Evidence is lacking on how inequality in homeowner uptake of solar panels has changed over time. This paper assesses changes in inequality over time using four Australian household surveys from 2012 to 2020. There is evidence of an intuitive transition where average uptake for homeowners with net-wealth just below the median (the fourth and fifth deciles) improved first, with subsequent gains for homeowners in the third net-wealth decile. However, there were still some significant shortfalls by 2020, especially for the first (i.e. lowest) net-wealth decile. In particular, the lowest net-wealth decile had lower uptake by 9.4 percentage points in 2012 and there was a similar gap below the highest decile of 10.6 percentage points in 2019–20. With control variables these corresponding gaps were 8.0 and 8.3 percentage points respectively. Inequality and changes have been less pronounced based on other aspects like education, income, and welfare status. A new policy implication is that Australian support should primarily target the bottom two net-wealth deciles among homeowners. Australia's experience can inform policies for other countries and clean energy technologies. The Australian federal fisheries policy identifies maximising net economic returns as the primary objective of fisheries management. This has largely been interpreted as maximising the net economic yield (MEY) in fisheries. More recently, the influence of reducing yields to achieve MEY on prices and the transfer of consumer surplus to producers has been raised as a potential issue. Achieving fishery MEY may result in a reduction in net economic returns in a broader sense if the loss to consumers exceeds the gain to the industry. The transfer of consumer surplus to producers is also potentially undesirable, and may result in a dead weight loss. Similarly, the disutility associated with bycatch in fisheries may also affect our interpretation of “optimal” yields if non-monetary values are considered. These externalities are generally not considered in determining MEY. In this paper, we develop a generic multispecies bioeconomic model that is used to estimate the impact of broadening the consideration of net economic returns to include changes in consumer surplus as well as the inclusion of non-market values associated with bycatch. Tackling the overconsumption of discretionary foods (foods and drinks not necessary to provide the nutrients the body needs) is central to aligning human and planetary health. Whilst the adverse health impacts of discretionary foods are well documented, the environmental and broader sustainability impacts of these products deserve more attention, especially since their consumption has been increasing in recent decades, particularly amongst low income groups. This paper presents a quantitative case study analysis of discretionary food consumption and the associated environmental impacts for households from different income groups in Australia. Environmentally extended input-output analysis is used to estimate the full life cycle environmental impacts of discretionary food consumption on the basis of household expenditures. On average, discretionary foods account for a significant 35%, 39%, 33% and 35% of the overall diet-related life cycle water use, energy use, carbon dioxide equivalent and land use respectively. These significant percentages provide further support for the need to incentivise diets that are both healthier and more sustainable, including ‘divestment’ from discretionary food products. The study highlights the challenges ahead, including the need for further research on food substitutions to minimise environmental and social impacts whilst maximising nutritional quality – especially amongst poorer socioeconomic groups. Environmental issues are becoming more urgent. Biodiversity loss, climate change, extreme events and global pressures on resources place increasing importance on decision making about how natural resources should be managed. Natural capital accounting (NCA) is gaining popularity as a systematic approach to recognise the full value of natural resources such as soil, vegetation, animals, water, and biodiversity. To understand perceptions and opportunities for awareness and behaviour change relating to the use of NCA, we conducted a discourse analysis of 57 interviews with stakeholders across Australia. Our aim is to promote discussion and reflection about perceptions of natural resources as forms of capital, and the role of NCA to underpin management practice change and support sustainability. We identify four key areas of contestation that relate to values, complexity, digital technology, and the desired future vision of NCA in society. Findings include conflicting views around whether NCA should have a diversity of tailored approaches or a consistent approach for all and that digital technology has and will continue to shape the way NCA is conducted. The life satisfaction approach has recently emerged as a new technique in the suite of options available to non-market valuation practitioners. Employing data from the Household, Income and Labour Dynamics in Australia (HILDA) survey and Geographic Information Systems (GIS), this paper examines the influence of scenic amenity on the life satisfaction of residents of South East Queensland (SEQ), Australia. Measuring scenic amenity on a 10-point scale, it is found that, on average, a respondent is willing-to-pay approximately AUD$14,000 in household income per annum to obtain a one-unit improvement in scenic amenity. However, on closer inspection, we find that the relationship between willingness-to-pay and the level of scenic amenity is not linear. To our knowledge, this is the first paper to value scenic amenity using the life satisfaction approach and is the first paper to use this approach to value any type of environmental good or service in SEQ. As such, this paper represents a genuine contribution to a small, yet growing, body of literature. [Copyright &y& Elsevier]

