AbstractThis article offers a historical inquiry into behaviorism and its impact on standard of judgement concerning education policies. Drawing from Aldous Huxley’s reservation towards behaviorism as a scientific movement that naturalizes the role of control in human affairs, the paper maps the impact of behaviorism on economics of education. By tracing the influence of behaviorism in both rational (human capital theory) and quasi-rational (behavioral insight) economics, we draw attention to the activity of knowledge-making that describes and prescribes agency. The paper demonstrates how policy instruments and outcomes are intimately linked to assumptions about personhood, and in the case of behavioral insight, they contribute to the scope of decision-making entrusted to government and business. The literature on 'academic capitalism' and the 'entrepreneurial university' has paid little attention to the role and function of bureaucracy or has considered it something different from the New Public Management (NPM) that has accompanied neoliberal reforms in higher education over the last decades. Following a brief account of the theory and history of bureaucracy, the article examines the institutional, intellectual, pedagogic, and psychic repercussions of the NPM that was introduced in Danish universities in 2003, and turned them into what has been often called 'knowledge companies' (vidensvirksomheder). As a result of these reforms, the paper shows, academicians have been transformed into competitive entrepreneurial clerks, striving for assignments and resources, bound by contracts, thoroughly surveilled for their productivity and performance through special software, and entangled in a web of bureaucratic relations which has removed all spaces of logos that distinguish a university, according to its European tradition. This paper interrogates the fundamental logic of data-driven decision-making (DDDM) as it has taken hold in education and argues for a critical analysis of data-driven education via an attitude of historical ontology. Though influenced by Foucault's understanding of this concept, I center Colin Koopman's recent analysis of the 'informational person' to point attention to the ways in which the very formatting of data may be understood as historically contingent and, thus, more contestable. After examining the background of DDDM and relevant critiques of it, I suggest that investigating the socio-historical formations of data itself are important for indicating its potential dangers within education. Such a critical analysis identifies the doubled politics of data formatting, with its ability to tether subjectivity to data, while potentially baking modes of power into a variety of technological data apparatuses. This paper analyses how the discursive construction, valuation and subjective experience of human capital is evolving in parallel with crises of capital as a world-system. Ideology critique provides tools for analysing policy ‘fictions’ that aim to sustain investment in human capital through education. Foucauldian analytical tools enable analysis of how human capital has become a project of self-appreciation and cultivation of positive psychological traits. We argue that the work of Lauren Berlant provides an important complement to these approaches and enables us to analyse how crises of capital are being lived as the cruelling of optimism about social mobility through investment in oneself as human capital. Recent developments in critical policy analysis have occurred alongside the new materialisms in qualitative research. These lines of scholarship have unfolded along two separate, but related, tracks. In particular, the new materialist method ofdiffractionaligns with many elements of critical policy analysis. Both involve critical theory, complexity and multiple analyses. To examine diffraction as a potential method of critical policy analysis, this paper enacts Karen Barad’s method of diffraction through the theoretical writings of Jane Bennett and Gloria Anzaldúa. Using the example of teacher leaders who are involved in educational policy, Bennett’s vibrant ecologies illustrate ecosystems of teacher leadership and Anzaldúa’s borderlands demonstrate how teacher leaders bridge their roles within multiple layers of community, governance and identity. Through the method of diffraction, critical policy analyses may produce broader perspectives regarding the ways in which differing stakeholders, groups, technologies and even theories collectively shape policy. Responding to the structural and discursive changes that have (re)shaped the area of higher education in Europe over the last decades, the paper presents an analysis of how and with what educational consequences the purpose and value of higher education governance has shifted towards market-relevance and impact as the primary legitimizing factors in institutional quality assessments. The style will be asyndetic: rather than focus on single policy-documents, I purport to avail the justifications of the recent decades' higher education policy through highlighting the use of specific words and certain arguments across a range of documents from the most prominent transnational actors and educational policy-makers in the field. Applying Theodor Adorno's theory of Halbbildung (half-education), I go on to present the notion of Halbbildung as a conceptual lens for unveiling some of the teleological issues at stake in the current proposed purposes and modes of higher education governance. Paraphrasing Adorno's call for commitment to educational authorities, I question the possibility of establishing commitment amongst students to something beyond the logics of applicable competence-building and productivity. This paper approaches the question of Spinoza and education via the work of Louis Althusser. One important aim is to show how Spinoza’s description of the imagination underpins Althusser’s description of the ideological ‘infrastructure’ of educational practices and institutions. To achieve this, I begin by addressing Spinoza’s treatment of the physiological foundation of the imagination: by showing that the realm of ‘individual consciousness’ is more like the effect of an anonymous field, or process, Spinoza, we see, becomes a kind of immanent cause for the Althusserian claim that ‘ideology has a material existence’. I go on to examine, in detail, Althusser’s description of ‘educational apparatuses’, locating these as the expressions of a Spinozistic ontology. However, Althusserian anti-humanism can also appear to negate transformative agency; and in the specific context of the classroom, Althusser suggests, apparently ‘heroic’ teachers seem almost doomed. Hence a ‘return’ to Spinoza, enacted, here—that is, an examination of Spinozistic potentialities, mainly adumbrated in the unfinished Political Treatise. My article concludes by suggesting that, in light of these, the foundational unit of pedagogical practice—the group, the class—might still be reconfigured as a collective subject, rather than the mere object of ideology. The recent expansion of the English academies programme has initiated a period of significant change within the state education system. As established administration has been disrupted, new providers from business and philanthropy have entered the sector with a range of approaches to transform schools. This paper examines the development of co-operative schools, which are positioned as an ‘ethical alternative’ within the system and have proved popular with teachers and parents. Using a theory of co-operative power drawn from the philosophy of Spinoza (1632-1677), the author explores how co-operative schools have emerged, with and against the reforming agenda, using narratives of hope and resistance. In Chapter VIII of Democracy and Education, Dewey objects to all three of the following propositions: (1) education serves predefined aims; (2) Education serves aims that are external to the process of education; and (3) Education serves aims that are imposed by authority. From the vantage point of policymakers and authors of curriculum guides, these three propositions seem plausible, even self-evident. In this paper, I set forth a critical interpretation and evaluation of Dewey's objections to them and argue that he saw the aims of education from another point of view, that of a learner. From a learner's point of view, propositions 2 and 3 are only half-true because external aims that are not shared by the students cannot successfully guide educative activities. As regards proposition 1, Dewey's philosophy does not accommodate the birds-eye view required to make it literally true. As learners, we cannot have an external view of our entire progress. Some of our aims are, therefore, not predefined but discovered on the way. Dewey's stance on the role of aims in education is worth serious consideration, because the view of curriculum development and school administration that these three propositions engender is as deeply problematic today as it was when Dewey wrote against them a century ago. Originating from philosophy and science, many different ideas have made their way into educational policies. Educational policies often take such ideas completely out of context, and enforce them as general norms to every aspect of education; even opposing ideals make their way into school's curricula, teaching techniques, assignments, and procedures. Meanwhile, inside the actual classrooms, teachers and students are left in limbo, trying to comply with, techniques, evaluation forms and a growing technical educational vocabulary. Here I would like to propose an antidote to this absurdity by reminding us what teachers and students already know. Such an antidote can be found in J. L. Austin's speech act theory. In this paper, I propose we revisit speech act theory and treat it as an educational theory. That might help us dismantle false dichotomies troubling education for decades. The point is not that the discussion over educational policies and priorities should stop, but that it should be kept in appropriate perspective. Informed by the work of the work of Michel Foucault, Ian Hunter, and Ansgar Allen, this paper argues that I/MLEs are not the creation of a 'modern' or 'innovative' learning environment but rather the reclamation of an educational technique that was pioneered en masse almost two centuries ago (and based on practices many centuries older than that), where established pastoral methods were key to shaping particularly formed educated subjects. Drawing on work produced by the OECD, as well as UK and NZ education policies and school building design guidance, this argument couches two claims, the first of which is that whether or not education systems and school buildings are conforming to I/MLE models, the ubiquity of ideologically narrow conceptions of the learning subject are enforced regardless, through subtle or unsubtle means. However, the second claim is that, despite their overarching and unsurprising ideological homogeneity with other more outcome oriented forms of schooling, I/MLEs have the potential to offer a much more substantial formative experience than other schooling systems due to their implicit recovery of the traditional pastoral aspect of education. Higher education institutions are major concentrations of political, social, economic, intellectual and communicative resources. They reach freely across populations and cultures and connect to government, professions, industry and the arts. The neoliberal logic of markets has entered the realm of (higher) education. This leads to discourse on the benefits of education being positioned almost exclusively in terms of their effect on income. The perspective taken in the paper is the development of a happiness motive that asks education to challenge what it is to be a member of society: What moral and ontological stance one will seek to take