As cities attempt to ameliorate urban green inequities, a potential challenge has emerged in the form of green gentrification. Although practitioners are central to urban greening and associated gentrification, there has yet to be an exploration of practitioner perspectives on the phenomenon. We fill this gap with an online survey of 51 urban greening practitioners in Metro Vancouver and the Greater Toronto Area. Most respondents defined green gentrification as the displacement of vulnerable residents due to the installation or improvement of green space that attracts wealthy in-movers and increases property values. They were most likely to identify greening as driving green gentrification, with a minority identifying other systemic drivers with greening in a secondary role. Although 39 of 51 participants had some familiarity with green gentrification, most reported low confidence in their understanding of the concept, little evidence of using the concept in their work, and moderate concern that their work is implicated in green gentrification. The gentrification issues most encountered by practitioners were changes to neighbourhood character and uneven investment in public infrastructure, and those working in domains linked to planning, equity, and engagement were most likely to encounter gentrification issues. Practitioners experienced multiple barriers to addressing green gentrification, including limited institutional capacity, limited access to data and relevant information, policy/mandate restriction, and lack of engagement tools. Results indicate that practitioners have a moderate understanding of green gentrification but do not often use the concept in their work, despite their potential to contribute to or exacerbate it. This suggests some resistance to critiques of urban greening practice, a failure of scholarly critiques of urban greening to influence policy change, and the need for stronger research theory and research co-creation involving practitioners and academia. We analyze multi-scalar social, economic, and policy dynamics of shark fin production and consumption through Hong Kong, the world's leading shark fin entrepôt, and U.S. Mid-Atlantic artisanal fisheries in New Jersey (NJ), a U.S. state that enacted a shark-fin retail ban in 2021. Trade statistics point to a rise in shark fin circulation to Hong Kong in recent years supplied through global pathways of production. Global discourses of overconsumption and shark finning in Asia have shaped U.S. state environmental policies banning shark fin retail. However, interviews with shark fin retailers and consumers in Hong Kong point not to undifferentiated Asian consumption, but instead indicate gendered, classed, and intergenerational dynamics that undergird consumption and bear on production elsewhere. New Jersey fisheries, once an exporter to Hong Kong, enacted a state-wide shark fin retail ban in response to global defaunation and anxieties related to Asian fishing and consumption practices. Interviews and focus group discussions illustrate how the ban has resulted in a practice artisanal fishers call "reverse shark-finning," i.e., the discarding of fins post-landing. Moreover, local regulations neglect artisanal fishers' knowledge and capability to identify shark species at sea. The findings show how the totalizing ban diminishes economic returns but does not reduce total shark catches in the artisanal sector. To test fishers' knowledge at sea, the study uses a mitochondrial DNA barcoding method on post-landing shark fins (n = 47) to compare genetic identification with fishers' visual species identification. The findings illustrate artisanal fishers' knowledge is sufficient to accurately identify the shark species they catch. These findings are significant for environmental policies, biodiversity conservation, and global-local relations of production and consumption. We argue that more targeted efforts that take socioeconomic dynamics into account are needed to affect consumption, while more holistic policies that examine impacts rather than blanket bans may be more effective on the production and conservation side. Although North American settler governments face scrutiny over the ecological, social, and ethical shortcomings of environmental policy, many Indigenous Nations are pursuing a resurgence of environmental self-governance according to ancestral principles and practices. On the west coast of Vancouver Island, the reintroduction and prioritized conservation of sea otters by Canada's Department of Fisheries and Oceans (DFO) actively impedes the harvest of culturally and nutritionally significant shellfish species by Nuu-chah-nulth Nations. Integrating a range of qualitative methods, we argue that structural inequities, divergent normative and material priorities, and ontological differences animate a divide between Nuu-chah-nulth and Canadian state governing bodies in sea otter management. The DFO's unwillingness to accommodate Indigenous knowledge, principles, and priorities in its sea otter management scheme reproduces the unequal power relations of settler colonialism to the detriment of Indigenous food sovereignty and security. We propose to reframe sea otter governance around the Nuu-chah-nulth principles of hišukʔiš c̓awaak (everything is one), ʔiisaak (respect with caring), and ʔuʔaałuk (taking care of). This reorientation is in alignment with the efforts of Indigenous peoples throughout Canada and globally to enact multi-species caretaking through the resurgence of self-governance rooted in ancestral knowledge and wisdom. Ultimately, we argue that a sea otter governance structure centering Nuu-chah-nulth principles, ecological knowledge, and leadership would be well-positioned to lead collaborations and respectful engagement between Indigenous and non-Indigenous Nations. Successful forest conservation in the tropics depends on various biophysical, socioeconomic, cultural, and political factors. Researchers, environmental practitioners, and local people recognize the need to resolve longstanding systemic weaknesses in environmental governance institutions, to make mainstream environmental policy and action, and to find locally informed and adaptive conservation measures. This also applies to the preservation of cloud-forest fragments of the Taita Hills in southern Kenya, a section of the Afromontane biodiversity hotspot. These forest remnants host many endemic and endangered plant and animal species, and suffer under deforestation and forest degradation. We conducted structured surveys with 300 smallholder farmers living around three forest fragments in the Taita Hills. Our results indicate a lack of knowledge about biodiversity and ecosystem functions among local people. We found an inverse relationship between the level of formal education and practical environmental knowledge, and a bias toward the protection of plant species, because of their provisional ecosystem services, as opposed to the protection of wild animals, because they are mainly associated with human-wildlife conflicts and large-scale tourism. Unresolved human-wildlife conflicts and missing benefit sharing from tourism has created an anti-conservation attitude. Our study underlines that nature conservation is only feasible if the local people benefit from it in the medium and long terms, and if the added value of conservation for high humanlivelihood quality is clearly communicated. What helps or limits the use of ecosystem services ideas in practice? In this paper we develop and test a new institutionalistbased analytical scheme to explore how ecosystem services as a "new" policy idea might interact with established policy regimes, processes, and norms. The scheme is based on three different decision-making levels: micro, meso, and macro. To test the plausibility of the scheme, it is applied to the case of the UK where a specific ecosystem services framework (ESF) was prioritized as a new way of doing environmental policy after 2011. Drawing on findings from 32 elite interviews, the paper shows how dynamics at all three levels intersect with differing institutional explanations. It helps explain important factors for embedding, or restricting embedding, of the ESF in policy making. The scheme provides a useful way to link analysis of the "lived experience" of policy actors implementing the ESF with the institutional landscape they occupy, and allows for a nuanced and integrated analysis of the potential barriers faced by ecosystem services ideas generally. A thorough understanding of long-term temporal social-ecological dynamics at the national scale helps to explain the current condition of a country's ecosystems and to support environmental policies to tackle future sustainability challenges. We aimed to develop a methodological approach to understand past long-term (1960-2010) social-ecological dynamics in Spain. First, we developed a methodical framework that allowed us to explore complex social-ecological dynamics among biodiversity, ecosystem services, human well-being, drivers of change, and institutional responses. Second, we compiled 21 long-term, national-scale indicators and analyzed their temporal relationships through a redundancy analysis. Third, we used a Bayesian change point analysis to detect evidence of past social-ecological thresholds and historical time periods. Our results revealed that Spain has passed through four social-ecological