of whether increases in total energy consumption are due to changes in activity patterns, changes in the energy intensity of activities, or due to demographic changes. Perceived risk in future energy cost savings of energy efficient technologies has been well identified as a major barrier to the adoption of such technologies. However, direct empirical evidence of the impact of consumer risk aversion on the adoption of energy efficient technologies has been limited. In this paper, we elicit consumer risk preferences using a multiple price list experiment tailored to household energy decisions. We then use the elicited risk preferences to explain consumers' self-reported historical purchase of energy efficient appliances and installation of energy efficiency retrofitting technologies. Using data from 432 homeowners from Arizona and California, USA, results show that more risk averse consumers are less likely to adopt energy efficient technologies (except for the case of energy efficient air-conditioners). In addition, the findings provide evidence that households' perceived mobility as measured by the probability of moving within five years, can amplify the negative impact of risk aversion on the adoption of energy efficiency retrofitting technologies. A crucial argument in the debate around smart meter deployment in the EU is the potential for households to save energy. One strand of research in this field has investigated the effects on household energy consumption of the feed-back provided by smart meters. However, another aspect that deserves attention is the motivation for households to use the feed-back to save energy. This paper explores how the emerging trend of using complementary currencies for sustainability policies could translate into new interventions adapted to the smart meter deployment and capable of promoting more autonomous forms of motivation compared to interventions using official currencies. Three systems designs (rewarding, regulatory and hybrid) are presented and discussed within the framework of self-determination theory. Because the rewarding system S1 can contribute positively people's basic needs for autonomy, competence and relatedness, it could lead to more autonomous forms of motivation. The conclusions regarding the regulatory system S2 are less clear, although the hybrid variant S3 that integrates mechanisms from the rewarding system into the regulatory system could be perceived as more consonant with people's basic need for autonomy. Is there a trade-off between spending on the green economy and an economy's strength? This paper addresses this question by estimating output multipliers for spending in clean energy and biodiversity conservation, and by comparing these to multipliers of spending on non-ecofriendly energy and land use activities. Using a new international dataset, we arrive at two key results. First, we find that every dollar spent on key carbon-neutral or carbon-sink activities can generate more than a dollar's worth of economic activity, whereas non-green spending returns less than a dollar. Second, for categories of spending where formal comparisons are possible, like renewable versus fossil fuel energy, we find that multipliers on green spending are about twice as large as their non-green counterparts. The point estimates of the multipliers are 1.1–1.7 for renewable energy investment and 0.4–0.7 for fossil fuel energy investment, depending on horizon and specification. These findings survive several robustness checks and lend support to bottom-up analyses that find that stabilizing climate and reversing biodiversity loss go hand in hand with economic prosperity. This paper examines investment decisions regarding innovation and emissions abatement in a dynamic framework, where knowledge stock is an impure public good. We take a sector perspective based on neo Schumpeterian theory that emphasises the role of both sector and innovation systems. We interpret results taking into account sector and country based institutional, market and policy conditions. Econometric outcomes, based on an original sector dataset which exploits the NAMEA source for 15 European Union (EU) countries and 23 manufacturing sectors in the time frame 1995–2006, show that innovation efforts are positively correlated to various spillover effects. Those effects include the emissions abatement of the other sectors, thus pointing out the relevance of forces which opposite typical free riding behaviour in public or mixed public good frameworks. Different reactivity strengths for different global and local emissions also allow us to disclose the specific role of technological and economic complementarity. When considering CO2 emissions, innovation is mainly triggered by national interactions, a fact which is coherent with a dominance of national innovation and policy systems in the EU. The result is also consistent with the fact that CO2 abatement technologies heavily regard energy efficiency that provides joint private and public benefits. The fact that NMVOC abatement efforts by other sectors from abroad impact R&D investments positively means that, in some cases, a realm of sectoral systems of innovation is also relevant. The different evidence between local and global externalities is surely explained not only by the different technological and economic contents, but also by the fact that the EU has witnessed different policy implementation. This paper addresses the issue of energy consumption in service industries. Official energy statistics show that the amount of energy consumed in service industries is quite small, and this is explained in the theoretical literature by the presumed intangibility of services. Our hypothesis, however, is that the energy consumed by services has been underestimated. After identifying and analyzing the full range of sources of energy consumption in service industries, we show that official energy statistics account for only a part of this consumption. Our work is based on a thorough rereading of the economics literature on services (especially concerning the definition of services and the specificities of the service provision process), done in light of our knowledge about energy consumption. Eventually, using the 2007 French national transportation and travel survey, we estimate one of the overlooked sources of energy consumption, the one pertaining to mobility. [Copyright &y& Elsevier]