in developing one’s future? The satisfied student perpetuates the current lifeworld in which they find themselves, seeking to improve the quality of the services provided. It is proposed that an overly emphasised desire satisfaction culture inhibits the edifying mission of universities. This is not to argue against high-quality service provision but to differentiate it from the edifying role of personal challenge, determination and social responsibility, conceptualised here as profound happiness or contentment, and the university’s role in its development. Semiotics is the study of signs addressing their action, usage, communication and signification (meaning). Edusemiotics—educational semiotics—is a recently developed direction in educational theory that takes semiotics as its foundational philosophy and explores the philosophical specifics of semiotics in educational contexts. As a novel theoretical field of inquiry, it is complemented by research known under the banner ‘semiotics in education’, which is largely an applied enterprise. In this respect edusemiotics is a new conceptual framework for both theoretical and empirical studies. Edusemiotics has also been given the status of being a new branch of theoretical semiotics and it was launched as such at the 12th World Congress of the International Association for Semiotic Studies in September 2014 at the New Bulgarian University in Sofia. The article presents ‘semiosis’ as the action of signs across culture AND nature and posits ‘learning’ in terms of developing semiotic consciousness and semiotic competence. Semiosis is a process and as such it defies the Cartesian philosophy of substance-dualism that still informs the culture of education. The paper focuses specifically on university education permeated by disciplinary boundaries and the fragmentation of knowledge grounded in objective science inherited from modernity. Where is semiotics as the science of signs (or relations) in the context of academic culture? The authors conclude by affirming the transdisciplinary character of semiotics and edusemiotics and specify the distinctive focal points of transdisciplinary knowledge afforded by edusemiotics. The article describes the usefulness of a realist methodology in linking sociological theory to empirically obtained data through the development of a methodological device. Three layers of analysis were integrated: 1. the findings from a case study about M?ori language education in New Zealand; 2. the identification and analysis of contradictions and vagueness in language education policy; and, 3. the explanation of these contradictions in terms deeper ideological forces underpinning bicultural politics in New Zealand. The paper makes two contributions to the literature. It demonstrates how a realist methodology can link theory and data, specifically in the discussion of the methodological device. This project reflects on the way in which students in a situation of social risk construct their identity. Based on the reflections and theories originating from research conducted on individuals and collective groups in a situation of social exclusion due to disability, social class or ethnicity, this paper will analyse the conflicts these students have to deal with when constructing their identity. It also examines the challenge that education has to face to turn those conflicts into opportunities that will help to build life projects with which they can freely identify. For this reason, from a critical perspective, the school’s role in constructing identity will be analysed, as will the way in which it affects children and adolescents from minority groups. In the same way, we will study and put forward some different channels aimed at providing more equal educational attention to those identities that are depreciated in neoliberal society. New Zealand has received world-wide accolades for its Early Childhood Education (ECE) curriculum, Te Whāriki. This paper explores the tension between economic imperialism, and a curriculum acknowledged as visionary. The foundational ideas of Te Whāriki emanate from sociocultural and anti-racist pedagogies. However, its implementation is hampered by the overarching policy discourse of Human Capital Theory (HCT), with its instrumental emphasis on economic outcomes. While Te Whāriki offers local cultural and educational possibilities, HCT is presented by those espousing economic disciplines, as having universal application. These tensions, largely unacknowledged and unexplored, place ECE teachers in positions of difficulty. While trying to meet aspirational curriculum goals in their daily practices, teachers’ attempts are constrained by supranational economic discourses. I ask how Edward Said’s (1999, Out of place: A memoir, New York, Knopf) concept of contrapuntal readings can offer spaces for resistance to the dominance of economics. [ABSTRACT FROM PUBLISHER]

In this article I shall reflect on the issue of humanising pedagogy, taking a view that dehumanisation, in general, comes from two kinds of oppression. I shall argue that, apart from oppression of the political type, tertiary education is also a victim of another type of oppression which contributes to its dehumanisation, viz. the oppression exercised by the economic system that South Africa has chosen to adopt after 1994. In the context of these two factors, I shall discuss what humanising pedagogy is, as presented in selected literature. I shall then discuss the political oppression and Freire's educational solution. Further, I shall present the effect of neoliberal economy on higher education. Finally, I shall, in full circle, go back to the issue of humanising pedagogy and the possible solutions, coming from Freire, but also Fanon, Said, and Bhabha. Educators continue to struggle with how masculinities are performed and regulated in spaces of learning. In a time of rapid social change, there is a renewed impetus for gender justice reform in schooling, though