Abstract: This paper argues that it is time for ecological economists to bring the employment impacts of sustainable development policies to the forefront of the research agenda. Important conservation efforts continue to founder because of their perceived employment effects. The paper examines the evidence on the employment impacts of sustainable development policies and argues that maintaining or even increasing employment depends critically on appropriate policy design and attention to the political economy of implementation of policies. The paper concludes that a better understanding of these issues, fair labour market and structural adjustment programs, and especially forward planning to anticipate problem areas, must replace the piecemeal, ‘knee–jerk’ reactions to environmental issues, such as were evident in Australia during the last federal election. Abstract: This paper reviews the development of ecological economics in Australia and New Zealand since its beginnings in the late 1970s. A historical account is presented that focuses particularly on the activities of the Australia New Zealand Society for Ecological Economics and key ecological economics research activities. Achievements of ecological economics in Australia and New Zealand are assessed, using a range of quantitative and qualitative data. The main areas of expertise developed by Australian and New Zealand ecological economists were found to be: theoretical foundations and visions for ecological economics; biodiversity and resilience; input–output analysis; heterodox valuation approaches; analysis of economy–environment interactions; sustainability indicators; sustainable agriculture, fisheries and oceans; and energy/thermodynamics. Both countries are ranked at the top (or near the top) of the world rankings in terms of per capita ISEE membership and publication rates in Ecological Economics. A defining feature of ecological economics in Australia and New Zealand has also been its practical and problem-solving focus and the level of end-user engagement. The paper concludes by discussing the challenges that face the future development of ecological economics in Australia and New Zealand. [Copyright &y& Elsevier]

Environmental weeds are plants that invade natural ecosystems and present a serious threat to conservation of nature. Environmental weeds have been implicated in the extinction of several indigenous plant species, and they also threaten ecosystem stability and functional complexity. Historically, emphasis in weed control in Australian national parks has been placed on chemicals, manual pulling of small plants, excluding tourists and feral animal control measures. Recently, biological control has been introduced to control weed infestations. These methods typically have been applied as funds have become available, with little opportunity to consider their long-term effectiveness. As the threat from environmental weeds is becoming more fully recognised, an integrated, strategic, ecological and economic approach to weed management is needed. A deterministic dynamic programming model is developed for this purpose in this paper. A case study for scotch broom is presented, to assess the ways in which this approach can address the policy issues that face the community in the management of an environmental weed in a national park. The model takes account of the weed population dynamics, the effectiveness and cost of control measures, and the value of the park outputs (biodiversity, recreation and grazing). The dynamic programming model includes weed density and seed bank as state variables and a budget constraint for the control variables. The model is used to derive optimal control rules for any given state of the weed population. An optimal decision rule provides a package of control measures that can be used to attack the problem each year, depending on the current weed density and seed bank. Optimal trajectories are developed for a planning horizon of 45 years, and the effect of the budget constraint is analysed. The marginal value of an extra dollar for weed control, in terms of discounted future benefits, is estimated. It is shown that a combination of controls that targets both weed density and the seed bank is important. It is also shown (given the assumed parameters) that biological control is worth undertaking, as it appears as part of most of the optimal strategies identified. Illegal firewood collection has a series of unintended environmental, economic, and public safety impacts associated with harvesting undermining the development of a sustainable firewood industry. In this paper, we present Tasmanian firewood consumers with a labelling system and explore their willingness to pay for labelled firewood. We employ a discrete choice experiment with 239 potential firewood consumers. We estimate consumers' willingness to pay for different