The demand for hydropower production, as a prominent sustainable development strategy, has created a boom in the number of planned hydropower projects, especially small ones. These projects are mainly located in post-socialist transition and developing countries. However, emerging evidence suggests that most of the projects remain on paper. One reason for this is prevalent corruption. In the literature, corruption has been identified in megaprojects but a significant number of hydropower projects are smaller in size. This leaves a literature gap and a subsequent lack of understanding regarding corruption and its potential connection to the absence of hydropower construction. We argue that it also creates a 'safe space' for corrupt actors who use the sector for personal gain. In this paper, we address this nexus of unfinished hydropower projects, sustainable development in transition countries, corruption, and lack of scholarly attention by presenting empirical evidence from Bosnia and Herzegovina. We highlight that sustainability goals associated with hydropower might be distorted, especially in transition countries as they are intermingled with hydropower projects that are embedded in complex bureaucratic structures. Women face severe gender-specific constraints and have minimal part in the farm decision-making systems in sub-Saharan Africa. This leads to additional barriers in the adoption of climate-smart agriculture (CSA) technologies. This paper contributes to the gender debate by focusing on intra-household gender dynamics that influence the adaptive capacities of small-holder farmers. Using a multi-country approach, and considering Ethiopia, Malawi, South Africa, and Tanzania as case studies, an endogenous-switching poisson regression model was conducted to (i) assess factors influencing the probability of women's engagement in agricultural technology decision-making; (ii) ascertain the effect of women's participation in farm decision-making on climate-smart agriculture adoption. The findings indicate a degree of complexity in women's roles within their communities and family contexts. While in Malawi women participating in the farm decision-making process positively affects CSA adoption, in the other countries their role remains marginal or negatively related with farm sustainability. Such women's empowerment is indeed influenced by the existence of social, regulatory, and cultural elements that uniquely define the considered countries. Context-specific policies that prioritize rural-women, youths, and other marginalized groups can enhance CSA adoption and thereby contribute to the Sustainable Development Goals such as gender equality, climate action and zero hunger in developing contexts. The EU has committed to make Europe the first climate-neutral continent by 2050. Reaching this objective requires massive changes in the region. The biggest challenge is that the green transition happens without sacrificing economic progress and guaranteeing justice and inclusiveness. This pledge implies that every country be capable of addressing the trade-offs between targets while remaining committed towards the common decarbonisation goal. Our paper analyses the success with which countries are carrying out the energy transition. We propose an enhanced hyperbolic distance function and a stochastic frontier analysis approach to model the joint attainment of economic development, environmental sustainability, and energy equity. We apply our model to an unbalanced panel dataset of 29 European countries for the period 2005–2018. Our estimates show that the average performance of the economies has improved over time. The results also highlight the pivotal role of a sustainable economic development with clean energies for both slashing CO 2 emissions and fostering energy equity. Moreover, we find convergence in countries' performance, being this convergence slightly higher for the EU-15 countries compared to the rest. Finally, we show that a higher share of renewable energy sources helps countries that are lagging behind to reach their optimal performance level. [ABSTRACT FROM AUTHOR]

Abstract Regenerative eco-innovation , demanding radical and architectural change to restore, renew and revitalise the natural system, is arguably the most important type of eco-innovation to address the pressing challenges of sustainable development. The aim of this paper is to explore the role of the regulatory framework and wider contextual conditions in facilitating or hindering regenerative eco-innovations. This is especially relevant for the built environment, a sector that is highly regulated and where rates of innovation are typically slow. We combined a review of relevant archival material with an interview programme involving key stakeholders from the UK's built environment sector. We contribute to the literature by extending and elaborating our understanding of regenerative eco-innovation in two ways. First, we extend the literature on regulation and eco-innovation by exploring what constitutes high quality regulation in the context of regenerative development. Second, we elaborate on how regenerative eco-innovations are facilitated or hindered by wider contextual conditions. Our paper also has practical utility. More understanding of how effective regulation can support regenerative eco-innovations, and of how the wider contextual conditions facilitate or hinder regenerative eco-innovations, allows industry and government to respond better to the urgent global challenge of closing material cycles. Abstract This paper aims firstly to provide a conceptual overview on the two main objectives that should be addressed when modifying international environmental law and subordinated law in a more sustainable direction in the sense of Ecological Economics. This first aim is addressed based on ongoing research on '3-D Sustainability', a concept providing decision-making support for priority setting between environmental, social and economic dimensions within sustainable development. The two main objectives identified within this aim are to stay by means of international environmental law within the ecologically sustainable scale and to legally define flexible trade-off mechanisms, which better deal with conflicts of interests among the three sustainability dimensions. Secondly, the paper strives to identify ways to further strengthen the application of the existing international law in this respect. Thus, several innovative mechanisms within international law are identified that overcome current implementation and enforcement deadlocks, without necessarily changing the existing law, in order to serve a sustainable development in the sense of Ecological Economics. Abstract Market-based instruments (MBIs) have proliferated to address environmental degradation outside Protected Areas (PAs). Coffee plantations have been one of the most active spaces for MBIs through third-party certifications. In the certification context, the logic of extrinsic motivators is explicitly used to incentivise coffee growers in the short-term to adopt environmentally sustainable and socially responsible production, including maintaining native tree species on plantations. Coffee growers that qualify with the environmental and social standards are audited, certified and eligible to the incentive. However, there is little empirical evidence on what encourages people to adopt and maintain an ecologically compatible lifestyle. This paper attempts to question the assumption regarding the importance of extrinsic catalysts as a motivation for changes in land management strategies. We test this hypothesis in the Indian context, where the history of direct payments for conservation has been very limited. Our work finally ask the question: have conservation programmes that use direct payments ignored intrinsic motivations in their programme design? The empirical findings presented in this paper contribute to a better understanding of the range of psychological, behavioral and social factors that drive these land-use and land management decisions and explicitly engage with debates on crowding-in and crowding-out in conservation. Abstract Against the background of an often wasteful use of natural resources, the European Union has made resource efficiency a top policy priority. Policy