thresholds that define five different time periods of nature and society relationships. Finally, we discussed how the proposed methodological approach helps to reinterpret national-level ecosystem indicators through a new conceptual lens to develop a more systems-based way of understanding long-term social-ecological patterns and dynamics. Conflicts over natural resources affect millions of people in developing countries. Because they vary in terms of context, intensity, interactions between parties, and local and international implications, natural resource conflicts have different potential for transformation. Exchanges that involve communication, learning, and network development between individuals or groups in different countries within the Global South, what we call south-to-south exchanges, may have the potential to enhance capacities in addressing natural resource conflicts. Yet these types of interactions between parties in different southern countries that influence natural resource conflicts receive little consideration, although they may help in transforming conflicts, developing capacity, and contribute to resilience. CoCooN and CCMCC initiatives were designed to contribute to evidence-based policy development and practices in developing countries and an important aspect of this may be the potential to influence and enhance South-to-South communication, learning, and networks. We examine south-to-south exchanges within the 13 CoCooN and CCMCC projects to identify situations that led to these exchanges and better understand their value. The policies and decisions made today will influence climate and sustainability outcomes for the remainder of this century and beyond, and youth today have a large stake in this future. Many youth are expressing dissent toward economic, social, and environmental policies and practices that contribute to climate change in diverse ways, but clearly not all forms of climate activism have the same impact or repercussions. We have presented a typology for understanding youth dissent as expressed through climate activism. Recognizing the complex empirical reality of youth concerns about climate change, this typology has distinguished three types of activism as dutiful, disruptive, and dangerous dissent. By drawing attention to multiple ways for youth to express their political agency both within and outside of traditional political processes, we have highlighted and analyzed the diverse ways that youth are challenging power relationships and political interests to promote climate-resilient futures. The urgent need to revert the ecological and social equity crises of the current development model and realize the potential of sustainable development has led several disciplines to converge on the socioecosystem concept as the most appropriate theoretical framework for research and public policy. The socioecosystem approach recognizes that social systems are integrated with natural systems and seeks to adaptively comanage socioecosystem coevolution for the sustainable development of both systems. We hypothesize that incorporation of this approach into environmental policy in Mexico could help resolve many of the problems that currently undermine policy effectiveness. To find out to what extent policy professionals might concur with this hypothesis, and what the opportunities and obstacles to implementing socioecosystem-based policy might be, research was conducted to elicit the expert opinion of officials responsible for formulating and implementing environmental policy in Mexico. The principle opportunities consist in the fact that experts intuitively understand the socioecosystem approach, and that most perceive advantages in adopting it because its policy attributes can potentially help to resolve many of the factors they identify as limiting the success of current environmental policies. Ecosystem services (ES) have become an important focus of the conservation movement but have yet to be mainstreamed into environmental policy and management, especially at the state and federal levels. Adoption of an ES approach requires agency personnel to have knowledge or experience in implementing an ES approach and metrics that link potential actions to impacts on ES. We characterize the degree to which ES considerations are taken into account in setting priorities for conservation acquisitions in the U.S. state of Minnesota. We assess two core dimensions of an ES approach: (1) multiobjective targeting and (2) measuring program benefits in terms of increases in human well-being. We assess the degree to which these two dimensions occur in statute and in conservation program decision making. We find that state statute provides clear support for an ES approach in conservation funding mechanisms. However, we find that many of the programs funded through those mechanisms have more traditional habitat-centric approaches. In contrast to statutory emphasis, water quality related metrics were not prominent. We recommend expanding current prioritization systems to include a broader suite of metrics that are linked to human well-being to further mainstream ES in Minnesota. Adaptive comanagement is at an important cross-road: different research paths forward are possible, and a diagnostic approach has been identified as a promising one. Accordingly, we operationalize a diagnostic approach, using a framework, to set a new direction for adaptive comanagement research. We set out three main first-tier variables: antecedents, process, and outcomes, and these main variables are situated within a fourth: the setting. Within each of these variables, significant depth of study may be achieved by investigating second- and third-tier variables. Causal relationships among variables, and particularly related to the outcomes of adaptive comanagement, may also be investigated at varying depths using the diagnostic framework and associated nomenclature. We believe that the diagnostic approach we describe offers a unifying methodological approach to advancing adaptive comanagement research as well as similar approaches. There are significant benefits to be gained, including building a database of case studies using this common framework, advancing theory, and ultimately, improving social and ecological outcomes. This research examines the impact of three coordination dimensions on health sector adaptation to climate change in the Vietnamese Mekong Delta: cross-scale, cross-sectoral, and cross-boundary. While tasks are divided up between government ministries and departments in Vietnam, there is little collaboration on issues that span mandates. Similarly, while water flows in the Vietnamese Mekong Delta take resource management and health concerns across provincial boundaries, formal mechanisms for interprovincial collaboration are lacking. While decentralization efforts have sought to devolve authority and decision making to lower levels, there is continued state-centered top-down policy making, and this limits collaborative coordination across scales. All three of these issues inhibit health sector adaptation to climate change in the Vietnamese Mekong Delta, and though these coordination issues are recognized by the Vietnamese government, to date there has been little success in addressing them. The authors hope to stimulate further debate and discussion of coordination problems, and conclude that despite some significant challenges, the South West Steering Committee could play a facilitating role coordinating climate change responses in health and other sectors across the Vietnamese Mekong Delta. Developing scenarios to explore possible environmental futures is a widely used tool in social-ecological research. Scenario planners working in environmental systems increasingly enlist stakeholders to help develop scenarios, but effectively integrating stakeholder participation with scenario analyses and modeling remains a challenge. Using the New England Landscape Futures project as a case study, we explore how a method for codesigning a scenario elicitation process can be used to help balance the needs of both stakeholders and scientists. To illustrate the design process, we document eight influential decisions made with stakeholder input, describe the competing demands that we negotiated, and outline the rationale for the selected approach. We find that three priorities drove most of our decisions: maximizing stakeholder involvement in the scenario development process, efficient use of stakeholder time, and research needs. The outcome was a robust, intense, and highly structured one-day scenario development protocol that engaged stakeholders in the full scenario development process from initial orientation and identification of driving forces through to fleshedout scenarios narratives and quantitative inputs able to inform land-use simulations. Its deployment in six state-specific workshops was successful in eliciting divergent scenarios that stakeholders perceived as being plausible and relevant. Stakeholder responses to the process were positive, though also reflected the compromises made during the codesign process. Research needs were largely met, though initial expectations likely exceeded what could reasonably be elicited from a stakeholder group in one day. Our experiences highlight the importance of process design and how selection of scenario development techniques should follow from the project