The disruption of fossil fuel supply chains due to the war in Ukraine has resulted in the need for an urgent reorganisation of the energy supply system, the cost of which has created a substantial increase in electricity prices in many markets. In light of the above, the need for the development of a renewable energy market has become stronger than ever; hence, the authors of this study have oriented their efforts towards investigating the development of the renewable energy market in countries bordering the line of armed conflict in Ukraine, i.e., Poland—strongly dependent on traditional forms of energy production—and Lithuania. The primary objective of the paper is to review the literature on wind energy, which is necessary to establish the current role of this energy dimension in the renewable energy market in the energy systems of Poland and Lithuania. Therefore, this review paper is oriented towards a review and evaluation of the available thematic literature and industry studies, as well as conclusions related to the number and direction of research topics in the area of the explored issues. The basic finding of this review is that the reviewed literature and studies are most strongly oriented towards a general assessment of the ongoing energy transition in the world, in which the thread of the assessment of the energy situation in Poland and Lithuania, including the thread of the analysis of wind energy, is part of broader assessments, most often regarding EU countries. The wind energy of the countries included in the scope of the review is not discussed comprehensively. The gap identified in this respect relates in particular to the aspect of wind energy development potential concerning solutions targeted at the individual consumer. In quantitative terms, studies addressing wind energy in Lithuania represent a lower percentage of the thematic literature acquired for the review. In the area of noted niches, the need for research and analysis is recommended to increase the information supply for developing the renewable energy market in Poland and Lithuania. In doing so, it is important to explore the technical and technological solutions (with a focus on the individual customer) and the economic aspects of wind installations from a micro and macro perspective. In addition, there is a lack of sufficient studies revealing the position of public opinion regarding the development of this dimension of the RES market and the direction of its changes. This is an important problem—particularly in Poland, where the so-called distance law constantly blocks the development of this dimension of RES and where the need to develop energy from renewable sources is particularly urgent. EU countries declared the strategic goal to achieve energy independence and increase energy efficiency. In this case, EU countries have provided a vast range of incentives, mechanisms, and directives to promote energy efficiency. Ukraine as a potential candidate should provide a convergent policy with EU countries to increase energy efficiency. The paper aims to estimate energy efficiency based on the revealed convergent and divergent determinants of energy policies among the EU and Ukraine. The data are compiled from the World Energy Statistics Yearbook, the European Statistical Office, the International Energy Agency, SolAbility agencies, and State Statistics Service of Ukraine. The study applies σ- i β-convergence theory to determine the convergent and divergent determinants of the country's energy efficiency. The empirical results allow concluding that Ukraine has an average level in the integrated energy efficiency index of the national economy, and the highest value of this index was in 2008. The highest values of energy efficiency were in Sweden and Denmark among EU countries. Besides, the findings confirm that the Ukrainian government should pay attention to divergent determinants (expenditure for environmental protection, pricing for energy resources, etc.) to improve the country's energy efficiency. This research article provides a comprehensive scenario analysis of key structural changes in Kazakhstan's fuel and energy complex subsectors until 2060, focusing on decarbonization efforts. The background places the issue of decarbonization in a broader context, considering the country's vast size and sparse population. The study's purpose involves analyzing the development of the climate agenda by comparing two scenarios: a "reference" scenario without decarbonization measures and a carbon neutrality scenario until 2060 (CN2060). A mathematical technical-economic model based on the TIMES paradigm (The Integrated MARKAL-EFOM System) serves as the method to optimize and simulate Kazakhstan's energy system. The main findings reveal sets of policies, standards, and legislative, economic, and political decisions that are required to achieve CN2060. Additionally, the integration of a low-carbon policy, sectoral and cross-cutting approaches, the impact of the coronavirus crisis, the Russia-Ukraine conflict, and energy security issues receive a discussion. The article concludes with projected shares of generation and investment in renewable energy sources (RES) necessary for attaining CN2060. Bioenergy represents the highest share of renewable energies consumed in the European Union and is still expected to grow. This could be possible by exploring bioenergy production on Marginal, Underutilised, and Contaminated lands (MUC) that are not used for agricultural purposes and therefore, present no competition with food/feed production. In this paper, the viability and sustainability of bioenergy value chains on these lands is investigated and measures for market uptake were developed. Using three case study areas in Italy, Ukraine, and Germany, a screening of MUC lands was conducted, then an agronomic assessment was performed to determine the most promising crops. Then, techno-economic assessments followed