formulation is, however, at a very early stage in many Member States, with often vague notions of what resource efficiency means, characterised by fragmented instruments and overlapping competencies. This paper develops a conceptual framework for defining, assessing and developing resource efficiency policy mixes. It argues that a mix of policies and instruments is best suited to overcoming the complex challenges of the 21st Century. Such a mix addresses multiple resource domains at a strategic, high level and contains interacting instruments targeting multiple actors, levels of governance and sectors and life-cycle stages of resource use. This paper looks at criteria for effective resource efficiency policy instruments, presents both an indicative policy mix across 9 policy domains and case studies (on environmental harmful subsidies, supply chain efficiency in food systems and product-service systems) and identifies key challenges to overcome trade-offs in instrument design, maximise synergies, reduce conflicts, promote coherence, coordinate activities and move from theory to practice. Abstract Transdisciplinary research has been introduced as an approach to integrate different bodies of knowledge to learn and to develop solutions towards socio-ecological transformations. In these concepts, broad stakeholder involvement is intended to promote knowledge integration, consensus formation and activation of local actors to initiate and advance learning and change processes. In doing so, however, transdisciplinary processes enter societal battlegrounds and meet conflicting interest and knowledge claims. Thus, building on the discussion on transdisciplinarity in the context of sustainability-related research, the paper seeks to understand when and why which types of conflicts emerge in sustainability-related transdisciplinary research, how they affect knowledge integration, and how they can be resolved. It develops a categorization of conflicts including differing values, conflicting interests, dissimilar claims of legitimacy, and diverse knowledge claims. They are applied empirically in the analysis of a project on regional adaptation to climate change in Northwestern Germany. It studies processes and outcomes with regard to the societal impact of the project and discusses experiences of conflicts and relevant solutions. The paper finds that societally relevant transdisciplinary research processes need to be prepared for conflict resolution and overcoming resistance and blockages in cases when consensus formation and mutual agreement is not attainable. This paper proposes a probabilistic model for assessing corporate sustainability performance. The need for probabilistic approaches to sustainability measurement is on the rise. Existing approaches to measuring strong sustainability, which emphasize the non-substitutability of resources, overwhelmingly focus on the national- or regional-levels. Few “strong” sustainability models explicitly address performance at the company level. The model proposed in this paper is also unique in that it addresses situations where the variables used to measure performance are dependent on one another. Existing approaches focus on independent variables. The model is provided in a generalized form and offers a straightforward approach to assessing the sustainability performance of corporations. The aim of this paper is to introduce an urban planning methodology which enables planners to select projects, which fit the main goal of the city and develop a resilient strategy structure, based on the selected projects. The planning process is demonstrated by the development of a resilient city strategy – in this case, by the city of Pécs. The main goal of a city (in the case of Pécs: to become a sustainable city) determines policy directives and the functional areas involved, whilst the strategic goals and sub-goals of the functional areas influence projects. These projects generate impact flows, which provide the basic data for Ecological Network Analysis to measure the basic resilience of the strategy structure. It is known from ecological systems that neither totally redundant nor highly efficient systems are sufficiently resilient. ENA allows an optimisation procedure to be undertaken. As a result, a complex iterative model is devised, suitable to elaborate a resilient strategy structure. This paper shows that efforts to achieve sustainability can be used to organize resilient structures. The circular economy (CE) is regarded as a new concept to promote sustainable development issues by improving economic, environmental and social goals. Essentially, the key idea of the CE is to assist modern economies to shift from linear economic thinking to a circular one in order to ensure that components of products could have a second use in new products and services. The majority of the relevant literature has focused on the relationship between CE principles and firms. However, to achieve CE principles, data and information from the macro level is also required; something which is currently under examined by the literature. Consequently, a significant gap in this field is the explanation of how the CE affects the macro economy and vice versa. To fill this gap, this paper aims to examine the relationship between a macro-level Circularity Rate and various macroeconomic variables across a sample of 28 European countries employing panel data. The findings suggest a robustly positive relationship between real GDP and the circularity rate over the long-run while higher environmental taxes are associated with an increase in the Circularity Rate. The paper introduces the methodology of partially ordered sets to evaluate sustainable human development indicators. It shows its importance to the integration of human and environmental indicators, clarifying the limitations of composite indicators and emphasising the need to move towards higher levels of conceptual consistency and solid informational pluralism, incorporating richer social and environmental spaces towards an analytical structure that avoids subjective, arbitrary and potential obscure choices of variables in the analysis of sustainable human development. The paper uses Hasse diagrams and sensitivity analyses to evaluate the evidence offered by the new pressure-adjusted human development index (PHDI). The transition to a circular economy is often presented as a straightforward, neutral and apolitical process, characterised by an implicit techno-optimistic and eco-modernist stance. However, in their recent paper on 'circular futures', Bauwens et al. (2020) illustrate that the circular economy is best understood as an umbrella term that might come to define very contrasting visions of sustainable development. Despite this, there continues to be a lack of discussion about the basic assumptions regarding social and economic structures on which the circular economy should be based, with research predominantly focusing on technical and practical questions. Therefore, in this conceptual paper, we assess the a priori compatibility of different plausible configurations of the circular economy with the principal theories of value found in mainstream and heterodox economics. We argue that these futures are themselves value articulating institutions that implicitly adhere to a theory of value even if this is not recognised. Moreover, given that theories of value go to the heart of how economies and societies function and reproduce themselves, we argue that circular economy research should recognise the importance of value and acknowledge how value theory might enable or contradict the visions of sustainable development articulated. • Circular economy literature lacks grounding in economic theory. • The compatibility of different circular futures and theories of value is examined. • Futures are value articulating institutions implicitly adhering to a theory of value. • Theories of value can help articulate more ambitious CE visions. Income distribution and environmental degradation represent two of the most important goals in the SDGs (Sustainable Development Goals). However, the linkage between income inequality and carbon emissions remains controversial. Relying on a large set of cross-country panel data (217 countries from 1960 to the latest), this paper