sources of firewood, coming from different distances, and whether it is important for a share of the proceeds to be invested in social or environmental priorities. To account for preference heterogeneity, we estimate a two−class latent class model and mixed multinomial logit model. The results from the first class of the latent class model and mixed multinomial logit model suggest that consumers are willing to pay a premium for repurposed wood, firewood sourced from agroforestry−based operations, proceeds invested in wildlife conservation, or the firewood comes from sites closer to their residence. The second class from the latent class model is characterized by consumers who are concerned only with the cost. This paper uses input–output analysis to model the environmental impacts of the weekly food consumption of Australia's households sorted by income quintile in 2003. We found that weekly food consumption of the relatively better off households caused greater environmental burden than that of the less well-off household. Meat and bakery products/flour/cereals were the categories that contributed the largest share of environmental impacts in an average household's food consumption footprint: 58% water, 26% energy, 29% CO 2 , and 31% wasted materials. Per dollar spent, fruit and vegetables generated 0.0874 m 3 of water, 0.0055 GJ of energy, 0.37 kg of CO 2 , and 0.0114 kg of wasted materials. This was lower than the per dollar impacts of bakery products (0.8482, 0.0067, 0.63, 0.0204), meat (0.3471, 0.0070, 0.65, 0.0203), dairy (0.0995, 0.0114, 0.98, 0.0192), and edible fats (0.2373, 0.0080, 0.70, 0.0165). Eating out and fast food consumption also had a low per dollar impact (0.1317, 0.0046, 0.38, 0.0141). We surmise that substituting fruit and vegetables at the expense of animal products, processed foods, and fats would decrease environmental impacts. Change at low income levels should be focused upon meat, bakery and dairy consumption, while higher incomes should be focused upon the consequences of eating food outside the home. A two way relationship exists between agricultural production and ecosystem services where farmers act as significant contributors to as well as potential detractors to societal well-being. To date, there has been a limited amount of research investigating farmers' values through the ecosystem services concept, particularly in Australia. In this paper we address this research gap through focusing on farmers' perceptions of four different attributes towards 12 ecosystem services. Results from our survey indicate that farmers place a high value on the importance of all ecosystem services, whilst perceiving most of them to be moderately manageable. The farmers identified a variety of threats towards ecosystem services that were mostly agricultural in origin, whilst perceiving themselves to be moderately vulnerable to the loss of services. To overcome any potential loss of services, market-based instruments such as schemes paying for ecosystem services can be applied. These economic tools do appear to be needed, as the farmers in this study directly identified the economic cost of maintaining native habitat as a threat. Through more explicit understanding of the social dimension of the two-way relationship between ecosystem services and agricultural production, natural resource policies to overcome this potential negative cycle can be implemented more effectively. Abstract: Environmental policy instruments generate transaction costs to public and private parties. There is a growing literature reporting on the size of transaction costs produced by environmental policy instruments. This paper extends that literature through an analysis of the factors that influence transaction costs in environmental policy and how this influence occurs. The theory based factors that influence transaction costs are categorised as: 1) transaction characteristics; 2) transactor characteristics; 3) nature of the institutional environment; and 4) nature of the institutional arrangements. We examined how these factors influenced transaction costs through the analysis of two Australian-based development offset schemes with different policy designs. We found evidence of all four theory-based categories of influence in the policy case studies. The degree of influence and how each factor influenced transaction costs varies across the two policies and between parties. Policy design as a component of the institutional environment had a particularly large bearing on transaction costs of offset buyers and the policy administrator. Abstract: In this paper we reflect on the challenge of reallocating water resources from agricultural interests to environmental uses. The area of interest is the Murray–Darling Basin, Australia, although the evidence presented provides salient lessons for a range of settings. We draw on the transaction cost literature where the tasks of re-designing and using institutions can help conceptualise the costs associated with policy change. A framework for improving ex ante assessment of transaction costs and its relationship to transformation or abatement costs is elaborated, especially as it relates to community consultation exercises. Against the background of the water reforms of the past three decades we conclude that policy makers and administrators could limit increases in transformation costs and contain transaction costs by giving greater attention to