With the energy structure transition and the development of the green power market, the role of electricity retailers in multi-market green power trading has become more and more important. Particularly in China, where aggressive green energy policies and rapid market transformations provide a distinct context for such studies, the challenges are pronounced. Under demand-side response, electricity retailers face the uncertainty of users' electricity consumption and incentives, which complicates decision-making processes. The purpose of this paper is to explore the optimization decision-making problem of multi-market green power trading for electricity retailers under demand-side response, with a special focus on the Chinese market due to its leadership in implementing substantial green energy initiatives and its potential to set precedents for global practices. We first construct a two-party benefit optimization model, which comprehensively considers the profit objectives for electricity retailers and utility maximization for users. Then, the model is solved by the Lagrange multiplier method and distributed subgradient algorithm to obtain the optimal solution. Finally, the effectiveness of the incentive optimization strategy under the multi-market to promote green power consumption and improve the profit of electricity retailers is verified by arithmetic simulation. The results of this study show that the incentive optimization strategy under multi-market, particularly within the Chinese context, is expected to provide a reference for electricity retailers to develop more flexible and effective trading strategies in the green power market and to contribute to the process of promoting green power consumption globally. This study explores the impact of China's low-carbon city policy on employment using a quasi-natural experiment approach based on microdata from A-share listed companies (2007–2021). The findings indicate a statistically significant positive effect on employment levels, with an average increase of 7.27% in pilot compared to non-pilot cities. This boost in employment is primarily linked to green innovation, improved financing conditions, and increased sales activities. The policy disproportionately benefits high-skilled workers and positively affects employment in sales, research and development, and management while having a lesser impact on low-skilled and production workers. The employment gains are particularly significant in non-polluting sectors, regions with high marketization, and in the eastern areas of China. Heat and electricity generation are major sources of air pollution in many large cities worldwide. In Siberian cities, the heat supply significantly contributes to air pollution, as coal remains the primary energy fuel in most of Asian Russia. Krasnoyarsk, the second-largest city in the macro-region by population, serves as a clear example of urban air pollution. In recent years, public authorities have implemented several measures to reduce pollutant emissions. These measures include modernizing thermal power stations, replacing inefficient small boiler houses, and converting residential heating to more environmentally friendly types of fuel. However, our analysis shows that these policies have not yet resulted in a significant transition away from using coal for heating. One of the primary reasons is that alternative fuels are unable to compete with coal in terms of price. The proposal suggests transitioning private households to pellet heating. Our goal is to evaluate the potential environmental and economic impacts of this measure. We estimate the necessary subsidy size for the successful implementation of both initiatives. In conclusion, converting households from coal to pellet heating can reduce the emissions of nitrogen oxides, carbon monoxide, sulfur oxides, and suspended particles by 0.2%, 8.5%, 4.4%, and 2.7%, respectively, of the total pollutant emissions in Krasnoyarsk. Furthermore, this conversion can provide economic benefits by supporting local pellet producers who heavily rely on export markets. If practically implemented, the proposed approach could solve one of the most significant development issues of one of the largest Russian cities within a few years, with only 2.5% of the annual city budget expenditure. In the face of global challenges related to climate change and sustainable development, comparing attitudes and infrastructure in the field of electromobility and renewable energy sources in different countries becomes crucial. The question of differences and similarities between Poland and Germany in these areas sheds light on the unique challenges and opportunities that the two countries present to each other. The aim of the study is to understand these dynamics, which can contribute to the shaping of more effective policies and strategies for green energy and sustainable mobility. This study was conducted through a review of Polish and foreign literature, the use of the method of tabular comparisons, and the analysis of a questionnaire that was used. These complex methods combined both quantitative and qualitative analysis, which allowed for an in-depth understanding and comparison of attitudes and infrastructure related to electromobility and renewable energy sources in Poland and Germany. The study revealed significant differences and similarities between Poland and Germany in terms of electromobility and renewable energy sources. Germany shows a higher level of urbanization, a higher share of electric car ownership, and better charging infrastructure, while in Poland there is a strong belief in the key role of renewable energy sources. These findings may have implications for future green energy initiatives and policies in both countries. The study presents a complex picture of electromobility and renewable energy sources in Poland and Germany, showing clear differences in awareness, infrastructure, and attitudes. Germany seems to be more advanced in these areas, while Poland shows a strong commitment to renewable energy sources. This study aims to explore the role of China's Ecological Civilization Pilot Policies in carbon emissions reduction within the urban green energy industry. It further investigates how these policies influence carbon emissions. To achieve this, a unique incentive–constraint model is established considering China's distinctive political system. The DID model was used in this study, employing Chinese city data spanning from 2009 to 2020 and analyzing urban panel data with the use of two specific policies as quasi-natural experiments. The analysis reveals the following key findings: (i) Ecological Civilization Pilot Policies in the energy industry substantially contribute to carbon emission reduction through the effects of technological progress and industrial structure optimization; (ii) the unique incentive–restraint mechanism within these policies enhances their effectiveness, with short-term incentives and carefully designed assessment criteria playing a pivotal role in their successful implementation. This paper explores the challenges and opportunities for green energy and environment transition in South Asia, a region that faces the dilemma of meeting its growing energy demand while reducing its greenhouse gas emissions and environmental vulnerability. The region has rich renewable energy sources and potential for energy efficiency improvement, but it also relies heavily on fossil fuels and suffers from various barriers and constraints that hinder its green energy development. The