Through extensive data research and analysis, this paper comprehensively summarizes the status and key insights of global carbon dioxide capture and storage (CCS) development. It aims to gain a comprehensive understanding of the relevant policies, technologies, and security measures adopted by major countries in their CCS development processes. Furthermore, it explores the existing status and limitations of China's offshore development efforts, while providing valuable recommendations for enhancing China's offshore CCS initiatives, as well as serving as a reference for other nations worldwide. Offshore CCS plays a crucial role for China to achieve the development target of carbon peak and carbon neutrality, due to its energy structure and industrial distribution. While China possesses significant offshore CCS potential, achieving commercialization still requires substantial efforts. To facilitate the process and draw insights from successful experiences in other countries, this paper illustrates the characteristics and generalizes the experience of offshore CCS industry practices in America, Europe and Japan, respectively. Furthermore, it is recommended that a new round of investigation into offshore CCS potential be conducted, while promoting integrated collaboration between geological surveying and marine scientific research. The long-standing, unrestrained utilization of energy resources by China's manufacturing sector has created irreversible obstacles to regional sustainable development. Consequently, the Chinese government has implemented a water resource tax policy in certain regions, with the aim of compelling manufacturing enterprises to adopt green and energy-saving innovations. This study used panel data from Chinese manufacturing companies listed on the A-share market from 2009 to 2020 and employed a double machine learning model to explore whether the water resource fee-to-tax reform can compel enterprises to enhance their tripartite green energy-saving innovation drive. These innovations consist of vision-driven and mission-driven green energy-saving technological innovations and green management energy-saving innovations. Following a quasi-natural experiment, our findings revealed the following: (1) The water resource fee-to-tax policy promoted the internal coupling coordination of the triple-driven system. (2) The policy compelled progress in mission-driven green energy-saving technological innovations and green energy-saving management innovations but hindered vision-driven green energy-saving technological innovations. (3) Within the internal systems of manufacturing enterprises, green energy-saving management innovations play a positive mediating role between the water resource fee-to-tax policy and the mission-driven green energy-saving technology innovation subsystem, but they lack a similar positive mediating mechanism for the vision-driven green energy-saving technology innovation subsystem. (4) The counterfactual framework verified that the mechanistic pathway "water resource fee-to-tax → green energy-saving management innovation → mission-driven/vision-driven green energy-saving technological innovation" could be further extended to other manufacturing enterprises not currently under policy compulsion. (5) In the interaction system between manufacturing enterprises and external markets, the development of marketization and financial technology positively regulated the promoting effect of the water resource fee-to-tax policy on mission-driven green energy-saving technological innovations and green energy-saving management innovations, but it did not have a similar effect on vision-driven green energy-saving technological innovations. With the energy structure transition and the development of the green power market, the role of electricity retailers in multi-market green power trading has become more and more important. Particularly in China, where aggressive green energy policies and rapid market transformations provide a distinct context for such studies, the challenges are pronounced. Under demand-side response, electricity retailers face the uncertainty of users' electricity consumption and incentives, which complicates decision-making processes. The purpose of this paper is to explore the optimization decision-making problem of multi-market green power trading for electricity retailers under demand-side response, with a special focus on the Chinese market due to its leadership in implementing substantial green energy initiatives and its potential to set precedents for global practices. We first construct a two-party benefit optimization model, which comprehensively considers the profit objectives for electricity retailers and utility maximization for users. Then, the model is solved by the Lagrange multiplier method and distributed subgradient algorithm to obtain the optimal solution. Finally, the effectiveness of the incentive optimization strategy under the multi-market to promote green power consumption and improve the profit of electricity retailers is verified by arithmetic simulation. The results of this study show that the incentive optimization strategy under multi-market, particularly within the Chinese context, is expected to provide a reference for electricity retailers to develop more flexible and effective trading strategies in the green power market and to contribute to the process of promoting green power consumption globally. This study explores the impact of China's low-carbon city policy on employment using a quasi-natural experiment approach based on microdata from A-share listed companies (2007–2021). The findings indicate a statistically significant positive effect on employment levels, with an average increase of 7.27% in pilot compared to non-pilot cities. This boost in employment is primarily linked to green innovation, improved financing conditions, and increased sales activities. The policy disproportionately benefits high-skilled workers and positively affects employment in sales, research and development, and management while having a lesser impact on low-skilled and production workers. The employment gains are particularly significant in non-polluting sectors, regions with high marketization, and in the eastern areas of China. Heat and electricity generation are major sources of air pollution in many large cities worldwide. In Siberian cities, the heat supply significantly contributes to air pollution, as coal remains the primary energy fuel in most of Asian Russia. Krasnoyarsk, the second-largest city in the macro-region by population, serves as a clear example of urban air pollution. In recent years, public authorities have implemented several measures to reduce pollutant emissions. These measures include modernizing thermal power stations, replacing inefficient small boiler houses, and converting residential heating to more environmentally friendly types of fuel. However, our analysis shows that these policies have not yet resulted in a significant transition away from using coal for heating. One of the primary reasons is that alternative fuels are unable to compete with coal in terms of price. The proposal suggests transitioning private households to pellet heating. Our goal is to evaluate the potential environmental and economic impacts of this measure. We estimate the necessary subsidy size for the successful implementation of both initiatives. In conclusion, converting households from coal to pellet heating can reduce the emissions of nitrogen oxides, carbon monoxide, sulfur oxides, and suspended particles by 0.2%, 8.5%, 4.4%, and 2.7%, respectively, of the total pollutant emissions in Krasnoyarsk. Furthermore, this conversion can provide economic benefits by supporting local pellet producers who heavily rely on export markets. If practically implemented, the proposed approach could solve one of the most significant development issues of one of the largest Russian cities within a few years, with only 2.5% of the annual city budget expenditure.