objectives, problem context, and stakeholder preferences for engagement activities. The use of a codesign framework that recognizes the challenges involved and engages stakeholders in the design process can act as a shared learning experience and contribute to greater effectiveness and impact for participatory social-ecological scenario processes. Increased attention has been paid to how the spatial dimensions of social-ecological systems are formative in shaping their ability to negotiate change and remain resilient. This paper moves this research further by exploring how diverse forms of power play a crucial role in shaping these spatial dimensions and the production of social-ecological outcomes. Grounding these explorations in a National Protected Area in Lao PDR, this paper explores how power relationships operate through the spatial and temporal domains of complex systems. Findings suggest (at least) four important insights: (1) the exercise of power materializes in policies and programs and becomes written onto the spaces of social-ecological systems through boundary creation, zonation, and other social processes that (re)define spatial meanings; these meanings vary by social actor; (2) policies and programs map out unevenly across space and time as they interact with antecedent social-ecological conditions in ways that preclude linear causal relationships between policy and outcomes; (3) although local in their expression, spatialized disputes in social-ecological systems draw on cross-scalar discourses and networks of power to bolster, undermine, and (de)legitimize competing environmental and social narratives; and (4) however powerful institutions and actor-networks may be, they are never fully hegemonic as they are attenuated by other discourses and operations of power, although these all play out across a highly uneven sociopolitical terrain. Paying greater attention to the spatial and temporal dynamics of power may be much more than a project of introducing yet another variable into the already complex admixture of analytic elements. Environmental problems are usually framed by a repertoire of arguments articulated by a network of individuals (scientists and policymakers) and their affiliated institutions. Given the complexity of this network, it is important to conduct network analyses on both individual and organizational levels to achieve a better understanding of the underlying political structure that influences science-policy communication. Through an empirical study of a policy network related to grassland management in China, our study examines the underlying political structure of the network as well as its political impact on the problem-framing processes. The analysis reveals that political polarization and power imbalances in the network, the product of existing institutional arrangements, have confined the framing of environmental problems to specific areas and impeded the development of comprehensive policies. Quantitative approaches to measure and assess resilience are needed to bridge gaps between science, policy, and management. In this paper, we suggest a quantitative framework for assessing ecological resilience. Ecological resilience as an emergent ecosystem phenomenon can be decomposed into complementary attributes (scales, adaptive capacity, thresholds, and alternative regimes) that embrace the complexity inherent to ecosystems. Quantifying these attributes simultaneously provides opportunities to move from the assessment of specific resilience within an ecosystem toward a broader measurement of its general resilience. We provide a framework that is based on reiterative testing and recalibration of hypotheses that assess complementary attributes of ecological resilience. By implementing the framework in adaptive approaches to management, inference, and modeling, key uncertainties can be reduced incrementally over time and learning about the general resilience of dynamic ecosystems maximized. Such improvements are needed because uncertainty about global environmental change impacts and their effects on resilience is high. Although ecosystem services research has become common, few efforts are directed toward in-depth understanding of the specific ecological quantities people value. The theoretical framework of final ecosystem services focuses attention on such measurable attributes, as a common currency for social-ecological systems research. Environmental communications as well as ecological monitoring and analysis efforts could be enhanced through increased documentation of final ecosystem services. For example, small changes in the way ecosystems are described could strongly influence relevance to the public and improve the foundation for environmental decision making. Focusing on rivers and streams, we conducted a content analysis of existing publications to document the breadth and frequency with which various measurable attributes, such as flooding, water quality characteristics, and wildlife appeared in different news sources over a multiyear timeline. In addition to attributes, motivations for human interest in river-related resources were also coded, such as recreation or preservation for future generations. To allow testing of differences between materials written for different audiences, three sources were sampled: a blog hosted by National Geographic, New York Times articles, and Wall Street Journal articles. The coding approach was rigorously tested in a pilot phase, with measures developed to ensure high data quality, including use of two independent coders. Results show numerous similarities across sources with some notable differences in emphasis. Significant relationships between groups of attribute and motivation codes were also found, one outcome of which is further support for the importance of nonuse values for fish and wildlife. Deliberating on policy design to manage natural resources with clarity and precision is a difficult task, even for professional and highly experienced policy practitioners. These difficulties are exacerbated by confounding the crafting of policy instruments to change resource use (a behavioral matter related to resource management) with the consequential issue of who bears the cost of changing resource use (an equity matter). The confounding of behavioral and equity issues is not surprising because equity is commonly suggested as a criterion in the literature on policy instrument choice, and inequity in access to resources may also be one of the initial drivers of policy intervention. Here, we restate the microeconomic analysis of "open access" resources and highlight the fundamental difference between efficiency (including allocative inefficiency) and equity that emerges from that analysis. We then discuss the implications of this difference for the choice of policy instruments to resolve problems in natural resource management, at least for instruments that entail changing the behavior of primary producers. This discussion is centered on three key decisions for formulating policy: (1) choosing the preferred portfolio of uses for a natural resource, (2) choosing a policy instrument to change that portfolio, and (3) choosing a mechanism to distribute the costs of change fairly. To illustrate how these decisions may play out in a real-world example, we apply the decisions to a freshwater policy process in New Zealand. By articulating the distinction, microeconomics draws distinctions between efficiency and equity as policy objectives. Linking that distinction with the Tinbergen's principle regarding the matching of instruments to objectives, we aim to reduce the conflation of the decision-making criteria employed in policy formulation decisions. In doing so, we hope to assist policy makers to avoid policy failure by reducing the potential for the influence of self-interested parties, or concern about their welfare, to introduce process failures into the policy formulation and decision-making stages of the policy cycle. The concept of "enabling conditions" centers on conditions that facilitate approaches to addressing social and ecological challenges. Although multiple fields have independently addressed the concept of enabling conditions, the literature lacks a shared understanding or integration of concepts. We propose a more synthesized understanding of enabling conditions beyond disciplinary boundaries by focusing on the enabling conditions that influence the implementation of a range of environmental policies termed payments for ecosystem services (PES). Through an analysis of key literature from different disciplinary perspectives, we examined how researchers and practitioners refer to and identify enabling conditions within the context of PES. Through our synthesis, we identified 24 distinct enabling conditions organized within 4 broad themes: biophysical, economic, governance, and social-cultural conditions. We found that the literature coalesces around certain enabling conditions, such as strong ecosystem science and existing institutions, regardless of disciplinary background or journal audience. We also observed key differences in how authors perceive the direction of influence for property type, program objectives, and number of actors. Additionally, we noted an emphasis on the importance of the contextual nature of many enabling conditions that may cause certain conditions to have a disproportionate impact on successful