This paper aims to demonstrate the importance of protein production for the global environment and to give insight into the way consumers frame the protein part of their meal. Using a macro perspective, it presents a review of the literature on current and future impacts of the nutritional transition that has made animals the chief source of protein in many countries. Protein-related environmental pressure is put into the perspective of a number of vital Earth-system processes whose boundaries have already been overstepped or are under threat of transgression. To inform policy-makers about these linkages a long-term global food security frame is proposed. Using a micro perspective, survey data on consumers reveal that their frames and habits are strongly adapted to the current meat system. Although this system has induced some pickiness about meat as well as uneasiness about meat's animal origin, there is a large psychological distance between consumers and experts in their view of protein sources. It is suggested that a global food security frame may help to bridge this distance by creating overlapping frames, capturing both altruistic aspects and a reasonable measure of self-interest. This may enable a novel protein transition, featuring a greater share of plant-based protein. [Copyright &y& Elsevier]

Although many of today's ecological, climatic and socio-economic problems seem unprecedented, similar events have occurred in the past. As such, historic periods of climatic and economic volatility can be used as a way of developing frameworks for analyzing today's predicament. Western Europe's “middle ages” (circa 11–14th century) may be one such case. By the 12th century, medieval Europe had shifted from the subsistence agrarian economy that emerged following the collapse of the Roman Empire to one where spatially dispersed trade in agricultural commodities helped support a complex society that devoted considerable resources to cultural works. This shift was facilitated by new institutional arrangements centred on monastic orders that provided access to both new agricultural and food processing technologies as well as trade routes. These institutional arrangements contributed to population growth and land clearing. All of these factors increased the wealth of society but also concentrated this wealth in a small number of communities that were dependent on an ever-increasing and exploited hinterland for resources. Ultimately, this created a tightly coupled continent-wide subsistence system that was vulnerable to the weather, economic and disease shocks of the 14th century when Europe's population declined by perhaps 50%. In exploring this history, the goal of this paper is to draw on a diverse theoretical body of literature (that includes resiliency theory, landscape ecology, political science and ecological economics) to develop a series of hypotheses about how large-scale complex civilizations can become vulnerable to climate change. Resilience as a descriptive concept gives insight into the dynamic properties of an ecological-economic system. Sustainability as a normative concept captures basic ideas of intergenerational justice when human well-being depends on natural capital and services. Thus, resilience and sustainability are independent concepts. In this paper, we discuss the relationship between resilience and sustainability of ecological-economic systems. We use a simple dynamic model where two natural capital stocks provide ecosystem services that are complements for human well-being, to illustrate different possible cases of the relationship between resilience and sustainability, and to identify the conditions under which each of those will hold: a) resilience of the system is necessary, but not sufficient, for sustainability; b) resilience of the system is sufficient, but not necessary, for sustainability; c) resilience of the system is neither necessary nor sufficient for sustainability; and d) resilience is both necessary and sufficient for sustainability. We conclude that more criteria than just resilience have to be taken into account when designing policies for the sustainable development of ecological-economic systems, and, vice versa, the property of resilience should not be confused with the positive normative connotations of sustainability. The purpose of this paper is to contribute to the integration of economic and non-economic concepts of waste management and sustainability to achieve new insights to sustainable waste management. Since landfilling will continue to be a significant waste management method, our theory and practice of sustainable waste management should focus upon incentivizing the development of more sustainable landfills. The model sheds light on the design of efficient and fair landfill siting processes; how production inputs to bioreactor landfilling should be selected; and how management practices during the facility's operation phase can achieve greater economic, ecological and social sustainability. The establishment of new interdisciplinary fields such as ecological economics, human ecology or technology assessment can be interpreted as a logical consequence of striving for new sustainability sciences that address current global, multi-dimensional and multi-scale challenges. These set out to bridge the gap between the natural and the social sphere, between scientific analysis and societal action. This paper aims at re-assessing the contribution of established inter-disciplines to sustainable development. Journal articles of ecological economics, technology assessment and science and technology studies are evaluated and compared along several proposed features of sustainability science. The results converge in two crucial aspects. (1) Concise societal or political recommendations are not part of present day ‘normal science’, be it a disciplinary or an explicitly interdisciplinary research context. (2) Participatory exercises are rarely applied as a socio-politically embedded practice, despite a high interest in such exercises as an object of study and discussion. [Copyright &y& Elsevier]

For several decades, significant changes in farmland biodiversity have been reported in Europe. Agriculture is a major driver of these modifications. Taking into account these environmental impacts, agriculture nowadays aims at a more sustainable way of producing which would reconcile its economic and ecological functions. The objective of this paper is to give insights into the impact of public policies on both conservation of biodiversity and farming production. We develop a macro-regional model combining community dynamics of 34 bird species impacted by agricultural land-uses and an economic decision model. The ecological dynamic model is calibrated with the STOC (French Breeding Bird Survey) and AGRESTE (French land-uses) databases while the economic model relies on the gross margins of the FADN (Farm Accountancy Data Network). We investigate the scenario based on subsidies and taxes. We show that simple economic instruments could be used to establish scenarios promoting economic performances and bird populations. It is pointed out how the sustainability of the policies is sensitive to the ecological and economic indicators used by the planner. The bio-economical analysis shows several solutions for the ecology-economy trade-off. These results suggest that many possibilities are available to develop multi-functional sustainable agriculture. Human society is on a collision course with nature, thus its sustainability is seriously questioned nowadays. To understand this problem better it is essential to define and measure sustainability. In this paper a model that uses fuzzy logic, called SAFE, is used to measure sustainability. The sustainability of a country is based on a multitude of basic indicators. In all 75 indicators for 128 countries are used. This work extends SAFE as follows: (a) The model is amended by an imputation procedure to fill in missing data, (b) the rule bases of SAFE are compiled algebraically, and (c) sustainability thresholds are defined so as to reflect expert opinion and international agreements and norms. Countries are ranked according to their sustainability index. Switzerland and Sweden take the first two places and Mauritania and Sudan the two last ones. A sensitivity analysis pinpoints those basic indicators that affect sustainability the most. Decision makers may focus on these indicators to improve sustainability. [Copyright &y& Elsevier]