contributes to the literature by using the instrumental variable approach to estimate the causal impact of income inequality on carbon emissions and exploring the underlying transmission mechanisms. Our modelling results indicate that there is a trade-off between income inequality and CO 2 emissions. And the underlying mechanisms include (1) diminishing marginal propensity to emit (DMPE) coupled with the economic law of diminishing marginal propensity to consume (DMPC); (2) high income inequality induces increases in R&D expenditure, leading to reductions in CO 2 emissions; (3) political freedom does not significantly affect the relationship between income inequality and CO 2 emissions. • This paper estimates the impact of income inequality on carbon emissions and exploring the underlying transmission mechanisms, relying on panel data across 217 countries from 1960 to the latest. • Baseline and IV estimation results suggest that there is a trade-off between income inequality and CO 2 emissions. • Political freedom does not significantly affect the relationship between income inequality and CO 2 emissions. • Rising shares of low-income groups lead to higher CO 2 emissions while rising shares of high-income groups contribute to lower CO 2 emissions. • Rising income inequality can decrease energy consumption and increase R&D expenditure, which in turn help to decrease CO 2 emissions. Consumers have the power to contribute to creating a more sustainable future by subscribing to green electricity tariffs. In order to reach consumers ‘beyond the eco-niche’, identifying the drivers that positively influence the adoption of green electricity is of fundamental importance. This paper examines various factors that help to explain the extent to which green electricity subscribers differ from those that display strong preferences towards green electricity but have not yet ‘walked the talk’. By making use of a latent class segmentation analysis based on choice-based conjoint data, this paper identifies three groups of potential green electricity adopters with varying degrees of preference for renewable energy. Findings indicate that socio-demographic factors play a marginal role in explaining the differences between green electricity subscribers and potential adopters, with the exception that actual adopters tend to be better educated. Analysis of psychographic and behavioral features reveals that adopters tend to perceive consumer effectiveness to be higher, place more trust in science, tend to estimate lower prices for green electricity tariffs, are willing to pay significantly more for other eco-friendly products and are more likely to have recently changed their electricity contract than non-adopters. Avoiding whinges from various and potentially conflicting stakeholders is a major challenge for sustainable development and for the identification of sustainability scenarios or policies for biodiversity and ecosystem services. It turns out that independently complying with whinge thresholds and constraints of these stakeholders is not sufficient because dynamic ecological-economic interactions and uncertainties occur. Thus more demanding no whinge standards are needed. In this paper, we first argue that these new boundaries can be endogenously exhibited with the mathematical concepts of viability kernel and viable controls. Second, it is shown how these no whinge kernels have components, such as harvesting of resources, that should remain within safe corridor while some other components, in particular biodiversity, have only lower conservation limits. Thus, using radar charts, we show how this no whinge kernels can take the shape of a tree that we name viability tree. These trees of viability capture the idea that the unbounded renewal potential of biodiversity combined with a bounded use of the different ecosystem services are crucial ingredients for the sustainability of socio-ecosystems and the design of no whinge policies reconciling the different stakeholders involved. Abstract: Proper understanding of the determinants of household CO2 emissions is essential for a shift to sustainable lifestyles. This paper explores the impacts of date of birth and income on household CO2 emissions in France and in the USA. Direct CO2 emissions of French and American households are computed from consumer budget surveys, over the 1980–2000 time period. Age Period Cohort estimators are used to isolate the generational effect on CO2 emissions — i.e. the specific effect of date of birth, independent of the age, the year and other control variables. The paper shows that French 1935–55 cohorts have a stronger tendency to emit CO2 than their predecessors and followers. The generational effect is explained by the fact that over their lifespan, French baby boomers are better off than other generations and live in energy and carbon inefficient dwellings. In the USA, the absence of a generational effect on CO2 emissions can be explained by the fact that intergenerational income inequalities are weaker than in France. Persistence of the generational effect once income and housing type is controlled for in France can be explained by the difficulty for French 1935–55 cohorts to adapt to sober energy consumption patterns. Abstract: Degrowth theorists and practitioners have challenged the economic growth paradigm and sought for economic, cultural and political alternatives that would respect the planetary boundaries. Their strategy has generally been to either reject the formal market system as a whole and experiment with alternative practices outside markets or suggest changes in the policies that regulate markets. They have paid less attention to potential changes in market cultures. This paper seeks to foster the cultural transformation of current market–nature relations while retaining the radical core of degrowth. The paper presents an investigative practice that was found in an ethnographic study of an evolving forest-based market in Finland. The practice seems to have the potential to disrupt habitual ways of approaching nature and of turning it into exchangeable and consumable objects. According to practice theory, this kind of disruption creates space for emerging alternatives to the dominant practices. In this sense, the investigative practice works similarly to an environmental shock, without the harmful material effects. Abstract: This paper introduces a holistic approach to the study of sustainable development of global product chains. We first present a number of perspectives on this topic from disciplines such as economic geography, management science, sociology and environmental sciences. Each of these approaches brings in a specific focus: the consequences of geographical dispersion of economic activities, measurement of ecological and social impact, managing sustainability in supply chains, and power asymmetry among economic actors. Until now, these disciplinary research lines have remained unconnected. We argue that ecological economics provides a promising background for a more holistic conceptualization. To this end, we formulate five basic questions that serve to advance the study of sustainability throughout the product chain by connecting the foci of the identified scientific disciplines. Abstract: This paper seeks to apply a number of biophysical sustainability metrics to an Irish city-region in order to evaluate the effect of methodological pluralism when measuring urban sustainability and to determine the outcome of using more than one method when measuring the sustainability of the same system boundary at a city-region level. It is concluded that a ‘toolkit’ approach can be useful in highlighting commonalities and differences between different metrics as well as capturing some of the deficiencies inherent in using a single biophysical metric. In addition, this paper develops an approach to measuring energy metabolism by outlining and applying the ‘energy flow metabolism ratio analysis’ methodology, which is used to measure the ratio of greenhouse gas (GHG) emissions as a function of energy material inputs. During almost 20 years of political debate on the nature of Payments for Ecosystem Services (PES), these schemes have been characterized mostly as a non-market approach, even though attempts to transform them into market instruments has persistently recurred in these debates. One notable example is the materialization of Reducing Emissions from Deforestation and Forest Degradation (REDD+) in Brazil, where a sustainable development discourse dominates national forest governance at the expense of a carbon commodification discourse. This research paper adopts a Foucauldian approach to plot the epistemological foundations of the market logics that still influence REDD+ institutionalization in Brazil to a large extent and thereby reproduce what we define as a ruptured dependence on nature. More specifically, we recognize ruptured dependence in the three building blocks of market instruments, namely singularization, monetary valuation and appropriation. Our analysis shows that REDD+ institutions have retained the singularization and monetary valuation of emission reductions, even though the appropriation processes have rejected the possibility of exchange and instead emphasized the national ownership of emission reductions. However, appropriation remains a highly politicized process that is sensitive to criticism and open to calls for alternative approaches that are closer to ruptured dependence. [ABSTRACT FROM AUTHOR]