implementation in some circumstances. Unraveling the relative importance of specific enabling conditions in diverse contexts remains a research frontier. Ultimately, no single disciplinary perspective is likely to provide all necessary insights for PES creation, and given the intertwined nature of enabling conditions, practitioners need to consider insights from multiple dimensions. Understanding complex social-ecological systems, and anticipating how they may respond to rapid change, requires an approach that incorporates environmental, social, economic, and policy factors, usually in a context of fragmented data availability. We employed fuzzy cognitive mapping (FCM) to integrate these factors in the assessment of future wildfire risk in the Chiquitania region, Bolivia. In this region, dealing with wildfires is becoming increasingly challenging because of reinforcing feedbacks between multiple drivers. We conducted semistructured interviews and constructed different FCMs in focus groups to understand the regional dynamics of wildfire from diverse perspectives. We used FCM modelling to evaluate possible adaptation scenarios in the context of future drier climatic conditions. Scenarios also considered possible failure to respond in time to the emergent risk. This approach proved of great potential to support decision making for risk management. It helped identify key forcing variables and generate insights into potential risks and trade-offs of different strategies. The "Hands-off" scenario resulted in amplified impacts driven by intensifying trends, affecting particularly the agricultural production under drought conditions. The "Fire management" scenario, which adopted a bottom-up approach to improve controlled burning, showed less trade-offs between wildfire risk reduction and production compared with the "Fire suppression" scenario. Findings highlighted the importance of considering strategies that involve all actors who use fire, and the need to nest these strategies for a more systemic approach to manage wildfire risk. The FCM model could be used as a decisionsupport tool and serve as a "boundary object" to facilitate collaboration and integration of different perceptions of fire in the region. Floods have not only occurred with greater frequency, they have become more damaging over the years. The associated rising costs have challenged traditional governance approaches that aim to provide full protection against floods. By aiming for protection, these approaches have allowed value to accumulate in high-risk areas. Now that climate change puts more floods on the horizon, policy-makers around the world have turned to "spatial-planning" measures that aim to reduce exposure to flood risks rather than provide full protection. This policy transition not only involves the development of new policy approaches and governance arrangements, it places new requirements on knowledge to support these approaches and arrangements. I analyze these changed knowledge requirements in a case study on the Netherlands. The Netherlands thrived on a technical safety approach in the 20th century, but since the late 1990s, a number of spatial planning policies have been forwarded. Building on the policy arrangements framework as a conceptual model, I add a new knowledge dimension to this framework to analyze what new knowledge requirements emerged in the Dutch turn to spatial-planning measures and how these new forms of knowledge could be organized within existing safety institutions. Based on the analysis, I conclude that spatial-planning measures require new forms of "localized" policy knowledge to support the more decentralized responsibility structures that underpin spatial-planning measures. I also conclude that this form of expertise may be difficult to organize within safety institutions due to the strong interactions between nationally oriented engineers and policy-makers that characterize safety approaches. There are fundamental spatial and temporal disconnects between the specific policies that have been crafted to address our wildfire challenges. The biophysical changes in fuels, wildfire behavior, and climate have created a new set of conditions for which our wildfire governance system is poorly suited to address. To address these challenges, a reorientation of goals is needed to focus on creating an anticipatory wildfire governance system focused on social and ecological resilience. Key characteristics of this system could include the following: (1) not taking historical patterns as givens; (2) identifying future social and ecological thresholds of concern; (3) embracing diversity/heterogeneity as principles in ecological and social responses; and (4) incorporating learning among different scales of actors to create a scaffolded learning system. This article contributes to understanding the conditions of social-ecological change by focusing on the agency of individuals in the pathways to institutionalization. Drawing on the case of the Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES), it addresses institutional entrepreneurship in an emerging environmental science-policy institution (ESPI) at a global scale. Drawing on ethnographic observations, semistructured interviews, and document analysis, we propose a detailed chronology of the genesis of the IPBES before focusing on the final phase of the negotiations toward the creation of the institution. We analyze the techniques and skills deployed by the chairman during the conference to handle the tensions at play both to prevent participants from deserting the negotiations arena and to prevent a lack of inclusiveness from discrediting the future institution. We stress that creating a new global environmental institution requires the situated exercise of an art of "having everybody on board" through techniques of inclusiveness that we characterize. Our results emphazise the major challenge of handling the fragmentation and plasticity of the groups of interest involved in the institutionalization process, thus adding to the theory of transformative agency of institutional entrepreneurs. Although inclusiveness might remain partly unattainable, such techniques of inclusiveness appear to be a major condition of the legitimacy and success of the institutionalization of a new global ESPI. Global environmental change requires responses that involve marked or qualitative changes in individuals, institutions, societies, and cultures. Yet, while there has been considerable effort to develop theory about such processes, there has been limited research on practices for facilitating transformative change. We present a novel pathways approach called Three Horizons that helps participants work with complex and intractable problems and uncertain futures. The approach is important for helping groups work with uncertainty while also generating agency in ways not always addressed by existing futures approaches. We explain how the approach uses a simple framework for structured and guided dialogue around different patterns of change by using examples. We then discuss some of the key characteristics of the practice that facilitators and participants have found to be useful. This includes (1) providing a simple structure for working with complexity, (2) helping develop future consciousness (an awareness of the future potential in the present moment), (3) helping distinguish between incremental and transformative change, (4) making explicit the processes of power and patterns of renewal, (5) enabling the exploration of how to manage transitions, and (6) providing a framework for dialogue among actors with different mindsets. The complementarity of Three Horizons to other approaches (e.g., scenario planning, dilemma thinking) is then discussed. Overall, we highlight that there is a need for much greater attention to researching practices of transformation in ways that bridge different kinds of knowledge, including episteme and phronesis. Achieving this will itself require changes to contemporary systems of knowledge production. Widespread flooding in June 2013 caused damage costs of 6 to 8 billion in Germany, and awoke many memories of the floods in August 2002, which resulted in total damage of 11.6 billion and hence was the most expensive natural hazard event in Germany up to now. The event of 2002 does, however, also mark a reorientation toward an integrated flood risk management system in Germany. Therefore, the flood of 2013 offered the opportunity to review how the measures that politics, administration, and civil society have implemented since 2002 helped to cope with the flood and what still needs to be done to achieve effective and more integrated flood risk management. The review highlights considerable improvements on many levels, in particular (1) an increased consideration of flood hazards in spatial planning and urban development, (2) comprehensive property-level mitigation and preparedness measures, (3) more effective flood warnings and improved coordination of disaster response, and (4) a more targeted maintenance of flood defense systems. In 2013, this led to more effective flood management and to a reduction of damage. Nevertheless, important aspects remain unclear and need to be clarified. This particularly holds for balanced and coordinated strategies for reducing and overcoming the impacts of flooding in large catchments, cross-border and interdisciplinary cooperation, the