Numerous indices help us to compare country and local performance in the field of human development, globalization and sustainable development. Obvious problems arise, such as data availability and data quality. A less obvious issue is that such sets and indices do not permit the inclusion of specific characteristics or discourses that are important in a country or region. This paper investigates the possibility of comparing regional sustainability assessments in four case studies, where the indicators vary from region to region, but the method of making the assessment is similar. The concepts of weak and strong comparability were used in this analysis. Comparability of sustainable development between different regions is not an issue of rigid comparison of indicator by indicator. It should take into account regional specifics. The resulting shift from strong to weak comparability should not be seen as a lessening of the quality of the assessment and decreasing comparability. Rather than focusing on individual indicators within frameworks that do not permit inclusion of regional developments, this approach allows to look at the broader picture of regional dynamics. It reveals specific regional weaknesses that need attention, and possible areas for building alliances between regions, thus creating a more sustainable Europe. [Copyright &y& Elsevier]

The present paper analyzes the suitability of weak and strong sustainability assessment in the context of fisheries management. This topic is a mainstream issue in the field of ecological economics, but its application to fisheries is rather unexplored, even though fisheries have been the focus of many pioneering studies related to natural resource management. An overview of the current debate in the topic together with an application of a multi-disciplinary technique designed to assess fisheries sustainability (Rapfish) allows the closing of this gap. This is achieved by looking to the potential trade-offs among the multiple dimensions of fisheries sustainability and by analyzing the role of critical thresholds in such an assessment. The study of the Basque trawl fisheries operating in the North East Atlantic in the period 1996–2005 shows that the utility of weak sustainability is limited to the comparison of sustainability between fisheries. In contrast it is found that it is the strong sustainability concept together with the definition of critical thresholds that provides management with the tools for improved management and policy within a fishery. Complexities associated with the management of common pool resources (CPRs) threaten governance at some marine protected areas (MPAs). In this paper, using economic experimental games (EEGs), we investigate the effects of internal communication, external regulation, and the interaction between internal regulation and non-coercive authority intervention—what we call co-management—on fishermen's extraction decisions. We perform EEG with fishermen inhabiting the influence zone of an MPA in the Colombian Caribbean. The results show that co-management exhibits the best results, in terms of both reduction in extraction and resource sustainability, highlighting the importance of strategies that recognize communities as key actors in the decision-making process for the sustainable use and conservation of CPR in protected areas. The context of this paper is the measurement of welfare and weak sustainability (defined as non-declining utility) in dynamic economies, i.e., comprehensive or green accounting. We estimate green net national income (GNNI) and genuine saving (GS) for Portugal, for the years 1990 to 2005, accounting for the disamenity of air pollution emissions, the depreciation of commercial forests and the value of time, discussing the implications of the assumptions underlying the inclusion of these terms in the green accounting model. The influence of short-run cycles is analyzed by estimating GNNI excluding business cycles. Our results suggest that business cycles affect the sustainability message of GNNI. We find that potential GNNI is growing and GS is positive in the analyzed period, thereby not indicating a weak sustainability problem in Portugal, although both depict a trend towards unsustainability. China's rapid urbanization has been characterized by excessive economic growth and a series of environmental issues. The urban environmental sustainability of 46 typical Chinese cities in 2007 was evaluated with Data Envelopment Analysis in this paper, and the Malmquist Productivity Index was used to identify the change within 2006–2007. This analysis employed indicators from economic, environmental, and resource sub-systems which are frequently involved in the concept of environmental sustainability. We introduced projecting and benchmarking as two possible approaches for less sustainable cities to refer to their peers. Based on the computed results and empirical analysis, the roles of GDP per capita, city scale, and industrial structure as influence factors of environmental sustainability were explored; and the regional disparity of urban environmental sustainability was also investigated. The results show: (1) 24% of the sample cities (e.g. Beijing, Hohhot, etc.) are relatively “environmentally sustainable.” The efficiency scores of Urumqi rank the last. (2) GDP per capita, city scale, and industrial structure factors all exert significant influence on urban environmental sustainability. (3) The environmental sustainability of southeast cities leads the 6 major Chinese regions, and cities around the Bohai area are rapidly approaching environmental sustainability. Shaping change such that it avoids losing potentially useful options for future development is a challenging task in the face of complex, coevolving socio-ecological systems. Sustainability appraisal methods, which open up dialogue and options before closing down and making suggestions, pay attention to the inclusion of various and conflicting points of view and address uncertainty, are increasingly used in the science, environment and energy policy domains. The quality of the process is seen as key to high quality appraisal outcomes. Dimensions of quality include learning opportunities which are seen as ways for addressing complexity and uncertainty. Participatory sustainability appraisal methods intend to support social learning among participants. Despite high expectations, social learning processes in sustainability appraisals are poorly conceptualized and empirically understudied. This paper (1) briefly reviews theories of social learning; (2) develops a conceptual framework for the analysis; and (3) presents an empirical application of the framework by use of data obtained from three energy and natural resource management case studies around Europe. The paper is embedded in the multiplicity of discourses concerned with a