the form of community consultation, by taking account of the sources of uncertainty that attend policy choices and recognising the potential for consultation fatigue. Despite the popularity and rhetoric of collaborative approaches, the successes of such initiatives are not widespread and remain elusive. Some commentators argue that without ‘the noise of participation’, a return to centralised governance should be reconsidered. Whilst this conclusion may be premature given the lack of rigorous analysis of collaborative approaches, it calls for a closer examination of contexts and processes that are conducive to the success of collaborative initiatives. This paper evaluates the scope of collaborative watershed management and planning in the Howard River Catchment in northern Australia. The findings depict the challenges of collaborative planning in a nested hierarchy with multiple institutions. The existing institutional apparatus can potentially constrain the collaborative initiatives to water planning. They include the norms of agency authority, administrative inflexibility and power structures in a nested institutional hierarchy. Delegating decision making responsibility to decentralized structures should be backed up by the development of the capacity of such structures. Considerable transaction costs exist in overlaying collaborative approaches across a nested hierarchy of multiple institutions. [Copyright &y& Elsevier]

The role of ecosystem services in agro-ecosystems is often poorly understood by those in agricultural production. Yet food production, itself an ecosystem service, is critical to the survival of humanity and dominates much of the world's terrestrial and marine environments. There is a need to address the under-estimation of ecosystem services in farmland and develop concepts, policies and methods to evaluate them. In this paper, we develop a conceptual framework and consult with agro-industry experts to identify the impacts of different agricultural practices on ecosystem services. We also identify the ecosystem services crucial to the long term functioning of agroecosystems in Australia. Our results demonstrate that the regulating ecosystem services are the most relevant to all of the agriculture sectors we examined. Most concern is the recognised impact that the agricultural sector has had on ecosystem services provision. Results from our survey indicate that the agricultural sector in Australia negatively impacts on all regulating and supporting ecosystem services, despite the importance of these services in the process of agricultural production. We conclude with various policy arguments for better and more explicit recognition of ecosystem services in the management of agroecosystems. [Copyright &y& Elsevier]

There is a current debate about development of the river and wetland systems of tropical Australia. Aboriginal and non-Aboriginal residents of tropical river catchment areas have complex values for these systems which are difficult for decision-makers to accommodate. Aboriginal Australians are a large and growing proportion of the population and are also significant landowners, yet there is little information about the impacts of potential development scenarios on the welfare of Aboriginal Australians that can be used in benefit–cost analyses. This paper reports the application of a choice experiment to assess the potential impact of development/management strategies for three tropical rivers in Australia, and explores the differences between the preferences of Aboriginal and non-Aboriginal Australians living in the catchment areas. Most respondents preferred healthy river systems that are managed under conservation schemes even if this comes at a private cost. The willingness-to-pay of Aboriginal Australians was significantly higher than that of non-Aboriginal Australians for some river attributes, particularly those related to cultural values. Aboriginal respondents were also indifferent towards the extraction of water for irrigated agriculture while non-Aboriginal respondents preferred moderate rather than large or small scale use. Water markets have featured prominently in the reallocation of water rights to restore freshwater ecosystem health. Incentive-based water rights acquisition and transactions have emerged as a market-oriented policy approach to reallocate water resources from existing uses to enhance the provision, regulation, and sustainability of freshwater ecosystem services. This paper develops a conceptual framework to examine factors enabling and constraining successful policy reform and implementation in market-based environmental water allocation. This analysis distills and extends the findings and lessons of a September 2007 workshop in Brisbane, Australia on environmental water transactions. Two case studies were selected in water stressed basins – the Columbia (U.S.) and Murray-Darling (Australia) Basins – where transactional approaches to environmental water allocation first emerged. The case studies draw upon practitioner perspectives and previous policy and economic analysis in two regions where shared political economic and physical conditions lend a strong analytical basis for comparison. A common set of policy and regulatory reforms has occurred in both cases – albeit in different forms and via distinct paths – to develop three enabling conditions: (1) establishment of rights to and limits on freshwater extraction