region needs policies that can achieve economic growth, social welfare, and environmental sustainability coherently and effectively. Utilizing the thematic literature review approach, this paper examines the literature on four main topics: (1) the estimation of green energy resources potential and scenarios in South Asia; (2) the comparison of green energy targets and policies in the South Asian Association for Regional Cooperation (SAARC) countries; (3) the evaluation of green energy deployment and performance in different sectors; and (4) the identification of green energy transition challenges and opportunities in South Asia. This paper fills some research gaps in the literature by providing a comprehensive, comparative, holistic, and integrated analysis of green energy and environment policies in South Asia, using various data sources, methods, frameworks, criteria, indicators, scenarios, impacts, trade-offs, drivers, barriers, best practices, lessons learned, and policy recommendations. This paper also develops a conceptual model for the green energy transition in South Asia, which consists of five key variables: green energy potential, green energy policies, green energy deployment, green energy performance, and green energy transition. The main findings and implications of this paper are that South Asia has a huge opportunity to pursue a green energy and environment transition that can address its multiple challenges and aspirations, but this requires overcoming various obstacles and constraints that hinder its progress. This paper suggests some policy options and strategies to enhance the green energy and environment policies in South Asia, such as developing a clear and consistent policy framework, enhancing regional cooperation and collaboration, leveraging information technology and data analytics, emphasizing sustainability and resilience, and engaging with other stakeholders and partners. Energy infrastructure connectivity is a key implementation area for the success of the Belt and Road Initiative. In the current complex international environment, China's energy infrastructure investment in the countries along the Belt and Road is often restricted due to varying degrees of heated disputes with the host countries, thus facing the political risk of investment loss or even failure. This paper used the Heckman two-stage selection model to overcome the sample selection problem in traditional literature and systematically studied the political risks to China's energy infrastructure investment in countries along the Belt and Road within a unified framework. The results showed that Chinese energy infrastructure investments exhibited market-seeking and energy resource-seeking features; while political risks had a significant impact on choosing the locations of energy infrastructure investments, socio-environmental factors were not given sufficient attention. At the national level, the implementation of the Belt and Road Initiative was beneficial to China's foreign energy infrastructure investments under certain regulatory levels and environmental policy performance. Analyzing and investigating the impact of implementing an environmental policy mix on carbon emission from private cars and social welfare holds significant reference value. Firstly, based on vehicle trajectory big data, this paper employs reverse geocoding and artificial neural network models to predict carbon emissions from private cars in various provinces and cities in China. Secondly, by simulating different scenarios of carbon tax, carbon trading, and their policy mix, the propensity score matching model is constructed to explore the effects of the policy mix on carbon emission reduction from private cars and social welfare while conducting regional heterogeneity analysis. Finally, policy proposals are proposed to promote carbon emission reduction from private cars and enhance social welfare in China. The results indicate that the environmental policy mix has a significant positive impact on carbon emission reduction from private cars and social welfare. Furthermore, in the regional heterogeneity analysis, the implementation of the policy mix in eastern regions has a significant positive effect on both carbon emission reduction from private cars and social welfare, while in central and western regions, it shows a significant positive impact on social welfare but has no significant effect on carbon emission reduction in the private car sector. To achieve the goal of sustainable development, China has implemented the energy conservation and emission-reduction policy. So far, there is still little evidence of the impact of the policiy on corporate behaviour. Therefore, this study collects data on Chinese A-share listed companies from 2010 to 2017 and applies the staggered difference-in-differences method to analyse the impact of the energy conservation and emission-reduction policy on the environmental, social and governance performance of companies in China. The result shows that the energy conservation and emission-reduction policy reduces environmental, social and governance performance, and this negative effect increases over time. Meanwhile, a further mechanism analysis confirms that the negative impact on environmental, social and governance performance operates through the incentive effect on environmental performance, the crowding-out effect on social performance and the spillover effect on governance performance. Furthermore, the negative effect is heterogeneous across companies and cities. As the world becomes more concerned about carbon emissions, the Chinese government, which is a large contributor to carbon emissions, has also begun to pay attention to the issue of carbon emissions. Environmental regulatory policies have been implemented to improve the environment, but are these policies really conducive to improving firms' eco-innovation performance? This paper empirically investigates the relationship between environmental regulation policies and firms' eco-innovation performance in China and finds that: firstly, environmental regulation in China is inadequate and that manufacturing eco-innovation performance is generally low; secondly, there is a U-shaped relationship between environmental regulation policies and firms' eco-innovation performance; thirdly, there is significant industry and regional heterogeneity in the induced effects of environmental regulation tools; and fourthly, there is a mediating effect of industrial agglomeration on the promotion of firms' eco-innovation performance. The conclusions of this paper are: firstly, that the Chinese government should continue to improve environmental regulations and strictly enforce them so that green becomes the colour of 'economic recovery'; secondly, that the Chinese government should develop scientific and reasonable environmental regulatory policies according to local conditions; thirdly, that Chinese companies should increase their spending on research and development; and fourthly, that the Chinese government needs to optimise the industrial layout and support mechanisms. Growing environmental and climate problems in the contemporary world necessitate the search for efficient solutions, including changes in agriculture, which has been reflected in the new package of reforms of the EU climate policy, called the European Green Deal (the EGD). Agriculture and rural areas play an essential role in the attainment of the EGD goals, and one of the prerequisites for an effective implementation of the EGD assumptions is to