viable, sustainable development of society and its economy. It makes a case for a mode of economic activity geared to systematically integrating production and reproduction processes. Its starting hypothesis is that the persistent, constantly changing and expanding crises that weigh so heavily on modern societies – above all the ecological crisis and the crisis of reproductive work – have their common origin in the separation of production from reproduction constitutive for industrial modernity. A reformulation of the category of (re)productivity – the idea of the unity of and at the same time the distinction between production and reproduction in the economic process – could set the stage for us to review today's crisis phenomena, relocalize problems, and in this way to develop new solutions for them. A sustainable society would be in a position to grasp, and shape, the economy as a (re)productive regulative system, with economic space constituted consciously as a socioecological action space. The goal of this paper is to improve our understanding of the role of institutional arrangements and ecological factors that facilitate the emergence and sustainability of successful collective action in small-scale fishing social–ecological systems. Using a modified logistic growth function, we simulate how ecological factors (i.e. carrying capacity) affect small-scale fishing communities with varying degrees of institutional development (i.e. timeliness to adopt new institutions and the degree to which harvesting effort is reduced), in their ability to avoid overexploitation. Our results show that strong and timely institutions are necessary but not sufficient to maintain sustainable harvests over time. The sooner communities adopt institutions, and the stronger the institutions they adopt, the more likely they are to sustain the resource stock. Exactly how timely the institutions must be adopted, and by what amount harvesting effort must be diminished, depends on the ecological carrying capacity of the species at the particular location. Small differences in the carrying capacity between fishing sites, even under scenarios of similar institutional development, greatly affects the likelihood of effective collective action. This paper empirically examines the determinants of the inclusion of European firms in the Dow Jones Sustainability World Index and the Dow Jones Stoxx Sustainability Index. While a restricted econometric analysis implies a positive effect of corporate financial performance, this impact becomes ambiguous in more flexible panel probit models. Our estimation results therefore strengthen the importance of the use of panel data and the incorporation of unobserved heterogeneity. Furthermore, our analysis shows that the sustainability assessment and selection process for the composition of the Dow Jones sustainability indexes and thus factors that need not necessarily be directly connected to corporate environmental or social activities also have an influence. Sustainability and welfare assessment is a contemporary theme of major scientific and policy relevance, requiring the consideration of multiple dimensions and diverse perspectives. The economic approach to sustainability and welfare assessment has frequently relied on alternatives, or adjustments, to GDP, widely used as an indicator of macroeconomic performance. Several authors have proposed alternative indicators, such as the ISEW, which intend to measure sustainability and economic welfare in a way that avoids the limitations of GDP; namely accounting for the value of externalities, the distribution of income and natural resources depletion. Since Daly and Cobb (1989) there have been proposed improvements to the ISEW, however, its aptitude to represent a sound alternative to GDP is still the subject of scientific debate. This paper presents a new approach to the ISEW (named Modified ISEW), including new components and methodological changes for the estimation of the index. These have the purpose of avoiding some of the index shortcomings and allow for a direct comparison with the GDP, which are advantages over previous studies. An application is developed for the US case, taking advantage of wide data availability and the possibility of comparing the results with previous works. The results obtained provide a clearer picture of the success or failure of environmental and social policies, namely by avoiding the tampering effect resulting from the cumulative accounting of environmental externalities. This paper explores coevolution and governance of common goods using models of coevolving biospheres, in which adapting populations must collectively regulate their planet's climate or face extinction. The results support the Gaia hypothesis against challenges based on the tragedy of the commons: model creatures are often able to work together to maintain the common good (a suitable climate) without being undermined by “free riders.” A long-term dynamics appears in which communities that cannot sustain Gaian cooperation give way to communities that can. This result provides an argument why a Gaia scenario should generally be observed, rather than a tragedy of the commons scenario. Second, a close look at how communities fail reveals failures that do not fit the tragedy of the commons framework and are better described in terms of conflict between differently positioned parties, with power over different aspects of the system. In the context of Norgaard's work, all these observations can be read as narratives of coevolution relevant to social communities as well as ecological ones, contrasting with pessimistic scenarios about common governance and supporting respect for traditional arrangements and restraint in intervention. Darwinism offers a highly abstract and general meta-theoretical framework to help understand both natural and social evolution. This framework is of significance for ecological economics because it addresses the evolution and coevolution of biological systems and sets of human institutions. This paper outlines this framework and charts its historical origins since the time of Darwin. It is suggested that this over-arching framework is useful for ecological economics as a common meta-narrative within which more detailed examinations of both institutional and ecological mechanisms may be placed. Applying Darwinism in this manner does not mean that institutions or organizations are explained in purely biological terms: it means that Darwinian principles are not confined to biology. The purpose of this paper is to contribute towards moving the predominant situation of weak sustainable development (WSD) in the direction of strong sustainable development (SSD). More people – academics, politicians, bureaucrats and laymen alike – need to recognize SSD as an alternative to WSD. A joint discourse of WSD and SSD is suggested, called reflexive sustainable development. Here, advocates of WSD and SSD must argue for each specific case why their solution is better. This will expose, amongst other things, the ethical foundations which form part of resulting policy advice. Reflexive sustainable development is to be framed in discourse ethics, thereby remedying the power imbalance and allowing for substantial discussion. Reflexive sustainable development builds on a common theoretical base but will not lead to consensus in all matters. A family metaphor is introduced to inspire a discourse of both consensus and compromise. [Copyright &y& Elsevier]

