EU countries declared the strategic goal to achieve energy independence and increase energy efficiency. In this case, EU countries have provided a vast range of incentives, mechanisms, and directives to promote energy efficiency. Ukraine as a potential candidate should provide a convergent policy with EU countries to increase energy efficiency. The paper aims to estimate energy efficiency based on the revealed convergent and divergent determinants of energy policies among the EU and Ukraine. The data are compiled from the World Energy Statistics Yearbook, the European Statistical Office, the International Energy Agency, SolAbility agencies, and State Statistics Service of Ukraine. The study applies σ- i β-convergence theory to determine the convergent and divergent determinants of the country's energy efficiency. The empirical results allow concluding that Ukraine has an average level in the integrated energy efficiency index of the national economy, and the highest value of this index was in 2008. The highest values of energy efficiency were in Sweden and Denmark among EU countries. Besides, the findings confirm that the Ukrainian government should pay attention to divergent determinants (expenditure for environmental protection, pricing for energy resources, etc.) to improve the country's energy efficiency. The need for improved energy security in Nigeria cannot be over-emphasized. Currently, energy security is rather poor, while access to energy is fundamental to socio-economic development and poverty alleviation. Renewable energy could potentially contribute to resolving this because renewable sources such as solar radiation are more available and sustainable, and can be set up in small generation units, meaning that it is suitable for community management and ownership. In theory, a community energy approach could well apply. In this paper, the main research question is: In what ways can community energy initiatives contribute to increasing the use of renewable energy sources and improving energy security in Nigeria according to selected stakeholders and households? A mixed methods research approach was used to answer this question, with stakeholder interviews and survey data from 124 residents in two case studies of selected housing estates in Lagos. The results show that 58% of the households and most of the stakeholders express support for community renewable energy as a viable approach for increasing energy access and greening energy supply. The present study shows that there is a need to raise awareness and support projects for effective and supportive renewable energy policy to encourage local renewable energy community formation. Establishing conditions that meet climate requirements should be one of the most important goals of the whole world in order to protect against the negative effects of climate change. Without cooperation and considerable commitment from everyone, it is possible that these negative effects will worsen. The implementation of the Energy Policy from now until 2050 should facilitate the transformation of the coal-based power system toward a more sustainable and diversified mix of energy sources. Financial investments in the countries analyzed in this paper create real opportunities and changes for the transition toward renewable energy sources (RES), but there is criticism concerning the insufficient speed of change and the costs of the transformation for society. The dominant emphasis on the optimum selection of energy sources creates conflicts, especially in democratic decision-making. Resource management is both incremental and participatory, and while decisions are strongly based on science, the decision-making process is rarely rational or comprehensive. It is difficult to estimate environmental costs, especially because there is no method for comparing the many criteria between the different energy sources since there are differences in the energy efficiency results obtained in different areas. Public opinion is of great importance and it has a huge influence on the development of the development strategies and policies that are undertaken. Therefore, as part of our analysis, we conducted research using a questionnaire to obtain opinions on fundamental issues regarding the climate and energy strategies that have been adopted in the EU. This was important for achieving the main goal of this article, which is a multidimensional analysis of activities aimed at adapting the national economy to the EU strategies that are responsible for reaching the energy and climate goals by 2050. The low-emission energy transformation is aimed at introducing significant changes for the entire economy while at the same time ensuring the implementation of the so-called European triad of goals (energy security, energy competitiveness and climate protection), which often contradict each other in practice. This paper proposes methodological approaches to assessing the impact of renewable energy and energy efficiency development on emerging economies' energy security. It is suggested to supplement the current methodology for assessing energy security with the decoupling index of the renewable energy financial burden on the state budget, the energy efficiency decoupling index, the households' energy poverty indicator, the index of capacity development for balancing electricity generation volumes, and the energy fluctuations indicator. These indices provide a comprehensive assessment of energy security under the latest challenges. Thus, the COVID-19 pandemic in the Ukrainian energy sector led to the "green and coal paradox", when the government decided to keep green electricity generation but limit nuclear generation. It required increased flexible capacities (thermal generation) and led to a rise in electricity prices and environmental pollution. Forecasting energy fluctuations with Butterworth filters allows minimizing the risks of maximum peak loads on the grid and timely prevention of emergencies. The energy fluctuations within the 20% range guarantee energy security and optimal energy companies' operation. It is proposed to smooth out energy consumption fluctuations through green energy development, smart grids formation, energy efficiency improvements, and energy capacities balancing to ensure energy and economic sustainability.