and alteration; (2) recognition of the environment as a legitimate water use; and (3) authority to transfer existing water rights to an environmental purpose. However, these elements of policy reform are necessary but not sufficient for effective implementation; a second set of driving forces, barriers, and adaptations explains the ability to achieve larger scale ecological outcomes. These conditions include the physical, social and economic factors driving demand for environmental water allocation; administrative procedures, organizational development and institutional capacity to effect transfers; and adaptive mechanisms to overcome legal, cultural, economic, and environmental barriers. The case study analysis suggests that environmental water transactions can play an important role in establishing environmental water allocations, although water markets require ongoing institutional capacity and adaptive governance. The conceptual framework and empirical lessons generated through this cross-case comparison provide the basis for an expanded research agenda to evaluate the design and performance of market-oriented reforms as implementation experience accrues and new programs emerge in diverse ecological and political economic settings. For some environmental assets in rural areas, the landholders who are having the biggest impact are people with small holdings and an emphasis on lifestyle rather than commercial gains from their land. This paper aims to better understand the motivations and likely responses to policy for lifestyle landholders in Australia, in order to assess which policy mechanisms, if any, are likely to be most efficiently used to influence their land management. Through face-to-face interviews, we find that lifestyle landholders have important differences from commercial farmers, including much smaller properties, a stronger interest in environmental outcomes, a lack of land-management skills and a lack of time for land-management activities. From the perspective of environmental policy programs, engaging with lifestyle landholders is likely to involve higher transaction costs, and there are likely to be higher learning and transition costs per unit area. A framework for selection of policy tools is modified to take account of these findings. It is concluded that the prospects for worthwhile public investments in land-use changes by lifestyle landholders are lower than for commercial landholders. [Copyright &y& Elsevier]

This paper examines how traditional farm productivity analysis can be extended to produce a performance measure from the perspective of society. A biophysical model is used to measure inputs from the environment which are combined with conventional marketed inputs to develop an environmentally sensitive Malmquist productivity index to determine social productivity growth. Data Envelopment Analysis (DEA) is used to analyze data collected from selected farms in South-East Australia and includes a measure of leaching and run-off as a proxy measure of the impact the application of fertilizers has on ground and surface water. The results show measured productivity growth increases for some farms and decreases for others when environmental factors are considered. [Copyright &y& Elsevier]

Abstract: Much effort is expended toward planning for conservation, natural resource management and sustainable land use in agricultural landscapes. Although often not explicitly stated, the aims of these efforts are often to restore natural capital for the provision of ecosystem services and stimulate multifunctionality in landscapes. However, the scarcity of resources for, and the potential economic impact of, ameliorative actions that restore natural capital necessitates the identification of cost-effective geographic priorities, or hotspots, which provide multiple ecosystem goods and services. This requires the integrated spatial modelling of multiple environmental and economic processes accompanied by clear goals and performance indicators. Identification of hotspots provides guidance for highly targeted land use change that cost-effectively adds to the stocks of natural capital in a landscape. Additionally, the multifunctionality of the landscape can be increased through the provision of multiple ecosystem goods and services. This paper begins by examining data requirements for identifying geographic hotspots for land use change. This study integrates traditionally disparate landscape-scale biophysical and economic data and models. The elements of natural capital considered here are species and ecosystems, soil and water resources, and the atmosphere. It is demonstrated that locating ameliorative actions towards hotspots will be more cost-effective at restoring natural capital and stimulating landscape multifunctionality than a random targeting approach. We calculate these efficiencies using a small set of indicators for assessing aspects of multifunctionality. Abstract: A central question addressed is whether emerging carbon markets have the potential to provide an economic incentive for private landholders to reforest without recourse to subsidy. A second question is whether bio-sequestration in the Wet Tropics of Queensland is cost-competitive with southern Australia. A third, given that plantations of monocultures also provide carbon sinks, is: are the goals of carbon sequestration and biodiversity mutually exclusive or complementary? Australia intends