The Sustainable Development Goals (SDGs) are a universal call to action to end poverty and protect the environment. The Government of Guatemala is prioritizing the SDGs it will focus on and defining lines of action to achieve them. In this paper, we apply the Integrated Economic-Environmental Modelling (IEEM) Platform for Guatemala to evaluate the economic, wealth and environmental impacts of strategies to achieve the second SDG of zero hunger and the sixth SDG of clean water and sanitation. The analytical power of the IEEM approach is driven by its integration of the first international standard for environmental statistics, the System of Environmental-Economic Accounting introduced in an earlier edition of this journal. This integration enables the evaluation of policy alternatives from economic, wealth and environmental perspectives which is essential given the integrated nature of the SDGs. We find that significant additional investment in agricultural productivity and water and sanitation would be required to meet these SDG targets and that the overall pace of economic growth is critical. IEEM applied to the SDGs lends transparency and structure to the prioritization and agenda setting process of the policy cycle and highlights the importance of allocating adequate resources in multi-year budgets if targets are to be met. IEEM can shed light on the need for complementary policies to reconcile lines of action that can make progress toward one SDG while inadvertently moving away from another SDG, as well as identify potential win-wins, where one line of action can make progress toward multiple SDGs simultaneously. • We apply the Integrated Economic-Environmental Modelling Platform to evaluate strategies to achieve the SDGs in Guatemala. • IEEM derives its analytical power from integration of the first international standard for environmental-economic accounting. • Focusing on the 2nd and 6th SDGs, Government strategies fall short to double agricultural output (41% gap) and income (83%). • Nonetheless, over 2.4 million individuals would be lifted out of poverty by 2030. • IEEM proved to effective in shedding light on synergies, trade-offs and the need for complementary policies. Abstract In order to devise scientific and sustainable development strategy, it is vital to assess the quality of economic growth. As a useful complement to traditional economic indicators, GPI's most reputed virtue is its great improvement in evaluating environmental and social costs. In this paper we estimate the GPI for all 31 provinces in mainland China from 1997 to 2016. GPI estimation is highly sensitive to income inequality, climate change damage, and depletion of non-renewables. We address contestable methodological assumptions associated with the three items which have been usually ignored in empirical studies. We use the Atkinson index in place of the Gini index as a measure of income inequality. We avoid the problematic duplicated counting of climate change damage and the unjustified cost escalation factor in depletion of non-renewables. Our results show that: first, GPI per capita has recently declined in some provinces, unveiling a threat to social welfare and sustainability; second, the "relative threshold effect"—the progress of social welfare promotion is slower than the expansion of economic scale—has been found in many provinces; third, resource consumption and environmental pollution, especially water pollution and carbon emissions, would generate substantial welfare losses. Abstract In this paper we explore how paying a living wage in global supply chains might affect employment and carbon emissions: Sustainable Development Goals 8 and 13. Previous work has advocated using wage increases for poorer workers to increase prices for wealthier consumers, thereby reducing consumption and associated environmental damage. However, the likely effects of such an approach remain unclear. Using an input-output framework extended with income and demand elasticities, we estimate the employment and carbon effects of paying a living wage to Brazilian, Russian, Indian and Chinese (BRIC) workers in the Western European clothing supply chain. We find negligible effects on carbon emissions but a substantial increase in BRIC employment under 3 scenarios of consumer behaviour. Changes in Western European consumption lead to small decreases in global carbon emissions and BRIC employment. However, the increase in BRIC wages increases demand in BRIC. This increased demand increases production which largely cancels out the carbon savings and generates net increases in BRIC employment. We conclude by arguing that paying higher wages in global supply chains represents a good but not sufficient step toward achieving the Sustainable Development Goals. [ABSTRACT FROM AUTHOR]

Abstract The paper offers a review of selected topics in the empirical literature on structural change and sustainability. We focus on aspects of structural change that directly affect emissions and energy intensity: changes of the sectoral composition of economies, trade and international fragmentation of production, technological change and innovation, and demand. We identify several empirical facts. First, only a few countries have experienced a decoupling between growth and emissions, due to proportionately faster growth rather than greater energy efficiency. Second, the long-term shift from manufacturing to services has not led, in all cases, to the de-materialisation of economies and a lower environmental burden. Exploitation of energy efficiency increases depends on the ability of the service sectors to incorporate technical changes to reduce energy intensity. Third, global trade and energy and emissions intensity trends support the 'pollution haven' hypothesis, which predicts displacement of the environmental burden from developed to emerging countries. The pursuit by developing countries of a long-term strategy of 'trading jobs for emissions' is likely to exacerbate the asymmetry related to emissions intensities between developed and less developed economies. Russia has experienced twenty years of economic and social change, which had a substantial impact on the regional and sectoral patterns of the development of its economy, infrastructure, the quality of the environment and the well-being of its people. The current economic revival offers new opportunities and presents new challenges for the sustainable development of Russia. The paper employs the UN Sustainable Development framework of indicators and assesses sustainability of Russia using multi-criteria evaluation methods, namely the uncertainty randomization multi-criteria evaluation method “Analysis and Synthesis of Parameters under Information Deficiency” (ASPID). The analysis covers economic, environmental and social trends in Russia's development in 1985–2008 and assesses sustainability of this development from the point of view of multiple criteria. The results show the potential of employment of multi-criteria methods for the sustainability assessment at the macro level and offer useful insights into multidimensional