This paper considers how energy-related external costs change through time. It focuses on one of the key periods in the history of energy. After a period of declining coal prices and soaring consumption which fuelled the Second Industrial Revolution, the nineteenth century British economy was externalising the social costs of energy production and consumption on a massive scale. Rising from 25% in the 1820s, an estimated 60%–70% of the average social costs of coal were externalised in the 1880s, imposing damages close to 20% of GDP. The eventual decline in air pollution concentration (around 1900) occurred fifty years later than was broadly socially optimal. This experience highlights the evolution of the demand for and supply of environmental quality in the context of economic growth, and the nature of related market and government failures, implying the necessity for adaptation rather than encouraging mitigation. Developing counties are often believed to have excellent conditions for biofuel production, however studies aimed at assessing the sustainability of large scale biofuel programs have generally focused on a few variables related to one scientific domain and one scale. Contrary to this approach, this paper analyzes soybean biodiesel in Brazil using a parallel biophysical and economic assessment at different scales. A Multi-Scale Integrated Analysis of Societal and Ecosystem Metabolism (MuSIASEM) approach is applied as a scenario analysis tool. A soybean biodiesel energy balance for the specific conditions of Brazil is included and the energy ratio turns out to be 1.09. This means that the energy delivered is higher than the energy invested, however the net energy is very low. The economic impacts are analyzed through input–output analysis. The results show that soybean biodiesel increases energy consumption per hour of work without a corresponding increase in economic labor productivity. Consequently the already low energy efficiency of Brazilian production could get worse. Although Brazil has large expanses of land, the substitution of 20% fossil diesel (i.e. just 3.3% of the country's primary energy consumption) with fully renewable biodiesel might destroy protected areas and forests and increase the GHGs emitted. This paper presents a societal level exergy analysis approach developed to analyse transitions in the way that energy is supplied and contributes to economic growth in the UK, the US, Austria and Japan, throughout the last century. We assess changes in exergy and useful work consumption, energy efficiency and related GDP intensity measures of each economy. The novel data provided elucidate certain characteristics of divergence and commonality in the energy transitions studied. The results indicate that in each country the processes of industrialization, urbanisation and electrification are characterised by a marked increase in exergy and useful work supplies and per capita intensities. There is a common and continuous decrease in the exergy intensity of GDP. Moreover for each country studied the trend of increasing useful work intensity of GDP reversed in the early 1970s coincident with the first oil crisis. [Copyright &y& Elsevier]

This paper investigates the existence and direction of Granger causality between economic growth, energy consumption, and carbon emissions in China, applying a multivariate model of economic growth, energy use, carbon emissions, capital and urban population. Empirical results for China over the period 1960–2007 suggest a unidirectional Granger causality running from GDP to energy consumption, and a unidirectional Granger causality running from energy consumption to carbon emissions in the long run. Evidence shows that neither carbon emissions nor energy consumption leads economic growth. Therefore, the government of China can purse conservative energy policy and carbon emissions reduction policy in the long run without impeding economic growth. [Copyright &y& Elsevier]

This paper estimates the impact of demographic change on energy use and greenhouse gas emissions in Germany. Since old people display different consumption patterns than young people, an increase in the proportion of old people affects overall consumption patterns. Micro data from a household survey are used to identify age-specific consumption patterns and to project the impact of demographic change on the structure of total consumption expenditure up to the year 2030. The resulting final demand vectors are entered into an environmental input–output model, which allows the calculation of sectoral production, energy use and greenhouse gas emissions. The model results suggest that until 2030, demographic change raises the share of methane in total greenhouse gas emissions and does not contribute to reducing energy use and greenhouse gas emissions in Germany. The model is also used to explore the effects of redistributing income between age groups and a policy-induced switch from motor vehicle use to public transport. [Copyright &y& Elsevier]

Based on a large sample for the German commercial and services sector, this paper econometrically assesses the relevance of various types of barriers to energy efficiency at the sectoral level and across fifteen sub-sectors. The results at the level of entire sectors suggest that the lack of information about energy consumption patterns and about energy efficiency measures, lack of staff time, priority setting within organizations, and – in particular – the investor/user dilemma are all relevant barriers. Allowing for sector-specific differences in the relevance of these individual barriers yields a more heterogeneous picture. The numbers and types of relevant barriers vary across sub-sectors, and the majority of sub-sectors are subject to relatively few barriers. The statistically most significant barriers are found for the sub-sector of public administrations. These findings are robust, independent of whether the definition of an organization's energy efficiency performance includes only measures that have actually been realized or also those that are being planned. This paper investigates the long run Granger causality relationship between economic growth, carbon dioxide emissions and energy consumption in Turkey, controlling for gross fixed capital formation and labor. The most interesting result is that carbon emissions seem to Granger cause energy consumption, but the reverse is not true. The lack of a long run causal link between income and emissions may be implying that to reduce carbon emissions, Turkey does not have to forgo economic growth. [Copyright &y& Elsevier]