recognize the mechanism underlying the activity of agricultural farms in the scope of pro-environmental measures implemented under the Common Agricultural Policy (CAP). This article presents an endeavour to make a multidimensional evaluation of the spatial diversification in such activities, using Polish farms as an example. Compared to other EU member states, Poland is a country where agriculture remains a substantial sector in the national economy. This research is based on data from several institutions, including the Central Statistical Office (CSO) and the Agency for Restructuring and Modernisation of Agriculture (ARMA), responsible for the allocation of funds from the EU budget and for providing support to the development of agriculture and rural areas. The level and structure of the absorption of funds from the CAP underwent analysis, including three pro-environmental measures of the Rural Development Programme: organic farming (OF), agri-environment climate measure (AECM), and afforestation and creation of forest areas (ACFA). In order to achieve a holistic approach to these measures, an innovative analytical model was developed. It can be applied to analyses on a regional, national, and European level, and it is based on several novel indicators, as well as advanced statistical and spatial analyses. The research demonstrates that the pro-environment activities of farmers are characterized by a significant geographical diversity. The most active in soliciting payments from the CAP were agricultural farms with a high level of pro-environment internal characteristics of agriculture (IPEAF = 30.1%, with national average = 11.6%). With regard to anthropogenic determinants, relatively higher values of the IPEAF indicator were found in the municipalities with a lower level of socio-economic development (12.1%) and those located in northern and western Poland, within the borders of the former Prussian Partition (18.6%), characterised by higher farming culture. The research results imply that the effectiveness of the up-to-date solutions needs to be improved, also by taking into consideration the endogenous conditions and potential of individual territorial units. The research results also prove the expediency of implementing the European Green Deal. Conducting an analysis of the pro-environmental activity of farms, taking into account both the applications of the current CAP financial perspective and those resulting from follow-up activities regarding the previous perspective, is an innovative approach to the issue. SOx and NOx emissions originating from the combustion of fuels during the operation of industrial boilers are one of the primary contributors to regional and local air pollution, which have major effects on human well-being and ecosystems. As governmental bodies attempt to regulate and enforce emission norms, the industries operating the boilers are presented with an opportunity to optimise their fuel mix configurations to achieve a reduction in SOx, NOx, and CO2 emissions while ensuring the financial sustainability of plant operations. In this study, a System Dynamic simulation model is constructed from the perspective of an individual plant to facilitate the analysis of SOx, NOx, and CO2 emissions and the expenditure incurred through energy use and pollution control systems under different fuel-mix configurations, market conditions, and policy scenarios. The model facilitates the identification of alternative fuel-mix configurations to replace existing single-fuel firing systems while also reducing both emissions and expenditure. To demonstrate the model, exemplar data based on prevalent market and policy conditions in India are used to identify alternative fuel-mixes for typical 40TPH boiler. The experiments additionally highlight the significance of having an appropriate penalty or tax on emissions to foster compliance with emission norms in the industry without adversely impacting their financial sustainability. In the literature on the subject, it is argued that tax policy is one of the tools stimulating the transition toward sustainable economies. Public authorities can use two functions for this purpose: fiscal and non-fiscal functions. High emission rates and the rising rapid atmospheric changes that come with them are serious threats to the climate and sustainable development. Reducing greenhouse gas emissions is one of the goals towards which the world strives (including the EU), so as to keep a balance between people's expectations, economic aspects, and the needs of the environment. Therefore, it is necessary to explain whether, along with other factors, environmental policy and its component "green taxes" can act as a factor in limiting greenhouse gas emissions. The purpose of this article is to seek an answer to the question of whether "green taxes" as an instrument of tax policy are a significant factor influencing climate change by contributing to reducing greenhouse gas emissions. This article attempts to identify the determinants of greenhouse gas emissions (the dependent variable) using the method of linear regression analysis. Multiple linear regression models are used to predict the value of the dependent variable based on the values of the independent variables (identified from the literature). Trading of CO2 emissions was not included in the analysis due to lack of data. The regression analysis was carried out using specialized statistical software (SPSS). The authors negatively verified the hypothesis that environmental taxes are a significant determinant of greenhouse gas emission reductions compared to the analyzed determinants. "Population", "current and capital transfers for environmental protection", and "supply, transformation and consumption of solid fossil fuels" are the most important factors influencing greenhouse gas emissions. Changing consumer behavior (as an effect of the non-fiscal function of taxes) appears to be an extremely important factor in reducing greenhouse gas emissions. This perspective paper elaborates on how the burden of environmental issues on public health and the economy led China's government to declare its revised environmental policies or "war on pollution". It explains the importance of photovoltaic solar (PV), electric vehicles (EV), and carbon capture and storage (CCS) in helping China to mitigate its environmental concerns while maintaining economic growth. China already leads PV solar and EV manufacturing; however, it has not made a tangible contribution to CCS technology yet. On the other hand, CCS is far behind its envisaged role in contributing to the reduction of greenhouse gas emissions and supporting countries to meet their net carbon zero targets. China's existing coal power plants are good candidates to be retrofitted with CCS. Similar to PV and EV technologies, China could influence this technology globally, by reducing the uncertainties, demonstrating the viability, and driving the costs lower. The distribution of energy sources is regarded to be an act of compassion in many of the Sustainable Development Goals outlined by the United Nations. In order to build a firm foundation for competitiveness and prosperity, nations should maintain equilibrium with the three key aspects of the global energy trilemma, which are energy affordability, energy access, and ecological balance. In light of this, the purpose of this research was to investigate the impact that nuclear energy, technological advancements, renewable energy, non-renewable energy, and natural resources have had on carbon