these approaches themselves remain a shifting picture. Adding a new layer of complexity, we are now witness to educational policy recommendations around surveillance which are designed to counteract boys' and young men's vulnerabilities to be radicalised into the misogynies of the 'manosphere'. These recommendations exist despite limited research and significant gaps in our understanding regarding both the manosphere as well as the emotional lives of young men. The article intentionally shifts the conversation from reactive surveillance in schools to educative gender justice approaches. We focus, in particular, on the significance of 'pedagogic discomfort' in terms of fostering gender transformative dialogue which is critical of ideas associated with the manosphere. We consider how a constructive dialogue might be fostered with a particular focus on pedagogies that recognise the emotional intensities of gender justice work. [ABSTRACT FROM AUTHOR]

This study examines the key historical stages of the sustainable rural education policy development, including the stage of Rural Education Restoration and Adjustment Period (1979–1985); the stage of Comprehensive Reform Period of Rural Education (1985–2003); the stage of Rural Education Coordinated Development Period (2003–2018); and the stage of Rural Education Revitalization and Development Period (2018 to present). Along with the analysis, the policy characteristics of sustainable development of rural education policy in China concentrates on adhering to the unified leadership of the Party as the fundamental, adhering to the principle of comprehensive reform, adhering to the goal of serving rural development; adhere to promoting equity in education as the main task; and adhering to the construction of teachers as the key. Since the advent of the twenty-first century, science has experienced a crisis pertaining to the replicability of quantitative research findings, which has become known as the 'replication crisis'. The replication crisis has particularly afflicted research in the behavioural sciences, and psychology in particular. Given the relevance of psychology to education, it is unsurprising that the replication crisis also presents an issue for quantitative educational research, thus potentially compromising its practical usefulness. This article outlines the replication crisis in psychology, and highlights its significance for quantitative educational research. Greater methodological rigour, aimed at addressing methodological deficiencies in the conduct of scientific research, has been suggested as a response to the replication crisis. Following a review of various calls for greater methodological rigour, the current article argues that, whilst methodological deficiencies may be a contributory factor, there is potentially a more fundamental reason for the replication crisis. The case is made that the non-separability of a measured attribute from the measurement instrument, and the irreducible uncertainty in unmeasured attributes, may be the principal reasons for the replication crisis in psychology and education. The outbreak of the COVID-19 pandemic in 2020 threw the world into an unexpected turmoil; schools were closed, exams cancelled, and educational systems were forced to react to deep and unexpected changes. In educational policy, however, the idea that we should prepare for an unknown, uncontrollable and risky future has been widely accepted long before the outbreak. Building on insights from complexity theory and the study of dynamic systems, the article critically examines how the standard educational response to future unpredictability, which focuses on enhancing adaptability, fares in a time of crisis. It is argued that the emphasis on adaptability in response to a world that is increasingly becoming volatile, uncertain, complex and ambiguous is often uncritically embraced in educational policy. We suggest that furthering adaptability through education could be suited for tackling everyday uncertainty, yet is an ill-suited response to crisis situations because it hinders transformative change. The article also points to some additional difficulties with striving to further adaptability. Instead, it is argued that developing a vision might prove to be instrumental in guiding an adequate educational response. This study explores how China's education responses to COVID-19 from a perspective of policy analysis. Specifically, it involves building an educational policy system for COVID-19 to examine educational governance framework, school management and teaching, policies for teachers during the epidemic. The education policy during the epidemic has achieved positive results. Those results aim to ensure the physical and mental health of teachers and students, ensure the supply of epidemic prevention materials and educational resources, ensure the quality of students' learning, and enhance the application ability of teachers' teaching technology. The process of policy changes and effects of policy implementation have been examined to analyze how China's education responses to COVID-19. The characteristics and experience of China's education policy in response to the epidemic concentrate on forming a governance system under the centralized and unified leadership of the Communist Party of China, building a pattern in which families and schools cooperate closely to promote the smooth development of education and teaching, transforming from an emergency substitute during the crisis into an important motivation to promote the transformation of education paradigm, and paying great attention to remote and poor areas and disadvantaged student groups. This article is about evil and its function in educational discourse. The research posits, using work in postsecularism and particularly through an historical, legal, and theological read of prophetic indictment and the function of the jeremiad in educational policy, that the terms of educational