What helps or limits the use of ecosystem services ideas in practice? In this paper we develop and test a new institutionalistbased analytical scheme to explore how ecosystem services as a "new" policy idea might interact with established policy regimes, processes, and norms. The scheme is based on three different decision-making levels: micro, meso, and macro. To test the plausibility of the scheme, it is applied to the case of the UK where a specific ecosystem services framework (ESF) was prioritized as a new way of doing environmental policy after 2011. Drawing on findings from 32 elite interviews, the paper shows how dynamics at all three levels intersect with differing institutional explanations. It helps explain important factors for embedding, or restricting embedding, of the ESF in policy making. The scheme provides a useful way to link analysis of the "lived experience" of policy actors implementing the ESF with the institutional landscape they occupy, and allows for a nuanced and integrated analysis of the potential barriers faced by ecosystem services ideas generally. A thorough understanding of long-term temporal social-ecological dynamics at the national scale helps to explain the current condition of a country's ecosystems and to support environmental policies to tackle future sustainability challenges. We aimed to develop a methodological approach to understand past long-term (1960-2010) social-ecological dynamics in Spain. First, we developed a methodical framework that allowed us to explore complex social-ecological dynamics among biodiversity, ecosystem services, human well-being, drivers of change, and institutional responses. Second, we compiled 21 long-term, national-scale indicators and analyzed their temporal relationships through a redundancy analysis. Third, we used a Bayesian change point analysis to detect evidence of past social-ecological thresholds and historical time periods. Our results revealed that Spain has passed through four social-ecological thresholds that define five different time periods of nature and society relationships. Finally, we discussed how the proposed methodological approach helps to reinterpret national-level ecosystem indicators through a new conceptual lens to develop a more systems-based way of understanding long-term social-ecological patterns and dynamics. Ecosystem services (ES) have become an important focus of the conservation movement but have yet to be mainstreamed into environmental policy and management, especially at the state and federal levels. Adoption of an ES approach requires agency personnel to have knowledge or experience in implementing an ES approach and metrics that link potential actions to impacts on ES. We characterize the degree to which ES considerations are taken into account in setting priorities for conservation acquisitions in the U.S. state of Minnesota. We assess two core dimensions of an ES approach: (1) multiobjective targeting and (2) measuring program benefits in terms of increases in human well-being. We assess the degree to which these two dimensions occur in statute and in conservation program decision making. We find that state statute provides clear support for an ES approach in conservation funding mechanisms. However, we find that many of the programs funded through those mechanisms have more traditional habitat-centric approaches. In contrast to statutory emphasis, water quality related metrics were not prominent. We recommend expanding current prioritization systems to include a broader suite of metrics that are linked to human well-being to further mainstream ES in Minnesota. Although ecosystem services research has become common, few efforts are directed toward in-depth understanding of the specific ecological quantities people value. The theoretical framework of final ecosystem services focuses attention on such measurable attributes, as a common currency for social-ecological systems research. Environmental communications as well as ecological monitoring and analysis efforts could be enhanced through increased documentation of final ecosystem services. For example, small changes in the way ecosystems are described could strongly influence relevance to the public and improve the foundation for environmental decision making. Focusing on rivers and streams, we conducted a content analysis of existing publications to document the breadth and frequency with which various measurable attributes, such as flooding, water quality characteristics, and wildlife appeared in different news sources over a multiyear timeline. In addition to attributes, motivations for human interest in river-related resources were also coded, such as recreation or preservation for future generations. To allow testing of differences between materials written for different audiences, three sources were sampled: a blog hosted by National Geographic, New York Times articles, and Wall Street Journal articles. The coding approach was rigorously tested in a pilot phase, with measures developed to ensure high data quality, including use of two independent coders. Results show numerous similarities across sources with some notable differences in emphasis. Significant relationships between groups of attribute and motivation codes were also found, one outcome of which is further support for the importance of nonuse values for fish and wildlife. The concept of "enabling conditions" centers on conditions that facilitate approaches to addressing social and ecological challenges. Although multiple fields have independently addressed the concept of enabling conditions, the literature lacks a shared understanding or integration of concepts. We propose a more synthesized understanding of enabling conditions beyond disciplinary boundaries by focusing on the enabling conditions that influence the implementation of a range of environmental policies termed payments for ecosystem