role of the general public in the different phases of flood risk management, as well as a transparent risk transfer system. Recurring flood events reveal that flood risk management is a continuous task. Hence, risk drivers, such as climate change, land-use changes, economic developments, or demographic change and the resultant risks must be investigated at regular intervals, and risk reduction strategies and processes must be reassessed as well as adapted and implemented in a dialogue with all stakeholders. Conversions of natural ecosystems, e.g., from rain forests to managed plantations, result in significant changes in the hydrological cycle including periodic water scarcity. In Indonesia, large areas of forest were lost and extensive oil palm plantations were established over the last decades. We conducted a combined social and environmental study in a region of recent land-use change, the Jambi Province on Sumatra. The objective was to derive complementary lines of arguments to provide balanced insights into environmental perceptions and eco-hydrological processes accompanying land-use change. Interviews with villagers highlighted concerns regarding decreasing water levels in wells during dry periods and increasing fluctuations in stream flow between rainy and dry periods. Periodic water scarcity was found to severely impact livelihoods, which increased social polarization. Sap flux measurements on forest trees and oil palms indicate that oil palm plantations use as much water as forests for transpiration. Eddy covariance analyses of evapotranspiration over oil palm point to substantial additional sources of evaporation in oil palm plantations such as the soil and epiphytes. Stream base flow from a catchment dominated by oil palms was lower than from a catchment dominated by rubber plantations; both showed high peaks after rainfall. An estimate of erosion indicated approximately 30 cm of topsoil loss after forest conversion to both oil palm and rubber plantations. Analyses of climatic variables over the last 20 years and of a standardized precipitation evapotranspiration index for the last century suggested that droughts are recurrent in the area, but have not increased in frequency or intensity. Consequently, we assume that conversions of rain forest ecosystems to oil palm plantations lead to a redistribution of precipitated water by runoff, which leads to the reported periodic water scarcity. The Water Framework Directive (WFD) is arguably the most ambitious piece of European Union (EU) legislation in the field of water. The directive defines a general framework for integrated river basin management in Europe with a view to achieving "good water status" by 2015. Institutional novelties include, among others, water management at hydrological scales, the involvement of nonstate actors in water planning, and various economic principles, as well as a common strategy to support EU member states during the implementation of the directive. More than 15 years after the adoption of the WFD, and with the passing of an important milestone, 2015, we believe it is time for an interim assessment. This article provides a systematic review of existing scholarship on WFD implementation. We identify well-documented areas of research, describe largely unchartered territories, and suggest avenues for future studies. Methodologically, we relied on a meta-analysis. Based on a codebook of more than 35 items, we analyzed 89 journal articles reporting on the implementation of the directive in EU member states. Our review is organized around three major themes. The first is "who, when, and where"; we explore publication patterns, thereby looking into authors, timelines, and target journals. The second is "what"; we analyze the object of study in our source articles with a particular focus on case study countries, policy levels, the temporal stage of WFD implementation, and if the directive was not studied in its entirety, the aspect of the WFD that received scholarly attention. Socio-political issues are important in environmental policy outcomes but are often overlooked in conservation planning. We analyze the effects of historical social, political, and ecological contexts on conservation policy outcomes as applied to the Upper Gulf of California and Colorado River Delta Biosphere Reserve. A rushed implementation, perhaps necessary for the protection of endangered totoaba (Totoaba macdonaldi) and vaquita (Phocoena sinus), occurred with little community consultation, resulting in enduring disgruntlement among stakeholders that undermined its effectiveness. Overfishing and habitat degradation continue both inside and outside the reserve, and totoaba and vaquita remain Critically Endangered, with the latter's population estimated at approximately 90 individuals. Marine reserves can be useful, but when top-down enforcement is unfeasible, effective environmental policy requires full recognition and integration of political history and social structures and needs, and open discussion on trade-offs when win-win situations are not possible. Education and learning possess powerful potential in affecting future resilience and sustainable states. Here, I focus on unpacking and examining the connections and feedbacks between social-environmental systems (SESs), resilience, and compulsory education. SESs have been problematized as frequently having a poor fit between environmental change and policy solutions. The last few decades have witnessed global recognition of climate change in the Arctic. This has led to discussion and debate over the role of schools in addressing local knowledge, environmental changes, and community priorities. In Alaska, USA, and other Arctic regions, the role of public schools in improving this fit has been largely overlooked. I hypothesize that, as extensions of governments, public schools in the North American Arctic and other locations offer an opportunity to create better linkages between societies and environments through governance. Secondarily, at the individual level, education is a vital component of resilience, but such education must embrace multiple perspectives in its curriculum to honor and access the diversity offered by local and traditional ecological knowledge and Western methods. Lastly, at the societal scale, schools are an untapped resource with which to meet the challenge of bolstering capacity for adaptation in a time of rapid transformation for Arctic societies. Recent mandates in the United States require federal agencies to incorporate climate change science into land management planning efforts. These mandates target possible adaptation and mitigation strategies. However, the degree to which climate change is actively being considered in agency planning and management decisions is largely unknown. We explored the usefulness of climate change science for federal resource managers, focusing on the efficacy of potential adaptation strategies and barriers limiting the use of climate change science in adaptation efforts. Our study was conducted in the northern Rocky Mountains region of the western United States, where we interacted with 77 U.S. Forest Service and Bureau of Land Management personnel through surveys, semistructured interviews, and four collaborative workshops at locations across Idaho and Montana. We used a mixed-methods approach to evaluate managers' perceptions about adapting to and mitigating for climate change. Although resource managers incorporate general language about climate change in regional and landscape-level planning documents, they are currently not planning on-the-ground adaptation or mitigation projects. However, managers felt that their organizations were most likely to adapt to climate change through use of existing management strategies that are already widely implemented for other non climate-related management goals. These existing strategies, (e.g., thinning and prescribed burning) are perceived as more feasible than new climate-specific methods (e.g., assisted migration) because they already have public and agency support, accomplish multiple goals, and require less anticipation of the future timing and probability of climate change impacts. Participants reported that the most common barriers to using climate change information included a lack of management-relevant climate change science, inconsistent agency guidance, and insufficient time and resources to access, interpret, and apply current climate science information to management plans. Climate change is putting infrastructure, food supply, water resources, ecosystems, and human health at risk. These risks will be exacerbated depending on the degree of additional greenhouse gas emissions. Urgent action is needed to limit the severity of impacts associated with further warming. British Columbia (BC) has taken action to reduce greenhouse gas emissions from carbonbased fuels by introducing a carbon tax in 2008. As an innovative approach to climate change mitigation, especially in North America, studies evaluating its effectiveness are valuable. We assessed the long-term viability potential of the BC carbon tax using common pool resource design principles, a novel application of the design principles to environmental policy. We found that the design principles can be applied productively to environmental policy and larger scale air pollution problems. With regard to the BC carbon tax, our findings suggest that closer monitoring of user behavior, further increases of the tax over time, and pursuing efforts for a more elaborate system of nested enterprises and interjurisdictional cooperation could increase the long-term success of the BC carbon tax. We also found that the design principles allowed us to more comprehensively reach conclusions regarding the broader effectiveness of the tax when compared to existing policy analysis. Traditionally, climate policy evaluation has focused on the end goal without considering broader constraints and issues of resource allocation. We suggest that common pool resource theory, which is based on strong theoretical principles and encourages reflexivity, will be able to address those limitations. [ABSTRACT FROM AUTHOR]