by sustainability assessments were performed on selected value chains. This concept was then automated and expanded through the development of a webGIS tool. The tool is an online platform that allows users to locate MUC lands in Europe, to define a value chain through the selection of bioenergy crops and pathways, and to conduct sustainability assessments measuring a set of environmental, social, and economic sustainability indicators. The findings showed positive results in terms of profitability and greenhouse gas emissions for bioethanol production from willow in Ukraine, heat and power production from miscanthus, and biogas and chemicals production from grass in Germany. This paper aims to check the impact of investment and institutional determinants on the energy efficiency gap. The findings of the bibliometric analysis confirmed the growth of research interests in identifying the core determinants of the energy efficiency gap. The central hypothesises are: the increasing quality of the institutions leads to an increase of green investments in the energy sector and the dual relationships between investment and institutional determinants lead to additional synergy effects, which allow boosting the decline of energy efficiency gaps of the national economy. For the analysis, the times series were collected from the World Data Bank, Eurostat, Bloomberg, for Ukraine for the period of 2002–2019. The following methods were used: the unit root test—for checking the stationarity of data—and the Johansen test and VEC-modelling—for the cointegration analysis. The findings prove that to reduce the energy efficiency gaps in Ukraine by 1% next year, it is necessary to increase green energy investments by 1.5% this year, and the political stability and public perception of corruption by 3% and 1%. The increase of the public perception of corruption by 1.47 points and of political stability by 2.38 points leads to maximising the recovery speed of the Ukrainian energy sector. Thus, while developing the policy to decrease the energy efficiency gaps, the Ukrainian government should consider the level of public perception of corruption and political stability. The energy crisis that emerged as a result of the reduction in gas supplies from Russia is very topical and very important. This crisis affects not only Europe but also other world economies. As a result of Russia's attack on Ukraine and the sanctions imposed on Russia, there was a drastic drop in Russian gas supplies, which triggered an increase in fuel prices and an energy crisis. In order to reduce the risk of insufficient gas supplies, European countries have decided to reuse coal and fossil fuels. This is the opposite direction to decarbonization and a zero-carbon economy. The undertaken research is unique, because the issue of slowing down the direction of decarbonization and returning to fossil fuels has not yet been extensively studied. Therefore, the analysis and research results are new in this area. The European project of green energy production from renewable energy sources that has been implemented so far, which aims to accelerate the implementation of a zero-emission economy, may be slowed down. Moreover, the return to fossil fuels will have a negative impact on climate change. The sharp increase in energy prices and the unexpected growth in the profits of energy companies meant that the European Commission introduced a limit on the revenues of enterprises in the energy sector. Surplus income is to be transferred to other entities to offset the drastic increase in energy prices. The conducted analysis showed how the European Union will try to ensure energy security and what the current actions related to climate protection and moving toward an environmentally friendly economy will be. The paper investigates the relationships between economic, social, and environmental dimensions of sustainable development. GDP growth represents the main economic dimension, greenhouse gas (GHG) emissions and renewable energy consumption the environmental dimension, and corruption the social dimension of sustainable development. The investigation of these relationships is based on the concept of the Environmental Kuznets Curve hypothesis about the non-linear relationship between economic growth and environmental pollution. The authors used the panel data of EU countries and Ukraine for 2000–2016 years from the Eurostat database. The obtained results confirmed the Environmental Kuznets curve hypothesis for the EU and Ukraine. All the indicators were statistically significant at 1% and 5% levels. The findings proved that increasing renewable energy (RE) by 1% led to a decline of GHG in the interval (0.166103, 0.220551), and аn increase of the Control of Corruption Index by 1% provoked a decline of GHG by 0.88%. The conducted study enabled the authors to conclude that Ukraine needs to increase the GDP level per capita given the economy diversification and via the introduction of more effective and "clean" production technologies. With rising electricity demand, heavy reliance on imports, and recent economic downturns due to the negative impact of the COVID-19 pandemic, supply chain bottlenecks, and the Russian invasion of Ukraine, Thailand is suffering severely from energy resilience risks. The government has therefore set a goal of decentralizing energy production through small-scale distributed renewable energy systems. To support their design and the planning process, we simulate multiple scenarios with wind turbines, photovoltaic systems, and battery storage for a model community in rural Nakhon Phanom, Thailand. Using the software NESSI4D, we evaluate and discuss their impact on energy resilience by considering environmental sustainability, economic attractiveness, and independence from the central power grid. To fill the gap of missing data on energy demand, we synthesize high-resolution load profiles from the Thailand Vietnam