footprints. We selected the top five nuclear energy countries by consumption in the Asia Pacific region, including China, India, Japan, Pakistan, and South Korea. We devised an exhaustive and all-encompassing empirical inquiry and used contemporary econometric methods. The second-generation panel's long-run cointegration promotes the idea of long-term relationships between the series. According to the data, using nuclear and renewable sources of energy significantly contributes to an improvement in environmental quality. On the other hand, advancements in technology and the use of energy sources that do not replenish themselves considerably decrease environmental sustainability. In addition, natural resources end up playing a negative role in the long term. The results of the panel's investigation into the chain of events that led to the development of nuclear power showed that the chain of events was unidirectional. In addition, there is causality that runs in both directions between technological innovation, renewable energy sources, non-renewable energy sources, and natural resources that have a carbon footprint. In light of this, it is recommended that these countries should combine energy policy actions and build energy strategy consistency by harmonizing the essential features of global nuclear energy in order to aid in the development of a well-calibrated energy structure. Most countries, notably those that signed the Paris Climate Agreement, prioritize achieving the zero carbon or carbon neutrality aim. Unlike earlier studies, this one assesses the contribution of environmental policy, clean energy, green innovation, and renewable energy to the E7 economies' achievement of carbon neutrality goals from 1990 to 2019. Findings emanating from the study show that the EKC hypothesis is valid in E7 countries. Implying that emissions in the E7 countries increased with the kick-off of development but declined later due to possible potent environmental regulatory policies put in place. Similarly, across all models, renewable energy (REN), green innovations (GINNO), environmental tax (ETAX), and technological innovations (TECH) were found to exert a negative and significant impact on carbon emissions in the E7 countries both in the short and long run. On the other hand, economic expansion (GDP) positively impacts environmental deterioration. Furthermore, the country-specific result shows that, on average, Brazil, India, China, Russia, Mexico, and Indonesia have significant environmental policies aiding carbon abatement. Except for Brazil, Mexico, and Indonesia, the income growth in the rest of the countries does not follow the EKC proposition. Furthermore, the causality result revealed a unidirectional causal relationship between GDP, REN, and GINNO to CO2 emission. No causality was found between ETAX with CO2, while a bi-directional causality exists between technology and CO2 emissions. Based on the finding, policymakers in the E7 countries should move away from fossil fuels because future electricity output will not be sufficient to reduce emissions considerably. Nowadays, increased urbanization is visible in most European Union countries. At the same time, it can be noticed that in the studied period (2000–2018), GDP per capita increased, and CO 2 emissions per capita and energy consumption per capita decreased. These trends should be assessed in an unequivocally positive way. Considering these trends, especially with regard to economic development, our research goal is to answer the following questions: is there a long-run relationship between urbanization, energy consumption, economic growth, and carbon dioxide emissions, and what roles do urbanization and energy consumption play in the concept of the environmental Kuznets curve? This study aims to contribute to this growing area of research by exploring the European Union countries in the period covering the accession of new member states from Central Europe that needs intensifying European environmental policy. In order to test cointegration, we used Pedroni and Westerlund's panel tests. To estimate the long-run coefficients, we employed the FMOLS, MG, CCEMG, and AMG tests. Our findings confirmed the long-run relationship between variables. We find that urbanization has a high negative impact on carbon dioxide emissions per capita. Interestingly, our studies' results differ from those in most of the previously published articles about European countries. The ongoing transformation of the Polish power sector have been shaped by a number of factors. In this article, both external conditions for the Polish energy market—such as the country's membership in the European Union—and internal ones—including domestic energy resources and demand for electricity, or the structure of the Polish economy—have been analysed. This study focuses specifically on the issue of development of clean generation technologies as these are fundamental to the energy-transition process. Its determinants have been examined empirically. To this end, econometric models have been developed using sectoral data from the Polish electric power industry. Improvements in technology have been measured as innovation inputs, that is, RD&D investments in environmental technologies. Explanatory variables encompass economic as well as institutional measures: energy price, environmental policy stringency, long-term interest rate, market concentration and protection of intellectual property rights. The findings obtained point to a positive impact of the variables named on the innovative activity in Poland, with the exception of market concentration, which was proven to be statistically insignificant. The lower price of energy leads to higher coal consumption in China. The idea of an "environment-for-trade policy" could be used to achieve an international competitive advantage, which, in turn, has important implications. To address the issue, we develop properties to examine the link between the low price of energy and strategic environmental policy in China and investigate the choice of policy instruments in a strategic environmental policy model with vertical contracts. In addition, to contribute to the literature on strategic environmental policy, this paper also develops properties to investigate different choices of instruments for the environmental policy and includes the degree of energy marketization for the wholesale price in the study. To do so, we assume that the wholesale price of the polluting input increases with the market price. By using this assumption, this paper analyzes the effects of two instruments of the environmental policy on social welfare and concludes that there is no reason to expect both downstream and upstream firms to establish a high wholesale price. Due to the low level of marketization, when the government selects an emission tax as the policy instrument, the optimal tax rates should be higher than the marginal damage of emissions. However, the optimal resource tax is uncertain when its effect on environmental damage is taken into account. In other words, the resource tax is ineffective as a policy instrument. Our results can be used to draw some practical policies for countries to use their energy effectively. The constant rise in the consumption of resources puts the environment under pressure. Most resources are non-renewable in nature, which is why they must be utilized with great care. For this reason, the European Union devotes increasingly more attention to their efficient use. It deals with these aspects, making