Tackling major environmental change issues requires effective partnerships between science and governance, but relatively little work in this area has examined the diversity of settings from which such partnerships may, or may not, emerge. In this special feature we draw on experiences from around the world to demonstrate and investigate the consequences of diverse capacities and capabilities in bringing science and governance together. We propose the concept of coproductive capacities as a useful new lens through which to examine these relations. Coproductive capacity is "the combination of scientific resources and governance capability that shapes the extent to which a society, at various levels, can operationalize relationships between scientific and public, private, and civil society institutions and actors to effect scientifically-informed social change." This recasts the relationships between science and society from notions of "gaps" to notions of interconnectedness and interplay (coproduction); alongside the societal foundations that shape what is or is not possible in that dynamic connection (capacities). The articles in this special feature apply this concept to reveal social, political, and institutional conditions that both support and inhibit high-quality environmental governance as global issues are tackled in particular places. Across these articles we suggest that five themes emerge as important to understanding coproductive capacity: history, experience, and perceptions; quality of relationships (especially in suboptimal settings); disjunct across scales; power, interests, and legitimacy; and alternative pathways for environmental governance. Taking a coproductive capacities perspective can help us identify which interventions may best enable scientifically informed, but locally sensitive approaches to environmental governance. Balancing interests to achieve legitimate and effective policies is a primary and pressing challenge in countries' efforts to prepare their national reducing emissions from deforestation and forest degradation (REDD+) strategies. Using Tanzania as a country case, we investigated the most polarizing policy discourses and assessed the influence of competing discourse coalitions on the drafting of the national REDD+ strategy. We combined discourse and social network analysis to identify discourse coalitions and assess their influence. The findings indicate that the national REDD+ strategy largely reflects the positions of the discourse coalition that is controlled by powerful state actors who support central control of REDD+ financial mechanisms. The competing coalition, led by civil society organizations, has limited influence on the national strategy, despite discursive congruence and concerted political action. Human activity poses multiple environmental challenges for ecosystems that have intrinsic value and also support that activity. Our ability to address these challenges is constrained by, among other things, weaknesses in cross-disciplinary understandings of interactive processes of change in social-ecological systems. This paper draws on complementary insights from social and biological sciences to propose a "livelisystems" framework of multiscale, dynamic change across social and biological systems. This describes how material, informational, and relational assets, asset services, and asset pathways interact in systems with embedded and emergent properties undergoing a variety of structural transformations. Related characteristics of "higher" (notably human) livelisystems and change processes are identified as the greater relative importance of (a) informational, relational, and extrinsic (as opposed to material and intrinsic) assets, (b) teleological (as opposed to natural) selection, and (c) innovational (as opposed to mutational) change. The framework provides valuable insights into social and environmental challenges posed by global and local change, globalization, poverty, modernization, and growth in the anthropocene. Its potential for improving interdisciplinary and multiscale understanding is discussed, notably by examination of human adaptation to biodiversity and ecosystem service change following the spread of Lantana camera in the Western Ghats, India. Developments in national fisheries and marine environmental policies during the last 30 years have changed the relationship between coastal communities and the marine resources that people in these communities traditionally harvested. In Norway, for example, when the state authorities have made decisions to defend what they regard as national interests, the local level has been left with authority over minor issues related to area planning in the coastal zone. Although coastal planning until recently was about sharing fishing areas between different users, we now see a spatial dimension emerging in planning, giving it a much broader scope. The processes of defining spatial properties and creating coastal space as a governable object have the potential to empower local communities. These processes contribute to enhanced local control and improved local participation in the governance of natural resources. In Norway, the 2008 Planning and Building Act strengthened the role of municipalities in local planning. In addition, the application of a new three-dimensional, spatial approach to coastal planning may create opportunities for new control over local resources. In marine spatial planning (MSP) the natural resources are seen as part of coastal spatial properties; thus, governing of sea space implies resource governance. As our examples illustrate, considerable power is associated with the ability to identify and define the properties of coastal space. MSP could become an important tool for controlling local resources, rebuilding collapsed fisheries, and managing them sustainably at the level of municipalities. [ABSTRACT FROM AUTHOR]

Climate change adaptation and mitigation have become key policy drivers in the UK under its Climate Change Act of 2008. At the same time, urbanization has been high on the agenda, given the pressing need for substantial additional housing, particularly in southeast England. These twin policy objectives were brought together in the UK government's 'eco-town' initiative for England launched in 2007, which has since resulted in four eco-town projects currently under development. We critically analyze the eco-town initiative's policy evolution and early planning phase from a multilevel governance perspective by focusing on the following two interrelated aspects: (1) the evolving governance structures and resulting dynamics arising from the development of the eco-town initiative at UK governmental level, and the subsequent partial devolution to local stakeholders, including local authorities and nongovernmental actors, under the new 'localism' agenda; and (2) the effect of these governance dynamics on the conceptual and practical approach to adaptation through the emerging eco-town projects. As such, we problematize the impact of multilevel governance relations, and competing governance strategies and leadership, on shaping eco-town and related adaptation strategies and practice. The issue of whether adaptations to past disasters can impede adaptation to new disasters of a different type or intensity will be analyzed by examining the transition from frequent hurricanes to the Deepwater Horizon oil spill in coastal Louisiana. In particular, the effects of changed regulatory structures from the Stafford Act to the Oil Pollution Act of 1990 in response to the Deepwater Horizon oil spill are investigated. The article describes how the federal, state, and local governments adjust. In addition, it illustrates the shifting focus on the environment with the activation of the Oil Pollution Act and the Clean Water Act. The major task of policy makers and practitioners when confronted with a resource management problem is to decide on the potential solution(s) to adopt from a range of available options. However, this process is unlikely to be successful and cost effective without access to an independently verified and comprehensive available list of options. There is currently burgeoning interest in ecosystem services and quantitative assessments of their importance and value. Recognition of the value of ecosystem services to human well-being represents an increasingly important argument for protecting and restoring the natural environment, alongside the moral and ethical justifications for conservation. As well as understanding the benefits of ecosystem services, it is also important to synthesize the practical interventions that