debate are rendered in a legal rather than a deliberative discursive framework. This lends itself, then, to the creation of evil others opposed to one's own preferred policy prescriptions and renders much of the discussion about and around the need for conversation and comity moot. Much has been written about creativity in education policy and about how the concept is mediated in institutions like schools and universities. Although constructs like 'creative teachers' and 'teachers that foster creativity' are highly prevalent in the literature, there are few situated and contextualised accounts of what such constructs mean to the protagonist. The extent to which teachers co-opt or align themselves with discourses of creativity can be recast as a question of identity: What beliefs on creativity and associated practices are constitutive of one's 'teacher identity?' This article draws on previous work that translates Foucault's writings on ethical self-formation into an 'identity grid', and foregrounds the experiences of one teaching deputy-principal, to offer an account of how one teacher pursues particular practices congruent with his visions of a creative teacher. To identify rationales for actions undertaken, and to engage with situational factors of this teacher's work, performativity and its problematic steering influences also informs this analysis. The article highlights the productive capacity of engagement with ethical self-formation, through identifying the potential it offers to access an individual-centric perspective in understanding how central concepts like creativity are negotiated and incorporated into accounts of the 'teaching self'. This study explores the macro education policy design on the vocational education system for the new generation of migrant workers in China. The content system of vocational education, the certification system of vocational education, the supporting system of vocational education, and the governance system of vocational education are comprehensively proposed to investigate the contemporary macro-level educational policy design for constructing the sustainable vocational education ecosystem of the new generation of migrant workers. Over the past two decades, two heavily funded initiatives of the Federal government of Australia have been founded on two very different and seemingly conflicting (if not antithetical) visions of education. The first, the Australian Values Education Program (AVEP, 2003–2010) enshrines what may be called an 'embedded values' vision of education; the second, the National Assessments Program-Literacy and Numeracy (NAPLAN, 2008-present) enshrines a 'performative' vision. The purpose of this article is to unpack these two seemingly conflicting visions and to argue instead for their possible consilience, bringing together apparently incompatible phenomena to coalesce into a single, more expansive vision of schooling. Against the historical context that gave rise to AVEP and NAPLAN in Australia, the article argues that the visions of education rendered in these abrupt policy shifts are vestiges of a history of dichotomous and dualistic thinking in western educational philosophy. Underpinning this dualism is a fundamental schism between cognition and emotion and a Cartesian separation of mind from body that can no longer be sustained. Our increased understanding of the neural substrates of cognition, the 'intertwined' nature of cognition and emotion, combined with a philosophy of mind that does not dissociate propositional knowledge from the disposition of the learner, points to an alternative vision of education. A vision that is thoroughly values embedded, concerned with the educational wellbeing of each child, while also giving value to and prioritising educational performance and achievement, and the intellectual liberation these can offer each and every child. The article analyses the impact of the neoliberal policy framework and managerialism on critical legal education in the context of Waikato Law Faculty, University of Waikato, Aotearoa New Zealand. The delivery of critical legal education challenges the ideology and implementation of current tertiary education policy and training because it is designed to deliver critical knowledge and not just vocational information. Waikato Law School was established in 1990 the year the neoliberal tertiary policy was enacted in the Education Amendment Act 1990. It represented an attempt to introduce a more critical and inclusive approach to legal education. The article provides an account of the struggle to maintain a critical approach under a statutory framework that requires conformity to government policy designed to cut the cost of tertiary education and integrate universities into a neoliberal policy framework. The case study is intended to illustrate the insidious influence of the policy on undermining a legal education that prepares students to think critically. Countries around the world have adopted different policies to address the global issue of poverty, though their poverty line varies. China has achieved remarkable results in poverty alleviation through education. Aware that poverty eradication must rely on intellectual support, the country has shifted its anti-poverty theory and policy actions from a passive, one-off poverty reduction mode based on 'blood transfusion' to an active and sustainable mode aimed at improving the 'blood making' capacity of the poor population, namely the Chinese mode. Education is the fundamental way of such a mode. China has always focused on nine-year compulsory education in implementing anti-poverty policies; conducted classified and tiered efforts in education against poverty and made policies more targeted; adopted diverse policy instruments and shifted the focus from subsidy to educational capacity building; developed quantified poverty alleviation indexes to set standards for policy evaluation; and included education against poverty into