This paper quantifies fossil resource inequalities amongst income quintiles in the UK between 1968 and 2000. It calculates a resource-based Gini coefficient using an input–output based resource allocation model. The results show that the Gini coefficient for total fossil resource consumption grew by 24% over the time period. By comparison the Gini coefficient for overall household expenditure rose by only 13%. The increase in resource inequality was prompted by the rising demand by high income quintiles for goods and services such as: “fuel and light” (heating and lighting the home), “car use” (private transportation), “recreation”, “travel” and “other services”. The analysis shows further that the Gini coefficient for “direct” fossil resources (“fuel and light” and “car use”) was lower and rose less steeply than the Gini coefficient for fossil resources embodied in other goods and services (indirect fossil resource requirements). Investigation into the drivers behind direct and indirect resource inequalities suggests a number of policy conclusions. Firstly, it is clear that policy initiatives to reduce fossil resource requirements (and the associated climate change impacts) must pay careful attention to distributional differences. Additionally, increased attention needs to be paid to the inequalities associated with indirect fossil resources consumption as well as the more visible direct resource inequalities. Abstract: This paper uses the panel data of energy consumption and GDP for 82 countries from 1972 to 2002. Based on the income levels defined by the World Bank, the data are divided into four categories: low income group, lower middle income group, upper middle income group, and high income group. We employ the GMM-SYS approach for the estimation of the panel VAR model in each of the four groups. Afterwards, the causal relationship between energy consumption and economic growth is tested and ascertained. We discover: (a) in the low income group, there exists no causal relationship between energy consumption and economic growth; (b) in the middle income groups (lower and upper middle income groups), economic growth leads energy consumption positively; (c) in the high income group countries, economic growth leads energy consumption negatively. After further in-depth analysis of energy related data, the results indicate that, in the high income group, there is a great environmental improvement as a result of more efficient energy use and reduction in the release of CO2. However, in the upper middle income group countries, after the energy crisis, the energy efficiency declines and the release of CO2 rises. Since there is no evidence indicating that energy consumption leads economic growth in any of the four income groups, a stronger energy conservation policy should be pursued in all countries. Abstract: Since the beginning of the last century the world is experiencing an important demographic transition, which will probably impact on economic growth. Many demographers and social scientists are trying to understand the key drivers of such transition as well as its profound implications. A correct understanding will help to predict other important trends of the world primary energy demand and the carbon emission to the atmosphere, which may be leading to an important climate change. This paper proposes a set of coupled differential equations to describe the changes of population, gross domestic product, primary energy consumption and carbon emissions, modeled as competing species as in Lotka–Volterra prey–predator relations. The predator–prey model is well known in the biological, ecological and environmental literature and has also been applied successfully in other fields. This model proposes a new and simple conceptual explanation of the interactions and feedbacks among the principal driving forces leading to the present transition. The estimated results for the temporal evolution of world population, gross domestic product, primary energy consumption and carbon emissions are calculated from year 1850 to year 2150. Abstract: The rebound effect results in part from an increased consumption of energy services following an improvement in the technical efficiency of delivering those services. This increased consumption offsets the energy savings that may otherwise be achieved. If the rebound effect is sufficiently large it may undermine the rationale for policy measures to encourage energy efficiency. The nature and magnitude of the rebound effect is the focus of long-running dispute with energy economics. This paper brings together previous theoretical work to provide a rigorous definition of the rebound effect, to clarify key conceptual issues and to highlight the potential consequences of various assumptions for empirical estimates of the effect. The focus is on the direct rebound effect for a single energy service — indirect and economy-wide rebound effects are not discussed. Beginning with Khazzoom''s original definition of the rebound effect, we expose the limitations of three simplifying assumptions on which this definition is based. First, we argue that capital costs form an important part of the total cost of providing energy services and that empirical studies that estimate rebound effects from variations in energy prices are prone to bias. Second, we argue that energy efficiency should be treated as an endogenous variable and that empirical estimates of the rebound effect may need to apply a simultaneous equation model to capture the joint determination of key variables. Third, we explore the