an effort to maintain the long-term competitiveness and to secure sustainable development in line with all of the related environmental impacts. In this context, several goals have been set out, to which the individual EU member states are bound. A method for monitoring resource efficiency was developed, consisting of indicators, the aim of which is to assess the efficiency of the use of soil, water, energy, with the most fundamental one being resource productivity. The results of the efficiency of use of the individual resources in the member states greatly differ, even without further investigating the links and correlations between the indicators. Research on the interrelationships of the individual indicators in terms of mutual influence has not yet been completed. The aim of our study was to define the correlation between the main indicator, resource productivity, and the other indicators at the level of the EU and its member states. For this purpose, we prepared a database with data which, for the sake of uniformity, were obtained from the publicly available Eurostat database. Subsequently, the data were analyzed and evaluated using the statistical software JMP 15 by a regression and correlation analysis. By using the multiple regression analysis, we created a model describing the significance of the impact of the observed variables on the resulting resource productivity of the EU member states. Generally, there is a positive correlation between the resource productivity and the Eco-Innovation index, as well as the utilization rate of recycled materials. For the sake of comparison, we developed a regression model at the level of the V4 countries, with the aim of evaluating the impact of the historical background of the countries on their contemporary ability to reach the goals set out by the environmental policy. The V4 countries are lagging far behind in meeting all of the environmental policy objectives, not only in tracking the main indicator (resource productivity) on which the multiple regression analysis is based. It was interesting to find that the multiple regression model at the V4 level does not include the indicators defined by the EU level model, the key ones, in this case, being water productivity, energy dependence, energy productivity, and environmental tax. This finding may also, after further analyses, be the key for other countries joining the EU in the future, in defining the weaknesses of the newly acceding states in terms of the EU's move towards a circular economy. In 2017, China made an ambitious statement of high-quality development (HQD) with which to realize the goals of sustainability proposed by the United Nations. Our paper sheds new light on how the corporate high-quality development is affected by the responsibility system for environmental protection targets using a sample of energy-intensive firms from 2003 to 2018. We calculate the indexes for corporate high-quality development using entropy weighting for the five dimensions: efficiency, innovation, openness, greenness, and social responsibility. Then, we develop a difference-in-differences model to reveal that the responsibility system for environmental protection targets significantly dampens high-quality development of corporations, as the estimated coefficient is −0.0420 with a t-statistic of −2.9384. In contrast with private firms, the high-quality development of state-owned firms shows no significant correlation with environmental policy constraints. The efficiency of capital allocation by corporations mediates the effects of responsibility for environmental protection targets on high-quality development. Our study suggests several policy implications: first, understand the connotation of a high-quality development system, and formulate diversified regulatory policies. Second, the responsibility system for environmental protection targets in China should be implemented steadily within the firm's abilities. Next, the high-quality development of private firms should generate great attention. Finally, corporate internal governance should be designed to improve high-quality development. Cittaslow is a network of small cities which have adopted the assumptions of the "slow city" model and strive towards the improvement of the quality of life for their residents. This is a network of cities which put pro-social and pro-environmental measures in the first place, while ensuring that the unique character of every city is preserved. A city which wishes to join the Cittaslow network must go through the so-called certification process and satisfy a number of criteria classified in seven macro-areas, including the "energy and environmental policy" area. Significantly, after becoming a member of the network, the city is obligated to carry out activities that will enable it to meet the membership criteria to a higher degree, and in particular to satisfy the criteria it has previously failed to meet. Considering the above, the aim of this study has been to evaluate the activities initiated and implemented by the member cities of the Polish Cittaslow network in the sphere of the "energy and environmental policy". A comparative analysis was made of the results of certification before entering the network and the results of recertification that each city underwent after five years of its membership. The study shows that, even in the first five years following their access to the network, the cities were able to implement many projects dedicated to the protection of environmental, reduced consumption of electricity and use of alternative energy sources as well as improvement in the ecological awareness of city inhabitants. Environmental pollution damages public health and affects economic development. Environmental regulation is the main way for the government to solve environmental pollution. So what type of environmental regulation works better for public health and economic development? Can environmental regulation have an influence on economic development through public health? To solve these problems, this research uses China's provincial panel data from 2013 to 2017 to divide environmental regulation into command-control policy tools and economic incentive policy tools and uses the mediating effect model to examine the relationship among environmental regulation, public health and economic development. The results show that: (1) There is a positive correlation between economic incentive policy tools and economic development; while no significant relationship between command-control policy tools and economic development is founded; (2) The relationship between command-control policy tools and public health is not significant, while the relationship between economic incentive policy tools and public health is positive; (3) Public health does not play a mediating role between command-control policy tools and economic development but plays a partial mediating role between economic incentive policy tools and economic development. This article reviews the evolution of local environmental policy in the context of energy transition and particularly the implementation of RES. The study concerns Kraków, whose policy has been compared with other cities and metropolises and was analysed in a timespan of about 30 years. It was hypothesised that, until recently, RES were treated in the city with reserve concerning their feasibility in local environmental and economic conditions, but since RES have been appreciated as a viable means to effectively combat low-stack emissions, the local air