The measurement of natural capital and its management during the economic development process are important aspects of the capital approach to sustainable development. However, the assessment of social welfare in terms of genuine savings (or changes in total wealth per capita) is arguably too limited. This paper tries to make a case for the incorporation of subjective well-being measures in debates about sustainable development by exploring the macro-level relationship between subjective well-being and natural capital in a cross-country setting. It is tested whether natural capital per capita is correlated with subjective well-being in a sample of fifty-eight developed and developing countries, using natural capital data from the World Bank's Millennium Capital Assessment. Bivariate regressions indicate that it is. When multiple regression models are estimated that include (a) major country-level determinants of subjective well-being (GNI per capita, social capital, income distribution, unemployment, inflation), and (b) regional dummy variables for ex-Soviet Union and Latin American countries, the positive correlation remains. The role of data outliers is carefully explored, and the sensitivity of the results to the use of alternative subjective well-being measures (i.e. life satisfaction, happiness, and a combined life satisfaction and happiness index) is investigated. This does not change the nature of the results. The findings arguably strengthen the case for a ‘new welfare economics of sustainability’ that takes subjective well-being measures into account. Sustainability is a complex multidimensional concept that entails economic, environmental, and social aspects. The sustainable value (SV) method developed by F. Figge and T. Hahn [Ecol. Econ. 48(2004) 173–187] is one of the most promising attempts to measure sustainability performance of firms. SV measures corporate contributions to sustainability by valuing resource use based on the opportunity cost, which must be estimated. This paper critically examines Figge and Hahn''s estimator for opportunity cost, and shows that the proposed estimator rests on a number of strong, unrealistic assumptions. Evidence from Monte Carlo simulations conducted by authors shows that the proposed estimator performs very poorly even under ideal conditions. Having identified shortcomings in the SV method, we review some econometric approaches with a proven statistical foundation, which might be usefully applied in the present context. In the framework of the EU-funded research project ALARM (Assessing LArge-scale environmental Risks with tested Methods), an original method combining the DPSIR (driving forces–pressures–state–impacts–responses) framework and an analysis based on the distinction between the four spheres of sustainability (environmental, economic, social and political) has been developed. This paper presents the application of this method, called “the tetrahedral DPSIR” for the identification and analysis of driving forces of environmental chemicals risks for biodiversity, in Europe. The purpose of this methodology is to help reduce the pressures on biodiversity through modifying the driving forces behind them by offering scientific advice to policy makers. We frame our analysis in the context of the current policy, namely the implementation of REACH (Regulation on the Registration, Evaluation, and Authorization of CHemicals). [Copyright &y& Elsevier]

This paper reports on the development of a model for assessing transitions to sustainable mobility. The model uses the concepts of transition theory as a framework for assessing possible pathways by which a transition to a sustainable mobility society might happen. The modelling approach combines agent-based modelling techniques with a system dynamics structure. It is original in that there are two levels of agent. There are a small number of complex agents, which have an internal structure and are therefore subsystems within society, and a larger number of simple agents. Based on the UK data, the results show that Hydrogen Fuel Cell Vehicles (FCVs) come to dominate, but only in the very long run (after 2030), while biofuels and ICE (Internal Combustion Engine)-electric hybrids are the main alternatives to the regime in the next 10–30 years, because a) they are already developed and b) they fit better into current infrastructures. The model shows that technological transitions are most likely. Lifestyle change transitions require sustained pressure from the environment on society and behavioural change from consumers. Sustainable management of natural resources, and in particular fisheries, must take into account several conflicting objectives. This is the case in the French Guiana shrimp fishery for which profitability objectives imply a reduction in the fishing activity. On the one hand, this fishery has negative externalities on marine biodiversity due to discards. On the other hand, this fishery has positive externalities on the economy of the local community and interestingly enough on a protected seabird species in the area (the Frigatebird that feeds on discards). In this paper, we examine the viability of that system considering two sustainability objectives: an economic objective in terms of the profitability of the fishing activity, and a conservation objective in terms of the Frigatebird population. For that purpose, we have developed a dynamic model of that bioeconomic system and study here the trade-offs between the two conflicting objectives. It provides a means to quantify the necessary give and takes involving the economic and ecological objectives that would ensure a viable management solution. Our study confirms the relevance of the viability approach to address natural resource management issues, which should lead to the development of new tools for the arbitration of conflicting sustainability objectives. In particular, such tools could be used as a quantitative basis for cost–benefit analysis taking into account environmental externalities. [Copyright &y& Elsevier]

Findings from southern Africa and internationally indicate the local use and trade of NTFPs to be significant however most present a composite picture, failing to account for intra-community socio-economic differences. These differences may have implications for policy and practice related to poverty alleviation and sustainable use. This paper reports on a study in South Africa which explored the relationship between household wealth and the use, procurement and sale of NTFPs in two villages. There was no influence of wealth on the proportion of households using or purchasing most of the NTFPs, or the number used. However, wealthier households bought significantly more resources per household, and poor households (at one village) sold significantly more. These results are discussed within the context of local conditions and poverty alleviation debates. [Copyright &y& Elsevier]

