This article states that in the wake of an overwhelming parliamentary vote for the Maastricht treaty, Greece's Prime Minister, Constantine Mitsotakis, has reshuffled his cabinet again. The outlook appears better than usual. Rivals for the leadership of the ruling New Democracy Party are quiet. None wants to split the party and bring the government down just as the mess in ex-Yugoslavia threatens to spread south and economic crisis looms. Ioannis Palaiocrassas, the former finance minister, blamed the overdraft on corrupt tax collectors and computer glitches. But Greece has been slow to crack down on tax evasion.