quality targets have been integrated with global decarbonisation goals. This launched a dedicated subsidy stream for RES installations and contributed to the sharp increase in the number of installations. Trend analysis techniques have been used to study environmental indicators in relation to the evolution of municipal policies, the expenditures, and their effects. The review confirms that the implementation of RES had not been a priority for Kraków but a complementary measure to those aimed at improving air quality. The recent integration of the environmental and RES policies has been the next step that is now helping to pursue both the city's strategic goals: further air quality improvement and climate neutrality by 2050. Environmental protection policy is a widely discussed issue in scientific works. However, special attention should be also paid to the effectiveness of expenditures on environmental protection, and this is the main goal of this paper. The countries of the European Union were selected for this analysis due to the fact that, in recent years, this region has become an informal world leader with respect to the implementation of policy measures in the field of environmental protection. For that reason, the data envelopment analysis methodology was used, which allows the calculation of input-output efficiency for the years 2005–2015. The analysis shows that, among the 30 analyzed countries, the most effective in environmental protection actions is Finland. The hypothesis that higher environmental protection expenditures does not result in better environmental results has been confirmed. Our analysis confirmed the problem of the deteriorating efficiency of environmental expenditures across the selected European Union Member States, caused by increases in spending. Environmental protection is currently one of the key priority areas of the European Union (EU). The search for precise tools to assess the impact of the economy, industry, or the production of individual products or services is crucial for an effective and efficient policy in environmental protection. Blockchain technology, originally related to the financial sector and cryptocurrencies, is an innovative solution that is increasingly being implemented by other areas of the economy and industry sectors. The authors reviewed the literature and based on it presented the possibilities and effects of using blockchain technology in Life Cycle Assessment (LCA), which is in line with the current development trends of this method. The analysis of the research conducted in this area also allowed to present not only the advantages of blockchain in LCA, but also the limitations of this technology and the potential directions of further research. Environmental policy obliges modern society to transition to a low-carbon economy. After entering to life, the Paris Agreement obligated the signatories to prepare the first nationally determined contributions (NDCs). The NDCs aim first to reduce greenhouse gas emission targets under the UNFCCC and they apply equally to both developed and developing countries. Countries voluntarily indicate what actions will be taken to achieve the declared goals. The construction sector is an industry that is under scrutiny due to its negative impact on the environment, but it also has the potential to reduce it. Activities that can reduce greenhouse gas emissions can be carried out at various levels in the construction industry. One of them is the appropriate preparation of the staff, including equipping them with the so-called green skills. This research aimed to determine the competency gaps of people employed in the construction industry, including competencies in the field of low-emission economy. For the purposes of the study, a questionnaire survey was carried out in Poland and the Czech Republic and based on the results obtained the appropriate competencies were determined that should be possessed by people employed in the construction sector, including competencies related to a low-emission economy. Competency profiles for people employed in the construction sector were built and competency gaps of these people were determined. In both countries, no competencies have been identified in any of checked areas that meet or exceed the requirements of managers according to specific competency profiles. [ABSTRACT FROM AUTHOR]

Global interest in LNG products and supply chains is growing, and demand continues to rise. As a clean energy source, LNG can nevertheless emit air pollutants, albeit at a lower level than transitional energy sources. An LNG plant capable of producing up to 126 MMTA was successfully developed and simulated in this study. A hybrid life cycle assessment model was developed to examine the social and human health impacts of the LNG supply chain's environmental air emission formation. The Multiregional Input–Output (MRIO) database, the Aspen HYSYS model, and the LNG Maritime Transportation Emission Quantification Tool are the key sources of information for this extensive novel study. We began our research by grouping environmental emissions sources according to the participation of each stage in the supply chain. The MDEA Sweetening plant, LNG loading (export terminal), and LNG transportation stages were discovered to have the maximum air emissions. The midpoint air emissions data estimated each stage's CO2-eq, NOx-eq, and PM2.5-eq emissions per unit LNG generated. According to the midpoint analysis results, the LNG loading terminal has the most considerable normalized CO2-eq and NOx-eq emission contribution across all LNG supply chain stages. Furthermore, the most incredible intensity value for normalized PM2.5-eq was recorded in the SRU and TGTU units. Following the midpoint results, the social human health impact findings were calculated using ReCiPe 2016 characterization factors to quantify the daily loss of life associated with the LNG process chain. SRU and TGTU units have the most significant social human health impact, followed by LNG loading (export terminal) with about 7409.0 and 1203.9 (DALY/million Ton LNG produced annually), respectively. Various environmental policy instruments supporting the development of renewable energy are used on an increasing scale as part of the policy of mitigating climate change and more. In our paper, we examine the influence of environmental policy stringency on renewable energy production in the Czech Republic, Hungary, Poland and Slovakia for the period 1993–2012 after controlling for gross domestic product per capita growth, CO2 emissions per capita and income inequality. We use the Panel Pooled Mean Group Autoregressive Distributive Lag model to analyze the long-run and the short-run relationship between restrictiveness of environmental policy and renewable energy generation. The results reveal that, in the long run, a more stringent environmental policy has a positive impact both on the increase in the absolute volume of renewable energy production, as well as on the replacement of energy from fossil sources. Our main findings indicate that renewable energy production is positively influenced not only by the stringency of instruments aimed directly at the development of this energy sector, but also by the stringency of instruments with other environmental goals and by the overall level of restrictiveness of the environmental policy. The current EU energy and climate policy targets a significant reduction of carbon dioxide emissions in the forthcoming years. Carbon pricing, embedded in the EU emissions trading