nature of sustainability and the role of priority setting in the evaluation process. Such an analysis reveals the degree of harmoniousness of sustainable development policy. It shows how different sets of priorities determine the outcome of multidimensional analysis of sustainability and could potentially help in assessing progress and designing new policy instruments. Abstract Latin America and the Caribbean (LAC) faces a $110 billion-dollar annual gap in financing for climate change. This paper shows that development banks operating in the Americas are falling far short of playing the key role they need to assume in filling these gaps. According to our estimates, development banks provide just $7 billion per year in terms of green finance in general, and climate finance in particular is just $4.4 billion per year. A corresponding econometric analysis shows green financial flows tend to go to countries with higher human development scores and left of center governments, and derive from development banks where the majority of the shareholder governments have strong environmental performance in their home country. Strategic niche management and transition management have been promoted as useful avenues to pursue in order to achieve both specific product or process changes and system transformation by focusing on technology development through evolutionary and co-evolutionary processes, guided by government and relevant stakeholders. However, these processes are acknowledged to require decades to achieve their intended changes, a timeframe that is too long to adequately address many of the environmental and social issues many industrialized and industrializing nations are facing. An approach that involves incumbents and does not consider targets that look beyond reasonably foreseeable technology is likely to advance a model where incumbents evolve rather than being replaced or displaced . On the other hand, approaches that focus on creating new entrants could nurture niche development or deployment of disruptive technologies, but those technologies may only be marginally better than the technologies they replace. Either approach may take a long time to achieve their goals. Sustainable development requires both radical disruptive technological and institutional changes, the latter including stringent regulation, the integration of disparate goals, and changes in incentives to enable new voices to contribute to new systems and solutions. Forest-related legal questions appear often interwoven with complicated networks of numerous other themes at several geographical levels. This paper introduces a new analytic tool based on 3-D Sustainability to restructure complex question bundles from policy practice to ease and support practical legal solution prioritization. This approach is applied to the enviro-socio-economic context of forests and their multifunctional use in Japan. First it is shown how the initial problem formulations from practice listed in a table are addressed by the different categories of 3-D Sustainability. Then it is presented how the order of the initial problem formulation was in the table reshaped based on this approach and also which problems were combined for a common search of solutions. In conclusion, the new analytic tool proofed to be applicable also in practice and provided already appropriate support to gain first ideas of solutions including legal ones and their preliminary prioritization, although the work is further in progress. The tool represents a rather simple but effective methodological option to structure complex question bundles and prioritizing solutions also for further legal measures, not only limited to issues of forests or geographically restricted to Japan, and appears to be widely applicable and definitely replicable. Growing globalisation and climate change are challenging the sustainability of our societies. It is now clear that climate change and its devastating impacts cannot be resolved by new technology or governance alone. They require a broader, cultural shift. As a result, the role of human beings' ‘inner dimensions’ and related transformations is attracting increased attention from researchers. Recent advances in neuroscience suggest for instance that mindfulness can open new pathways towards sustainability. However, the role of mindfulness in climate adaptation has been largely ignored. This paper is the first exploratory empirical investigation into linking individuals' intrinsic mindfulness (as opposed to outside mindfulness interventions) to pro- and reactive climate adaptation. Based on a survey of citizens at risk from severe climate events, we explore if, and how individual mindfulness is correlated with climate adaptation at different scales. The results show that individual mindfulness coincides with higher motivation to take climate adaptation actions or to support them, especially actions that are ‘other-focused’ or support pro-environmental behaviour. Mindfulness may also corroborate the acknowledgement of climate change and associated risk perception, and it may steer people away from fatalistic attitudes. At the core of this paper lays the notion that a systematic analysis of material flow accounts enables us to discuss the sustainability of an economic model. Ecuador is going through a socio-ecological transition from an agrarian towards an industrial regime, based on the use of nonrenewable sources of materials and energy. Direct material flow indicators are used in this article to analyze the ecological dimension of the economy of Ecuador during 1970–2007. This approach enables the concept of societal metabolism to become operative. The paper compares societal metabolic profiles showing that per capita use of materials is still at about one-fifth of the average in the high income countries of the world. Physical flows of trade indicate that there is an ecologically unequal exchange. Whereas a positive trade balance is desirable from an economic policy, its counterpart in physical units has been a persistent net outflow of material resources, the extraction of which causes environmental impacts and social conflicts. This paper argues that GDP growth in both developed and developing countries has associated costs that can outweigh the benefits and thus reduce sustainable well-being. This conclusion is based upon the findings of empirical applications of the Genuine Progress Indicator (GPI) to a range of countries in the Asia-Pacific region. The studies conducted on seven Asia-Pacific countries indicate that, in the case of five of the seven nations, more recent GDP growth has reduced the sustainable well-being experienced by the average citizen residing within them. Moreover, the threshold point at which the costs of GDP growth outweigh the benefits appears to be contracting (i.e., occurring at a much lower per capita level of GDP). This paper therefore introduces a new contracting threshold hypothesis: as the economies of the Asia-Pacific region and the world collectively expand in a globalised economic environment, there is a contraction over time in the threshold level of per capita GDP. As a consequence, the threshold point confronting growth late-comers (i.e., developing countries) occurs at a much lower level of sustainable welfare than what wealthy nations currently enjoy. The maintenance of climatic conditions that support biotic integrity and human life is a critical aspect of sustainable development. Serious instability in global economic and environmental spheres calls for an intensive search for new paradigms guiding human understanding, motivation and action. This two-part paper examines how central Buddhist world views and themes can contribute to effectively addressing climate change and other sustainability problems confronting consumer economies. Environmental, economic, ethical and cosmological dimensions of Buddhism are presented as a logical and practical basis for reducing the climate change pressures deriving from prevailing global modes of production and consumption. This first paper presents an analytical framework and philosophical base for understanding the causes and refining the goals behind human and societal endeavor. This frames the relevant adaptive responses outlined in the concluding paper. The paper begins by developing