to meet its Kyoto greenhouse gas emissions target even though it has not ratified the Protocol. While a national system of carbon emission cap and trade does not exist, unilateral action by some states to mandate industry caps has generated a demand for offsets. However, it is the voluntary market for offsets, stimulated by demand by companies and government departments that is most active. The favourable climate and soils of the Wet Tropics Region of north Queensland have enabled the evolution of unique ecosystems. Deforestation of these has been greatly reduced by World Heritage listing of the Wet Tropics. Nevertheless much of the landscape remains fragmented. An official priority is the encouragement of rainforest plantations on private land with the aim of augmenting endangered ecosystems and the habitat of iconic species, but reforestation is heavily subsidised by the Australian government. Using methodology that allows the comparison of uneven streams of costs and benefits, it is found that – at present prices – payments for sequestered carbon defray only a small proportion of costs, providing a level of incentive insufficient to stimulate restoration. Comparative analysis shows that monocultures sequester carbon at a much lower price per tonne. However, despite the relatively high growth rates of monocultures in the region, their cost per tonne of carbon are greater than costs in southern Australia. A decreasing supply of suitable land for bio-sequestration offsets in southern Australia may well force brokers to look to the Wet Tropics. In this event – the economic analysis suggests – land in areas that carried endangered or threatened ecosystems will be devoted to monocultures rather than restored rainforest. The paper highlights the asymmetry between the availability of credits for carbon and of credits for biodiversity and the need for public investment in conservation and restoration. Requiring further investigation is the potential demand for carbon offsets with high biodiversity benefits – so called “boutique abatements” – that could readily be supplied in the Queensland Wet Tropics. Abstract: When a weed invasion is first discovered a decision has to be made on whether to attempt to eradicate it, contain it or do nothing. Ideally, these decisions should be based on a complete benefit-cost analysis, but this is often not possible. A partial analysis, combining knowledge of the rate of spread, seedbank longevity, costs of control and techniques of economic analysis, can assist in making a good decision. This paper presents a decision model to determine when immediate eradication of a weed should be attempted, or more generally whether weed control should be attempted at all. The technique is based on identifying two ‘switching points’: the invasion size at which it is no longer optimal to attempt eradication but where containment may be an option; and the invasion size at which it becomes optimal to apply no form of control at all. The model is applied to a woody perennial weed in a natural environment. The results show that seedbank longevity is the main constraint on the maximum eradicable area and spread rate is the main constraint on the maximum containment area. Stochastic simulations are undertaken to derive probability distributions of costs which are than used to evaluate the effect of budget constraints on areas that can be eradicated. We find that, in the absence of a budget constraint, it may be desirable to eradicate invasions from areas as large as 8000 ha, but when budget constraints typical of those faced by agencies in Australia are introduced, feasible eradicable areas are less than 1000 ha. Abstract: Wik people on Cape York Peninsula in Queensland, Australia, have been granted native title over 18,500 km2 of customary land. This was seen as a coup by Wik people and it appears that they have a relatively unencumbered right to manage a large proportion of this land, including for commercial timber production. However, economists of the private property rights tradition are of the view that the inalienable and communal nature of native title presents an obstacle to economic development in remote indigenous communities that will prevent the land from being managed in an economically and ecologically efficient manner, and preclude the land from realising its full market value. This negative view has risen to prominence in Australia and privatisation of the indigenous land estate is being debated. In this paper, it is argued that privatising Australian native title land will not suddenly provide conditions where indigenous enterprise will flourish, nor will it necessarily maximise resource use efficiency where cultural and ecological values are important. For the Wik and other indigenous Australians, factors such as their low Western education and skill levels, poor health, limited financial resources, complex social environment, the remoteness and low productive capacity of their land, and the high importance of non-pecuniary land management objectives, are more important impediments to economic development than the broad type of property right held over natural resources. Abstract: This paper introduces water accounting as produced by the Australian Bureau of Statistics (ABS). It provides information about the ABS Water Accounts and highlights the many other organisations involved in the provision and use of water related data in Australia. The