implications of the opportunity costs of time in the production of energy services and highlight the consequences for energy use of improved ‘time efficiency’, the influence of time costs on the rebound effect and the existence of a parallel rebound effect with respect to time. Each of these considerations serves to highlight the difficulties in obtaining reliable estimates of the rebound effect and the different factors that need to be controlled for. Abstract: This paper investigates the effect of energy consumption and output on carbon emissions in the United States. Earlier research focused on testing the existence and/or shape of an environmental Kuznets curve without taking energy consumption into account. We investigate the Granger causality relationship between income, energy consumption, and carbon emissions, including labor and gross fixed capital formation in the model. We find that income does not Granger cause carbon emissions in the US in the long run, but energy use does. Hence, income growth by itself may not become a solution to environmental problems. Abstract: In this paper, we analyze the consequences of mass and energy conservation and the second law of thermodynamics for economic activity. In contrast to former studies, we deduce our results formally from a general model of production and consumption. We show that in a static setting for economies containing irreversible processes, a non-zero resource input as well as non-zero emissions are necessary to sustain a positive level of consumption. We generalize this result to a dynamic setting and apply it to the growth discussion and the sustainability discourse. Thereby we show that limits to growth of production and consumption are likely to exist and that the concept of weak sustainability is either morally unattractive or physically infeasible. Abstract: The paper focuses on economic modelling and empirical analysis of sustainable structures in private consumption and strives to extend conventional economic consumption models. The model analysis of sustainable consumption in the areas heating and transport for Austria attempts to depart from traditional measurement of consumption in national accounts and economic consumption models. The focus of the analysis is laid on consumer services derived from a combination of stocks (e.g. building stock, transport systems) and flows (mainly energy). This approach intends to illustrate that a concentration on flows in consumption models lacks important aspects of sustainable consumption. The economic analysis of sustainable consumption patterns aims to highlight the effects related to the substitution of flows by stocks in the consumption areas transport and heating (e.g. improvements in thermal quality of buildings, more energy efficient transport systems). Relevant too, in this respect, is the role that can be played by technological innovation (improvements in energy efficiency of stocks, the potential for specific incentives to promote new technologies). Two essential factors are crucial in the context of sustainable consumption: the demand shifts concerning the consumer services desired and the composition of the stock–flow mix necessary for the service provision. Abstract: During the recent couple of decades, some attention has been devoted to the potential for utilizing energy more efficiently. Most of this debate has not concentrated on the energy efficiency of the economy as a whole, but merely addressed options for implementing more energy efficient technology. This paper is an attempt to unfold the whole economy chain, stretching from extraction of resources from nature to satisfying human needs. Ways are suggested to analyze the energy efficiencies of the various links in the chain, mainly seen from the point of view of the consumers and for the three standard categories of consumption: durable goods, services and non-durable goods. Real life cases illustrate the huge potential for overall energy efficiency improvement. Longevity of durable goods makes up one case. Another case is the often-mentioned potential for more energy efficient end-use technologies. Most discussion is, however, devoted to the third case, the options for improving overall efficiency by satisfying people''s wants through other means than economic throughput of energy, etc., such as by leisure time. Barriers for implementing efficiency options are discussed, pointing out the inherited conflict in affluent regions between efficiency, especially at the side of the consumers, and the quest for increasing GDP. Supporting the lifestyles of the populations of modern cities requires vast quantities of natural resources and leads to environmental stresses such as air and water pollution. Research into the metabolism of cities therefore aims at understanding the physical flows into, within, and out of cities with a view to reducing the use of resources and the environmental impacts. One important physical indicator is energy use. Most studies on cities only consider direct or end-user energy consumption. Since the function of cities is to serve the lives of their residents, indirect energy use in cities, or energy embodied in the consumption of goods and services by its residents, can be regarded as being as important as direct energy use. However, physical models of cities are extremely complex and have difficulty in dealing with boundary issues, and hence the indirect resource requirements. In this paper we use input–output analysis and detailed household expenditure data to yield comprehensive energy use breakdowns for the 14 Statistical Subdivisions of Sydney. Multivariate regression and structural path analysis (SPA) are used to interpret the results. Clear correlations can be drawn between energy use and income, household size, age, and degree of urbanity. The structural path analysis is used to demonstrate how significant differences in lifestyles between inner and outer areas of Sydney leads to different energy use characteristics. This final consumption-based approach to analysing the energy requirements for households has important implications for measures aimed at reducing energy use, which tend to only consider direct energy use.