Addressing uncertainty is a key requirement to follow the principle of precaution in sustainable ecosystem management. The maximization of worst-case outcomes according to the “maximin” decision rule, based on the two parameters mean and variance of a financial indicator, is a prominent approach to integrate uncertainty in decision-making. In forestry, the problem of selecting the optimum tree species combination for a forest plantation investment can be seen as a problem of optimal portfolio selection, to be solved according to the “maximin” decision rule. Yet, it is well known that portfolios computed from expected means and variances are highly sensitive to changes in the estimated parameters. The financial results may be poor if we rely too much on the historical data. This paper tests an extended worst-case model that considers a lower bound for the expected mean net present value (NPV) of a tree species portfolio and an upper bound for its variance. Biased expected mean NPVs, variances and correlations for the tree species Picea abies [L.] Karst. (Spruce) and Fagus sylvatica L. (Beech) were used to test the variability of the resulting tree species portfolios (27 scenarios). A comprehensive simulated data set, which was adopted from an existing study and defined as the independent reference, served to evaluate the financial performance of the tree species portfolios obtained from optimization with the biased data. Compared with the results of classical worst-case optimization instances, it was feasible to reduce the variability of tree species shares effectively when the optimization was carried out with the extended worst-case approach. Furthermore, the financial performance of this approach was better when tested with the independent data. The worst-case forest NPVs achieved with the extended approach were on average 10% (statistical confidence 0.95) or 147% (statistical confidence 0.99) greater in comparison to the results of the classical approach. The influence of the uncertainty parameter selection was tested and the results were discussed against the controversial viewpoints on the usefulness of the “information-gap decision theory”. Marine ecosystems are complex, and many marine species are ecologically interdependent. As a result, losing a species could produce a cascading effect on other species. Fishery scientists advocate an ecosystem-based approach to fishery management to meet long-term sustainable goals. This paper models the complex interrelationships among species and the relationship between biomass growth and phenotypic diversity. We found that the equilibrium stock and catch/yield levels are overestimated when the diversity is not accounted for. Consequently, if species are diverse, fishery policy based on a single fishery management could overestimate catch potentials and potentially results in biological overfishing and stock collapse. This paper explores the issue of sustainability at the macro scale employing multi-criteria decision aid (MCDA) methods. The incommensurability of values and the essentially multi-dimensional and dynamic nature of sustainability challenge the use of composite measurement indices. This determined the choice of MCDA methods. Austria was chosen as a case study, due to the wide availability of data, especially on indicators of strong sustainability. The structure of the multi-criteria problem comprised the evolution of different sustainability dimensions over time. The process for selecting criteria included a critical assessment of institutional sustainability agendas (UN, EU and Austrian Government) and theoretical recommendations. After an assessment of MCDA methods, the NAIADE method demonstrated the most suitable properties for sustainability assessment. The application of this outranking approach was undertaken in three separate settings: long-term from 1960 to 2003, medium-term, 1970–1995, and short-term, 1995–2003 with varying numbers of criteria. The response of results to the addition of evaluating criteria and periods was tested. The degree of credibility for accepting preference relations was also employed for sensitivity analysis. According to the results of long-term and medium-term assessments, especially in the weak sustainability setting, sustainable progress is taking place in Austria. In the short term, in the stronger sustainability setting and, especially as the number of criteria increases, more incomparable periods appear and trends are less determined. Moreover, it is shown how results crucially depend on the methodological choices. This is one of the first applications of the multi-criteria tools to the dynamic analysis of sustainability at the macro scale. [Copyright &y& Elsevier]

This paper examines how traditional farm productivity analysis can be extended to produce a performance measure from the perspective of society. A biophysical model is used to measure inputs from the environment which are combined with conventional marketed inputs to develop an environmentally sensitive Malmquist productivity index to determine social productivity growth. Data Envelopment Analysis (DEA) is used to analyze data collected from selected farms in South-East Australia and includes a measure of leaching and run-off as a proxy measure of the impact the application of fertilizers has on ground and surface water. The water footprint concept introduced in 2002 is an analogue of the ecological footprint concept originating from the 1990s. Whereas the ecological footprint (EF) denotes the bioproductive area (hectares) needed to sustain a population, the water footprint (WF) represents the freshwater volume (cubic metres per year) required. In elaborating the WF concept into a well-defined quantifiable indicator, a number of methodological issues have been addressed, with many similarities to the methodological concerns in EF analysis. The methodology followed in WF studies is in most cases analogous to the methodology taken in EF studies, but deviates at some points. Well-reasoned it has been chosen for instance to specifically take into account the source and production circumstances of products and assess the actual water use involved, thus not taking global averages. As a result one can exactly localise the spatial distribution of a water footprint of a country. With respect to the outcome of the footprint estimates, one can see both similarities and striking differences. Food consumption for instance contributes significantly to both the EF and the WF, but mobility (and associated energy use) is very important only for the EF. From a sustainability perspective, the WF of a country tells another story and thus at times will put particular development strategies in a different perspective. The paper reviews and compares the methodologies in EF and WF studies, compares nation's footprint estimates and suggests how the two concepts can be interpreted in relation to one another. The System for integrated Environmental and Economic Accounting (SEEA) has been criticized in this journal for ignoring the benefits of ecosystem services for human well-being. This paper argues that extended national accounts should not attempt measuring economic welfare. Rather, they could and should assess the environmental sustainability of economic activity as the cost of natural capital consumption. The global application of SEEA concepts and methods demonstrates the feasibility of international green accounting. For the world economy, sustainability costs run to about 3 trillion US$ or 6% of world GDP. Large variations at national and regional levels suggest that conventional economic indicators may significantly overstate economic progress in some parts of the world. Data gaps and lack of data comparability affect these first estimates. National and international statistical services should be more aggressive in greening the national accounts. Recent developments in the political, scientific and economic debate on climate change suggest that it is of critical importance to develop new approaches able to compare policy scenarios for their environmental effectiveness, their distributive effects, their enforceability, their costs and many other dimensions. This paper discusses a quantitative methodology to assess the relative performance of different climate policy scenarios when accounting for their long-term economic, social and environmental impacts. The proposed procedure is based on Data Envelopment Analysis, here employed in evaluating the relative efficiency of eleven global climate policy scenarios. The methodology provides a promising comparison framework; it can be seen as a way