An ATM quality of service (QoS) controller which combines per-connection buffer management with a table-driven cell scheduler to achieve a broad range of QoS behaviours is proposed. The results show that as a constant bit rate (CBR) or variable bit rate (VBR) virtual connection spans across multiple switches, the QoS controller can firmly guarantee that the connection does not become burstier.