system, aims at achieving emission reductions in a more evenly spread way and at the lowest overall cost for society, compared with other environmental policy tools, such as coal or electricity taxes, or incentives such as subsidies on renewables. Still, the implementation of the decarbonization policy depends on several technical parameters such as the type, size and connectivity of the energy system as well as economic restrictions that occur. Within this paper, an optimization tool will be presented, focusing on cleaner energy production and on the control and reduction of environmental impact regarding energy storage solutions. Various types of batteries are examined and evaluated towards this direction. Emphasis is given to setting new criteria for the decision-making process, considering the size of battery storage and the selection of the battery type based on the environmental impact assessment parameter. The objective function of the system is formulated so as to evaluate, monitor and finally minimize environmental emissions, focusing mainly on carbon emissions. Optimization is carried out based on mixed integer nonlinear programming (MINLP). Two of the main battery types compared are lead–acid and lithium-ion; both of them result in results worth mentioning regarding the replacement impact (seven times during system lifetime for lead–acid) and the total environmental impact comparison (lithium-ion may reach a 60% reduction compared to lead–acid). Case studies are presented based on representative scenarios solved, which underline the importance of choosing the appropriate scope for each case and demonstrate the potential of the tool developed, as well as the possibilities for its further improvement. The activities of the poviat are a combination of interrelated factors. The use of natural resources should be carried out in accordance with the principles of sustainable development. The aim of this research was to assess the spatial differentiation of development relationships, the natural environment, and ecology of poviats in Poland, using a synthetic measure. Empirical data were collected in the spatial terms of poviats in Poland. The choice of variables was conditioned by the availability of data of the Central Statistical Office for 2010–2019. The assessment of development of poviats indicates disproportions in terms of development variables, as well as the natural environment and ecology, and the existence of a weak impact of natural conditions for development. Poviats distinguished by a higher level of natural environment are not characterized by a higher measure of development. The reason for the low impact of non-financial conditions on the development of poviats is their dependence on transfer from the state budget and the amount of current expenditure. The results may constitute a source of information for local government authorities on the disproportions existing between units, on the determination of directions of development policy optimization in terms of the natural environment and ecology. Energy audits are a time-consuming and expensive initial step in the building retrofit process. Virtual energy audits purport to be an alternative that remotely identifies energy efficiency measures (EEMs) that may reduce electricity consumption and offset operational costs to businesses operating during and after the COVID-19 pandemic. This case study reviews virtual energy audits as a means to benchmark energy use and estimate cost savings from future EEMs. A novel feature was the estimation of energy costs associated with increasing ventilation to improve indoor air quality. The authors analyzed ten virtual energy audits performed in Honolulu, Hawai'i, over a two-week period that used existing building information and electricity use data to estimate a potential 9% to 41% annual electricity use reduction per building and a 24 MWh to 1195 MWh reduction, respectively. This paper makes a significant contribution through its assessment of virtual energy audits as a step beyond benchmarking, which has merit as an educational tool to motivate business owners to reduce energy use and improve indoor air quality. Further evaluation and improvements are suggested to study how often the virtual energy audits instigate action, how they compare with in-person audits, and their potential for use at a large scale. This paper analyzes the impact of the fall in household consumption after an economic crisis in Spain on greenhouse gas emissions. To this end, household consumption is differentiated by the age of the main provider by using a conversion matrix that relates consumption groups to activity sectors. A multisectoral model was used to quantify and compare the environmental impact caused by the consumption of each age group, indicating that the older the age of the main household provider, the smaller the reduction in GHG emissions associated with their consumption. The results facilitate an analysis of how the greenhouse gas emissions of the different sectors of the Spanish economy, associated with the population under study, varied before and after the 2008 crisis, and confirm that the sectors with the greatest reduction in emissions were, in this order, extractive industries, construction, manufacturing industry, wholesale and retail trade and transport and storage. Energy education of the younger generation, who are the future decision makers, investors, consumers, scientists, or skilled labor force in new energy technologies, is crucial for the future of Europe and the world. However, beyond the long-term goals of energy education policies, the short-term effects on energy conservation and the promotion of renewable energy sources are equally as important. The main purpose of the paper is to identify and analyze the behavior of students (who study the issues related to energy saving and RES), in terms of energy conservation. The conducted analysis focused on examining and comparing the scope of responses of the surveyed students in individual countries, especially in the Czech Republic, Poland, and Ukraine. The survey was carried out using the computer-assisted web interview (CAWI). Descriptive and graphical methods were used to present the results. Statistical analysis of the collected data included basic measures of descriptive statistics and the chi-square test. The main results of the study are as follows: Almost 60% of the surveyed students follow the principles of energy conservation; however increased educational activities on eco-energy behaviors is recommended. The share of RES in the heating systems of the studied residential buildings is 9%, on average, with the highest percentage of houses in Poland (14%) and the lowest in Ukraine (only 2.6%). When compared with literature reports, the collect data show that educational activities can be as effective as a tool in implementing RES and pro-environmental behaviors as the government's environmental policy and household subsidies. Based on the strong similarities between energy-resource-poor and fossil-fuel-centered economies (e.g., Taiwan, Japan, and South Korea) in terms of economy, culture, and energy usage characteristics, they should be analyzed collectively. This study adopted two-tier input-output structural decomposition analysis to identify the driving forces behind CO2 emissions to these countries to the formulation of effective environmental policy. Data from the World Input-Output Database was used to decompose relative changes in CO2 emissions into a range of technological advances, factor