of setting some basic guidelines to frame further debates and negotiations and can be flexibly adopted and modified by decision makers to obtain relevant information for policy design. Three major findings emerge from this analysis: (i) stringent climate policies can outperform less ambitious proposals if all sustainability dimensions are taken into account; (ii) a carefully chosen burden-sharing rule is able to bring together climate stabilisation and equity considerations; and (iii) the most inefficient strategy results from the failure to negotiate a post-2012 global climate agreement. The World Bank has estimated Adjusted net (or genuine) saving (ANS) as a macro level index of sustainable development. ANS extends the conventional net saving by adding human capital accumulation and deducting natural resources losses. This paper tests ANSas an index of sustainable development. It examines whether ANS explains changes in welfare. Welfare is measured by Infant mortality rate (IMR) and Human Development Index (HDI). The study was conducted in 36 selected developing and developed countries and covers the period 1971–2000. The results suggest a positive and significant relationship between Adjusted net saving and aggregate welfare but weak in magnitude. [Copyright &y& Elsevier]

Abstract: The present paper analyzed the motivational orientations of consumers who choose to eat (1) small portions of meat or (2) ethically distinctive meat, such as free-range meat, in relation to the motivational orientations of their opposites. Going beyond the conventional approach to consumer behavior, our work builds on recent insights in motivational psychology about the ways in which people may approach matches or avoid mismatches to the desired end-state of “getting enough nourishment by eating the right food”. Consumers who tend to approach matches are often focused on choosing the best alternatives from their choice set (chronic promotion focus). Consumers who tend to avoid mismatches are often focused on rejecting unacceptable alternatives from their choice set (chronic prevention focus). Distinguishing these two motivational orientations provides a scientific basis for the aim to foster more sustainable food consumption and production patterns. Our approach involves a systematic analysis of consumers'' goal orientations regarding meat choices. We examined how a sample of Dutch consumers (n =939) described their chronic motivational orientations regarding food, their own meat choices and, about two weeks later, their promotion- and prevention-oriented associations favoring either small portions of meat and free-range meat or their opposites. Largely in line with our hypotheses we found that consumers with a chronic prevention orientation avoided the mismatch of “large portions”. Also, those of them who paid the premium price of free-range meat considered eating “meat produced by intensive farming“ a mismatch. Conversely, if consumers with a chronic promotion orientation paid the premium price of free-range meat, they considered this the best alternative from their choice set. Accordingly, choosing a small portion of meat was often approached with a prevention orientation and choosing free-range meat with either a prevention or a promotion orientation. These differences in motivational orientation underline that the pursuit of sustainability requires careful consideration of not just undesirable but also of desirable alternatives. Abstract: The differing paradigms of ecological and neoclassical environmental economics have been described in various articles and books and are also embedded in different professional associations. However, we cannot take for granted that the paradigm debates described in the literature are actually mirrored in exactly the same way in the perceptions and opinions of researchers looking at sustainability from an economic perspective. This paper presents empirical results from a German case study on how economists and others involved in sustainability research from different schools of thought think about the issues of sustainability and economics, how they group around these issues, how they feel about the current scientific divide, and what they expect to be future topics of sustainability research. We analyze the data using cluster analysis. Based on a literature survey, we generated forty sustainability economics-related statements and asked 196 sustainability researchers about their degree of agreement or disagreement with these statements. In evaluating our survey results, we discuss to what extent the clusters that we identified do—or do not—represent the two schools of thought of ecological and neoclassical environmental economics. We also propose some fields of research that can help to bridge the gaps amongst sustainability economics researchers while clearly marking others that are more suitable for a scientific ‘competition of ideas’. Key results of the study are: We identify two primary scientific clusters, one clearly confirming the existence of the ecological-economics school of thought, and the other largely capturing the neoclassical environmental view. Yet, there are some surprising exceptions: Both schools of thought share a conceptual definition of sustainability that is integrative in considering ecological, societal and economic dimensions (‘three pillar concept’) and is geared at preserving the development potentials of society. We also find a shared critique of ‘pure economic growth’ strategies in our sample. These shared opinions may provide bridging concepts between the schools of thought. Also both clusters agree with respect to a wide range of future fields of sustainability economics research. Yet, the research agenda of the ecological-economics cluster contains a large number of additional topics, primarily related to social, distributional and evolutionary aspects of sustainable development. Strong divides between the clusters that seem to be more suitable for a scientific competition of ideas are primarily related to the question of how to achieve sustainability, including appropriate environmental policies. Abstract: This paper shows how sustainable consumption patterns can spread within a population via processes of social learning even though a strong individual learning bias may favor environmentally harmful products. We present a model depicting how the biased transmission of different behaviors via individual and social learning influences agents'' consumption behavior. The underlying learning biases can be traced back to evolved cognitive dispositions. Challenging the vision of a permanent transition toward sustainability, we argue that “green” consumption patterns are not self-reinforcing and cannot be “locked in” permanently. Abstract: Many analyses of trade and environment have concluded that trade liberalization is Pareto improvement with Pigovian tax systems even when production and consumption processes bring non-market externalities. But in case of global forest issue there are many accusations that the trade liberalization of forest products has caused the degradation of forest sustainability. In this paper we try to explain the gap between the theory and the real situation from theoretical point of view. We will analyze comprehensively about free trade and forest sustainability by partial and general equilibrium analyses. Pigovian systems work well under the assumption of complete substitutivity of consumption between external effects and marketable commodities. If it were not satisfied, it is inevitable to levy import tariff or to take some domestic price support systems to guide the production point into sustainable forests. [Copyright &y& Elsevier]