an innovative systems framework for analyzing major environmental problems such as climate change. Building on this framework, we then examine Buddhist insights into the fundamental nature of the behavior and driving forces that generate climate change. The model not only provides an improved basis for human–environmental analysis in general, but is applied to demonstrate and specify how the Buddhist world view could be operationalized to tackle anthropogenic climate change — the task is undertaken in second paper. Buddhist notions of interconnectedness, dependent origination, and mindful consumption and production can help explain and reshape human motives and actions for climate and other forms of environmental sustainability. The evidence of impending and serious climate and other consequences of an expanding world economy based on fossil carbon energy continues to accumulate. This two-part paper examines the potential contribution of the world view and insights of Buddhism to this search. It presents both a conceptual and practical case that Buddhism can help shape and move towards an alternative and effective paradigmatic basis for sustainable economies — one capable of bringing about and maintaining genuine, high welfare levels across the world''s societies. The first paper outlined a comprehensive analytical framework to identify the fundamental nature of anthropogenic climate change. Based on the integration of two of the most influential environmental analysis tools of recent decades (the DPSIR model and IPAT equation), the framework was then broadened to facilitate ideas from the Buddhist world view by injecting two key missing aspects — the interrelated role of (1) beliefs and values (on goals and behavior) and (2) the nature of well-being or human happiness. Finally, the principal linkages between this climate change analysis framework and Buddhism were explored. In this concluding paper, the systems framework is used to demonstrate how Buddhist and related world views can feed into appropriate and effective responses to the impending challenges of climate change. This is undertaken by systematically presenting a specific, if indicative, list of relevant strategies informed by the understanding of interconnectedness and other basic principles about the nature of reality and human well-being as proposed in Buddhism. This paper looks at the compatibility between technological improvements at the micro-level and sustainability at the macro-level. The two main approaches to prevent environmental degradation are technological improvement and economic degrowth. How do we establish the sustainability of technological options? LCA-type analysis of the technology system, combined with economic cost analysis, offers a first integrated eco-efficiency score. However, such a technology analysis focuses on micro-level technology relations only, is usually too optimistic and ignores other constraints implied in a choice. Fitting more comprehensive knowledge into the sustainability evaluation of options requires a unifying systematic framework, which is worked out in the present paper as a ten-step procedure. The integrative framework for empirical analysis is ultimately a comparative-static systems analysis at macro-level, not in a deterministic dynamic mode, which is impossible, but as a knowledge-fed scenario analysis. The analysis shows the change in society''s overall eco-efficiency, combining total value creation with total environmental impacts. Possible domains of application include not only technology choices like those in eco-innovation, including changed consumption styles and volumes, but also changes in policies regarding technologies and markets, whether direct policy shifts or indirect changes through institutional adaptations. Ultimately, such a framework also allows culturally framed questions about the type of society we would like to live in, to be analysed in terms of their economic and environmental consequences. In the past decade, numerous indicators and indicator sets for sustainable agriculture and sustainable land management have been proposed. In addition to their interest in comparing different management systems on an indicator by indicator basis, land managers are often interested in comparing individual indicators against a threshold, or, in order to study trade-offs, against each other. To this end it is necessary to (1) transform the original indicators into a comparable format, and (2) score these transformed indicators against a sustainability function. This paper introduces an evaluation method for land-use-related impact indicators, which was designed to accomplish these tasks. It is the second of a series of two papers, and as such it links into a larger framework for sustainability assessment of land use systems. The evaluation scheme introduced here comprises (1) a standardisation procedure, which aims at making different indicators comparable. In this procedure indicators are first normalised, by referencing them to the total impact they contribute towards, and then they are corrected by a factor describing the severity of this total impact in terms of exceeding a threshold. The procedure borrows conceptually from Life Cycle Assessment (LCA) Impact Analysis methodology; (2) a valuation procedure, which judges the individual standardised indicators with regard to sustainability. This methodology is then tested on an indicator set for the environmental impact of a spinach production system in Northwest Germany. The method highlights mineral resource consumption, greenhouse gas emission, eutrophication and impacts on soil quality as the most important environmental effects of the studied system. We then explore the effect of introducing weighting factors, reflecting the differing societal perception of diverse environmental issues. Two different sets of weighting factors are used. The influence of weighting is, however, small compared to that of the standardisation procedure introduced earlier. Finally, we explore the propagation of uncertainty (defined as a variable''s 95% confidence limits) throughout the standardisation procedure using a stochastic simulation approach. Abstract: The present paper traces the operational conditions governing the sustainable use of water in cities. Towards this objective, the paper first proposes a new comprehensive definition for the sustainable use of water. Next, efficiency in use is proposed as a fundamental instrument in achieving sustainability, in spite of prevailing opinions maintaining that sustainability and efficiency aim at different and probably conflicting objectives. In this light, several pricing modes that inhibit efficiency are examined and their effects are defined. In this context, egalitarian pricing which, nevertheless, prevents efficiency, is also systematically evaluated until it is ascertained that it does not serve social equity in the use of water, in the long run. All the more, the present paper advocates that certain egalitarian pricing systems such as the increasing block rates – most prevalent at this time – may have the reverse effect than the one intended and hence, in the long run, impose negative impacts on the welfare of low incomes. As a result, full-cost prices are proposed as a necessary instrument for the sustainable use of water; an instrument that promotes social equity in the long run. Abstract: Sustainable consumption demands the ability to understand the patterns of resource consumption associated with changing lifestyles. This paper explores changes in resource consumption patterns in the UK between 1968 and 2000. Using an environmental input–output model, the paper tracks the fossil resource requirements attributable to 8 high-level functional purposes and finds that overall fossil resource consumption increased 35% over the 32 year period. The four functional purposes most closely related to the provision of basic material needs showed little change over the period. The bulk of the increase in fossil resource requirements was attributable to two specific functional purposes: 1) recreation and entertainment; 2) commuting and business travel. The authors discuss the relevance of these findings for the continuing debate over the question whether rising consumption is being driven by expanding social