ABS Water Accounts have built upon previous reports on Australian water resources and the System of Environment and Economic Accounting [UN (United Nations) 2003. A key feature of the Australian environment is that water is relatively scarce when compared with other inhabited continents. Rainfall displays a high level of spatial and temporal variability and droughts are common. In 2004 an Intergovernmental Agreement on a National Water Initiative (NWI) was reached by Australia''s national and eight state and territory governments. The NWI aims to address environmental, economic and social concerns about the current and future state of Australia''s water resources. Abstract: The normative implications of participatory research imply ongoing social learning that ought to lead to personal and institutional transformation. Sustainability science also requires reflexive scientific practice in order to enable the co-generation of solutions that take account of uncertainty and multiple forms of knowledge. However, there is little published peer-reviewed material on how to assess to what degree the rhetoric regarding the benefits of participatory research are achieved in practice, particularly with regard to participatory research for sustainability. This paper outlines how linking the rationales for participatory research and for sustainability science to the principles of evaluation can deliver a conceptually coherent evaluation framework for assessment. The approach for evaluating participatory research in this context consists of framing the evaluation, i.e., setting boundaries on the subject within its social, political, environmental and institutional context and selecting appropriate criteria, methods and data sources. The application of the framework, using a summative evaluation of participatory research for sustainability in north-east Australia, illustrates its strengths and weaknesses, concluding with a consideration of its applicability to further participatory sustainability science. Abstract: This paper presents a framework for constructing multi-attributed indices to measure welfare derived by a region''s citizenry from environmental resources. The framework provides a procedure for integrated regional accounting. The process of index construction is based on stakeholder consultation combined with multi-attribute utility theory (MAUT). It is illustrated by developing a water service index for the Great Barrier Reef (GBR) region in Queensland, Australia. This involved a survey of 901 visitors and residents. The index shows how scientific information can be merged with societal preferences for competing water services to attain an overall measure of performance. Results report regional welfare resulting from alternative policy scenarios and the impact of individual indicators on whole-of-system performance. Regional welfare was found to be strongly influenced by instream heavy metal concentrations, coral cover and sediment exports. The process for index construction developed here could be applied for a multitude of environmental issues. It can provide a single unifying measure of performance when an environmental resource delivers numerous services measured in multiple monetary and non-monetary units. [Copyright &y& Elsevier]

This paper presents a policy framework aimed at sustainability in Australia''s wood-based industry. It commences with a historical overview to illuminate how culture and environment combined to fast-track Australia''s plantation establishment. This maturing estate is now generating new choices about meeting wood needs and the future for native forests. The essence of the forest problem lies in the nature of commodity production where cost reduction, essential for the firm''s survival, comes at the expense of native forest ecological integrity. The framework explicitly includes Australia''s plantation wood resource that, by definition, is excluded from the ‘multiple use’ approach to managing native forests for wood production. Three systems are identified—native forests as self-regenerating ecosystems, wood production systems to meet human material needs and rural socio-economic systems—and a dual strategy developed to enhance their persistence capacity. This strategy combines shifting commodity wood production from native forests to plantations and adding value by domestic processing. The strategy works in a complementary way across the three systems, meaning that trade-off is avoided at this level. Native forest ecosystems cease to be threatened by the intensification pressures inherent in commodity production and relatively labour-intensive wood products manufacturers enhance their competitiveness by processing agriculturally grown wood. A highly integrated regional industry can enhance the economic viability of wood growing that helps buffer agricultural land against the price-cost squeeze of commodity production. The policy framework may not be economically efficient if, after removing government subsidies and props to the older and less competitive native forest based sector, further measures are required to stimulate investment in plantation processing. Under these conditions, a specific wood industry policy can be argued on environment grounds. Trade-off is between market interventionist industry policy and general economic efficiency—fundamentally different to the native forest conservation versus industry trade-off commonly understood.