are capable of maintaining and/or enhancing these services. Apart from pest regulation, pollination, and global climate regulation, this type of exercise has attracted relatively little attention. Through a systematic consultation exercise, we identify a candidate list of 296 possible interventions across the main regulating services of air quality regulation, climate regulation, water flow regulation, erosion regulation, water purification and waste treatment, disease regulation, pest regulation, pollination and natural hazard regulation. The range of interventions differs greatly between habitats and services depending upon the ease of manipulation and the level of research intensity. Some interventions have the potential to deliver benefits across a range of regulating services, especially those that reduce soil loss and maintain forest cover. Synthesis and applications: Solution scanning is important for questioning existing knowledge and identifying the range of options available to researchers and practitioners, as well as serving as the necessary basis for assessing cost effectiveness and guiding implementation strategies. Reducing Emissions from Deforestation and Forest Degradation (REDD+) is a priority issue for forest and climate policy in Indonesia, and REDD+ policy-making activity has been characterized by considerable public consultation. Despite this engagement, discussions on REDD+ in Indonesia are reported to have remained top-down, a disconcerting pattern when adaptive governance and transformational change require cross-scale and cross-sectoral communication. Explicitly modeling the patterns of information exchange related to REDD+ can clarify these claims and help identify potential barriers to the transformational change needed to implement REDD+. We used data obtained through semistructured and structured interviews held in 2011 with representatives from a broad range of organizations (N = 64), formally or informally involved in the national REDD+ policy processes in Indonesia, to study REDD-related information exchange. Adopting a social network analysis approach, we found that (1) organizations perceived as most influential in REDD+ policy formulation, often, but not exclusively, those with institutional authority over particular aspects of REDD+, tend not to seek information from other actors and (2) organizations exchange information primarily within three clusters of similar organizations, with weak connections between clusters. This evidence suggests weak information exchange between the national government, national civil society, and transnational actors. We contend that the emergence of brokers able to connect these different clusters will be crucial for effective and inclusive REDD+ governance in Indonesia. [ABSTRACT FROM AUTHOR]

The long-term character of climate change and the high costs of adaptation measures, in combination with their uncertain effects, turn climate adaptation governance into a torturous process. We systematically review the literature on climate adaptation governance to analyze the scholarly understanding of these complexities. Building on governance literature about long-term and complex policy problems, we develop a conceptual matrix based on the dimensions knowledge and power to systematically study the peer-reviewed literature on climate adaptation governance. We find that about a quarter of the reviewed journal articles do not address the knowledge or power dimension of the governance of climate change adaptation, about half of the articles discuss either the knowledge or the power dimension, and another quarter discuss both knowledge and power. The articles that do address both knowledge and power (1) conceptualize the governance of climate adaptation mainly as a complex system of regulatory frameworks and technical knowledge, (2) assume that regulatory systems can be easily adapted to new knowledge, (3) pay little attention to fluid or unorganized forms of power, e.g., negotiation, and knowledge, e.g., learning, and (4) largely neglect the interplay between the two. Interactions between distant places are increasingly widespread and influential, often leading to unexpected outcomes with profound implications for sustainability. Numerous sustainability studies have been conducted within a particular place with little attention to the impacts of distant interactions on sustainability in multiple places. Although distant forces have been studied, they are usually treated as exogenous variables and feedbacks have rarely been considered. To understand and integrate various distant interactions better, we propose an integrated framework based on telecoupling, an umbrella concept that refers to socioeconomic and environmental interactions over distances. The concept of telecoupling is a logical extension of research on coupled human and natural systems, in which interactions occur within particular geographic locations. The telecoupling framework contains five major interrelated components, i.e., coupled human and natural systems, flows, agents, causes, and effects. We illustrate the framework using two examples of distant interactions associated with trade of agricultural commodities and invasive species, highlight the implications of the framework, and discuss research needs and approaches to move research on telecouplings forward. The framework can help to analyze system components and their interrelationships, identify research gaps, detect hidden costs and untapped benefits, provide a useful means to incorporate feedbacks as well as trade-offs and synergies across multiple systems (sending, receiving, and spillover systems), and improve the understanding of distant interactions and the effectiveness of policies for socioeconomic and environmental sustainability from local to global levels. Reducing Emissions from Deforestation and Forest Degradation and enhancing forest carbon stocks (REDD+) is a performance-based payment mechanism currently being debated in international and national environmental policy and planning forums. As the mechanism is based on conditionality, payments must reflect land stewards' level of compliance with carbon-efficient management practices. However, lack of clarity in land governance and carbon rights could undermine REDD+ implementation. Strategies are needed to avoid perverse incentives resulting from the commoditization of forest carbon stocks and, importantly, to identify and secure the rights of legitimate recipients of future REDD+ payments. We propose a landscape- level approach to address potential conflicts related to carbon tenure and REDD+ benefit sharing. We explore various land- tenure scenarios and their implications for carbon ownership in the context of a research site in northern Laos. Our case study shows that a combination of relevant scientific tools, knowledge, and participatory approaches can help avoid the marginalization of rural communities during the REDD+ process. The findings demonstrate that participatory land-use planning is an important step in ensuring that local communities are engaged in negotiating REDD+ schemes and that such negotiations are transparent. Local participation and agreements on land-use plans could provide a sound basis for developing efficient measurement, reporting, and verification systems for REDD+. [ABSTRACT FROM AUTHOR]

Considering the challenges and threats currently facing water management and the exacerbation of uncertainty by climate change, the need for flexible yet robust and legitimate environmental regulation is evident. The European Union took a novel approach toward sustainable water resource management with the passage of the EU Water Framework Directive in 2000. The Directive promotes sustainable water use through long-term protection of available water resources, progressively reduces discharges of hazardous substances in ground and surface waters, and mitigates the effects of floods and droughts. The lofty goal of achieving good status of all waters requires strong adaptive capacity, given the large amounts of uncertainty in water management. Striking the right balance between flexibility in local implementation and robust and enforceable standards is essential to promoting adaptive capacity in water governance, yet achieving these goals simultaneously poses unique difficulty. Applied resilience science reveals a conceptual framework for analyzing the adaptive capacity of governance structures that includes multiple overlapping levels of control or coordination, information flow horizontally and vertically, meaningful public participation, local capacity building, authority to respond to changed circumstances, and robust monitoring, system feedback, and enforcement. Analyzing the Directive through the lens of resilience science, we highlight key elements of modern European water management and their contribution to the resilience of the system and conclude that the potential lack of enforcement and adequate feedback of monitoring results does not promote managing for resilience. However, the scale-appropriate governance aspects of the EU approach promotes adaptive capacity by enabling vertical and horizontal information flow, building local capacity, and delegating control at multiple relevant scales. This is the introduction to the Ecology and Society special feature on "Applying Landscape Science to Natural Resource Management". Primarily drawing