aspirations (luxury) or whether it is the result of structural lock-in. The belief that stringent climate policies are very costly is widespread among political decision-makers and the public. The cost argument is often used by governments as a motivation for sluggish policy making. However, such judgements ignore the economic benefits of policy changes and implicitly build on a misguided decomposition of environmental impact into separate population, income, and technology effects. The paper shows that this method predicts policy-induced income losses that are systematically and significantly biased. I extend the decomposition analysis by introducing input substitution, which drastically lowers policy costs. By additionally incorporating a production approach, causal relationships between the drivers of resource use, and a framework for endogenous technology development I develop a new structural equation to assess climate policy effects. For a given decarbonization path, I calculate the projected income development at the global and country level. The use of the structural approach instead of agnostic decomposition suggests that the costs of a stringent climate policy are much lower than normally expected, which supports deep decarbonization. • The paper argues that costs of climate policies are often misjudged while the benefits are generally well recognized. • It shows why the widely used method of decomposing environmental impact calculates costs of climate policy that are far too high. • The contribution develops an alternative formula that is still simple, but theoretically and empirically sound. • The novel approach concludes that economic growth is only moderately reduced by a strict climate policy. • Growth is still clearly positive, which is different from the degrowth message of decomposition analysis. • The paper aims to bridge the gap between natural and social scientists at a central interface between the economy and the ecosystem. • It seeks to coordinate views in the interdisciplinary dialogue on sustainable development and to provide a clear message to policymakers about the real economic costs of climate policy. Abstract: Currently, traditional development issues such as income inequality, depletion of natural resources, environmental pollution as well as retardation of infrastructure have occurred in China. In the future, more pressures would be imposed on China by the continuous fast development of industrialization, and with transfer of the world manufacture center to China. Sustainable development, including its economic, environmental and social elements, is a key goal of decisionmakers. This paper develops a methodology on cost benefit analysis of economic growth at macroscopic level to identify issues of China''s sustainability. In order to address some important issues on how to make policies to improve the quality of economic growth, the CBA framework developed in this study analyses economic–ecological–social interaction, building three accounts that reflect three dimensions of sustainable development that includes 26 sub-models in all, and finally is integrated into an index as Net Progress Proceeds (NPP). The estimation methods of these submodels, such as cost of environmental pollution, depletion of natural resources and defensive expenditures are described in detail. Based on the framework and methods, this paper examines the costs and benefits of economic growth in three aspects of economy, ecology and society. The results illustrate that NPR of China''s economic growth had been negative for a long time and has just became positive since year 2000 but was quite low. Even the best was only 1.6% in 2002 (the worst was −24.2% in 1982). Based on the comparison between three accounts, we can draw a conclusion that ecological cost is the dominant factor that affects China''s NPR. The empirical results show that if no other innovative measures or policies are taken in the future the costs of growth would outweigh its benefits, resulting in un-sustainability. Basically, the long-term economic growth would be unsustainable due to increasing environmental damage and depletion of natural resources. There are a few limitations that we consider need to be improved in our CBA framework and method, nevertheless they have many options that can be explored by policy makers, to make the development path more sustainable. Abstract: Although inequalities in income and expenditure are relatively well researched, comparatively little attention has been paid, to date, to inequalities in resource use. This is clearly a shortcoming when it comes to developing informed policies for sustainable consumption and social justice. This paper describes an indicator of inequality in resource use called the AR-Gini. The AR-Gini is an area-based measure of resource inequality that estimates inequalities between neighbourhoods with regard to the consumption of specific consumer goods. It is also capable of estimating inequalities in the emissions resulting from resource use, such as carbon dioxide emissions from energy use, and solid waste arisings from material resource use. The indicator is designed to be used as a basis for broadening the discussion concerning ‘food deserts’ to inequalities in other types of resource use. By estimating the AR-Gini for a wide range of goods and services we aim to enhance our understanding of resource inequalities and their drivers, identify which resources have highest inequalities, and to explore trends in inequalities. The paper describes the concepts underlying the construction of the AR-Gini and its methodology. Its use is illustrated by pilot applications (specifically, men''s and boys'' clothing, carpets, refrigerators/freezers and clothes washer/driers). The results illustrate that different levels of inequality are associated with different commodities. The paper concludes with a brief discussion of some possible policy implications of the AR-Gini. Abstract: Material flow accounting and analysis (MFA) has been established as an influential framework for quantifying the use of natural resources by modern societies. So far, however, no reference data for overall scale and trends of global extraction of natural resources and their distribution between different world regions has been available. This paper presents the first comprehensive quantification of the material basis of the global economy, i.e. used domestic extraction in a time series from 1980 to 2002. We analyse time trends for major material groups (fossil fuels, metals, industrial and construction minerals, and biomass) disaggregated into seven world regions. This allows for (a) an illustration of the global economy''s physical growth driven by worldwide processes of economic integration over the past decades, and (b) an indication of the worldwide distribution of environmental pressures associated with material extraction. The results show that annual resource consumption of the world economy increased by about one third between 1980 and 2002. This indicates that scale effects due to economic growth more than compensated for other effects, such as the relative increase of the service sectors'' contribution to GDP (structural effect) and the use of new production technologies with higher material and energy efficiency (technology effect). The observed growth of natural resource extraction is unevenly distributed over the main material categories, with metals showing the highest growth rate. The regional analysis shows the increasing importance of Asia and Latin America in global resource extraction. On the global level, material intensity, i.e. resource extraction per unit of GDP, decreased by about 25%, indicating relative decoupling of resource extraction from economic growth. Abstract: Declining soil fertility and increasing rural poverty are major problems facing sub-Saharan agriculture. Bio-economic modeling has been used to analyze the complex interaction between ecological sustainability and rural poverty as well as to explore policy options promoting sustainable development. This paper shows that these models can be further advanced by adopting an agent-based modeling approach. This gives a more realistic representation of diversity in socioeconomic and biophysical terms, allows local interaction between households, and