Socio-Economic Panel. We conclude that distributed photovoltaic systems with additional battery storage are only suitable to promote energy resilience if the government provides appropriate financial incentives. Considering temporal variations and local conditions, as well as a participatory decision-making process, are crucial for the long-term success of energy projects. The future of opencast mining and energy production based on conventional resources is one of the most important issues being discussed in international forums. The whole discussion is becoming increasingly heated and takes on a special significance with the drastic increase in energy commodity prices that has occurred with the outbreak of war in Ukraine. Especially in a country like Poland, these issues are accompanied by heated discussions between miners, the government and citizens. It should be emphasised that Polish lignite mining currently produces about 35% of the cheapest electricity in Poland and also creates many jobs. The aim of this study is to assess the possibility of continuing opencast mining and its impact on rural development—both from an environmental and socio-economic point of view. The study was conducted for two municipalities in Poland where opencast lignite mining plays an important role, namely Kleszczów and Kleczew. As a result, it was found that in the case of the studied municipalities, the presence of opencast mining has contributed to their development, and the application of modern environmental protection technologies and recultivation have reduced the difficulties associated with mining. On the other hand, the decision to start mining should be the result of a comparison between the potential environmental and social benefits and damages. In some cases, mining is beneficial for community development and leads to new opportunities for agriculture and tourism after reclamation. The study is a combination of different methods, i.e., case studies, GIS remote sensing analysis (based on Landsat data) and econometric analysis for selected socio-economic data. The growth of renewable energy facilities worldwide creates new challenges for sustainable regional development. Unregulated investment flows in the green energy sector cause disparities in the deployment of various renewable energy technologies, worsen the ability to balance national energy systems, etc. This article is the first comprehensive study that offers a methodology for multifactor modeling of investment flows in regional green energy deployment considering the priorities of national, regional, and local authorities within the sustainable development concept. The proposed methodological approaches help (1) determine the types of renewable energy technologies for priority development in the region, (2) select specific green energy projects to receive budgetary support on territories, and (3) form the optimal mechanism for budget financing distribution on regional development of renewable energy technologies. The modeling factors include natural conditions and resource base of a territory; its economically feasible renewable energy potential; the territory's energy needs; installed capacity and electricity generation of new green energy facilities; power plants' life cycle duration, the investment amount, etc. The model approbation on the example of household solar and wind power plants in the Sumy region, Ukraine, has shown the need to significantly increase financial support for renewable energy projects, primarily due to the region's energy deficit. Calculations revealed that the interest-free loan share for both technologies should be 2.843 and 2.844 times higher than the basic share of lending (20%). For the 30-kW solar power plant project, the indicator should be 64.67% instead of the basic one of 56.86% for home solar energy facilities. Thus, the methodological approaches presented in the article are new tools that allow territorial authorities to purposefully shape and manage investment flows in the renewable energy sector to ensure sustainable energy development of regions worldwide. The current approaches to estimating the level of energy security are based on applying a comprehensive approach to selecting the factors that affect energy security and the dynamics of processes in this domain. This article reveals the application of the model of energy security estimation and strategizing based on the systemic description of energy security as an object of management: the integral system, elements and connections, functions, processes, and the system's material. At the same time, this model is able to take into account the dynamics of technological, political, economic, and other factors operating in the country and on the global arena. The energy security estimation model developed uses a modern methodology of integrated estimation: a multiplicative form of the integrated index, a formalized definition of the safe existence limits in order to provide scientific substantiation of the threshold vector, a modified rationing method, the principal components method, and the sliding matrix method to substantiate dynamic weighting coefficients. The paper demonstrates the systemic approach application to shaping strategic goals in the energy security domain in the context of sustainable development; the trajectory of energy security development is calculated by the method of strategizing that applies the principle "future is determined by the trajectory to the future" instead of the classical forecasting "past determines the future". In general, the article shows the possibility of unifying the process of formalizing energy security (according to the needs of the researcher: country, industry, energy network, supply chain) as an object of management, estimating energy security status, and strategizing the regulatory sphere transformation in accordance with the target values for monitoring the effectiveness of management.