Abstract: This paper argues that income is a flow of value to society; therefore, an economic modeler''s choice of a concept of value imposes a concept of income. The argument is used to distinguish three concepts of national income. (1) In a discounted-utilitarian model, which is usually the basis for theoretic discussions of net national income, the formulation of value imposes a concept of income that is not observable and hence does not provide income statistics. (2) In a perfectly competitive economy, national income is, in principle, observable. Study of the competitive model provides a theoretic foundation for national accounting, with extensions to distorted economies. However, two unobservable components of ideal income, consumers'' surplus and capital gains, are perforce neglected. (3) A maximin program is the mathematical representation of another value, sustaining an economy. It employs a method of intertemporal valuation that does not involve discounting. Income is sustained value. Since a maximin program is not expressed for a distorted economy, there is no observable indicator of whether an economy is being sustained. [Copyright &y& Elsevier]

Abstract: Sustainability research studies the dynamics and prospects of co-evolving human and ecological systems, a subject of inherent complexity and deep uncertainty. While work proceeds on facets of the overall problem, an overarching theoretical framework for giving coherence to this new discipline is lacking. Scenario analysis has been proposed as a promising integrative approach, while a recent wave of studies has significantly improved scenario methods. Still, these studies remain most compelling in their opening frames, where quantitative modeling can track unfolding trends, and their closing frames, where qualitative description can provide rich descriptions of long-term social visions. Not surprisingly, given the formidable uncertainties, the trajectories between “now” and “then”, remain poorly specified, if addressed at all. This paper suggests ways of thinking about these pathways and pivots, the “world lines” through the terra incognita between current global realities and alternative futures. It outlines and illustrates a macro-framework, drawing fresh insight into the requirements for a transition to sustainability. It discusses major analytic elements – a systemic perspective, a scenario structure, critical uncertainties, human agency – and combines them into depictions of the broad contours of possible pathways. The analysis highlights two key uncertainties: the form of forthcoming crises and the quality of human response to global challenges. If institutional and cultural innovation fails to mute the precursor stressors of a systemic crisis, the world line could pivot toward a venal future. However, if the world begins to act with foresight, unity, and resolve, development would bend toward a resilient global civilization. This transition requires a sharp upswing in public awareness and engagement, a development that the evolving conditions of our planetary phase of history make possible, but by no means inevitable. Here, sustainability scenarios have a role in changing the future, as well as illuminating it, by expanding the horizon of what is thought possible and deemed desirable. Abstract: Over the last few years, environmental issues have entered into policy design, particularly development and growth policies. Natural resources are considered necessary production inputs and environmental quality is considered a welfare determinant. The integration of environmental issues into economic growth and development theories and empirics is currently widely analyzed in the literature. The effects of natural resources endowment on economic growth are mainly analyzed through the so-called Resource Curse Hypothesis (RCH) whereas the effects of economic growth on environmental quality are part of the Environmental Kuznets Curve (EKC). Furthermore, recent contributions on RCH and EKC have shown the important role of institutions and human development dimensions in building a sustainable development path. In this paper, we attempt to analyze the causal relationships between economic growth, human development and sustainability combining the RCH and EKC models and adopting a human development perspective. Abstract: This paper aims to provide a new approach to objectively assess hierarchies and priority setting in the relationship between environmental, social and economic sustainability within Sustainable Development. After a literature review, several widely used conceptual figures (diagrams) describing this relationship were assessed using SWOT analyses in order to identify the major weaknesses in these pictorial descriptions. Based on the findings, a new concept called ‘3-D Sustainability’ has been developed and is presented visually as well as is described in the text. This concept introduces and ranks criteria for the assessment of hierarchies within, and conflicts of interests between, social, environmental and economic sustainability (the three dimensions of sustainability). These criteria are applied to several existing hierarchies and solutions to conflicts of interests. Based on the SWOT analyses, the main shortcomings of the widely used conceptual figures were identified as (1) misinterpretation of embeddings, (2) misjudgement of equity between the three dimensions of sustainability, (3) a lack of expression of limitations, and (4) lack of adequate decision support. These shortcomings are overcome (theoretically and in practice) by ‘3-D Sustainability’, a slightly more complex, but conceptually richer, figure than the widely used conceptual figures assessed. In particular, the shift of the burden of proof within the three sustainability dimensions is argued as a main solution. The application of the criteria of ‘3-D Sustainability’ to several real examples indicates its usefulness in decision support, while justifying more sustainable hierarchies and solutions in the settlement of conflicts of interests within the three sustainability dimensions. Abstract: This paper examines the concept of sustainability and its implications for environmental policy analysis. It builds on the premise that present society holds a moral obligation to pass on a world of undiminished life opportunities to members of future generations. Maintaining life opportunities, in turn, can be achieved by maintaining or improving a diverse set of resources and capabilities that support a person''s freedom to define and pursue her own conception of the good life. On an operational level, this framework points to the following guideline for environmental policy: Protecting the rights of future generations requires either the conservation of environmental resources or compensatory measures (including the provision of substitute technologies) that ensure the fair and proportionate sharing of net benefits over intergenerational time scales. In this framework, resource depletion is permissible only if (with reasonable certainty) it would generate a Pareto improvement relative to a baseline scenario involving strict resource conservation. Abstract: The Gross Domestic Product (GDP) has been widely used to measure the economic growth of a region or a country. However, it does not distinguish between economic activities that improve the well-being and those that impair it. It does not reflect the social, economical, and environmental sustainability either. This paper presents a case study using the newly developed economic indicator Genuine Progress Indicator (GPI) to evaluate the economic performance and human well-being in China at an urban level. The