can yield an ex-ante assessment of the distributional consequences of policy intervention. This paper describes the modeling approach and illustrates it with an empirical application to two village communities in the Lake Victoria Crescent of Uganda. It is shown how the model system can be calibrated with and validated against empirical data. The model is used to analyze the potential effect of short-term credit, mineral fertilizer, and improved maize seed on poverty and sustainability. Simulation results suggest substantial reductions in poverty although the incidence of poverty would remain high and these innovations alone would have little effect on the long-term ecological sustainability of the system. Abstract: This paper argues that it is time for ecological economists to bring the employment impacts of sustainable development policies to the forefront of the research agenda. Important conservation efforts continue to founder because of their perceived employment effects. The paper examines the evidence on the employment impacts of sustainable development policies and argues that maintaining or even increasing employment depends critically on appropriate policy design and attention to the political economy of implementation of policies. The paper concludes that a better understanding of these issues, fair labour market and structural adjustment programs, and especially forward planning to anticipate problem areas, must replace the piecemeal, ‘knee–jerk’ reactions to environmental issues, such as were evident in Australia during the last federal election. Abstract: The aim of my paper is to demonstrate that Sen''s theory of well-being can be applied to make the concept of sustainable human development operational through the building of a multidimensional index of sustainability which takes into account, at the same time, economic, social and environmental variables. This index may be considered an alternative to the current measures of welfare/sustainability since not only conventional measures such as GDP, but also multi-attribute indices, such as Human Development Index (HDI), Genuine Savings, Index of Sustainable Economic Welfare (ISEW) etc., are found to be inadequate to make the concept of sustainable development operational. Therefore, the limitations of these measures of welfare/sustainability justify the search for a new index of sustainability. This index will show, at the operational level, how Sen''s theory of well-being can be useful to sustainable development. It was applied to EU countries using the standardised deviation methodology being the closest and most suitable methodology to be adopted for building multidimensional indices. The factor analysis methodology will also be used in my paper. Lastly, the comparison between Sen''s trend of sustainability and GDP trend index number–which are both of them applied to Italy–will show how much the criticisms and the limitations directed towards the indicator of GDP are founded. Abstract: The potential of non-timber forest products (NTFPs) in the Mediterranean region as a source of livelihood and sustainable development has been widely recognized. Yet, surprisingly few efforts have been made to value them comprehensively. Valuation efforts usually focused on selected NTFPs traded on formal markets, at local level. This paper aims to provide comprehensive estimates of NTFPs benefits at national and regional level in the Mediterranean region. Six major groups of NTFPs are identified: firewood, cork, fodder, mushrooms, honey and other NTFPs. Valuation is based on a wide variety of techniques, drawing on official statistics, and supplemented by results of local surveys. It shows that at Mediterranean level, NTFPs provide annual benefits of about €39/ha of forests, accounting for about a fourth of the total economic value of forests estimated by this study. The average estimate for southern countries (€54/ha) is considerably higher than for northern (€41/ha) and eastern countries (€20/ha). The paper reveals the degree of importance of the main NTFPs benefits for the country groups and the region as a whole. Abstract: Governance depends upon inputs from science. Whereas the conventional view portrays science as advisor of policy makers, more recent understandings see knowledge creation processes and decision processes as highly interrelated and intermingled. Against this background, we analyse the new research programme on socio-ecological research set up in Germany. In doing so, we firstly discuss current conceptual approaches to redefining the role of science in society. Abstract: This paper considers the arguments for “weak” vs. “strong” sustainability. The weak sustainability position, held by many mainstream neoclassical economists (such as Solow and Weitzman), is that almost all kinds of natural capital can be substituted by man-made capital. The contrary position, known as strong sustainability, holds that many of the most fundamental services provided by nature cannot be replaced by services produced by humans or man-made systems. The paper discusses the limits of substitution from a physical point of view. It concludes that, while there is considerable scope for substitution in some domains, the limits to substitutability in the medium term at least are real and important. Abstract: The search for methods of assessment that best evaluate and integrate the trade-offs and interactions between the economic, environmental and social components of development has been receiving a new impetus due to the requirement that sustainability concerns be incorporated into the policy formulation process. A paper forthcoming in Ecological Economics [Böhringer, C., Löschel, A., in press. Computable general equilibrium models for sustainability impact assessment: status quo and prospects, Ecological Economics.] claims that Computable General Equilibrium (CGE) models may potentially represent the much needed “back-bone” tool to carry out reliable integrated quantitative Sustainability Impact Assessments (SIAs). While acknowledging the usefulness of CGE models for some dimensions of SIA, this commentary questions the legitimacy of employing this particular economic modelling tool as a single integrating modelling framework for a comprehensive evaluation of the multi-dimensional, dynamic and complex interactions between policy and sustainability. It discusses several inherent dangers associated with the advocated prospects for the CGE modelling approach to contribute to comprehensive and reliable sustainability impact assessments. The paper warns that this reductionist viewpoint may seriously infringe upon the basic values underpinning the SIA process, namely a transparent, heterogeneous, balanced, inter-disciplinary, consultative and participatory take to policy evaluation and building of the evidence-base. Abstract: Sustainability indicators based on local data provide a practical method to monitor progress towards sustainable development. However, since there are many conflicting frameworks proposed to develop indicators, it is unclear how best to collect these data. The purpose of this paper is to analyse the literature on developing and applying sustainability indicators at local scales to develop a methodological framework that summarises best practice. First, two ideological paradigms are outlined: one that is expert-led and top–down, and one that is community-based and bottom–up. Second, the paper assesses the methodological steps proposed in each paradigm to identify, select and measure indicators. Finally, the paper concludes by proposing a learning process that integrates best practice for stakeholder-led local sustainability assessments. By integrating approaches from different paradigms, the proposed process offers a holistic approach for measuring progress towards sustainable development. It emphasizes the importance of participatory approaches setting the context for sustainability assessment at local scales, but stresses the role of expert-led methods in indicator evaluation and dissemination. Research findings from around the world are used to show how the proposed process can be used to develop quantitative and qualitative indicators that are both scientifically rigorous and objective while remaining easy to collect and interpret for communities.