the national anti-poverty strategic plan. China will further advance poverty alleviation through education, and form a unique and effective anti-poverty mode, so as to contribute to the building of a community of shared future for all humankind. The authors present a materialist analysis of the effects of neoliberalism in education. Specifically, they contend that neoliberalism is a form of cultural invasion that begets necrophilia. Neoliberalism is necrophilous in promoting a cultural desire to fix fluid systems and processes. Such desire manufactures both individuals known and culturally felt experiences of alienation which are, it is argued, symptomatic of an imperialist nostalgia that permeates educational policy and practice. This essay focuses on three primary issues i. The conceptual resources offered by Spinoza to challenge the idealism and perfectionism underpinning much educational theory and dominant educational imaginaries; ii. His descriptions of a non-ideal, practical and systematic approach to developing understanding that could be applied to educational theorising and practice; and iii. The potential for a different vision of education premised upon understanding the human as simply a part of nature. Decentring the human and treating affective and mental life as one would lines, planes, and bodies, as Spinoza claims we must in Ethics, invites another way of thinking about the politics and ethics of educational practice. Enacting experimental approaches to pedagogy produces new subjectivities and also invents new connections and relations between different bodies and different ideas. I argue that a properly Spinozist understanding of education would require it to be understood through  practices of experimentation, in short, developing capabilities to compose relations in such a way that one also develops a the awareness of oneself as finite, dependent, vulnerable and as a part of nature. Seemingly paradoxically then, having understood how and that one is determined, and which bodies agree or disagree with one, one becomes more capable of agency and thus an ethical life. This article questions educational practices that undermine 'being' musical. Where Western misconceptions about the nature of human musicality distance many individuals from meaningful engagement with an intrinsic part of their humanity, I challenge the status quo to argue for an inclusive educational practice which gives everyone an opportunity to 'be' musical. Despite evidence from neuroscience now supporting the understanding that humans are a musical species, the widespread neo-liberal oriented focus on vocational training fails to recognise music as an essential aspect of healthy human being. Where current polarised music education provision supports a discriminatory system that leads to widespread underdeveloped musicality, I draw on Gadamer and Dewey to explore how musicking integrates cultural development and to question the value of a practice that leaves many of us musically disabled. Including examples of teaching practices that engage and transform, I argue the case for an enriched, broader curriculum that no longer sees music as a 'frill'. [ABSTRACT FROM AUTHOR]

If the purpose of philosophy is creating concepts that make it possible to think differently, education surely needs philosophical assistance. Sketching a Deleuzian approach to education, this article explores a practice of thinking about and performing ‘school,’ ‘teacher,’ and ‘learning’ differently. A complex social situation such as a school needs routines and clear role expectations, to ensure efficient action. How do we resist, nonetheless, that concepts aimed at thinking education just redouble an already existing practice by submitting to explain everyday and policy-induced practice. Suggesting an understanding of theory and the construction of concepts as a much wider endeavor, the article introduces concepts such as strata, Bodies without Organs, order machines, and desire. With reference to education, it hints at a creative endeavor to explore potential lines of flight, and exploit cracks and inconsistencies in current school regimes, when they no longer appear appropriate. In this spirit, the ‘competence nomad’ is proposed as a conceptual persona that may help thought to connect and plug into new becomings, by means of alternative tactics in current learning environments that are already heavily traversed by existing schooling order machines. This article analyses ‘performance government’ as an emergent form of rule in advanced liberal democracies. It discloses how teachers and school leaders in Australia are being governed by the practices of performance government which centre on the recently established Australian Institute for Teaching and School Leadership (AITSL) and are given direction by two major strategies implicit within the exercise of this form of power: activation and regulation. Through an ‘analytics of government’ of these practices, the article unravels the new configurations of corporatized expert and academic knowledge—and their attendant methods of application—by which the self-governing capacities of teachers and school leaders are being activated and regulated in ways that seek to optimize the performance of these professionals. A major challenge for education policymakers and educators globally is the strong and persistent impact of student socio-economic status (SES) on learning. This is a challenge that will not be addressed solely by school-focused reform. However, one policy initiative that could make a positive difference in this regard, and could bring other benefits to schools and communities, is equipping schools to act as hubs for a range of social and health services for their students, families, and communities. Schools as community hubs can not only act to mitigate the impact of poverty on learners, but can position schools at the centre of communities, and build community resilience and capacity.
