Across the globe, the COVID-19 pandemic has taken an extraordinary toll on racially minoritised and economically disadvantaged communities. The United States has been no exception. In the U.S., serious illness and death are two- to three-times more common among Black, Latinx, and Native American populations than among white people. In the summer of 2020, growing outrage over the racialised impact of the pandemic coincided with weeks-long protests of police killings of Black Americans—George Floyd in Minnesota, Breonna Taylor in Kentucky, and Tony McDade in Florida, among others. The convergence of two racialised phenomena, a public health crisis and police violence, intensified public scrutiny of the practices that sustain racial inequalities, including within higher education. Even as U.S. colleges and universities issue statements decrying the burden of the pandemic and the concomitant racialised violence on communities of colour, racial inequalities persist in higher education and pedagogical practices centring racial justice remain largely uncommon. In this paper, we argue that U.S. institutions of higher education are complicit in the perpetuation of fallacies surrounding race and racism when their curricula fail to prepare students to understand and address these issues. Using survey data from two undergraduate courses taught at an elite, predominantly white institution in Fall 2020, this paper examines how specific pedagogical approaches led to increases in students' self-reported confidence and capacity to discuss race and racism. Based on our findings, we demonstrate that undergraduates benefit from teaching that specifically develops their capacity to understand, discuss, and address racism. [ABSTRACT FROM AUTHOR]

Local-level, place-based scholarships – synonymous with "promise" scholarships – are a policy strategy to improve college completion in the United States by directing financial aid to students in a particular school, district, or geographical area. There are currently upwards of 90 place-based scholarship programs across the US, most of which share three broad goals: to increase postsecondary access by making college more affordable, to build a college-going culture, and to catalyse economic development by drawing middle- and upper-class families to an area and retaining existing residents. As place-based scholarships grow in popularity and more communities, especially ones seeking economic revitalisation, consider investing resources in their own scholarships, there is interest in what impact, if any, these programs have. This paper reviews the research on place-based scholarships, which demonstrates generally positive effects on district enrolment, postsecondary enrolment and persistence, and housing prices. While there is some evidence of improvement in teacher expectations and school climate, the scholarships have not been associated with fundamental changes inside schools. Although most programs have not been empirically studied, the 33 studies included in this review indicate that place-based scholarships have the potential to foster change within school districts and struggling cities and promote positive student outcomes. The creation of the Teaching Excellence Framework (TEF) represents a significant development concerning the teaching mission of the university in the UK. This paper considers the background to, and the development of, the TEF. It explains the context from which the TEF emerged and unpacks a series of rationales which illustrate the need for, and the role of, the new framework. The TEF is presented as an instrument to fulfil a range of functions, including: a mechanism to determine tuition fee rises and inform student choices in a reconfigured higher education market; a means of updating the quality and regulatory regime; and a way of raising the esteem of teaching within the academy, and the importance institutions place on student education. The paper explains how the contested idea of “teaching excellence” is defined within the framework, and the metrics and methodology used to assess this. An overview of the submission process and results illustrates how the TEF works in practice. How the TEF embeds two agendas in higher education is discussed: the use of quantitative measures to capture and convey performance, and the role of the student as a consumer not just a learner. The paper concludes the TEF can be viewed as a multi-purpose evaluation tool, not merely designed by the imperatives of teaching excellence or quality assurance, but also by the need for a measure to provide market information to consumers and allocate fee increases to institutions, and this is reflected in its content and character.