study also shows how the deficiencies of GDP in measuring the economic performance and well-being can be overcome by GPI. Four cities in China (Suzhou and Yangzhou in Jiangsu province, Ningbo in Zhejiang province, and Guangzhou in Guangdong province) were chosen in the case study. Important components of GPI for cost and benefit analysis were developed to address the depletion of nonrenewable resources, cost of environmental pollution, and net capital investment, etc. The comparison between GDP and GPI for the four cities and the comparison among the GPIs of the four cities and other countries were made over the period of 1991–2001. Based on the GPI results, recommendations on policy-making and infrastructural development were made for the improvement of the overall economic welfare of the cities. Abstract: The EU Directive 2000/60/EC, also known as the “Framework directive in the field of water policy”, stresses the importance of water in human development processes and states that EU members should coordinate water policies towards a sustainable use of this resource; hence, water has a strategic role both for present and future generations and should be managed using a systemic approach. Sustainable policies for the management of water resources must also foresee the setting up of complex systems for analysis and evaluation which must be able to control and govern the entire water system, taking into account both sustainability and the economic impacts of the policies adopted. In our paper, we propose a model which, on one hand, describes the physical relationships among different economic activities and the natural water cycle, while allowing us, on the other hand, to evaluate the economic impact of water policy sustainability. For doing this, we integrate a material flow account approach with a national accounting scheme (NAMEA). This new framework allows the analyst to consider both the effect of given policies on the water cycle and the constraint produced by the sustainability problem on the economic system. Abstract: As increasing numbers of the global population gravitate toward the coasts, pressure mounts on ecosystems and the infrastructure at coastal locations. In the coastal zone many problems have arisen, including coastal population growth and degradation of natural capital, from the neglect of the four capitals that enhance sustainability: natural, built, social and human. New strategies need to be devised that will allow coastal communities to continue to live in these regions without further degrading natural capital. The Brundtland Report initiated the idea of sustainability, which was further advanced at United Nations meetings in Stockholm (1972) and Rio de Janeiro (1992). Following these meetings and the adoption of Agenda 21, concern about growing pressures on the oceans lead to an Independent World Commission on the Oceans (IWCO) workshop where a number of Principles for Sustainable Governance of the Oceans () were developed. In the light of recent coastal disasters such as the Indonesian Tsunami (2004) and Hurricanes Katrina and Rita (2005), this paper examines the current problems inherent in the coastal zone and attempts to develop new principles for sustainability using the IWCO derived principles as a springboard. Abstract: The methodology of multi-scale integrated analysis of societal metabolism (MSIASM) is applied to the analysis of the recent evolution of Chinese economy. This paper has two goals: (1) to show the MSIASM scheme is effective in handling in an integrated way different types of data, mixing extensive and intensive variables, on different levels; and (2) to provide a multi-scale integrated analysis of the trajectory of development of China. The quality of possible scenarios is checked by identifying constraints affecting their feasibility and by characterizing them in relation to different dimensions and scales of analysis. This entails 4 tasks: (i) identifying a set of benchmarks that makes it possible to compare different characteristics and features of China to other countries and to the average values calculated for the world level; (ii) explaining the differences found over the selected set of benchmarks, by looking at the characteristics of the various sub-sectors of Chinese economy; (iii) understanding existing trends and future feasible paths of China''s development by studying the existence of reciprocal constraints between the whole economy and its compartments; and (iv) examining possible future scenarios of development for China. Abstract: Within recent times EIPs (eco-industrial parks) have been touted as one approach through which companies can network to reduce their waste, recover value and achieve economies of scale in their production processes. Using a literature review this study undertakes an assessment of EIPs. The review covers their conceptual grounding, development and analyses their major advantages and disadvantages. Whilst there are substantial economic and environmental benefits to be had, there are also several inherent limitations that first have to be overcome. Abstract: The Index of Sustainable Economic Welfare (ISEW) has been calculated for many countries, but rarely at the local level. This paper shows how the index has been calculated for the Province of Siena, Central Italy. The whole procedure is illustrated step by step, including the search for the most suitable and precise methods to obtain reliable values for each item composing the index. Application of ISEW at a very local level was found to be feasible. The most general difficulty encountered was the lack of an adequate institutionalised source of statistical information to support the construction of indicators other than purely economic or demographic ones. This is mainly due to the still low interest for a sustainable management of natural resources and land on the part of local authorities, and the related willingness to invest money and human resources on environmental research. The ISEW gives a more realistic representation of the well-being of the population than GDP, since it includes environmental and social items not considered in conventional national accounting. Furthermore, in Italy, the principle of administrative decentralization has been implemented in recent years to such an extent that the central government devolved part of its power to Regions, Provinces and Municipalities. Consequently, local authorities are called to allocate more resources to pursue their policies towards sustainability, an issue which modern electoral campaigns are often based on. The results for the Province of Siena show that there is a large gap between local GDP and ISEW (about 37% of GDP). [Copyright &y& Elsevier]

Abstract: In this paper, we account for forest wealth in India. Changes in the timber and carbon wealth embodied in these forests are related to important green national accounting aggregates such as genuine saving and the change in wealth per capita. Important accounting issues include the timing of carbon releases that occur when forests are disturbed, as well as the valuation of these releases. Our empirical findings suggest that while India''s forest wealth is substantial, net changes in this wealth are arguably not so large at least in relation to GNP. However, when viewed in the context of the wealth-diluting effects of population growth this implies a far larger additional savings effort is required to cover the (net) loss in forest values than otherwise appears to be the case. Finally, we examine ways in which the accounting approach that we adopt can be reconciled with approaches which stress conserving forest wealth. [Copyright &y& Elsevier]
