In this article forms of municipal democracy in the Russian Federation and forms of municipal democracy in the city of Moscow are considered by the author. Modern forms of accounting of opinion of inhabitants didn't find the reflection in system of the legislation of federal level and regionally. Developing electronic forms of interaction with the population, it is necessary to settle them standardly.

In the article author carries out content – the analysis of the factors defining objectivity and efficiency of municipal elections as socio-political and organizational and legal resource of direct democracy and legitimacy of local government. In the course of research the author analyzes regulations, opinions of scientists-jurists. In the conclusion the author notes that municipal elections are a resource of direct democracy if organizational and legal and socio-political conditions of legitimization of results of electoral municipal process are met.

In the present article suggestions for improvement of teoretiko-methodological and organizational and legal approaches of implementation of municipal management of the Russian Federation, in particular, in the sphere of development of institutes of direct municipal democracy are defined by the author. In summary the author notes that the carried-out analysis of the content of the existing teoretiko-methodological approaches to research of tendencies of development of direct democracy as tsennostno - an institutional basis of system of local government of Russia, I showed their fragmentariness and limitation of use.