substitution, and final demand effects. Technological advances in energy (direct) contributed to a 77% reduction in Taiwan and a 34% reduction in South Korea. This is a clear indication that improving energy efficiency via technological advances should be a priority. In Japan in particular, there was a 22% reduction in CO2 emissions attributable to technological advances in materials; hence, it is recommended that Taiwan and South Korea work to extensively develop eco-industrial parks to create industry clusters to promote resource/energy efficiency and reductions in CO2 emissions. Decomposition results based on factor substitution revealed that a variety of strategies will be required, such as switching to fuels that are less carbon intensive, promoting the adoption of renewable energies, and implementing clean-coal technologies. The paper aims at establishing an associative link between supervisory board members' independence and the dynamics of environmental policy transformations in the energy sector. To that end, we apply static panel models and binary logistic regression analysis to an international sample of 358 energy companies observed over the period between 1990 and 2020. Our empirical results point to a lack of any persistent link between board independence and energy transition after controlling for country-specific effects and firm-level financials. Although firms with a higher percentage of independent directors on boards are more likely to set emission targets and implement resource reduction policies, they are simultaneously more likely to be involved in environmental controversies and increase coal output. They are also significantly less likely to enforce an energy efficiency policy. No significant link is found between board independence and environmental expenditures, CO2 equivalent emissions, and renewable energy use by energy companies. Overall, despite the widespread expectation that independent boards will accelerate energy transition, empirical evidence suggests that they are more likely to maintain the status quo. Delving into the problem of incentives in the energy sector, we find that executive compensations and corporate profitability exhibit a persistent positive link with CO2 emissions. Decarbonization is an activity aimed at reducing greenhouse gas emissions to limit climate change and global warming. Ensuring macroeconomic stabilization is the basis for ecological action. The question is whether macroeconomic stabilization helps companies, institutions and countries act for decarbonization. This article presents research on the impact of components of macroeconomic stabilization on decarbonization and energy efficiency in the largest greenhouse gas emitters in the European Union from 1990 to 2020. We focus on the following countries, France, Germany, Italy, Poland and Spain. The contribution to knowledge is using the pentagon of macroeconomic stabilization to assess macroeconomic stabilization's impact on decarbonization and energy efficiency. According to the correlation coefficients, the Ordinary Least Squares and the Seemingly Unrelated Regression method, there is a statistically significant impact of components of macroeconomics stabilization on decarbonization and energy efficiency. Moreover, our models show a different strength and direction of relationships between the explained and explanatory variables. Research results confirm the necessity to coordinate the macroeconomic with environmental policy. We think that it is essential to use effective tools of economic support (European Union Emissions Trading System, environmental taxes) and greater pressure from European Union institutions on countries that emit harmful substances. Humanity is dependent on natural resources. Use and productivity of these resources plays an important role in energy savings and circular economy. The goal of this contribution is to evaluate productivity of resources in the frame of EU countries. Single analysis deals with data from the publicly available portal database and collected data were processed in the statistical software JMP. The trend of development and analysis of variability and linear dependence helped to create cluster analysis and comparison of the EU countries. The results from the view of average value of the indicator registered the growth, and from the view of variability the statistically important differences were verified for EU member states. Some pairs of indicators recorded positive, while some pairs recorded negative linear dependence. Cluster analysis shows two groups of countries—the first one with positive results, having the lowest tax burden in the case of energy taxes and environment, and the second one with negative results, having the highest tax burden of environmental and energy policy. The results are useful for a proper setting of energy and environmental goals that can increase the effectiveness of resource productivity in the countries studied. [ABSTRACT FROM AUTHOR]

The optimization of the energy portfolio for a small, open, landlocked economy with rather limited fossil resources is a complex task because it must find a long-range, sustainable balance between the various goals of society under the constant pressure of different interest groups. The opinions of independent, informed experts could be an essential input in the decision-making process. The goal of this research was to determine the relative importance of the values and goals potentially accompanying projects, based on the utilization of bioenergy. The current research is based on a wide-ranging survey of 65 non-partisan experts, applying the Pareto analytic hierarchy process to ensure the unbiased prioritization of project segments. The results of the survey put a spotlight on the importance of the economic role of bioenergy projects. Contrary to previous expectations and considerations, the social functions of these projects have hitherto been given relatively little importance. The results highlight the importance of bioenergy in increasing the income-generating capacity of agricultural producers by optimal utilization of natural resources for agricultural production. This can be achieved without considerable deterioration of the natural environment. Modern agricultural production is characterized by high levels of mechanization and automatization. The energy transformation towards renewable energy sources in the conditions of climate change and the accompanying climate risk is a priority for all countries in the world. However, the degree of advancement of activities in this area varies significantly between countries, which is the result of different activities for renewable energy sources in individual countries. The aim of this article is to determine the trends of changes in the area of the use of renewable energy sources in EU countries. The study uses TMD (taxonomic measure of development) methods and dynamic classification, which allowed to distinguish typological groups of objects with similar dynamics of the studied phenomenon. The EU 28 countries were analyzed. Statistics (Eurostat database) are provided for the period 2004–2019. As a result of the research, it was found that the Scandinavian countries and the countries of Western Europe were characterized by the highest stability in terms of the use of renewable energy sources over time. These countries also recorded the smallest increases in TMD. On the other hand, the unfavorable situation in terms of stability was observed mainly in the countries of Southern Europe.