upon examples from Australia, the nine papers in the feature illustrate how landscape science seeks to integrate information from diverse sources to generate management solutions for implementation by individual land managers, communities, and governments at different levels. This introduction refers to the genesis of the feature, briefly outlines the nature and content of landscape science, and then summarizes key features of the nine papers. These are organized into two sections: one deals with inputs from human agents in the landscape, and one with the development of models enabling different management scenarios and environmental changes to be envisaged, understood, and applied to policy development. In this paper, we explore how ex ante scale dynamics analysis can contribute to better understanding of interactions between scales and levels, and how these interactions influence solution space in policy processes. In so doing, we address opportunities and challenges of conducting ex ante scale dynamics analysis as part of an action-oriented social science research approach that seeks to enhance its contribution to more scale-sensitive policy development. The policy debate on sustainable biofuels in Mozambique provides the empirical context in which we analyze interactions across administrative, institutional, and economic scales and levels, and how these interactions influence the space in which policy solutions can be explored and designed. On the basis of the analysis, we conclude that ex ante scale dynamics analysis can contribute to: (1) increasing awareness of interactions between scales and levels, and their implications for policy, (2) identifying immediate and potential matches and mismatches between scales and levels, and developing (adaptive) capacity to address them, and (3) identifying stakeholders and their scale- and level-related interests that can provide the basis for collaborative multi-stakeholder learning. Consequently, ex ante scale dynamics analysis can provide an important contribution to balancing and harmonizing interactions across different scales and levels, from which innovative and scale-sensitive policy responses can emerge. As part of an actionoriented, social science research approach, careful attention needs to be paid to processes of scale and level inclusion and exclusion when conducting scale dynamics analysis. Analysis of fit has focused on the macrolevel fit between social institutions and ecosystems, and bypassed the microlevel fit between individual cognition and its socio-material environment. I argue that the conceptualizations we develop about social-ecological systems and our position in them should be understood as ways for a fundamentally cognitive organism to adapt to particular social and ecological situations. Since at issue is our survival as a species, we need to better understand the structure and dynamics of fit between human cognition and its social-ecological environment. I suggest that the embodied cognition perspective opens up possibilities for "nudging" evolution through the conceptual integration of the cognitively attractive but ecologically unrealistic neoclassical economics, and the cognitively less attractive but ecologically more realistic adaptive cycle theory (panarchy). The result is a conceptually integrated model, the Roller Coaster Blend, which expresses in metaphorical terms why competitive individuals are better off cooperating than competing with each other in the face of absolute resource limits. The blend enables the reframing of messages about the limits of the social-ecological system in terms of growth rather than degrowth. This is cognitively appealing, as upward growth fires in our minds the neural connections of "more," "control", and "happy." The blend's potential for nudging behavior arises from its autopoietic characteristic: it can be both an account of the social-ecological system as an emergent structure that is capable of renewing itself, and a cognitive attractor of individuals whose recruitment reinforces the integrity of the social-ecological system. Panarchy theory focuses on improving theories of change in natural and social systems to improve the design of policy responses. Its central thesis is that successfully working with the dynamic forces of complex adaptive natural and social systems demands an active adaptive management regime that eschews optimization approaches that seek stability. This is a new approach to resources management, and yet no new theory of how to do things in environmental and natural resources management, particularly one challenging entrenched ways of doing things and the interests aligned around them, is likely to gain traction in practice if it cannot gain traction in the form of endorsement and implementation through specific laws and regulations. At some point, that bridge must be crossed or the enterprise of putting panarchy theory into panarchy practice will stall. Any effort to operationalize panarchy theory through law thus comes up against the mission of law to provide social stability and the nature of law itself as a complex adaptive system. To state the problem in another way, putting panarchy theory into practice will require adaptively managing the complex adaptive legal system to adaptively manage other complex adaptive natural and social systems, all in a way that maintains some level of social order. The urgency of charting pathways to sustainability that keep human societies within a "safe operating space" has now been clarified. Crises in climate, food, biodiversity, and energy are already playing out across local and global scales and are set to increase as we approach critical thresholds. Drawing together recent work from the Stockholm Resilience Centre, the Tellus Institute, and the STEPS Centre, this commentary article argues that ambitious Sustainable Development Goals are now required along with major transformation, not only in policies and technologies, but in modes of innovation themselves, to meet them. As examples of dryland agriculture in East Africa and rural energy in Latin America illustrate, such "transformative innovation" needs to give far greater recognition and power to grassroots innovation actors and processes, involving them within an inclusive, multi-scale innovation politics. The three dimensions of direction, diversity, and distribution along with new forms of "sustainability brokering" can help guide the kinds of analysis and decision making now needed to safeguard our planet for current and future generations. Adaptive comanagement (ACM) is often suggested as a way of handling the modern challenges of environmental governance, which include uncertainty and complexity. ACM is a novel combination of the learning dimension of adaptive management and the linkage dimension of comanagement. As has been suggested, there is a need for more insight on enabling policy environments for ACM success and failure. Picking up on this agenda we provide a case study of the world famous Venice lagoon in Italy. We address the following questions: first, to what extent are four institutional prescriptions typically associated with ACM currently practiced in the Venice system? Second, to what extent is learning taking place in the Venice system? Third, how is learning related to the implementation or nonimplementation of the prescriptions of ACM in the Venice system? Our analysis is based on interviews with stakeholders, participatory observation, and archive data. This paper demonstrates that the prescriptions of ACM are hardly followed in the Venice lagoon, but some levels of cognitive learning do take place, albeit very much within established management paradigms. Normative and relational learning are much rarer and when they do occur, they seem to have a relatively opportunistic reason. We propose that in particular the low levels of collaboration, because the governance system was deliberately set up in a hierarchical and mono-centric way, and the limited possibilities for stakeholder participation are implicated in this finding because they cause low levels of social capital and an incapacity to handle disagreements and uncertainty very well. Many contemporary societal challenges manifest themselves in the domain of human--environment interactions. There is a growing recognition that responses to these challenges formulated within current disciplinary boundaries, in isolation from their wider contexts, cannot adequately address them. Here, we outline the need for an integrated, transdisciplinary synthesis that allows for a holistic approach, and, above all, a much longer time perspective. We outline both the need for and the fundamental characteristics of what we call "integrated history." This approach promises to yield new understandings of the relationship between the past, present, and possible futures of our integrated human--environment system. We recommend a unique new focus of our historical efforts on the future, rather than the past, concentrated on learning about future possibilities from history. A growing worldwide community of transdisciplinary scholars is forming around building this Integrated History and future of People on Earth (IHOPE). Building integrated models of past human societies and their interactions with their environments yields new insights into those interactions and can help to create a more sustainable and desirable future.