services (PES). Through an analysis of key literature from different disciplinary perspectives, we examined how researchers and practitioners refer to and identify enabling conditions within the context of PES. Through our synthesis, we identified 24 distinct enabling conditions organized within 4 broad themes: biophysical, economic, governance, and social-cultural conditions. We found that the literature coalesces around certain enabling conditions, such as strong ecosystem science and existing institutions, regardless of disciplinary background or journal audience. We also observed key differences in how authors perceive the direction of influence for property type, program objectives, and number of actors. Additionally, we noted an emphasis on the importance of the contextual nature of many enabling conditions that may cause certain conditions to have a disproportionate impact on successful implementation in some circumstances. Unraveling the relative importance of specific enabling conditions in diverse contexts remains a research frontier. Ultimately, no single disciplinary perspective is likely to provide all necessary insights for PES creation, and given the intertwined nature of enabling conditions, practitioners need to consider insights from multiple dimensions. This article contributes to understanding the conditions of social-ecological change by focusing on the agency of individuals in the pathways to institutionalization. Drawing on the case of the Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES), it addresses institutional entrepreneurship in an emerging environmental science-policy institution (ESPI) at a global scale. Drawing on ethnographic observations, semistructured interviews, and document analysis, we propose a detailed chronology of the genesis of the IPBES before focusing on the final phase of the negotiations toward the creation of the institution. We analyze the techniques and skills deployed by the chairman during the conference to handle the tensions at play both to prevent participants from deserting the negotiations arena and to prevent a lack of inclusiveness from discrediting the future institution. We stress that creating a new global environmental institution requires the situated exercise of an art of "having everybody on board" through techniques of inclusiveness that we characterize. Our results emphazise the major challenge of handling the fragmentation and plasticity of the groups of interest involved in the institutionalization process, thus adding to the theory of transformative agency of institutional entrepreneurs. Although inclusiveness might remain partly unattainable, such techniques of inclusiveness appear to be a major condition of the legitimacy and success of the institutionalization of a new global ESPI. The contribution of soft institutional change to improve freshwater governance in the coastal zone will be examined. Freshwater management seeks to reduce losses due to overexploitation of the common-pool resources provided by river catchments and their associated ecosystems. Due to the complexity of the governance system, improving the performance of one coastal social-ecological system means searching for the appropriate "soft" institutional change. In the Pertuis Charentais region, increasing scarcity of freshwater in summer threatens the health of the coastal ecosystem and the sustainability of human activities, which depend on the use of natural resources. The allocation of freshwater among competing uses or concerns is a core issue for integrated coastal zone management. To address this issue, we have constructed an analytical framework that combines the ecosystem services approach with the institutional analysis of common-pool resources, and have developed an integrated simulation tool based on the system dynamic modeling approach. Freshwater scarcity generates three kinds of user conflict: (1) conflict between two extractive uses of freshwater (irrigation and drinking water), (2) conflicts between extractive uses (provisioning services) and other services (support, regulatory, and cultural) provided by freshwater, and (3) competition within a given activity sector (agriculture or shellfish farming). Participation by local managers led to the identification of realistic soft institutional changes that might mitigate conflicts and improve the governance system. These possible institutional changes were then integrated as fixed exogenous parameters in the simulation model. The simulated scenarios suggest that innovative collective arrangements involving farmers could be an alternative to other more restrictive top-down measures. This participatory experiment also illustrates the potential of social-ecological modeling for exploring acceptable new institutional arrangements. [ABSTRACT FROM AUTHOR]

This is the first of a series of papers that review the state of knowledge and practice regarding compensation and rewards for environmental services in the developing world. The paper begins with an assessment of the historical development of compensation and reward mechanisms within a broader context of changing approaches to nature conservation and environmental policy. The assessment shows that greater interest in compensation and reward mechanisms has emerged within a policy context of changing approaches to nature conservation and flexible multi-stakeholder approaches to environmental management. In the developing world, an even greater variety of perspectives has emerged on the opportunities and threats for using compensation and rewards for environmental services. Within that background, the paper clarifies key concepts-including the distinction between compensation and reward -and presents a conceptual framework for typifying and characterizing different types of mechanisms that link ecosystem stewards, ecosystem service beneficiaries, and intermediaries.
